The Charleroi Locks and Dam (Figure 1) was completed in 1932 and is located on the Monongahela River, approximately 22 miles (35 km) south of Pittsburgh, in Charleroi, Pennsylvania. It is comprised of a 420 foot (128 m) gated dam, and a 720 foot (219 m) by 56 foot (17 m) land side lock which provides for a 16.6 foot (5 m) vertical lift.

Benchmarking is an essential tool for the identification and implementation of best practice performance, and to realise continuous improvement by ensuring best practice becomes common practice. But to be successful, that is to deliver long-term value creation, benchmarking must be holistic and align operational performance with strategic intent. This paper outlines a rigorous and structured approach on how to conduct a successful benchmarking program that aligns operational performance with the businessÆs goals. Further it investigates the benefits that benchmarking can provide throughout the project life cycle and provides some key learnings from some of the worldÆs leading miners.

INTRODUCTION THE senior author of this paper, while in Colorado on other official business, made a trip to the Cripple Creek gold-mining district to get more data than are at present available regarding the composition of the gas that issues from the rock into the mines of the district. This was done at the suggestion of George S. Rice, Chief Mining Engineer of the Bureau of Mines. There are many questions of interest and importance in connection with the ventilation of the mines in the Cripple Creek district, such as the menace to life and mining of a suffocating gas entering the mines from the rock, the danger due to powder smoke (from blasting operations), and danger of continued inhalation of rock dust by the miners. This report confines itself to the first problem, the gas from the rock, and principally to one phase of this question, the composition of the gas and its effects on men and lights. A more thorough study of this and other ventilation problems is planned. That the, rock gas is a real menace is shown by the fact that miners (variously estimated from 25 to 50 by different persons interviewed) have been killed by it in the 25 years that mining has been vigorously carried on at Cripple Creek. Many men have had narrow escapes from death, some of them having been incapacitated for days. In addition, much loss of time results because at certain periods of the year or on certain days it is impossible to enter some workings. Faig, Professor of Mechanical Engineering at the University of Cincinnati, is Chairman, appointed by the Society for the Promotion of Engineering Education, has recently issued a report advocating uniformity in the use of symbols to designate engineering and mathematical terms: The selection of the symbols was based upon a canvas of a considerable number of engineers, editors of engineering papers, and professors of engineering throughout the United States. Point load testing for irregular rock specimens was studied to determine the relationship between tensile and compressive strengths, drill penetration rate and other rotary drilling parameters. The DH-l type point load tester was developed and more than 2 000 irregular specimens of over 60 kinds of rock from 16 mines and quarries were tested. The effects of size, shape and number of samples on the point load strength index were investigated, using regression analysis. Experiments were carried out to investigate the relationship between point load strength index and uniaxial compressive strength on 29 kinds of rock. The relationship between these values and the drill penetration rate for rotary and percussion drills is discussed.

Pull-off forces were measured for 8-9 pm diameter polystyrene (PSI particles on smooth spin- coated polystyrene films and hexadecanethiol (HDT) self-assemble monolayer surfaces using atomic force microscopy (AFM). Three parameters were controlled during experimentation: (i) the maximum applied load pressing the particle onto the substrate was varied from 50 to 4,000 nN, (ii) loading/unloading rate for the particle to attach and separate from the substrate varied from 0.01 to 9.3 Hz, and (iii) contact time for particle to reside on the substrate surface before retracting the particle to separate it from the surface changed from I µsecond to 200 seconds. the pull-off forces increased with increasing applied loading, increasing loading/unloading rate, and increasing contact time for the PS particle on PS film and on HDT monolayer. The PS particles experience elastic and plastic deformations duringpull-08 force measurements. Plastic deformation is primarily associated with flattening of surface irregularities. The results obtained in this research suggest that the particle-substrate contact areas of the magnitude comparable to those predicted by the JKR contact mechanical model can be reached in the AFM experiments by using high applied loads and long particle-substrate contact times. This result re-opens the prospect of' using AFM for studying surface energies of deformable micro-particles, even if the micro-particles have small irregularities on the surface.

IN the development of iron mines and production of iron ore from the Marquette range, drilling blast-holes is an important phase of the mining cycle. The ground drilled in ore production can be classified into two main categories, soft hematite and hard hematite or magnetite. Within these categories the material exhibits a wide range of penetrability by percussion drills. Development work encounters various types of rock. Slate and altered basic intrusives constitute the softer types commonly encountered. Harder materials are represented mainly by greywacke, quartzite, iron formation, and diorite. Prior to the first tungsten carbide trials in late 1947 and early 1948, hard-rock and ore drilling was done with steel jackbits starting at 21/4-in. diam. These were reconditioned by hot milling. Automatic or handcrank 31/2-in. drifters were employed, mounted on Jumbos, posts and arms, or tripods, depending upon the working place. With the exception of shaft sinking jobs where 55-lb sinker machines were and still are used with 1-in. quarter octagon steel, the other production and development mining utilized 11/4-in. round and Leyner-lugged steel. The following properties have been selected as typical examples wherein carbide bit applications have proved economical. The Mather mine "A" and "B" shafts and Cleveland-Cliffs Iron Co. mines are soft ore mines where insert bits are used in rock development only. The Greenwood mine, Inland Steel Co., Champion mine, North Range Mining Co., and Cliffs shaft mine, Cleveland-Cliffs Iron Co., are hard ore mines where all drilling is done with tungsten carbide bits. Mother Mine "A" Shaft In the Mather mine "A" shaft and other soft ore properties where only rock development work is done with the tungsten carbide bits, several types and makes of bits have been tried since early 1948. The greatest proportion of failures have been at the connection end, although the early trials with the 13 Series Carset 11/2-in. bit used in conjunction with 31/2 -in. automatic-feed drifters, showed an equal amount of shattered inserts. To combat this shattering, the 31/2 -in. drifters were replaced by 3-in. drifters, thus eliminating, for the most part, insert failures. However, the attachment end of the rod continued to be the main source of trouble. The greatest amount of failure was in the stud or at the upset section approximately 2 in. behind the drive shoulder of the rod. Heat treatment was changed several times as well as the composition of the alloy studs. Since this failed to correct the trouble, a decision was made to change to a heavier attachment section. Timken 11/2-in., type M, bits were then employed and showed an exceptional improvement. The rods are discarded when the thread contour shows sharpening or wear on the shoulder. It was also learned that the Timken insert did not show as rapid gage and cutting edge wear as did competitive makes, and footage per use increased by approximately 50 pct. Prior to the Timken trials the average life per bit at the Mather mine "A" shaft on 6-ft change chain-feed drifters was 500 ft, and the rod life at the connection end was 50 ft. The Timken bit with chrome-plated thread averaged 1200 ft, and rod life increased to as much as 500 ft. However, the life of the connection end was much better on shorter length drill rods or in places where machines with 34-in. change were used. The bit thread continued to be the point of ultimate failure with thread strippage, constituting the cause for discard of bits. In one of the new development headings, harder rock was encountered for approximately 800 ft, dropping the life per bit to a low of 90 ft with shank and thread life of rods dropping to approximately 125 ft average. The stripped bits were then welded to the rods, increasing the life per bit by 75 to 100 pct. The rod transportation for main level development was not a problem so intraset rods were tried. Intraset rods have tungsten carbide inserts set into the rods proper by the manufacturer and can be obtained with chisel or four point bits. This type of rod eliminates the need for any connection and the steel being a special alloy will show more feet drilled per rod. The first trial was made with eight rods, and final results averaged 350 ft per rod, six of the rods worked the life of the bit end, and two broke shanks at less than 50 ft. The preceding example showed a considerable improvement, so additional steel of the same type was purchased, but its use has been limited to main level drifting only, because of the handling problem involved in transportation of the complete rod to mine shops for resharpening. Further trials are being made on improving the life per detachable bit by chrome plating. To date, the chrome plating shows an improvement of approximately 100 pct. However, final results will not be known until the present long term trials have been completed. Mother Mine "B" Shaft In November 1947, tungsten carbide bits were first tried at the Mather mine "B" shaft. The use of 1%-in. Carset 13 Series bits, for drilling the 72-hole, 7-ft shaft round, decreased the drilling time from an average of 41/2 hr per round required with steel bits, to 2 hr with insert bits. AT the Pittsburg meeting of the Institute, in March, 1910, the death of Mr. Metcalf was announced, and Col. H. P. Bope, of Pittsburg, delivered in memory of him a brief but eloquent address, which, though expressing the sorrow of Mr. Metcalf's friends, and, in general terms,. the debt of gratitude which his country and his profession owed to him, was not intended to be a complete survey of his life and work. With Colonel Bope's permission, and with the aid of some of the statements in his address, I substitute for it, in our Transactions, this more detailed, yet still inadequate memorial. As Colonel Bope justly remarked, the men who could do justice to this theme-such men, as Jones, Chalfant, Bennett, Oliver, and Park-passed away before Metcalf, leaving him almost the last of the generation of great steel-makers who made Pittsburg the Sheffield of America, and who discharged a double function, as the rear-guard of the old metallurgical practice and the van-guard of the new. I knew many of them; would that I were better qualified to celebrate their achievements. William Metcalf was born Sept. 3, 1838, at Pittsburg, Pa., where his father, Orlando Metcalf, was an eminent member of the bar. At the age, of sixteen, he entered the Rensselaer Polytechnic Institute, at Troy, N. Y., from which he was graduated in June, 1858. Returning to his native city, he became an assistant engineer in the Fort Pitt Foundry, of which. he was made Superintendent in 1859. This famous establishment produced the largest castings and heaviest machinery then known in the United States;-and Mr. Metcalf's intense, intelligent and incessant study of his business prepared him as a manufacturer for a patriotic service to his country more valuable than, as a soldier, he could have rendered in the field. Over the last four years, an international initiative, championed by Vehicle Projects LLC, the Fuelcell Propulsion Institute and Natural Resources Canada, has been active in carrying out research projects to prove out the concept of applying fuelcell technology to underground mining vehicles. These have been carried out by a consortium consisting of mining companies, equipment manufacturers, technology developers, national laboratories and consultants, with the participation of Canadian and U.S. mine regulatory agencies. This clean technology, which produces only water and electricity, would allow several advantages to be obtained, in the health area (by eliminating diesel emissions and reducing noise generation), in lowering production costs (such as reducing ventilation required) and lowering green house gas emissions. This article outlines the results obtained in several key areas, such as the operation of fuelcells in underground conditions, risk issues related to underground and surface operation of hydrogen vehicles and hydrogen production and delivery systems, and the design and mining performance of the world?s first hydrogen mining vehicle, a mine production locomotive. The work to date on the fuelcell loader, designing the power plant and power transmission systems, operational requirements, and operating cost reductions, is also presented. There is also an evaluation of the overall mining applications and advantages this technology can bring to underground mining, including the facilitation of automation and tele-remote operation.

The extent and the rate of reduction of slags produced from the smelting of recycled lead batteries were investigated under laboratory conditions using graphite as reductant. Simultaneous reduction of PbO, Fe2O3, Sb2O3 and As2O3 occurred at temperatures of 1180 and 1200°C, with Sb and As reporting to the metal phase while the PbO content of the slag was above 2 wt%. Fuming of As from the metal occurred at lower concentrations of lead in the slag. Discard slags with low levels of As, Pb and Sb were produced. Arsenic levels were reduced to less than accurately measurable by ICP analysis, and Sb levels in the final slags were in the range of 0.1 to 0.2 wt%. The kinetic data obtained were analysed and compared with other measurements on lead oxide containing slags. The results showing a dependence of the reduction rate on the oxidation state and the basicity are consistent with other studies on well characterised industrial and. synthetic lead slags. These results indicate that when carbonaceous reductants are used, the rate of interfacial reactions play an important role in enabling the production of environmentally acceptable discard slags.

A comprehensive knowledge of the availability of mineral resources to evaluate and assure a dependable supply is a prerequisite in establishing and maintaining a viable national economy. Since no nation is self-sufficient in all its mineral needs, its prosperity depends to a great degree upon its developing and maintaining an effective national minerals policy. This must be preceded by a systematic inventory of mineral resources that may be available to that nation. The U.S. Bureau of Mines is implementing a mineral deposit inventory program of domestic and foreign mineral occurrences, with initial emphasis on the domestic. In order to provide an in-depth appraisal of minerals availability, the approach includes not only realistic estimates of quantity and quality, but other essential factors such as costs, technology, environmental constraints, and development-time requirements. Analysis of this information provides usable relationships of quantity, price, time, and associated degrees of confidence of the occurrence of identifiable mineral resources. Keeping pace with a changing minerals industry and handling the large volume of information required in this undertaking demands that computer methods be employed.

Blast-fuRnace operation at the Bunker Hill smelter deviates somewhat from common practice. Under existing conditions it is economical to operate the furnaces at "forced" capacity. The furnace feed consists chiefly of sinter and averages close to 50 per cent lead. Experience in smelting such material favors a low charge column attended by smaller proportions of coke and a low blast pressure. Under such conditions the gain in furnace tonnage greatly overbalances the somewhat higher slag losses and increased percentage of material fumed Furnace Charge The ingredients for the blast-furnace feed are stored in a group of 24 charge bins (3600 cu. ft. capacity). Each bin has two discharge chutes. Beneath each chute is a steel weighing hopper, suspended from a Fairbanks scale. The several hoppers are kept filled with the exact amount of material required to complete a furnace charge. The weighed material is discharged into a standard-gauge, bottom-dump charge car containing two compartments, each of which holds a complete charge (approximately 1½ tons). It is hauled to the blast furnace by a 44011 electric trolley locomotive. The proportionate parts of the various constituents of a representative blast-furnace charge are shown in Table 1. It was participated in by members of the American Institute of Electrical Engineers, American Society of Civil Engineers, American Chemical Society, American Electrochemical Society, American Institute of Chemical Engineers, American Society of Heating and Ventilating Engineers, American. Society of Refrigerating Engineers, New York Electrical Society, Brooklyn Engineers' Club, Illuminating Engineering Society, Institute of Radio Engineers, Municipal Engineers of the City of New York, Society de Chemie. Industrielle, Society of Chemical Industry, and the Society of Naval Architects and Marine Engineers. In opening the meeting the chairman, Gano Dunn,* said: The program calls this an engineers' symposium, which means a putting, together of things, and these things tonight are ideas of fundamental relations to the engineering profession and the engineering societies. Not only engineers, but all men nowadays are examining their views in respect to their relation to what we call Society. My conception of Society is that there is no such thing in the concrete sense of the word. It is an abstraction, and just in proportion as it is a generalization and broader in scope than the particulars from which it is drawn, so is it emptier of content. That does not mean that it is not important, but it does mean that we should be careful and not be led astray into a zeal for doing things for Society that we would not do for our fellow engineers and our brothers. The man who is unwilling to do something for his brother or fellow engineer and yet urges that same thing for Society-is thoroughly inconsistent and, in my opinion, wrong.

WHILE the attention of all engineering branches is focused today on changes and improvements in the several curricula, we are concerned here with the many questions arising in industry and college concerning the preparation for the petroleum engineering profession. The succession of problems confronting the petroleum engineer demands a degree of versatility not ordinarily encountered in other professions. As a consequence, the student cannot acquire mastery of all the several engineering branches represented in field practice, and as an alternative, he has learned to appreciate the value of thorough training in the basic or fundamental sciences as a preliminary foundation for professional work. While our attention is directed primarily to the training of engineers in educational institutions, it is necessary that the ultimate education of the professional engineer be kept in mind. It is apparent that his success as an engineer is limited not only by his educational and job experience, but by his native endowments: mentality, personality and health. The engineer's lack of job experiences often proves as much a handicap as the lack of adequate college training. If the final product proves to be satisfactory, both industry and technical institutions are to be congratulated. However, if the product is found wanting, the one most responsible should be apprehended. FITNESS FOR PROFESSION For the most part, students of engineering colleges have had their interests in applied science awakened at a relatively early age. Many of them entered college as a convenient means of acquiring a technical education, but undoubtedly would have had better prospects in a shorter program offered by institutions of noncollege grade. The activating motive of practical interest is also strong in students suitable for college training, but in many cases an intellectual interest must be awakened in order that it may survive graduation. Numerous engineers believe that this progressive process of selection and determination of career aims is one of the essential services rendered by the engineering colleges. Industrialists, who are more interested in quality than quantity of petroleum engineering graduates, have pointed out the good that should result if more emphasis were given to the work of eliminating the misfits. They also point out the protective measures that have been taken by other professions for the betterment of professional standards. Mention has been made of the beneficial results to be obtained by collective determination of the market for the products of engineering schools, particularly in that the students unsuited to the profession would have an opportunity to prepare themselves for employment more suited to their personalities and other qualifications. "The University of the Witwatersrand presents an accredited four-course training programme for community relations practitioners (CRPs). Between May 2013 and October 2014 six courses were facilitated for 145 participants, of whom 82% were from sub-Saharan Africa, 62% worked in mining, and 58% worked directly with communities. Thematic analysis of the comments of course participants collected during course exercises found that there were a set of coherent drivers for resilient companycommunity relationships, but that the restrainers to resilient relationships were often context-specific and dominated by politics. CRPs reported facing as many difficulties in the internal company environment as in the external environment. These findings for CRPs in Africa resonate with those worldwide.InroductionMuch has changed in how the extractive industry responds to social and community issues. There has been a growing prioritization of community-related issues within the extractive industry globally (Kemp, 2010; Tatar, n.d.). According to Kemp (2010) this can be attributed partly to escalating pressure from local-level stakeholders to push mining companies to take greater responsibility for the social, economic, and environmental impacts of mining. Securing and maintaining the social licence to operate is ranked fourth in terms of the top risks facing the mining and metals industry in 2016, up one place from 2015 (Ernst & Young, 2016).Conflicts between local communities and large-scale mining companies arise because of the social, environmental, and economic impacts of mining. Worldwide, large-scale mining companies have a poor reputation amongst communities, including those in Africa (Gilberthorpe and Banks, 2012; Kemp and Owen, 2013a; van Wyk, n.d.). For mining companies, conflicts for whatever reason, result in loss of productivity, lost opportunities, lost time, and adverse impacts on reputation (International Council on Mining and Metals, 2015). Conflicts also have a significant financial impact on mining operations (Franks et al., 2014). Davis and Franks (2014), estimated that US$10 000–50 000 is lost each day when a project is delayed during the exploration phase, and about US$20 million per week when in operation. Today these costs could be expected to be higher due to increasing input costs."
