This report describes the work done to develop a coal mining machine to increase productivity and recovery from thin seams beyond the highwall, in addition to decreasing the miner's susceptibility to to highwall hazards. First, radar transducers were adapted to measure coal thinkness and detect rock and coal interfaces; Then, the radar was incorporated into a cutterhead with steering controls. Next, visual displays were designed to show cutter position in the coal seam, and anticipated change In coal seam inclination. Finally, development of a telemetry system made remote control of the cutterhead possible. Simultaneously, a high-performance extended depth (HPxD) auger machine was designed with an automatic system to handle 600 ft of 36-in. diameter dual spiral flight conveyor sections. A two man crew controls all operations from a weather conditioned cab outside the VDZ, either at night or day time. As a primary mining tool, working 4000 hr/yr (2 shifts/day) recovering 60% of the coal 600 ft beyond the highwall, production to 500,000 ton/yr can be achieved. INTRODUCTION The Overseas Private Investment Corporation ("OPIC") is a U.S. Government agency mandated to promote the economic development of the less developed countries ("LDCs") by assisting U.S. private investment in the Third World. Generally, investment decisions turn on the optimism or pessimism of the private sector's financial analysis of a project, with market price of product a major unknown in a very chancy set of projections. Discussions with American mineral companies, however, show that, more often than not, in developing country projects it is the political risks of investing in mineral exploration and extraction that pose the most serious deterrent to investment. In several of the projects described here, investments would not have been made if OPIC had not been involved providing support to the project sponsors and their funding sources. Clearly it is not OPIC's business to promote U.S. investment in a project which is not commercially viable, but OPIC's programs can neutralize the political uncertainties which act as disincentives to investment in otherwise commercially viable projects. That is to say, OPIC's programs are designed to reinforce market decisions and not distort them. Although OPIC is an independent agency of the U.S. Government, it is managed by a Board of Directors, the majority of whom come from the private sector. This, coupled with the statutory requirement that it be self-sustaining and operate with due regard for the principles of prudent risk management, requires that it operate on a business-like basis. Although established as a development agency, to the business public OPIC is both an insurance company and a lending institution, with two major programs which are available to U.S. investors in the minerals sector: its political risk insurance program and its finance program. Each has been specially tailored to the meet needs of the mining industry. The insurance program provides coverage against four basic types of political risk: Currency Inconvertibility, Expropriation, loss caused by War, Revolution and Insurrection and Interference with Operations as a result of an act of War, Revolution or Insurrection. Coverage against the risks of Civil Strife can be added to both War, Revolution and Insurrection coverage and Interference with Operations. Inconvertibility coverage provides protection against a deterioration in an investor's ability to convert local currency into U.S. dollars. This deterioration can be the result of either active or passive delays. Active delays consist of a change in exchange laws or regulations that leads to inconvertibility delays of 30 days or more. For example, if the exchange regulations at the time of contract execution allow an investor to transfer earnings equal to 18% of its registered capital per annum and the government of the host country later changes the law to allow conversion of only 12%, the insured would convert the 12% transferable under the new exchange regulations with the government foreign exchange authorities, delivering the remaining 6% to OPIC for conversion at 99% of the then prevailing rate of exchange. (OPIC does not cover devaluation risks.) Upon delivery of the local currency to OPIC, normally at the U.S. Embassy in the project country, the insured's account in the U.S. would be credited with dollars. Delays can also result from what is termed passive blockage, which includes administrative delays of more than 60 days (sometimes longer) caused by the bureaucratic tie-ups or pigeonholding of transfer requests, as well as delays suffered simply because the government of the host country does not have sufficient foreign exchange. The transfer procedure is the same as with active blockage - the local currency is delivered to OPIC in the project country and OPIC provides dollars in the United States at the then prevailing rate of exchange. The second coverage -- Expropriation -protects not only against the loss of the investment due to the well-known risks of expropriation, nationalization or confiscation by the host government, but also against

A series of wedges of 1020 steel (2 1/2 by 6 by 8 in.) were explosively loaded, as shown in Fig. 1. A slab of explosive on the surface of the steel wedge was initiated simultaneously along one edge, producing an essentially two-dimensional oblique shock in the metal. Pressure and density in the metal were measured as a function of distance from the explosive-metal interface by a method described elsewhere.' While for pressures below 130 .kbars the technique produces accurate results, for greater pressures the presence of two shock waves in the metalzy3 makes interpretation of the data uncertain. However, the location of the transition in pressure at 130 kbars can be readily identified from the data. The assumption of a single shock in the region above 130 kbars overestimates the pressure computed on a multiple-shock model. After firing, the wedges were sectioned, lapped, and etched with 2 pct Nital. A photograph of an etched specimen is shown in Fig. 2. The specimens were examined metallographically. The dark region, at the top of the specimen, was heavily banded, Fig. 3, while the lighter area was comparatively free from banding, Fig. 4, the boundary between the two regions being quite abrupt. The very light regions at an angle of about 45 deg to the explosive-metal interface show virtually no banding. The origin of these light regions, which are not Luder's bands, is not yet explained. The thickness of the heavily banded area was measured and compared with the pressure at the boundary between the heavily and lightly banded regions. The results of these measurements and calculations are given in Table I. For all shots, the pressure at the boundary is approximately the same

During the last decade it has been established that conventional flotation control strategies based on classical control theory result in significant increases in grade, recovery, and operating-cost savings. In the current report a description of an advanced model-based control philosophy is presented. The derivation and verification of a simplified flotation model is described. The implementation of a Kalman filter for estimation of unmeasured variables for input to controllers is discussed. Several control strategies using the model-based approach are described, emphasizing the nonlinear nature of the flotation plant. Expected trends in the implementation of such model-based flotation control strategies in the future are discussed.

"Global demand for the three platinum group metals (PGMs) Pt, Pd, and Rh has been steadily growing due to their widespread use in emission control, industrial catalysis, and numerous other applications. The primary supply of PGMs is currently the mining industry. However, legislative, operational, and environmental challenges faced by many mining operations result in erratic supply patterns and deficits for these three metals. Naturally, recycling scrap material to recover Pt, Pd, and Rh has therefore aroused research interest in the scientific and engineering communities. Given that the majority of the global demand for these three metals is driven by emission control devices, autocatalytic converters are therefore a significant source of already processed and beneficiated PGMs for recycling.Although pyrometallurgical processes dominate the recycling industry, hydrometallurgical processes may offer certain advantages, chief among these being lower emissions and reduced energy consumption. In this investigation, scrap converter material was leached in acidic chloride media and the leach liquor subjected to solvent extraction and cloud point extraction (CPE) to recover the PGMs. The recoveries for Pt and Pd using Alamine 308® dissolved in kerosene with decanol as a modifier were 95% and 81%, respectively. The maximum recoveries using CPE after complexation with 2-mercaptobenzothiazole (2-MBT) in the presence of Triton X-100 and tin (II) chloride dihydrate as a reductant were 97% for Pd, 96% for Pt, and 91% for Rh. This demonstrates that CPE, although relatively new, may have some potential as a breakthrough PGM recovery technology. IntroductionPlatinum group metals (PGMs) have found a wide variety of applications in different industries due to their chemical, catalytic, and physical properties. PGMs are essential in automobile emission abatement, petroleum refining, and the pharmaceutical and electrical industries (Carabias-Martinez et al., 2000). However, the abundance of PGMs in the Earth’s crust is low and their primary sources are fast depleting (Crundwell et al., 2011).The high demand for PGMs, together with social, economic, environmental, and political aspects related to their production, has led to concerns about their future supply. This has resulted in renewed interest in recycling end-of-life material. PGM supply from recycling has doubled over the last decade, and currently contributes 22% to global supply (Johnson Matthey, 2016). This is in part due to the environmental, social, and operational challenges associated with mining of PGMs. For example, labour unrest, energy cuts, declining commodity prices, and declining ore grades have collectively made the mining landscape economically challenging (KPMG, 2015). On the other hand, the high content of PGMs in secondary sources makes their recovery from the increasing quantities of waste products important from a resource conservation viewpoint. Moreover, PGMs obtained through recycling have been demonstrated to have a 1% environmental cost from a life-cycle perspective, whereas PGMs obtained from mining contribute the remaining 99% of environmental cost (Bossi and Gediga, 2017). Sustainable resource recovery and the economic incentive of recycling have therefore been major drivers to justify investment in PGM recycling. The autocatalytic converter industry accounts for about 70% of the global consumption of these metals (Johnson Matthey, 2016) and therefore recycling spent converters has become a major source of Pt, Pd, and Rh (Figure 1)."

This paper describes some of the results of previously unpublished research studies conducted in underground operations in Chile and Australia, where cross-hole seismic measurement profiles were interpreted in terms of dynamic modulus. This work dates from a period between 1987 and 1990 and the Author suggests that 30 years on, applying modern day technology, instrumentation and modelling methods, more meaningful, practical and applicable results may be obtained.

I realize even more that I must tell as much as seems necessary since I have already demonstrated the methods of recognizing the natures and locations of the metals, of smelting and reducing them to their ultimate perfection, and finally have taught you to make their associations and alloys. It is especially necessary since this art and work is not well known, so that no one can practice it who is not, so to speak, born to it, or who does not have much talent and good judgment. For this reason and also because it is closely related to sculpture, whose arms are the support of its life, it is very highly esteemed. In order to describe the whole art in every part, I say that the greatest labors of both mind and body are required for its operations in the beginning, middle, and end. It is indeed true that these labors are endured with pleasure because they are associated with a certain expectation of novelty, produced by the greatness of art and awaited with desire, particularly since the artificer sees that it is an art pleasing and delightful even to ignorant men. As a result, as if ensnared, he is often unable to leave the place of work. To conclude: The outcome of this art is dependent upon and subject to many operations which, if they are not all carried out with great care and diligence and well observed throughout, convert the whole into nothing, and the result becomes like its name [cast away]. Therefore, having considered this work many times, with its extraordinary obstacles and the bodily labors heavy as a stevedore's, instead of exalting it with praise, I wish to say that it is such that a man of noble birth, even though he be gifted or be drawn to it by pleasure, should not practice it and could not unless he is accustomed to the sweat and many discomforts which it brings. "INTRODUCTION Over the past several years a new type of cascade impactor that utilizes small nozzle diameters (micro-orifice nozzles) has been under development (Kuhlmey et al., 1981; Marple et al., 1981). The small nozzle dimensions allow for particles to be collected as small as 0.024 µm aerodynamic diameter on the last stage of the impactor. To obtain a reasonable flow rate of 30 I min - i through the impactor, a large number of nozzles (up to 2000) are required per stage.Furthermore, by locating the nozzles of multi-nozzle stages in a prescribed manner (described in detail by Marple et al., 1981) and rotating the impaction plates relative to the nozzle plates, uniform deposits can be achieved on the impaction plates. As described by Marple et al. (1981), the advantages of a uniform deposit impactor over the conventional impactor that collects particles only beneath stationary nozzles are: (1) maximum use of the impaction substrate surface, reducing both particle bounce (if substrates are greased) and tare weights of the substrates (if particle mass is measured gravimetrically); (2) deposited particles can be analyzed for elemental composition by X-ray fluorescence (Dzubay and Rieke!, 1978); and (3) the pressure in the impactor can be kept relatively high compared to low pressure impactors that depend on a large slip correction to achieve small particle collection (some types of particles may evaporate at low pressures). The work described in this paper investigates two additional advantages of a uniform deposit impactor. These are: (1) the possibility of collecting two separate deposits at one time on one stage for two types of analysis techniques, and (2) the possibility of utilizing piezoelectric quartz crystal impaction plates more effectively by eliminating the deposit location sensitivity nature of the crystals (Schulze-Frohlich, 1981 ).MICRO-ORIFICE UNIFORM DEPOSIT IMPACTOR (MOUDI)A photograph of an eight-stage MOUDI is shown in Fig. 1. Each stage body of the impactor supports the impaction plate for the stage above and the nozzle plate for the stage below as shown in Fig. 2. By rotating alternate stage bodies, while holding the other stage bodies stationary, the impaction plates (or nozzle plates) will be rotated relative to the nozzle plates (or impaction plates).Rotation of the alternate stage bodies is achieved by gears on these bodies that mesh with gears on an electrically driven drive shaft of a rotating mechanism (Fig. 1 ). Chemical assays collected from blast holes have the potential to greatly improve the local accuracy of grade models. Assays must be assigned to the correct domain or they will introduce errors. Boundary surfaces created from the widely spaced exploration holes (~50m) do not provide sufficient resolution to correctly delineate domain boundaries between closely spaced (3-5m) blast holes. This paper demonstrates a probabilistic method for classifying production blast holes near domain boundaries. Gaussian processes models are applied to identify the assays and assay ratios most suited to distinguishing particular domains. These models are combined with the exploration based surfaces to classify the blast holes that can be confidently assigned to a particular domain. A reiterative method is used, where information from the blast holes closest to the exploration holes is used to label blast holes further away. This is tested on two domain boundaries in a banded iron formation-hosted iron ore mine.

The development of a method to manufacture diamonds has been rated as one of the out- standing scientific achievements of our time. The story is both interesting and significant. This paper will quickly review history of diamond and manufactured diamond. Next, it will discuss manufactured diamond as a product -- how good is it -- and what is the significance of this scientific achievement. And finally, present a few thoughts about the future of this technology and this product. For centuries, diamond was found only in alluvial deposits, primarily in the Golconda fields of India. As a result, man knew nothing of the process by which the stones were formed. In 1860, diamonds were found in South Africa under completely different conditions. Here, for the first time, they were found in volcanic pipe -- their mother ground. These volcanic pipes are roughly cylindrical columns of rock which go deep within the earth. The theory as to the formation of diamond was presented by the geologists in that era. The theory states that molten rock was thrust up through a layer of carbonaceous shale where it picked up the carbon necessary for diamond formation. It was generally agreed that diamond was formed approximately 240 miles below the surface of the earth, thus indicating that extremely high temperatures and pressures were involved.

A method for determining airborne trona dust concentrations using a midget impinger was developed. During sampling, the trona dust, composed of sodium carbonate and bicarbonate, dissolves in the collecting medium (water). Resulting solutions are then titrated using 0.1 [N] hydrochloric acid solution. The mass concentration of the trona sample is determined from a calibration curve relating the volume of acid required for neutralizing a collected sample to the mass of the dust. Test results obtained using this method are equivalent to those obtained using a gravimetric sampling method.

ZAY JEFFRIES (written discussion*).-I have read with much interest Mr. Ruder's discussion of Professor Howe's paper, "The Supposed Reversal of Inheritance of Ferrite Grain Size from that of Austenite." I am yet of the opinion that my first explanation' of Mr. Ruder's samples is substantially correct. In that explanation I did not intend, however, to convey the impression that "reversed inheritance" was the general rule nor even of common occurrence but rather that." Non-inheritance" was the general rule. Mr. Ruder suggests that a " perfectly formed" grain is an indication of inheritance. The grains in my Fig. 52 are perfectly formed and in fact more nearly equiaxed than those in Mr. Ruder's Fig: C,3 yet the grains in the former are known not to be inherited but to have been formed by the partitioning of larger austenite grains. On close examination of Mr. Ruder's Fig. C the very shapes of the grain suggest partitioning. Again, the grain size (25 to 30 grains per square millimeter) is at least 10 or- more likely 20 times smaller than might be expected of the austenite from which these grains were .formed under the given time and temperature conditions. Mr. Ruder's newer results on electrolytic and Armco iron are most interesting and instructive. His results fit in. nicely with my conclusions 5, 6 and 10.4 His photographs, however, indicate that the thickness of the pieces of sheet metal are such that abnormal grain growth is promoted. He indicates that equilibrium grain size after heating to 950° C., with furnace cooling, is about the same as his Fig. 1, above. I estimate this to be approximately one-half -grain per square millimeter, or 40 times as large as I have obtained with the same material (Armco iron) after heating Y4-in. bars to 1300° C. for 2 hr. and cooling in the furnace. The effect of thickness of sample on grain size is one which needs more attention.

TEIS paper, which is merely an arrangement of data collected during several hurried journeys, is offered to serve as a record, until such time as a better substitute be compiled. My observations were confined, as far as possible, over the entire distance, to the actual river valley; because near the Central Cordillera the country is so mountainous as to be im; passable in any direction but that of the dominant valleys. The river is not navigable anywhere, and for the first part of its course is a mountain torrent that runs down the bottom of narrow, almost vertical-sided valleys, through which the only road requires repeated fording, and often following up the bed of the stream ; but the rock-walls, standing clean and free from debris on either side, present the different formations with remarkable distinctness. A topographical map and a cross-seetion of the Rio Huasco is given in Fig. 1. The Rio Huasco practically rises from Laguna Grande, a lake about 17 km. from the Argentine boundary, and 3,135 m. above se-level, which is fed by direct snow-water, and by a few streams varying from a considerable volume, when supplied by the melting snow, in late spring, to little or nothing during the rest of the year. It is a somewhat pear-shaped body of water, about 1.5 miles in length and half a mile in average width, with a reported maximum depth of 45 meters. It was formed by the choking up of a narrow continuation of the same valley with blocks of an agglomerate mentioned later. The present level is some 5 m. below high-water mark (to which point, according to local accounts, it has not been filled for 35 years). In the intervening margin is a calcareous deposit about 4 m. thick, formed by the rapid evaporation of the water in the exceedingly dry air, and aided by the capillary action of an aquatic plant, growing in thick masses around the edge of the lake. Titanium with up to 7.5 pct Al forms single-phase a alloys that are work hardening, not heat treatable, and ductile as welded. The high aluminum Y phase alloys are not usefully ductile, despite their low hardness, but they have excellent oxidation resistance and hot hardness. LITTLE has been published on the effect of aluminum on the mechanical properties of titanium, despite the fact that two of the first four commercial alloys released by titanium alloy producers contained aluminum as an important alloying ingredient. These were both a-ß type alloys, one containing 4 pct A1 and 4 pct Mn and the other containing 3 pct A1 and 5 pct Cr. However, neither of these alloys reflects the true alloying nature of aluminum, since each contains important amounts of the ß-stabilizing addition, manganese or chromium. In a previous publication on the constitution of Ti-A1 alloys,' the authors showed that aluminum had a high solubility in a titanium and was strongly a stabilizing in nature. About 25 wt pct A1 is soluble in a titanium at room temperature. With as little as 5 pct added aluminum, the a transus temperature is increased from 882" to 970°C, and the correspond- ing ß transus to 995°C. The first intermediate phase in the Ti-A1 system is the ordered face-centered tetragonal TiAl phase, which extends from 34 to 46 wt pct Al. The present paper presents hardness data over the entire titanium-rich region of the system, through the TiAl phase, and mechanical property data on the alloy range capable of being fabricated. Methods of Investigation The materials used and general preparation of alloys, as well as experimental techniques used in the investigation of Ti-A1 alloys, have been adequately described.' Briefly, the preparation consisted of arc-melting the desired amount of high purity aluminum (99.99 pct purity) and iodide titanium (maximum hardness 100 Vickers, as deposited) together on a water-cooled copper hearth under a partial pressure of argon. The resulting button ingot was of such form that it could be fabricated without further treatment. All work was done using ingots weighing 10 to 15 g, which were hot-rolled to strip form whenever possible. Tensile samples were 3.25 in. long, 0.5 in. wide, and 0.040 in. thick, with a reduced section 1.25 in. long by 0.250 in. wide. The gage length used was 1 in. Electrical strain gages mounted on the

The effects of particle size, particle shape and degree of aggregation on n-dodecylamine flotation of -20 µ m quartz and glass beads were studied. A microflotation cell suitable for use with very fine particles was used in the flotation experimentation. Degree of agglomeration of particles was estimated by comparing size distributions of the quartz and beads in a dispersed system to size distributions in systems in which the collector was present. Results obtained show that in such flotation systems the fine particles are not generally present as individual particles during flotation but rather as aggregations. However, the quartz floats more readily than the beads indicating that there are some shape effects in the systems, considering the large specific surface areas of the materials it also appears that substantial amine consumption in the systems may limit flotation or lead to a requirement of greater reagent dosage for equivalent flotation to that tor larger particles.

Few members of the general public have a clear understanding of mineral resources. Most people do not know how minerals are mined or why they must be extracted from many diverse locations. Many people acquire knowledge of mineral development from mass media sources with incomplete details or obvious anti-mining bias. The California Mineral Education Foundation was formed in 1991 to provide educational opportunities for the public and industry. There have been major changes in earth science teaching requirements for kindergarten through 12th grade (K-12) curricula since the passage of California Senate Bill 813 in 1983. Model graduation standards, curriculum standards and the state science framework mandate substantial coverage of geoscience topics. The California State Commission on Teacher Credentialing has completed changes in multiple subject and single subject science credentials which will require more geoscience preparation for all teachers. The need for pre-service and in-service education in geoscience is at an all time high. Teachers must have continuing education to maintain their credentials and many are now seeking information in geoscience. The California Mineral Education Foundation designed and conducted the California Mineral Education Conferences held in August 1991 and 1992. The conferences involved lectures and field trips on mining geology, environmental problems and political concerns. Master teachers were employed to share how they get across mineral resource concepts in the classroom. Ninety-six percent of the participants stated that they had changed to a more positive perception of mining after taking the three day course.

INTRODUCTION The potential health impact from uranium milling operations is mainly associated with long-term releases of radioactive contaminants from the mill tailings.(1,2) The major mechanisms for mitigating these potential releases focus on increasing the tailings containment with the addition of migration barriers such as thick earthen covers and clay liners. Some limited investigation has also focused on reducing the radionuclide source terms. This alternative approach has some desirable features, but stringent cost requirements are placed upon source removal methods in order for them to be economically favorable. A cost effectiveness evaluation is presented herein, in which costs for containment methods are used to establish maximum cost guidelines for the source removal methods. The 230U decay chain, shown in Figure 1 contains the radioisotopes of major concern, 230Th, 226Ra, 222Rn and its short-lived alpha-emitting daughters, When the uranium is removed in the milling process, these isotopes, which are normally not removed remain in the tailings solids. The general pathways to the environment from uranium mill tailings are depicted in Figure 2. The dominant pathways are radon to the atmosphere and radium and thorium to a groundwater aquifer. The magnitude of the contaminants released into these pathways can be characterized by the following parameters: 1. The 230Th and 226Ra content. 2. The emanating power for radon. The fraction of radon generated that is free to migrate. 3. The leach rates. Source reduction methods seek to reduce the magnitude of any or all of these parameters. In general the dose rates are proportional to the source terms. For radon production the source term is proportional to the product of the radium concentration, R, and the emanating power, E, so that the risk is reduced by the same factor that reduces RE. For example, if the radium content is reduced by 95 percent, but E is increased by a factor of two, then the dose rates are reduced by an order of magnitude. Much has been said about digital computer control of metal and mineral ore dressing processes, but little has been done. This pa- per discusses what practical use can be made today of a digital computer in an ore concentrator and how such application can be made successfully. A hypothetical, but commercially common, grinding and flotation circuit is presented in terms of analog measurements which can and are being made in existing plants and a centralized computer control system which is reasonable in terms of today's technology. Dangers and possible disadvantages of such an approach are discussed as well as estimated benefits. Possible future benefits are presented in terms of improved control technology. Development of new measuring devices is not considered as a criterion for computer benefits. The control systems described have been utilized successfully in existing ore dressing operations. However, the degree of success or failure of analog systems is generally left to the interpretation of management rather than absolute analysis. Many factors affect the economic operation of a mineral recovery circuit such as size of facility, flow sheet design, number of operating personnel, percent of recoverable mineral in the ore body, loss to tails, and haulage rates. In existing mills where little or no instrumentation has been used, it is extremely difficult to prove or disprove the advantage of analog control systems on one mill line versus its sisters due to the lack of standards and the lack of ability to separate final products by ton.
