INTRODUCTION In order to make effective plans for the control of blasting effects, it is necessary to understand a few basic principles relating to the behavior of explosives. For the purposes of discussing this behavior, it is convenient to divide blasting effects into two zones. The first zone is the non-elastic zone in close proximity to the explosive charge where rupturing of the rock occurs. For this zone, our discussion will be oriented towards the factors which affect the rock breakage, and the means of controlling the limits of this breakage. The second zone is that zone more remote from the charge location where elastic vibrations are transmitted through the surrounding medium. In this zone, we are interested in the factors affecting vibration intensity, and the means of controlling the intensity so that no damage is done to structures, utilities, or excavated slopes. It has been easier to gather data in the elastic zone, because the stress levels are lower and time durations are longer. The instrumentation for obtaining data in this zone can be less rugged and less sophisticated. Consequently, more information of ad empirical nature has been gathered. In the non-elastic zone, there has been more dependence on theory, fewer measurements, and more questioning of the validity of the measurements. In spite of these questions, there has been an encouraging advancement in knowledge in recent years, both theoretical and empirical, of the effects that take place close to the source of an explosion. When discussing the problems encountered in rock excavation, we can simplify the terminology by referring to the physical phenomena encountered in the non-elastic zone as a problem in "over-break". The phenomena in the elastic zone could be called "vibration effects". Although there is some interdependence between the two, it is possible to control the rock breakage to neat surfaces and still have very high vibration levels. Similarly, it is possible to control the vibrations to moderate levels and still have a great deal of overbreak. THE ROCK BREAKAGE ZONE First, let us discuss the effects in that zone close to the blast source that we might call the non-elastic zone. E1 Teniente made blockcaving look easy. Ore rolling out the Teniente 5 level has the appearance of nicely screened riprap ready for road dressing. Actually it has been mostly size-reduced by nature abetted along the way by the occasional nudge of a double jack wielded by a buitrero (grizzly-man). It is the famous upside-down mine at Sewell, where the ore flow is down and the people flow is up. Sewell (rhymes with jewel) is the impossible cluster of dwellings clinging to a high Andean spur where 13,000 inhabitants find that staircases must substitute for sidewalks. There is no mining man who is not familiar with the picture of Sewell-by day a pyramid of barracks huddled on the high ground out of harm's way and by night a surprising Christmas tree against the mountain top. Until April 1967, Kennecott's Braden Copper Co. rocked along producing a not inconsequential amount of copper, 180,000 tpy (all tonnages cited here are short tons), attributable to its not unspectacular mountaineering and engineering achievements. These latter included expertness in building avalanche-control fencing; operation of a 35,000-tpd concentrator on the Sewell mountain spur; a spectacular aerial tramway to move 1600 tpd of concentrates to the smelter at Caletones, and occasionally to provision Sewell when snow blocks the road; a cliff hanger of a railroad 43 miles down to the rich bottom land at Rancagua; and last but not least, a 40-mile tailing launder that sweeps across deep valleys on trestles that rival those of the Romans.

INTRODUCTION In any large earth-moving operation, good planning and management are necessary to complete the operational tasks promptly and successfully. When an earth moving operation is complicated by radioactive contaminants, normal earth moving techniques and procedures must be modified. Any planning and management, therefore, must include the radiological aspects of the operation. It was found that the radiological aspects dominated most of the planning and management activities and were extended to all facets of the decontamination work at the former Shiprock uranium millsite. These planning aspects are discussed and their use to develop a work plan is described. The management aspects are discussed and their use to establish a management structure are also presented. PLANNING Some method of procedure, formulated beforehand, was necessary to govern the decontamination work at the former Shiprock uranium millsite. This procedure was expressed in the form of a work plan which served several listed purposes. 1. It defined the work to be done and the sequence it would follow. 2. It was used as a yardstick to measure progress. 3. It was used to assign organizational responsibilities. Several factors were considered to aid in the development of the plan. These factors are discussed below: Goals It was established that radiation exposure was occurring to persons working at the millsite, and in an around the community of Shiprock, from airborne radioactive mill wastes and radon-222 exhaling from the tailings piles. The goal set for the decontamination work was to reduce on-site exposures to levels acceptable for the millsite occupants. The attainment of this goal would also have a substantial impact in reducing off-site exposures. The objectives necessary to achieve the goal were consolidation and containment of the wastes. The former objective implies decontamination of the millsite and environs, and the later implies stabilization of the wastes. In practice, a total and complete decontamination of the millsite and contaminated environs would be very difficult and costly. The costs for decontaminating them could be high enough that an alternative method might be more cost-effective for reducing human exposures (i.e, move the affected people away from the source). The interim guide "Radiological Criteria for the Decontamination of Inactive Uranium Millsites" was used for the decontamination criteria (EPA 74). Briefly, the criteria state that off-pile decontamination should be effective enough to reduce the net above ground exposure rate to less than 10 [u]R/hr for unrestricted use of the affected area. When decontamination cannot readily be achieved, the exposure rate levels could be relaxed to 40 [u]R/hr; however, the affected area has to be restricted. The second objective, waste containment, means isolating the wastes from the biosphere. Since no method of containment was available at the beginning of the millsite decontamination effort, temporary containment (interim stabilzation) became the objective. The tailings pile and decontamination wastes would be covered with clean fill. The interim stabilization should last from 5 to 10 years until the final disposition of the wastes will occur. The goal, therefore, would be achieved by decontaminating the off-pile areas to less than 10 uR/hr where practical. The decontamination wastes would be used to plate the surface of the tailings pile and would be covered with clean fill. Radiological Survey The radiologial survey is the key factor for planning a decontamination activity. The survey should delineate the spread and depth of the contaminants relative to the decontamination criteria. Surface wastes, in general, can be evaluated for spread and depth with reasonable radiation survey equipment. Subsurface wastes on the other hand can be missed entirely, as happened during the radiation survey at the Shiprock site, although numerous exploration holes were bored and dug. The survey results can be used to define areas that may not be amenable to decontamination because of complications or safety reasons. For example, no decontamination of the bluff base was to be attempted because of the possibility the bluff might collapse on the personnel and equipment. Contaminated bottoms of decant ponds on the flood plain were not removed because they would be slurried by ground water. Slurry removal was deemed inefficient because the contaminants would be scattered and no equipment was available for its transport. Though coal has been mined in this country for more than a century, no systematic effort was ever successfully made to ascertain the total amount produced. The production of the Cumberland Basin, Md., and the shipments from the anthracite fields of Pennsylvania, have been placed upon record, thanks to the intelligence and foresight of Mr. C. Slack in the former case, and to the late Mr. B. Bannan in the latter. For some of the years between 1822 and 1842, the production of the Richmond Basin was reported by Mr. R. C. Taylor, but since that date till the author undertook this work it was impossible to obtain any statement of the production of this field. A few of the newer fields, such as that of Mt. Diablo, Cal., have been fully reported, and a few of the newer States have also had this service performed by some intelligent private individuals; but no statistics of coal production have ever been collected either by the State or General Government, if we except the returns for the years 1869—70 of the census report. During the year 1875, by great exertions, I succeeded in obtaining, and July 3d, 1875, gave in the Engineering and Mining Journal what, " though not an accurate statement of our coal production," was " by far the most full and reliable that had ever been published." Though that report showed the production of bituminous coal to be 23,630,094 gross tons, or about six million tons more than had ever before been reported, it was in reality two and a half million tons below the actual output. "The mining of the ore bodies at Rabbit Lake has in the past been by the open pit method. This method is presently being used to develop the B-zone and will continue into the future with the development of two smaller ore bodies, the A-zone and D-zone. The Eagle Point orebody will be developed by an underground method which will provide production and employment into the next century.The ore bodies at B-zone, A-zone and D-zone are unique in that they are located under Wollaston Lake. To permit mining by the open pit method a steel-celled dyke has been constructed around the north end of the B-zone. This same dyking method will be used for the A -zone and D-zone. INTRODUCTIONMine development at Rabbit Lake commenced in 1970when a detailed engineering feasibility study established the viability of the Rabbit Lake deposit. In 1972 construction of the mill and camp site began. Construction materials were seasonally hauled to the site over a winter road until November 1973when the government of Saskatchewan completed an all-weather road to within six miles of the operation.In October 1974, stripping of the Rabbit Lake open pit began with the removal of overburden and lake bottom sediments from the previously drained Rabbit Lake. The first ore was processed by the mill in June 1975and by October the mill was producing three million pounds per year. The design capacity of five million pounds annually was first achieved in 1977 and maintained until 1981, when lower ore grades resulted in lower production rates .It was clear when mining at Rabbit Lake began that, without additional reserves, the Rabbit Lake operation had a life of less than 10 years. Exploration, therefore, continued in the immediate area in an attempt to discover additional uranium mineralization."

This paper summarizes the computer applications in open-pit mine planning at the Iron Ore Company of Canada (IOC). A brief history of the use of computers at IOC is given, and a description of the existing facilities is outlined. The following systems are discussed: storage and retrieval of geological data; geotechnical data analysis; long-term grade and tonnage forecasting; ore grading; and open-pit mine design. Justification for using computers in open-pit mine planning is given, and possible future areas of application are considered.

J. M. Blocher, Jr. and I. E. Campbell (Battelle Memorial Institute, Columbus, Ohio)—Since the de Boer-Van Arkel process for making titanium metal involves a number of steps in a fairly compact unit, it is difficult to determine simply which of the steps is rate controlling. In any statement as to which step constitutes the rate-controlling process, qualifications appear to be in order. It is possible to design a reaction bulb in which any one of a number of steps is made to be controlling. I—With the filament removed some distance from the crude, as in the case of the authors' experiments, the interdiffusion of iodine and iodide may be controlling. 2—If, as is usually done, the crude metal is placed in a perforated cylindrical basket, or as a briquetted mass, in close proximity to the filament, the rate of deposition is increased (we obtained rates of deposition 5 to 10 times those cited in the authors' paper), and another rate-limiting factor, such as the reactivity of the crude, may take over. In this regard, we have noticed radically different rates of deposition with different crudes, and with crudes in various stages of exhaustion. 3—With a very reactive crude metal and with optimum practical geometry, still another process may be controlling. It is felt that this is a diffusion process in the immediate vicinity of the filament involving the fundamentally adverse situation of a net flow of particles away from the filament. The separate experiments on the reactivity of iodine with titanium are interesting but somewhat inconclusive. Data is still needed on the partial pressure of iodine in an operating decomposition bulb. A knowledge of the gradient of iodine partial pressure from the crude to the filament would be particularly enlightening. Optical absorption may be a useful technique here. Accurate measurements of the total pressure within a decomposition bulb under various conditions would be quite revealing. Preliminary measurements have been made at Battelle in following this line of attack. It is interesting to note that the authors' data on the temperature dependence of deposition rate indicate that the overall rate is not controlled by the kinetics of the decomposition reaction at the filament: TiI1 ? Ti + 4I Any reasonable estimate of the activation energy of this reaction would, if its kinetics were controlling, dictate a much greater temperature dependence than is observed here. The authors apparently attribute the drop in deposition rate (eventually to zero) with increased TiI4 pressure solely to a decrease in diffusion rate. However, there is an equilibrium factor involved here that must not be overlooked. As the partial pressure of TiI4 is increased, a point is reached where, due to the competing reaction of the tetraiodide with titanium to form lower iodides, the equilibrium partial pressure of titanium is reduced to the point that it equals the vapor pressure of titanium at the filament temperature and the deposition rate falls to zero. In this study, a physics based model has been presented, considering the growth of the thermally grown oxide (TGO) layer on the bond coating of a thermal barrier coating. Using diffusion equations, a model has been developed to physically describe the oxidation process. The mathematical equations representing the diffusion formulations have been solved numerically. The computed results show the depletion of Al in the bond coating as it diffuses both towards the super-alloy substrate and towards the TGO produced in between the bond coating and the ceramic TBC top layer.

Peretti (University of Notre Dame, Notre Dame, Ind.)—Mr. Deitz and Professor Halpern are to be congratulated on a fine piece of work which adds to our knowledge of precious metal—cyanide-solution reactions. I should like to offer the following comments: The authors state, "the rate plots were always linear, indicating a zero order reaction rate." This appears to conflict with the data of Fig. 6 which clearly show the rate to vary with the NaCN concentration. It seems to me that the rate curves are linear because of the experimental setup. The volume of solution is so large that over a three-hour period the change in NaCN concentration is very small. A rough calculation for the experiments of Table I where the initial NaCN strength was 0.0096 mol per liter show a change of NaCN concentration of about 0.0009 mol per liter at the end of three hours. In short, over the period of time that the experiment was in progress, the NaCN strength was practically constant; hence the rate of dissolution remained practically constant. Eq. 10, as written, specifies that 1 mol of H202 and 2 mol of hydroxyl ion are formed when 2 mol of silver react. Is this true? The effect of H,O2 on the rate was made in solutions having an oxygen pressure of 4.8 atm. Were any tests made in solutions containing hydrogen peroxide, but no oxygen? G. M. Willis (University of Melbourne, Melbourne, Australia)—The authors have shown that, under their experimental conditions of high O2 concentrations, the rate of solution of silver in aqueous cyanide solutions is controlled by diffusion of O2 or CN- to the metal surface. With diffusion control, it is generally not possible to obtain further information about the mechanism of a process.

The topic area for this paper covers the United States portion of the northern Gulf of Mexico, extending from the Rio Grande delta east to the Florida peninsula. Declaration of an Exclusive Economic Zone in 1983 expanded Federal economic jurisdiction on the continental margins from 12 to 200 nautical miles seaward from the coast. The nation-wide area of the EEZ totals 3 million square nautical miles, with approximately 186 thousand square nautical miles in the Gulf of Mexico. In the Gulf, the continental shelf has an area of 81 thousand square nautical miles, extending to a depth of 600 ft. and having widths of 6 to 120 nautical miles. Specific areas on the shelf offer the greatest potential for containing aggregate and other hard mineral resources. The primary geomorphic features along the Gulf coast include: barrier islands, chenier plains, tidal inlets, bays and lagoons, estuaries, and deltaic headlands. These features are composed of terrigenous siliclastic sediments, except for the west Florida coast, south of 29°N latitude, which is dominated by carbonate sediments. On the shelf, the primary features are linear sand shoals and associated sand sheets, relict delta lobes and channels, and banks related to salt diapirs and coral reefs. The composition and distribution of sediments in these coastal and shelf features are determined by numerous geologic factors including: seabed topography; riverine sediment discharge; sediment dispersal patterns due to currents, waves, storms and tides; tectonics and subsidence; and repeated fluctuations in sea level.

A general treatment of the broadening of X-ray double-crystal spectrometer rocking curves due to distributions of tilts and strains has been carried out. The results of this treatment have been applied to the case where dislocations in a crystal give rise to both tilts and strains. On this basis it is found that the rocking-curve halfwidth due to imperfections in the crystal, ßC , increases with increasing Bragg angle, 8. These considerations predict linear relationships between & and tan2 , and ßCand tan 8, for Gaussian and Cauchy distributions of dislocations, respectively. The zero intercept of the ßC us 8 curve, which is a measure of the degree of imperfection of the crystal, is found to depend directly on the distribution rather than the number of dislocations. In addition, the slope-intercept ratio for the ßc - ? curve has been calculated for both the Gaussian and Cauchy distributions. Experimental determination of the - 8 curves for a series of copper single crystals prepared by the Bridgeman and Czochralski methods yields results in agreement with the calculated slope-intercept ratio for a Cauchy distribution of dislocations. CERTAIN X-ray techniques have been used to study the perfection of single crystals. Gay, Hirsch, and Kelly have considered the spreading of spots into arcs on Debye-Sherrer rings due to imperfections. The Double-Crystal Spectrometer has also been applied to this problem.2 The characteristics of Double-Crystal Spectrometer Rocking Curves have been described in the literature by various workers.2-4 By assuming a random spacing of dislocations which give rise to a Gaussian distribution of misorientations relative to some mean orientation in a crystal Gay, et al.,1 arrive at the conclu- sion that the most probable misorientation is given by where h is the spacing between dislocations, and 8 and are the relative misorientations of neighboring regions. The Mangani mine in West Sumatra is historically one of the most important precious metal mines in Indonesia, although the past production by World standards is small, totall- ing 5.66 tonnes gold and 242 tonnes silver. The geology is dominated by a distinctive NW-SE graben structure formed by dextral splay faults from the Sumatran Fault System. Quartz- rhodochrosite-rhodonite-Ag-Au veins are hosted by Tertiary pyroxene andesite volcanics and quartz-phyllite conglomerates, on N-S tensional fractures which intersect the Mangani graben. Intrusive rocks include andesitic dykes, pyroxene microdiorite, and hornblende granodiorite. Quartz-epidote-pyrrhotite alteration is related to concealed intrusions. Precision surface mining is gaining traction in the iron ore, copper, iodine, limestone, bauxite, coal and gypsum markets. In this paper, we first address the possible improvements of a surface miner control using GPS techniques. An application in an iron ore mine in Western Australia is presented. The second item addressed is improvements of a new drum driving technique for a 100 ton surface miner. This technique involves installing a slow speed hydrostatic motor directly on the cutting drum rather than driving the drum through chain and sprockets. Details of the performance of this direct-drive versus the chain-drive are detailed. In addition to the 100 ton machine, we also present a 200 ton surface miner. This larger machine has 1600 hp (894.8 kg), and has been successfully introduced into a large iron ore mine in Western Australia. Performance of the 200 ton surface mining machine in various rock hardnesses is detailed. Some comments on the cost effectiveness of using a built-in loader versus loading with wheel loaders are included.

A review of recent work being conducted at the university of British Columbia on the modeling of the microstructural evolution during the hot rolling of steel is presented. A mathematical model of heat transfer was developed to describe the thermal field in a slab during rough and finish rolling. SEYBOLT et al.' have detected various silica films formed on a 3 pct Si-Fe alloy after heating at low oxygen potentials with the electron diffraction method, and they have made some observations on the H,0/H2 ratios required to form them.
