At a meeting of the Associated Engineers, with Columbia Section in charge, a discussion of the metric system was led by-Mr. F. A. Ross. While the majority of the engineers present favored resolutions seeking compulsory adoption and use of the system at the end of 1924 it was believed the engineers present should not undertake to speak for the entire membership and upon suggestion of Mr. J. B. Fisken the resolutions were laid over to be acted upon at a later meeting. The resolutions are as follows: WHEREAS the Great War has drawn the United States into a permanent and close relationship with the other nations of the world and opened the way to an unlimited foreign trade; and WHEREAS more than-70 per cent. of all nations have discarded their arbitrary standards of weights and measures and have made the use of the decimal, or metric, system obligatory; and WHEREAS the United States still clings to an antiquated, complex, cumbersome, and wholly illogical system of weights and measures, consisting of a duodecimal and fractional arrangement of arbitrary units, instead of definitely determined and correlated units following the decimal system; and

ABOUT the beginning of 1930, coal preparation had reached the stage where the cleaning of coal by liquid or air had become the order of the day. Since that time many new preparation plants have been installed in spite of the years of depression in the coal industry, and this is indicative of a trend wherein the coal producer found it expedient to manufacture a cleaner product in order to compete with other fuels. It was also about 1930 that, because of the difficulties encountered with fine coal in cleaning plants, dust collectors came into use. Both cleaning plants and dust collectors, therefore, were much discussed at the engineering meetings of the early 1930's. During these meetings the many advantages to be gained through the use of dust-collecting systems were pointed out by Hebley,1 Appleyard2 and others. The great possibilities of new markets for this product were emphasized and discussed at the same time; however, the disposal of the collected dust remained a problem. Since the purpose of dust collecting is to improve the preparation and, consequently, the salability of the coal, it seems illogical to return the collected dust to any of the coal being prepared for market use, as is done in preparation plants that include dust-collecting systems. The logical thing is to dispose of the dust in some useful and practical manner outside of the tipple. As a practical matter, this can be done in one or both of two ways; either by consuming the dust at the mine's own power plant or by marketing the dust direct to the consumer. The latter method not only offers the greatest opportunities, but is the most important, because of inequalities that may exist between the quantity of dust collected and the consuming capacity of the mine's power plant. In considering the more important marketing possibilities, we are confronted immediately with the problems connected with the handling and transportation of so fine a material. It is this problem, rather than the problem of finding new markets, that has been responsible for the lack of progress in the matter of dust disposal. It is the purpose of this paper to point out again some of the potential market outlets, and also to describe an existing system of handling and transporting coal dust. To the best of the writer's knowledge, this is the first and only operation in this country that has handled fine-mesh coal in bulk 50-ton lots direct to the consumer. King Island is situated at the western approach of Bass Strait and approximately mid way between Victoria and Tasmania. The scheelite orebodies lie within the south east of the island. Ore bearing horizons from 10 m to 40 m thick occur in south and east dipping stratiform deposits. The orebodies occur in skarn formed by contact metasomatic replacement of carbonate rocks by granite intrusives. The scheelite is deposited as fine disseminated grains in and along the margins of andradite garnets in the skarn. King Island Scheelite operates two under- ground mines from which 350 000 tonnes per year are obtained. The Dolphin mine produces almost two-thirds of the total. See Figure 1. The Dolphin orebody lies beneath the sea and an area of reclamation. The orebody is inter- sected by zones of major dislocation. A chequerboard post pillar cut and fill stoping system has been chosen to provide the necessary support to the hanging wall. Because the stability of the pillars is critical to the economic welfare of the mine, considerable attention is given to the reduction of overbreak.

Most innovations in the mining and processing industries have come from the need to produce more for less. Extracting minerals from the ground is expensive. And it is a constant struggle for mine operators to maintain the line between profitability and loss. The same holds for equipment suppliers. To maintain competitiveness, mining equipment manufacturers are building their machines with an eye to what the customer needs. Equipment makers know that if they do not supply machines that are productive and cost efficient, their competitors will. The result has been that the mining industry can now produce more ore with fewer people and more productive equipment. But, for all of the advances made in equipment, mine operators still demand machines that produce even more, are safer for workers and the environment, require less maintenance and can do the job at lower costs. And equipment manufacturers keep responding with larger, smarter and more technologically advanced machines.

EDUCATION is a business; and, if the consumer is satisfied with the product, no one has any grounds for complaint. "Pretty well satisfied" about slims up the attitude of the mining industry toward the young graduates presently entering the field. Yet, with amazing regularity the controversy over the five-year curriculum recurs in educational circles. The educational mills grind out their products, some higher grade than others, depending on individual proclivity. The cycle continues almost without interruption. Arthur Taggart, however, takes his bowie knife to some of the sturdiest limbs of the tree of knowledge in his article on engineering education on page 770 of this issue. As all who know him might suspect, the pruning is not restrained. With one swing of the knife, such practically-labeled courses as Mine Design are stricken from the tree and transplanted to the field of Graduate Education. Emphasis on the basic sciences and the study of man through courses in history, economics, and literature are recommended to constitute an undergraduate curriculum. Such courses show the least depreciation and therefore give the student the most for his money. Partial justification for this dramatic departure from tradition is explained by the increasing number of companies giving training courses. Why make the student pay for what he can get paid for learning after graduation, the author argues. Other leading educators espouse this doctrine. Dean S. C. Hollister of Cornell, for the Committee on Adequacy and Standards of Engineering Education, recommended to ECPD in 1951 that emphasis be placed on the basic sciences. "Sifting back through the curriculum, it seems clear that instruction in the basic sciences, if taught in a manner such that knowledge of them makes available working tools, contributes the most sustaining part of the curriculum", reported the committee. Note that he would utilize practical problems from the fields of engineering in teaching the sciences. In our opinion the important thing to learn in college is how to think the engineering approach. Recitation on traditional solutions of classic problems sharpens the memory, not the ingenuity of the student. The engineering schools of the nation recognize the advantage of great emphasis on fundamentals, and the inclusion of cultural courses in the curriculum. However, industry presently requires graduates to have a substantial knowledge of the tools of the trade upon graduation. This means that the colleges are forced to pare to the bone to encompass the required studies in the time allotted. In addition, there is the limitation of student money. College educators also claim that entering freshmen are often improperly prepared in such subjects as writing and mathematics. These considerations make it difficult for the critic of the engineering graduate to make any headway with the educators. Actually with the mounting problems imposed by lower grade and more complex ores, a new breed of engineers is needed. The impetus for this new product must come from industry. If there was a concerted effort from industry for an improved type of engineer, the colleges would modify their aims to meet the demand for the kind of individual desired.

NATURE has provided us with many metals, but with few really good ones, and frequently the better metals are the rarer. It is to this circumstance that many physical metallurgists, inventors, and just plain experimenters owe their employment, for much of their work is directed, consciously or otherwise, toward the alleviation of some of the more serious shortcomings of the cheaper, less noble, and weaker metals; by alloying, age-hardening, passivating, cladding, plating, and other useful dodges, which sometimes permit the substitution of one of the less gifted metals for one of the really good ones. As a matter of fact, the varied needs of our complex civilization could be quite well met with only five metals, if they were sufficiently abundant, and one of the five would certainly be platinum, the most noble and versatile that nature provides. Many metals are difficult to handle and seem to take pleasure in defying their investigators to find good uses for them, and finally when a use is found it is frequently quite a specific one; in other words, a hole has to be found--or perhaps made-to fit the peg. It is for this reason that a large amount of research must be con- ducted before the more recalcitrant metals become really useful. In platinum, however, we have a metal that inherently possesses so many valuable attributes that it became useful as soon as methods for producing it in massive ductile form were devised, and once its complicated chemical behavior was understood it became principally an aid to research rather than the subject thereof. Demand for titanium minerals and pigments increased during 1994 as the world economy expanded. Global consumption of titanium dioxide (Ti02) pigment grew an estimated 5% during 1994, the highest growth rate since 1989 (Industrial Minerals, April 1995, pp. 47-53). Demand for titanium mineral ores and concentrates (feedstocks) grew at a similar rate. Increased demand for Ti02 pigment was met through higher production levels. Increased demand for mineral feedstocks was met through drawdowns in inventory levels.

INTRODUCTION Section 209(b) of the Federal Land Policy And Management Act of 1976 (FLPMA-43 U.S.C. 1719 b) authorizes the Secretary of the Interior to convey mineral interests owned by the United States where the surface is or will be in non-Federal ownership. The objective is to allow consolidation of surface and subsurface (mineral) ownership. Certain major conditions must prevail for a conveyance to occur. These are: 1) There are no known mineral values (KMV) or 2) Where the mineral reservation interferes with or precludes appropriate non-mineral surface development and that non-mineral development is a more beneficial use of the land than the mineral development. Remember that allegation, hypothesis or speculation that the conditions could or may exist in the future will not be a sufficient basis for conveyance. Convincing factual evidence for an applicant’s case for mineral conveyance must be made in order to achieve that conveyance. See 43 CFR 2720 0-1 to 0-3, and 0-6. CONCEPT OF KNOWN MINERAL VALUES Known mineral values means mineral rights in lands containing geologic formations that are valuable in the monetary sense for exploring, developing, or producing natural mineral deposits. The presence of such mineral deposits with potential for mineral development may be known because of previous exploration, or may be inferred based on geologic information (43-CFR 2720.0-5(b).

The land mass of the Asia and Pacific region comprises 11 million square miles or about 15% of the total Earth's land area. The bulk of the region is contained on the Asian continental land mass. Australia, the world's largest island or the world's smallest continent, alone is almost as large as the continental United States. The islands of New Zealand, New Guinea, Borneo, Sumatra, and Honshu are among the largest in the world. Collectively, they constitute a land area of 1.1 million square miles or an area about one-fourth the size of the United States. The countries in the Asia and Pacific region represent some of the most vibrant economies in the world. Japan is undisputed as one of the world's leaders in manufacturing and commerce. Hong Kong and Singapore are significant both as entrepôt and banking centers. The economies of Australia, the Republic of Korea, and Taiwan compare favorably to the level of the industrialized countries in western Europe. Indonesia, Malaysia, the Philippines, and Thailand have maintained strong economic growth during the past two decades. All these countries in the Asia and Pacific region collectively constitute a significant bloc as to raw materials production and consumption, as to manufacturing, and as to world trade.

The failure of a seal in an underground coal mine can have devastating consequences. Traditionally seals have been constructed as flat walls. Large hydraulic dams, on the other hand, are constructed as concave arches. This paper presents an initial analysis of the potential strengthening of seals by concave construction as well as the impact of additional cost in terms of labor and material. A simple finite element analysis of three-dimensional solids under uniform loading allows comparisons between the strength of a flat wall and a curved arch. The models are examined for reasonable behavior and displacements at 20, 50, 100, and 200 psi loads.

AN instrument has recently been developed for determining the inclination and azimuthal direction of boreholes. This instrument is known as the Tro-Pari Instrument and is the invention of C. Trotter and G. Pajari of Sudbury, Ontario. DESCRIPTION The instrument is characterized by a unit mounted in gimbals and provided with a clockwork mechanism to clamp a compass to indicate azimuthal direction and simultaneously to clamp the unit in its plumb position to indicate inclination (Fig I). By means of a timing ring suitably calibrated in 5-min divisions, the unit may be set to lock after a lapse of time sufficient to allow the placing of the instrument at the desired point in the drill hole where readings are to be taken. The maximum time lapse obtainable with the instrument designed for use in EX or AX size holes is 1 hr 30 min which is considered to be ample time to lower to the greatest depths that may be drilled with this size of equipment. Larger sizes could be developed for larger diameter holes such as BX and NX sizes or the larger oil-well sizes and a correspondingly greater time lapse could be provided for. Up to the present time only the EX-AX size has been built. OPERATION Assuming a borehole is to be surveyed at 1000-ft depth and assuming it will take 30 min to lower the instrument to this depth, the timing ring is rotated through seven divisions which represent a time lapse of 35 min (5-min leeway) and is then returned to its zero position. This operation imparts energy to a spring which drives the clockwork mechanism. Simultaneously the compass needle is freed to swing to its magnetic north-south position and the encased mechanism is freed to hang plumb within a semicircular portion of the frame which is graduated in degrees after the fashion of a protractor. This semicircular protractor portion has a V-shaped notch at each degree division of its inner periphery. The instrument, now in its free position, is inserted in a bronze container made to suit the size of hole to be surveyed (Fig 2). Soft rubber washers are provided within the container to prevent undue shock. The container is connected to the drill rods with three 5-ft lengths of brass or aluminum alloy rods separating it from the steel rods in order to prevent distortion of the magnetic field. The assembly is then lowered to the desired point where readings are to be taken and is allowed to remain at rest until a period of time has elapsed slightly in excess of the time for which the timing ring was set. In the example cited above, when the 35 min has elapsed the compass needle is locked in its north-south position and the protractor locking pin is extruded and locks in the V notch opposite its plumb position. The device may now be removed from the borehole and it will remain in this locked position in spite of jarring or shak-

Vanadium mineralization occurs in oxide-rich horizons within layered metagabbro zones of the Sinarsuk deposit, West Greenland. The main oxide minerals are vanadiferous magnetite and ilmenite, comprising 30% to 90% of the rock volume and the ratio of magnetite to ilmenite ranges from 3:2 to 4:1. Ore microscopy shows that magnetite and ilmenite vary between 0.2 mm and 4.5 mm in grain size, but locally they are coarser grained. Grains are subhedral to euhedral and annealed suggesting that they will liberate very well upon grinding. Electron microprobe analyses indicate that magnetite grains are homogeneous and have a vanadium content, in different mineralized samples, ranging from 1.93 wt% to 2.68 wt% equivalent V2O5. Ilmenite hosts abundant and variably sized hematite lamellae, and it has vanadium contents ranging from 0.32 wt% to 0.59 wt% equivalent V2O5. Preliminary beneficiation of two composite bulk samples shows the samples can be beneficiated fairly easily using low-intensity magnetic separation at a coarse grind (106 microns to 600 microns) to yield a vanadiferous magnetite concentrate. The presence of hematite lamellae in ilmenite prevents recovery of a satisfactory ilmenite concentrate. The most likely beneficiation flowsheet would encompass a primary mill (SAG or rod mill), which would grind to about 600 microns, followed by a rougher magnetic separation stage. The rougher magnetic concentrate would be reground in a ball mill until suitable liberation is achieved. The reground material would then be cleaned in further LIMS stages. However, further laboratory testing is required to establish the final beneficiation program. This work demonstrates the value of mineralogical investigation in guiding and explaining the results of beneficiation processes.

The coastal dune cordon of northern KwaZulu-Natal is among the highest in the world reaching heights in excess of 180 m and up to 2 km in width. It comprises a complex system of Quaternary stacked dunes of various geomorphologies, types and ages (Sudan, 1999; Maud and Botha, 2002;Ware et al., 2001; Ware, 2003). The dunes contain economic heavy minerals that have been exploited for the last two and a half decades. Dune units have recently been defined based on sand composition and texture(Sudan, 1999; Ware, 2003). Despite this, little work has been undertaken on the clay-fraction (< 2 um). This work documents the weathering of dunes to form clays. From the documented clay assemblages and relative abundances, a simplified weathering sequence with increasing maturity can be summarized as follows: primary minerals ? illite + vermiculite ?illite +interstratifications ?illite + montmorillonite ?halloysite + interstratifications + kaolinite ?kaolinite. The dominant controlling factors in determining clay assemblages is pH and leaching conditions. The presence of carbonates results in an alkaline pH and high concentrations of Ca2+and Mg2+which favours the formation of montmorillonite and vermiculite. However, vermiculite tends to form under slightly acidic conditions and is indicative of palaeosols where organic acids produce localized acidic pH’s. In contrast to this, kaolinite will only form and concentrate when carbonates have been leached. Kaolinite dominated samples are considered very mature under current climatic conditions(Chamley, 1989). Halloysite represents a transitional phase between montmorillonite and kaolinite (Herbillon et al., 1981). Ion mobility and evacuation is also critical in determining clay assemblages. Past work and field studies indicate that the dune cordon acts as an open system, resulting in carbonates and mobile ions being readily leached and lost from the system. However, when prolonged weathering has caused an accumulation of fine-grained material, the permeability decreases substantially whereby mobile cations and silica cannot be readily evacuated. This results in the formation of montmorillonite rather than kaolinite, even when carbonates have been leached. Illite (sericite) is considered to alter directly from feldspars. However, dune stacking and geometries, vegetation, water fluxes, reworking and erosion complicates this sequence.

In a modern economy there is a compelling case why governments should not own property rights to mineral deposits. Assuming they do, however, governments will use these constitutional rights to raise revenue. They have two basic instruments to achieve this; a royalty charge on price or a rent tax on income/profits. On the one hand, a royalty charge creates a &apos;deadweight loss&apos; to society by increasing cut-off grades and decreasing the life-of-mine. They are also regressive. However, they are easy to administer. On the other hand, a rent tax avoids the problem of &apos;deadweight loss&apos;; it does not impact on the life-of-mine because the tax structure is neutral. But, they are difficult to administer correctly, particularly in the determination of rents and the definition of mining per se. If rents are incorrectly determined capital markets are distorted. And, if mining activities are incorrectly defined, downstream activities could be adversely affected.

The surface tension of solid silver is measured by a refinement of the Udin, Shaler, and Wulff technique. The tests were made in a purified helium atmosphere at four different temperatures and various times. The average of the results is y = 1140 + 90 dynes per cm for the range 875° to 932°C. A SUCCESSFUL measurement of the surface tension of solid copper was reported by Udin, Shaler, and Wulff.&apos; They performed experiments on copper held in vacuum within 100°C of the melting point. At these temperatures, the creep rate in 5 and 3 mil copper wires was sufficient to permit determination of a balance between the contractile force of surface tension and the extending force of small copper weights joined to the end of the wire specimens. By suspending a series of variously weighted specimens and measuring the change in a gage length during the test, the balancing applied load could be found. This point of zero strain is a measure of the surface tension. The mathematical formulation of this gives: w = r y [1] where w is the weight for zero strain; r, the radius of the wire; and y, the surface tension.
