Introduction The mining industry has a poor public image. It is often perceived as a despoiler of the landscape and a polluter of the environment, and there is little recognition of societal needs for the raw materials and fuels that this industry produces. There are many reasons for this poor image, but an important one is that a substantial number of mining operations have caused significant damage to the environment. Many of these operations, particularly those that now are abandoned, continue to have an adverse impact, principally in the form of water pollution.1 In some cases, the damage caused by this pollution extends well beyond the immediate region around the mine. Chemical contamination of ground and surface waters can, and does, occur in nature when these waters flow through or over undisturbed, mineralized rock masses. However, the problem is greatly exacerbated by mining because the mining activities increase, by several orders of magnitude, the permeability and the surface area of rock that can be contacted by percolating water. Water flowing through either the mine workings or the waste rock dumps becomes contaminated. Pollution can also arise if leachate from tailings ponds enters either groundwater or surface waters. This leachate may contain chemicals used in processing the ore. The magnitude of the threat posed by mining wastes depends on the type of minerals in the deposit, and on the chemicals used to process the ore. The magnitude of the threat also depends on two other, site-specific factors. One is the volume of water flowing into the mine and through the dumps, which depends on rainfall patterns, topography, and whether the mine workings are surface or underground. The other is the proximity of the pollution source to groundwater or surface waters, which depends on both the climate and geology. These factors influence the concentration and the quantity of polluted water forming and reaching the receiving water. Mining activities present a potential problem of enormous scale. Vast amounts of rock are mined each year2 and, as noted above, substantial problems have arisen at some mine sites. These problems are usually exceedingly costly to address, and it is imperative that these mistakes not be repeated. There are indications that we can accomplish this goal; we now better understand the processes that cause pollution and have methods to prevent or contain it. In addition, in the past few decades society has started to recognize the need for all industries to operate in a manner that maximizes the health and safety of workers and the public and minimizes adverse environmental impacts. A variety of recently enacted federal and state laws regulating public health and environmental hazards reflect the increasing concern over these issues. Many statutes, such as the federal Clean Air Act and the Clean Water Act, encompass activities undertaken by the mining industry. Other laws, such as the Surface Mining Control and Reclamation Act, have been written to regulate specific hazards posed by this industry. At the present time, the federal government. through the Environmental Protection Agency (EPA), and several state governments, are preparing new regulations specifically tailored to control the disposal of mining wastes. Given the magnitude of the potential environmental and health risks posed by disposal of mining wastes and the regulatory costs to the mining industry (both of which are due to the tremendous volume of waste generated), it is especially important that regulators have a good understanding of the different types of mining wastes and the risks they are likely to pose in various geographic and climatic circumstances. Only then can a regulatory program be designed with suitable procedures and substantive criteria to protect the environment and ensure compliance, while avoiding unnecessary or wasteful expenditures. California has long enjoyed a large, active mining industry. Today it produces a wide range of mineral commodities. The revenue from production of non-fuel minerals in California ($2.85 billion in 1988) greatly exceeds that of any other state. About a third of this revenue is from the production of inert sand, gravel and crushed stone. However, the remainder is from the production of a wide range of materials. These include boron minerals, rare earths, asbestos, talc and pyrophyllite, and gold. In earlier decades, an even broader range of minerals was produced, including mercury, copper, lead, zinc, and barite. There are acute environmental problems at some of these early mine sites. Because in 1987 the state of California was engaged in a revision of its regulations for mining waste disposal, the legislature commissioned a study by researchers at the University of California at Berkeley to investigate and review: the magnitude of the problem posed by these wastes, • the best feasible control measures available for waste management and disposal, • the problems of abatement and cleanup at so-called "problem" mine sites, • the current regulations imposed on mining waste disposal by various federal, state, and local agencies and the effectiveness of these regulations. This paper summarizes the principal findings from this study (Mining Waste Study, 1988). The lessons from this investigation are likely to be of general interest because of the diversity of mineral products produced, and the wide range of geographic and climatic conditions encountered. The acute problems seen at some of the older mines are typical of the western United States, and teach useful lessons on strategies that should be implemented at new mines to prevent recurrences of these problems.

One of the most difficult places to ventil ate in any mine is the working face area of an advancing mine heading. With an ever changing configuration, continual modification and extension to the ventilation system is necess- ary to maintain an adequate supply of fresh air and to control mixing and recirculation. Methane emissions and high dust levels as coal is broken and removed from the face area can produce unhealthy and dangerous conditions if ventilat- ion is not adequately monitored. An understanding of the air flow patterns which develop through use of different face ven- tilation systems can be reached by undertaking underground measurements or through observations using physical models. Tests undertaken by the author to determine the adequacy of different system-configurations are discussed together with approaches adopted by others working in the United States. Various new methods have been proposed for improving face ventilation beyond that sustained using conventional brattice curtain or tubing systems. The adequacy of some advances adopted by mining companies to improve ventilation while maintaining output efficiency is discussed.

Introduction Mineral recovery from an in situ leaching operation is determined by the often complex interaction of hydrology, mass transport, and chemical kinetics. The operating conditions of many pilot and production scale uranium leaching operations involve heterogeneities in aquifer permeability. Differences in permeability may be naturally occurring, the result of differences in main size or cementation, or they may be induced by leaching activity. Variations in permeability directly affect the fluid flow streamline pattern, fluid flux, and so also leaching geochemistry and uranium recovery. An in situ leaching hydrology model (ISL) and a mass transport-oxidation rate model (ISLGC) have been developed for use in making site specific predictions of the leachability and productive potential of heterogeneous ore deposits, and for the optimal design of leachant injection and recovery operations. The two models are linked by output and input requirements. The ISL hydrology model generates a leachant flow streamline pattern between injection and recovery points in a flow domain incorporating regions of arbitrary permeability. The ISLGC transport model describes the changing solution concentrations of uranium and oxygen and the changing mineral concentrations of uranium and pyrite resulting from convection, longitudinal dispersion, and oxidation reactions. A marked gravitational segregation of liquid has been observed to take place in a number of volumetric fields toward the later stages of their oil-producing periods. This phenomenon has been pronounced in thick, highly permeable sand formations such as those of the wilcox zone in Oklahoma City. This observation has prompted considerable research directed toward the semiquantitative determination of the equilibrium saturation distribution of oil vertically throughout a formation at final depletion. In this paper, data are also presented showing the transient distribution of liquid at different stages of the depletion period. Other experimental results show the effect of temperature on the drainage rates of water, Wilcox crude oil, and a close-cut heptane fraction. Intermittent drainage of liquid produced saturation gradients that might well be expected from the flow theories involved, Yields of the various liquids varied from 50 to 75 per cent of the original fluid content of the sand-packed (4 in. by 8 ft.) vertical tube. Introduction In certain volumetric Oil fields the performance of the reservoir during the latter part Of its producing life is governed to a large extent by the downward movement of liquid due to the force of gravity. This is especially true of formations having thick or tilting beds of uniformly high permeability, free of shale breaks. Laverett4 and Katz3 have presented original data and discussed the theory relating to the capillary and gravitational forces acting On liquids contained in a sand body. These investigators have pointed out the importance of such studies in the estimation of future reserves as well as the original fluid content of a reservoir. In this previous work, no data have been reported showing the history of saturation distributions during the drainage period. Since a knowledge Of these transients is helpful in obtaining crude Oil from such a reservoir, the authors have obtained these data during this investigation. Experimental Apparatus The drainage tests were carried out in two vertical tubes, 8 ft. high and consisting of 2-in. and 4-in. standard wrought-iron pipe, respectively. Each tube was equipped with a water jacket, which could be kept virtually isothermal ( ± 1.0ºF.). A diagrammatic sketch of the 4-in. tube and its auxiliaries is shown in Fig. 1. At 6 in. above the base of the tube, and at every foot above this point, core nipples were inserted through the water jacket. These nipples were closely fitted with steel-plug inserts during each drainage run. At the end of the run, these inserts were removed so that cores could be obtained from the sand-packed tube.

Several minerals were observed and collected in a small gully originating from a weathered coal processing waste (gob) pile in Barton County, Missouri. The rapid alteration of these various minerals after collection suggested that they might represent a dehydration sequence. X-ray diffraction of the dehydrated and rehydrated minerals deposited on the gob pile indicated the presence of the monohydrate and heptahydrate forms of ferrous sulfate, szomolnokite and melanterite respectively. The occurrence of melanterite (FeSO4.7H2O), was limited to isolated areas of ponded water while szomolnokite (FeSO4.H2O), was associated with the outwash areas of the pile. Laboratory dehydration of melanterite collected at the gob pile revealed the formation of rozenite (FeSO4.4H2O), an intermediate form of ferrous sulfate. Szomolnokite was shown to be the stable form of these ferrous sulfates during these experiments while melanterite and rozenite were shown to alter readily. Chemical analysis of szomolnokite revealed enrichment in Fe, Mg, Zn, Cd, Cu and Mn relative to the chemical composition of the gob ad the lechate generated from the gob wastes. Although this gob pile had been weathering for more than 35 years, significant concentrations of trace metals were still being released from the pile through the generation of leachate and the formation of various soluble metal enriched ferrous sulfate minerals.

These will enable him to (1) arrange the minerals of a selected group of base metal mining districts in the order of their typicalities and (2) compute the degree of mineralogic association between the model so derived and a district external to the model. It must be remembered, of course, that the methods discussed in this article are no more powerful than the structure of the model used and the data available. With the changing economics between fuel and electric power all over the world, the viability of the electric motor is a choice all construction and mining people should be aware of. The advent of large efficient electric motor driven rotary screw compressors have given a great deal of flexibility to the use of these units on many applications not considered before. Examples are given for rotary and percussion drilling, fennels, and underground, sandblasting and "uniting, general uses - shows wheel mounted and skid mounted units.

The Mount Isa property has been in operation since June, 1931; during this period operations have changed from the production and treatment of carbonate ores to the mining, milling, and smelting of sulphide ores. This change involved revision of ore-extraction methods.Stoping methods have been designed to apply to parallel lodes ranging from 10 ft. to over 100 ft. in width and dipping at 50° to 60°. The hardness and strength of the ore and enclosing wall rocks, together with the strength and thickness of the country rock between lodes, have permitted the selection of a sub-level stoping method for mining the sulphide ores.

There can be two types of films on solids, those which are stable in mono-layers and those which tend to aggregate into three dimensional structures. A great number of metal films formed by condensation onto a solid base are unstable in the sense that they will aggregate into crystals providing the atoms possess sufficient surface mobility. The crystalline structure of the film is strongly influenced by the base in many systems and, in some cases, a single orientation prevails when the force fields around the atoms in the supporting crystal are sufficiently strong.' Relatively little is available in the literature about the nature of these forces and the role they play in promoting a preferred orientation of the atoms arriving at the substrate surface. An understanding of their periodicity and magnitude relative to the surface forces characteristic of the film itself should provide insight into the critical dependence of film orientation on the nature and temperature of the substrate. In addition, this effect may be very useful in preparing samples for surface studies. The study of the physical and chemical characteristics of pure metal surfaces has been severely handicapped by the presence of strongly adherent foreign films. Furthermore, the randomness of the surface orientation has obscured interpretation of experimental results. Evaporation of metals in high vacuum onto carefully selected substrates under ideal conditions for preferred orientation appears suited to the preparation of flat, oxide-free, oriented films for surface reaction studies. Many factors influence their structure and some understanding of the mechanism of their formation is a necessary prerequisite for obtaining satisfactory surfaces for study. The dominant factors in defining film structure are film thickness and growth rate and the nature, condition, and temperature of the substrate. GENERAL ASSEMBLY The system was enclosed in an 18 in. bell jar which rested on an L-shaped neoprene gasket on a ground steel plate as indicated in Fig 1. Rapid evacuation of the system to 10-6 mm mercury was facilitated by a 4 in. manifold, 2 in. packless valve, and an extra large diffusion pump. An investigation of multi-shaft airflow problems by the author in 1976 (1) was presented in the hope of arousing considerable written comment, but in fact-. only one contribution (2) was forthcoming. The investigation in this paper is taken several stages fur¬ther, because the matter is of major importance in many American hard rock mines with complex networks extending over thousands of meters vertically. The examples used have all been generated thermodynamical¬ly and checked by motive column (denisty) calculations. Dry air has been used to reduce the amount of time spent on the rather complex calculations, but it has been shown (3) that the principals developed apply equally well to air/vapor/water mixtures. Initially the subject is investigated using both thermodynamic and motive column analyses. The latter part of the paper concentrates on a motive column presentation. Both methods are, of course, equally valid and give identical answers to any situation when correctly applied, as is shown in the worked examples.

L. de Bruyn, let us assume that W = weight of glass bar; P = weight of hammer; e = total deformation; K = unit of deformation; K = potential stress energy; E = modulus of elasticity; L = length of the bar; 7 = coefficient of inertia; h = height, ft; V = velocity, fps; and a = cross section area. The portion of kinetic energy which is effective in producing stress energy in a fixed bar struck horizontally is given by the formula" 1 + 1/3 W/P K =1+1/3w/p/(1+1/2w/p)2 P.V2/2g = Ph where 1 + 1/3 W/P ? (1 + 3W/P/(1=1/2w/p)2 [8] Putting e e = W/P =------------ From the above equation it can be seen that the maximum transfer of kinetic energy to stress energy is when e = 0 or W/P = 0 which indicates that the weight of the hammer must be very large as compared with the weight of the impacted rod. Eq. 8 diametrically opposes the conclusions reached by the authors of this article. In fact, if their suggestions were followed to the extreme when e = co when P = 0, there would be no transfer of kinetic energy to stress energy at all, as 7, becomes zero. Eq. 8 presumes that the velocity with which the stress is propagated through the bar is infinite, whereas the authors claim that the compression waves reflected are reaching the struck end of the bar prior to the complete transfer of the kinetic energy to cause such modification of the conditions there as to make them reach the reverse conclusions demonstrated by the above formula. That such interference exists is unquestionably demonstrated by the authors and others. However, if my observations are correct, such interference for this specific experiment and also for practical comminu- tion is insignificant, and the conclusions of the authors are in error and must be reversed to comply with Eq. 8. Eq. 5, w. = AE 2/2, given by the authors on page 51, is derived from the following equation (Eq. 9): K = 1/2Pe, where P = Sa, S = ?E, e = EL, and L = 1. The above formula, Eq. 9, cannot be applied in this case. This formula is applicable for static loads where the load increases from zero up to its final value, P, in such a way that the deformation at different instants is proportional to the loads acting at those instants and actually represents the area of a right triangle in the strain load diagram of base e and height P. The typical photographs shown in Figs. 3 and 4 represent the familiar strain load diagrams, and since the line of the wave marks the existence and intensity of the strain with the unquestionable conclusion that such strain has been caused by the action of a load acting continuously all along the wave until it reached the horizontal axis, the work stored at this point is represented by the area under the wave line and the horizontal axis and not by the area of the fictitious triangle given by the authors. Then if this is correct, even visual estimation of these areas at gage stations given in the typical photographs of Figs. 3 and 4 suffice to contradict the authors' calculation given in Figs. 6a and 6b and Figs. 7a and 7b. The typical photographs presented by Charles and de Bruyn show a considerable variation of the intensity of the strain at different stations but very small variation of areas which actually represent the stress energy at the corresponding stations. And, apparently, by squaring the small quantities, the authors magnified their error tenfold. J. M. Frankland's paperV iscusses the relative strain intensity and not the total energy for different types of impact loading. He states in his paper, "The reader is explicitly warned not to confuse the results in this report with those obtained when the load is applied by a blow as from a hammer. In this case the peak load rises to very large but mostly unknown values. The accompanying large deflections and stresses are the result of high values of P, not of the dynamic load factor n. According to Frankland "the dynamic load factor" is the numerical maximum of the response factor. It therefore appears that the authors followed the same procedure in obtaining the relative strain energy ab-

The prototype and test results of the instrument for quick determination of incombustible content in deposited dust as a protection against coal dust explosion propagation are presented. Presently existing methods do not permit to obtain quick information about incombustible content, needed for the proper protection of workings. As the operating principle for the e instrument the dependence of reflection of infrared radiation intensity on incombustible content in the sample is chosen. The construction is based on the modern electronics. The measurement will be done at the sampling site. The range of the instrument is 0-100% of incombustible, direct reading, autonomous supply, weight no more than 0.5 kg, and is intrinsically safe according to EN Standards. During the Conference the instrument will be commercialized.

Cyprus Sierrita Corp. has developed a training program that has led to several significant improvements in safety performance and productivity. Truck productivity has increased 6% as measured by truck cycle times. Increased skill levels and awareness on the part of the mine's operators are due to the new training effort. Costs associated with productivity training have been about $185,300. This includes program development and execution costs, as well as lost productivity during the training itself. These costs are offset by $1.9 million in savings attributable to the increased skill levels of technicians due to the training effort. Cyprus Sierrita is a subsidiary of Cyprus Amax of Englewood, CO. The company operates a copper and molybdenum mining and processing facility south of Tucson, AZ, near the town of Green Valley. The Cyprus Sierrita operation produces about 109 kt/a (240 million lbs/ year) of copper, 11.3 kt/a (25 million lbs/year) of molybdenum, 31.1 t/a (1 million oz/year) of silver and 1.8 t/a (4,000 lbs/year) of rhenium. The opera¬tion employs 770 people at the site. About 200 of these employees work in the mine operations. Mining at Sierrita uses standard open-pit techniques. Crews of 43 people rotate on 12-hour shifts. Hourly technicians are nonunion and do not use rigid job classifications to define pay. Rather, the system is designed to pay employees for what they are able to do. Administering this effort requires that training opportunities are provided to those people who desire them. Successful training opportunities al¬low people to gain skills. The more skills an employee can demonstrate, the higher his or her "tech level." What are the causes for the formation of excessive amounts of bad thick oil on properties that are being repressured with compressed air and how can this trouble be prevented? 2. Why, in some areas, does the oxygen in the air injected into an oil sand during repressuring operations apparently change to carbon dioxide? Is carbon dioxide formed by the oxidation of some of the oil in the sand'? How can the formation of inert or low B.t.u. casinghead gas, loaded with nitrogen, carbon dioxide and oxygen, be prevented? 3. What percentage of the oil originally present in an oil sand can be recovered by the ordinary methods of operation when the gas originally dissolved in the oil is the main propulsive agent? 4. What percentage of the amount of oil produced by ordinary methods can be recovered under average conditions by repressuring a so-called depleted oil sand? 5. What are the relative propulsive efficiencies of compressed air and natural gas in repressuring operations? 6. What are the practical advantages of pressure maintenance and early repressuring as compared with late repressuring?

A combination of two factors in addition to the current Federal drilling and price regulations reduced by 120 from I942 the number of new wells completed in southwestern Pennsylvania during the year. No new prospective area was found comparable to the Armbrust gas pool, Westmoreland Co., which accounted for a seventh of the last year's drilling, and it is considered doubtful whether, even if such a field had been discovered, the drilling contractors, who have been seriously affected by the manpower shortage, could have drilled many more wells than they did during the year. New wells totaling 445 were completed for a combined footage of over 1,250,000 Dry holes numbered 131 and had a footage of nearly 400,000. Old wells drilled deeper total 55, of which 17 were found nonproductive. Shallow Development Oil Oil completions yielded an initial of only slightly over one hundred barrels from 21 wells for about the same per well average as that of a year ago. However, 65 bbl. of this total came from two wells in two new strikes. The footage drilled of nearly 33,000 gives an average of nearly I00 ft. less per well than a year ago. Two old wells drilled deeper had a combined initial of only 4 bbl. The largest oil well of the year, 40 bbl., was found in the Speechley (U. Dev.) sand at a depth of 3492 ft. in German township, Fayette County. The location is several miles east of the nearest oil production hut as the area that could be occupied by a pool is fairly well delimited by drilling, the extent of this production would not appear to be large. The other notable oil production was found in the Dunkard (Penna.) sand, Cumberland township, Greene County, at a depth of 1065 ft. Here the first well had an initial of g bbl. and the second 25 bbl. However, a third proved dry, and as this area is also delimited by drilling, the pool doubtless will be of small area. Gas Gas completions yielded an initial of slightly over one hundred million cubic feet per day and new wells, totaling 303, account for all but four million of this volume. Old wells drilled deeper, numbering 35, found gas. The per well average in new drilling of approximately 320 M cu. ft. is nearly 165 M cu. ft. less than a year ago and the total footage is slightly over 830,000, which is about a quarter of a million feet less than in 1942. Average rock pressure of new completions is approximately 365 lb. per sq. in. The entire volume of new production is from the Upper Devonian or higher stratigraphic horizons. In Allegheny County, the grestest activity was in Forward and Plum townships. Wells there account for more than one half the completions. One large well was drilled in Forward township and an open flow of 3.623 million cubic feet was found in an old Gantz (U. Dev.) sand area. The top of the sand was encountered
