A matter of much concern at present to the coal-mining industry of Great Britain is the effect of the working of the Coal Mines Act, 1930. This Act, which received the Royal Assent on Aug. 1, 1930, contains five parts: (1) production, supply and sale of coal; (11) the reorganization of the coal-mining industry; (111) hours of work; (IV) the Coal Mines National Industrial Board; (V) general. The first three parts are of major interest and discussion can be confined to them. Part I.—Production, Supply and Sale of Coal Under Part I of the Coal Mines Act, 1930, provision is made for central and district schemes to regulate the production, supply and sale of coal by the fixation of standard tonnage, quota and minimum prices. By Nov. 1, 1930, all the district schemes came into force with the exception of that for Scotland, where the majority of the coal-owners did not see their way to accept the amendments to their draft scheme demanded by the Mines Department. A compulsory scheme for Scotland was thereupon prepared by the Mines Department and put into force on Nov. 24, 1930. It is administered by the coal-owners of the district. The essence of the schemes is the allocation of tonnage for each district by a Central Council, and the allocation of quota for each pit in a district by an Executive Board for that district. Up to Dec. 31, 1930, the various bodies of coal-owners engaged in administering the schemes were employed in work preliminary to their full operation. Standard tonnages had to be determined and coals had to be classified. In consequence, it was not found possible to put the regulation of output into force until Jan. 1, 1931. The determination of minimum prices proved to be an even longer process, and only in a few districts were minimum price schedules operative during the first quarter of this year. The working of the schemes during the March quarter, 1931, has been reviewed in an official publication by the Mines Department,' which can be summarized as follows:

Key elements of open-pit design fixing the ultimate pit limits are stripping ratio, pit slope angle, and grade cutoff. Results of exploratory and development drilling should be reduced to horizontal sections corresponding to level spacing. It is advisable to interpolate the actual drillhole values to a uniformly spaced 50-ft grid system. Vertical sections can be and are used to approximate the fixing of pit limits, but horizontal sections must be used to optimize a pit design. To develop a pit design requires the establishment of the break-even stripping ratio. This ratio is applied only at the surface of the final pit and must not be confused with the over-all ratio, which is always less; otherwise there would be no profit in the operation. It has been a universal observation that rich grades of ores and minerals are getting depleted, simultaneously the demands for civilization are ever increasing coupled with occurrence of poor grades of ores and minerals posing a problem to the processing engineers. At the same time, the cost of mining and milling are increasing, creating a situation where the management has to handle and process low grade ores at an economic level keeping environmental stipulations and control to be safeguarded which has been an additional cost for the management to comply with.

The purpose of this paper is to discuss the relative merits of the large 31/8-in. machine and the small 2 1/4-in. tappet machine in driving development-headings; and although the data here presented were obtained from cross-cut headings alone, experience has shown that the results are equally true in drifting, raising and winzing. Recently we drove two parallel cross-cuts through the same formation, using a 3 1/8-in. machine at the breast of one crosscut, and a 2 1/4-in. machine of the same make at the breast of the other. The results of this work afforded an ideal comparison, since in both cases the headings were advanced through rock practically of the same hardness and breaking-properties, the amount of sludging was equal, and there was no difference in the condition of the steel or the machines, the air-pressure or the experience of the operating crews. Some operators in the Cripple Creek district contend that there is ground which cannot be handled with the small machine, the holes being too small to contain enough powder to "pull " the ground, etc. The results obtained in working the property of the Portland Gold Mining Co., however, show that the ground worked by them does not fall in this class. During a period of two years there have been driven, with the small machine, 4 miles and 308 ft. of development-headings, through a diversity of ground, including Pike's Peak granite (a coarsely porphyritic type of granite), highly indurated andesitic or pho-nolytic breccia, true massive andesite, trachytic phonolyte, tuffs, and along dikes of decomposed basalt and hard phonolyte. In every instance a satisfactory record was made. The headings here describe? mere driven through highly indurated andesitic breccia, having a hardness of from 5.2 to 7.2 and a sp. gr. of from 2.2 to 2.8. Gentlemen; Rainy day in Upper Michigan, a good time to catch up on reading. Am doing that, and have a couple of questions concerning the K and P paper on roof problems and supports. I wonder if the authors can enlighten me. The compressive strength of the coal was reported as 4.4 MPa (633 psi) and compressive stresses measured in the coal seam were reported at around 27.6 and 48.2 MPa (4000 and 7000 psi ). Can such a soft coal actually contain such a high level of stress? Can it be measured as if the material were elastic, or does the coal behave plastically? Can that stress level be confirmed with hydraulic load cells? And if the coal is so soft, and if it is plastic, why is the stress field not hydrostatic? The intact roofrock appears to be unusually strong, with compressive strength reported at around 145 MPa (21,000 psi), and some failures were noted as soon as the rock was exposed. IT has long been known that the density of a metal usually decreases with cold-work. Thus O'Neilll observed as early as 1861 that cold hammering of commercial hot-rolled copper is accompanied by a decrease of density of 0.2 per cent, and that subsequent annealing restores the original density. The origin of this density change, however, has remained obscure. In particular, experiment has not yet decided whether it is due to the presence of small cavities and an increase in inter-granular surface or to an actual expansion of the lattice itself. This uncertainty in the origin of the change in density is a reflection of our uncertainty as to the changes induced in a metal by cold-working. One school regards cold-working as a breaking up of the original grains into a large number of perfect crystallites somewhat randomly orientated with respect to one another.2 According to this viewpoint, the mere introduction of a large intercrystallite surface induces a net volume expansion. Another school regards cold-working primarily as a distortion of the grains. It is not obvious that this second viewpoint will lead to a net volume expansion. The purpose of the present paper is to show that this is indeed the case, and that this expansion is of the right order of magnitude to explain existing experimental data. The physical basis for the association of an expansion with distortion lies essentially in the variation of the elastic moduli with volume. This variation is considerable. Thus from Table I we see that a I per cent increase in volume for the case of copper will decrease the bulk modulus K by 10 per cent, the shearing modulus µ by 3.8 per cent. If we thus twist a rod through a given angle, we shall do less work upon it if it increases slightly in volume, thereby reducing the torsion modulus that involves as a factor the shearing modulus. A general principle3 in physics states that the rod will so adjust itself as to have a minimum potential energy consistent with the end restraints. It will therefore expand. In order to obtain a quantitative comparison with experiment, we follow Maier4 in comparing the lattice expansion with the latent energy of cold-work. This latent energy has been measured directly by Taylor and Quinney5 on copper rods subjected to torsion, and may amount to as much as 15 per cent of the total work done upon the specimens. F. B. Foley—The use of data published by Wever and Jellinghaus in 1931 to fix boundaries of the sigma phase in the Fe-Cr system, in the face of the author's own references to the suggestions of Bradley and Goldschmidt, Aborn and Bain, and Hougardy that the phase is much more extensive, and the very much more accurate work, which weighs heavily in favor of these suggestions, of Cook and Jones, published in 1943 and evidently disregarded by the authors, makes their derived ternary diagram, especially fig. 15 for 400°C, quite inaccurate on the Fe-Cr side and affects the extent of phase boundaries in the most controversial and important part of this ternary system. In commercial Fe-Ni-Cr alloys the occurrence of sigma has been observed time and time again at lower chromium contents than that of the 24 pct Cr, 16 pct Ni, 60 pct Fe alloy which is the lowest permitted by fig. 15 of practically carbonless metal. Newel1 reports sigma in 27 pct Cr-Fe even with some carbon present to be one of the greatest detriments to its extensive application, whereas Pugh and Nisbet set a low limit of 36 pct Cr for sigma in the binary Fe-Cr system. J. J. Heger—The diagrams presented by the authors do not agree with observations made on commercial Fe-Cr and Fe-Cr-Ni alloys, nor do they agree with two recent investigations made on the Fe-Cr and the Fe-Cr-Fe systems. I refer first to the investigation made by Cook and Jones1' on the sigma region of the Fe-Cr system. On the basis of their results which were published in 1943, Cook and Jones established new boundary limits for the sigma and the alpha plus sigma regions. These new limits have been accepted and are incorporated in the Fe-Cr diagram that appears in the 1948 edition of the Metals Handbook. This diagram is shown here as fig. 34. As will be noted, the boundary limits of the alpha plus sigma region in this diagram extend to much lower chromium contents than do those in the diagram presented by the authors in fig. 2. These new limits indicate that sigma phase should form in an Fe-Cr alloy containing 26 pct Cr, and experience with commercial alloys confirms this finding. Indeed, recent studies on a commercial Fe-Cr alloy containing 17 pct Cr have shown sigma phase to be stable in this alloy at 550°C. I recognize that the authors' work did not include studies on the sigma region; however, I believe this is a serious omission because sigma phase may profoundly affect the physical properties of these alloys and should be evaluated in any investigation which attempts to relate physical properties to the equilibrium diagram. The second investigation to which I refer is that made on the Fe-Cr-Ni system by Rees, Burns, and Cook,'' who used pure alloys and employed heating 17 W. P. Rees, B. D. Burns, and A. 3. Cook: Journal Iron and Steel Institute. (July 1949) 162, Part 3. p. 325. times that extend to 200 days. These investigators published their results in July 1949 and from these results constructed isothermal sections at 800" and 650°C. The isothermal section at 650°C is shown here as fig. 35. This diagram indicates sigma phase should form in a pure 18 pct Cr-8 pct Ni alloy. Although sigma phase has not been observed after 10,000 hr at 1200°F in commercial 18-8 alloys containing carbon and nitrogen, it has been observed under the same conditions in 18-8 alloys modified with titanium and columbium, both of which serve to reduce the effect of carbon and nitrogen. This section and the one at 800°C suggest that the constant iron sections which are presented by the authors, should be considerably altered, if they are to represent an accurate picture of the system. A few of the suggested alterations are as follows: In fig. 9, the section at 50 pct Fe, the gamma plus sigma region should be widened, not narrowed at 800" and 650°C. In fig. 10, the section at 60 pct Fe, the gamma plus sigma region should be widened at 800° and 650°C. In fig. 11, the section at 70 pct Fe, an alpha plus sigma, an alpha plus gamma plus sigma, and a gamma plus sigma region should be added. In fig. 12, the section at 80 pct Fe, the alpha plus gamma region should be widened at 800°C. In fig. 13, the section at 90 pct Fe, the alpha plus gamma region should be widened at 650° and 800°C. Undoubtedly, the chief reason for the discrepancies between the authors' data and those of Rees, Burns, and Cook is that the authors did not employ long enough heating times to allow for transformation. In this connection, I wish to warn that transformations in these alloys, particularly transformations at temperatures below 800°C, are extremely sluggish and may require a year or more to approach completion. Therefore, unless extremely long heating times are employed or steps are taken to accelerate these transformations by such means as mechanical working, the results will not yield an accurate picture of the alloy system. Certainly, an accurate picture is needed for the development of better high-temperature materials. E. J. Dulis-The purpose of this work is not clear. If an improvement of the ternary equilibrium diagram of the Fe-Cr-Ni system was wanted, it seems logical that testing techniques superior to those previously used would be a prime requirement. To approach equilibrium in this system, long holding times are needed; a fact established long ago but apparently ignored by the present authors, who used the continuous heating and cooling tests in equilibrium studies. A new method of reservoir evaluation called pulse-testins has been developed for describing formation properties between wells. Pulse-testing utilizes a sensitive differential-pressure gauge at a responding well to measure and record the response generated by a series of flow rate changes (pulses) at an adjacent or pulsing well. Since the pulse-test instruments have a sensitivity of about 0.001 psi, pulses of several hours or less in duration will generate a measurable response in most reservoirs. For this reason, many well pairs can be tested in a short period of time with little interference in field operations. Comparison of pulse-test results to conventional testing methods shows that the pulses obey unsteady-state, compressible-flow theory and thus provide a measure of both transmissibility (kh/µ) and storage (Fch). In additian, the method can be used qualitatively to describe communication across faults and between zones, and direction and tnagnitude of fracture trends. INTRODUCTION To obtain maximum usefulness of new reservoir analysis methods as well as to aid the field engineer in understanding local reservoir anomalies, improved methods are needed to describe heterogeneities in specific reservoirs. Optimum well spacing, equipment specifications, well completion design and especially the economics of pressure maintenance and secondary recovery programs depend on the extent and location of the heterogeneities that affect flow behavior in the field. One method for obtaining a measure of areal reservoir heterogeneity is an interference test. In the simplest interference test. constant-rate production or injection is initiated at one well and the effect of this flow is measured as pressure vs time at another well. Thus, during interference tests the flow characteristics of the formation are determined in situ. Despite their obvious usefulness in reservoir delineation. interference tests have not enjoyed frequent usage. Reasons for this have been the weeks or months required in many fields to obtain a pressure response measurable with conventional gauges, and the interruption of routine field operation during the field-wide shut-in normally required during these long times. Also, only average properties of the relatively large volume of the reservoir disturbed during these long times can normally be obtained — variations in properties between individual wells cannot be delineated. To eliminate these drawbacks of conventional tests, a special reservoir description technique called pulse testing' has been developed. Pulse-testing has several advantages that make it more convenient and practical for field use than interference tests. Valid tests are more certain because use of a series of flow disturbances gives rise to a diagnostic pressure response that can more readily be distinguished from unknown trends in reservoir pressure and other "noise." The time required is only a fraction of that for an interference test because a special, high-sensitivity differential pressure gauge can detect a much smaller pressure change. Variations in properties between individual wells can be delineated because of the relatively small volume of the reservoir disturbed during these short times. Finally, wells other than the pulsing and responding wells do not have to be shut in or carefully regulated.

A fluidized, countercurrent ion-exchange system was developed, operated, and evaluated by the Bureau of Mines in support of its objective to help assure an adequate uranium supply for future national needs. The system consisted of integrated multiple-compartment absorption and elution columns in which the solution flows are continuous, except for short periods when resin increments are withdrawn. The exchange of uranyl sulfate between a simulated acid-leach-uranium solution and a strong-base, ion-exchange resin was studied, together with subsequent elution using an acidified sodium chloride solution. The effects of the number of compartments, compartment height, amount of resin withdrawal, solution flow rate, and column diameter were investigated. Also examined were the kinetic and equilibrium relationships for the absorption and elution steps. The experimental data indicate a strong interdependence between variables. Solution retention time appears to be a major limiting variable in the absorption process, while resin residence time is the determining factor in the elution process. The columns system was efficient over a range of conditions, but close control was needed for optimum operation.

Mine planning for a new reserve is based on information obtained from exploratory coreholes. A critical component of an exploration program is the geotechnical evaluation. Poor assumptions about roof conditions greatly add to the risks of mining. Rock mechanics testing is central to a geotechnical exploration program. Typically, 3 to 5 uniaxial compressive strength (UCS) tests are made to characterize a particular roof unit at a given corehole. The average (mean) of these tests is taken as "The UCS" for that location. Isopach contour maps are then used to show spatial trends in roof strength. Two issues are raised by this traditional approach. The first is due to the large variability in UCS values that is typical even within a single unit from a single hole. The average UCS might be higher at Corehole A than it is at Corehole B, but the difference may not be statistically significant. The second issue is whether widely spaced coreholes can identify valid spatial trends in rock strength. The answer depends upon whether rock strength changes over distances that are longer or shorter than the corehole spacing. This is a classical geostatistical problem. While geostatics have been used to investigate many coal quality parameters, they have seldom been used to evaluate rock strength. This paper describes an extensive investigation of these issues conducted by the National Institute for Occupational Safety and Health (NIOSH) in collaboration with Peabody Energy. The study employed the Peabody Rock Mechanics Data Base which contains more than 10,000 individual test results. Data from four important roof units were subjected to statistical analysis: ? Brereton Limestone above the Herrin 6 seam (Illinois) ? Turner Mine Shale above the No. 9 Seam (Kentucky) ? Sandstone above the Eagle Coal (West Virginia) ? Shale above the Eagle Coal (West Virginia) The study did not find significant spatial trends in rock strength in any of the cases. Perhaps there are none, or perhaps the exploration coreholes were just too far apart to see them. These results have valuable implications for the design of geotechnical exploration programs.

Treatment of electric arc furnace (EAF) dusts has become an important issue from the viewpoint of the environmental protection and recycling of variable resources because these dusts contain considerable amount of zinc and lead. A new recovery process of these metals has been proposed, in which the metals in the dusts react with waste polyvinyl chloride to form metal chlorides. Therefore, it is important to clarify the physicochemical properties and behaviors of zinc, lead and those chlorides and oxychlorides. In the present study, the kinetics of chlorination of ZnO, PbO and ZnFe2O4 mainly contained in the EAF dusts were investigated at 1023 K to 1273 K with Ar-O2-Cl2 gas. Based on these results, the selective chlorination and evaporation process of zinc and lead from the mixture of Fe2O3-ZnFe2O4-ZnO-PbO was examined and the high efficiency of selectivity has been demonstrated.

High-purity lanthanum metal was prepared by electrolysis of La003 in a LaF3-LiF-BaF2 bath at 950° C. The requisite bath temperature for the deposition of molten metal was maintained by supplying the heat as current directly to the electrodes. A current efficiency of about 60 percent was obtained. The lanthanum nodules contained carbon and oxygen as major impurities. The total impurity content was from about 0.1 to 0.2 percent.

"All the typical applications of deep mixing rely on the good mechanical properties of the improved columns to strengthen or stiffen the ground for a number of geotechnical applications.This paper focuses on a completely different kind of deep mixing, carried out in order to obtain columns much softer than the surrounding soil. This kind of deep mixing, named Soft Deep Mixing (SDM), is introduced as an original means to tackle seismic risk, and can be convenient when the existing structure to be protected has a historic relevance that cannot be altered with structural modifications. The idea is that properly assembled layers made of partially overlapped SDM columns, with dynamic impedance much smaller than that of the surrounding soil, will filter and reflect most of the seismic energy.The paper presents the results of some 2D parametric numerical analyses aimed to investigate the seismic performance of this innovative approach. Simplified dynamic inputs (Ricker wavelets, having only one largely predominant frequency) were adopted to better understand the effect of signal frequency. The analyses show that the effectiveness of the soft grouted isolating barrier depends on soil and SDM geometrical, physical and mechanical properties, as well as on the frequency content of the seismic input.INTRODUCTIONPassive structural systems installed at the foundation level of existing buildings are a common solution to protect them against earthquakes. However, installation procedures are expensive and not always feasible, as for instance in the case of valuable buildings. As an alternative, ground improvement techniques can be used to modify ground properties, in order to mitigate the intensity of shaking at ground level. The propagation of shear waves in the ground can be modified by introducing a layer of artificially modified material, having a dynamic impedance (defined as n =p VS, where p is the material density and VS the velocity of shear waves) very different from that of the natural soil. Both very high or very low values of the dynamic impedance of the grouted soil (nt) can be effective in reducing the overall transmitted energy, with the difference that – for a given reduction of the transmitted energy - stiff grouted layers tend to filter the low frequency components of the amplitude spectrum without modifying in a significant way the high frequency components, while soft grouted layers have the opposite effect. Then, ideally the choice of the best grouting technique should be made considering the effects of the different frequency components on the building to be protected. These effects are detrimental for the structure when they are close to its natural frequency: high frequency components result into large structural loads on massive squat structures (high natural frequency), and low frequency components may be critical for tall and flexible structures (low natural frequency). Therefore, the typical procedure of stiffening the uppermost soil layers regardless of the kind of building to be protected is not necessarily beneficial, and for the case of squat structures soft grouting should be preferred. However, this procedure has not been taken into account yet in the engineering practice, and may pose static problems at ground level (i.e. excessive static settlements)."

G. W. Healy (union Carbide Metals Co.)-The author's paper is a useful contribution to the store of maps of chemical activities of oxides in multi-component slag systems. It is also a good example of the utility of the Gibbs-Schuhmann technique for calculating activities in a system where that of one of the components has been measured. This paper Koh and Caugherty. This plot is reproduced by alor in X-ray Metallography. Because of this nonlinearity, preparation cf suitable standards and/or correction for absorption and enhancement are essential in microanalysis. However, our objection is not the conclusion that Dr. Aaronson has arrived at nor the technique he has used; but only to the foot-note credited to V. Macres. The level of chromium that he was concerned with (less than 3 pet) is so low that the deviation of uncorrected Cr-curve will be negligible. Besides Dr. Aaronson has used chromium intensity from martensite and set it equal the bulk chromium content of the alloy. Using this chromium-intensity as a reference, he has calculated the amount of chromium in the ferrite. This amounts to the same as using an internal standard. Since the chromium content in austenite and ferrite are almost the same, enhancement due to iron in both will be the same and therefore does not need to be corrected. together with the author's recently published one1 on the CaO-FeO-Fezo3 system will be most helpful to others learning to apply Schuhmann's method, which merits a far wider application than it has received to date and should greatly aid our understanding of equilibria between metal and oxide phases. As shown by okcen" its use may even be extended to sections of systems with any number of oxides. I have some questions as to the selection of equilibrium constants made by Dr. Turkdogan. He has chosen one for the formation of Fe2O3 from FeO and oxygen which gives Fea3 activities 50 pct higher

TWENTY FIVE years of doing, finding, and encouraging others to do scientific research in' industry, and of organizing the machinery for the` smooth 'and effective conduct of such research, have left me with a feeling that so far as this branch of human activity is concerned the problems in 'essence are- not, materially 'different from those met elsewhere. Years ago, in a less mature period of life, I may have thought that the effective industrial research man was a being somewhat different from his fellow workers in adjacent 'fields, but I have long since 'changed my views. The rank and' file of the modern industrial research organization are relatively easy to find, though some¬times difficult to get in sufficient numbers. Mistakes in choosing them are not particularly serious to the or¬ganization, however unfortunate they may be for the misplaced individual who persists too long in the wrong environment. The reason for this is obvious from the fact that, taken by and large, the work of the rank and file is at best necessarily a work of detail done under guidance of the more experienced. In this respect the situation of the rank and file in an industrial research organization is not different from that class in any other group activity, whether concerned with industry, the university, or the church. This does not mean, however, that we are not all anxious to have the best possible material obtainable in the rank and file, or that we are indifferent to the utmost of encouragement and stimulation to its individual members.

IT is assumed that the word "college" for the present purpose signifies technical school or technical department of a college or university. About ten or fifteen years ago, and more recently in some instances the contact between the technical school and the industry, as represented by the operating companies, was very limited. The school made no effort to place its graduates in the industry and the graduate's first position was obtained by his own or his friends' efforts; the friend often was a professor. The industries, or the operating companies, seemingly had little interest in the training of the technical graduates they employed or in seeking to discover their personal characteristics and fitness for the work. In the public mind there was little relation between technical training and industry. Such training was in the field of education; industry was in the field of business; and the interrelationship was not a matter of common knowledge or concern.
