Following asmallnumberofpollutionincidents involving the death of cattle from ingestion of cyanide that had escaped from gold processing plants, the Queensland Government undertook to develop competent guidelines addressing this problem. These guidelines, "Queensland Government Guidelines on Prevention of Water Pollution from Cyanide Use in Gold Ore Processing", issued by the Department of Environment and Heritage, Department of Resource Industries and Water Resources Commission, cover hydrology and general house-keeping intended to reduce the likelihood of significant impact from a spill or unintentional dis- charge of contaminated material. There are three major advances for Queensland embodied in this Guideline: ò the use of a design approach that gives site specific standards rather than trying to give a multitude of standards broad enough to cover all situations, ò the use of hazard assessment and a "critical period" hydrologi- cal design technique, and ò new monitoring and reporting requirements. The guideline is presented here in a summary form:

In this paper the results of an exploratory study conducted by personnel of the Knolls Atomic Power Laboratory on 18.6, 22, and 40 wt pct uranium-zirconium alloy will be presented. LARGE power output and long life or endurance from small, compact nuclear reactors require the use of enriched uranium for a fuel material. However, the ability to remove heat from the element, the tolerable fission product concentration, or some physical limitation of the system can limit the allowable fuel enrichment, or the volume of the fuel. In such an event, the fuel-element designer must find a suitable diluent for the uranium. Zirconium is an attractive material for such a purpose as it has good nuclear properties and a low absorption cross section. Because it has a good corrosion resistance in water, zirconium is a suitable cladding and the uranium-zirconium alloy makes a good core material. The alloy has a high thermal conductivity, a low elastic modulus, and a low thermal-expansion coefficient, all of which tend to minimize the thermal stresses in the core. Furthermore, the unirradiated material is reasonably ductile and has adequate strength. DESCRIPTION OF SAMPLES Two types of cylindrical samples were used in this study 1) short, 1/2-to 1-in.-long samples to test the irradiation stability of the alloy and 2) 2-ft-long samples to investigate the resistance of an element to longitudinal deformation. Composite samples having 0.060-to 0.140-in. core diameters and clad with a 0.010-in. thick zirconium jacket were fabricated by coextrusion and by hydrostatic pressure bonding of the cladding to the preformed core material. Both fabrication processes produced the uniform metallurgical core-to-cladding bond which was felt necessary to minimize the uncertainty of the central core temperature. Both consumable-arc and induction-melting techniques were used to melt the uranium-sponge zirconium core alloy. Since a graphite crucible was used in induction-melting this alloy contained more carbon impurity, which resulted in a finer grain size than the arc-melted alloy. The core to cladding interface was uniform in elements coextruded from the fine-grain, induction-melted core material, while those elements fabricated using arc-melted core material had very irregular interfaces because of the coarser grain size. Both cold-worked and heat-treated fuel materials were irradiation tested. Cold-worked alloys were swaged to about a 5 pct final reduction in area without subsequent annealing. Included in the general category of clays is a large and varied assemblage of nonmetallic silicate minerals which characteristically occur as fine-grained particles having flaky, sheetlike, or rod-shaped form. Most, though not all, are hydrous aluminum silicates. Amount and kind of impurities vary greatly, and these strongly influence the uses of the various clay types. Clays occur in a wide range of geological situations: as bedded sedimentary deposits composed of the weathering products of feldspar and other minerals; as alteration products of igneous, sedimentary, and metamorphic rocks weathered or hydrothermally altered in place; and, to a more limited extent, as hydrothermally introduced materials. TYPES AND MARKETS On the basis of chemical composition and crystal structure, two major groups of clay minerals recognized are the "kandites" or kaolin group, and the "smectites" or montmorillonite group. Another major type is illite, particularly important as a constituent of shales. Two additional mineral species having economic importance are attapulgite (palygorskite) and sepiolite. For present purposes, however, a classification based on utilization is more appropriate. The U.S. Bureau of Mines recognizes six types of clay: kaolin, ball clay, fire clay, bentonite, fuller's earth, and miscellaneous clay. Kaolin The kaolin group of minerals consists of the mineral species kaolinite, halloysite (metahalloysite), dickite, and nacrite, although the latter two are not being produced commercially. Kaolin, also called china clay, is a high-purity white material. Perhaps it is best known as a principal ingredient in the manufacture of chinaware, porcelain, and other high-quality ceramic products. However, by the mid-1970s very close to 50% of the kaolin produced in the United States was going to the paper industry for use as a filler and coating material. Manufacture of refractories uses about 12% of U.S. production. Kaolin is also used in plastics, in the rubber industry as a filler in footwear, electrical cable, and similar products, and as a conditioner of rubber for automobile tires to add strength and abrasion resistance. Smaller amounts are used in printing ink, paint, and adhesives; as insecticide carriers; in the production of catalysts for the petroleum refining industry; and in many other industrial and commercial applications. Production and use of kaolin in the United States doubled in the ten years from 1946 to 1956, and doubled again by 1966. Growth continues at a rate of about 7 % per annum.

This method is similar to the reduction of dolomite by ferrosilicon, in that it does not require the direct use of electrical energy; like ferrosilicon, the calcium carbide must be produced in an electric furnace, so that the reducing agent in both processes may be considered in some respects as “stored” electrical energy. The reduction of magnesium chloride by calcium carbide is exothermic, takes place rapidly at ordinary pressure and at relatively low temperatures, and can be carried out in ordinary steel equipment, whereas the reduction of dolomite by ferrosilicon and the carbothermic reduction of magnesium oxide are endothermic, require high temperatures, and present serious problems with respect to materials of construction. Because of its apparent simplicity and other advantages, the Bureau of Mines has briefly investigated the reduction of magnesium chloride by calcium carbide. Published data on the reduction of magnesium chloride by calcium carbide are meager. Matignon states that reduction is fairly rapid at 1,200º C. Matsuura claims that magnesium chloride is not reduced by calcium carbide at atmospheric pressure and 800º C; however, by keeping the pressure under 10 mm. of mercury he was able to obtain small globules of magnesium at 800º C.

Purification of GAsgruvan Limestone is carried out by anionic, cationic and cationic followed by anionic flotations in order to obtain a calcite concentrate that is acceptable to the paper industry. The results indicate that such a concentrate could be achieved by first carrying out the separation of siliceous gangue minerals by cationic flotation followed by the separation of carbonate during the anionic flotation. Stearylamine acetate (Flotigam SA) and a modified fatty acid (OMC 357) are found to be selective during cationic and anionic flotation, respectively. A final product containing 99.25 per cent calcite with a recovery of around 80 per cent is obtained. It is hoped that these results could be further improved by the follow-up process variable studies, in particular, the effect of reagent dosages and conditioning time at each stage of cationic and anionic flotation steps.

Mine closure and reclamation issues have evolved over the past several years becoming further complicated by stricter standards and by the cmrent economic climate and price of gold. Many mine permits are calling for more stringent remediation of spent ore heaps and tailings. Leachate solution water quality must meet strict discharge criteria for multiple parameters besides cyanide at mine closure. Closure standards are more difficult to meet and most mines do not have an increased budget at the end of mine life to deal with the falling standards. These issues make additional gold recove1y at the end of mine life a critical problem in financing some closure operations. Another issue is the length of time that must be budgeted for heap rinsing operations. Innovative biological processes developed and applied by Pintail Systems, Inc. at numerous mine closures have indicated that bio-processes can significantly enhance gold recovery dur­ing heap cyanide bio-detox over the recoveries expected from rinse operations. If heap rinsing can be eliminated or reduced and if gold recovery can be improved at the end of mine life, many mine closures may be possible with processes that pay for themselves or generate profit. Additional advantages of the bio­detox technology is that it can be engineered to treat multiple contaminants besides Weak Acid Dissociable (WAD) cyanide. Other contaminants treated in heap process solutions include nitrates, ammonia, heavy metals, thiocyanate and total cyanide. At the Cripple Creek and Victor Mining Company Ironclad Mine near Victor, CO, 5 million tons ofrinsed, heap leached spent ore were biologically detoxified to reduce cyanide content, enhance gold recovery during bio-detox and to reduce dissolved metals in heap leachate solutions. During the bio-detox treatment period a substantial improvement in gold recovery allowed the detox oper­ation to operate as a profit center. Final gold recovery was at least twice what was expected from a normal rinse operation.

The best currently available description of the longitudinal mixing properties of a porous medium is an equation of the form which relates the effective longitudinal dispersion coefficient Dp to the molecular diffusion coefficient Do, the electrical resistivity factor F, the porosity <f> and a Peclet number. If the parameters dpa and m are determined for a porous medium of known porosity and electrical resistivity factor, then a dispersion coefficient may be estimated for a given flow rate and a given gas pair. A new method, featuring on-line gas analysis by thermal conductivity and on-line data reduction by analog computation, was developed and used to determine these mixing parameters for eight naturally occurring sandstones and two dolomite samples. The exponent m of the above equation was found to vary between 1.0 and 1.5. The characteristic length dpa in the above equation was found to vary between 0.25 and 1.9 cm, with an average value of 0.4 cm for sandstones. Measurements were made on two cores in which paraffin wax had been deposited by evaporation from a pentane solution. They indicated that the presence of an immobile phase such as connate water could increase the dispersion coefficients significantly. INTRODUCTION While the petroleum and chemical industries have studied the mixing of miscible liquids flowing in consolidated porous media and of miscible gases flowing in unconsolidated porous media, relatively little data have been presented to describe the mixing of gases flowing through consolidated porous media. Such data are of particular interest to the gas storage industry. For instance, the U. S. Bureau of Mines is storing large quantities of a rich helium-nitrogen gas in contact with a natural gas in a dolomite reservoir. Since the rich gas occupies only 15 percent of the total reservoir volume, it is essential that the extent of rich gas-natural gas mixing be predicted and understood as a function of rock properties, pressure and rate of movement. This investigation was concerned only with the determination of longitudinal dispersion coefficients. It is understood that a transverse dispersion coefficient, which characterizes mixing perpendicular to the direction of flow, may be an order of magnitude less than the coefficient characterizing mixing in the direction of bulk flow.5719 It should also be recognized that the use of any dispersion coefficient is in itself a simplification. It is necessary to assume that mixing in a porous medium may be characterized by the equation for flow in a single direction. A number of authors1 l8,19 have pursued the mixing problem, not in terms of the so-called "dispersion model" described by Eq. 1, but in terms of a "mixing cell model". This model supposes that a porous medium is constructed of a large number of small mixing chambers and that the concentration of the diffusing component within each mixing chamber is uniform. Fick&apos;s law (Eq. 1) assumes that there is no gross by-passing of one fluid by another, and that there are not stagnant pockets of gas in the system under consideration as discussed by Coats and Smith.8 These assumptions are not always valid for flow through porous media and it is important to recognize the limitations upon Eq. 1. REFINERY SECURITY "Highgrading, " a polite word for stealing gold and silver, has been a way of life since the metals in native form have been mined or produced. Unfortunately, in the past, highgraders were not always severely prosecuted or even looked upon unfavorably in their communities. Recent high metal prices with attendent world wide publicity, however, has made highgrading or thievery again a serious problem in mines and plants. When a small button of gold the size of the end of ones little finger has a value equal to about one week&apos;s wages, the safe-guarding of gold production by enforcing tight security measures becomes a prime responsibility of management. The higher the gold price, coupled with unrestricted owner- ship, the greater the temptation to “get-your-cut”, and diligence by management must become an integral part of plant security. Primary security begins by knowing the expected gold production and the sampling of a gold ore mill feed for this determination has proved not reliable. However, solution flows can be accurately sampled and measured thereby closely predicting the gold recovered each day as precipitate. The progressive record of total ounces of gold contained in the precipitation press, referred to in cyanidation plants as I1solution calll1 predicts the accumulated production. The "callH is an important adjunct to security and extreme caution must be used so that the pregnant solution meter and sample are confined in a security area. It should be recognized that this key sample may be the target for Ifdoctoring" by trusted insiders (assay office employees) as a preliminary step for stealing precipitates and/or metal. Security measures similar to the following were adopted after one operation experienced a sizeable theft of gold precipitate and metal by trusted employees. The refinery area where precipitates are handled and melted to bullion and all other gold products are kept should be completely enclosed with a tight security fence preferably of solid construction. Access to this enclosure should be through one of two electrically controlled gates, one for personnel and another for occasional truck entrance. Admittance should be restricted to essential personnel who are required to sign a register in and out with the date and time. I£ there is a "back gate" to the restricted fenced area, it should remain locked except in an emergency and then opened only by a supervisor. Television monitoring cameras viewing the gate entrance and other sensitive areas connected to a viewing screen located in the general office afford visual observation at all times.

Federal and State surface coal mining regulations require special handling of prime soil materials which result in additional costs, and no actual benefit when prime and non-prime soils are similar. The Coteau Properties Company proposes to mix both prime and non-prime topsoil and subsoils at the Freedom Mine in Mercer County, North Dakota, based on an analysis of soil physical and chemical characteristics which show these materials to be comparable.

A premature explosion might be described as an explosion that, occurs before the miner expects it. Notwithstanding that it is unexpected, a premature is generally within the miner&apos;s control. A hangfire explosion is a blast that occurs after the miner expects it,, and in all instances, except where the explosives or blasting accessories are defective, hangfire explosions are within the miner&apos;s control. Causes of Premature Explosions Generally, there are seven methods of shot-firing in anthracit,e mines; namely: (1) cap and fuse with dynamite, (2) fuse with pellet powder, (3) squib with black powder or pellets, (4) exploders and delays with dynamite or black powder, (5) exploders with dynamite, (6) delay ignitors with black powder or pellets, (7) electric squibs with black powder or pellets. Cap and Fuse.—This method of firing seems to produce the greatest number of premature explosions. This is not solely because of the method, but is the result of mispractices which are possible with this method of firing. The two most common mispractices followed with cap-and-fuse blasting are the firing of multiple holes and the use of short fuse.. In the firing of multiple holes by cap and fuse, investigations have shown that in nearly every instance where the miner was injured by this method of firing he remained too long at the face lighting the several fuses, so that the first shot went off before he could reach a place of safety. Such accidents could have been avoided either by accurate judgment by the miner of the relative lengths of the fuses or by the use of electric firing. Rules exist in nearly every mine forbidding the lighting of more than one hole at a time where the cap-and-fuse method of firing is practiced. Where it is desirable to fire more than one hole at a, time, electric firing should be used. It is difficult to understand why so many premature explosions result from the use of short fuses, inasmuch as the cost of fuse is practically a negligible item in the expense of a day&apos;s work. Notwithstanding this, however, we frequently find miners using short lengths of fuse in an effort to save one or two cents per hole, or about 15 to 20 # in a day. A practice

Application of a magnetic field was shown to be effective in controlling iron losses in pilot-scale cationic silica flotation in the processing of magnetic taconite concentrates. The design of a magnetic field distribution device and batch flotation test results using a 1.42m3 (50 cu. ft.) WEMCO cell are reported. Major losses of iron units in froth products were in the -25µm (500 mesh) fraction, and the application of a magnetic field decreased the flotation of fine magnetite, thereby improving the selectivity of separation. The “as received” sample was sufficiently magnetized and no further benefit was gained by magnetizing treatment. Selectivity was somewhat adversely affected by demagnetizing the sample, though its effect was minimal due to the magnetic field. The device is simple in construction, low cost and may be installed readily in existing equipment.

When designing structures in seismically active areas, foundations of critical structures are typically located away from known faults. Indeed many seismic codes prohibit construction in the immediate vicinity of seismically active faults establishing minimum setbacks from the faults. However, for long structures such as bridges, tunnels and pipelines, a fault maybe unavoidable, and fault rupture risk impossible to preclude. This paper presents a case study of a bridge foundation design that incorporates the consequences of fault deformations passing through the foundation. A series of site surveys were conducted to characterize the fault environment, and fault displacement hazard analyses were conducted to develop design displacement demands. Subsequently, numerical analyses were performed to evaluate the fault rupture-induced demands on a pier foundation in terms of displacements and rotations. Initially, analyses were performed that model the free field fault rupture propagation to the ground surface of the fault to ensure that the basic site characteristics are captured. Subsequently, the foundation elements were introduced in the model and the fault rupture is simulated again. The interaction and influence of the foundation on the fault rupture propagation is calculated, and the consequent demands and distortions of the foundation block provide a basis for structural engineers to design the bridge.

"Low back pains account for about 13 per cent of all compensation claims made to the Quebec Workmen's Compensation Commission and cost the employers a sum exceeding ten million dollars. The frequency and cost of these health problems in Quebec metal mines are proportional to the provincial trends. An elaborate review of the literature on the causes, nature and prevention of low back pain is made in this presentation. A prevention program for low back pain has been designed in cooperation with a team of seven medical specialists and two physiotherapists for the Quebec metal mines. The program is especially designed for persons who have had low back pain, in order to prevent a recurrence, and for persons beginning to feel chronic difficulties. It is based on existing programs at the Hawthorne Plant of Western Electric Company and at Minnesota Mining and Manufacturing, but it requires a much different approach because of the nature of medical care available at the mining sites. The program is difficult because it involves a change of attitude for every employee and every supervisor. The program, so far, is beneficial because several men are now seriously engaged in an active program of reconditioning and because the problem of low back pain ie beginning to be seen from a new angle."

The Federal Coal Mine Health and Safety Act of 1969 has dictated major changes in mine ventilation with regard to both air quantity and quality. Requirements have also been placed on the ventilation of beltlines, gob and face areas, and air velocities on trolley haulage roads are limited. Escapeways, separate from trolley haulage roads and on an intake split of air, must be maintained continuous to the surface. These and other similar requirements have not only precipitated several modifications to existing ventilation systems but also have greatly increased the complexities of new mine ventilation planning. It is apparent that the use of computers in ventilation system analysis and design is a necessity. SUMMARY Although computer oriented analysis of mine ventilation systems was introduced over two decades ago, it has yet to receive widespread acceptance in the United States. Central to this problem is the fact that, while many computer programs for network analysis have been developed, no attention has been paid to the development of computer input data. Consequently, without this foundation, program applications have been infrequent. This thesis has directly attacked this problem and has presented all pertinent information basic to the development of good computer input data. The areas that were covered include quantity measurement, pressure measurement, fan testing, survey data balancing, and the development of a network schematic from the ventilation survey results. These discussions on data collection and the corresponding reduction to computer coding have been illustrated by an application of a ventilation simulation program to an existing mine in Southwestern Pennsylvania. This paper presents the application of a simple genetic algorithm (SGA) to a coal slurry grinding process in order to find the optimum set of conditions under which the desired slurry properties can be attained. The operating parameters of the process were; slurry % solids, dispersant dosage, ball size, and mill speed. The optimization algorithm, which is based upon the mechanics of natural genetics, was used to find near-global optimum points specific to responses measured In terms of fineness, specific energy consumption, viscosity coefficient, and viscosity exponent. In order to minimize the viscosity of the slurry and simultaneously achieve a condition of maximum packing density, optimization was carried out by the penalty method using an overall objective function incorporating several responses. Computer results and analysis demonstrate the ability of the genetic algorithm to perform better than a traditional technique such as response surface methodology (RSM) and to rapidly locate "the global optimum".

Coal exploration and mine planning now use all the modem techniques to indicate geological hazards to a new or developing coal mine. Drilling, seismic and other sophisticated geophysical methods aim to increase the reliability of prediction of features which will inhibit mine development. But do they?. During the past 40 years, geological investigations for coal mines in New South Wales have ranged from the general observations of Eric Rudd, in the Southern Coalfield in the late 1940s to the very detailed examinations of roof strata by John Shepherd and others in the 1980s. Then, the large scale regional relationships between sedimentary and structural features often were ignored as the minute examination of seam roof strata became fashionable.

The Synthetic Rock Mass (SRM) approach has the potential to capture the mechanical behavior of large rock samples. In order for the method to be used with confidence it is necessary to gain a good understanding of the factors that influences its analysis. This paper reports on a series of numerical experiments, based on field data from a large underground mine, to investigate the influence of intact rock mass strength of a constructed (SRM). A jointed rock mass defined by three fracture sets was simulated by a Discrete Fracture Network (DFN) model. The generated fracture network was subsequently embedded into six different intact rock samples, simulated by a bonded particle model in PFC3D, generating six SRM samples. Each intact rock sample was 7 m × 7 m × 14 m and assigned different mechanical properties. The first intact rock sample was assigned a uniaxial compressive strength of 205 MPa and an elastic modulus of 104 GPa with the UCS and elastic modulus values of the other samples downgraded by 10% until the weakest sample had a UCS value of 121 MPa and an elastic modulus value of 61 GPa. All SRM samples were loaded under uniaxial compression to obtain the complete stress strain curve. It was observed that the compressive strength of the rock mass samples decreased by 10% following the same trend as the rock material strength. However, the elastic modulus of the rock mass samples decreased non-linearly with reduction of the elastic modulus of the rock material. The Poisson&apos;s ratio of rock mass samples does not change with decrease of rock material properties. For the post-peak behaviour the results show that both the brittleness index and the residual strength of rock mass samples decreased as the rock material properties degrades.
