Bolivia, due to its turbulent past with a history of constant military coups, has given an image of complete instability to the foreign investor. The effects of this have been several fold, the major one resulting in a complete lack of exploration in modern terms since their revolution in 1952. What was overlooked by the foreign investor was the fact that revolution produced Agrarian Reform which is the foundation of the stability which Bolivia enjoys today. Another factor that is overlooked is the fact that its past history is one of vast mining fortunes having being made. Their political problems resulted in economic chaos in 1985 with an annual inflation rate of 26,000 percent. This resulted in the collapse of the government but the democratic process continued. Then came the so-called"South American Miracle" in 1986 when the government of Dr. Paz Estenssoro enacted an extremely harsh austerity program which consisted of the abolition of wage and price controls, the abolition of monopolies, the right to hire and fire, the weekly auctions of dollars and the free convertibility of currency which yielded a stable government with 8 percent inflation. This was followed by massive personnel reductions in the various mines and other industries.

Engineering trends for some years have been toward higher temperatures, both in process work and in steam generation. Progress in design has been dependent upon the development and evaluation of suitable alloys. Elementary knowledge of the limitations of copper-base alloys indicate their unsuitability for the higher ranges of operating temperatures; say, for steam to 950°F. Emphasis upon the more severe conditions perhaps is a reason why more complete evaluations have not been made for copper-base alloys over their range of suitability. However, the few studies made show clearly the need for more accurate evaluations. Some copper-base alloys long looked upon favorably because of superior room-temperature properties are not as desirable as some others perhaps not so "strong" and "hard," as measured by usual acceptance tests. Load-carrying capacity and structural stability arc two important factors. Structural stability as influenced by temperature, by presence of corrosive media, or by the effects of stress itself, frequently is a limiting factor. An early reference to creep properties of the cast copper-base alloys is that of Brown1 (Admiralty gun metal, Cu 87.5, Sn 10.1, Zn 2.3 and Pb 0.08). His tests were similar to present-day stress-rupture tests without measurement of creep elongrttion. Loading was in steps with usually 24 hr. between steps, and continued until failure. He advocated a "useful strength value" of 61/2 tons (I4,560 Ib.) per sq. in. at 572°F. (300°C.). A specimen broken in 1/2 hr. at 572°F. had a strength of 21 tons (26,880 Ib.) per sq. in. The strength values as determined by 1/2-hr. tests and those by the longer stress-rupturc start to differentiate at 392°F. (200°C). This is the temperature at which time at load began to play an important part. Bolton, Price and Hebemann2 give creep curves on 88-10-2 (A.S.T.M. B-60, CU 88, Sn 10, Zn 2) and steam or valve bronze (A.S.T.M. B-6I, Cu 87.50, Sn 6.00, Zn 3.75, Pb 1.70) at 500°F. Direct comparison of the two alloys under 7500 lb. per sq. in. stress showed the steam bronze (A.S.T.M. B-61) superior in creep strength to the 88-10-2 (A.S.T.M. B-60). The steam bronze shows no creep after 700 hr. (1540-hr. test). The 88-10-2 shows a rate of about 7.0 per cent in 100,000 hr. over the last 700 hr. of the test. Creep curves on the steam bronze are also given at the same temperature (500°F.) with loads of 6500 lb. per sq. in. and 8000 lb. per sq. in. These indicate "creep strengths" (creep rate within I per cent in 100,000 hr.) in excess of 8000 lb. per sq, in. for this alloy. It was found that higher percentages of tin are detrimental to creep resistance. Faults under high rock cover represent some of the most severe ground conditions a Tunneler can encounter. High ground water pressures and flows are usually associated with mountain faults. Ground behavior can range from blocky ground to flowing sands and squeezing clays. Sticking a IBM within a fault zone for many weeks, with the disastrous financial consequences, is still a common occurrence. Interpreting the geology and detecting the location of a fault prior to penetrating it is a fundamental step to successful tunneling. Ground water control through predraining or pre-grouting is the second fundamental step. This paper discusses techniques applied for detecting and crossing mountainous fault zones through the use of case histories across the globe.

Many gold ores are known to be refractory so that conventional cyanide processing will result in serious losses of gold and silver values. A significant percentage of these refractory ores contain aresenopyrite and the gold and silver is usually encapsulated within this matrix as well as the pyrite matrix. Normally the values can be recovered as flotation concentrates because of the sulfide compounds with recoveries of over 90% and at very good grades. In order to free the gold and silver, the sulfide matrix must be destroyed. This can presently be achieved by (1) pressure­temperature leaching (2) roasting and (3) bacterial leaching. All of them have advantages and disadvantages as well as an obviously increased cost for the each processing method. However, the increased gold and silver recovery should and must more than offset this cost. It is believed that gold recovery should be well over 90% from the concentrate so that overall recovery from the ore should be in the 90-95% region. All three processes must consider pollution control of both sulfur and arsenic to prevent contamination of air, water or land through improper waste disposal. This paper will concern only bacterial leaching and its necessary control of effluents and solids. Sulfur does not appear to be a problem as the element is oxidized to sulfate and is precipitated with an acceptable solubility. Other important improvements that must be controlled are arsenic and iron which are present as significant values (1-12 g/1 of arsenic, 20-40 g/1 of iron). In addition much smaller values of base metals, aluminum and magnesium can be present as well as other elements depending on the ore and these must be low enough after treatment to meet EPA regulations.

Enargite (Cu3AsS4) belongs among refractory copper minerals with very low hydrometallurgical extractability of copper. An application of enargite leaching in acid solutions leads to simultaneous dissolution of copper and arsenic and the final leach solutions have to be treated for the separation of both elements. However, the alkaline leaching of enargite is selective. Arsenic passes into leach while produced copper sulphide represents the raw material suitable for pyrometallurgy. The hydrometallurgical processing of mineral can be influenced positively by mechanochemical route. We have shown that more than 80 % of arsenic can be extracted from enargite concentrate by atmospheric alkaline leaching at 95 °C when mechanical activation in an attritor is applied. The produced Cu2S can be further treated with elemental iron where mechanochemical intervention is applied in the second stage of enargite processing. The final product forms Cu/FeS nanocomposite from which copper nanoparticles can be easily separated. The illustrated concept of copper obtaining from copper sulphide is an example of so-called “dry” processing, as reactions in gas and liquid phases are excluded. This concept of environmentally friendly metallurgical processing can be classified as an impetus for novel technology to produce copper from enargite concentrates.

The Petch relation between the flow stress and the gain size is derived from a consideration of gain boundary sources of dislocations without the need of dislocation Pile-ups. Three mechanisms for inierpreting the yield stress: the gain boundary strength, the unpinning of Frank-Read source near a grain boundary, and the generation of dislocations from the grain boundary are compared and the condition of their equivalence is shown. The effect of the average angle of misfit of pain boundaries is found to be sma11 and so is that of the average angle of misfit of subboundaries having impurities. The effect of impurities on the ledge density in the grain boundary is treated thermodynamically and a relatwn is proposed for the variation of Petch slope with impurity activity. The effect of temperature on the Petch slope is interpreted as due to the change of ledge structure in the grain boundary. It is indicated that the effect of annealing temperature may be more important than that of the test temperature and therefore should be studied. The effect of plastic strain on the Petch analysis is deduced from a work-hardening equation in which the generation of dislocations has first-order kinetics and the annihilation of dislocations has second-order kinetics. It is concluded that the Petch slope will decrease with plustic strain if the rate of annihilation of dislocations is sufficiently large. Critical experiments which may shed light on the mechanism for the Petch relation are suggested. THE relation between the yield or flow stress, 0, and the grain size, l, was first proposed by all' and later studied more extensively by Petch and co-workers, who also proposed a similar relation for the fracture stress and deduced from these a grain-size effect of the ductile-brittle transition temperature. The microscopic mechanism used by all' and petch2 involves a pile-up of dislocations of like sign generated from a Frank-Read source. The yielding or flow takes place when the pile-up exerts sufficient stress at the grain boundary so that the plastic deformation can propagate from one grain to another. If the average strength of the grain boundary is ai and the average length of the pileup is lp, the Petch slope, k, is given by" where p is the shear modulus, b the Burgers vector, and v the Poisson ratio. This slope will be independent of the grain size if l/lp is a constant. This is possible, since, if the Frank-Reed source is situated near the grain boundary, lp = 1, and if it is situated in the middle of the grain, Ip = 1/2. cottrell,12 also using the pile-up mechanism, proposed that the stress concentration at the grain boundary will initiate Frank-Read sources near the grain boundary and in this manner a Lüders band can propagate from one grain to another. Assuming that the average distance between the Frank-Read sources and the grain boundary is 1, and the unpinning stress of the Frank-Read sources is op, Cottrell obtained the following Petch slope: This slope will be independent of the grain size if ls is independent of the same, which is not as obvious as the condition, Ip = I for Eq. [2]. In addition to this assumption, the direct relation between the Petch slope k and the unpinning stress, up, was recently questioned by Johnsonon grounds that it is inconsistent with the following observations: the independence of k with temperature and strain rate, and the small k in columbium, which, like iron, has a sharp yield point. As pointed out by ohnson," the most important objection both to the Hall-Petch mechanism, in which the strength of the grain boundary plays the role in yielding, and to the Cottrell mechanism, in which the unpinning of Frank-Read sources plays the role in yielding, is the lack of direct observation of the pile-ups. The dislocation structure in deformed iron has been examined recently in the electron microsope.'-' Dislocations appear to be generated from grain boundaries or other interfaces; they form clusters and tangles within the grain at very early stages of deformation, even in the Lüders band, if the deformation is slow or at normal and elevated temperatures. Although it is still too early to interpret bulk properties from thin-film observations, it does seem worthwhile to look for a mechanism for the Petch relation which does not require dislocation pileup. SUBBOUNDARY SOURCES In order to show that a consideration of grain boundary sources can lead to the same Petch relation as does the consideration of the strength of the grain boundary, we shall first discuss the case of a simple tilt boundary whose elastic properties have been studied in detail.17 The strength of a partially

Discovery of scandium in the Vitro solvent extraction plant for uranium led to commercial recovery of the byproduct. Micro amounts of scandium were extracted with uranium by dodecyl phosphoric acid, but failed to follow ura-niuminto the hydrochloric acid strip solution and were eventually concentrated in the organic extractant. A fluoride strip system was developed to recover scandium from the solvent in concentrated form. High purity scandium oxide was then prepared in multi-pound lots by chemical separation techniques. The plant recovery operation, final product purification, and analytical procedures are described. Scandium is a pseudo-rare earth which is truly rare and expensive. It has special properties which may make it desirable even at the present price of $2750 per lb. Recently the price was lowered from $5000 per Ib which had prevailed since 1952, and it is anticipated that usage will be stimulated because of the lowered price. This metallic element is distributed widely in trace amounts in the rocks of the earth's crust. In addition to micro-amounts found in most uranium ores, concentrations of 50 to 100 ppm have been found in Colorado ferberite ore, lateritic nickel ore, heavy sandstone from Utah, Wyoming, and New Mexico, and various zircon sands and monazites from the western part of the U. S. Scandium has been found as an essential constituent of very few minerals, the most important being thortveitite, a scandium silicate. At the present time, this mineral commands a price more than twice that of gold. Chemically, scandium is in group 3A of the periodic table. It is closely associated with yttrium and the rare earths which it strongly resembles in its reactions. It has a valence of three and will form an insoluble hydroxide, fluoride, or oxalate under proper conditions, similar to the rare earths. Eight years before its discovery, scandium was predicted by Mendeleef who ascribed his eka-boron with properties nearly identical to the actual properties of scandium. Its position as the element with Atomic No. 21 and Atomic Weight 44.96 places it between calcium and titanium in Period 4 of the chart. The successful commercial application of scandium must depend on unique properties to justify use of this high cost substance. Greater consumption would allow additional price reductions, but scan- dium will remain a relatively high-priced commodity because of its inherent scarcity. Research reportedly has been oriented toward use of scandium as an agent to achieve high-temperature, low-density alloys with magnesium and tantalum.' Also, the U.S. Air Force sponsored a project for production of research amounts of pure scandium metal.' The oxide has been used experimentally in electronics, ceramics, and metallurgy. The various aspects of scandium are well covered in recent publications.s-5 CONCENTRATE RECOVERY Small amounts of scandium exist in uranium ores and are dissolved during an acid leach yielding up to 0.001 gpl Sc2O9. When Vitro converted their uranium plant from phosphate precipitation to solvent extraction: scandium was found to follow the uranium into the dodecyl phosphoric acid solvent (DDPA). However, scandium did not strip with uranium from the DDPA in hydrochloric acid, but remained in the solvent. Therefore, a concentration of scandium built up in the organic phase. Residues from the solvent were spectrographed by the U.S. Bureau of Mines and found to contain scandium. As a result of this discovery, provisions were made in the plant for recovery of scandium-bearing concentrates. Solvent extraction of uranium was added to a conventional acid leach process in a typical installation? The ore was crushed and ground, and then leached with dilute sulfuric acid. Addition of an oxidant such as sodium chlorate insured conversion of uranium minerals to a soluble form. At this point, the slurry was chemically reduced by a sulfide, such as sodium hydrosulfide, to remove substances such as ferric iron and molybdenum which were partially extracted by the solvent. The solids-liquid separation was accomplished by a four-stage counter cur rent decantation (CCD) thickener circuit. In the science of evolution of the species, there is a law which, simply stated, avers that the history of the individual repeats the history of the race. Similarly, if unassisted by the experience of others, each SUCcessful engineer would perfect and develop his methods and technique from the rough grab sample up to the carefully taken, recorded and studied samples and observations which now determine and decide the expenditure of the large sums required for modern mining. Hence real progress results from the interchange of experience, as in that way the entire experience of the profession can be made available to every engineer. The literature of this subject is already voluminous, but some progress has been made in the gathering of data and in their compilation or presentation. More Romance than Developed Ore in Limestone Deposits In certain types of deposits, methods little known 25 yews ago have been developed, perfected and standardized to a degree that lifts sampling from the field of manual labor to the plane of an applied science; for instance, the modern methods of estimating the so-called porphyry coppers. With some types of orebodies, we have become familiar, and sometimes on too easy speaking terms, with millions of tons of ore in reserve and tens of millions of dollars; while with others even these once marvelous figures sink into insignificance before the array of ciphers that are presented. .In such company, the average limestone replacement orebody is entirely out of place, for its reserves seldom reach a figure to arrest the attention of the modern engineer, and more often are insignificant. It is only when the records of the production of some of the older camps are studied, which show them to have continuously produced over very extended periods, that a realization is borne home that occasionally this type is worthy of consideration even in these days of gigantic tonnage.

INTRODUCTION Fineness is one of the main characteristics of powders and this parameter is the object of several definitions based on criteria connected with their uses as well as their determination methods. In trying to obtain the best reaction surface, fineness is characterized by the determination of the specific surface, but in other cases, particle size analysis is used. These two main methods are not, in fact, entirely independent and their complementary nature provides information concerning the morphology of the particles. In the case of a product formed by isodimensional spheres, the relationship between the specific surface and the diameter is well known: [S = 6 spd] where p is the specific weight of the material and d the diameter of the spheres. With no monodimensional spheres, but rather a granulometric distribution whose occurrences follow a mathematical law (1), the relationship is more complicated. The relationship between the specific surface measured by gas adsorption and the data of the particle size analysis is much more difficult to predict in the case of asymmetric porous particles, whose particle size distribution curves do not correspond to a known statistical law.

"Nanostructured powders (particle diameter of 1 - 100 nm) have uses in electronic, magnetic, structural, thermal applications as well as advanced processing of materials. Among many methods of making nanostructured powders, chemical routes offer many attractive features such as feasibility of cost-effective bulk quantity production, design of chemistry at the molecular scale, and chemical homogeneity of the powders. In this talk, two systems of chemically synthesized nanocomposite powders are presented, namely, granular magnetic materials of Fe-Cu and Co-Cu, and thermal-structural materials of AIN-BN. Synthesis and processing, characterization and properties of these materials are discussed.IntroductionNanostructured powders (particle diameter of 1 - 100 nm) are attractive materials because of many useful properties (e.g. catalytic, optical, magnetic etc.) and processing advantages (e.g. lower sintering temperature) [1]. There are many methods of making nanostructured powders, for example, physical and chemical vapor deposition, mechanical attrition, and solution chemistry [1, 2]. A common method of making composite powders involves the grinding, mixing and blending of constituents powders, but it has the limitation of inhomogeneous mixing. Chemical routes have many useful features. Using solution chemistry, precursors can be molecularly tailored and homogeneously mixed at the molecular level. The chemical approach may result in better properties of the final product. Compared to vapor-phase fabrication techniques, chemical routes are more cost-effective in producing large quantity of material. In addition, control of particle size, size distribution and stabilization of the nanoscale particles against agglomeration can be more effectively manipulated via solution chemistry.In this paper, we present an overview of some of our work in nanocomposite powders prepared by solution chemistry. Metallic systems of FeCu and Co-Cu, and ceramic system of AIN-BN are discussed. The powders were characterized using x-ray diffraction (XRD) , scanning electron microscopy (SEM), conventional and high resolution transmission electron microscopy (TEM, HRTEM), vibrating sample magnetometry (VSM), inductively coupled plasmaatomic emission spectroscopy (ICP-AES)."

The advent of low-quality export coal demand has brought a new range of possibilities to the South African coal industry. Products that traditionally were only of value to the domestic or combustion industry sectors now have the potential to be exported, with only minor amounts of upgrading required through beneficiation. Comparatively high steam-coal export prices can be obtained for lowquality export coal, which enhances the economic feasibility of expanding low-quality thermal coal exports. There are, however, increasing concerns about the feasibility of lower quality thermal coal exports and the broader implications. These concerns relate to the environmental impact of low-quality thermal coal production for export and the inherent threat to the security of domestic thermal coal supply in South Africa. Against this background, this paper serves to explain the extended value chain in the production of export coal. The technical and economic advantages and disadvantages of low-grade exports versus coal production for domestic use are evaluated. The value chain estimation is calculated by the beneficiation modelling and characterization of two coals. Based on the value estimation, the lowgrade export production scenario, and finally the modelling of potential pollutant distribution, are described. Six Sigma is a methodology that uses a structured and disciplined approach to improve process performance (higher throughput, better recovery, lower cost, shorter cycle time, etc.). Specially trained people called “black belts” lead and manage Six Sigma projects. Black belts, with assistance from their team, ensure that projects follow the DMAIC (define, measure, analyze, implement and control) process phases. Timely completion of each project, with measurable deliverables, is key to Six Sigma’s significant financial success. Implementation of Six Sigma has been growing in recent years in a wide range of industries. The heavy mineral industry, like many other industries, could benefit from what Six Sigma has to offer. Specific Six Sigma project examples are included from DuPont’s Heavy Mineral Production Plant in Florida.

It is therefore essential that in the early stages of project evaluation the following fundamental questions are addressed: What products will this project produce? Who are the potential customers? What are the customersÆ requirements with respect to grade and impurities? Do they have adequate capacity to take the production from the proposed project? Will the products introduce adverse effects in the customerÆs process circuits? Will additional waste streams requiring disposal be produced? In the past the attitude has been along the lines of the customer will take whatever we produce at the mine site. Times have now changed with customers now operating under much tighter environmental regulation with waste disposal becoming increasingly difficult. It would therefore be prudent that the principles of product stewardship be used as a tool in project evaluation. This paper will provide a general discussion on customer requirements and provide detail on case studies of the impact of mine products on smelter process circuits. It will provide examples where there were synergies between the mine product and the smelter circuit and where the mine product had adverse impacts on smelter performance.

THIS paper is a preliminary statement, intended to present the more important results of the recent studies of the ore deposits of the Alleghany district in advance of the publication of the complete report, now in preparation. The Alleghany district (Fig. 1) has been a producer of gold since the early days of California gold mining. As in other California gold camps, placers yielded the bulk of the earlier production, but during the last 30 years lode deposits have been the only important source of output. The district differs from other California gold-quartz districts in that nearly all the production is from small shoots of high-grade ore. The mining camps of Alleghany and Forest are on the western flank of the Sierra Nevada range about 20 miles west of the crest. The gently sloping lava-covered plateau which controls the upland topography has been trenched by deep canyons of the westward flowing streams, which are cut to depths of as much as 2000 ft. below the crests of the ridges. The district is about 18 miles from Nevada City but the automobile road which connects the two places is 31 miles long. The senior writer first visited the district in 1913 and published a short description of the lode deposits.1 The increasing importance of the district made further study desirable. A detailed topographic map was therefore made by W. B. Upton, Jr., of the U. S. Geological Survey, in the spring of 1924, and the senior writer spent parts of the field seasons of 1924 and 1925 in the district. For the second field season the Geological Survey was fortunate in securing the services of R. W. Gannett, who had already done geologic work in the district for several of the mining companies. Owing to the death of Mr. Gannett in October, 1925, just before the close of his field work, the work of preparation of the entire report fell to Mr. Ferguson. He takes this opportunity of acknowledging how deeply he is indebted to Mr. Gannett for his excellent work in the field, and his realization of how greatly the completion of the report on the district has suffered from lack of Mr. Gannett's assistance in the office. In October, 1.928, after the completion of the first draft of the manuscript, Mr. Ferguson made a short visit to the district.

THE demand for "production control" has, like the poor, been with us always. With the development of the nation, the accumulation of business experience, and a maturing understanding of how our many and varied industries work, it is increasingly evident that an uncontrolled output is a source of great mischief and that order and performance demand a control of production. To see clearly the demand for "production control" we must look in detail at the ways in which industries operate. General pictures, grand aggregates, situations as "wholes," and smoothed curves are likely to be deceptive. An industry may seem to keep the even tenor of its ways, and yet the establishments which made it up may experience a great range of fortunes. A nice bundle of statistics may show in the aggregate a lovely regularity which is not shared by the firms which make up a trade. An industry may appear to be reasonably profitable, and yet the profits may be very unevenly distributed. The people in an industry, and dependent on it, are managers, laborers, stockholders, creatures of flesh and blood, such as you and I. General pictures and abstract statements must not blind us to what is happening to firms, corporations and individuals.

Over a 4 hr period of steady plant operation samples were taken at regular intervals from points within the grinding and flotation circuits. Size fractions of each composite sample were analysed for lead and zinc values and a comparison made of the behaviour of the lead, zinc, and gangue minerals, size by size throughout the whole circuit.Analysis of the breakage behaviour using dynamic mathematical models gave the rates of breakage of each size fraction of each main component. Simulated grinding experiments showed that the main grinding circuit had some reserve capacity.In the lead flotation circuit all lead values between 150 mesh (Tyler) and 5 microns had excellent flotation characteristics, and a major proportion had a high rate of flotation which was practically the same for all sizes. Increase in overall lead recovery would require improvement of the flotation behaviour of ultra-fine lead minerals. These were slow floating and were responsible for approximately half the lead losses in the final zinc concentrate and one-third of the lead losses in the final tails.All sizes of zinc values between 100 mesh and 7 microns floated well and the performance of the zinc flotation circuit was mainly limited by the relatively poor flotation of the very fine zinc values. Approximately 60 per cent of the zinc lost to the final tails lay within the minus 7 micron fraction.The overall flotation conditions were conducive to very good selective flotation of the major proportion of the values and limitations in metallurgical performance were mainly due to the properties of the ultra-fines.

A comprehensive hydrologic study was completed far the waste rock dump at Equity Silver Mine, BC. Characterization of the hydrologic system included geologic structure. topography, surface hydrology and groundwater systems. The results of the study conclude that the cover system is restricting net infiltration to approximately 5%. However, significant discharge continues to occur from the perimeter of the dump. A three dimensional seepage analysis was carried out to illustrate the influence of groundwater discharge associated with the regional topography and geologic structures. The results of the modelling program show that groundwater discharge occurs from the waste rock dumps when high recharge rates are specified for the surrounding topography- This groundwater discharge strongly influenced by the high hydraulic conductivity assumed far the fractured bedrock. The modelling results are considered preliminary and field drilling and piezometer installation is being conducted to determine the groundwater regime in the vicinity of the waste rock dump.
