This report describes a mobile laboratory designed and constructed by the Bureau of Mines in 1950 to meet the needs of an experimental blasting research program. The laboratory has facilities for making; film recordings of 16 simultaneous transient electrical signals over a broad range of amplitude, frequency, and duration. The signals are recorded with specially designed oscilloscopes and high-speed drum cameras. Each of the 16 channels records on a separate strip of 35-millimeter film by using interchangeable input units, transducers having different sensitivities and output impedances can be accommodated. The laboratory can be used to record both steady-state and transient phenomena originating as electrical voltages or capable of being converted to electrical voltages by appropriate transducers. Thus, the laboratory can, be used in studying various types of vibration problems or high-speed phenomena, such as ground and building vibrations, machinery vibrations, airborne vibrations, electrical-circuit switching phenomena, millisecond timing, and seismic phenomena occurring when rock is broken by explosives.

The establishment of a registration scheme for environmental management systems was formally announced by the South African Bureau of Standards (SABS) (19 November 1996). At a function held at the SABS head office in Pretoria, Dr Jean du Plessis, President of the SABS, announced the launch of the SABS ISO 14001 registration scheme which is based upon ISO 14001, 'the internationally recognized yardstick for environmental management'.

Tantalum capacitor is a small-sized and has large capacity, and is indispensable for electric equipment. The demand increases year by year, and a quite large number of used tantalum capacitors is generated. Recovery of tantalum from tantalum condenser is recently important since production of tantalum have not been stable for the price and the quality. However, recovery of tantalum from tantalum-condenser is difficult since tantalum parts strongly cover with the flame retardant resin made of halogenated compound (mold resin). This research investigated recovery of tantalum parts from tantalum condenser using steam gasification with mixed molten carbonate. Mixed molten carbonate (Na2CO3:K2CO3:Li2CO3 = 1:1:1) (3 g) put into the reactor, and heated with electric furnace while flowing nitrogen (160 mL/min) and steam (1 mL/min) warmed by heater. After heating to setting temperature (450 - 650 oC), tantalum condenser (3 g) was put into the reactor, heated for 5-10 min, and then cooled to room temperature to recover the reacted capacitor by filtration after treating with distilled water. At relatively low temperature (550 oC) heating for 10 min, mold resin can be decomposed by using steam gasification with mixed molten carbonate, in comparison with using pyrolysis and steam gasification without carbonate, and decomposition reaction occurred over 500 oC by using steam gasification with mixed carbonate. Recovery of tantalum parts from capacitor is successful using steam gasification with mixed molten carbonate at 530 oC for 5 min, due to the effective decomposition and removal of mold resin from capacitor. Furthermore, most halogen gas generated from decomposition of mold resin can be trapped in molten carbonate not to exhaust halogen gas. These results suggested that recovery process of tantalum parts from used condenser using steam gasification with mixed molten carbonate is expected as a feasible way to recycle the rare metal in electric equipment.

The southern shoreline of Monterey Bay, extending from Moss Landing to the Monterey Peninsula, consists of sandy beaches backed by an extensive Flandrian and pre-Flandrian dune complex. This length of shoreline, proximal to areas of urban expansion, is currently being considered for development. For this reason, it is extremely important to understand the variability of beach and dune position along this stretch of coast through time. Previous studies of southern Monterey Bay have documented relatively high erosion rates of 2-8 ft/yr due to a net deficit in the sand budget. Although the sediment transport system in this region is not well understood, estimates for the sediment deficit in southern Monterey Bay range from 200,000 to 1,500,000 yd3/yr. A possible cause of the erosional regime in the southern bay is the removal of sediment by coastal sand mining operations. Based on agency reports and mining permit applications, approximate volumes of sand removed by mining range from 300,000 to 450,000 yd3/yr. These volumes are significant when compared with estimated values for the sediment budget deficit. The sand of southern Monterey Bay, a valuable commercial resource because of its hardness, roundness, amber color and range of usable grain sizes, has been removed from the surf zone, beaches and dunes of Marina and Sand City by four companies since 1906. Information regarding the cross-shore location of sand removal and the exact amounts of sand removal through time is proprietary and poorly documented. However, records documenting the time at which each company commenced and terminated mining do exist. This information suggests that the greatest amount of sand was removed between 1950 and 1968 when three mining companies were operating concurrently.

The authors previously developed a methodology that combines injury and citation measures into an overall mine safety performance evaluation tool, called the safe performance index (SPI). It can be easily adopted by mine operators to monitor trends in their injury and citation experiences as a risk assessment method. In this paper, six normalized safety measures and the SPI are used to evaluate the health and safety risk that existed at mines in the two years preceding the occurrence of a fatality. The percentage of mines is given for which the risk was high or where trends of some of the safety measures indicated moderate risk. In 50% of the mines, this mine safety performance tracking method could have been helpful to the companies, state agency or the U.S. Mine Safety and Health Administration (MSHA) in recognizing and addressing emerging problems with actions that may have been able to predict high-risk conditions, the fatality and/or other serious injuries. The approach would have given extra scrutiny to the risk for mines that encompassed 74% of the fatalities during 2007-2010.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. "Many plants use computers for process control and most have computerized Management Information Systems but few have been able to have these systems interact with one another. Developing this system interaction is not a one-step process but requires careful planning and implementation. This paper describes two projects that were implemented to provide the bridge between the process control and management information systems of Cominco Limited. Both projects include the replacement of essentially process control systems installed in the late 1960s. These original systems provided an enhanced level of control in the form of Direct Digital Control (via computer/manual analogue control stations) and a management reporting capability of process data. The experience gained from the use of these systems over a period of fifteen years formed a basis for the evaluation and planning for the new systems. The new systems were commissioned in 1985 and 1986 and operating and further developments leading to a totally integrated process information and control system are underway. INTRODUCTIONThe concept of hierarchical control involves a control structure consisting of a number of defined levels. Each level performs a defined function with information consolidated and combined as it moves up through the hierarchical structure. The commonly accepted structure of a hierarchical control system echoes the structure of the plant which is being controlled. Referring to Figure 1:Level 0 - Sensors and ActuatorsSensors and actuators, such as thermocouples and flow control valves, interface directly to the process and are generally connected directly to the controllers or multiplexers at Level I.Level 1 - Regulatory ControlThis level provides basic PID control (proportional/integral/ derivative) typically using microprocessor based controllers and programmable controllers for digital control of motors and machines. Systems at this levelare usually segregated by plant unit, e.g, crushing, flotation, drying. Control is concentrated on achieving optimum conditions for a particular feed rate."

In 1937 the employees of the Hollinger Consolidated Gold Mines Ltd.. at Timmins. Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only—the provision of medical services, including the accessory services such as hospitaliza-tion, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee—mother, father, or other relative—who are declared by the employee to be wholly dependent upon him must be examined. All types of coal are liable to spontaneous combustion to a variable degree according to the inherent characteristics of the coal and also extrinsic factors. In order to successfully extract coal from highly capital-intensive longwall mining operations it is necessary to evaluate and manage any risks that may be present due to spontaneous combustion. A spontaneous combustion risk management plan for longwall mining is described in this paper. This risk management system comprises identification of conditions promoting spontaneous combustion risk, a laboratory or empirical risk classification system, determination of gas ladder, adoption of adequate ventilation plans and gas monitoring systems that will lead to the development of the spontaneous combustion action plan. The risk management system was applied to a greenfield site in NSW in 1992 when prediction of a high-risk category for the coal seam was made. After commencement of production a spontaneous heating problem emerged as predicted. Description of the case history of spontaneous combustion risk management for a longwall operation in this coal seam is included in this paper.

Gravity separation technique is widely used in mineral beneficiation practices for its low cost, ease of operation, and eco-friendly nature. The most commonly used gravity methods for beneficiation of iron ores are shaking table, jig and spiral methods which aren't very effective for iron mineral fines. Multi-Gravity Separator (MGS) is suitable for the treatment of fines with a maximum particle size of approximately 500 µm. This study was performed on a low-grade haematite iron ore from Chadormalutailing dams. Detailed mineralogical, physical and chemical characteristics of a goethiticlateritic iron ore showed that the sample contained porous and friable oxides and hydroxides of iron. The ore sample had a feed grade of 35% Fe, 1.1% FeO, 15.5% SiO2 and 8.5% Al2O3. Haematite and goethite are the main iron-bearing minerals while quartzite and kaolinite are the major gangue mineral constituents. In this paper, the statistical evaluation and optimization of grade and recovery using a factorial design of experiment (DOE) method has been carried out for Chadormalulow grade ultra-fine haematite tailings with MGS. The input process parameters considered are drum speed, tilt angle, wash water flow rate and pulp density. The results show considerable improvements in both the quality characteristics such as grade and recovery with statistical evaluation and optimization, compared to the initial value of grade and recovery. Since 2019, the mine planning team at Olympic Dam has been establishing and maturing a shift from deterministic to probabilistic scheduling techniques. This paper outlines this journey undertaken by the mine planning team, key learnings from implementation and further work required to increase the level of planning maturity. Olympic Dam (OD) is a highly variable, polymetallic orebody with a vertically integrated value chain from operations to final product. The processing plant has a tight set of quality constraints which are managed through timing of stopes from varying parts of the orebody. Value is eroded for the operation when forecasted quality of the mine feed encounters disruptions from unplanned changes to the timing of stope starts. As production has moved from the historic Northern Mining Area into the more geologically complex Southern Mining Area, average stope size has reduced, resulting in increased mining fronts required to meet production targets. This has created a problem of increased schedule complexity and difficulties in identifying and communicating resource priorities within a large set of individual stope critical paths. The problem was approached by considering each stope as an individual project constructed by teams working across multiple projects at any one time. The operation could then be considered a multi-project environment with shared resources and enables the application of Critical Chain Project Management (CCPM) to the mine plan. Key to CCPM is the addition of time buffers to protect the critical path of a project form upstream or downstream processes. Implementation of time buffers protects the stope start date against compliance to plan variance. The monitoring of each time buffer consumption, as a proportion of total construction activities completed enables proactive prioritisation of resources. This resulted in an increase in the number of stopes starting in accordance with the mine plan, simplified communication of priorities to all levels of the operation, increased compliance to plan and a clear measure of schedule risk during planning routines.

Thermophysical properties of silicate melts are strongly structure dependent. It is well known that the viscosities of slags increase with increasing the degree of polymerization of silicate anions. Even the thermodynamic properties of slags are dependent on the types of species and the population of the same in the melt. Thus, a link between the thermophysical and thermochemical properties of silicate melts is logically expected. The present paper elucidates the salient features of Darken?s excess stability approach to the Gibbs energies of solutions as applied to the viscosities of silicate melts. It is demonstrated, that the second derivatives of the viscosities of binary silicate melts with respect to composition indicate a maxima corresponding to the existence of stable compounds in these systems. The concept was successfully applied to the following systems: Al2O3-SiO2, CaO-SiO2, FeO-SiO2, MgO-SiO2and MnO-SiO2. In all the cases, the second derivative plots of viscosities with respect to composition showed peaks corresponding to the metasilicates. The second derivatives of the activation energies of viscous flow with respect to temperature has earlier been shown to reflect the formation of associates/embryos in the homogeneous silicate melts, indicating the readiness of the melt to separate a solid phase. Thermodynamic coupling of thermal diffusivities in the case of the system CaO-Al2O3-SiO2from the laser-flash measurements of these slags as a function of temperature are examined as part of the present study. Densities are estimated from integral molar enthalpies in the case of silicate systems and the results are presented. "The Ostwald ripening and growth and coarsening of the secondary dendrite arm are studied using a phase-field model. The phase-field parameters are obtained at a thin interface limit proposed by Kim et al. In Ostwald ripening analysis, the difference of the concentration due ·to· the curvature effect is shown. The third power of the average particle radius Rav is proportional to time and the ripening constant shows a good agreement with the value by Deppers et al. The particle radii distribution shows the transition behavior to attain a self-similar stationary shape. The growth and coarsening behavior of the secondary dendrite arm is also analyzed using a phase-field model. The estimated arm spacing and its dependence on time are in good agreements with experimental data.IntroductionThe ripening or coarsening process controls the microstructure during the late stage of solidification. The ripening phenomena are recognized firstly by the Ostwald [1]. The first quantitative analysis for the Ostwald ripening in the limit of vanishing solid fraction was provided by Lifshitz, Slyozov and Wagner (LSW) [2,3]. In their study, that the mean radius grows proportional to the cubic root of time and the size distribution of precipitations shows a ""self-similar"" shape are shown. Most of the studies for the Ostwald ripening confirm or predict these two general rules above. In case of finite solid fraction, the general rules are observed but the ripening constant is larger and the self-similar shape is wider than the LSW prediction respectively [4-6]. To analyze· the high solid fraction system, the theories that consider the solute field correlation are proposed [4,7-8]. In the theory, however, since the particle is treated as the point, the effect of the concentration field deviation from the monopole field should be taken into account. Recently the numerical simulation, in which not only diffusive transportation of solute but also convection effect is considered, has been done using a phase-field model [9]."

In response to the mandates in the MINER Act of 2006, NIOSH conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the research, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This document highlights NIOSH's research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers, and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan, and if appropriate training is provided. The Franklin Research Center (FRO, a Division of The Franklin Institute was contracted by the U.S. Department of Energy to investigate the application of elastomeric materials for the purpose of smoothing loads on dragline thrust rollers. This report covers the design, fabrication, and demonstration of a portable- device for measuring roller circle track deviations and roller loadings. The results of this work are documented in this report. During December 1981, a field test group visited the Falkirk Mine, Underwood, North Dakota for the purpose of demonstrating the use of the designed and built device. The data collected indicates the practicality and usefulness of such a device for determining actual dragline roller circle roller loads, while the dragline is in service. The device was useful in determining roller load peaking that may be a contributing Factor in the premature failure of these thrust rollers. The device could be used for field evaluation of elastomeric cushioning materials used to eliminate these load peaks.

Despite significant safety improvements, the mining industry remains one of the most hazardous occupations globally and the evacuation of Miners, when an uncontrollable incident occurs in the mine, is the best bet to saving lives. However, Human factors/behaviors during an emergency are likely to influence the evacuation performance. Other industries have made a significant effort to determine these human factors that can impede evacuation performance, however, the current state-of-the-art in mine evacuation or self-rescue is that the evacuation route is predetermined, and a static sign is used to direct miners to the predetermined safe location. This method is limited in representing actual conditions that arise in a real emergency, neglecting the different behaviors displayed by humans. As optimization of the evacuation of a mine plays a fundamental role in emergencies and modeling evacuation behavior and movement of miners is a complex task, this research utilized Agent-Based simulations to simulate the evacuation behavior and performance. It was observed that people with the smart evacuation device made fewer mistakes and arrived at the safe place in less time compared to those have no access to the device. The Mathematical model used in optimizing the shortest path to a safe place is also explained in this paper.

The Bureau of Mines has developed a system for dewatering waste slurries by flocculating mineral particles with polyethylene oxide (PEO) and dewatering the resulting flocs on static and/or rotary screens. This paper discusses data obtained from dewatering, rheology, and ion-exchange experiments. A possible mechanism is postulated for the attachment of PEO to claylike particles through a water bridge with the intershell waters of the exchanged ion and the polymer.

The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. ? Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Learning for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Learning's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Learning is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed. ?
