THE PROBLEMS AND POSSIBLE SOLUTIONS Toward the end of the 19th century, American industry began a drastic reorganization. The many, small, often-regional firms were supplanted by large national corporations-often produced by mergers among the existing firms. Giant companies appeared throughout American industry and many of them were engaged in the mineral industries.a The largest combines, by far, to emerge during the period were United States Steel and Standard Oil. Long before the restructuring had run its course, widespread concern arose over the process of concentration. Efforts were made to control, if not stop, the transformation. The concern produced the Sherman Antitrust Act of 1890 and the first of many federal regulatory agencies-the Interstate Commerce Commission (see Refs. 24, 31, 42). The basic objectives of these policies remain unclear to this day. The crucial issue is whether the goal is primarily to insure development of a more competitive economy or to preserve a social structure leaving more scope for small businesses. Complications arise from difficulties in agreeing upon the meaning of these terms. Studies of the early years of the antitrust movement suggest that it involved no particular concern over the mineral industries. Objections were directed at big companies in general. To be sure, the conservation movement arose in roughly the same period and did stress the evils of monopoly control of minerals. However, direct, continuing influence of conservation policy on antitrust is not apparent. Many of the most important antitrust cases, nevertheless, involved minerals. This, of course, may be sheer coincidence; the choice of cases has never followed any obvious pattern. Certainly, no simple hypothesis can explain the interest consistently. Once it may have been true that mineral industries were more likely than other sectors to be dominated by a few large companies. Yet, often sharp reversals of such tendencies -e.g., in oil and aluminum-have not removed antitrust interest. Pfleider, University of Minnesota I would like to ask Bob Merrill whether he considers that horizontal concave curvature of a slope has any stabilizing effect, such as Jenike 1 suggested several years ago. R. H. Merrill, U. S. Bureau of Mines, Denver Federal Center The stabilizing effect is due to the restraint offered to radial movement by the curvature. We found in laboratory tests that if we constrained the rock with the same stresses as those measured in the pit then it would sustain a maximum stress about two or four times greater than when the same rock type was unconstrained. We are therefore definitely of the opinion that a constrained situation in a slope is favorable towards stability. G. A. Leonards, Purdue University I was interested in Mr. Lane's observations concerning the correspondence between rate of slide movement with rise of reservoir. Perhaps the most interesting feature is that the rate of movement at the time the rock slope failed was less than the rate at an earlier time when it did not fail. This is difficult to explain from current slope stability theory. K. S. Lane, U. S. Army Corps of Engineers I believe that reduced rate of movement is the result of the progressive type of failure, such as described by Patton and Deere. which occurs along the sliding surfaces. It is difficult to analytically define the progressive failure condition for inclusion in slope stability conditions, but its existence should be recognized in design. We should also realize that many apparently stable slopes undoubtedly contain overstressed regions. To design a slope with no overstressed region would be uneconomical and conservative. D. H. Deere I would pose the question-"What is the meaning of a factor of safety of one?" We were involved in the design of a large, irregularly shaped, underground cavity with an unsupported span of several hundreds of feet. Tests on rock specimens indicated a strength of 1300 lb per sq in. The RQD would have been between 90 to 100 percent indicating excellent structural continuity. In-situ stress determinations indicated an approximately hydrostatic state of stress at a level of 1400 lb per sq in. Calculation of stress concentrations at the walls indicated that the stresses there would be about 3000 to 4000 lb per sq in. Admittedly the rock is in a confined condition everywhere except at the very skin of the wall and the rock walls would thus on the average be somewhat stronger. Allowing for the effect of restraint the factor of safety was found to be less than 0.5 over a region several feet into the wall. Construction was started, using rockbolts only to support the walls. "The major source of environmental pollution in urban areas is the transport sector and its impact on human health and the greenhouse is preoccupying. In many works of literature is monitored the pollutants in urban cities, however in specific areas such as universities, they are scarce. Therefore, the aim of this work is to monitorate the gaseous pollutans in a bus terminal at Santa Cruz do Sul University-UNISC and to develop a control framework of the air quality. Six points were selected for monitoring, being one of them inside a bus. The monitoring of CO, HC and CO2 were carried out on arrival and departure of the bus. Preliminary results conducted in a day of spring showed that the most critical condition was during the night shift, where the concentration of CO (200 ppm) was the highest, caused by the vehicles increase, due to the larger number of students.IntroductionAccording to Mascarenhas et al, 2005, air pollutants are responsible for various effects on vegetation, ecosystems and is recognized as one of major public health problems of today, with harmful effect on humans even at levels considered safe by Brazilian legislation.There are numerous scientific papers linking air pollution with respiratory problems, cardiovascular which hinder the daily life because many of these diseases are chronic and may even lead to death, as was noted by Brook et al, 2004.There is a significant increase in the last decades of emissions to air resulting mainly from human activities. Already being observed the relationship of these emissions with the change in global climate, IPCC, 1995.They are a multitude of pollutants from the atmosphere, and its sources and its effects. The effect of Greenhouse gases (GHG), representing less than 1% of the gases in the atmosphere, controlling the flow of energy in the atmosphere. The increase in emissions of greenhouse gases is affecting the Earth's average temperature, which depends on the balance between these flows, in particular the flow of solar radiation reaching the surface and the flow of infrared radiation sent into space.One of the main greenhouse gases to this imbalance is the gas methane (CH4). Methane is produced by anaerobic decomposition of organic substances, through the action of bacteria metanogenic conditions that require highly reduced to its growth. This gas is released into the atmosphere mainly by transport diffusive by aerenchyma (vascular tissue) plant and also by diffusion through the water slide. (Bont et al., 1978)."

Two underground installations of the sprayfan system are described and evaluated. The spray fan proves capable of reducing by 1300 percent downtime due to high methane. Spray fan face ventilation at 20 ft brattice setback is shown to give improved methane control over conventional sprays at 10 ft setback. In addition, this report describes: ? A simple method for determining the most economical application of ventilation for face methane control ? The effect of place variables (primary ventilation, auxiliary ventilation, seam height, etc.) on methane concentrations ? The correlation of methane concentrations with brattice setback. These results are utilized to suggest a safer and more economical approach to face methane control.

The Ocean Drilling Program (ODP) is the largest international geoscience project in the world, and the state-of-the-art drill ship, the JOIDES Resolution, is permanently at sea. Each year there are six scientific cruises (legs) which each last approximately two months. These legs are designed by geoscientists from the nineteen countries that subscribe to ODP.Australia and Canada presently share ODP membership under the banner of the AUSCAN Consortium. The benefits of Australia's involvement in ODP include internationalisation of Australian geoscience, advanced graduate training, and unique scientific investigations of the ocean floors in the Australasian region. In addition, visits to Australian ports by the ODP drill ship, the JOIDES Resolution, contribute up to $2 million per visit to the local economy. Amongst the many other aspects of ten years of scientific drilling, OOP has significantly contributed to our understanding of hydrothermal processes on the seafloor. To date, three hydrothermal sites have been drilled to date by the OOP, Snakepit (MAR), Middle Valley (Juan de Fuca Ridge) and TAG (MAR). Two more hydrothermal sites are scheduled for 1996.

Surface mining operations use large off-road haul trucks extensively to move material at mining properties. Past research, using the United States Environmental Protection Agency’s (EPA) emissions factors for unpaved haul roads, has shown that haul trucks generate the majority of dust emissions from surface mining sites, accounting for approximately 78%-97% of total dust emissions. Observations of dust emissions from haul trucks show that if the dust emissions are uncontrolled, they can be a safety hazard by impairing the operator’s visibility. This increases the probability for haul truck accidents (See photos above). However, the greatest long-term health hazard of dust generated from hauling operations is due to inhalation of the respirable dust [median diameter <4 micrometers (µm)] and tho­racic dust, which is equivalent to the EPA’s definition of PM10 [particulate matter with a median diameter <10 µm]. Exposure to respirable dust has long been considered a health hazard at surface mining operations, especially if silica dust is present. There are two legislative acts that regulate the air quality for mining operations: the Federal Coal Mine Health and Safety Act of 1969 and the Clean Air Act of 1970. The Federal Coal Mine Health and Safety Act of 1969 established the limits for dust in the work place for health and safety pur­poses. The Clean Air Act of 1970 regulates air emissions from facilities from an envi­ronmental perspective.

The exploration staff of Campbell-Chibougamau Mines Limited has used past experience to delineate several areas of geologic interest under Lake. Chibougamau. Du• ring the winter of 1964-65, a reconnaissance induced polarization survey was carried out on the lake. First, several lines were surveyed over the known mu1.erahza-tion at the Henderson mine; the grid was then extended into the areas of interest. Several anomalous zones were located and drilled; one, of these proved to be of economic interest.

The Pipestone Lake anorthosite complex in Manitoba, Canada, was recently been re-identified as a potential source for titanium, iron, and vanadium. The present study utilized a 350 kg hard rock sample, which originated from the "Main Central" zone of the deposit. Commercial pilot-size equipment, such as dry low intensity roll magnets, wet high intensity magnets (WHIMS), and high tension electro-dynamic roll separators, was employed. As products, ilmenite up to 48.5% TiO2, and magnetite concentrates up to 87.9% Fe3O4 with 5.25% TiO2 were obtained. The majority of the vanadium reported to the magnetite concentrate. Subsequent characterization of various separation products shed light on the potential grade and recovery of the minerals from this deposit.

The continuing search for faster, safer, and more economical methods of excavating underground openings has led the staff of the Mather mine of the Negaunee Mine Co. directly to mechanical boring of raises and drifts. The mine is located within the city limits of Negaunee and Ishperning in the eastern portion of the Marquette Iron Range in the Upper Peninsula of Michigan. It is owned jointly by McLouth Steel Corp., Bethlehem Steel Corp., Republic Steel Corp., and The Cleveland-Cliffs Iron Co., who also serves as the operating agent. A total of 2,400,000 tons of iron ore averaging over 60% Fe is mined annually by the block-caving method. This provides feed for the Pioneer pellet plant at Eagle Mills where 1,450,000 tons of pellets are produced yearly with the remaining tonnage being sold as coarse ore. Technical staff of Cleveland-Cliffs have long realized that improved methods of advancing raises and drifts were a necessity if underground mining of iron ore was to survive the transition period in the steel industry&apos;s requirements from direct-shipping ore to pelletized ores. For this reason, the Mather mine embarked upon an experimental raise-boring program with a prototype machine in 1961. Improvements since that time in equipment and practice have resulted in the acceptance of mechanical boring of raises as a standard development tool and a vital link in the fulfillment of an orderly development schedule. Advancement of large-diameter openings such as main-level drift headings by mechanical methods in the harder, more competent types of rock has developed more slowly in the mining industry due to the need for more compact and portable machinery and improved bit technology. Many of the obstacles have been overcome by the manufacturers, and in March 1967 it was decided to proceed with a program to bore approximately 4000 ft of 13-ft-diam drift in the Mather graywacke footwall rock.

Historically, the surface subsidence over underground coal mines has been predicted using empirical profile or influence functions which have little or no connection to the actual mechanics of the subsidence- Without a mechanistic basis, establishing the exact site-specific parameters to use in these empirical methods has been problematic. A practical subsidence predictive method based on mechanics has the appealing capability of allowing the determination of site-specific parameters from fundamental properties of the overburden with minimal field calibration work. This paper presents a case study where a mechanics-based, boundary-element program is used to calculate the surface subsidence associated with several panels of a Northern Appalachian longwall coal mine. The program used in this case study is called LAMODEL, and it incorporates a frictionless, laminated overburden into a general purpose displacement-discontinuity code primarily designed for calculating the stresses and displacements in coal mines or other thin seam or vein type deposits. In this paper. the program is used to calculate both the underground convergence and the resulting surface subsidence at three longwalls. The subsidence results from the model are compared with field measurements and analyzed The results from the case study in this paper demonstrate that the laminated model with calibrated properties can easily provide fairly accurate subsidence predictions and is fairly flexible for fitting measured subsidence. However, additional subsidence predictive case studies are recommended in order to ultimately evaluate the potential of the laminated overburden model for practical subsidence prediction

The Skene mine, in the Elizabeth District, Illinois, produced lead are from 1901 to 1907. Three exploratory holes drilled just north of the mine were said to have penetrated 40 feet of good zinc are. During the summer of 1944, the Bureau of Mines drilled check holes close to what appeared to be two of the three old holes. They also drilled two holes to the south of the mine and one into the core of the deposit. Results of the investigation are given in this report.

The present industrial practice used to separate aqueous cobalt from nickel is multistage solvent extraction processing. This paper describes a different but simpler treatment technology. The proposed technology has been applied to cobalt/nickel hydroxide intermediate solids produced from the treatment of Electrochemical Machining (ECM) waste sludge, The process consists of dissolving the cobalt/nickel hydroxides in basic cyanide solutions. Cobalt and nickel form aqueous .solution metal cyanide complexes. Nickel can be selectively precipitated from the solution as a nickellic hydroxide solid. Cobalt can be recovered from the leach solution by precipitation of a cobaltous/cobaltic cyanide double salt. The double salt product can then be subsequently treated to produce an appropriate cobalt product. The process chemistry, proposed fiowsheet and preliminary reagent costs are presented and discussed.

"The synthetic sorbents and the activated carbons which are used for the metals extraction from weak process liquors are rather expensive. It is propose to use mineral and synthetic high-porous substances which sharply increased sorption properties by special processing. For achievement the desirable properties sorbents are impregnated by specially prepared solutions. Such solutions should contain the substances or its anionic forms which on the one hand are strong enough fixed in a supporter pores, with another are capable to form the insoluble compounds with extracting metals. Selectivity is provided by chemism of the reagent interactions with extracting metal. Due to the high concentration of a reacting ion in a sorbent phase the capacity and rate of sorption increases. Formed insoluble compound remains in a phase of the sorbent and necessity of its filtration disappears. For synthesis the sulfhydryl compounds which chemical properties allow to increase degree of extraction and capacity of the activated carbon were used. At hydrometallurgical processing of precious metals mineral raw materials the commercial solutions with the concentration of gold from 0,1 to 5 mg/dm3 are received. Commonly gold is precipitated from cyanic solutions by the zinc dust. The sorption methods are widely applicable. But the synthetic sorbents and the activated carbon using to these purposes are rather expensive. Expenses for sorbents even at its regeneration can reach 10-15 % from total expenses of gold extraction from ores. When sorbent regeneration, mostly for carbon, is not provided, this share increases to 30-40 %. Thereupon search of the sorbents combining availability, the sufficient capacity, demanded degree of extraction and the low price is actual. For the specified purpose it is offered to use the mineral and synthetic high-porous materials which sorption properties are sharply rose by special treatment. Among such substances are natural zeolites, silica gel, lignine et al. Similar treatment can improve the sorption properties of sorbents used in practice, particularly, the activated carbons. The simplest treatment of potential sorbents consists in its impregnation by specially prepared solutions. Such solutions should contain substances or its anionic forms - impregnating agents. These agents should be on the one hand strong enough fixed in a carrier pores, on the other hand are capable to form with extracting metals insoluble compounds. The more strong compounds are formed the high degree of metals extraction from solutions. The sorbents with similarly changed properties are named the impregnated sorbents."

In a previous paper1 it was shown that activation energies for steady-state creep in lead sulfide single crystals varied with the concentration of electronic defects. For n-type lead-excess crystals, values for the creep activation energy, Qc, decreased from 2.9 to 2.2 ev as the carrier concentration increased from 1017 to 1017 electrons per cu cm, while Q, increased from 1.6 to 2.3 ev for p-type sulfur-excess crystals as the concentration of holes increased from 6 X 1017 to 1018 per cu cm. It was also shown in Ref. 1 that the Q, values could best be correlated with the sum of the self-diffusion activation energies in PbS, i.e., for a given concentration of electrons or holes Q, = QPb + Qs, where Qpb and QS are the activation energies for diffusion of pb210 and s35 in PbS. This result suggests that creep rates are controlled by at least two atomic defects, one for lead migration and one controlling sulfur transport. It would be most desirable to interpret these creep energies in terms of an atomic defect disorder model for lead sulfide. Studies of creep rates as a function of sulfur pressure2 indicate that the defects controlling creep rates are singly ionized lead and sulfur vacancies, VPb and Vs. This hypothesis can be more firmly established by determination of Q, under conditions of constant atomic defect concentration rather than constant electronic defect concentration as has been previously done. Therefore, several measurements have been made of Q, on crystals whose con- centration of lead vacancies or sulfur vacancies has been fixed by equilibration under appropriate sulfur pressure and temperature. It was indicated in Ref. 2 that high-temperature isotherms are available which show how the concentrations of various atomic point defects in PbS vary with composition over the entire homogeneity range for the compound. Two such isotherms are shown in Fig. 1 for 900" and 1000°K. Utilizing these isotherms the concentration of a given defect, say Vbb, may be held constant over a particular temperature range by adjusting the sulfur pressure as the temperature is changed. Thus the concentration of one defect suspected of controlling creep rates may be held constant while other defect concentrations vary. The apparent activation energy for formation of these defects can be obtained from the isotherms giving their concentration as a function of sulfur pressure. Activation energies for creep obtained under conditions of constant defect concentration can then be compared with defect formation energies and certain possible atomic defects can be eliminated as creep-controlling species. We have performed creep experiments as a function of temperature at a stress of 244 g per sq mm under conditions which fixed the lead vacancy concentration, V&apos;, at 1016, 3.2 x 1016, and 3.2 x 1017 cm-3, and one were the sulfur vacancy concentration, Vs, was held at lo17 cm-3. The objective of this study was two-fold: 1. To perform a world literature search pertinent to the analysis, selection and design of hoisting systems and their components and to codify the search into a literature compendium. The search resulted in a technical data file of over 1500 hard copy items. The compendium index was also suitable for establishing a comprehensive computer-loaded data base on the subject. 2. To develop a comprehensive system of guidelines to cover salient aspects of analysis, selection and design of electrical, mechanical and structural components of a hoisting system with a view to establish parameters for maximum safety and efficiency of operation, installation and revision of the system. 3. (a) The system design of hydrostatic drives for mine hoists, usually of special nature, is considered along with oil hydraulic component selection suitable for the application; (b) The criteria for head frames of steel and/or concrete are developed with full consideration of all operating and environmental conditions.

Thermal pretreatment can significantly improve industrial comminution operations by reducing energy requirements and increasing mineral liberation. The effect of pretreatment using conventional and dielectric heating followed by quenching on the fracture characteristics of a number of single and multiphase brittle materials has been investigated using the Ultrafast Load Cell. It has been observed that very significant reductions in both fracture energies and the material integrity (damage) were achieved by heating followed by water quenching.

This approach provides information in a form that business can measure performance in a repeatable and enterprise wide sense. &nbsp; This paper provides an outline of the due diligence process applied in this way, drawing from lessons learnt and industry based experiences in the due diligence process and the benefits and tools that can&nbsp; be applied in an environmental and social due diligence business performance assessment

This paper is the third of a series recording the results of tests made at various quarries throughout the United States to determine (1) the relation between the size gradation of feed to, and product from, primary crushers, (2) the particle shape of the crushed product, (3) the differences in gradation and particle shape produce- by different types of primary crushers, and (4) the differences in gradation and particle shape caused by crushing different kinds of stone. Progress reports 1 and 2 dealt with comparisons of different types of crushers crushing the seine tyre of stone. This report deals with relationship between feed and product of two different limestones, as to size distribution and particle shape, when crashed in the same crusher.

The present symposium on flotation machines provides a unique opportunity for group reappraisal of standard or habitual viewpoints. A symposium is by definition a trading post- for observations that might prove complementary when put together, thus leading to useful thoughts that might not have been evident from the original observations individually. The present paper, pertaining to power consumption in flotation, is deliberately an experiment of that kind. Data were solicited from the operating superintendents of several of the major flotation plants on this continent. The information received, covering a total of 14 separate operations in seven plants, has been collated in terms of power intensity; that is, the total power input per cubic foot of cell volume. This departs somewhat from the conventional expression of power per ton of ore treated, though the latter figure is also given for the plants concerned. Because of wartime restrictions, particularly in Canada, identifying names of plants and machines are withheld. Not as a firm conclusion, but as a tender for symposium discussion, the following points are made: 1. That flotation is a power operation in much the same sense as ball milling. 2. That contact time is the complement of power intensity and may be decreased as the latter is increased. 3. That a decrease in flotation power per ton of ore can result from an increase in power intensity. Analogy with Grinding In grinding, it has become axiomatic that the more the power put into a given operation, the greater the work performance. The analogous view is now proposed that the effectiveness of any flotation operation will be related to the mechanical energy usefully applied to that operation. Under this view, each increment of properly directed input energy should give either an increase in unit tonnage or an improvement in the metallurgical separation (concentrate grade or tailing grade), until either the theoretical limit imposed by mineral constitution or surface condition is reached, or until further increments of power become uneconomic under the law of diminishing returns. Thus, as in grinding, there are two forms of output that greater power input or improved utilization of power can produce. As for the law of diminishing returns, lower unit cost of power through improved generating efficiency in the past decade has pushed the limit back. Over and above this, however, there is strong indication in the operationg data herein presented that higher power intensity results in an actual economy of over-all power consumption.
