3.1 INTRODUCTION As heap leach precious metal projects become increasingly common in the United States, federal, state and local regulatory agencies are beginning to take a closer look at the short- and long-term environmental consequences of this recovery technology. From an operator's point of view, there is seemingly a confusing regulatory maze to be navigated and a plethora of permits and approvals to be obtained prior to commissioning a heap leach operation. The degree of difficulty associated with obtaining permits for a heap leach project depends largely upon the state in which the project is located. Permit acquisition is generally easiest in those states most familiar with heap leaching technology. For example, heap leaching is well understood in Nevada, and heap leach operations are relatively easy to permit, although permitting conditions in Nevada have recently become more stringent. However, many states are just beginning to become familiar with heap leach operations. Many of these states such as Idaho, Colorado, South Dakota, Oregon, Montana, Washington and South Carolina are in the process of drafting regulations and establishing guidelines for heap leach projects. In most cases, these regulations specify design and operating criteria as well as reclamation and decommissioning procedures. This chapter provides an overview of the regulatory and permitting aspects of heap leach operations. Permitting requirements for projects developed on federal land are discussed in detail. 'The state and local regulatory atmosphere and permitting requirements for various states are also presented. The chapter concludes with a generic permitting strategy. 3.2 KEY ENVIRONMENTAL CONCERNS The primary concern of most local, state, and federal regulatory agencies is the use, storage and transport of sodium cyanide (NaCn), and potential cyanide contamination of surface and groundwater resources. The toxicity of cyanide to people, fish and wildlife is also an important issue. Unfortunately, in the public eye, cyanide heap leaching has some emotional impacts similar to those associated with radioactivity and uranium mining. This perception and the general lack of understanding of cyanide can lead to unnecessary concern about cyanide contamination, further complicating the regulatory environment.

The work to be described was part of an exploratory research program directed toward identifying potentially useful but little known reactions in extractive metallurgy. In particular, the major copper sulfide minerals, as a group, have long been considered insoluble in nonoxidizing acids (e.g. Forward and Barren, 1J60; Parsons and Ingraham, 1970; Peters et al. 1972). This generalization was considered to include nonoxidizing conditions in warm aqueous MC1 solutions (Ingraham et al. 1972) and, indeed, was consistent with our own chemical and mineralogical experience. On the other hand, under hydrothermal conditions, copper and sulfide species are carried in solution and deposited as sulfides in mineralized veins. The question that poses itself is: what are the mildest conditions of temperature and fluid composition under which commercially important copper sulfide minerals can be solubilized in the absence of an oxidizing agent? A reference to H2S formation during oxygen-sulfuric acid pressure leaching (Warren, 1958) of chalcopyrite, when the oxygen partial pressure was allowed to fall, provided a clue. In the present study, experimentation with chalcopyrite concentrate in dilute hydrochloric acid, under re flux conditions (in Pyrex flasks) and with an inert purge gas, revealed substantial amounts of H2S production and iron solubilization, cite negligible copper solubilization, after 2 ½ -4 days. Under comparable conditions the extent of reaction with dilute sulfuric, acetic and phosphoric acids was markedly less.

An approximate expression is obtained for the energy of a closed dislocation loop in equi1ibriu)n with a constant net stress. The result obtained is valid for loops in isotropic or anisotropzc materials provided that they are suJficiently large that the energy per unit length of a segment of the loop can be approximated by that of an infinite straight dislocation tangent to the loop. It is shown that this approximation leads to very close agreement with a more rigorous calculation of the elastic energy of a circular glide loop. The Gibbs-Wulff Form, GWF, of a dislocation is the closed planar loop which has the smallest elastic self-energy of all possible loops having the same Burgers vector and enclosing a fixed area, A.' The energy of such a loop is related to the net resolved shear stress* required to expand the loop and to the stress required to activate a Frank-Read source.223 In the following sectiorls the problem of determining the form of the GWF is discussed and an approximate method for calculating its elastic self-energy is presented. It is demonstrated that the approximations employed lead to no serious errors when applied to a calculation of the elastic energy of a circular glide loop. This method is then used to obtain a closed form expression for the energy of GWFs in isotropic and anisotropic materials. THEORY Burton, Frank, and cabrera4 have proved that the relationship of the equilibrium shape of a two-dimensional array of atoms under the influence of the Gibbs free energy associated with unit length of its boundary, G(O), is that the polar plot of G(0) vs 0 is proportional to the pedal of the GWF.* The angle 0 is measured "The pedal of the polar graph ofG(0) vs0 is the envelope of tangents to the eraph.relative to some crystallographic reference direction. The difficulty in applying this result to a closed dislocation loop arises from the self-interaction of the loop. For a dislocation the energy analogous to G(0) is a function of the total configurati~n.~ Consequently the relation which determines the GWF is an integro-differential equation rather than the simple differen- tial equation which results when G(8) is a function of 0 alone. Mitchell and smialek3 and Brown~ have used the self-stress concept introduced by ~rown' to calculate the shapes of dislocations in equilibrium with an applied stress. In this approach the glide force on an element of the dislocation loop due to the interaction of the element with the rest of the loop is equated to the glide force exerted by the local applied stress. The shape of the loop is then adjusted so that the two forces above are equal at all points on the loop. It is possible to calculate the energies of such loops by noting that, for equilibrium with an applied stress, the energy is equal to pijbiAj (summation convention) where bi is the Burgers vector, p.. is the local net stress tensor, and Ai is a vector directed perpendicular to the plane of thd loop with magnitude equal to the area of the loop. Also Brown' has calculated the energy of a hypothetical polygonal GWF using the above technique and anisotropic elasticity. However, his indicated solution for the energy in the general case of an arbitrary GWF is only slightly less involved than an iterative solution of the integrodifferential equation referred to earlier. In the present work the approximation employed by DeWit and Koehler' is used to calculate the energy of a closed loop in equilibrium with an applied stress. That is, the energy of a loop segment, ds, is approximated by the product of ds and the energy per unit length of an infinite, straight dislocation in a cylinder coaxial with the tangent to the loop at the angular position of the segment. This is known as the "line tension" approximation. The inner cutoff radius of the elastic solution defines the core radius, while the outer cutoff radius is determined by some characteristic dimension of the loop. Actually, both of these radii vary with the edge-screw character of the segment. The effective core radius changes because of the orientation dependence of the Peierls width of a dislocation,8 and the outer radius should be the radial distance from the circumference of the loop to the center of symmetry of the area enclosed by the loop.g However, since the energy varies logarithmically with the ratio of these radii while depending directly on the effective elastic constants, only the effect of the latter is considered. This approximation also neglects the self-interaction of the loop segments. For small loops this will doubtless be extremely important, but for large glide loops produced by plastic deformation the self-interaction is not nearly so important in determining the energy of the loop. This point is illustrated by the following calculation of the energy of a circular loop. Consider a circular loop of radius R which lies in the XI - x, plane of an infinite isotropic continuum and whose Burgers vector makes an angle $ with xs. The paper presents a discussion on the axial capacity of deep foundation elements bearing in the Yorktown formation in the southeastern region of Virginia. The fossiliferous marine soils of Tertiary age Yorktown formation typically consist of silty/clayey Sand or sandy Silt/Clay with varying amounts of shell fragments. The Yorktown formation is generally divided into Upper and Lower Yorktown layers depending on the shell content and the percent fines. Results of multiple load tests performed by Jacobs Engineering on auger cast piles as part of water and wastewater treatment plant expansion projects in southeastern region of Virginia are presented in this paper. The paper describes the subsurface investigation methods used to study the existing subsurface conditions and the design methodologies followed to estimate the axial capacity of the auger cast piles. The paper provides details regarding installation of test piles, instrumentation, load testing procedure, and interpretation of test results. The paper presents a comparison between the various methods of estimating axial capacity of auger cast piles based on the SPT-N values, the empirical methods for the Yorktown formation and the load test information. The paper distinguishes the side resistance values obtained within the upper and lower Yorktown formations. The paper compares the various design methods to the multiple load test results and recommends a design modification that is closer to the load test results.

SHERRITT GORDON Mines Limited annually produce 300,-000 pounds of pure cobalt by processing a nickel-cobalt-copper-iron sulphide ore which is mined at Lynn Lake, Manitoba. The ore (containing 0.04 per cent Co) is •concentrated to give a concentrate containing l 1-12 per cent nickel, about 2.0 per cent .copper, and 0.25-0.35 per cent cobalt, which is treated at the Refinery in Fort Saskatchewan, Alberta. The concentrate is leached in an ammoniacal solution of ammonium sulphate using compressed air as the oxidant. After filtration the leach solution contains, besides nickel and cobalt, copper ammines, sulpharnates and salts of various thionic acids. The copper is removed by precipitation as sulphide and the sulphur compounds converted to ammonium sulphate by a combined oxidation and hydrolysis treatment. The purified solution •Containing about 45 gpl of nickel and 1 gpl of cobalt is treated with gaseous hydrogen under pressure at 350°F to precipitate metallic nickel powder, the precipitation 'being terminated when the nickel content of the solution is about 0.8-1 gpl. Selective leach analytical techniques applied to surface geochemical samples in the search for deeply buried mineral resources gained popularity in the late 1990s. Several commercial assay laboratories introduced their own selective leach methods, adding to the few established commercial methods at that time. Many of these laboratories promoted their methods with orientation data showing favorable responses to both precious and base metal mineralisation, concealed beneath extensive thicknesses of overburden. However, many explorationists remain confused about the utility of these geochemical methods. This confusion is due primarily to the lack of objective orientation surveys over significant mineralisation, comparing all commercially available selective leach methods and to the lack of a creditable theory explaining the formation of these selective leach anomalies. An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. An orientation survey was designed to fill the first void û an objective survey over significant mineralisation. With the help of 17 mining companies and assay laboratories, an orientation survey was conducted over five significant covered gold deposits in Nevada, USA , representing over ten million ounces of gold. Hopefully the results of this survey will help provide fuel for those working on the second void û a theory to adequately explain the formation of these selective leach anomalies.

The Fortescue Metals Group story began in 2003 with a vision to establish an infrastructure project that would connect the stranded iron ore deposits of the Pilbara region of Western Australia with the steel mills of Asia. Following exploration successes in the Chichester Ranges using their new exploration model, Fortescue established significant iron ore resources at Cloudbreak and Christmas Creek during 2004 and 2005. By May 2006 the definitive feasibility study for mine, rail and port was completed, many of the key government approvals had been obtained, product development and market acceptance were complete and 1.07 Bt of total proved plus probable iron ore reserves were defined to support a 20 year mine life from the Cloudbreak and Christmas Creek deposits. Project construction commenced in September 2006 following a successful $3.2 billion capital raising. By April 2008, the mine and processing plant at Cloudbreak were completed along with the Herb Elliott port facility at Port Hedland and 256 km of heavy haul railroad linking the mine with the port. Mining of overburden commenced at Cloudbreak in late 2007 and by 15 May 2008 the first shipment of iron ore had departed for China. In the first 12 months of operation total shipments amounted to 24.6 M wet metric tonnes with weighted mean composition of 58.9 per cent Fe (64.4 per cent Fe calcined), 4.3 per cent SiO2, 2.0 per cent Al2O3 and 0.047 per cent P. Exactly 3.5 years between the Cloudbreak discovery hole and commercial production. The project success depended on many technical breakthroughs including a new exploration model, application of the surface miner as the main mining production unit, design of a new marketable fines product called æRocket FinesÆ, a highly efficient ædesandÆ flow sheet for upgrading of 2.4 per cent alumina run-of-mine to 1.9 per cent alumina Rocket Fines, 40 t axle loads for the heavy haul railway and a high capacity-highly automated port facility.

The restoration of surface mining landscapes requires the (re)creation of ecosystems. In Lusatia (eastern Germany), large-scale open-cast lignite mining operations generated spoil dumps widely consisting of acidified, phytotoxic substrates. Amelioration and rehabilitation measures have been developed and applied to these substrates since the 1950s. However, it is still not clear whether these approaches are sustainable. This paper reports on collaborative research work into the ecological potential of forest ecosystem development on typical minesites in the Lusatian lignite district. At first sight, pine stands on minesites along a chronosequence comprising about 35 years did not show differences when compared with stands on non-mined sites of the general region. Furthermore, with some modification, conceptual models for flora and fauna succession in forest stands on non-mined sites seem to be applicable, at least for the early stages of forest ecosystem development. For example, soil organism abundance and activity at minesites had already reached levels typical of non-mined sites after about 20-30 years. In contrast, mine soils are very different from non-mined soils of the test region. Chemically, mine soil development is dominated by processes originating from pyrite oxidation. Geogenic, i.e. lignitic, soil organic carbon was shown to substitute for some functions of pedogenic soil organic matter. Rooting was hampered but not completely impeded in strongly acidified soil compartments. Roots and mycorrhizae are apparently able to make use of the characteristic heterogeneity of young mine soils. Considering these recent results and the knowledge accumulated during more than 30 years of research on minesite rehabilitation internationally, it can be stated that minesite restoration might be used as an ideal case study for forest ecosystem development starting at "point zero" on "terra nova".

No presente trabalho, diferentes alternativas de desenho de lança e bicos e arranjos desses no interior do EOF são desenvolvidos a interação do jato supersônico com o ambiente do banho metálico foi caracterizada. Para o EOF, o objetivo foi determinar a melhor combinação de variação de injetores e vazões para alcançar o menor tempo de mistura, estabelecendo um novo padrão operacional. Os injetores tiveram pouca relevância no tempo de mistura. Ventaneiras e lanças supersônicas apresentaram os menores tempos de mistura. A lanças supersônicas tem influência nos mecanismos de movimento do banho e projeção de material líquido no EOF, enquanto as ventaneiras afetam o movimento do banho.

El presente texto señala el proceso de mineralización del yacimiento metálico de Algamarca en Cajamarca a través de la descripción de la singularidad de sus características geológicas. De acuerdo a ello, se corta una inclinal de cuarcita de la formación Chimú del Cretáceo inferior, cuyo eje tiene un rumbo NW concordante al eje del anticlinal. Asimismo, el intrusivo Caupur es el causante de la mineralización de las vetas de Algamarca, las cuales resultaron por fuerza de compresión perpendicular al eje del anticlinal, formando algunas vetas dextrales y sinestrales, así como vetas de tensión perpendiculares al eje anticlinal. En este sentido, las vetas son angostas (O.la 0.3 m)peroricas en plata y su distribución se da en forma de arco de cada veta.

"Improving comminution efficiencies with better machine geometries and motions, improved nip angles, rock movement control, and voids regulation among rocks are some of the next steps to better machine performance. Recent gains (~30%) using high pressure grinding rolls (HPGRS) and vertical roller mills, in theory and practice, are based on Prof. Klaus Schönert’s academic studies (1979–1996) on rock breakage physics. More recently, University of British Columbia Prof. Bern Klein’s studies (2006–present) via the Ph.D. thesis of Z. Davaanyam (2015) further validate theory with practice from laboratory measurements used in this paper.They demonstrated ideal rock compression breakage, within HPGR and vertical roller mill machines using a piston-die apparatus. Similar rock size range is used. The piston-die confine rock breakage behavior. However, these studies do not extend to larger rocks (> 75 mm), and do not demonstrate the influence of rock voids among bifurcation of rocks during comminution. Further, machines fed with larger rock sizes, such as gyratory, jaw, and cone crushers, are not designed or evaluated for geometry nip angle efficiency.Herein we illustrate a performance gain of a new comminution machine, the conjugate anvil-hammer mill (CAHM), first presented at SAG 2011 (Nordell, 2012). The CAHM machine digests rock sizes 400% larger than HPGR, improves rock grip/nip geometry, better improves rock voids, improves surface wear life > 500%, and improves rock containment and slippage during compression. In all, the CAHM machine shows 22 potential improvements over the HPGR. Most importantly, CAHM shows a 50% kWh/ton improvement compared to the HPGR. Our studies use an advanced Discrete Element Method (DEM) computer program called ROCKY. ROCKY simulates moving boundaries, surface wear mechanics, and incorporates rock breakage physics based on the fundamentals of JKMRC T10 protocol [×] with tuned A × b breakage parameters.We calibrate rock breakage in our DEM code to mimicking both UBC laboratory piston-die and HPGR comminution measurements. We then model CAHM with these known ore and machine properties. Differences are illustrated using DEM techniques on each machine, including key points of when each: use geometry; initiate bifurcation breakage; provide a map of particle size distribution by location; illustrate the importance of controlling voids to minimize agglomeration after breakage; machine performance limits; and kWh/ton benefit."

"Magnesium-bearing salts occur in the Zechstein Basin in the north eastern part of the Netherlands at a depth of 1500m to 2500 m.Exploration results justified the exploitation of these salts by means of solution mining for the production of refractory grade magnesium- oxide. This paper discusses design criteria, operation parameters, and methods used for magnesium chloride solution mining by Noordelijke Zoutwinning B. V. (NOZO), an operating company of Billiton International Metals B. V.A unique variation of widely used solution mining techniques has been developed for mining the complex Veendam salt deposit. NOZO extracts salt through deviated wells with a set of parallel, suspended tubings. Cavern fluid pressure is maintained close to that of overburden rock. These special design features provide an answer for the complex characteristics of the minerals, halite, carnallite, bischofite and kieserite, from which a solution rich in magnesium is generated. Dissolution chemistry and rock mechanical behaviour of these salts are unlike those of rock salt. Throughout a few years, NOZO demonstrated adequate process control while they continue improving the operation.IntroductionBilliton, a wholly owned company of the Royal Dutch /Shell Group of Companies, is active in metal exploration, mining, processing, and trading, mainly in the non-ferrous sector.Since 1972 Billiton has been active with solution mining magnesium salts in the northeastern part of the Netherlands, in the Province of Groningen, near the city of Veendam . Solution mining techniques were developed in conjunction with the ""Koninklijke/Shell Laboratorium Amsterdam"" (KSLA) and the ""Koninklijke/Shell Exploration and Production Laboratorium"" (KSEPL), Rijswijk. The company's objective is to produce magnesia sinter (MgO) from magnesium-chloride brine (MgClz) and de-carbonated dolomite (CaO.MgO). The magnesia produced serves as base material for the manufacturing of refractory bricks, used for furnace linings in the steel industry."

The effects of several additives upon the reduction characteristics of hydrogen-reduced ferrous formate are described. The various additives inhibit sintering of the reduced iron particles by apparently different mechanisms. The magnetic properties of the low density compacts produced from the resulting ultra-fine iron powders were improved markedly. THE permanent magnetic characteristics of ultra-fine iron powder prepared by various means have been a subject of considerable interest and experimentation in the past few years. When such particles are small enough to show single domain behavior, they possess' 1—permanent saturation magnetization, and 2—high coercive force. In the absence of domain boundaries, the only magnetization changes in a particle occur through spin rotation which is opposed by relatively large anisotropy forces. With decreasing particle size, the coercive force tends to increase to a maximum and then decrease because of the instability in magnetization associated with thermal fluctuations. Kittel' has calculated the critical diameter at which a spherical particle of iron can no longer sustain domain boundaries or walls to be approximately 1.5x10-' cm. Stoner and Wohlfarthr in England and Neel4,6 in France have shown from purely theoretical calculations that the high coercive force expected from single domain particles is dependent upon crystal anisotropy, shape anisotropy, or strain anisotropy contributions. Further work by Weil, Bertaut,' and many others has contributed much to the understanding of fine particle theory. Neel and Meikeljohn" have demonstrated that a decrease in particle size below a critical value of approximately 160A leads to a quite rapid decrease in coercive force because of the prevention of stable magnetization by thermal agitation. Lih1, working with powders prepared by the reduction of formate and oxalate salts of iron, has shown the marked influence of powder purity upon magnetic properties. Maximum coercive force was obtained in powders of approximately 65 pct metallic iron content while the maximum energy product, (BxH) occurred in powders of 85 pct metallic iron content. Careful consideration of the preceding theoretical considerations and experimental results has led to the manufacture of permanent magnets from ultra-fine ferromagnetic powders by powder metallurgy techniques. Such work has been done by Dean and Davis," the Ugine Co. of France, and Kopelman." The aforementioned work of Kopelman and the Ugine Co. was concerned somewhat with the effect of various additives upon the properties of hydrogen-reduced ferrous formate. Virtually no work, however, has been published on the effects of additives on the reduction rates of metal formates, although unpublished work by Ananthanarayanan16 howed promise of improved energy product in ultra-fine iron compacts prepared by the hydrogen reduction of a coprecipitated mixture of magnesium and ferrous formate. After consideration of the preceding information, it was hoped that a better balance between the metallic iron content and particle size of the reduced iron powder could be accomplished by a prevention of the attendant sintering of the partially reduced iron powder during the reduction reaction. It appeared possible that magnesium oxide might interpose a mechanical barrier between adjacent iron particles and prevent their sintering together, while metallic cadmium and metallic tin would interpose a liquid barrier which might accomplish the same purpose. The degree to which these materials were effective in accomplishing the foregoing objective and the experimental details associated with the work are reported in the following sections of this paper. Experimental Procedure Preparation of Formate and Oxide Mixtures: To obtain ferrous formate of reproducible reduction characteristics, a slight modification' was made in the technique of Fraioli and Rhoda." A supersaturated solution of ferrous formate was mixed with an equal volume of 95 pct ethyl alcohol and the formate crystals precipitated by stirring and screened to —325 mesh. These crystals were in the shape of elongated hexagons, approximately 4x10 micron in dimension. Various preparations of such ferrous formate, designated as lot 111, were reduced for 2 hr, yielding ultra-fine iron particles of exceedingly reproducible size, metallic iron content, and magnetic properties. The magnesium and cadmium formates were prepared by the reaction of dilute formic acid with their respective carbonates, while the tin formate was prepared by the reaction of dilute formic acid with stannous hydroxide. To evaluate the effect of metallic formate additives in intimate mixture with the ferrous formate, varying amounts of magnesium, cadmium, and tin formates were coprecipitated with the latter. The chemical oxidation kinetics of sphalerite by Fe(III) was studied at various temperatures and size fractions in sulphate media. The kinetics of Zn extraction followed a pore diffusion control mechanism with an apparent activation energy of 54-58 kJ mole. This figure, although high for a pore diffusion control process, is consistent with other studies carried out in sulphate media. An empirical statistical model, relating the extraction time to % Zn extraction, average particle size and temperature, is described by log 1 = 12.22 - 0.017% Ext. - 1.76 log D Av t - 2954 T Parallel studies were also carried out investigating the biological oxidation of sphalerite utilizing the acidophilic autotrophic bacterium Thiobacillus Ferroxidans. The effect of such kinetic parameters as pulp density, particle size and Fe(III) on bacterial growth rate and consequently zinc extraction rate, were studied and where appropriate, optimum conditions for bacterial growth were specified. Based on the results of chemical and biological leaching studies, it was apparent that rapid zinc extraction from sphalerite was predominently due to oxidation by Fe(III). The biological oxidation process catalyses the oxidation and regeneration of Fe(III). The proposed combined chemical-biological leach system was simulated in semi continuous fashion. In the year 1820 a commission, assisted by Sr. C. Fernando de Ainada, was appointed by Sr. Jose Ramon Mila de la Roca to report on the condition of the mining region of Parral, in the State of Chihuahua, Mexico, where in recent years the mines of Batopilas have reached an important development under American management. The object of the inquiry was to provide Sr. De la Roca with facts to support a project for reopening mines that two centuries before had produced a large amount of silver. Although this plan failed, many facts of interest in the history of the mines were presented.. Much of the report dealt with questions that had only local application or were restricted to the conditions of labor and equipment in the opening of the nineteenth century. The historical part is presented in the following paragraphs: Abstract of the Report. Notwithstanding the difficulty of forming a just estimate of the system of mines in this mineral group in the valley of Senor Sail Jose del Parral without an examination of each of them, that which we shall say in a general way will suffice to convey an idea of their value and of the urgent necessity of reopening them. If this is undertaken, we believe the results will be of the highest consequence to the Republic, as well as to this immediate locality. The group of the Villa del Parral covers the mineral territory in which the village of that name was located. Its moantains contain large metallic veins, from which, as from the trunk of a tree, depend others much more slender, locally called ,fibras, crossing and interlacing each other in many directions. Ten Council meetings were held during the year with an average attendance of eighteen and the standing committees held forty-six meetings. FINANCE The annual accounts, which are attached to this report, show an excess of income over expenditure of R5 051 compared with an excess of expenditure over income last year of R4 608. This major reversal of fortunes is due in the first instance, of course, to the increased subscriptions. There were, however, other important contributors, particularly sales of the Proceedings of the Symposium on Open Pit Mining and profits on the operation of symposia and colloquia. It would appear from a study of the accounts that there has been a substantial drop in expenditure on secretarial fees. In actual fact, however, our total expenditure on secretarial fees was higher. A portion of this expenditure was charged against the administration of the Symposium on Open Pit Mining and, in addition, the charge against the Journal accounts for secretarial fees was increased. It will be recalled that in last year's annual report it was mentioned that subsequent to the new arrangement for publication of the Journal, the expected improvement in the finances of the Journal had been slow in materialising. After a total period of 18 months there was still no sign of improvement and it was accordingly decided to end the arrangement. As a result, the drain on the finances of the Institute was considerably lessened in the second half of the year. During the course of the year Council became concerned about the rapid depletion of our accumulated funds and gave careful and detailed attention to all aspects of the Institute's financial affairs. Particular attention was given to: 1. The fact that the Institute does not have a solid financial backing and must appeal for funds every time any special event such as a symposium is held. 2. The responsibilities of the Institute to the profession and the community, with particular reference to the desirability of establishing Institute bursaries and participating in other educational activities. 3. The rapidly rising cost of living. 4. The immediate financial position of the Institute. 5. The rapidly increasing cost of publishing the Journal due to the increasing number of papers available. In the meantime the immediate financial position of the Institute has improved but as this is due largely to non-recurring or irregular items of revenue, it should not be given undue weight. After careful consideration it was decided that an appeal should be made to industry for financial assistance, which would be used to cover the cost of symposia and other unusual expenditure and also, if possible, to build up the capital resources of the Institute so that there is a solid foundation for the future. Before appealing to industry, Council wished to be quite certain that there could be no criticism of the Institute for not having done our best in a personal capacity. Furthermore, Council examined many comparative statistics, including those circulated to members, which showed that, while expenditure per member has risen at an average annual rate of 7,5% over the last fifteen years, subscription revenue per member has risen at only 3,4% per annum. It was with this background that your Council decided to raise the subscriptions. Initial approaches have been made to the big mining groups and there has been a very generous response, although the details of how financial assistance will be provided have not yet been worked out. It seems likely that some form of affiliated company membership will be the most suitable method of achieving this. When these details have been fixed, it is the intention to extend the appeal to all corners of the mining industry as well as manufacturing and metallurgical industries. It is believed that these measures will ensure that the finances of the Institute are placed on a firm foundation on which the expanding activities can be planned. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R73 and the total fund was, therefore, increased by this amount to R4 411. The balance sheet shows that the market value of quoted shares and debentures increased during the year fron R6 540 to R9 160. The market value is now almost exactly the same as the book value. Accumulated funds now amount to R23 010 compared with R17 959 a year ago.

Any discussion of outside support to Latin American mineral industries must concede at once the pre-eminent role of U. S. industry and business. American capital has developed the great copper resources of Chile and Peru, the lead-zinc of Peru and Mexico, the bauxite of Surinam and Jamaica, the petroleum and iron ore of Venezuela. American consumers have provided the market for their products. U. S. companies operating south of the border have trained Latin American geologists, engineers, chemists, and skilled labor-including metal, mineral, and fuel technicians-to new and greater competence. The industrial demands of World War II drastically altered world economics and concepts of U. S. foreign mineral requirements. In this country discovery of vital mineral resources fell far behind the alarming depletion rates, and there was new appreciation of the actual and potential importance of the world's less extensively explored areas. During the war and afterward, the task of supplying the nation's mineral requirements became greater than private industry could carry alone, and the Government assumed a position of continuing support.
