FRED. MACCOY, Raton, N. M. (written discussion *).-In the review of the Chilean nitrate industry presented by Messrs. Rogers and Van Wagenen, the most critical point relating to the future of the industry has been summed up in the last paragraph: when nitric acid can be produced synthetically cheaper than from the Chilean deposits, the Chilean industry will cease. A study of the prevailing mining methods and extraction process leads one to suspect that much can be done to reduce the present cost of the finished product; and a reasonable reduction of the cost would make available immense reserves of low-grade caliche, the locations of which are fairly well delimited. In a study of costs, one finds that actual data are very hard to procure. The average operator does not know, with any degree of reliability, his "head assay," what percentage of the caliche is lost in mining, nor what tonnage of caliche he is putting into the maquina. One manager remarked to me, "We are not concerned in what it costs to treat a ton of caliche, we are interested only in what it costs to, produce a quintal of' finished nitrate." Some basic considerations in the application of geostatistics to the valuation of ore in South African gold mines by D. G. KRIGE, Pr. Eng., D.Se. (Eng.) Rand (Fellow) There is much room for improvement in the statistical procedures that have been used by gold mines over the past decade in the valuation of their ore reserves. Improvement depends on the establishment of the extent to which the patterns of frequency distributions and the directional variograms for the gold values vary from area to area within each section of a mine. The application of the lognormal distribution and of the De Wijsian variogram model for routine ore-reserve valuations requires detailed study before some of the reservations still held by mathematical statisticians can be met. This paper provides some preliminary evidence of the extent to which these models can be used with confidence, as well as suggesting how they can be applied to their full potential.

Recent allegations about tampering of coal mine dust samples have led to suggestions that the coal industry needs a respirable dust compliance sampling method that is less subject to tampering. The sampler designs under consideration include fixed location monitors that could be mounted on a mining machine or located at a stationary location in the mine, and samplers that are worn, like the existing samplers. Fixed-point samplers have a design advantage, since samplers worn on the body will have size and weight limitations. On the other hand, in some cases there are respirable dust concentration gradients, which will dictate careful placement of a fixed-point sampler inlet to determine the exposure of workers. This study examined dust concentration-gradient data obtained by the Bureau of Mines and others over the last decade. As an example of spatial gradients at continuous miners, a fixed-point monitor located in front of the operators cab shows a higher dust concentration than a sampler located on the operator and reduced exposure when the sampling location is behind the operator cab. It may be necessary to use a sampling tube with a machine mounted monitor, to sample in the operators breathing zone in the cab to provide a more representative sample of the miners exposure. For face workers on longwalls or on continuous miner sections using remote control, the study shows significant dust level gradients and gradient variations between typical operator positions and mining machine locations. In addition, if fixed-point monitoring is used to monitor an area, vs the exposure of specific workers, dust control technologies currently employed to ensure reduced dust exposure such as the diversion of dust laden air away from the workers, or through the use of remote control of mining machinery may not indicate the same dust reduction obtained with current sampling techniques.

The theoretical benefits of electronic detonators have been reasonably well documented. To support this, a practical comparison was made between the performance of the standard shock tube system, NONEL, and a high precision electronic system, HotShotÖ, at the Sunrise Dam Gold Mine. The expected benefits from electronic detonators to Sunrise Dam were identified prior to the trial. Based on these, a number of objectives were set to demonstrate the value of the HotShot system. These are an improvement in fragmentation leading to an increase in productivity, less oversize rehandling, increased throughput and more uniformity in muck pile movement. To maintain the integrity of the trial, the nominal timing of the shots was kept exactly the same, thereby restricting any performance improvements to the precision of the electronics. Accordingly, adjacent shots were chosen with consistent geology. Video footage was taken of the blasts and vibration monitoring was carried out by fixed geophones throughout the mine. Spot heights of the muck pile swell were taken immediately after the blast and heave profile graphs were generated for comparison. Video footage was taken for a period of three hours for both shots to analyse cycle times of the excavator and trucks. PITRAM data was also collected for analysis. As far as practicable, the ore was taken to the same finger on the run-of-mine (ROM) pad to assist in single sourcing for the crusher and to allow oversize to be separated out. From specific metrics taken during the trials, it was shown that the expected improvements due to the high precision timing of electronics were realised in all areas.

The decision of the California Oil Umpire's' office to accept well potentials established from subsurface-pressure data has brought to the attention of many operators for the first time the application of such data to production problems. This paper reviews the development and application of subsurface-pressure data in kettleman Hills, where these data have been used in production work since 1932. The Kettleman Hills field was discovered in October 1928. The first subsurface-pressure surveys were made early in 1932 and by the middle of 1933 the two major operators in the field were making routine pressure runs in thcir respective wells. Shortly therefter, these companies agreed to exchange pressure data, and later a third company entered into the agreement. This made it possible to analyze the effects upon the reservoir pressure of past production practices, which are discussed in the latter part of the report. It is interesting that many of the applications of subsurface-pressure data discussed herein were anticipated by C. L. Clark and C. B. Kimberlint in a report2 dated March 1933. PRODUCTIVITY Index In the majority of individual well problems involving the use of subsurface- pressure data, it is necessary to use a factor known as the "productivity index," which indicates the ability of a well to produce and represents the number of barrels of oil or oil and water per day that will enter the well bore for each pound per square inch pressure drop made opposite the producing interval of the well. The productivity index may be determined from pressure and production data for one or more rates of flow and a static or shut-in pressure survey or from production and pressure data for two or more rates of flow. Productivity indices may be based upon either net oil or total fluid production. All indices referred to in this report are based upon net oil. The value of the productivity index for Kettlcman Hills wells decreases generally with time and it is not uncommon for the index to vary in value at any specific time fur various rates of flow. The decline of the productivity index may be attributed partly to the loss of reservoir pressure. As the reservoir pressure decreases, gas originally in solution is released from the oil, congesting the flow of fluids through the formation and increasing the viscosity and surface tension of the oil; thus the flow resistance of the fluids through the formation is increased, resulting in a decrease of the productivity index. El presente texto describe el proceso electrolítico del zinc en Cerro de Pasco, dado que el método de obtención del zinc se emplea en el 40% de la producción mundial. Este proceso comprende seis etapas: tostación, lixiviación, filtración, purificación, electrolisis, fundición y moldeo. La tostación es el tratamiento del concentrado que convierte el sulfuro de zinc en óxido, que es un compuesto soluble en la solución lixiviadora o ácido sulfúrico empleado. La lixiviación comprende la disolución de la calcina en el electrolito gastado que sale de las celdas y elimina ciertas impurezas tales como fierro, arsénico y antimonio con bióxido de manganeso. La filtración de la solución lixiviada separa la materia insoluble, junto con las impurezas precipitadas, de la solución de sulfato de zinc. En la purificación, se disminuye las impurezas como Cd y Cu, mientras que en la electrólisis pasa por un equipo de fuerza, tanques, electrodos, ánodos, cátodos. Finalmente en la etapa de fundición y moldeo, se funden los cátodos de zinc para su moldeo en barras de forma comercial, con un peso de 25 kilos cada una. The San Francisco Chemical Co. has been actively interested in phosphate mining since 1908. It was, in fact, the first company to make claims on properties in the western phosphate belt. From the period of 1908 to 1947, the company's phosphate operations were centered at their Waterloo property, five miles east of Montpelier, Idaho. A small tonnage of phosphate rock was shipped annually from their underground mines in that area. In 1945, the company started the first western open-pit phosphate mine on the slopes of Waterloo Hill. In 1947, they obtained an option and lease on the Beckwith Hills' deposits in southwestern Wyoming, some 25 miles south of Cokeville. While the operations at Montpelier and the Beckwith Hills are both open pit, there are many differences which suggest separate treatment in this paper. Structurally, the Waterloo Hill is the west slope of an anticline. The beddings dip from 20" to 35" to the west. Erosion has caused the footwall exposures (Well's formation) to appear in the upper areas as a series of apices, giving the outcrops a festooned arrangement. Dip faulting with subsequent erosion has induced gullies normal to the strike and resulted in eroded areas which separate the remnants of the

"Rod-like magnetite particles were prepared by precipitation of iron salts with urea under the induction of magnetic field. Temperature and initial Fe3+/Fe2+ ratio have a significant effect on the composition of the product. Magnetite particles change from spherical into rod shape in the presence of a 0.35 T magnetic field, The addition of a small amount of spherical seeds increases the rod-like magnetite particles yield. The seeds are prepared by aging ferrous and ferric solution with sodium hydroxide as precipitator. The aspect ratio of the rod is controlled by varying the volume ratio of seed to iron salt.IntroductionMagnetite, an important member of magnetic materials, has attracted a lot of attentions for its super magnetic properties. The rod-like magnetite particles have high anisotropy and coercive force as well as super magnetic properties compared to other shapes, and are widely used as high magnetic density media, magnetic devices and microwave materials [1-4]. Recent studies have found that magnetic field can direct magnetite growing along easy magnetization axis to get one-dimension particles [5-6]. Chen et al. [7] synthesized single crystalline nanorod magnetite under magnetic field. Wang et al. [8] discovered that magnetite grew along easy-magnetization directions under 0.35T magnetic field. Vereda et al. [9-1 O] found that magnetic field had a dramatic effect on the morphology, inducing the aggregates to line along one direction to form rodlike particles.At present, most of the synthesis methods reported in the literature result in a low yield of rod particles and the aspect ratio are difficult to control. Recently, we developed a seed-mediated growth approach to making rod-like particles in an aqueous solution. The spherical magnetite generated by oxidation serves as a seed. These seeds are then added to a solution containing iron salt and urea, and provide nucleation sites for magnetite rod growth."

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. Alkali emissions are one of the environmental challenges facing alumina refineries. Queensland Alumina Limited (QAL) is undertaking a number of initiatives to continuously improve its environmental performance. One of these is a program aimed at the reduction of alkali emissions. Alkali emissions originate from a number of sources (eg elevated open tanks), and its level depends on a number of process parameters/ mechanisms (ie splash filling, thermal currents in tanks, streams discharged from a pipe, tank temperatures, atomisation) and climatic conditions (eg wind speed and direction, rain, etc). Under normal operating conditions, there is a continuous low level of alkali emissions from the plant. Certain vessels within the plant have been identified as major contributors to this level of emission, while certain activities within the plant contribute to a temporary elevation (æspikeÆ) of alkali emissions. QAL developed a method using phenolphthalein-treated pads to measure emissions within and outside QAL boundaries. These provide no information about mass emission rates but are important for detecting if alkali material is present. Since mass emission rates are important for determining if improvements in emissions are made, QAL identified the need to design an improved sampling method. Following the development and implementation of a sampling and analysis method to monitor alkali emission concentrations, QAL is conducting a number of feasibility studies evaluating a range of alkali emission reduction options. The alkali measurement method will be used to track and demonstrate progress in this environmental initiative. This paper will discuss the measurement method and emission reduction options being evaluated.

The paper describes work undertaken to identify the influence of the matrix structure on the metal dusting rate of stainless steel alloys. Specifically, the difference in metal dusting rate between austenitic and ferritic stainless steels of similar chromium contents was investigated. The alloys were exposed to metal dusting conditions and their performance compared by weight loss, optical microscopy, scanning electron microscopy, transmission electron microscopy, X-ray diffraction, and Raman spectroscopy. The specific gas mixture used for all the tests were 18.9% CO-79.1% H2-2% H2O at 650°C. For austenitic stainless steels, Types 304, 321, 316, and 316Ti were compared to two ferritic grades, namely Types 430 and 441. The resistance of the ferritic grades was found to be significantly better than that of the austenitic grades. This was attributed to greater permeability of chromium through the matrix structure to maintain the protective oxide scale. The results will be used in the development of novel alloys to combat metal dusting.

Extraction of crude ores and minerals inevitably produces various by-products either as a result of nonusable residues or as waste by-products from process operations. Thus for each 100 tons of coal extracted in a strip mine operation, one can expect to produce 25 tons, or more, of mine refuse. In addition, the amount of ash produced from the burning of coal will represent 10 to 20 percent of the weight of coal burned. With the advent of lime/limestone scrubbers now being installed on many power plants, an additional by-product is produced that in most instances is equal in volume to the sluiced fly ash. Statistics developed by the National Ash Association have indicated that sluiced waste from power plants in the United States currently exceeds 25 million tons per year (dry basis). Overall mineral industry statistics (copper mines, etc.) indicate better than 200 million tons per year. In the past it was general practice to send most of these waste materials to holding ponds or lagoons simply as a means of disposal or "throwaway" of unwanted by-products. Unfortunately modern society has reached a stage where these large quantities of waste materials are creating monumental environmental and economic problems that need urgent attention. Among these problems are concern for loss of future usable land, pollution of ground water, loss of potential mineral reserves, and loss of opportunities to recycle or use these by-products for the benefit of future generations. An example of the latter is the serious shortages of construction quality aggregates that can be replaced with some of the by-products produced from waste materials from the extractive and chemical industries.

Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. It is sufficiently correct to say that domestic solid fuel is universally hand fired and it is almost as correct to state that a very large proportion of hand-fired domestic fires are extremely inefficient and smoky. This is particularly true with raw bituminous coal for the fuel. The smokeless and efficient firing of domestic coal affords one of the most difficult problems confronting the combustion engineer. This is due to the universally constricted combustion space in the domestic furnace, the complete ignorance regarding the laws of combustion on the part of the average person, and the fact that the laws of efficient combustion are almost completely nullified under these conditions. It is well to familiarize ones self with these laws. These are: 1. The gradual introduction of the fuel to the furnace. 2. The admission and mixing of the right quantity of air with the coal gases. 3. A temperature high enough to permit complete combustion, and 4. A furnace space of volume sufficient to permit of the combustion gases and the oxygen getting together within the confines of the furnace. Even a casual inspection of the domestic heater will show that none of these essential things are present in proper degree, and this is the reason why the problem of domestic firing presents such difficulties. I have analyzed these conditions in a paper published by the Black Diamond, and which has already had wide distribution, so that I will not repeat the rather lengthy discussion in this paper. A survey of the entire field indicates very clearly that a reversal of existing methods and equipment must be had before any real improvement can be expected. It is my firm belief that in this instance above all others it is necessary to build the efficiency and smokelessness into the equipment in such a manner that its performance will be entirely independent of both skill and interest on the part of the operative. To attempt to educate every man, woman and child who periodically throws coal into a domestic furnace would be literally impossible. Much can be done, however, if we could teach the householder the simple essentials of alternate firing, which I have explained at length in the above mentioned paper. This would go a long way toward making the domestic furnace problem more satisfactory, as well as efficient and smokeless. Many will argue, and with good reason, that the domestic fuel should be prepared coke and with this I agree up to the limit imposed by the practical considerations of quantity production, price and the possibility of marketing the by-products. It will be obvious that if enough raw coal should be processed to provide all of the required domestic fuel that the amount of by-products recovered during the coking process would be so great that there would be little or no market at any price which would justify the manufacture of coke. If the by-products were wasted they would not only be a tremendous economic loss, but the price charged for the coke would probably be so high that the market would be limited, and this would defeat the very idea of the whole thing. Much can be done, however, in advancing the use of coke, but I believe that much more extensive and careful experimentization should be had in order to determine the right size and quality of coke for the various domestic furnaces. Estudos recentes indicam que o gasto devido à corrosão nos USA giram em torno de 276 bilhões de dólares por ano, isto significa 3,1% do PIB deste país, tendo a corrosão atmosférica uma importante parcela deste montante. Muitos estudos foram realizados a fim de determinar a agressividade da atmosfera e avaliar os efeitos da corrosão atmosférica nos metais usados para aplicações estruturais. Este artigo tem como objetivo comparar dois ambientes em termos de severidade da atmosfera, assim como sua influência na degradação do aço estrutural ASTM A-572 Grau 50. Toma-se como cenário a planta industrial da Medabil Sistemas Construtivos, localizada em Serra, região metropolitana de Vitória/ES. O estudo foi realizado por meio de monitoramento de perda de massa de amostras expostas deste material e comparação dos resultados com os obtidos através do teste padrão proposto pela American Society for Testing and Materials (ASTM G116, 1999), Wire-on-Bolt Test for Atmospheric Galvanic.

Henry Walker Eltin (HWE) are the mining contractors for Gloucester Coal at Stratford mine, which is in an environmentally sensitive area in the Avon Valley, NSW, Australia. Normal blasting at Stratford is done in a “stand up” or “box cut” mode to suit the truck and shovel operations. Recently an opportunity of doing a throw blast became available when part of a ramp had to be blasted to accommodate changes to the pit design while not damaging the remainder of the ramp. The objective was to maximise throw into the void in order to minimise excavation costs by reducing the amount of overburden to be moved by the excavation fleet. It was necessary that the best result be achieved while staying within the vibration and airblast limits at a neighbouring property and nearby township. Both objectives were achieved through the application of Orica’s knowledge of blast design, modelling and i-konTM electronic detonators.

Numerous investigatiolls have been carried out to determine the total oxygen present in the basic open-hearth bath and the results of these studies have clearly defined the factors controlling the bath oxidation during the period prior to deoxidation. On the other hand, very little is known concerning any changes in total oxygen content that may occur during deoxidation, tapping and teeming. The need for such additional data is continually becoming more apparent, since there is no strict technical basis for selecting any particular deoxidation practice. Many steels are made for the same purposes and to the same chemical analyses by widely differing practices. Apparently, each practice is satisfactory. However, it would be desirable to establish more definitely the effects and relative merits of the individual practices. Such information could be used to give a definite foundation for evaluating various types of deoxidation. In order to approach this problem, a study was made of the changes effected in the total oxygen content of several grades of steel by representative open-hearth deoxidation practices. To carry out such studies, it was necessary that a reliable testing procedure for determining the oxygen content of the steel bath and the ingot mold be established. Before entering on any extensive testing program, consideration was given to the available methods of obtaining steel samples and analyzing for oxygen. Testing Procedures It has been shown5-9 that in solidified steel oxygen may ekist in combination with iron, manganese, silicon, aluminum, titanium, chromium and carbon, depending upon the amount of these elements in the sample. In molten steel, however, there has been no direct distinction of the various oxides. Accordingly, the total active oxygen in the molten steel bath is designated by the symbol 0. During deoxidation, various oxides may be present either in solution in the molten steel or as solid or liquid inclusions. Any sample taken from the molten steel for oxygen analysis will include both the dissolved and the mechanically included oxygen. Similarly, samples of the solid steel product will also include the two forms of Oxygen' Methods of Samplirzg the Molten Steel Bath In order to obtain a true oxygen analysis from liquid steel, this element must be completely retained in the solidified sample.
