GEORGE WEINMAN: Our next speaker is Steve Garcia, operations vice president and general manager of mining at IMC-Agrico, Florida. Steve was born in Lakeland, Florida, to an IMC mining family. He has 17 years with IMC-Agrico and Freeport companies, including assignments in North Carolina, Nevada, Arkansas, and Indonesia. His work within the industry includes technical and operating positions including chief metallurgist, drying superintendent, and mines operations manager at Pane Creek. Other experiences include design of a grassroots phosphate facility in North Carolina; construction and start-up of a gold facility near Elko, Nevada; work in the Blytheville, Arkansas, ammonia urea facility; and three years managing engineering, construction, and support services in Irian Jaya, Indonesia. Steve's presentation is "Evaluation and Standardization of Multiple Slurry Pumping Systems."

ANY mechanism, either natural or artificial, for regulating the func-tioning of a given unit in the general economy must operate toward the maintenance of equilibrium if it is to survive. The petroleum industry, concerned as it is with the production of a natural resource of specialized character, is surrounded not only by the economic factors common to other industries but by an extra set of unique elements centering about the fugitive character of crude petroleum under conditions of competitive development. The term equilibrium, therefore, so far as the oil business concerned, involves a combination of economic and physical factors: the first set having to do with supply, demand, costs, profit margins, purchasing power, and the like; and the second, with underground pres-sures in oil pools, efficient rates of extraction, and all other aspects of engineering that may be summarized by the familiar term "conserva-tion." The two categories, in fact, are not as clearly divided as the foregoing statement would imply, for in practice it will be found that the economic and physical aspects have a pervasive interaction and interrelationship. If the development of the petroleum industry in the United States is examined from its inception in 1859 down to the present, it will be found that, beginning about 11 years ago, a new mechanism for regulating the production of crude petroleum made its appearance. Prior to this recent period, the production of this raw material was determined by competitive forces operating without outside restraints. At present the output of crude oil is subjected to supervision by regulatory bodies in most of the oil-producing states, which impose upon the operators certain conditions having to do with the manner and rates of production. Thus, in the space of a decade, the mechanism for producing crude oil has changed from an automatic to a designed procedure called proration. And in its short history this method has been marked by a rapid evolution in its nature and incidence, with progressive changes still under way.

Several solid sorbents were compared for their effectiveness in removing sulfur dioxide from flue gases. The materials were tested for the rate of sorption and capacity at about 300° C, and rate of regeneration around 700° C in thin beds and in 4-inch-diameter fluidized beds. Rates of material loss were also estimated. The sorbents tested included three samples of alkalized alumina, two samples of sodium carbonate-impregnated alumina, and one proprietary sample of porous silica impregnated with copper and iron compounds. The results showed that all the alkalized aluminas had good sorption capacities and rates, required high temperature regeneration, and suffered excessive material loss; the sodium carbonate-impregnated aluminas (1) had high sorption rates but barely adequate capacities, (2) required high temperature regeneration, and (3) suffered excessive material losses; and the copper-iron impregnated silica suffered only slight material loss and could be regenerated at a relatively low temperature, but the sorption rate and capacity were too small. None of the sorbents met all the arbitrary performance criteria that follow: sorption rate constant of 1 min-1, sorption capacity of 0.1 g sulfur per g sorbent, regeneration rate constant of about 0.075 min-1 at a reasonable temperature, less than 0.07 pct per hour material loss during operation, and a chemical life of 500 cycles.

Vibratory drivers have been used since the 1930s to drive and extract piles. Vibratory pile drivers have the capability of significantly decreasing pile installation time, especially in granular type soils. However, they have not been widely accepted because of the uncertainty in estimating the bearing capacity of the driven pile. When driving bearing piles, the industry standard method for obtaining load carrying capacity of a pile installed with a vibratory driver is to redrive with an impact hammer. The advantage of improved productivity is lost with the redrive procedure. Currently, there is no other method to predict the capacity of these bearing piles installed with a vibratory driver. The Naval Civil Engineering Laboratory (NCEL) is making progress towards being able to estimate the bearing capacity of these piles. This paper describes field testing and corresponding analytical modeling of the vibratory driver-pile-soil system. The following sections describe the development of the numerical model and techniques for collecting field data. A discussion of the prediction of the pile driving process based on field test data is followed by suggestions as to the additional work that should be done to further verify the model to a point where it can be used with confidence.

Methane emission from two surface gob-degasification boreholes was measured by the Bureau of Mines. The investigation took place during mining of a 3,200-foot longwall panel in the Lower Kittanning coalbed in central Pennsylvania. The first hole was 500 feet from the start of mining, and the second hole was 2,200 feet. The first hole went on natural draft as soon as the longwall face passed it. This caused the methane flow in the return entries to drop 75 pct. In the 6 months required to complete the panel, the two holes emitted 69 MMcf of methane in varying percentages of concentration in air. In 3 years, the holes emitted a total of 150 MMcf of methane.

Discussion of the paper of C. W. WASHBURNE, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 93,. September, 1914, pp. 2365 to 2378. ROSWELL H. JOHNSON, Pittsburgh, Pa.-It seems to me rather important to bear in mind one thing which is sometimes lost sight of, that the marine sedimentary rocks are laid down in water. We have to start with an initial charge of water. That being so, and the surface tension between the water and the -oil being as slight as it is, as referred to by Mr. Washburne,. the phenomena of capillarity are bound to be most important as between the liquid surface and the gas surface. So far as the liquid-gas surface is concerned, capillarity, in my opinion, is of the utmost importance, and it seems to me this paper of Mr. Washburne's is of great value to us for that reason. Starting out as we have, with our attention concentrated upon gravitational sorting, we have had to wait for the discussion of movement furnished by Munn, and this discussion of capillarity by Washburne, for a more balanced view of the situation. It seems to me that in the accumulation of oil and gas we have a problem of the interworking of gravitational sorting, capillarity, viscosity, immiscibility, and movement. All five things seem to me to be important. I would have expected Mr. Washburne to have given a fuller treatment of the relation of movement to capillarity. In my own experiments I find that gravitation and capillarity alone seem remarkably impotent when everything is at rest, but if I furnish a little movement, gravitation and capillarity step in and accomplish a great many results that one would not expect. Take a horizontal tube and fill a portion at the middle with an ordinary sand saturated with oil, and then put water and sand in each end, and the tube may remain at rest a very long time without that oil distributing itself along the top of the tube. But with a little motion that oil will gradually work up to the upper side. So gravitation and capillarity alone are rather impotent unless they get this element of movement. It would not be necessary to have very extensive movement, but some degree of movement is essential. Now if natural gas, in addition to the method of origin by the action of bacteria on organic matter in mud, may also arise by pressure at great depth, as the overburden is added, a great deal of motion may result. I think more motion is produced in this way than by the descent of meteoric waters.

I have spent most of the past thirty-five years working as an economic geologist in the area of exploration and development of base and precious metals. Most of this period has been as an employee of Trans-National-Corporations (TNC's). I presently act as a consulting geologist to a joint venture company, bringing together two such TNC's: Anglo American' Corporation and affiliated companies De Beers (Diamonds) and Minorco (Metals mining outside of Southern Africa), and Normandy Mining Limited of Australia. Normandy is presently through its gold arm PosGold, Australia's largest gold miner and Anglo American can claim to be the world's largest gold company producing over 280 tonnes of gold a year, more than twice its nearest rival Gold Fields of South Africa. In addressing this topic, the role that Government can, and should play in mineral development, I will be drawing heavily on some examples from these and other TNC's experience in recent offshore mining Investment.

With the aid of the advanced electronic devices and micro-processors, the quality control of deep foundations can be carried out by Non-Destructive Tests (NDT). Three methods are presented here: the Sonic Logging, Vibration and Stress Wave Analysis Methods. The principles, equipments used, testing procedures and applications are fully described. The correlation of these methods with the conventional tests (mechanical coring and loading test) are studied to give a better understanding of the methods. Several case histories with the test results obtained from a number of sites in Hong Kong and overseas are discussed to show how the pile quality can be examined and especially, how to confirm the effectiveness of remedial works on a defective pile. Recommendation on the percentage of piles to be tested are given at the end of the paper by using statistical method.

THE British Industrial Fatigue Research Board has issued its annual report covering the year 1925, and a nine-page review of it, by George E. Shepard, was published in this country in the November, 1926, Bulletin of the Society of Industrial Engineers. The report gives results of three different investigations, all of which indicate that rest-pauses, where the spells .of work are 41/2 hr. long or more, not only increase the contentment of the workers, but often bring about an increase in output. A report on the physiology of ventilation is about to be published, and one on the theory of ventilation has been issued. These seem to add but little to the work being done in this country by the Bureau of Mines and the American Society of Heating and Ventilating Engineers. Other studies made are on atmospheric conditions in cotton weaving, on lighting in composing rooms, on repetitive work, the teaching of muscular skill, the energy expenditure in heavy work, the metabolic processes involved in violent exercise, the relation between oxygen intake and lactic acid in the blood, and fatigue in localized groups of muscles. Most of this material is intended for advanced workers in these fields, but will be of interest to engineers who desire to keep up with cur-rent progress in the determination of the facts involved in fatigue resulting from industrial work.

This paper is based on an undergraduate research project undertaken for the explosives emphasis in the UMR mining engineering degree program by the first author. The purpose of the selected research topic was to investigate the impact sensitivity of commercial detonators to determine their relative safety for handling and how much abuse they can take without accidentally firing. A modified BAM tester was used for the investigation. Both electric and non electric detonators were impacted at incremental positions along their length to determine the relative effect of their various components. Repeat impact tests were also conducted to see how a damaged cap would react to repeated abuse. The results indicate that it takes a significant amount of impact energy to initiate commercial detonators. They also indicate that repeated abuse can increase sensitivity. Modern commercial detonators appear to be relatively insensitive to impact (an order of magnitude above RDX in the standard BAM test) and this is mainly due to their construction. This explains why damaged caps with exposed powder are more sensitive. Their measured insensitivity correlates with rough handling not being a major cause of blasting accidents.

The practical study of corrosion requires consideration of its economic aspects. It must be based on sound scientific principles, but it should be borne in mind that probably the most important object of a corrosion test is to determine what metal in corrosion-resisting construction will produce the greatest operating profit. Thus the corrosion test must be directly connected with money values or it is not a practical corrosion test. This, perhaps unusual, connection between corrosion and economics is partially due to the fact that corrosion deals only with the time factor or duration of equipment, and it is almost the only test which deals with this feature. In these statements a departure is made from the academic definition of the word corrosion and it is done deliberately. The use of the term corrosion is unusual. It is as though we spoke of a tensile test as a "breaking" test. We are not interested primarily in the break but in the strength of the metal. There is no English word which expresses our main interest in corrosion-testing, but let us have clearly in mind that we make corrosion tests to prevent corrosion. Our real interest is in this corrosion-prevention, not in the corrosion. Previous to 1922, it was common comment that "it is impossible to determine the course of corrosion by laboratory testing.'' This statement was true at that time in that the technique of laboratory testing for corrosion resistance was so vague that tests in the laboratory gave untrue results almost as often as true ones. This was so, even in the simple case of determining which one of two metals better resists a given solution. While this is no longer true the number of misleading "corrosion tests" still being ground out by laboratories is too large in the light of our present knowledge. There are two important features of corrosion testing whose neglect is a large contributing factor to misleading results: (1) The economic relations of the corrosion tests to other tests; (2) testing technique. Flyrock is the unwanted throw of rock fragments to excessive distances in opencast blasting. The incidence is relative in nature incorporating the distance of objects of concern like structures within and outside the mine, equipment within the mine & near the blast and persons within and off the mine. Several attempts to predict and defi ne fl yrock made worldwide could not address the problem since the phenomenon is not a regular feature in blasting. This probabilistic nature of fl yrock allows for risk calculation. CIMFR, India developed a Factor of Safety based risk criterion (10, 14) for evaluation of throw/ fl yrock in opencast mines that incorporates all the above in terms of distance and allowable limit of throw – which in turn determines the risk. The criterion provides the blaster a tool for mathematical evaluation of fl yrock risk in terms of a Factor of Safety and threat ratio (defi ned for the 1st time), thereby enhancing confidence when blasting. The method is easy to use and has been applied to several mines in India and the results are signifi cant. This paper details the evolution of the concept and its application in three limestone mines of India and the results obtained. The application of the method for defi ning a fl exible danger zone is also discussed.

"The results of applying Japanese pumping technology to North American reclamation projects will be discussed.IntroductionEconomic high-density mineral reclamation and subsequent transportation of solids through a pipeline presents many formidable engineering problems.In North America where space has rarely been a facto r, industry has generally relied upon the traditional dumping of material into various waste ponds, etc . In Japan, where confined geographies and stringent environmental regulations are enforced, alternative solutions for disposal or reprocessing of waste material had to be found.High-density mineral reclamation system designed by theoretical formulas is almost impossible because solids composition, i.e. concentration, velocity, moisture content, solid size, etc. can only be controlled within a broad pumping range.Traditionally this has restricted dredging of material to relatively dilute slurries whereas it is usually preferred to reduce water usage with its associated power and reclamation costs to a minimum and reclaim as high a concentration as possible.At Toyo Pumps North America we recognized these pumping limitations and began to develop and manufacture a range of standard and auxiliary equipment that would exceed these technical restrictions."

Linear programming on desktop computers is commonly used to optimize coal blending proportions. The objective function is usually the cost of the blend. The constraints consist of materials and heat balances as expressed as linear functions of the blend. This is illustrated in Example 1. Inclusion of a sulfur compliance constraint in more complex because the maximum permitted sulfur percentage is not a pre-specified constant. Rather, it is a function of the calorific power of the blend itself. The current limit of 1.2 pounds of sulfur dioxide per million Btu may be expressed as: [Sulfur Max%= 0.6 . Hl10,OOO with H in Btu/lb.] A proper constraint equation may be formed by defining for each coal a function that is the difference between the actual sulfur percentage and the maximum sulfur percentage. This may be regarded us an excess sulfur percentage. For Coal A of Example 1. this would be: [ Sulfur Excess%=0.5-0.6 13,000/10,000=-0.28] This value would be used as the coefficient of the weight proportions of this coal in the blend. The complete constraint equation would then be the sum of such terms for each coal set less than or equal to zero. This is illustrated in Example II. [ ]

The microseismic method of detecting instability and high-stress zones in underground mines was first developed in this country by the US Bureau of Mines in the early 1940's (Obert and Duvall, 1957). Early laboratory experiments showed that when competent rocks are stressed in a testing machine, the rock noise rate (number of rock noises per unit time) increases with increasing applied stress. This increase is more pronounced as the ultimate strength of the rock is approached. Subsequent testing of rock noises in underground mines confirmed this laboratory experience and much effort has been directed in recent years to make use of this property to develop a practical method of predicting rock failure. Investigations conducted in the Coeur d'Alene district mines have pointed out a definite relationship between the stress buildup in a rock mass caused by mining activity and the emission of audible and subaudible seismic activity (microseisms). In 1968, a concentrated joint effort by USBM Denver Mining Research Center and American Smelting and Refining Co. at Asarco's Galena mine was undertaken to verify several theories regarding the generation of microseisms (Blake, 1971; Blake, Leighton, and Duvall, 1974; and Kovacs, 1973). Findings indicate that (1) rocks under stress emit detectable seismic energy; (2) the energy source can be located using a triangulation method involving travel time differences to various receiving stations; (3) the rate of release of seismic energy increases with increasing stress; and (4) this increase in noise generally precedes a major rock failure (rock burst).

The Bureau of Mines has recently collected two samples of crude oil from wells in the Greasewood Flat, area of northeastern Colorado. Sample 31310 was taken from the Continental Oi1 Co.'s well Briggs No. 1 which came in on September 27,7.931, with a maximum production of 940 barrels per day. Sample 31311 was taken from the Reiter-Foster Oil Co.'s well Ida Johnson No. 1 which came in on August 24, 1931 with a maximum production of approximately 1000 barrels per day. These two samples of crude oil are typical "intermediate base" crude oils according to the classification defined by Smith and Lane. The characteristics of these two samples, as shown by the Hempel analyses, indicate that they are almost identical. They have a very low sulphur content, and the residuum has a low carbon-residue content which would indicate that they are excellent crude oils for refining. Crude oils yielding a residuum which has a carbon-residue content of 4 per cent or less usually make good material for the manufacture of cylinder stocks. The pour points of the samples and the cloud test of the fractions obtained from the vacuum distillation indicate that the Greasewood Flat oil contains considerable wax. The high wax content would cause some difficulty in transmitting this oil through a pipe fine during extreme cold weather.

In the victories of peace as well as of war, the science of engineering has played a prominent, if, indeed, not the leading part. While it might be interesting, and food for profitable thought, to trace the development of engineering from early times in its bearings upon the social betterment of mankind, it will be sufficient on the present occasion to suggest a few thoughts that it is hoped will aid the unprofessional listener to an appreciative consideration of the subject-matter laid down for to-day's discussion, and possibly lead the professional brother to a higher conception of the profession to which he belongs. Since the advent of the railway era, it is difficult to grasp the sequence of historic events that have led to the wondrous derelopment of mechanical science, making possible the civilization that is our daily boast, and opening up a vista of future intellectual and moral advancement among the nations of the earth, 'before which the imagination becomes hopelessly lost. Even now, looking back over a period of only half a century, we often fail to realize the vast change in the relations of individuals and nations to each other., brought about by the results of those mechanical discoveries which, having made the whole world kin, exercise a resistless levelling influence that bears fruit politically in the spread of republican ideas, and morally in the elevation of the individual through the facilities given to the dissemination of Christian ideas and general intelligence. In this view, it seems almost like a work of supererogation for a body of representative men of one department of that science to which the whole world owe. so much, to meet here at the centre of our national life to plead not only for a practical recognition of the national importance of the work to which their lives are devoted, but also for national aid, on a scale beyond that of private effort, to the end that mechanical science may be carried to a higher plane than ever yet attained, each step on the way being of material benefit to every man, woman, and child in the community. The LCL&L process (Low Caustic Leaching & Liming) is a patented hydrometallurgical route developed by Rio Tinto Alcan (RTA) to economically process spent pot lining (SPL) generated by aluminum cells. The three resulting end-products (carbonaceous, fluorinated and caustic liquor) are inert and have valorization possibilities. An industrial size pilot plant located in Saguenay (Quebec) was inaugurated in mid-2008 to demonstrate and optimize the technology. This paper describes characteristics of the LCL&L process and the experience acquired by RTA since the plant's start-up, including ramp-up capacity and technology challenges that were overcome. Possible end-products valorization methods are also presented. The carbonaceous end-product can be separated into carbon and brick rich fractions and used as either alternative fuel, reducing agents, or as raw material for third party processes. The development of a conversion process for the fluorinated end-product would allow its reuse as a substitute to fluorspar mineral for aluminum fluoride production. Finally concentrated caustic liquor is already valorized at the nearby RTA Vaudreuil alumina refinery.
