Many reports have been written about the issues surrounding small scale miners’ challenges in Namibia; yet little has been done to address these challenges. There has been a fragmented approach to address these challenges. Various government arms and donor organizations have utilized piece meal methods in the past in trying to make improvements on the productivities across the sector, but with no meaningful success. This has led to the design and implementation of inappropriate technologies and support services for the sector. The structures of many of the semi-precious stones mining businesses are informal, with very little royalties received by the government. Miners often work informally or illegally and they fear government interference and they distrust outsiders, resulting in them withholding production information. The presence of small scale miners is quite often associated with major challenges, including poor safety and environmental management standards, the spread of communicable diseases and poor working conditions. The majority of the miners employ uncontrolled extraction techniques which damage the crystals and mineral specimens, resulting in intermediate and final products of low quality along with high wastage at the extraction stage. The vision of the Namibian government is to expand the range and value of semi-precious stones and jewelry products processed within Namibia, while curbing illicit flows of raw stones. This will simultaneously secure maximum benefit for the country. This study investigated the interventions aimed at making the small scale mining sector in Namibia sustainable. A baseline study was conducted to analyze the current situation and characterize the industry, including a SWOT analysis. Information was collected through questionnaires, interviews, consultative meetings, field visits and workshops in order to profile the sector. The baseline study results were used in developing interventions for improving artisanal and small scale mining operations. The main challenges for the Namibian semi-precious sector were identified as: factual information about raw material resources and its beneficiation are insufficient or not available, lack of skills, lack of education and access to finances, rudimentary exploration and mining practices, trading and logistics that are not functioning effectively and inadequate sector governance. One key finding of this study was that Namibia is not benefiting through value addition due partly to illicit flows of the uncut stones and to the fact that lapidary is not much pronounced to a greater extent. The following strategic interventions were identified as key in ensuring the sustainability of the small mining sector in Namibia: conducting geological assessment to identify new deposits and quantify the existing ones, improving exploration and mining practices, investing in education and training, creating an enabling environment and improving the sector governance and strengthening the sector organization and supporting the infrastructure.

Ground vibrations associated with blasting are generally in a higher frequency range and of shorter duration than those generated by earthquakes, and the intensity scales for earthquakes cannot be applied directly to blasting vibrations without modification. Further, the profession does not need an intensity scale merely to estimate vibration intensity. If the blasting in question was not monitored instrumentally, it is a simple matter to estimate the range of intensities based on published prediction formulae or data from various sources such as Oriard (1), Nicholls et al (2), Hendron and Oriard (3), Siskind et al (4), and others. However, the profession has a serious need, for purposes of evaluating damage claims, to understand the relationships between vibration intensities and the levels of observed effects. The criteria for threshold damage do not apply to typical cases which usually involve structural damage. If the damage in question would have required ground vibration with a particle velocity of, say, 20-120 ips, damage is not verified by showing that the vibration merely approached a suggested limit to avoid threshold damage. That is not the question. This paper provides some guidelines for comparing severity of damage to intensity of vibration which would be required to cause such damage, much as is done when determining earthquake intensities. In addition, this paper includes a discussion of strain amplitudes induced by environmental forces, the predominant causes of damage to structures. Also, certain popular myths regarding blasting damage are discussed in the paper. Due to space limitations, the paper will not include a discussion of airblast effects.

It is difficult to give a refining outline that may be followed for any and all combinations of the platinum metals; different combinations require different methods of attack. This paper does not pretend to go into all of the reactions of the metals of the platinum group, but will outline the commercial refining of platinum scrap. Typical Platinum Scrap As a concrete case, let us take 100 oz. of miscellaneous scrap, made up of jewelry scrap, dental scrap and laboratory ware. This lot will contain some platinum, palladium, iridium, ruthenium, rhodium, gold, silver and copper. The first problem is to get all of the metals in solution. If the scrap is principally platinum, palladium and gold, a treatment with aqua regia is the course to pursue; but if the scrap contains alloys high in iridium or ruthenium, aqua regia will act too slowly. In the case in hand, we are going to presume that we have scrap high in iridium and ruthenium, and proceed accordingly. Obtaining Residue A Place the scrap, together with six times its weight of granulated test lead, in a solid carbon crucible. This crucible may be placed inside a clay graphite crucible packed with charcoal, to prevent the excessive oxidation of the carbon crucible by the furnace blast. Place a tight cover on the carbon crucible; heat gradually to a good red heat and allow it to soak in the heat for 4 or 5 hr. After the leaded mass is cool, dissolve in dilute nitric acid (1-6) on a steam plate or sand bath. This dissolves practically all of the lead and most of the palladium, silver and copper, together with seme of the platinum and rhodium, and leaves the iridium, ruthenium, gold, and most of the rhodium and platinum as a finely divided residue. Siphon off the clear solution and treat the residue with another portion of dilute nitric acid to insure the solution of the lead and copper. Evaluating the permeability of a caprock overlying a potential gas storage reservoir is a very critical problem. Pumping water from the reservoir can be used as an evaluation tool in analyzing this problem. Fluid level changes that occur in the aquifer us well as in the caprock can be measured with appropriately placed wells. If the leakage of water from the caprock into the aquifer is considerable, the effects will be apparent in the aquifer. If the leakage is slight, however, it will not be possible to detect it with certainty from observations in the aquifer alone. Fluid level measurements in the caprock must be relied upon. and improved methods of analyzing such effects have been developed which are based on a theoretical analysis of fluid flow through a caprock of infinite thickness. An example applying these methods to field data is discussed. INTRODUCTION One of the most critical problems in evaluating an aquifer gas storage project is determining the tightness of the caprock overlying the formation to be used as the storage reservoir. A formation that has previously held oil or gas obviously has a suitable caprock, but an aquifer that contains only water gives no such assurance. A number of aquifer projects in the United States have been troubled by gas leaking out of the intended storage zone, and the ensuing difficulties have led to the development of new evaluation methods. One of these new methods is pump testing wherein water is removed from the aquifer at some controlled rate prior to injection of gas. This fluid withdrawal causes a pressure drop to move out through the aquifer for considerable distances in a matter of days or weeks. Depending on the properties of the caprock, a pressure transient can also pass upward (as well as downward) through the caprock layers adjacent to the aquifer. Thus, if the operator has placed observation wells at appropriate distances from the pumping well, the rapidity with which the pressure transients reach different points in the system can be used to investigate the fluid transport properties of both the aquifer and its caprock. The usefulness of pump testing has been recognized by groundwater hydrologists for many years as a means of determining the potential yield and properties of aquifers used in water supply They have introduced the term "leaky aquifer" for a system in which an aquifer is overlain (or underlain) by semipermeable caprock layers. The ease with which water leaks into the aquifer during pumping can, of course, be very beneficial in bringing additional water to the pumped well. Hydrologists have therefore devoted considerable attention to this prob-lem. From the gas storage standpoint, however, the tighter the caprock layers that overlie the intended storage reservoir, the better are the conditions for minimizing or eliminating any vertical migration of gas. Thus, after a suitable geologic structure has been found, the emphasis in aquifer storage projects is in determining that the caprock is tight. Attention has recently been focused on the use of pump testing as one approach to solving this problem.23,24 This paper presents a further development on evaluating the permeability of a slightly leaky caprock when the caprock is of infinite thickness. From the practical standpoint, this means that the caprock layers are thick enough that pressure transients do not reach the outer boundaries of the system during the pumping test. In a subsequent paper, an analysis of the case where the caprock is of finite thickness will be presented. PREVIOUS WORK ON LEAKY AQUIFERS Jacob" developed a partial differential equation describing the flow of water in an aquifer of permeability k that is overlain by a leaky caprock of permeability k'. Fig. 1 shows a schematic cross-section of the system under consideration. One of his principle assumptions was that if k > > k', the direction of flow is essentially vertical in the caprock and horizontal in the aquifer. Neuman19 confirmed the validity of Jacob's assumption using a mathematical model. Another assumption was that a permeable source layer overlies the caprock (Fig. 1) and is able to maintain a constant hydraulic head at the upper boundary of the caprock. By neglecting the effects of compressibility within the caprock, Jacob1* developed a solution for a bounded circular aquifer. Later, Hantush and Jacobx5 used the same assumptions to solve the case of an infinite radial aquifer that is pumped at a constant rate. INTRODUCTION The purpose of this paper is to present the results obtained by solving the fractional flow' and frontal advance' equations to obtain oil recovery at water breakthrough as a function of the length of the system being flooded, the linear velocity of injection and the displacing phase viscosity. The method of solution makes use of the stabilized zone concept first presented by Terwilliger, et al3 when calculating saturation distributions in a gravity drainage system. In order to check the calculated results, the equations and method of solution were applied to the system on which Rapoport and Leas' reported experimental data. METHOD OF SOLUTION The solution of the fractional flow equation and the frontal advance equation is obtained by assuming that a water front forms to sweep the oil out ahead of it. There is ample evidence that under the proper conditions a water 'front does form. If this water front is not to dissipate, the water saturations which comprise it must have equal linear velocities. These water saturations are said to comprise the stabilized zone. Equation (2) indicates that for all these saturations and hence fw must plot as a straight line against saturation for those water saturations comprising the stabilized zone. The water saturations lying between the highest in the stabilized zone and the highest that can be achieved in the porous medium comprise the variable zone. Regardless of the numerical value of the length of the system, the variable zone must eventually span all of it, so that for long enough systems in Equation (1) will be small enough to be neglected. Hence, for the saturations in the variable zone Equation (1) can be simplified to In order to determine the composite fw function applicable to the entire range of saturations in the porous medium, it is necessary to find the water saturation which separates the stabilized zone from the variable zone. This dividing saturation must be on the curve defined by Equation (4), and a tangent curve at that point must pass through the initial water saturation to satisfy Equation (3). INTRODUCTION Spokane Mining Research Center (BuMines) is researching sealants for underground coal mines to: 1. Reduce sloughing of shale roofs. 2. Reduce sloughing of coal ribs. 3. Seal block stoppings against air losses. 4. Construct stoppings by spraying over jute cloth or metal lath. 5. Render incombustible in-place polyurethane foam. Originally the work was directed towards reducing sloughing of shale roofs. Many underground coal mines have shale directly over the coal which weathers severely after exposure to the mine atmosphere. Lab investigations(l, 2, 3, 4) have shown that many shales separate into layers when immersed in water or stored in a high relative humidity environment. Upon drying or after removal from high humidity, the shales continue to separate. Underground coal mines become wet in the warmer months from condensation of the ventilating air. Conversely, the mines become dry in the cooler months from evaporation. The mines experience severe shale break-up during the summer and much less break-up during the winter. Figs. 1, 2 and 3 show weathered shale roofs. in underground coal mines. Fig. 4 shows fallen shale on the entry floor. Sealing the shale reduces this sloughing problem.

The roof truss as a means of secondary or supplemental mine roof support has enjoyed increasing acceptance in recent years, particularly in bituminous coal mines. In those entries where long life is required or doubtful performance from other forms of support seems likely, trusses in many cases have provided the necessary protection for continuing operations. Although relatively expensive and time-consuming in their installation, trusses, particularly with the new resin point anchor system, appear to be justifying their higher premium. It seems inevitable that techniques and equipment for installing them within the cycle will soon be developed. The actual mechanism by which trusses contribute to the stability of a roof is, as yet, poorly understood, and it may be that more than a single mechanism is involved. There are, however, a number of useful observations which can be made concerning the structural behavior of the truss itself, based solely on the mechanics of rigid and deformable bodies. The purpose of this article is to present some of these observations, particularly relating to friction in the system. A few speculations concerning the roof must, of course, be made. From a knowledge of the structural behavior, some insight into the truss-roof interaction may be gained. The concept of the truss is quite simple. As shown in [Fig. 1], it consists of two inclined chords (usually at 45') anchored in holes drilled in the roof over the ribs. A horizontal chord is formed connecting the exposed ends of the inclined chords, either with a third piece or by bending extensions of the inclined chords until they meet in the middle. A distinction can be made between active and passive chords of a truss depending upon the manner of installation. If the inclined chords are fully grouted and the horizontal chord is merely attached to them, it may reasonably be assumed that no significant forces exist in the truss until the roof begins to work. Such would be a completely passive system. On the other hand, if the inclined chords are anchored only at their upper extremities and the horizontal chord is formed in such a way that all three chords can be pretensioned to a significant portion of their tensile strengths then the truss may be regarded as fully active. Combinations of active and passive chords are also possible. * The discussion here is confined to the fully active truss such as the Birmingham steel rod system or the Galis wire rope truss. Lattice parameter measurements of the hcp phase in the system Ag-A1 near the stoichiometric composition Ag2Al were carried out for specimens quenched from 825°K, annealed for 10 days at 453°K, and annealed for 100 days at 413°K. The three heat treatments resulted in the same lattice parameters at room temperature. None of the specimens showed any superlattice lines. The lattice parameters of this alloy were also measured at temperature from 77° to 750°K. An anomaly in the temperature variation of the lattice paramete.rs occurs in the region near 400°k, which may be associated with local ordering. FROM measurements of the diffuse scattering of X-rays, it is known that the [ phase in the system Ag-A1 near the stoichiometric composition Ag2A1 ex- hibits a considerable degree of short-range order at room temperature.' Moreover, based on the position of the short-range order peaks a superlattice model had been proposed in the same study and it was suggested that lowering the annealing temperature to 420°K might result in long-range order. In the present study, the diffraction patterns and the lattice parameters of three differently heat-treated specimens, i.e., quenched from 825°K, annealed for 10 days at 453°K, and annealed for 100 days at 413°K, were determined from 77" to 750°K. THE study of anisotropy in metals has been greatly stimulated in recent years by the rapid development of X-ray methods for determining the crystallographic relationships of wrought and annealed materials. Prior to this time the knowledge regarding the directional properties of commercial alloys consisted almost exclusively of observations of a practical nature made during the fabrication of metal objects, supplemented by a limited number of mechanical tests on specimens cut at various angles to the direction of working. Such observations clearly indicate that the common methods of cold-working metals cause both a crystallographic and a mechanical fibering varying in character and degree according to the nature and extent of the deforming process. Even after annealing, following certain not too well known combinations of reductions and anneals, a preferred orientation may exist, thereby constituting a residual fiber effect sufficiently pronounced to manifest directional properties. With the application of the X-ray the experimental horizon was extended chiefly because the study of anisotropic metals promised to offer direct and quantitative evidence regarding the involved mechanism of fragmentation and plastic flow. As a natural consequence the intensive studies in this direction have yielded a vast accumulation of data of ultimate potential value. Unfortunately, however, as is commonly the case in entering a virgin field of experimentation, many of the data cannot be molded into complete and coherent form because of the many unrelated conditions of the experimental projects. Again, the results of the study of single crystals have been rather naturally but at times indiscriminately applied to polycrystalline metals. Furthermore, sweeping statements have been made regarding the behavior during working and annealing of metals and alloys, entirely on the basis of similarity in lattice arrangement. There is abundant reason for believing that relatively small concentration variables, differences, in magnitude and distribution of applied stresses, and the character of associated annealing treatments may in some cases greatly influence the mechanics of flow and consequently largely determine the final structural characteristics of the metal.

Safe escape from coal mine fires continues to be a concern of the mining industry. The most life-threatening fires occur outby the working sections. Because stoppings always leak some air, an outby fire may in time cause intake escapeways to become contaminated with smoke and toxic gases. Smoke and gas infiltration into intake escapeways can be minimized by raising their air pressure over that of adjacent airways. This can be done by checking off the intake escapeway near the working face. The Bureau of Mines has investigated the use of a parachute stopping as a quick-erect check curtain during mine fires, and the concept has been tested in several mines. In every instance, when a parachute stopping was erected on the section, the intake pressure went up substantially. The pressure-raising effect of the parachute persisted for up to 1200 m (4000 ft) outby. Results indicate that checking off the intake escapeway may serve as a viable way to improve safety during mine fires.

Colombia is an example of a nation where mining makes a significant contribution to local and national economies. Due to the abundant resources present in the ground, there are good prospects for further development. However, the impacts of mining projects can include reduced access to good quality freshwater for other economic activities and/or biodiversity preservation (Ossa et al., 2018). As well as the water management challenges common to all mining regions globally, Colombia has particular challenges associated with its biophysical and socio-political traits. Land use change in many regions is dynamic including rapid development of agriculture and the development and abandonment of small scale mines. The value of ecosystem services provided by prospective mining regions also creates challenges in particular with regard to the páramos, the headwater wetlands from which about 70% of Colombia’s water supply has originated (Cleef 1981). Colombia also has particular challenges related to strong preconceptions about mining and its impacts on water. On the one hand, there is recognition that new large-scale mines are important for Colombia’s economy; on the other, there is deep distrust of the sector’s ability to operate with minimal adverse impacts (Gutiérrez-Gómez, 2017). Hence, any impact assessment is likely to face high levels of scepticism and scrutiny. Summarising the work of McIntyre et al. (2018), this abstract proposes a framework for assessing and communicating risks to regional water resources arising from the impacts of mines. The framework outputs aim to provide government and other stakeholder groups the scientific evidence needed to inform their viewpoints about mining development in the selected region, and a baseline from which to design a program of priority scientific research. "INTRODUCTION In 1930 the Shenandoah-Dives Mining Co. near Silverton, Colo., put into operation a newly erected, 300-ton selective flotation plant to mill complex ores from its nearby mine. The operation was a steady producer and was enlarged to treat 600 to 800 tons a day. In 1942 the company opened and started milling an area in the mine containing semioxidized ore. The valuable mineral content of this ore was considerably higher than in, the straight sulfide ore previously handled alone. The mixture of clean sulfide and semi-oxidized ore was difficult to treat; consequently, tailing losses, especially with respect to lead, were high. A few years later, in order to study the possibilities of obtaining higher recoveries by a modification of the mill flow sheet, a 1,200-pound sample of mill, feed, taken over a period of several days by the company, was submitted to the Mississippi Valley Experiment Sta¬tion for testing-. Although this sample proved to contain more than twice as much lead as the average yearly mill feed, the same problem of recovering the oxidized values was present.A résumé of the ore-dressing treatment used in the Shenandoah-Dives mill follows. After crushing, the ore passes through a ball mill, the minus 5-mesh discharge of which is distributed to three tables. A finished lead concentrate is made on the tables, and the table tailing goes to the classifier which is in closed circuit with the ball mill. The classifier overflow is treated -by flotation to obtain a bulk sulfide concentrate at a relatively coarse size. The bulk concentrate is thickened and reground to about 95 percent minus 325-mesh before flotation treatment to separate a lead-copper and a zinc concentrate. A typical monthly average showed that the table concentrate contained about 45 percent lead, 1 percent copper, 4 percent zinc, 12 ounces of gold, and 40 ounces of silver; that the lead flotation concentrate contained '35 percent load, 6 percent copper, 7 percent zinc, 3.5 ounces of gold, and 50 ounces of silver; and that the zinc flotation concentrate contained 2 percent lead, 0.5 percent copper, 60 percent zinc, 0.15 ounces of gold, and 4 ounces of silver. Recoveries in salable products were roughly b5 percent of the lead, 70 percent of the copper, 45 percent of the zinc, 85 percent of the gold, and b5 percent of the silver."

"TiO2 is used in paints, plastics, rubber, paper, inks, textiles and other miscellaneous applications. The demand for the pigment grade Ti02 is growing at 3.0%/year on average and this invites the development of innovative and cost effective processes. The current processes are not designed to recycle the reagents and thereby discharge the effluents into the environment, causing an environmental concern.During this study, synthesis of TiO2 from an ilmenite concentrate was investigated using an innovative atmospheric mixed-chloride leach process. The solution purification was carried out using solvent extraction in two stages. In the first stage iron removal was carried out and in the second stage titanium was extracted. The strip solution obtained from the second stage solvent extraction contained the purified titanium and from this stream pigment grade Ti02 was recovered. The barren solution was used for reagent recovery and the regenerated leach liquor was recycled."

There is a link between the requirements of society and the determination of curricula in tertiary educational institutions. Mineral resources exploration provides a strong example of this link. The resources exploration business engages in scientific, engineering, commercial and management activities in an endeavour to discover economically extractable commodities. Most geoscience and geotechnical graduates are employed by the mineral industry for resource exploration and development. This industry comprises a wide range of employer groups which include the Bureau of Mineral Resources, CSIRO, energy authorities, State geological surveys, State water commissions and private companies. Such employers are variously charged with the task of understanding and utilising earth resources to the benefit of society. It follows therefore, that undergraduate education and post-graduate specialization should be directed towards meeting the needs of employer groups in the geoscientific and geotechnical fields. In the past the training of most Australian geologists has emphasised classical science. This type of training remains of primary importance in the early undergraduate years but there is a need for modern educators to recognise the increased desirability for the inclusion of geotechnical subjects in the curriculum. Modern geo-education should address four main sectors when deciding curricula:

The Systems Conveyance and Operations Program (SCOP) is being implemented to convey tertiary-treated effluent to Lake Mead near Las Vegas, Nevada. The Reach 3 Tunnel Project is part of SCOP. The tunnel?s planned location along and across the Las Vegas Wash creates challenging tunneling conditions. A number of feasible excavation and initial support methods are being considered during the final design stage. This paper describes how the tunnel construction options were refined based on anticipated tunneling conditions and compatibility between tunnel excavation and initial support methods. A brief description of the most significant characteristics of the anticipated ground conditions is included for the purpose of discussion.

The objective of blast optimization can be approached either in a qualitative sense of designing a blast which will be "trouble free", or quantitatively in the sense of minimizing overall mining costs. Blast design simulators and fragmentation models have become an accepted tool in blasting over the last decade. Numeric simulators are very useful for solving quantitative problems, but are limited in their ability to address more qualitative problems such as post-blast bench condition. Also, current blasting models are limited by the complexity of site-specific blasting and are not functionally suited to mathematical optimization. As a result a great deal of expertise is still needed in optimizing a blast. The following describes the application of an expert system approach to integrating both a symbolic model of the expertise of the blasting engineer for attaining a trouble free blast, and a numeric optimization model relating fragmentation to unit operations from drilling to grinding. Research into this application of a coupled modeling approach to blast design is being carried out to develop a modeling methodology which will provide a suboptimal design for qualitative design goals as well as minimizing blast related costs.

Underground construction involves all the legal problems common to the construction industry and adds a nice little group of its own. Elements which will ultimately affect contractor-owner relationship commence to form almost as soon as the owner conceives of the project. A few of these with emphasis on their application to underground construction will be mentioned. (1) During the design stage, determination must be made as to whether the specifications will be general or restrictive. To what extent will the operations of the contractor be controlled? Can he proceed to use any method of tunnel excavation that he desires and only be responsible for the end result or will specific excavation procedures be required? Can explosives be used? Under what restrictions? Are tunnel supports required? How long can the crown behind the heading remain unsupported? What kind of supports are required? What restrictions on the placement of tunnel-lining concrete will be required? Each of you could extend this list for many pages but these illustrations are indicative of decisions that must be made in advance of bidding, and the ultimate decision on each question can have a significant effect on the legal relationships that exist between the contractor and the owner. The owner wants a good job at a fair price. On the other hand, nothing is worse than having a tunnel collapse during the construction period, with its extra costs, loss of life, and delay to the entire project. If the specifications are too restrictive, increased costs of performance are bound to occur. Owners save tremendous amounts of money by obtaining a contractor who has been ingenious in devising the most economical construction procedure. Care must be taken in drafting the specifications so that the benefits of such ingenuity will not be lost. (2) HOW is the contract to be awarded? Will there be open bidding, a restricted list of bidders, or will there be negotiations with a comparatively few contractors? If it is a government project, whether Federal, state, or
