THE object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed he called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the first mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniences of civilization, the cost of which in regions better suited for agriculture and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining com¬pany, it is argued, having made these outlays, should receive credit for, them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security, depend on the prevalence of law and order, which is a result of good government. THE PROPERTY AND LOCATION THE Ray Consolidated Copper Co.'s mining property is located on Mineral Creek 6 miles north of Kelvin, at Ray, Pinal County, Ariz. (Fig.. 1) . The mining claims now owned by the company consist of 126 lode claims, comprising 2,144.9 acres, containing at the beginning of operations 82,904,368 tons of 2.19 per cent. copper ore. GENERAL CHARACTERISTICS OF THE OREBODY The main orebody is a disseminated deposit in schist and porphyry formed by secondary enrichment. Its existence was proved by churn drilling, and it is at present one of the largest proved copper deposits in the world. The orebody itself covers .205 acres with an average thickness of 121 ft., and occupies a definite belt which has a northwest direction. Its length is approximately 5,000 ft. The width varies, being about 2,000 ft. at the west end and 2,500 ft. at the east, narrowing down irregularly front both ends to a few feet in the center. The thickness of the body varies greatly along the line of lode, ranging from a few feet up to 470 ft. thick. The ore horizon is not constant, but varies, following in a broad sense the topography The body in general dips slightly to the northeast, and is broken up by numerous small faults and fractures. The ore-bearing formations, consisting of mineralized schist and mineralized granite porphyry, stand fairly well and offer no difficulty in mining operations.

The Murray Basin is being heralded as the next major mineral sands province in Australia. Already exploration programs have delineated extensive commercial deposits and several companies are progressing with plans to produce zircon, rutile and ilmenite in the Basin. As these deposits are developed consideration will need to be given to several key issues of the Murray Darling Basin; the availability of fresh water and management of salinity in the area being two of them. In this paper ideas being developed in CSIRO that link the processing of mineral sands with the salinity problem in the Basin are presented. The proposal presented here is to process saline water to produce industrial minerals with large volume applications and to produce value-added products from the mineral sands in the Basin using reagents produced from the saline waters. Processes to produce titania pigment and zirconia consume chlorine, caustic soda, soda ash and hydrochloric acid, all derivatives of salt (sodium chloride). There may be a good economic incentive if these processing plants were located in the close vicinity of each other.

"Autoclaves have been in commercial use in the mining industry since the early 1950's the initial applications included tin, uranium, cobalt, nickel and copper extraction under both acidic and alkaline conditions. These circuits varied in batch or continuous operation. The geometry has been spherical, vertical, and horizontal type with up to six agitators, with throughput as high as 1000 stpd.Presently autoclaves are a good process selection for many refractory sulphide gold bearing ores. The first application of pressure oxidation in the gold industry was at the Homestake Mcglaughlin's Mine which was commissioned in 1985. This was an acidic pressure oxidation process treating 3000 stpd in three four compartment horizontal autoclaves 14' diameter and 53' long. Since the initiation of autoclaves for the treatment of gold bearing sulphides, there are presently 16 gold autoclaves operating worldwide varying in size up to 18'4"" inside diameter. There are seven autoclaves for the treatment of refractory sulphide gold bearing ores to be commissioned in 1997 and 1998.Autoclave technology has progressed extensively since the mid-eighties. Operational experience has made rapid progress and the result is much smoother and safer autoclave operation. There have been many advances in autoclave technology design. For example, the use of exotic materials for corrosion resistance to reduce down time for maintenance. The instrumentation involved in autoclave operation is very sophisticated which allows for many safety features. The advanced design has allowed for greater availability and as a result operating costs and maintenance costs have decreased. These technological advancements have made autoclave technology more safe and this has resulted in a greater acceptance of this type of operation. Many of the gold autoclave facilities operate up to 9 months continuously without shutdowns. The advancement of autoclave technology has inspired many new applications.Because of the outstanding operation of autoclaves in the gold industry, many other applications for autoclave technology are being considered. Predictive maintenance technologies include vibration analysis, tribology, infrared thermography, ultrasonic detection and electrical measurements. These technologies have been applied to large electric mining shovels at the Cyprus Sierrita Mine outside of Tucson, AZ. The predictive maintenance program was initiated on the P&H models 2300 and 4100 electric shovels during August 1996. Results of these technologies have shown the potential for improving electric min- ing shovel availability and minimizing maintenance costs. Predictive technologies provide the tools to assess machinery condition. Availability is enhanced by the condition-based planning of component replacement. Maintenance costs are minimized by focusing resources through condition-based prioritization.

With the world’s ever-growing push to expand technological capabilities, the need for specialized materials including rare earth elements has exploded. One source of rare earths found in the United States is bastnaesite, a rare-earth-bearing fluorocarbonate, mined at the Mountain Pass Mine in California. To increase production, it has been essential to optimize existing processes and create new ones to capture current reserves. This paper presents the results of a research program conducted to expand the understanding of the bastnaesite leaching system. With the help of prior knowledge and thermodynamic calculations, a novel single-stage hydrochloric acid leach system was created to optimize the extraction of rare earths from bastnaesite. Historically, this extraction has entailed the use of a two-stage leach system involving a high-temperature hydrochloric acid leach followed by a caustic crack. We ran a series of single-stage leach experiments by reacting locked-cycle flotation concentrate with hydrochloric acid to test common leaching parameters. The results of these single-stage tests showed significantly higher rare-earth recoveries than the reported recoveries of the historic two-stage caustic crack processes, all while decreasing the number and amount of reagents needed.

THE Tennessee Copper Company's operations are in the Ducktown Basin, in the extreme southeast corner of Tennessee. The ore is of the heavy sulphide type, the predominating sulphides being pyrite, pyr-rhotite, chalcopyrite and sphalerite. The gangue is a micaceous schist, with varying amounts of free quartz. The mining operation develops two classes of ore, each of which is concentrated by the flotation process in separate mills. Table 1 shows a typical analysis of the ore treated in each mill. This was gradually increased to 600 tons by 1926, to 900 tons in 1928, and to 1350 tons in 1938. Fig. 1 shows the crushing and grinding flowsheet in 1928, when the capacity was 900 tons; Fig. 2, the crushing and grinding flowsheet that was developed by 1938, for the treatment of 1350 tons per day. A comparison of these flowsheets reveals that this increase in tonnage, with a subsequent improved operation, was accom-plished with identically the same major equipment. Improving a concentrator's capacity, metallurgical results, and costs as time goes by is a commonplace practice, and is accomplished in various ways, depending upon the local conditions. The communication which I hare to lay before my fellow-members of the Institute, is no elaborate paper, nor the statement of any great discovery; it is simply the record of convenient methods of conducting topographical survey?, and of keeping the notes of the same; methods that have grown out of practical experience, and have saved me many a day's labor by facilitating office and field work, and at the same time secured a greater degree of accuracy than is obtained by the methods now in general use. I assume it as granted that no topographical map is worthy of the name, except it represent the elevations and depressions of the surface by means of horizontal or contour lines. In the Ordnance Survey of Great Britain, the contour lines are traced for every fifty feet vertical height, I believe, by running out the line with level and compass through all its meanderings on the surface; this, of course, is a very tedious, though accurate process, but " in the woods," where many of our surveys have to be made, it would be practically impossible. SIXTY-FIVE million net tons of coal were carbonized in the by-product and beehive coke ovens1 of the United States during 1924. This tonnage represented 13.4 per cent. of the bituminous coal which was mined in that year. American coals have a wide range of purity and coking quality, and the chief subject of this paper will be the selection of coals for the manufacture of blast furnace, foundry, domestic, and water-gas coke, in by-product coke ovens. It will obviously be necessary to include a discussion of those physical and chemical characteristics that are generally considered essential or desirable for each type of coke.

The demand for blast optimization within the quarrying industry calls for more effective, faster and safer methods of quantification of blast performance. Drones provide the ability to safely and quickly capture high resolution imagery of a muckpile for use in fragmentation photo analysis. Oversize material within a muckpile is an expensive and universal problem affecting quarries, especially in situations where cap rock is present. Although the amount of oversize material in a blast is a key indicator of blast performance, it is difficult, hazardous and slow to measure across an entire muckpile using traditional methods. By piloting a drone using an automated flight plan with set amount of overlap across images, the images can be processed into a single, high resolution orthomosaic image for use in fragmentation photo analysis software.

The Spies mine is located in the eastern half of the northwest quarter of section 2443-35, near the village of Iron River, Mich., and is operated by The Cleveland-Cliffs Iron Co. Speaking generally, the jasper hanging walls of most of the deposits in the Iron River district dip at a steep angle and are exceedingly strong, standing without caving, even after mining has been continued for years and after large excavations have been made. The ore is fairly hard and tough and contains no slippage faces. It occurs in large masses, which are often egg shape, with the smaller end down, and can be mined in open stopes without the use of timber. The common system employed in the district is the shrinkage stope, or some modification of it. The Spies system was developed to utilize the advantages of the open-stope method and to avoid the disadvantages of the shrinkage stope. The Spies shaft was sunk to such a depth that the bottom, or third level, was in rock at a short distance below the bottom of the orebody, the shape and extent of which had been previously determined by diamond drilling. This is shown in plan and by the ore contours at the first, second, and third levels in Fig. 1, and in section in Figs. 2 to 7. In order to provide the necessary mills and raises, three parallel crosscuts were driven on 25 ft. centers on the bottom level. Drifts on the second and first levels were driven to the orebody and followed the foot wall in a southerly direction to the end of the ore. In crosscut 3, Fig. 1, raises 30, 40, 50, and 60 were carried up on the foot wall and holed into the second level, and were ultimately carried up and holed into the first level. These foot-wall raises carry the pipes and ladders, provide a means of ventilation, and furnish safe communication to all working places in the stope. From crosscuts 1, 2, and 3, raises were completed to a height of 32 ft., or the elevation of the first sublevel. They were then connected by east and west crosscuts to the main foot-wall raises 30, 40, 50, and 60, shown in Fig. 4. The crosscuts in raises 1 to 5 were then driven west and the

The mining industry, like most other industries, has had a difficult couple of years. What are your thoughts on the industry?s direction in the next few years? I am bullish on our industry. There is no question in my mind that the quality of life we enjoy today is largely a result of our past successes in the minerals and mining sector. I am equally certain that the sustainability of that quality of life and the aspirations of the rest of the world to attain that same level of lifestyle will depend hugely on our future successes and will be the driver for our industry to continue to excel and prosper. Surely, there are going to be challenges along the way. These challenges are not only from the public, regulators and various governing bodies, but also from our industry?s own self regulating efforts. However, we have demonstrated throughout the past several decades that we have the capability to meet these challenges head on and come out ahead.

INTRODUCTION Early rock-bolting practice usually consisted of ran¬domly installing bolts, using hand-held drilling equip¬ment such as air-leg mounted sinkers or stopers. As bolting technology evolved, the practice of installing uniform bolt patterns was developed, utilizing random bolt installation as required within the uniform pattern. The uniform rock-bolting technique, when used as the principal method of rock support, requires drills and jumbos designed specifically for rock bolting. This equipment is similar to conventional face drilling machines, except that the jumbos can orient the drills to obtain any necessary bolting angle; often, this means bolts may be installed at or near perpendicular to the centerline of the drift or stope opening. Fig. I shows a typical rubber-tired rock-bolting jumbo of the type commonly used in drifts and room-and-pillar mining. Modern rock-bolting jumbos are capable of drilling the required holes, inserting rockbolts, and torquing them to proper levels. Jumbos also are available for use with resin-anchored bolts. Probably the most unusual of this type utilizes a rotating bolt turret that carries the rock drill, resin charging unit, and the bolt in a single mechanism. Once the turret is loaded with the resin and bolt, further manual effort is not re¬quired. Drilling and bolt placement are accomplished by the operator from a station remote from the bolt site. Fig. 2 shows this turret device. Roof-bolting jumbos are available mounted on rail, crawler, or rubber-tired chassis. Various types of rock drills are used. Depending upon the type of rock, these may include rotary, percussion, or rotary-percussion drills. Fig. 3 shows a typical rail-mounted jumbo. In the changing construction environment clients are searching for new technology to complete their projects in shorter times. Manufacturers are therefore developing solutions to speed up established construction methods. The significant progress in recent years with the development of increasingly powerful drilling rigs is providing piling companies increase options for the execution of specialist foundation projects. The double rotary drilling methods are primarily used for the construction of pile walls as support for deep excavations. Typically these retaining walls are designed and installed as cased piles using the established Kelly drilling mode. However, more recently it is more popular to undertake these projects with the Cased Continuous Flight Auger (CCFA) system. This paper provides an overview of drilling with double rotary methods, in particular the monitoring during installation.

Calcium ferrite melts were equilibrated with sulfur and oxygen-bearing gases at temperatures within the range 1290°C to 1620°C. The results show that at oxygen partial pressures below 10-4 atm the sulfide-reaction occurs and at higher oxygen pressures the sulfur dissolves in the melt principally as sulfate ion. It is also observed that when the product increases, sulfate ions are converted to pyrosulfate ions and the results permit the evaluation of the pyrosulfate/sulfate ratio. It is shown that the ratio y CaSO,/rCaO increases with decreasing concentration of calcium oxide in calcium ferrite, silicate and aluminate melts. Indications are that oxy-acids, e.g. silica, alumina and ferric oxide, increase yCaS0,. A few experiments were carried out within the sul-tide range and the results are in accord with those obtained by other investigators on aluminate and silicate melts. BECAUSE of the industrial importance and theoretical interest, many investigators have studied the reactions between molten oxides, silicates or alumi-nates, and gases containing oxygen and sulfur. The early work reviewed by Schenckl and studies made by Bardenheuer and Geller2 indicates that solution of gaseous sulfur in an oxide melt resulted in the replacement of the oxide ions by the sulfide ions. Measurements made by Grant and Chipman3 on the equilibrium partition of sulfur between molten iron and complex silicate melts also demonstrated that, for a given temperature and silicate composition, the distribution of sulfur between slag and metal increased with decreasing oxygen content of the metal. Fincham and Richardson4 studied the effects of temperature and partial pressures of sulfur and oxygen on the solubility of sulfur in simple silicate and alumino-silicate melts. They observed that at oxygen partial pressures below about 10-5 atm sulfur in the gas dissolved in the melt as sulfide ions, replacing an equal number of oxide ions of the melt. At oxygen partial pressures higher than 10-3 atm, sulfur entered the melt as sulfate ions. Similar studies were made by St. Pierre and Chipman5 using calcium ferrite and calcium silico-ferrite melts. The experimental data presented in this paper were obtained in this Laboratory about 10 years ago; this is the first formal presentation although a preliminary report was given previously.6 In each of these experiments, a pure synthetic CaO-Fe2O3 melt in a platinum crucible was equilibrated with a gas mixture (SO2-O2, SO,-air, SO2-CO, or SO2-CO2-CO) at a temperature ranging from 1296°to 1620°C. The experimental technique was essentially the same as that reported by Darken and Gurry,7 the main difference being that the atmosphere in the reaction chamber contained sulfur dioxide together with oxygen, or carbon dioxide-carbon monoxide

During the last twenty years computers have be-come widely used to assist with the simulation and design of large scale, primary ventilation systems. However, to date there are few computer programs available to help with the modeling of auxiliary ventilation in dead-end headings or tunnels. This paper presents the results of the first year of a research and programming study dedicated to the development of a user-friendly duct simulation tool. Included is a literature review that summarises publications on duct leakage and resistance, on previous programs developed for the simulation of airflow in ducts, and case studies on extended ductlines in mines and tunnels. The methodology behind the development of Ductsim, a Windows based simulation program is presented.

Bardon Trimount Inc., a large producer of aggregate, crushed stone, and concrete, was experiencing significant public opposition to its five quarries in the Boston area. It was believed by the authors that this opposition could be significantly lessened if the total number of blasts per week were reduced. Although the blasting company at these quarries, Austin Powder Company, contended that this could easily and safely be accomplished by increasing the size of the blasts, regulations precluded this alternative by limiting the total amount of explosives that could be used per blast.

Semi-autogenous grinding (SAG) mill control is complex and depends on many dynamic process variables. Good control strategies ensure that a mill is operating as close to optimal as possible, resulting in significant economic benefits to an operation. Pueblo Viejo, a gold mine in the Dominican Republic, has been actively improving their control strategies since start-up in 2012, and one of these initiatives was to install an acoustic monitoring system on the SAG mill. The data from the system is used to optimise the mill’s performance by limiting the time the mill is either running too quiet or too loud. The lower limit is an indication that the charge in the mill is too high for efficient breakage or that the mill speed is too low and grinding media are not striking the toe of the charge. Conversely, when the acoustic emissions from the mill are too high, this can indicate that the balls are striking above the toe of the charge, resulting in inefficient grinding and excessive liner and lifter wear. Adjusting mill operating conditions to keep acoustic emissions in the ‘sweet spot’ between these limits results in more efficient grinding.Pueblo Viejo installed a Metso SmartEar™ to monitor the acoustic emissions of their SAG mill in January 2013. This system has been installed on many mills around the world and is specifically designed for optimising SAG mill control. One system output is the impact counter which measures steel-on-steel impacts on the mill shell. The impact counter uses both frequency and time domain analysis to approximate the number of ball impacts per minute. This method of analysis excludes parts of the sound signal not associated with steel-on-steel impacts and gives an accurate measure of this critical control parameter. After the acoustic system was installed, Pueblo Viejo collected data to determine the upper and lower limits for the impact count variable. The live data is available to the mill operators and it is used as one of the key operating variables to control the mill.Through continuous improvement and the use of advanced technologies like SmartEar™, Pueblo Viejo are improving the control and operation of their SAG mill, resulting in reduced liner wear, more efficient mill performance and optimised energy consumption. The thermoelectric power and electrical conductivity of a series of liquid alloys of thallium were determined in order to study the relation of chemical bonding to semiconduction in liquids. The results indicate metallic behavior for the alloys of thallium with arsenic, antimony, and bismuth, while the sulfides, selenides, and tellurides indicate semiconduction. The results are compared with the Properties of the same alloys in the solid state. This work supports the observation that long-range order is not a necessary requirement for semiconduction. PREVIOUS work1,5 has shown that some sulfides and oxides behave as semiconductors in the liquid state. Although the band theory has been of great help in understanding the properties of solid semiconductors, its quantitative application to liquids is difficult. The very existence of liquid electronic semiconductors shows that ascribing the discrete structure of the energy spectrum to strict lattice periodicity, or long-range order, is not always satisfactory. Rather, the short-range order determines the structure of energy levels and the width of the forbidden gap and, consequently, the concentration of free holes and electrons. This is borne out by the analysis of data accumulated by Regel and coworkers.6 The similarity of electronic structure of liquid and solid phases of certain liquid metals was pointed out by Knight et a1.,7 who examined nuclear resonance in solid and liquid Li, Na, Rb, Cs, Mg, Al, Ga, Sn, and Bi. They found noticeable changes in the electronic structure upon melting only in the cases of bismuth and gallium. They concluded that "a liquid metal possesses a band structure which is very like that of the solid, provided the short-range structure is not altered during melting." In semiconductors in which the near-neighbor arrangement remains the same on fusion, the material would be expected to retain its semiconducting properties. The quantum theory of semiconductors, with its band structure of energy levels, is linked exclusively to long-range order. Furthermore, it has limited usefulness in predicting new semiconductors. Many sulfide8-12 have made comparisons of properties on the basis of crystal structure or the position in the periodic table, both methods involving the same factors as chemical bonding. Mooser and Pearson8"10 have pointed out that crystal structure depends on chemical bonding, and that this bonding is a property of the atoms themselves. As the periodic arrangement of the atoms offers an easy comparison of such factors as atomic weight and number of valence electrons it provides clues to expected similarities of bonding for various elements or groups of elements. This approach has led Mooser and Pearson to formulate their valence-bond theory of semiconduction, in which they define a semiconducting bond. These authors state that "semiconductivity is the result of the presence in a solid of predominantly covalent bonds. These lead, through the process of electron sharing, to completely filled s and p orbi-tals in the valence shells of all atoms of elemental semiconductors while in semiconducting compounds only one atom of any two bonded together need acquire closed s and p orbitals. The presence of empty 'metallic' orbitals in some atoms of a compound does not destroy the semiconductivity provided that these atoms are not bonded together; it may, however, give rise to pivoting resonance in
