The need for more efficient utilization of labor in the metal-mining industry has been the subject of several recent editorials in the mining press, and one attractive possibility for such improvement lies in the designing of future milling plants particularly with economy of manpower in mind. We are accustomed to think of mill design as the selection and coordinated arrangement of process equipment, but if labor is to be efficiently utilized it must be given early consideration in planning the new mill. There are three good reasons for economizing in labor: (I) to reduce costs, not only in the form of wages but also in housing, hospital, welfare, and other obligations that a company accepts when a new man is added to the payroll; (2) to prepare for recurrent periods of manpower shortage, during which a well-designed plant can manage to get along with skeleton crews; (3) because a milling plant that must depend upon an inordinately large labor force for its operation and maintenance is certain to be inefficient in other respects, for many of the shortcomings in design that make necessary the excessive use of labor are generally not corrected merely by having too many men. A simple example of this is a poorly designed ore-feeding system : if this is inadequate to the extent that one man must be constantly unclogging feed chutes, it may help the situation to put two men or three at this task instead of one, but the feed rate will still be inconstant. First of the factors that affect labor saving is the location of the mill. This is often determined by transportation costs alone, and as a result the mill may be placed close to the mine regardless of the nature of the terrain. The designer must then adapt his layout to the conditions, favorable or not. This happens often at small properties, where capital investment may seem more important than operating expense. In most instances, however, a mill site carefully selected for the advantages it gives the designer in laying out the plant is the most economical in the long run, even if it involves a slight increase in cost of ore haulage. Given some freedom of choice, the design engineer may be able to find just the piece of ground that provides the proper gradient for the needs of the flowsheet, permits installation of essential yards and trackage, and perhaps supplies an excellent site for a tailing dam. Further justification for having placed the mill not too close to the mine sometimes emerges only years later as an opportunity to treat ores from other properties. When it is known from the beginning that the new mill will serve a number of scattered mines, a free choice of mill site is naturally stimulated. Materials degradation due to corrosion is the major problem in power generation equipment, gas turbine, fluidized bed combustion, industrial waste incinerators etc. Some super alloys have been developed, but they are unable to have different properties to meet the demand of today?s industry. Therefore, a composite system of a base material providing the necessary mechanical strength with a protective surface layer different in structure and/or chemical composition can be an optimum choice in combining material properties. Thermal spray coating of the components before they put into service by suitable surfacing alloy and with suitable coating method can increase the life of these components several fold. Choice of right coating method and alloy for a particular application is extremely important to get the desired service life. The corrosion of some materials and the role of HVOF thermal spray coatings to counteract the same have been reviewed, with an aim to understand the phenomena along with various applications.

I am sure it is obvious to all of you that a complete program of casualty and property insurance is as necessary for any tunneling contractor as it is for anyone else involved in trade in the United States today. Going beyond those general undefined terms, there are many areas that need specific attention, particularly for contractors, regardless of size. WORKERS' COMPENSATION Workers' Compensation is mandatory in all states and the District of Columbia. In most of the states, private insurance provides this coverage. In a few states, the state operates Workers' Compensation funds, some of which are competitive with the private sector and others are operated on a monopolistic basis. Under a monopolistic setup, you have no choice, you must buy coverage from the state. Self insurance of the Workers' Compensation risk is also an alternative in most jurisdictions. With a contractor operating only in the U.S., the coverage extensions are few in number. If your work brings you anywhere near navigable waterways or land extensions thereof, you should have both U. S. Longshoreman and Harborworkers' coverage, as well as Employer's Liability coverage for the master or members of the crew of a vessel.

"The behaviour of employees is an essential issue in the field of occupational health and safety. Safe behaviour is to a large extent determined by, apart from motivation and preventive actions, an employee’s attitude towards hazard. Thus, attention should be given to defining employees’ attitudes, and following that, to the possibility of correcting and shaping these attitudes in relation to hazard and obeying occupational health and safety regulations. The authors have focused on the analysis of employee attitudes to health and safety regulations in Polish coal mining companies, taking into consideration earlier research on the behaviour of selected employees. The paper presents the methods used to identify Z-type (passive) behaviour. Next, this behaviour is analysed to identify differences between a Z-type employee (enslaved) and other employees. To conclude, the paper presents a list of possible motivational tools that may be used to encourage occupational health and safety in Z-type employees. IntroductionThe technical state of equipment and conditions in the workplace greatly influence occupational safety. However, the deciding factor influencing the rate of accidents in the workplace is the frequency with which employees practise risky behaviour. Factors such as the social conditioning of conduct and motivation for organizing safe work conditions have been included in the notion of creating a positive culture of work safety. This notion has been approved as one of the main goals in management (Studenski, 1996).Safe behaviour is to a large extent, apart from motivation and preventive actions, determined by an employee’s attitude towards hazard. All actions undertaken in the field of occupational health and safety, including training, motivational systems, or imitation of behaviour resulting from a high culture of occupational safety in a given work environment, will not bring about the desire effects if workers have an inappropriate attitude towards occupational health and safety regulations."

Although the health effects of airborne dust in underground coal mines are well recognized, a lack of understanding remains about the fundamental mechanisms of dust generation, transportation, deposition and dust-lung reaction. This study was intended to contribute to the understanding of dust transportation and deposition mechanisms in underground mine airways. Data from in-mine experiments carried out under controlled conditions in a straight section of a longwall panel with three different airflow velocities and two different types of coal dust (bituminous and semi-anthracite) were used to determine the turbulent deposition rate of dust particles. Measurements of ambient dust concentrations and deposition along the mine airway were obtained and the total dust deposition velocity (rate) was calculated. The deposition velocity of turbulent diffusion was estimated based on the experimental data and theoretical equations. The effects of airflow velocity, particle size, particle density and distance from the dust source on gravitational, turbulent and total dust deposition are discussed along with related conclusions.

On 23 May 1977 the Hon Mr George Gair announced an amalgamation of the present Ministry of Energy Resources, the New Zealand Electricity Department and the Mines Department. Hopefully it will prove to be the solution of many national problems in energy planning and policy making, in energy distribution and use, and energy discovery and production. The name of this new giant is the Ministry of Energy which gives a firm indication of its future direction. For those amongst us involved with mineral energy resources the establishment of this new department must be encouraging. For those amongst us who are involved in non-energy side of the mineral industry it is the very opposite. The loss of the Mines Department a year short of its centenary is a loss for the mineral industry without a doubt - but how much of a loss?

The permeability of oxygen in 0 iron in the tempera-ture range 700" to 900 C and in 6 iron at 1450°C was determined by the rate of internal oxidation of iron, containing -0.1 pct Al. The solubility of oxygen in zone-refined iron was determined by equilibration with hydrogen-water vapor gas mixtures at 1450" and 1510°C; oxygen solubilities , for iron in equi1ibriu.rn with molten oxide, are found to be 66 and 83 ppm for these two temperatures, respectively. The diffusivity of oxygen in iron at 14500C3 as calculated from the permeability and solubility data, is (4.1 * 0.6) x 10 "B sq cm per sec. OXYGEN is one of the most common impurities present in iron or steel, mainly in the form of oxide inclusions. In the study of many metallurgical problems concerning solid iron, it is often desirable to know with a reasonable accuracy the solubility and diffusivity of oxygen over a wide temperature range. The solubility of oxygen in solid iron has been the subject of numerous studies yielding highly discordant results as seen for example from the literature surveys made by Meijering &apos; and Schenck et a1.&apos; As shown by Kitchener et aL3 and by Sifferlen, the high oxygen solubilities reported by many investigators are the result of oxidizable impurities which are often present in iron. In addition, there have been experimental problems associated with icaccuracy of oxygen analysis of iron containing less than 100 ppm 0. A number of studies have been made on the permeability of oxygen in a and y iron using Fe-Si, Fe-Mn, and Fe-A1 alloys in the internal-oxidation experiments.1&apos;2&apos;5&apos;6 However, no direct measurements have been made of the diffusivity of oxygen in iron. In the present work two sets of experimental measurements were made: permeability and solubility studies at 1450" and 1510°C and permeability studies only in the range 700 to 900°C. In both sets of permeability measurements slab-shaped specimens containing small predetermined amounts of aluminum in solution were exposed at constant temperature to gas mixtures of hydrogen, water vapor, and argon for varying times. These specimens were quenched, sectioned, and examined for oxygen penetration by metallographic observation of aluminum oxide particles which formed. From these data, it is possible to calculate the ratio of the diffusivity of oxygen in iron, D, to the equilibrium constant K for the reaction Hz(g) * O (dissolved in iron) = H,O(g). EXPERIMENTAL Permeability Measurements at 1450°C. An ingot of vacuum-carbon deoxidized iron containing 0.086 pct A1 was prepared, using commercial "Type lO4A Plas-tiron"; after hot rolling, specimens were machined into slabs a by 2 by 2 in. The impurity contents were: S, P < 0.002 pct; C, Mn < 0.01 pct; each of all other Usual impurities < 0.004 pet. The amount of oxide inclusions in this material, determined by a bromine-methyl acetate extraction, corresponded to about 20 ppm 0 in the iron which agreed well with the results of vacuum-fusion analysis. Each specimen was annealed at 1450°C for 1 hr in purified hydrogen, polished to a smooth surface, and then introduced into a controlled oxidizing atmosphere in a recrystallized alumina tube at 1450°C. The constant temperature zone (*3"C) was about 3 in. in length. The gas composition was controlled by mixing argon with hydrogen (using calibrated constant-head flow meters) and passing the mixture through a column of a mixture of oxalic acid dihydrate and 10 pct anhydrous oxalic acid, to establish a required water-vapor content in the gas mixture. The temperature of the oxalic acid dihydrate column was controlled by a thermostat. The total gas flow was in the range 800 to 1000 cu cm per min. The exit gas from the reaction tube was passed through a weighing bottle containing a desiccant, to cross-check the degree of water-vapor saturation, which for all experiments was about 97 pct of those derived from the data of Baxter and Lansing.1 For a typical experiment, a specimen was introduced into the furnace in a stream of dry argon and hydrogen. The specimen was then rapidly raised by a Pt-Rh alloy wire into the hot zone and allowed to reach the reaction temperature, at which time the oxidizing gas mixture was introduced. The oxygen potentials employed were sufficient to oxidize aluminum but not to cause liquid iron oxide to form. After a specified time, the experiment was ended by dropping the specimen onto a water-cooled copper block at the bottom of the reaction tube. The depth of the internally oxidized zone, hereafter called the "case", was determined by sectioning the specimen at right angles to the long direction. The section was then examined under a microscope equipped with a micrometer stage. In general, the oxide particles were fairly uniform in size and distribution, forming a reasonably well-defined interface between the oxidized and unoxidized region. A typical cross section as observed at X30 is shown in Fig. 1. A thermal macroetch was used in one selected specimen to delineate the case. A cross section of a previously oxidized slab was polished and reheated at 1450°C in a hydrogen atmosphere for about 10 min. Profiled on these pages are the eight RMCMI 1997 Scholarship Award winners. All eight winners were present as guests of the Institute at the June convention at Steamboat Springs, Colorado. Each received recognition at the Institute Awards Luncheon Monday, June 30, 1997. Each state vice president served as host for the collegiate winner and his firm provided travel and hotel expenses. In addition to receiving a plaque from the Scholarship Chairman, Alan Czarnowsky, each winner receives $1,000 tuition credit for the coming academic year, as well as transportation, hotel lodging and meals at convention as guests of the Institute. Because this is a continuing award, the winners from the previous year also receive a $1,000 tuition credit in their senior year if recommended by the dean of the college or university and if they remain full time students. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards made annually is that the recipient (1) Is a full time sophomore student who will use the tuition credit during the junior year. (2) Be both a U.S. citizen and a resident of the member state. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in western coal as a possible career path. The scholarship program includes curricula other than in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. The introduction of social media platforms has ushered in a new era of interaction and information exchange, which impact business-to-society relationships. Mining companies are closely watching these platforms, as the industry takes a cautious approach to control flows of information. This paper explores the risks, challenges and opportunities of using social media, based on a qualitative mixed methods investigation with stakeholders from the Canadian mining industry. Generational and language barriers, misunderstanding and limited motivation from regulators make implementing social media platforms challenging and risky at an organizational level. The benefits of social media include being able to mobilize communities and share information in real time. Despite the challenges, the study found that 62% of mining stakeholders are incorporating social media tools, mostly in an ad hoc manner. Flexible strategies for transparent communication and public engagement are creating new opportunities for information exchange.

Fracture under low-velocity free-fall and double impact and under slow compression have been investigated. The pattern of breakage and the size distribution of resulting fragments of sand-cement and glass spheres have been determined. Photoelasticity methods were used to simulate the stress distributions in free-fall impact in order to explain the observed patterns of breakage. Oblique fracture planes, occurring only in free-fall impact, develop along lines which coincide with the trajectories of maximum compression as determined by mathematical analysis. Breakage efficiencies for different modes of fracture were compared for both types of spheres. For the same specimen and loading system, static loading and low-velocity dynamic loading induce geometrically similar stress fields resulting in reasonably similar fracture patterns and shapes of fragments. This work had its origin in a desire to understand three fundamental processes involved in autogenous comminution: namely; free-fall impact, double impact, and slow compression. To simplify the investigation, it is preferable to reduce the entire multi-stage fracture process to its most elementary form; that is, to study products resulting from a single-stage operation, such as the breakage of a specimen under single fracture conditions. The goal of this research is to study the energy utilization in the single fracture of brittle specimens and to relate the pattern of breakage and the resultant fragment size distribution with the nature of the material, the specimen size, the manner of load application, and the rate of loading. Published works on single fracture have mainly been concerned with tests on large (> 1-in.) irregular mineral pieces, especially coal and coke. These were mainly friability tests employing a single blow on closely sized pieces. More recently, small mineral specimens in the sieve range and glass spheres have been investigated.5-7 Kick8 has reported free-fall and double impact tests with large large cast-iron, cement, and clay spheres. The establishment of a minimum breaking height independent of size in the free-fall impact tests, and the direct proportionality between the minimum work required for fracture and the volume of the specimen in double impact tests were used by Kick as an experimental proof of his classical law of "Proportional Resistances." In the present work, spherical shapes were chosen because of their simple body geometry and consequent impact and stress field symmetry. Because the study involves several physical principles in connection with brittle-fracture, it may be of interest in fields where the strength of materials is of importance. APPARATUS The equipment for the free-fall impact testing is illustrated in Figs. 1 and 2. This consisted of a massive (17 x 17 x 3-in.) hard steel plate onto which specimens were dropped and a specimen release mechanism which could be set at any desired height up to 10 ft above the plate so that the impact velocity could be varied up to about 25 ft per sec. Double impact breakage is characterized by two points of loading situated at opposite poles. For this mode of breakage the apparatus was modified (Figs. 3, 4 and 5) so that a falling mass provided an impact of predetermined magnitude on a specimen resting on the plate. A spring-loaded device operated immediately after fracture to arrest the falling mass and to record its residual kinetic energy. Precautions were taken to avoid secondary breakage. Slow compression tests were performed on a conventional hydraulic testing machine, the specimen being held between two hardened parallel bearing blocks. In the case of glass spheres, carbide bits were used. Photoelasticity studies were performed on two-dimensional models held in a loading frame equipped with a force gauge (Fig. 6). The models were viewed in a polariscope and isochromatic fringe patterns were recorded photographically. SPECIMENS Sand-Cement Spheres: A series of sand-cement spheres were prepared by molding in spherical glass flasks.

Mining is taking place at increasing depths of cover on the Southern Coalfield beneath pre- dominantly massive sandstone strata. Within the next twenty years, there will be longwall mining at depths greater than 600 m. As the Sydney Metropolitan area continues to expand and as coal mining approaches these urban areas subsidence will continue to become an increas- ingly important aspect of coal mining research. Investigations commenced in the mid 1960&apos;s and it is now possible to predict subsidence in the Southern Coalfield with reasonable con- fidence. The work is showing that the characteristics of the subsidence troughs over the deeper mining at Appin differ from the characteristics of mine subsidence at less cover. The longwall mining at Appin Colliery has resulted in a maximum measured subsidence of 730 mm. The maximum strains were small because of the large radii of curvature of the subsidence profiles. There was no damage to any of the buildings in the township of Appin.

Mine opening stability was investigated by loading model openings to failure. Eight-inch plaster blocks were cast with small uniform section openings passing through the centers. After curing, the models were jacketed and loaded hydrostatically in a closed vessel. Opening size, shape, and orientation were varied to determine how these factors influence opening stability. THE investigation described in this paper is a continuation of a project begun in 1946 by Bernard York and W. E. Bush. .The experimental method used in the investigation involves the hydrostatic loading of a model mine opening to failure. Most investigators agree that this loading closely approaches actual conditions in very deep mines. The conditions are further idealized by using an essentially isotropic model material. The experiments consist of casting 8-in. plaster cubes, or 8-in. diam cylinders 8-in. long, having a relatively small uniform section hole passing through their centers. After thorough drying, the models are jacketed in a flexible plastic bag and loaded hydrostatically with water in a closed vessel. At about 300 to 500 lb per sq in. pressure the central opening fails. The fracture pattern resulting from opening failure is studied in a plane normal to the longitudinal axis of the opening. The model block is sawed through its center after loading to expose this plane and to eliminate the possibility of end effect. By changing

Spent Ni-Cd batteries contain in the electrode materials heavy metals like Ni, Cd and Co, which must be recycled due to environmental problems. Pyrometallurgy is normally used for recycling these end-of-life products, but alternative processes by hydrometallurgy, integrating also physical operations, can be used. Hydrometallurgy seems to be useful, because metals can be efficiently recuperated in chemical forms with commercial value. The economical viability of this recycling process can be improved increasing the treatment capacity, through the application to different types of residues with similar characteristics like Ni-MH and domestic batteries, or other residues containing Ni/Co, like sludges, dusts or spent catalysts. Spent Ni-Cd batteries were first physically processed using shredding and wet sieving operations. Best results were achieved using an output of 6 mm in the shredder and 1.4-2 mm in the physical separation by wet sieving, resulting a fine fraction containing 70% of the initial electrode material and only 6% of the initial scrap. The acid leaching of the obtained material in the previous operation was studied, being the parameters like: temperature, H2SO4 concentration and the liquid/solid ratio (L/S) optimized. The values attributed to the factors which concerned the best results obtained on the leaching process were mainly influenced by Ni recovery. In opposition, Co and Cd were easily leached in a wide range of conditions. To attain an overall recovery, with minimum costs, of the three metals, the values of T~100ºC, [H2SO4]=2.3-2.7 M and L/S=8-10 L/kg were considered the most appropriate.

Based on the 2021 Volume 5 State of PlayTM mining survey of key executives and board members in the mining sector, the key responses to ‘Which of the following technologies will have the biggest impact on mining in the next 15 years?’, were ‘Sensing and Data’ followed by ‘AI and Analytics’. From the early 1970s it would have been unlikely to predict the level of sensing and automation introduced to the broad industrial sector. No better example is the automobile industry where the combination of technological advances and external drivers (such as emissions control) have driven an incredible rate of change. The introduction of sensing, data, AI, and automation in the mining industry is just ramping up. Until now our energy efficiency, environmental footprint, labour shortage, skills, and safety have not been challenged by stakeholders in the way we are seeing market forces develop today. In order to address these challenges, we need to look back to the automobile industry and learn their lessons to accelerate our application of digital capability, analysis, AI and automation This is critical, particularly as access to skilled human resources becomes more difficult. An example of how this can be achieved in a gold processing plant utilising the latest real-time sensing technologies is the ‘Carbon Scout’ developed by Curtin University, and OLGA developed by CSIRO, which are both online technologies, coupled together with Gekko’s ‘Neon’ digital platform to achieve a fully automated real-time gold processing system.

Production trends have been analyzed for 82 gob gas ventholes on 7 longwall panels in the Lower Kittanning Coalbed, Pennsylvania. Cumulative production from individual holes was found to vary considerably, ranging from 0.03 x 106 m&apos; to 10.1 x 106 m3. Peak production rates were generally about 0.03 to 0.06 x 106 &/d, but rates over 0.10 x 106 m3/d were observed. The variability of gas production from individual holes can be attributed to several factors including: completion practices and problems, the extent of fracture development in the strata above the extracted panel, water production, and location on the panel. Of particular significance, is hole location. Holes on the ends of the panels, where overburden strata are in tension due to the support of the surrounding pillars, were generally the highest and longest producers. This observation led to the experimental placement of gob gas ventholes in the zone of tension along the margin of a panel, instead of in the traditional centerline location which is in compression. Analysis of gob gas production data indicates that the experimental near-margin holes produced 77 pct more gas than did centerline holes on the same panel.

AGE-hardening in nickel-chromium-titanium-aluminum alloys in the composition range characterized by the Nimonic alloys, is dependent upon the precipitation of the Ni3(AI,Ti) (y&apos;) phase.1 This phase is found to precipitate at about 700°C.1 Ni,Al is a face-centered-cubic ordered structure with a lattice parameter of 3.560 A. The atomic configuration is such that the aluminum atoms occupy the cube corners and nickel occupies the cube faces with titanium substituting for the aluminum preferentially. A maximum of three out of every five aluminum atoms can be replaced by titanium atoms in the -y &apos;phase.&apos; When the solubility of the y&apos;-phase is exceeded for titanium the T(Ni,Ti) phase is formed. The T-phase is an ordered close-packed hexagonal intermetallic structure which shows little solubility for the other elements in these alloys. The lattice parameter for T-phase is a - 2.5454 kr and c = 8.2900 kx units."

A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants&apos; ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry&apos;s knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation&apos;s first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States&apos; earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America&apos;s foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. What needs to be fully understood is how federal laws, as enumerated on Table 1, may affect these rights. What follows is a description of

IF we follow the threads of the mining problems, upon which I have touched, we find them all leading to one great fundamental desideratum. The people of this State, of this Nation, and of this world must be brought to a better understanding of the basic nature of our industry-must be made more mineral-minded. It is my belief &apos;that there is not a man present among this earnest gathering of those interested in the mining industry, who has not a deep-seated and heartfelt desire that the existing unprecedented welfare and prosperity of the whole mass of American people be maintained not merely through our own generation but through the generations of our children and their children. In the decades to come there can be no question of the keenness of the foreign competition which we are doomed to meet, and in this great international contest that Nation which has the best balanced program of development and that broadness of vision in its governmental direction, which recognizes the necessity of a sympathetic attitude toward the upbuilding of such a broad pro- gram will be the Nation which will maintain and pre- serve that welfare of all of its people.
