The subject of my few remarks addressed to the Rocky Mountain Coal Mining Institute, "Guessing or Knowing! Which," may perhaps suggest but little to you here today. However, I am sure you will all agree with me when I say that in the conduct of a coal mining operation there should be no choice between guessing and knowing. The value of, and the results to be obtained from this Institute, its meetings and printed transactions, as well as those of other similar educational organizations, depend very largely on the mental attitude of those who constitute, through their pronouncements, the more active portion of the membership. Perhaps the most apt criticism that is now being made of the coal industry is that, to an extent possibly exceeding any other industry of similar magnitude and importance, it depends for its conduct altogether too much on "rule of thumb" and "tradition," rather than on proven practice and actual fact. The records of our coal mining association meetings bear expression of many conflicting opinions, the majority of which are sincerely put forth by those expressing same as representing the facts; the extremes expressed, however, frequently fix the question raised as one yet located in "no man's land." There are yet too many chances taken we are still "weighing pounds on railroad track scales" and measuring yards with the proverbial "bit of string." The actual expense of conducting any one of the several operations incident to the production of coal is rarely determined, and in many instances the general cost figures, prepared some weeks after the work is complete, are of that sweeping character that very little can be abstracted therefrom. Many coal companies are now making a daily cost sheet, showing the cost of labor and material in detail, as used in the several related operations,, and such is decidedly helpful, particularly to the mine superintendent and his foreman, who, without such, sail an uncharted sea; the auditor's belated monthly summary rarely ever seen by these men who are held responsible for the labor and material used. I have made reference to this situation as an accentuation of the fact that the coal industry contains more "serious minded, conscientious guessers" than does any other similar industry, although the annual cost of our product runs up well beyond the billion dollar mark, and what is more important, our industry is one that still continues to exact a heavy toll of human life. Now this brings me to the question of safety, the one question that should be, and which is, I know, uppermost in your minds. The coal mining world, engineering and operating, is now well sold on at least two things the theory of using permissible explosives and the elimination of the open light. Furthermore, the industry, particularly that portion which is located in Great Britain and the United States and Canada, are now planning vast extensions of the use of "rock" or "shale dust," both in the form of "dust barriers" and in "direct application" to entries and cross-cuts. This is well; however,, my study of past mine explosions has convinced me that the great majority of such had their very beginning in gas accumulations; frequently originating in restricted areas at the working face, in abandoned worked-out areas, or in some other certain place where ventilation is not, maintained as it should be; and that again leads me to the point where it can again be well said, that there is too much "rule of thumb," too much guessing now being done in regard to the volume of air required, and continuously furnished, in a given entry,, panel, room or area. Just to emphasize this situation, is it not a fact that the majority of mine inspectors express the ventilation conditions as measured by them, in terms of cubic feet per man employed, in each certain split, and does not the mining laws of many states yet demand a minimum of "100 or 150 cubic feet

The Key Lake nickel-uranium deposits are situated within the Wollaston domain of the Churchill structural province. The host rocks of the two orebodies are of Aphebian and Helikian age. The orebodies occur mainly within a 5.2-km-Iong, northeast-trending zone which coincides with the intersection of the sub-Athabasca unconformity and a reverse fault striking east-northeast. The principal controls of mineralization are structural and lithostratigraphic (i.e., post-Athabasca faults, the sub-Athabasca unconformity and graphitic metapelites in the lower Aphebian, close to the Aphebian/Archean unconformity). Grades of up to 35% U3O8 and 20% Ni are recorded over intervals of up to 2 m. Some hypogene zonation exists and the nickel mineralization tends to underlie the high-grade uranium ore. The ore minerals include pitchblende, a-U307, coffinite, gersdorffite, millerite, niccolite, bravoite, zoisite, sericite, chlorite and kaolinite. The kaolinite is a post-ore, supergene alteration product. Chemical studies of the sub-Athabasca paleo weathering profile sho w that regolithization is characterized by depletion in Si02 and K20 and concomitant enrichment in Al203 and perhaps MgO. In the paleoweathering profile the ferromagnes ian minerals are chloritized, the Ksfeldspars sericitized and the plagioclase saussuritized. Preliminary geochronologic data from the ores reveal U/Pb ages of -1228 my, - 960 my and 89 my, and Rb /Sr data indicate basement ages of -1850 my and - 1372 my. Aphebian pelitic protoliths, carrying U and Ni, may have released some metals during post-Hudsonian weathering, and minor concentration in structural and geochemical traps may have taken place prior to the deposition of the Athabasca strata. However, it is felt that the bulk ofthe ore-grade mineralization wasgenerated after the deposition of the Athabasca formation and after faulting, probably during a major regional thermal/ intrusive episode of Grenvillian age. Several episodes of remobilization took place between 1228and 89 my ago.

Among the zinc base alloys used for casting in metal moulds, pnrticularly die casting, those alloys containing aluminum usually together with copper, are probably the most widely used. The reason lies in their desirable mechanical properties and the fluidity and absence of hot shortncss which facilitate ca,sting. Objection to the use of these alloys may be raised on account of the rather frequent instances of failure of a type variously described as disintegration, exfoliation and intererystalline corrosion. In all cases which have come to our kno~vlcdge where the conditionsof service were known, failure has occurred upon cxposurc to moisture and heat varying from a hot moist atmosphere to lligh pressure steam. RIoreover, the alloys described in all such roses contain impurities or alloying metals which the present authors have found to have enormous accelerating effects on intererystalline oxid:~t'ion in zinc-aluminurn alloys. Thus Williams1 experimented with an alloy containing a large percentage of tin exposed in Cuba. Baucr2 reports failure of a boiler plug containing over 1 per cent. of impurities, doubtless lead for the must part, and Rawdon's3 examinations were madc on an alloy containing 0.1 per cent. lead also exyosctl to thc Tropics. No thorough investigation of the nature and cause of this type of failure has been made heretofore, so far as the authors are aware, although Rawdon correctly classified it as internal oxidation. We have, therefore, carried out this investigation in order to det'ermine the exact nature of this phenonienon and the effect of other metals present as impurities or intentional additions in accelerating or retarding it. In the appendix we include a considerable amount of data which may be valuable in selecting an alloy combining good physical properties with high resistance to oxidation. The paper describes tests on horizontal-belt filters for the filtration of gold and uranium. The promising results led to the installation of 17 such filters (ten of them 120 m2 in size) in the mine's metallurgical plants, and their operation is discussed. Although several problems were encountered both in operation and maintenance, it is concluded that, with correct operation and suitable filter cloths, exceptionally good metallurgical recoveries can be achieved at filtration rates twice to three times higher than those on rotary filters.

U. S. petroleum demand has increased at a rate greater than that of domestic production. A domestic energy source that is under serious consideration to augment present supply is oil shale. The Green River formation in Colorado, Utah, and Wyoming represents a resource potential containing about 2 trillion bbls. of oil in shales averaging 15 gallons or more per ton or more than 400 billion bbls. in 30 gallon per ton shales. This paper will consider the technological and environmental aspects of developing this resource.

AMONG the features that make Inspiration of outstanding A interest, particularly to the engineer, is the fact that at various times it has used, as a major method of production, three more or less distinct methods of mining and three distinct methods of treating its ores. The following chronology is of interest : Major Mining Methods: 1915-194 7 Underground block-caving, exclusively 1948-1952 Underground block-caving and opencut mining 1953-1954 Underground block-caving, opencut mining, and "glory-hole caved-block transfer" mining 1955 on Opencut mining and "glory-hole caved-block transfer" mining. Major Ore Treatment Methods: 1915-1925 Flotation concentration exclusively 1926-1930 Flotation concentration and ferric sulphate leaching 1931-1955 Ferric sulphate leaching (the so-called "Dual Process" was used for eleven months in 1937 when demand for copper was phenomenal; and the "leach-float" process was used for 24 months in 1942-44 as an expedient to help meet war demands for copper). 1956 on "Dual Process" combining a sulphuric acid leach followed by fine grinding and flotation of the residue from the leaching vats.

Coalbed gas content measurements are commonly used in mine safety as well as coalbed methane resource assessment and recovery applications. Gas content determination techniques generally fall into two categories: (1) direct methods which actually measure the volume of gas released from a coal sample sealed into a desorption canister and (2) indirect methods based on empirical correlations, or laboratory derived sorption isotherm gas storage capacity data. Direct gas content determination techniques may be further. subdivided into quick-crushing and extended desorption methods. The quick-crushing methods are primarily used in mine safety applications outside the United States, but have also been used for resource recovery applications. Quick-crushing methods rely on crushing the coal sample soon after collection to release all the desorbable gas, thus significantly shortening the amount of time required for desorption measurements. However, some data useful for resource recovery applications are lost. Extended desorption techniques are most commonly used for resource assessment and recovery applications where information on desorption rates is useful for reservoir modeling, and for fundamental coalbed methane research. Extended desorption methods allow the gases in the coal sample to desorb under controlled laboratory conditions until a defined low desorption rate cutoff point is reached. The sample may then be crushed to measure the amount of gas remaining within the sample. Direct method techniques for gas content measurement are the focus of this paper.

The waste slags from chemical and metallurgical plants contain approximately wt 1% water soluble Cr6+. This hexavalent chromium is very harmful to human health, and the treatment of the slags has concerned metallurgists for many years. A sintering method was developed to treat the waste slag. In this process, sinter was made from a mixture of the waste slag containing hexavalent chromium, iron concentrate and coke breezes. During sintering, hexavalent chromium was reduced to trivalent chromium. The latter is known as a non-harmful material and can be used as chromium resource for the production of ferrochromium or chromium-containing cast iron. After sintering the hexavalent chromium in the sinter could be reduced to less than 0.0008%. It was found that the waste slag with fine particles was favourable to the Cr6+ removal. An increase of carbon content in the sintering mixture could increase the rate of Cr6+ removal and the strength of the sinter produced. The rate of Cr6+ removal increased with increasing basicity of the sintering materials with basicity less than B=1.8, above which it decreased with increasing basicity. Blast furnace was found to operate smoothly when using the sinter made from the waste slag containing chromium. However the productivity of sintering machine was slightly low compared to the sintering operation using ordinary raw materials.

Now that both the national and state legislatures are seeking ways of reducing expenses, the appropriations for geological investigation and for the study of mineral resources have been greatly reduced and in some cases entirely stopped. Is this policy justified? The sums saved by these reductions are always small. If the work accomplished by these surveys has no intrinsic value to the community, but is only an interesting way of spending some of the people's money when that money is plentiful, there should be no surveys at any time. If, on the other hand, they perform a necessary function, it is indeed foolish and short-sighted to save these paltry sums to the detriment of the community. It is not my purpose to undertake a general justification of geological surveys. Rather, 1 wish to call attention to the work of one state survey that has been discontinued, and to indicate ways in which the work was valuable to the people, even though that state's mineral resources are not very important, and why it should be continued. Though at one time in Connecticut's history iron mining and smelting were important, and copper was mined in appreciable quantities in two localities, it is many years since it could be regarded as a mining state. At present Connecticut stands far down among the states in the value of its mineral products. Granite for architectural and structural purposes, trap rock, clay, agricultural lime, feldspar and quartz, together with a few other nonmetallic minerals, are produced in appreciable quantities, but the natural resources of the state consist at present much more largely in its attractive scenery, woods, lakes, shore line, and in the opportunities that these offer for rest and recreation. Is the prosecution of geological work in such a state a waste of the taxpayer's money? Or can it be that though it was formerly valuable, the work is now completed? The only way to answer these questions is to review the geological work done in the past and to consider the type of information the people want, as reflected in the requests that have been received by the director of the survey in the last few years. Last evening, in Auckland, I heard the Chairman of Heinz US, Dr Tony O'Reilly (who, in addition to Heinz's ownership of our largest food processor, also has substantial personal investments in this country), advocate New Zealand as a 'regional corporate capital'.   Why would someone like Dr O'Reilly hold that view? No doubt, as one of Ireland's great rugby players of the 50s and 60s, he admires at least one thing that we do very well (confirmed again in Dublin over the past weekend). But that's not sufficient to support such a view.   He cited many reasons for preferring New Zealand over, say, Sydney, Australia, calling this 'the most rational in which to locate [an] international headquarters', including û +         we have no capital gains tax; +         a more 'pro-business environment'; +         a 'first class' legal and banking system; and +         a 'simple political system'.   I can find no better 'text for today's address.

The present U.S. production of bromine is from inland brines located in Arkansas and Michigan. The most concentrated domestic brines (up to 5,000 ppm bromide) are situated in Arkansas. Less concentrated brines (about 2,500 ppm bromide) are located in Michigan. The amount of bromine sold or used in the United States came from three companies operating in Arkansas and Michigan. Arkansas, with its six plants, was the leading U.S. state in bromine production. Bromine being the leading mineral commodity valuewise produced in the state. The Michigan bromine production was a byproduct of magnesium compounds production.

THE production of oil is accomplished as a result of its displacement from the reservoir by either gas or water, and the amount of oil recovery is limited by the extent to which the displacing gas or water accumulates. This paper describes the mechanism by which the displacement is effected and the advantages of water over gas as a displacing agent. In the light of the results of experimental observations of the flow of mixtures of oil and/or gas and/or water through sands, certain conclusions are drawn relative to the changing character of the displacement as depletion proceeds, and on the effects of the properties of the fluids and of producing conditions on the ultimate oil recovery. INTRODUCTION Crude oil has no inherent ability to expel itself from the pores of the reservoir rocks in which it is found; rather, it must be forcibly ejected or displaced by the accumulation of other fluids. Accordingly, a knowledge of the mechanism by which one fluid is displaced by another is essential to an understanding of the fundamental process by which oil is recovered. The displacing fluids normally available are gas and water, either or both of which may exist originally associated with the oil in a potentially usable form or may be supplied to the reservoir from external sources. Gas is present in most oil reservoirs. If the quantity is relatively small, it may exist originally completely dissolved in the oil, but if the quantity exceeds that which may be held in solution by the oil at the prevailing pressure, the excess will be found in the free state. Most reservoir sands appear to contain some water,1 and in the majority of fields the oil is trapped in the structure and held over water. In certain conditions the entrapping water may advance into the oil zone and displace the oil therefrom. This paper describes in a qualitative manner some of the characteristics of the displacement of oil by either gas or water, with an attempt to elucidate somewhat the mechanism by which such displacement is effected. ROLE OF DISSOLVED GAS When the pressure on an oil containing dissolved gas is reduced to the saturation or bubble-point pressure, gas escapes from solution and expands, imparting to the oil-gas mixture a high degree of expansibility and causing it to flow in the direction of reduced pressure. This expansibility has frequently been attributed to the oil; closer analysis, however, reveals that as gas escapes from solution the oil phase actually contracts. Hence, it is the accumulation and expansion of the liberated gas that supplies the propelling force for the oil. It has been shown experimentally2-5 that within certain limits a sand containing oil, gas and water will permit the simultaneous flow of all three; the readiness with which they may flow depends upon the characteristics of the sand, of each of the fluids, and upon the relative amounts of the fluids in the sand. Results for the treatment of a problematic mining wastewater using bacterial sulfate reduction (BSR) are presented. Specifically, a BSR pilot treatment plant (250 L per day) was used to treat Berkeley Pit simulant to discharge standards with the selective recovery of separate Cu- and Zn-sulfide concentrates. Concentrates recovered in these tests contained greater than 50 % of the target metal and met specifications for sale to existing smelters. The biological component of the treatment was found to be surprisingly robust. Scaling and solid/liquid separation problems were encountered but considered normal for sulfide treatment. For Berkeley Pit water, capital costs for BSR treatment was found to be comparable to high-density sludge lime treatment. The value received from the sale of recovered copper ands zinc concentrates paid for all the operating costs.

A part of the East Bay Municipal Utility District?s Folsom South Canal Connection Project, 430 feet of raw water pipe was installed using micro tunneling beneath the Mokelumne River. The access shafts for this crossing were constructed 50 and 35 feet deep through very dense sands and soft sandstone and siltstone. High groundwater and the immediate source of recharge from the river required watertight shaft construction methods. The shaft contractor, Drill Tech of Antioch, CA, used a brand new Bauer cutter-soil mixing (CSM) rig to construct the large shafts. The structural concept is similar to secant piles, but instead of creating cylinders of soilcrete, the CSM rig creates interlocking rectangular panels. This technology has been used previously in Europe, Asia, and Canada, but this was the first project to use CSM technology in the United States. Cutter-soil mixing technology has other applications beyond shaft construction, including retaining wall construction and levee reinforcement.

"Refractoriness in Carlin-type gold ores results mostly from fine locking of gold in pyrite, locking in various gangue phases, notably quartz, and a ""preg robbing"" condition attributed to organic carbon. All three conditions may occur in any given deposit, including Newmont &apos;s Carlin and Gold Quarry deposits in Nevada, where types of ref ractoriness occur locally in minor amounts.Measurements of specific gravity, water absorption and screen size distributions of gold in alteration rock types from Gold Quarry show transitional changes from siliceous cherts through decreasingly silicified and increasingly argillized siltstones.Low permeability of siliceous ores contributes to ""size dependent"" refractoriness in cyanidation test work. Colligative physical and chemical measurements demonstrate that silicified cherty ores are difficult to grind, poorly permeable, and less amenable to cyanidation. Refractoriness in pad or column leaching of coarsely crushed siliceous siltstones and cherts is shown to correlate with interrelated measurable mineralogic and physical parameters.IntroductionMetallurgical treatment of variably amenable and refractory types of gold ore may be guided by both analytical and mineralogic data on the interlocking of gold (microscopic an d sub- microscopic) in assorted gangue/sulphide phases. Most oxidized ores from the Carlin gold mine, north of Carlin, Nevada, are amenable to direct cyanidation. The permeability of most oxidized ores from Carlin coupled with the fine size of the gold < 1.5 um) yields rapid extractions and high recovery without fine grinding.Small portions of the Carlin ore body, and also the nearby Maggie Creek and Gold Quarry orebodies, are less amenable to cyanidation, and are classified as refractory. Refractory conditions may be attributed mostly to the association or interlocking of gold with pyrite and /or microcrystalline quartz or chert, and also by the adsorption of leached gold by deleterious forms of carbon, termed ""preg-robbing"" carbon. Each of these conditions are described and defined, with emphasis on a form of silica-locking, which has been referred to as "" size dependent"" refractoriness."

The principal interest in the oil situation in Colombia during the year centered around the enactment of the new petroleum law and the applications for concessions subsequently made by various interests. The year was a comparatively uneventful one from the standpoint of actual operations of drilling and development. There was a falling off both in exploratory work and in the development of producing properties; and as a result of curtailment of production, the output of oil from the country dropped to the lowest level since the completion of the looping of the Andian pipe line to the coast in 1927. Legislation Law No. 371 of 1931, with its Regulatory Decree No. 1270, was enacted during the year and marked Colombia&apos;s attempt to encourage more extensive exploration and development of the prospective oil resources of the country. Some of the outstanding provisions of the law are as follows: Tracts may be acquired by a concessionnaire directly and by transfer ranging from 5,000 to 100,000 hectares, except in certain reserved territories east of the summit of the eastern cordilleras where the maximum is increased to 200,000 ha. A security deposit of $1 per hectare, minimum $25,000, is required on government grants, and is returned to the concessionnaire only upon the fulfillment of stipulated terms of the law. Rentals, increasing progressively from 10c per hectare per year the first two years to 50c per hectare the sixth year, are required up to the start of the production period (beginning of development). The concession terminates 30 years after the beginning of the production period and can be extended for 10 years more at the option of the contractor. Wells must be produced at no less than 25 per cent of their maximum capacity. Royalties on oil from national lands vary from 2 to 11 per cent of the gross product, depending on the distance of the concession from the port of loading.
