In many ways a government could be regarded as a macro business enterprise. Its shareholders are its peoples, the productivity of the nation depends on them, and, indeed, the profits or losses of a nation's balance sheet can be linked to the surplus or deficit in its balance of payments. International loans need to be repaid, and in most developing nations the noose is tied so tightly that one wonders if such debts will ever be repaid. In their endeavour to meet such obligations, their currencies may be devalued [sometimes in frightening proportions], in the hope of boosting the export potential. However, this is a vicious circle, since exports will not be achievable unless sufficient technical expertise and infrastructure exist to address the opportunities which may have been created through devaluation. Many of the poorer countries have exportable resources of minerals, which are supplied on the international market. This may be the good news, but, unhappily, steps were seldom taken to enhance the value of the mineral products through further beneficiation and the production of high-value sophisticated products. That is where the vicious circle comes in: inadequate infrastructure is created, competent and well-trained manpower is not generated, and the result has inevitably been that the GDP slips backwards, and the nation becomes progressively impoverished. To exacerbate the problem, it is unfortunate that the more impoverished a nation becomes, the greater is its birthrate, and hence the greater the need to create wealth at the very time that the nation is becoming poorer and poorer. Within this scenario, one may well reflect that this is exactly what nations on the African Continent are experiencing, namely exploding populations, although most of the poorest nations in the world are found on this continent. Yet they often possess a superior mineral production potential. Africa still suffers from what may be called the colonial influence, in that the developed world has regarded this continent as a source of raw materials to feed its own factories. The colonial powers gave only secondary attention to developing the nation's peoples and its infrastructure, such as railways, roads, harbours, and other services. These problems all naturally fall within the ambit of government interest, and it is therefore obvious that the state should play a dominant role in addressing them. The reasons for governmental involvement in mineral-related research and development differ considerably, depending on the state of industrial development of that country. Thus, in the highly industrialised world, government's interest will lie mostly in the fields of strategic minerals, which may not be economically exploitable. An example would be the exploitation of American low-grade chromites during the Second World War, or minerals which need to be imported from unfriendly or unreliable sources, such that disruption would not be in the national interest. Colonial powers like the United Kingdom and France established R&D facilities to assist, inter alia, in the exploitation of mineral resources in their colonies. The approach of developing countries would differ from that of the industrialised nations, in that their primary quest would be to promote, support and encourage the development of infrastructure, and the establishment of major industries in order to create and provide employment opportunities, as well as to support small operators who cannot afford to undertake their own research and development. On the debit side, it is a sad fact that, however good their intentions may be, underdeveloped countries are invariably unable to provide the requisite financial support to sustain their own research-and-development laboratories. In a high-tech world, the cost of sophisticated equipment is steep and cannot be afforded. Again, the proverbial vicious circle comes into play. The competent researchers find themselves without rewarding employment and would therefore shun such institutions. Recent trends in the developed world have been to privatise research-and-development institutions, the argument being that they should draw closer to the industry they serve, and that the provision of taxpayers' money for strategic purposes is no longer as important as it may have been once. Complete state withdrawal has had its negative effect in that long-range, high-calibre research has tended to be replaced by short-term problem-solving projects. Industries engaged in the minerals business differ somewhat from major ones, like motor, computer or pharmaceutical industries, which are large enough to support their own internal research and development, and whose work is highly confidential, so that any leakage could have disastrous consequences. Furthermore, private companies are answerable to their shareholders and costly long-range, 'blue-sky' research would be difficult to justify. Since mineral research has become of lesser importance in the sophisticated First World, this trend has persisted. On the positive side, R&D institutions which are totally financed by government, suffer because they tend to forget the reason for their existence. They have often become a form of auxiliary to an academic institution where higher degrees are collected by scientific boffins who, in their quest for academic excellence, tend to disregard the benefits that industry may ultimately gain from this research endeavour. The trend in recent years - and South Africa is no exception - has been for the state to progressively reduce its subsidy, whilst at the same time encouraging research organisations [for their ongoing survival] to interact closely with industry, and to conduct work directly for them on a contract basis. Organisations such as CSIRO in Australia, CANMET in Canada, the USBM in the United States and Mintek in South Africa all generate income from the private sector. Recent studies and limited tests indicate favorable results utilizing high accuracy electronic detonator technology over conventional non-electric pyrotechnic systems. This study discusses the application of this technology using the Daveytronic programmable system in an on-going production basis. The study quantifies the performance as it relates to fragmentation, excavation, vibration and productivity in an eastern U.S. aggregate mining operation.

Colombia has an almost ideal situation with lespect to the world's markets, being only a short distance from the Panama Canal and the West Indies. The sailing distance from its Caribbean ports to New York is less than that from Tampico. Geographically, Colombia consists of three systems of broad mountain ranges separated by two long narrow valleys. The Cauca River valley separates the Western or Coastal range from the Central range. On the west side of the Coastal range are the Atrato and San Juan Rivers. The Central and Eastern ranges are separated by the Magdalena River valley. In the department of Santander the Eastern range divides, one branch continuing northward as the Cordillera of Perija, the other turning eastward across Venezuela as the Cordillera of Merida. Between these ranges is the great basin occupied by Lake Maracaibo. These valleys consist mainly of long narrow reentrants or tongues of Tertiary sediments between the older rocks of the mountain ranges. The late Miocene and younger sediments seem to have been deposited in separated basins, but the Cretaceous and possibly some earlier Tertiary strata were laid down more or less continuously over a great part of Colombia and Venezuela. These strata were subsequently folded into the present ranges. The deposition of the Cretaceous and of some of the Tertiary was in a great sea, the main land mass being in Brazil, with land probably along some of the cores of the present mountain systems. The sediments, except the Lower Cretaceous, vary markedly in character and thickness. An illustration is seen in the massive series of non-marine conglomerates and sandstones of the upper Magdalena River valley, near Honda, which are almost wholly wanting in the coastal sections where marine sediments prevail. The oldest rocks bearing on the search for oil are the black carbonaceous and bituminous shales, limestones, and cherts of the upper part of the Lower Cretaceous. These probably are the main source of oil in both Colombia and Venezuela. They include thick bodies of true "oil shale." Above the carbonaceous and bituminous beds, lies a series of many thousand feet of clastic sediments. The most noticeable and easily recognizable formation among these clastic sediments is the "coal-bearing series," which may be either upper Cretaceous or Eocene. The

The Valzinco mine, Spotsylvania County, Va., is a lead-zinc deposit with minor quantities of copper. The property was reopened n 1942 by Panaminas, Inc. The Bureau of. Mines, in an effort to increase the reserves of the deposit to justify greater production, diamond-drilled nine holes totaling 4,213 feet during 1943. Drilling by the Bureau delimited the original ore body and discovered another ore body on the hanging-wall side, which was being developed by the company at the close of the project.

THE MacIntyre Development of National Lead Co. is located at Tahawus, N. Y., in the heart of the Adirondack Mountains. Operations involve the mining and concentrating of a titaniferous iron ore to produce ilmenite and magnetite concentrates. A general description of the operation and metallurgy has been given by Frank R. Milliken.' Pigment plant production demands that the MacIntyre mill produce a 44.7 pct TiO, ilmenite concentrate. To achieve the required ilmenite grade and tonnage it is important that the table concentrate grade be closely controlled. Unfortunately, however, the titaniferous orebody which feeds the MacIntyre mill is not uniform. Ore dressing characteristics vary from one end of the orebody to the other, and from • one level to the next. The changeable nature of the mill feed precludes a single adjustment of the equipment for long periods of time. Thus the operators must constantly watch the equipment to insure a uniform concentrate from the fine and coarse tables and Wetherills, or dry magnetic separators. Chemical assaying of mill products requires about 4 hr from the time the sample is taken until assay results are obtained, and this is available only on a two-shift basis. The ore may change rapidly, even several times during a shift, so that assay results lose most of their control value by the time they are reported to the mill operating crew. Members of the crew have therefore tried to evaluate the table and Wetherill concentrate by visual inspection, since through long experience the shift operators, under most circumstances, can gage closely the grade of the mill products. However, there are times when the physical nature of the ore is radically different from normal. Under these conditions visual inspection is of no value, and at such times final ilmenite as low as 43 pct TiO, has been produced and shipped before the assay results have been received. The specific gravity method of assaying for TiO, has been attempted to eliminate the shipping of ilmenite below normal grade as well as to help control day to day and hour to hour mill production. Table I shows the minerals found in the MacIntyre ore along with their average weight proportions and specific gravities. The first two products considered for the specific gravity method were fine and coarse table concentrates. It was reasoned that these products were essentially ilmenite with the higher specific gravity gangue minerals. Since they were always produced the same way, and the desired grade of TiO, was always constant, the specific gravity of these materials would increase or decrease as the amount of ilmenite increased or decreased. Thus for table concentrates which assayed 40 pct TiOz a constant gravity would invariably be obtained, and as the TiO, value changed the specific gravity would change in direct proportion. The third product considered was Wetherill ilmenite. It was assumed that a desired grade of 44.7 pct Ti02 would also always contain the same amount and type of gangue minerals along with the ilmenite, and thus would always have the same specific gravity. As the TiO, value of the ilmenite concentrate changed so would its specific gravity. Dr. Kenneth Vincent, chief metallurgist of the Baroid Division of National Lead Co. at Magnet Grove, Ark., ran specific gravity tests on 17 samples of the desired products. The lowest specific gravity reading assayed the lowest in TiO, and as the specific gravity increased the trend was for the TiO, assay to increase, see Fig. 1. Since these results warranted further investigation, a 500-g capacity Torsion balance and 250 ml Le Chatelier specific gravity bottles were obtained. Shift samples of fine table concentrate, coarse table concentrate, and final ilmenite were tested. Each sample was split and 85 g weighed on the Torsion balance. The Le Chatelier bottle was filled with water to a zero mark. To avoid wetting the neck of the bottle it was found necessary to do this

Silica sand has been mined in Illinois from the St. Peter Sandstone since the turn of the century, especially in the area around Ottawa on the Illinois River in the north-central part of the state. Production of this sand, consumed mainly by the glass and foundry industries but also sought after for many other uses, has grown with the economy, and last year's output in Illinois exceeded 4,000,000 tons. Such an important commodity was given the early attention of the Illinois State Geological Survey, and a very complete report was issued in 1928, authored by J. E. Lamar. The mining and processing of the sand has changed very little during the intervening 40 years, so that much of Lamar's data and descriptions are applicable today. More recently, the stratigraphy of the St. Peter Sandstone in north-central Illinois has become better known from the work of Willman and Payne (1942). The present authors have borrowed generously from Lamar's publication, and we wish to acknowledge the contribution of both of these studies to our work.

In this paper, a semi-qualitative methodology is presented and then applied to an aluminium extrusion industrial facility in order to perform an initial environmental assessment. The results of the assessment enable an improved understanding of the environmental performance of the facility and more importantly identify the areas of significant environmental concern. Following, the application of case-specific sustainability indicators related with the areas of significant environmental concern, leads to a more comprehensive sustainability assessment. The applied two-step approach offers a quick and reliable environmental assessment and help focusing on the most environmentally problematic areas. Moreover, the follow-up of the specific indicators seems to be appropriate for the improvement of the environmental performance of the examined industrial facility.

Suite aux excellents résultats, obtenus avec la technologie des détonateurs électroniques dans des chantiers longs trous de grandes dimensions, nous avons décidé d?étendre cette technologie dans les ouvertures, dans le dynamitage de piliers et dans différents chantiers complexes. Cette technologie nous a permis d?effectuer l?abatage de chantiers avec un très grand nombre de trous sans détériorer le terrain. L?équation est bien simple avec les détonateurs électroniques, plus gros sont les dynamitages moins de fois les épontes se font ébranler, moins de blocs d?effondrement se retrouvent dans les points de soutirages entre les dynamitages et plus la fragmentation est meilleure. La flexibilité d?opération que nous avons obtenu avec les détonateurs électroniques est difficilement quantifiable, mais elle nous a permis de maintenir notre rythme de production mensuelle même avec certains chantiers complexes. Il est bien certain que l?utilisation des détonateurs conventionnels a encore sa place dans une mine conventionnelle comme Beaufor, mais l?utilisation des détonateurs électroniques a aussi sa place dans certaines situations spéciales. Pour terminer, bien que la technologie des détonateurs électroniques soit encore dispendieuse, nous pensons encore l?utiliser pour optimiser certains dynamitages et ainsi maintenir notre flexibilité d?opération.

This report presents the results of a task to complete a final design of a remote controlled hi-roof bolting machine for high roof areas in coal mines. The project was begun by visiting several coal mines to become familiar with roof fall areas. Several machine concepts were generated and presented to the design committee for criticism. A preliminary design was completed, as covered by this report. A Final Design and Final Report will be issued incorporating the committee comments at the Preliminary Design review and comments received concerning this Preliminary Design Report.

The Thermal/Structural Interactions (TSI) In Situ Tests are a series of large scale, well instrumented tests that have been constructed at the Waste Isolation Pilot Plant (WIPP) in southeastern New Mexico. As a precursor to the TSI tests, a ventilation drift (Room D) was mined, drilled and instrumented. This room provided the contractor an excellent area to practice controlled construction methods and was a proving ground for construction monitoring and documentation methods. All gages in this first room have been monitored since their initial installation, which has provided a small, but representative, data base. These data also were the first to be available from any TSI area for analysis. This paper discusses the construction activities in Room D and the data generated from the construction and drilling. Deformation of the room is compared briefly to numerical calculations that used a rather simple creep model as a reference. The constitutive model for salt, it appears, must be improved before it can predict the underground deformations.

Approximately a century lapsed between the time nodules were discovered and the beginning of commercial exploration in the early 1960's. A period of rapid development of exploration and mining technology ensued over most of the next two decades. In recent years advancement has been sharply curtailed. This paper discusses the constraints inhibiting nodule mining and some developments that could aid in overcoming certain difficulties. Specifically, the greatest single constraint is economic. With few exceptions mineral markets are badly depressed. Present projections for development of nodules are for the late 1990's or beyond. However, the U.S. awarded exploration licenses in mid-1984 and more recently boundaries of license areas have been released. These conditions promote cooperation among organizations engaged in deep ocean mining. Survey data, and where appropriate some data products, have been exchanged between various consortia. The present hiatus in at-sea activities provides an excellent opportunity to investigate the best means to proceed. This period of quiescence offers a rare moment to distill the meaningful values of an era of hectic activity to permit more efficient development in the future.

It has set a target of being the best practice in managing Health and Safety.   This paper examines the company's activities in the Health and Safety area, and how it sees that value can be added by preventing and containing losses through accidents involving people, property, process and the environment. Solid Energy is confident that a Planned approach to managing Health and Safety can achieve this. It will explore historical events, strategic changes, Health and Safety systems, Benchmarking, Performance Measures, initiatives, progress to date and challenges for the future.

For many years the explosives industry was a technological enigma: it was at the 'cutting edge' of some technologies and in the backwaters of others. For example, for at least the past 85 years, the industry routinely measured time to one-millionth of a second for determining the detonation rate of explosives. At the same time, however, formulations were usually hand-written in 'formula books,' such as the alchemists may have done. Also, due to the fact that the equipment had proven to be safe, many of the mixers and packing machines in use until recently were those patented in the 19th century; improving efficiency was not worth the possible risks that might be encountered. In recent years, the wide availability and portability of computers and their adaptation to specialized applications have revolutionized the explosives industry, much as it has many others. With the advent of the water-based emulsions and slurries (water gels), and the necessity to design totally new processing and delivery equipment, the opportunity arose to apply modern techniques to many aspects of the business. Table 1 lists some computer applications currently in use by explosives manufacturers and end users. The use of high-tech production controls, equipment design aids, field measurement devices and other computer applications is so pervasive in the industry today that any brief article such as this must be considered only as a broadbrush overview of the subject.

An experimental investigation has been made to study the effects of tooth angle and confining pressure on the force required for indentation of dry rock samples under confining pressure. In these experiments static single-tooth indentations were made on two standstones, a limestone, a schist and a slate under confining pressures of 5,000 to 15,000 psi. Sharp wedge-shaped teeth with included angles ranging from 30°to 105°were used. In all cases the force-displarenzent curves are approxinlately linear for rocks tested under confining pressure, as contrmted with the discontinuous curves obtained for silnilar rocks at atmospheric conditions. Photonzicrographs of thin sections through the craters indicate very little evidence of chip formation during indentation. In general the experimental data lie between calculated values for perfectly rough and perfectly smooth tooth-rock interfaces. INTRODUCTION The variables associated with ctrilling at depth are numerous and, in many instances, are not easity isolated and controlled. Also, many of these variables are interdependent; however, if the variables which are sufficiently independent of each other are held constant and are appropriately introduced, the dependent variables can be more easily studied and evaluated. It is the purpose of the present investigation to study experimentally the simplest case of bit tooth-rock interaction. In essence, the experiments have involved the static loading of sharp wedge-shaped tools on the surfaces of effectively semi-infinite dry rock samples subjected to confining pressures. During this investigation the following quantities have been maintained constant: 1. Pore pressure: atmospheric (i.e., the rock is dry). 2. permeability: although the rocks may be permeable, they are "jacketed" in such a manner that the fluid is not permitted to flow through them. 3. Temperature: 75F. 4. Rate of loading: essentially static (approximately 0.002 in./second). 5. Bit tooth: a sharp wedge-shaped tooth loaded normal to the rock surface. 6. Rock surface: smooth and flat. 7. Drilling fluid: hydraulic oil. In addition to the above conditions, the rock surface was free of a layer of cuttings. There was no indexing to previously indented surfaces, and the influence of corners of the borehole was neglected because the rock samples were effectively semi-infinite. The following quantities have been varied, and the resulting effects have been studied: 1. Rock a) Type (e.g., limestone, sandstone, etc.). b) Mechanical properties ) Necessarily dependent c) Porosity on type of rock. 2. Bit tooth (included angle of wedge-shaped tooth). 3. Depth of penetration. 4. cobfining pressure. On the basis of laboratory experiments which have shown that many rocks exhibit ductile behavior at confining pressures corresponding to depths usually reached during drilling,'.' a theory has previously been advanced which predicts the force required for penetration by a single sharp wedge tooth into a ductile* material.' The material is assumed to be isotropic, homogeneous and rigidly plastic (no elastic deformation) and to obey the Coubomb yield criterion (Figs. 1 and 2). Equations governing the force required for penelration are given for two extreme cases:** 1. A smooth, perfectly lubricated tooth-rock interface (fridionless boundary), in which the solution gives a minimum value for the penetrating force: in which F = force of the tooth, b = length of tooth edge,

The Mesquite mine is being operated by Gold Fields Operating Co.-Mesquite, a subsidiary of Gold Fields Mining Corp. The mine Is located in southeastern California about 56 km (35 miles) east of the farming community of Brawley, California. The mine has been in commercial production since early 1986 and Is a conventional open pit mine developed on 6.1 m (20 foot) benches. The gold is recovered by heap leach using permanent heaps built in multiple 6.1 m (20 foot) lifts. This year's gold production will be in the range of 5,600 kg (180,000 troy ounces). Current ore production is about 18,140 tonnes (20,000 tons) per day while the total tons mined Is averaging 65,000 tonnes (72,000 tons) per day. The climate at the mine is extremely arid with rainfall of 7.6 cm (3 inches) per year. From early May until late October daytime temperatures generally exceed 37.8 degrees Celsius (100 degrees Fahrenheit) and can be as high as 37.9 degrees Celsius (120 degrees Fahrenheit).
