OUR mineral-land laws need revising so as to provide definite title at the outset to the mineral deposits within any definite piece of land. The laws as they now stand, especially those applicable to lodes, breed uncertainty as to rights of possession prior to patent; and to my mind this is the worst feature of all, worse even than the apex bugbear. It is now almost impossible for anybody to tell-with certainty what mineral rights exist within any area that is not covered by patent, or whether any valid rights exist at all. Our system is unique in permitting individuals to appropriate and exploit mineral lands of the public domain without notice of any kind to the Federal government, and to relinquish them without any ceremony at all. The result is a clouded record that cannot be cleared up until each claimant is put to some sort of final proof. In order to accomplish this, new Federal legislation will be required. The requirements for a mineral survey and the proceedings for patent have always been cumbersome and expensive; and perhaps out of regard for the poor claim owner, who can ill afford the outlay for that sort of thing, the law does not require him to go. through it unless he chooses to do so. Consequently, every active mining district has become encumbered with tangled groups of doubtful or conflicting locations, whose rights and boundaries, when any valuable ore is found, must usually be determined by lawsuits that are as expensive and as distressing as the stakes are high. So deeply has litigation entered into our mining system that a claim whose rights have never been disputed would probably be set down offhand, by $miner of the old school, as of no value. Think of the litigation over rights of possession on the Com-stock lode—12 leading companies involved 'in an aggregate of 245 suits within a period of less than eight years! Ambiguous local records; the chance of erroneously placed or obliterated monuments; doubt as to the sufficient performance of the statutory annual labor; uncertainty as to prior conflicting or overlapping locations; anxiety as to the changing attitude of the Department of the Interior and the Forest Service—such considerations as these make an unpatented mining claim an unclean thing in the eyes of possible investors. THE origin of spontaneous combustion in collieries is, of course, chiefly due to bad system in laying out the pits, unclean workings, insufficient ventilation, and neglect in damming off works after they are exhausted of the main coal. This is particularly indispensable in the Richmond field, because it is difficult and dangerous here, on account of the inferior roof, to remove the last vestiges of coal ; and we are compelled also to retain all the slates and bands, as far as possible, in the pit, to help fill up, although such material is liable to fire. This, however, can be prevented to a great extent, as men¬tioned below. I am satisfied that the only system of working this thick coal is by cross-cutting ( Querbau, ouvrage à travers) or working in benches, as practiced in France (Creusot, Rive de Gier, St. Etienne), in Sile¬sia (Königsgrube), which I have used as far as it is practicable in an old pit, almost torn to pieces by former workings. Modifications may, of course, be needed, even in the same pit, on account of irregu¬larities in the seam. I am also satisfied for economical reasons (on account of the heavy cost for timbering) that pits here ought to be worked upwards, even if it requires a longer period of time to win the coal, and a greater outlay of capital to commence with. The various saddle-shaped "troubles" making natural minor basins in the main basin aid in the execution of this plan. A pit worked once ought to be worked out clean, given up, and dammed off forever. If sections of proper height are assumed, according to the required amount of production for a certain period of time, they ought to be worked out and filled in as much as possible, dammed off, and ulti¬mately allowed to fill up with water, in order to protect the tipper works in future from fire in the gob below. This I consider indispen¬sable, because we may not be able profitably to fill in all the ground. To do so we have to use the waste of the mine, although it is liable to fire in time. In using this stuff, it ought to be surrounded by walls of rock not liable to take fire, laid firmly in clay, the gob being in the middle, and firmly covered and packed with clay on top. In

R. W. NEWCOMB,* New York, N. Y. (written discussiont).-On page 1638 mention is made of a new -instrument with an exceptionally high resistance that has been developed by Charles Engelhard. All friction and wear of moving parts of the moving system has been elimi-nated by replacing the hardened steel pivots and jeweled bearings, commonly used on other instruments, by a double metallic filament, one at the top and One at the bottom, under slight tension. Any pos-sible distortion of the moving coil, because of tension, has been eliminated by introducing a solid spindle as the axis of the coil between the points on the coil where the metallic filament is attached. The filaments serve not only as a support for the moving coil; but also to lead in the current from the binding posts to the moving coil, and as a source of counter-torque; instruments so constructed, do not require leveling, and are mechanically very robust. The clock of the recorder serves only to drive the chart at its specified rate and -to operate a small contact-making device; i.e., there is no other mechanical load on the clockworks. The contact-making de-vice is so constructed that there is a quick-make, a quick-break, and a wiping effect while the contact is being made. Contact surfaces on this switch are of platinum platinum-iridium. The operation of this contact, which occurs once each minute, sends a current, from a 6-volt supply; through a solenoid magnet, which operates the depressor bar mechanism in the case of the single-record instrument; in the case of the multiple-record instrument, it operates the automatic switch and color-changing features, as well as the depressor bar.

Falls of small pieces of rock from between roof bolts continue to cause fatalities and to injure hundreds of coal miners each year. Roof screen is the most effective way to prevent these incidents, but some mines are reluctant to use it because they believe installing screen can be awkward, expensive and time-consuming. The most common type of roof bolting machine used in mines today is the dual boom, outside-controlled roof bolter. Mines who install roof screen using these machines have developed some machine modifications and techniques to ease roof screen installation. This paper describes some successful techniques and machine modifications that are being used in productive mines to assist with roof screen installation. Since the material handling involved with roof screen installation can expose miners to an increased risk of musculoskeletal injuries, the National Institute for Occupational Safety and Health (NIOSH) ergonomists, designed machine modifications and implemented a series of tests to evaluate roof screen handling procedures for outside-controlled, dual boom roof bolting machines. Roof screen installation can also have a positive economic impact on a mine by reducing the cost of injuries, workers? compensation, required spot or re-bolting, and clean-up of long term travel and belt entries.

In a major milestone for geoscience, the U.S. Geological Survey (USGS) has unveiled the Cooperative National Geologic Map, the most detailed national-scale geologic map of the country to date. The project offers a fresh, layered look at the rocks and sediments that make up the United States. For geologists, engineers and mining professionals, it provides both a technical achievement and a practical tool that will help shape future exploration and landuse decisions across the country. The new map provides a regional view of geology both on and beneath the Earth’s surface. Using different colors to represent rock types and sediments, it allows users to toggle through multiple layers, revealing for the first time the surficial and quaternary deposits that lie above the bedrock. “This is the first national map to include multiple layers of mapped geology, the first built to be easily updated as new maps are published, and the first to be delivered in a user-friendly online interface,” said Joseph Colgan, a USGS research geologist who led the development team. The Cooperative National Geologic Map is a culmination of more than a century of collaborative mapping between the USGS and the nation’s state geological surveys. More than 100 existing maps produced by state geological surveys and the USGS over the past 40 to 50 years were combined and standardized to create the national data set. During its three-year creation, the USGS prepared digital data, built the system to bring the maps together, developed the web interface and underwent a review and approval process. Through this process, decades of fieldwork, analysis and digital cartography were brought together to provide both national and local expertise.

The U.S. Bureau of Mines conducted a study to evaluate support interaction between conventional bolts and the rib at two Western coal mines. The principal goal was to develop guidelines for designing rib support under various conditions. At mine A, seven rib bolts were installed with load cells and monitored over a 4-month period. Fifty-seven pull tests were conducted with two types of anchors at various depths. At mine B, 163 pull tests were conducted. Results showed that during the 4 months of monitoring bolt load, tension in the bolts decreased over time in some situations and that anchorage capacity was reduced in a yielded zone. Load-versus-deformation plots from pull tests in the rib showed fundamental differences in anchorage behavior at the two mines, particularly when comparing results of tests in old pillars at mine A and tests in new ribs at mine B. Numerical modeling experiments indicate that coal bonding strength was the most significant factor in determining postyield anchorage capacity. Correlation of anchor yield point with anchor depth were more pronounced at mine A than at mine B; measuring torque may be a reasonable method of monitoring deteriorating anchorage capacity in a rib undergoing fracturing and yield.

Chrysotile asbestos is a valuable resource. Used as a reinforcement in asbestos cement, products are obtained which are cheap, are not attacked by vermin, do not rot or support growth of fungi and are unaffected by water or humid conditions. Such products are of great value in the developing countries where inexpensive and durable building materials and pressure pipe are very important to development, housing and water supplies. Concern over the adverse effects of inhaling asbestos has led to the introduction of increasingly stringent controls world wide on the quantities of airborne asbestos per- missible in the occupational situation. Wet processing has the potential for virtually eliminating the environmental concerns with asbestos dust both in fibre production and in the materials handling section of the manufac- ture of asbestos cement products. In addition, high efficiencies associated with wet process- ing mean that better yields are obtained and that the tailings which are dumped have a lower residual asbestos content. Since early 1977, ICI Australia and Woodsreef Mines have been engaged in a programme of research to develop and evaluate a wet mill- ingprocess to produce, from ore and existing tailings, high grade fibre suitable for use in asbestos cement products. The process has been developed through microscopic studies, labora- tory bench scale experiments, work in a small scale semi-continuous plant and product evalua- tion on experimental size Hatschek asbestos cement machines. A prototype mill with a normal feed rate of 1z tonnes per hour and capable of producing pipe grade asbestos from Woodsreef ore has been constructed and was operational from January, 1982 to July, 1983. A range of asbestos cement products have been made successfully on full scale Hatschek machines using fibre from ore and tailings milled in the prototype mill. Economic evaluations indicate that a wet process mill would be cheaper to build, operate and maintain than an equivalent dry process plant. A commercial plant has been designed 1. One primary purpose of hydraulic fracturing as a well stimulation technique is to overcome formation damage. The literature provides ways of designing fracture treatments and evaluating their results but not of incorporating formation damage in vertically fractured wells. Results of an investigation of this problem are presented in this paper. Prediction of stimulation ratios in vertically fractured, damaged wells is accomplished with a mathematical model relating stimulation ratio to relative conductivity of fractures whose lengths are not more than about half the drainage radius of the well. Comparison of results from the new model to results in published predictions verify its utility; these results also show that the range of stimulation ratios that can be predicted for undamaged wells is extended to include relative conductivities of less than 300. This extension is important when using fracturing to stimulate wells with high production rates and high native formation permeabilities. For example, large increases in daily oil production rate can be obtained with stimulation ratio increases as low as 1.25. The importance of complete fracture fill-up (uniform proppant packing) is shown through use of the mathematical model. If, at the mouth of a fracture, only a small fraction (1/2 percent) of the total fracture length is not packed with proppant, nearly all the polential stimulation increase is lost. Proppant crushing, compaction and embedment have been shown in laboratory studies to be responsible for low fracture conductivities in wells producing from highly stressed formations. Equipment and methods for testing the effect of stress (overburden) on conductivity of fructures in consolidated and unconsolidated sands are discussed in this paper. Laboratory tests with simlilated fractures in cores from both types of formations showed that crushing, compaction and embedment seriously affect conductivity. Results indicate that similar laboratory tests should be made when accurate knowledge of fracture conductivity is needed to assure good stimulation results for important wells. The chief factor in stimulation ratio reduction was found to be overburden pressure, but the size and type of proppant and the hardness of the formation have significant effects. Fracture conductivity reductions of up to 50 percent were observed with sand propping fractures in consolidated cores; a reduction of 83 percent was measured for an unconsolidated core. The range of effective overburden pressures for which conductivities were measured was from 100 to 5,000 psi. An example fracture design and evaluation problem indicates the usefulness of considering formation damage in planning well stimulation jobs. When damage exists, but its extent and the degree of permeability reduction are not estimated from diagnostic tests, the formation permeability used in planning the job may lead to under-designing. As the example shows, too low a target stimulation ratio can lead to much lower production rates (by half) than could be attained otherwise. Solutions of equations representing several special cases of the mathematical model are presented in graphical form and details of the derivations of the equations are given in the Appendix. INTRODUCTION Since its inception in 1947, hydraulic fracturing has proven to be an effective and widely accepted stimulation technique. In the past 18 years the ability to execute a successful hydraulic fracturing treatment has been substantially increased. The development of design and evaluation procedures1,2 has been one of the major contributions to this increased skill. However, as the art of hydraulic fracturing has moved closer to a science, new problems concerning the design and evaluation of the optimal hydraulic fracturing treatment have arisen. Three questions are pertinent to these problems. I. How is a fracturing job evaluated in a damaged well? 2. What is the effect on the stimulation ratio of not filling the fracture in the vicinity of the wellbore? 3. What is the effect of overburden pressure on fracture conductivity and, consequently, the stimulation ratio? A primary objective of fracturing a well is to stimulate production by overcoming wellbore damage. Presently. however, there is no rational basis for designing or evaluating the optimal fracturing treatment in a damaged well. All present fracture design and evaluation techniques assume that proppants can be uniformly placed in fractures. This assumption may be in serious error, particularly for the portion of a fracture directly adjacent to the wellbore. The recovery of tellurium from Te-cement obtained during the processing of copper anode slimes was carried out by a series of hydrometallurgical processes, i.e. leaching Te-cement in NaOH solution, precipitation of impurites with the addition of Na2S followed by direct electrowinning of tellurium in NaOH solution. The optimum conditions for each process were determined and discussed in terms of various parameters associated with each step to maximize the recovery and purity of tellurium. The final purity of tellurium from electrowinning in alkaline solution was found to be more than 99.9 %.

Highwall mining is an important coal mining method. Upwards of 60 highwall miners are presently in operation, and they may account for approximately 4% of total U.S. coal production. A review of the Mine Safety and Health Administration (MSHA) accident data over the 20 year period from 1983 to 2002 identified 9 fatalities attributable to auger and highwall mining of which inadequate ground control accounted for 1/3. In the past 5 years, 1 fatality occurred in highwall mining. Estimates of the manpower requirements in highwall mining suggest that its fatality rate is essentially the same as for surface coal mining, thus highwall mining appears to be a very safe modern mining method. Highwall stability is the major ground control related safety concern, and operators are required to develop and follow an appropriate highwall mining ground control plan. The plans usually specify the following geotechnical parameters: hole width, maximum hole depth, maximum overburden depth, seam thickness, web pillar width, barrier pillar width and number of holes between barriers. Calculated web pillar stability factor exceeded 1.3 for most designs evaluated. This study examined records from 5,289 highwail miner holes with a total completed footage of about 2,560,000 feet to understand the reasons for early pull out. Average lost footage is typically about 20% of planned footage. Only 35% of the holes reached planned depth, and 20% were short due to rockfalls. Water and adverse geology accounted for 15% of the losses. Mechanical/electrical problems, guidance, and slope stability problems accounted for the remaining 30%. Web pillar stability factor for these holes also exceeded 1.3 in 95% of cases. Trapped highwall miners present a safety hazard to workers during their recovery. Best practices to avoid trapped highwall miners include: avoid mining in stream valleys, avoid mining near outside corners, careful alignment of each hole and the use of an onboard guidance system, Several issues in highwall mining ground control require further investigation including highwall mining through old auger workings, highwall mining near old underground mines, multiple-seam and multiple lift highwall mining and finally the size and frequency of barrier pillars.

A testing method for assessing the shear-bond strength of thin spray-on liner (TSL) on rock substrate was developed at Wits University Rock Mechanics Laboratories. The gap between a 20 mm thick steel ring and a rock core is filled with TSL along the depth of the ring. After the curing of the TSL for a predetermined period, the sample is placed on a base, which offers support to the steel ring and the TSL but not to the rock core. A compressive load is applied on the rock core displacing the core on TSL contact and punching it towards the void in the support base. Shear-bond strengths for different TSL products as well as shotcrete were measured. This paper describes the test set-up and points out the important aspects and procedures during sample preparation and test execution. The test results are also presented and discussed.

TOWARD the close of 1925, a British geologist, T. Landell Mills, brought to the notice of .A. Chester Beatty and selection Trust Ltd. certain mineral areas in southern Yugoslavia. Mills' data, which included rough maps and preliminary reports by' a Yugoslav engineer, Jules Draskocy, appeared interesting to Reatty, and early in 1926, I, with three British assistants, proceeded to Serbiaand commenced the investigation of several groups of ancient mine workings. They were found to be extensive and the geological conditions-schists, limestones, and andesitic intrusive-favorable for mineral deposits. At Stan Trg, on the Trepca Concession, five rniles east of Kosovska Mitrovica, an ancient filled adit was found, a shelter-hut erected, and work started in reopening this adit.

The Bagdad mill, built in 1977, was de-signed for a mill capacity of 36,300 tpd. An ABC (Autogenous Mill-Ball Mill-Crusher) grinding circuit was chosen. The original mill contained three completely independent grinding circuits, each containing one 9.75 m diameter by 3.96 m long fixed speed autogenous mill, one 4.72 m diameter by 6.71 m long ball mill and one 2.13 m diameter short-head cone crusher. Total installed power per grinding circuit was 8,464 kw with 5,966 kw in the autogenous mill, 2,237 kw in the ball mill and 261 kw in the crusher. (See FIGURE I--Major Equipment Flow Diagram.) The autogenous mills were designed to be able to operate semi-autogenously but were never converted to SAG. As a result of this design, only about 4,100 kw of the designed power is utilized in the autogenous mills. The grinding circuits are closed with 2.44 m by 6.10 m double deck vibrating screens. Screen oversize is returned, by a series of conveyors, underneath the mill coarse ore stockpile to feed the crushers. Variable speed belts feed the crushers and control power draw. Crusher product reports directly to the tail end of the autogenous mill feed belt. (See FIGURE 2--Typical Crusher Feed and Product Size Distributions.) Tramp iron in the autogenous mill-crusher circuit is handled in a unique way. A magnetic sensor detects the metal. This closes a gate which directs the crusher feed onto a separate belt which bypasses the crusher and returns the material to the autogenous mill feed belt.

Synthesis report on a project carried out under the EC-funded BRITE-EURAM programme. A prototype high-resolution electromagnetic system, based on the theory of controlled-source magnetotellurics, was developed. The electrical source field is fed into the earth by dipoles at preselected frequencies and a multi-channel receiver measures five electric and three orthogonal magnetic fields. Suitable mapping algorithms and spatial filters are applied to the data and a new technique permits calibration during measurement. The system was field tested over a blind orebody, at 250-550 m depth, in the Aguas Tenidas area of the Iberian Pyrite Belt. Ten lines totalling 12 000 m of profile length were completed in seven days and the orebody was identified. Tests in the Irish Midlands suffered from strong electromagnetic interference of cultural origin

The most common REE containing mineral that is worked today is bastnäsite. It means that mineral processes are adapted to it and that the metallurgical separation techniques for winning of individual REE are adapted to bastnäsite concentrates. For all other deposit types, suitable mineral processing methods and separation technologies need to be adapted and/or developed. Preliminary mineralogical analyses indicate that slightly less than half of the REE in the tailings dumps at LKAB/Kiruna are associated to apatite. The rest is in the minerals monazite (maybe associated to apatite) and allanite. At least allanite is probably not floatable with reagents commonly used for apatite. Mass and element distributions for the tailings sand reveal that very little apatite is present above 300 µm, and that approx. 30 % is below 20 µm. REE does not follow P2O5 completely and are also present in coarser fractions. Flotation results show that the best condition for both apatite and REE winning is pH 9, high collector addition and low dosage of water glass. Under these conditions, the lab-scale flotation gives an apatite concentrate with at least 30 % P2O5 at 70 % recovery. REE follows apatite in the cleaner steps but only partly. Its recovery is approx. half compared with apatite. The reason for the low REE recovery is likely to be that REE to a large extent is trapped in non-winnable minerals, especially allanite. One year ago, that is in January, 1923, there had not been constructed a single oil-storage tank of 55,000-bbl. or more capacity with a completely electric welded roof and bottom. Today, there are at least fifty 80,000-bbl. storage tanks completed, or nearing completion, on which both the roofs and the bottoms are electric welded. It is the purpose of this paper to describe, in a general way, the construction of these welded roofs and bottoms, and to give their advantages over riveted construction. All of the following data and conclusions were obtained from observations made during the welding of tanks by the Welding Engineering Co. at Texas City, Tex., and Tonkawa and Burbank, Okla. As far as can be determined, the first electric welding on large tankage was completed in May, 1922. At that time the Empire Companies of Bartlesville, Okla., discovered a badly leaking bottom in a 55,000-bbl. tank at El Dorado, Kans. They had considered concreting this bottom, but because of the much smaller cost, decided to try electric welding; so a contract was given the Welding Engineering Co. of Bartlesville, Okla. In this instance, no new sheets were added, the bottom being repaired by electric welding of all seams and rivets, Fig. 1. In some places where the original rivets were missing, the holes were filled by welding; patch plates were also added at certain badly worn spots. VENTILATION of underground workings to fur-nish air of good quality to workers is now the accepted practice for all kinds of mining; but in coal mining it is also a requirement vital for safety to have systematic coursing of the air to all parts of a mine so that fire damp can be diluted and carried away. These two basic needs are recognized in the codes of every country or State where coal is mined, and each has its own system of ventilation requirements. With the same fundamental requirements, varying in degree but not in kind, the surprising thing is that these and other features of regulatory codes should vary so-wide-ly that their provisions on the same subject bear hardly any resemblance to one another. This was strikingly brought out in the paper given before this institute in 1926, on "State Coal-Mining Laws Concerning Ventila-tion1. The explanation ordinarily is that the geologic forma-tions and the mining conditions and methods differ in the various coal fields. Although that is true, in most countries and States the variations in the differ-ent mining districts within each country or state vary widely, and the respective codes must be made to apply by special provisions to meet the variations in thickness of coal, depth,. dip, character of roof, and presence or absence of gas. Evidently the great diversity in codes is due to the method of formulating them. Some are prepared by political commissions in which partisan interests are a factor; others originated in the early days of mining with meager outlines and were so amended by legisla-tive acts or administrative orders from year to year as to become complicated and ambiguous, and pro-visions in different parts of a single law are often contradictory. Such laws have therefore been difficult to interpret and to enforce adequately.

This paper describes the application procedure of the Stress Control mine design method. This procedure has evolved over the past 20 years of the practice of this Method in trona, potash, salt, and, most recently, in coal mining. The Stress Control Method of mine design has been defined and amply described in previously-published work (1,2,4) -- likewise, the associated system of in situ instrumentation (3,4) and the computer modelling technique (2,3,4) which are the principal tools of this method. The present paper defines the procedure by which the in situ instrumentation and computer modelling cools are combined in adapting the general concepts of Stress Control to produce site-specific design solutions. This procedure is illustrated by means of case examples from three mines. The Stress Control Method utilizes the geometry of underground excavations, particularly through the time sequence of the creation of yielding pillars, to control stresses. The time sequence is devised such that all the primary stress envelopes are transformed into a single secondary stress envelope, surrounding the group of rooms separated by the yielding pillars. The secondary stress envelope provides protection to the roof and floor boundaries from all the external stresses. This stress relief effect removes the cause of roof and floor failure -- high shear stress in the weakly confined boundaries of underground openings. It thereby replaces artificial support with ground self-support, enabling simultaneous in¬creases in stability and percent recovery. Within limits which are still being explored and extended, the Stress Control Method has proven capable of overcoming the trade-off between stability and extraction ratio which has afflicted conventional mining methods. The application procedure of the Stress Control Method is outlined below in terms of the objectives, structure, and stages of a generic mine rock mechanics program for the site-specific adaptation of the time control yield pillar design technique.
