AUSTIN, and STUART CROASDALE, presented at the Salt Lake meeting, August, 1914, and printed in Bulletins No. 91 and 92, July, and August, 1914. R. C. CANBY, Wallingford, Conn. (communication to the Secretary*). -Apropos of the experimental reduction of copper from cuprous chloride by fusion with ground limestone and coke, as described by Messrs. Laist and Frick, and also proposed for use at Chuquicamata., it might be of interest to refer briefly to the experience at Argentine, Kan., in the smelting of the suboxide of copper (as produced in the Hunt and Douglas process) containing appreciable quantities of chlorides. In the Engineering and Mining Journal of June 10, 1911, I. gave some account of what had appeared to be crucial difficulties with the Hunt and Douglas process, and how the filter-press difficulty had been so rapidly overcome after my discovery of the effect of the sodium salts in the leaching solutions. I also described the effect of the cupola furnace gases upon the lime rock with which I had replaced the coke in the absorption tower, which apparently showed the presence of considerable-chlorine, clue to the imperfect conversion of the subchloride to suboxide, as well as that clue to the difficulties of washing thoroughly the suboxide with the means provided, and also to the presence of chlorides in the cement copper which was smelted With the suboxide. The fumes from the cupola, when issuing direct into the atmosphere, were very dense and white, except when a hot furnace top caused a reddish tinge due to dust. These, fumes had a peculiarly suffocating effect, so that when they were blown over into the town the population suffered the greatest actual distress, not the mere annoyance which would have been clue to a disagreeable odor. The absorption tower had been built at the instance of the city authorities to abate this nuisance, and not with the idea of making any additional metal savings. A serious feature in connection with the Argentine experience with the Hunt and Douglas process was, that it had been implicitly assumed that there could be no metal loss in the Hunt and Douglas process itself, and that all attempts to locate the ruinous copper losses which were accumulating in the metallurgical accounts were devoted to the roasting department. It is possibly unfortunate for metallurgical advance along these particular lines that just about the time of this discovery of this previously unsuspected volatilization loss, in the smelting of the suboxide, the Kansas City company made a contract with the Western Union Telegraph Co. for its supply of copper sulphate and the Hunt and Douglas

Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.

The influence of supergene oxidation on physicochemical and technological properties of polysulfide ores was studied. Modeling and analysis of oxidation pyrite copper-zinc ore samples from the Valentorskoye deposit show that sulfide floatability is decreased by the longer-term oxidation. The treatment of oxidized samples by sulfuric acid in oxidative conditions and its impact on the elemental sulfur composition on the surface of sulfides was discussed. It is shown that an enhancement of the floatability of sulfides of oxidized polysulfide ores after leaching by sulfuric acid could be perspective for the developing of combining floatation-hydrometallurgical technology of the nonferrous metals recovery.

INTRODUCTION IN the iron-cobalt system there are several property-composition relationships of theoretical importance. The alloys are ferromagnetic exhibiting a maximum saturation at approximately 33 at. pct cobalt;1 the interatomic distances at room temperature show large positive deviations from Vegard's rule;2 and in the region of 50 at. pct cobalt there is an order-disorder transition which has a large effect on other properties. The thermal expansion data for the system have been reported3,4.5,6 only from room temperature to 100°C, and for this temperature range a minimum in coefficient in the region of 50 at. pct cobalt is well established. 3,4,6 This paper reports the expansion properties in the iron-cobalt system for temperatures from 30 to 850°C, shows the correlation with other physical properties, and proposes an explanation for the interrelation. EXPERIMENTAL PROCEDURE The thermal expansivities of iron-cobalt alloys in 10 pct steps in composition were determined from 30 to about 850°C. The major series of alloys was prepared by induction melting from Armco iron and cobalt rondelles with the addition of about 0.6 wt pct manganese. This series was supplemented by three compositions: high purity electrolytic iron, high purity electrolytic cobalt, and an alloy of 52.1 wt pct cobalt prepared from the high purity electrolytic iron and electrolytic cobalt by vacuum-melting. The compositions of both series of alloys are given in Table I. The specimens for measurement were prepared from the cast ingots by first hot-swaging followed in most instances by cold-swaging to 0.180-in. diam rod. Some alloys in the region of 50 pct cobalt, because of inherent cold-brittleness, were swaged hot to the final diameter. The expansion specimens were approximately 2 ½ in. long with flat-ground and polished ends. Before measurement they were annealed in hydrogen for r hr at 900°C. In the apparatus used for the thermal expansivity measurements (Fig I), a modification of that designed by Hidnert and Sweeney,7 the differential expansion between the specimen and vitreous silica was measured by a dial micrometer reading to 0.001 mm. An invar fixture supported the dial gauge, and this fixture, in turn, was connected to a split invar collar which supported the outer silica tube. A pyrex "T" was placed over the outer silica tube and was sealed to the invar collar by Apiezon Q sealing compound. A movable hollow vitreous silica rod which rested on top of the test specimen slid through a flexible rubber diaphragm cemented to the top of the pyrex "T." In the early stages of opening up a mine, when there is some uncertainty as to its future career, necessitating caution in laying out works of a permanent character, the want is often felt of an assay furnace, easily built and easy of transportation, should the" mine " prove to be " no mine." Again, cases occur in which parties buy the right to treat comparatively small heaps of tailings, and then shift their plant to other localities. Under these circumstances it is necessary to restrict the plant to the barest necessaries, to suit, so to speak, the nomadic character of the work.An assay furnace that is really portable, easily transported, erected, taken down, of little weight, always ready for action on short notice, is indeed in these cases a desideratum which has long been wished for. The gasoline furnaces introduced intothe Australian market some time since practically fulfil these conditions; but they have the fatal drawback of being dependent on a constant supply of the liquid fuel, gasoline, which is seldom, if ever, obtainable locally in' any wayback mining township...

INTRODUCTION Since the occurrence of the first oil crisis, coun-tries of the world, especially oil-importing countries have made sustained and vigorous efforts to lessen the dependency on oil as a source of energy supply. The adoption of "Principles of Coal Policy" by the IEA Ministerial Governing Board Meeting in May, 1979 was the first formal action taken by major energy consuming countries. At the Venice Summit in June, 1980, it was agreed that production and use of coal should be doubled over the next ten years. In fact, the world coal use in 1980 showed around a 10 percent increase over the previous year. Recently, we have seen an indication that the balance of oil supply and demand in the short term have eased. But I believe that it remains vital that we continue to encourage the development and introduction of alternative energy sources. Because, from the medium and long range viewpoint the recovery of the worldwide economy will lead us to increased oil requirements and thus we will be faced with the cyclical, structural tightening situation between the supply and demand of oil. Moreover, we are still convinced that the constraint of the supply capabilities of the Middle-East nations may be increasing in the long-term, since there still remains political uncertainties among these nations. Consequently, above all, coal is viewed as an alternative energy resource available for immediate expansion of use and is given as high a priority as nuclear power. In Japan, we regard coal as the most reliable alternative energy resource to replace oil. According to the "Alternative Energy Supply Targets" approved by the Cabinet in November, 1980, the level of coal imports is estimated to approximately double by 1990, while our domestic coal production will remain nearly at the same level. The transition from oil to coal is found in the recent import levels of coal---73 mil¬lion tons in 1980, a 23 percent increase over the 59 million tons imported in 1979. There was an upsurge in steaming coal imports, reflecting the transition in feedstocks---7.2 million tons in 1980, four times over the previous year's amount. Henceforth, from the medium to long range view, the demand for coal, especially that of steaming coal is forecast to continue to grow. The timely expansion of supply capabilities is our utmost concern and should be one of the most significant goals of our comprehensive policy. The Overseas Coal Investigative Committee, a privately organized advisory panel to the Director-General of the Natural Resources and Energy Agency of the Ministry of International Trade and Industry (MITI), investigated means to secure a stable supply of overseas coal. The panel presented its interim proposals in August, 1981, recommending the diversification of coal import sources, extensive use of low rank coal, as well as enhanced international cooperation between coal producing and importing countries. THE CONTENTS OF THE COMMITTEE'S REPORT Four Points for Major Consideration In order to ensure a stable supply of overseas coal, Japan needs adequate policy measures consistent with the characteristics of coal resources and environmental requirements, giving consideration to Japan's status and the role she is expected to play in the areas. From the above, great importance should be attached to the following four points: All the components of the "Coal Chain" (Namely, the development of mine sites, construction of railroads, port loading facilities, coal shipping vessels, port receiving facilities, including coal centers and international transport facilities etc.) should be reviewed and reformed with steps taken to assure efficiency consistent with the entire coal chain system. The complete formation of a coal chain system requires such lengthy lead times and huge amounts of investment that necessary measures should be undertaken well in advance utilizing long-range projections of future demands and various economic surveys. Policy planning should be conducted taking into account of harmonizing stability and economics of the supply structure. For ensuring the long-term stability and expansion of the coal trade, international cooperation on a bilateral and multi-national basis should be encouraged. Mutual understanding and close relationships are essential to facilitate the formation of the supply system and to promote the extensive use of coal. Direction and Problems Related to Supply Stability Expansion of Supply Capabilities. World coal imports in 1979 amounted to 229 million tons, of which Japan's share amounted to 59 million tons, or one fourth of the entire amount. The imports of European and Asian countries accounted for 83 million tons and 7 million tons respectively. According to the examination of the Investigative Committee, Japan's coal requirement is estimated to be between 140-150 million tons by 1990, nearly the same level as announced in the Provisional Long-Term Energy Supply and Demand Outlook in 1979. This fore¬cast is-to be revised in April, 1982. Japan's demand is expected to be met through fiscal 1985; however, by 1990, the supply is estimated to fall short of demand, particulary, in the field of steaming coal. El presente trabajo señala el éxito de la mineralurgia latinoamericana en el aumento de producción durante la década del 60 a través de una estudio estadístico donde se muestra una alza productiva en un 88% de su valor y 60% de su producción física. Empero, este eventual progreso no coincidió con las exportaciones que se desarrollaron en el período señalado puesto que hubo un mayor consumo de minerales por las industrias nacionales y se eliminaron algunos productos latinoamericanos en los mercados internaciones, alcanzando solo un 20%. En esta perspectiva, es necesario que el desarrollo de la producción se mantenga al ritmo del consumo y la demanda en mercados internacionales ya que América Latina no dispone de sufiente capital como para financiar su desarrollo en niveles programados al tiempo y necesita un financiamiento exterior. Asimismo la década del 70 se convierte en un espacio de desafío puesto que Latinoamérica debe preservar los intereses nacionales, así como la atracción de capitales extranjeros en condiciones aceptables.

The National Institute for Occupational Safety and Health (NIOSH) conducted a monitoring field study to optimize the rib control plan in a room-and-pillar coal mine. The study mine is located in the Central Appalachia coal basin. Two monitoring sites were selected at different sections in the study mine. The selected sites have different overburden depths and geologies. The instrumentation plans at study sites include borehole pressure cells installed at various depths in studied pillars, rib and roof extensometers and load cells mounted on number of the rib bolts. The instrumentation results and observed geology for one of the study sites showed great potential for optimizing the rib bolt plan at that section of the mine. Therefore, a rib support optimization study was followed using numerical modeling technique. A calibrated threedimensional model was developed using the instrumentation results of the optimization section. The calibrated model was used to determine the optimum rib support for expected overburden depths and rib heights. Baseline rib bolt patterns were assumed for the optimization study. Additional rib bolts, above and beyond the baseline bolting parameters, were outlined and identified as solutions to contain the rib fracturing identified by the modeling results.

"*This is an abstract only* Geometallurgical initiatives have demonstrated considerable value to operations that have trialled them. However, it is extremely difficult for these initiatives to become properly embedded into the operations and for that value to be realised on an ongoing basis.This paper will explore some of the historical reasons why this is the case. Some of these reasons include the limited tools available to manage an integrated operation. A granular sorbent, prepared by gel-coating polyethyleneimine (PEI) on high surface area silica followed by crosslinking with a low-molecular weight diepoxide, has significantly higher uranium capacity, greater salt tolerance, and faster kinetics than the commercial resin Dowex 21K. Though having lower U(VI)/Fe(III) selectivity than Dowex 21K, the gel-coated PEI affords much higher sorptions of both U(VI) and Fe(III) and also their separation by selective stripping with acid.

Past surface-mining operations in Appalachia primarily followed mountain con-tours. It is estimated that about 18,000 mi. of highwalls are exposed throughout Appalachia. An evaluation procedure for determining the secondary mining potential (SMP) of these highwalls has been proposed. Sixteen parameters affecting the SMP were isolated. These are grouped in four major categories: geologic conditions, existing infrastructure, site conditions, and environmental conditions. The parameters were then ranked by their impact on SMP and assigned weighting factors. A simple mathematical procedure yields an SMP number (0 < SMP < 100), which may then be used to compare alternative sites and technologies. Determination of limits and ranges while grouping data was aided by field visits to over 40 exposed highwalls in Eastern Kentucky. An interactive program has been developed to rapidly evaluate the SMP for pre-mined sites. The mathematical procedure estimates the relative potential (i.e., techno-logical feasibility) for remining for three predominant secondary mining methods: augering, Hi-wall mining, and underground mining. Other secondary mining methods are briefly reviewed and compared.

The question of the influence of gases upon the properties of copper has received the attention of a number of investigators, among whom Sieverts,&apos; Iwase,2 Lobley and Jepson3 stand preeminent. Solubility of Gases in Copper Sieverts and Iwasé concerned themselves with the solubility of a variety of gases in the metal in the solid and liquid states. They determined the absorption coefficients of these gases and in all cases found a sharp change in solubility at the melting point of the metal. In this respect they disagree with Lobley and Jepson, who have based their opinions upon the appearance of small ingots of the metal which had been fused in an atmosphere of one or other of three gases and had then been rapidly cooled, while surrounded by gas, to the freezing point (rate—possibly 30" to 60" C. per sec.). The ingots that had been fused and cooled under nitrogen and carbon monoxide were free from blowholes and it was assumed that these gases were not absorbed in amounts much in excess of those which would dissolve in the solid metal; the ingots similarly treated under hydrogen were full of blowholes and it was assumed in this case that gas was ejected on solidification of the copper. The effect of varying the rate of freezing upon the character of the test ingots was not examined by these investigators; otherwise, it is felt, their views might have been subject to modification. Sieverts&apos; most important contribution is that the solubility of a gas in any metal is proportional to the square root of its pressure or concentration. The mining industry has undergone a profound and transformative shift in recent years, driven by the rapid advancement of emerging technologies such as automation, digitalisation, and electrification. These technological innovations have not only revolutionised operational efficiency and productivity but have also introduced an imperative need for new and innovative approaches to conducting mining activities. Specifically, the mines of the future face a new series of complex challenges when planning and developing greenfield or brownfield mining projects in the 21st century. These challenges include greater operational depths, higher seismicity levels, higher rock temperatures, increased environmental constraints and sustainability requirements, a higher degree of interoperability, lack of skilled workforce, and the need for sustainable and eco-friendly mining practices. Consequently, there is an essential need to formulate novel strategies and robust planning methodologies that re-evaluate how mines are planned, executed, and managed, from the early exploration stages to the post-mining era and the consequent uses of mine sites. This research focuses on identifying the factors influencing the implementation of modern technologies, such as autonomous machinery in mining operations, and their impact on mining method selection and longterm mine planning. The findings underscore a crucial need for a paradigm shift in how mines are planned and developed, going beyond mining method selection, which primarily focuses on geological and economic factors, and must evolve to incorporate the multifaceted implications of modern mining operations.

Several Approaches to Enhance the Bioleaching of Enargite Some approaches were investigated to enhance the recovery of Cu from enargite by bioleaching with Acidithiobacillus ferrooxidans using the galvanic interaction with pyrite and activated carbon, and with thermophilic bacteria, Acidianus brierleyi. Addition of pyrite initially enhanced Cu leaching by the Galvanic effect, but after that the formation of secondary minerals passivated the surface of enargite in inoculated batches. Activated carbon improved Cu recovery from enargite much better than pyrite, when it is contacted with enargite. Recovery of Cu from enargite has been recorded to at largest 2.4 per cent within 30 days in the presence of activated carbon when mesophilic bacteria were inoculated at 25¦C. The recovery of Cu from enargite was drastically enhanced by inoculation of thermophilic bacteria, Acidianus brierleyi, up to 60 per cent within 40 days at 70¦C and still not leveled off after 40 days unless the formation of Fe(III) precipitates occurred. After 40 days dissolved molar ratio of Cu/As is around 5.2, suggesting that metal-deficient sulfides and/or ferric arsenate might be formed on the surface of enargite.

THE accuracy with which grade and tonnage of a mineral deposit may be calculated from diamond-drill assays is dependent upon: (I) the reliability of core and sludge samples and (2) the validity of methods used in grade and tonnage calculations. Limitations imposed by drilling and sampling preclude elaborate methods of computation. In adjusting core and sludge assays the importance assigned the core and sludge samples may be based on either the respective weights recovered or the respective volumes represented by each. Only when core and sludge recoveries are poor do discrepancies between adjusted assays calculated by these two methods develop, in which case the "weight" method gives emphasis to the core sample and the "volume" method gives emphasis to the sludge sample. When the sludge suffers classification within the drill hole, the weight method gives more accurate results; when the sludge sample suffers no classification, the volume method gives more accurate results. Any drilling campaign offers a compromise between desired accuracy on the one hand and expediency, limited time, money, or facilities on the other. Since the determination of grade and tonnage is an approximation at best, a proper basis for their computation requires a knowledge of the limitations imposed by all phases of work upon which the calculations depend. A rational basis for coordination of these phases of work requires determination of: (I) the degree of accuracy desired, as a function of the object of examination; (2) the degree of accuracy attainable, as a function of the limitations imposed in the drilling and sampling program; and (3) the validity of method to be used in calculating grade and tonnage from core and sludge assays. This paper presents results of a comparison made between two commonly used methods of adjusting core and sludge assays, the assumptions upon which these methods are based, and the interrelationship of the phases of work upon which these calculations are dependent. OBJECT OF EXAMINATION The purpose of prospecting any mineral deposit is to secure sufficient samples from which ore grade and tonnage may be calculated. Any mine examination, preliminary or formal, has a definite purpose, although its scope may be limited or broad. The type of examination to be conducted is dependent, therefore, upon the reason for instituting the investigation; its scope and thoroughness are directly related to economic considerations. The purpose of this technical note is to briefly present some data on a phenomenon—recrystallization with concurrent deformation—that has been found to occur in a plutonium. This phenomenon is unusual because a plutonium is considered brittle, not easily deformed, and not easily recrystallized; the a phase is simple monoclinic having 8 atoms per unit cell and it is stable below about 115°C. The properties of the recrystallized metal were different from the as-cast metal. Even though a plutonium is difficult to deform, Ianniello successfully rolled it&apos; and he also observed some recrystallization at 120°C.2 Pavlick and Hanson3 detected some recovery at 109°C but they observed no recrystallization. Gardner4 and Bronisz5 studied the compression properties up to 100°C but they did not report having seen recrystallization. In the present deformation studies of electrorefined plutonium pronounced recrystallization took place concurrently with plastic deformation in compression between 24" and 115°C. The metal contained less than 300 ppm total impurities with the major impurities being 100 ppm Am, 30 ppm C, 40 ppm W, and 25 ppm U; all other impurities totaled less than 100 ppm. The compression specimens were machined to dimensions of 1.2 cm long and 0.8 cm diam from as-cast rods having a density of 19.65 g per cu cm. They were heated to the test temperature in a high-temperature silicone fluid that was evacuated to 10-4 Torr. With this procedure the specimens oxidized a negligible amount, and the temperature was maintained within ±0.2°C for times up to 3 weeks. Deformation and recrystallization

Between 1996 and 1999, a high-performance Robbins TBM [235-282] excavated a 5 mile long, 23´2? wide, and ~700´ deep tunnel through the subsurface of southwestern Queens. Low penetration rates (~6´/hr [actual] vs. ~9´/hr [anticipated])resulted from changed rock mass conditions mostly attributable to high-grade metamorphism of the rocks. Over a three-year period, as-built circumferential geologic mapping (scale 1?=10´) and digital imagery of the tunnel, fracture and fault analysis, structural, lithologic, and petrographic studies have shown that the rocks of the Queens Tunnel consist of orthogneiss of mesocratic, leucocratic, and mafic composition. These metaigneous rocks developed coarse-grained fabrics during Grenvillian (~1.0 Ga) granulite facies metamorphism, and retained their nearly anhydrous, poorly foliated character during subsequent high-grade Ordoviciande formation. Lacking a penetrative foliation, the coarse granoblastic rock texture and extraordinary garnet content (up to 50% in some zones) together proved animpediment to efficient chip production and resulted in bimodal production of blocks and excessive fines. TBM excavation of the Queens Tunnel was also hindered by geological conditions that included unexpected lithology and rock fabric orientation, a zone of crosscutting hypabyssal rhyodacite dikes, and unanticipated extent of brittle faults. The dikes and brittle faults produced blocky ground conditions and a collapsing face condition that produced cutter damage and decreased utilization. Such fundamental textural, mineralogic, and lithologic control over hard-rock TBM penetration can be predicted by careful pre-bid geological analysis. To determine the causes of lower than anticipated TBM performance, a detailed investigation was carried out that included analysis of operational data from the TBM data logger and an extensive laboratory test program on cores retrieved from tunnel walls. Integrated laboratory testing included punch, point load, tensile strength, Cerchar abrasivity, and linear cutting tests, independent petrographic analysis and machine performance analysis. These allied investigations have provided quantification that the rock mass exhibited an unusually high degree of toughness and rock directional properties and established geological causes for decreased TBM penetration rates.
