WE are living at a period of the world's history in which social phenomena are on so vast a scale, are of so profoundly soul-searching a nature, and are occurring in such rapid succession in the great world drama in which we are both actors and spectators, that, in our efforts to obtain a rational point of view in relation to them, our minds may fail to discern the simple in the complex and our understanding is liable to be-come confused or even overwhelmed. To the social student whose scientific training has convinced him of the truth of the evolutionary law, Natura non facit saltum, it is neither the vast scale of the events; their deeply soul-stirring nature, nor their rapid succession that matters so much, as the discovery of the underlying principle or law in accordance with which the disintegration and reintegration, which are the two aspects of social evolution, or indeed of evolution everywhere, are occurring. He is most deeply concerned in seeking an answer to the question: Have we in the present great and perplexing upheavals in human society, whether regarded in Central Europe, in Russia, in Great Britain, or in America, a really new cause at work, or, have we, though on a very- large scale, merely new manifestations of the working out of an old principle? When we think of the appalling struggle in Europe, into which the world's greatest exemplar of democracy was finally drawn, no one has any hesitation in admitting that the great conflict was fundamentally a life-and-death struggle for self-preservation and self-propagation on the part of autocracy. The variations we meet with in the statement of the cause of the war arise mainly from differing distances of perspective: but in the last analysis all agree that the autocratic system of political government, which found its very soul and center in Prussian despotism, was consciously arrayed in a final "world-power-or-downfall" struggle against a love of freedom which was steadily widening and-deepening throughout the world, and particularly throughout those parts of the world where this love of freedom and justice has found expression in democratic institutions. To provide a means for rapidly evaluating proposed mine layouts in order to avoid potential hazards while minimizing loss of coal. The Approach: Development of a computer program that will compute many possible mine layouts by changing the mine plan until the arrangement giving minimal hazards with optimum extraction is found. How It Works: The Hazard Evasion Program for Mine Planning, developed by the Bureau's Denver (Colo.) Mining Research Center, tests hundreds of possible solutions to a mining layout, and by sorting out the 10 best (based on the criteria of maximum safety for workers with minimum abandoned coal), limits the number of choices that need to be considered and appraised for applicability to a given mine scheme. The program is applicable for room and pillar or longwall mining, for oil and gas well hazards, and for other hazards that can be described mathematically such as channel sands, potential bad roof areas, faulting, voids, or water pockets.

ESTABLISHMENT of an effective inspection system has been held essen¬tial to any international agreement that may be designed primarily to curb the testing of nuclear weapons. A number of reports and papers already have described basic inspection concepts and appraised various pro¬cedures, techniques, and methods as to their probable effectiveness in detecting and identifying violations under such agreement. This report results from a study of only one part of the contemplated inspection system, specifically the final phases embracing onsite investigations and mine examination techniques. The results and reports of earlier work were reviewed in detail, and subjects that were found to have been exhaus¬tively evaluated are recognized by reference and not redescribed here. In other instances, previously described techniques, methods, and clues were revaluated to define more clearly their practical value to the final objective of an onsite inspection. Previous documentation does not refer to a number of subjects, techniques, tools, clues, and methods considered by the study; this report treats these in detail, even though when applied singly or collectively their practical value may be questionable.

I wish to submit this discussion item on an article published in the August issue of MINING ENGINEERING by Wala and Altman on the use of canonical diagrams for mine ventilation networks. The advent of computer graphics and plotting has enabled complex underground mine layouts to be displayed and plotted in a variety of three-dimensional formats that very closely represent the actual mine layout. This enables the ventilation engineer, who is familiar with the mine, to display the network pressures, quantities, resistances, and fan locations in a way that can be understood by everyone working at the mine. This is important if the ventilation engineer needs to discuss changes in ventilation with production personnel, or escapeway procedures with union personnel. While I can see some of the potential advantages in the canonical ventilation network diagram described by Dr. Wala, it appears to me that the fact that the diagram has no visual equivalence with the actual mine layout means that most mine personnel will find such a diagram almost incomprehensible. The authors have alluded to certain advantages with the canonical diagram. However, I find it difficult to see that these outweigh the fact that almost everything listed can be duplicated in isometric diagrams, and in a manner that is easily understandable to everyone in the mine from the miner to the mine manager. Perhaps the authors could show a clear example comparing an isometric with a canonical portrayal of a mine network showing the information that is immediately available from the canonical network that is not obvious in the isometric diagram. There is in this country a severe problem with the need for ventilation engineering and expertise to be used and accepted by mine management as a necessary part of mine planning. It seems to me that to introduce the requirement for further explanation so that management can understand a canonical network display will hinder more than help the recognition that ventilation engineering needs at so many mines in this country. However, I can see that the canonical approach does have its place in assisting the practicing mine ventilation engineer, wherever he or she exists in the organization chart for a typical mine. In this case, could the authors please indicate the availability of the computer program to compute and plot the canonical diagram for a mine ventilation network.

"As I have recently carried out some further research on the Navan lead-zinc deposit data while working in Michel David's research team, I should like to add a few comments on the paper- ""Universal Kriging for Ore-Reserve Estimation- Conceptual Background and Application to the Navan Deposit"", by M. Dagbert and M. David (CIM Bulletin, pp. 80-92, February 1976). The first comment is that since this research has been carried out, important new theoretical advances have been made which make for an easier application of geostatistics to the non-stationary case (see Matheron0l). This is the theory of intrinsic random functions of order k. With the aid of this theory, it has been possible to write computer programs which can carry out automatically universal kriging, although so far such applications have been largely confined to automatic contouring and not to mining problems. However, if approached with care there is no reason why these methods should not be applied to mining problems and, in this case, an automatic study has been done on this data."

Laboratory batch and small - scale continuous flotation tests were conducted on a ferruginous barite - fluorspar ore from near Sweetwater , Tenn . , to determine the feasibility of producing commercial - grade fluorspar and barite concentrates . The lignin sulfonate - sodium fluoride - fatty acid method of floating fluorspar produced acid - grade concentrates . Flotation of the barite from the fluorspar tailing using petroleum sulfonate yielded concentrates suitable for use as a weighting agent in oil -well drilling muds . The continuous flotation tests , treating about 150 pounds of ore per hour , yielded fluorspar concentrates that assayed 98.3 percent CaF2 and barite concentrates that assayed 91.2 percent BaSO4 . The recovery of the two minerals was 91.2 and 85.2 percent , respectively .

Are Stockpile Requirements Exaggerated? THE federal stockpile of strategic and critical materials was created for an emergency. The emergency has occurred but no withdrawals are being made from the stockpile. On the contrary, the-rate of stockpiling is being increased. A serious dislocation between supply and demand for metals exists and purchases for the stockpile are a significant contributing factor in this situation.

"IntroductionThe Ancient Egyptians recovered gold from the mud in the bottom of ponds by having teams of maidens sit around the pond dipping goose feathers dipped in grease into the mud. The gold would preferentially stick to the oily surface and was periodically washed off to give a gold concentrate. This was a forerunner of today's flotation processes.In Greek mythology Jason and the Argonauts pursued the Golden Fleece, which was a primitive form of gravity concentrate produced when gold ore slurry was passed over a sheeps fleece. The heavy gold settled and was caught in the fleece, producing a rich concentrate that allowed Jason & Company to perform the first recorded case of highgrading. The process was a forerunner of todays shuiceboxes used in placer mining.From these simple beginnings, gold metallurgy has progressed to a state where very complex flowsheets are proposed, sometimes to perform a simple metallurgical task. Figure (i) shows a hypothetical flowsheet to identify the range of unit processes that might be brought to bear on a refractory ore. "The application of autoclave leaching technology for sulfide concentrates containing base and precious metals is spreading nowadays. In the process of concentrate leaching silver accumulates in the forms of jarosite compounds, transforms into passive chemical state and is mostly found in solid phase. Effective technology development for silver recovery from solid phase of concentrate autoclave leaching raises the necessity for comprehensive research of silver forms of occurrence and their properties in this product. The possible form of silver presence in solid phase of concentrate from autoclave leaching is argentojarosite. This article is about the study of physical and chemical properties and structure of synthetic argentojarosite - AgFe3(SO4)2(OH)6. A method of argentojarosite synthesis has been developed under conditions simulating the process of autoclave leaching of sulfide concentrate, and includes silver dissolution in the form of Ag2SO4, Fe3+ sulfate hydrolysis, AgFe3(SO4)2(OH)6 build-up. X-ray data of synthesized argentojarosite completely correspond to those of natural mineral. The structural formula of this complex compound has been studied and confirmed. The chemical properties of synthetic argentojarosite, its solubility in acids and alkalis have been investigated. Phase changes when heating argentojarosite with the build-up of iron oxide and silver sulfate stop at the temperature equal to 650 ºC. Based on the results received the technological solutions for solid phase of autoclave leaching of concentrate have been developed with silver recovery of 95-98%."

The rational and optimal determination of the design of a mining exploitation is a very intricate and difficult problem : the parameters are numerous, some technical, some economic or technico-economic which cannot be fully controlled; beside, deposits are estimated from very limited information and the choice criteria are not always quantitative, the economic context has to be anticipated by several years, and even the technological limits can change tomorrow. So, although very clever and performing numerical algorithms have been developed in recent years for open-pit design, we consider that this problem has not really been solved satisfactorily until now. The reasons are that people have concentrated their efforts on informatical algorithmical problems, and have assumed that the technical and economical data are well defined at the time of the study, which is generally not true. In particular, the mere fact of assigning dollar- values to blocks in order to maximize the total cash-flow is generally unrealistic because of the uncertainty of the data used. Consequently, the significance of the unique pit obtained as a result of these algorithms is questionable.

It is important to recover and reuse the metal values contained in various industrial wastes in a viewpoint of environmental preservation. Most of industrial products are made through the processes to separate impurities in raw materials, solid and liquid wastes being necessarily discharged as industrial wastes. Chemical methods such as solvent extraction, ion exchange and membrane, and physical methods such as heavy media separation, magnetic separation and electrostatic separation are considered as the methods for separation and recovery of the metal values from the wastes. In this paper, some examples of the application of solvent extraction to the treatment of wastes are introduced. The treatment of solid wastes such as Ni-Co alloy scrap, Sm-Co alloy scrap, fly ash and flue dust, and liquid wastes such as plating solution, the rinse water, etching solution and pickling solution are accomplished using solvent extraction technique.

"Poor Pb/Zn selectivity during Pb flotation in laboratory tests on a Mississippi Valley-type Pb/Zn ore was traced to a pH effect. In the pH range 9.5-11 sphalerite floated readily without copper activation. Compared to sphalerite flotation with copper activation this procedure gave equivalent selectivity but reduced flotation rate.Possible mechanisms of this sphalerite flotation without copper activation are discussed. Activation by Fe(OH) 2 is suggested, the Fe++ions being derived from superficial oxidation of pyrite in the ore.INTRODUCTIONGalena and sphalerite commonly occur together. The usual practice is to float galena first followed by the flotation of sphalerite after activation with copper (II) sulphate. If ores contain pyrite it is depressed by maintaining an alkaline pH (9- 10) and using NaCN as depressant.In flotation tests with a Pb/Zn ore from Polaris selective flotation of galena could not be achieved consistently as a considerable amount of sphalerite, even though unactivated, floated. A systematic study was carried out to determine the cause of this problem. This led to the unexpected finding that sphalerite floated in the alkaline pH range 9.5-11.0 without preactivation with Cuso 4 . This paper describes the results of this study and discusses a possible mechanism of the flotation of sphalerite."

At Cominco's Zinc Refinery at Trail, British Columbia impurities are removed from zinc sulphate electrolyte by a two-stage purification process using zinc dust. Copper, cadmium and thallium are removed in the first stage whereas cobalt is removed in the second stage. Cobalt removal kinetics are affected by soluble antimony and copper additions to the electrolyte. This study was focused on the kinetics of cobalt removal by zinc powder cementation. Experimental variables included copper and antimony concentrations, pH and temperature. Common organic additives employed in zinc plants were studied to determine potential interactions with the cobalt removal process. Cementation products obtained from laboratory experiments and plant practice were studied using SEM. A number of significant results were obtained: 1. Copper and antimony ions were sustantially removed from solution during the early stages of the cementation reaction (within the first 15 minutes). Cobalt cementation kinetics are slow and follow a first order kinetic regime. 2. A drop in the cobalt removal rates can be correlated with a rise in the Eh of the slurry. 3. Ligninsulphonate, Percol 351 and animal glue at levels of 2 mg/L significantly impede cobalt cementation.

O uso cada vez mais frequente do poli metacrilato de metila (PMMA), muitas vezes em substituição ao vidro temperado, se deve a sua alta rigidez, praticidade, leveza e transparência. No entanto, as normas de fabricação atuais na indústria de polímeros recomendam testes específicos nesses materiais. O presente estudo tem o objetivo de testar mecanicamente as propriedades do material Polimetacrilato de Metila (PMMA) em condições que simulem um ambiente muito mais agressivo do que o usual. Para tanto foram realizados testes de espectroscopia na região do infravermelho (FTIR), análise termogravimétrica (TGA), testes de tração e impacto Izod, e análise por Microscopia Eletrônica de Varredura (MEV). Os resultados revelaram que o Polimetacrilato de metila (PMMA) manteve suas propriedades mecânicas em tração até a temperatura de 105°C. No que se refere à resistência ao impacto, a temperatura influenciou negativamente no desempenho desse polímero.

"In the study of ball-mill grinding at the Intermountain Experiment Station of the United States Bureau of Mines at Salt Lake City, Utah, it was desirable to measure the work input to a ball mill at the mill itself so that consideration of motor efficiency and transmission losses would be eliminated.The device adopted is essentially that used by Prof. H. E. T. Haultain4 in measuring work input to rolls. The mechanism was changed only so as to adapt it to a ball mill.Figure 1 is a diagrammatic sketch of the apparatus.The pulley which rotates the mill is loose on the mill shaft and is equipped with ball bearings. This pulley is connected by means of three tangential springs to the driving plate, which is solid on the mill shaft. Power applied to the loose pulley is transmitted to the driving plate, and hence to the mill, by the three springs; the greater the resistance of the mill, the greater the spring extension. The extension of the springs is transmitted by the steel extension tape to the differential integrating meter.The integrating meter is operated by two friction wheels in contact with the integrator disk which revolves at a definite ratio of speed to that of the mill. The friction wheels are held in contact with the disk by the spring suspension of the integrator and are connected to a differential gear cage, the revolutions of which are recorded on a counter such as is used in gas meters. Due to the differential gears the c e is stationary when the two friction wheels revolve at the same speed in opposite directions; this condition exists when the integrator is centered on the disk and corresponds to no load or to a zero spring extension. As the lead is applied, the springs extend and move the integrator from the center or zero point, resulting in a difference of speed between the two friction wheels. Due to the revolution of the differential cage this change in. speed is transmitted to the counter. The integrator and extension tape system is kept taut by means of a light spring attached to the integrator, the spring having just enough tension to assure that the integrator returns to zero when the load becomes zero."

The practical execution of the design for rolling-mills presented by the writer at the Paris meeting* of thc Iron and Steel Institute in 1900 involves the determination of some questions not yet discussed, among which is the determinatioir of the amount of power required to perform the rolling of pieces of iron and steel of given dimensions. It is necessary to know this factor if we would put motors of proper capacity to the respective pairs of rolls, or, rcciprocally, if, having standard motors at our disposal, we would design grooves to suit them. Moreover, this factor is involved in giving right dimensions to every part of the rolls and housings. Expert designers of engines for driving rolling-mills of the present type receive very indefinite directions, such as: that the motor is to drive a light, medium or heavy train; that it must work with fly-wheel or reversing gear; that the number of revolutions per minute should not exceed 40 or 60, and that at a given speed the power developed should be from 100 to 200 H. P., or from 1,000 to 2,500 13. P. It frequently happens, however, that an cngine of 200 H. P. is forced under the circumstances to press or develop as much as 300 H. P., while, on the other hand, the ,1,500-11. P. engine may be rolling-stock which could be worked with a maximum expenditure of 60 to 80 H. P. Of course such variatior~s as these do not permit the best adjustment of parts or the best economy of power and fuel. The design of roll-trains is even more vaguely limited. Every part of a train, from the point where it connects with the engine to the last groove in the rolls, bears evidence that there are no rules for calculating even approximately the dimensions of the main-shafts, couplings, pinions, gears, rolls, trunnions,

The summit of L_ihi submarine volcano changed dramatically after seismic activity beneath L_ihi during the month of August 1996. Bathymetric re-surveys of the L_ihi edifice using SeaBeam, Simrad and deep-towed Reson-Focus multibeam systems showed the presence of new north-south striking fissures, normal faults and a new pit crater located at the site of a former 300-meter high volcanic cone. Comparisons between the pre-1996 SeaBeam data and the new bathymetry show a net loss of about 100 million cubic meters of rock volume on the summit. This loss is localized at a new pit crater -- the 300-meter deep by 1,300-meter wide Pele's Pit. Submersible observations with Pisces V show the northern edge of Pele's Pit to be bounded by a normal fault located north of the site of the former Pele's Vents cone that has disappeared into the new pit crater. A new hydrothermal field, the Ikaika Vents, extending from a water depth of 1,311 meters to 1,287 meters has formed at the northeastern edge of the floor of Pele's Pit. Submersible observations of these new Ikaika Vents during September 1996 showed vigorous venting at the site with extensive white-colored bacterial mats hanging off the rock face above the vents. Follow-up mapping and sampling of the vent sites during August 1997 showed vent temperatures of up to 198°C, dense populations of vent shrimps around the vents and a centimeters-thick veneer of fine-grained polymetallic sulfide mineralization along the rock walls above individual vents. The mineralogy of the sulfides shows a barite, chalcopyrite, sphalerite, and pyrite composition.

Provide a means of recovering precious metal values from finely ground tailing materials. Approach Determine the procedures needed for agglomerating the finely ground material for subsequent heap-leach cyanidation of the precious-metal-bearing tailings. Applying Agglomeration/Heap-Leaching to Fine Tailings Agglomeration technology was developed by the Bureau of Mines to provide cost-effective recovery of precious metal values though better heap leaching of clayey or low-grade ores. While many precious metal producers have adopted this technology to reclaim precious metals from crushed ores and wastes, other operations have experienced problems in using the heap leaching technique effectively on piles of fine tailings. In contrast to the coarser ore and waste material, most tailings piles contain more than 50 percent minus 200 mesh materials with no coarse material. Fine particles and clays present in the pile can impede 8 uniform flow of the leaching solution through the heap, thus preventing efficient and cost-effective precious metals recovery.
