"Coal-fired electrical power generation plants produce 56% of all the electricity in the U. S., burning approximately 860 million tons of coal annually. This results in production of 58 million tons of fly ash; 19 million tons of bottom ash and boiler slag, and 23 million tons of desulfurization sludges. These are a considerable disposal problem, and it would therefore be very valuable to be able to sell these residues and byproducts as useful materials, rather than paying to dispose of them in landfills. However, utilization rates are currently very low, below 32% even for the most thoroughly commercialized combustion byproduct (fly-ash). This poor utilization rate is a result of the high impurity content of combustion byproducts, which make them unsuitable for existing markets. The experiments described in this paper were therefore carried out to study the application of mineral processing techniques to upgrading combustion byproducts.Experiments were conducted to upgrade and purify low-grade combustion products to produce highgrade, readily saleable materials. A process was developed for removing unburned carbon from coal fly-ash by froth flotation, using reagents originally developed for flotation of oxidized coals. This technique could reduce the carbon content of fly-ashes containing up to 11.1% carbon to less than 2%. The froth product was sufficiently carbon-rich that the recovered carbon has value as fuel, or as low-grade activated charcoal.Fly ash was also examined as a binder for producing iron ore pellets, primarily as a substitute for bentonite. It was found that Class F fly ash in combination with an activator (calcium hydroxide) was an effective pellet binder at dosages comparable to the currently-used dosages of bentonite clay. While the flyash worked very well alone, tests in combination with bentonite showed that fly-ash/bentonite mixtures had significantly worse binding performance than either pure bentonite or pure fly-ash-based binder. This was determined to be due to the fact that bentonite and fly ash have profoundly different binding mechanisms, with fly-ash undergoing a pozzolanic chemical reaction while bentonite binds through a physical attachment process."

Mining coal under deep cover conditions is certainly the proper phrase to use in describing one of our newest operations. Located in the southwest corner of Virginia is this operation which is the Beatrice Mine of the Beatrice Pocahontas Company, a joint venture of Republic Steel Corporation and Island Creek Coal Company. The mine is working in the No. 3 Pocahontas seam in an assigned area of over 9500 acres containing over 60 million tons of recoverable, high quality, low volatile coal. The site of the mine opening was at Keen Mountain, Virginia, where the seam lay 1350 feet below the surface. This depth, greater than anything attempted thus far in the coal industry on this continent, would pose some problems, we felt, with which we had not previously had to contend.

Microwave energy has been recently used in minerals processing to speed up the leaching process or to improve the liberation of targeted minerals (Al-Harahshed and Kingman, (2003); Bradshaw et al., (2001)). Applied to the roasting of sulphide minerals, microwaves allow the ?tunning? of calcine types and products quality in addition to the energy savings as opposed to the conventional roasting (Mulaba, 2006). As more than 85% of world zinc is produced through the ?roast-leach-electrowin? route, an attempt was made to optimize cost, energy and product quality for metal extraction process route. The use of microwaves was the alternative process route selected for the optimisation. Pyrite concentrate (0.17% Zn, 0.09% Cu, 35.71% Fe, 43.76% S) and sphalerite concentrate containing 43.81% Zn, 0.37% Cu, 3.86% Fe and 44.39% S were microwave roasted in a multimode cavity of 2.45 GHz with varying power levels and for different durations. The produced calcines were characterized using AAS, XRF, XRD and Mossbauer spectroscopy while the determination of residual Sulphur was used as products quality control tool to ascertain the degree of roasting achieved on the feed. The leachability of the produced calcines in HCl, HNO3, H2SO4 and HNO3 + HCl has been studied in terms of the best leaching yield, process kinetics economics and environmental aspect. With 800 W power for 30 minutes, ZnO and Fe2O3 were formed corresponding to a 70% sulfur removed from sphalerite and 80% from pyrite concentrates respectively. While the roasting of the above concentrates appeared to be a first degree processes, it was noticed that the microwave assisted roasting of sphalerite and pyrite concentrates yielded lower sample surface temperature for a shorter time (i.e.less than 30 minutes) microwave exposition. Longer time (more than 30 minutes) microwave exposure showed a linear increase in temperature in function of power level used. While optimum roasting conditions were found at 800W, 30 minutes, a 10% increase of sulfur removal was noticed while pyrite concentrate was microwave roasted. Sulfuric acid was seen to give higher leaching yield than nitric acid. Zinc dissolution was hindered by the presence of franklinite.

The stress associated with the high-dislocation layer at the surface of deformed aluminum crystals was measured by progressively polishing the specimen and determining the change in the initial flow stress when the specimen was reloaded. This surface stress increased linearly with strain in the Stage II and Stage III region. The depth to which the high-dislocation layer extends was found to be 0.0025 in. The influence of the surface layer on Stage I is discussed and it is shown that Stage I ends when, on the secondary slip system, the difference between the applied stress and the opposing stress due to the surface layer is equal to the critical resolved shear stress. In previous papers'-3 it was shown that the surface exerts a pronounced effect on the plastic-flow characteristics of metals. For fcc metals it was possible to increase the extent and decrease the slope of Stages I and II and decrease the work-hardening coefficient of Stage II by removing the surface of the specimen continuously during the deformation process.2,3 More recently,L it was shown that the activation energy for plastic deformation and the activated volume were also influenced by the surface. These changes were related to the existence of a high concentration of dislocations in the region near the surface of the deformed specimen and it was concluded' that the effective stress, T, acting on a dislocation was T = Ta-Ti-Ts [1] where 7, is the applied shear stress, Tj is the internal stress, and TS is the stress associated with the surface region containing the high concentration of dislocations. From Eq. [I] it is seen that the effective stress, 7, acting on a dislocation is a function of 7,. Therefore 7, becomes important in any description of the work-hardened state. In this paper the value of 7, as a function of strain and its variation with depth are reported for aluminum single crystals. In particular, it will be shown that the end of Stage I occurs when the net stress, 7, on the secondary slip system is equal to the critical resolved shear stress. To measure Ts, single crystals of aluminum were deformed in tension to various strains, whereupon the load was removed and a known amount of metal was removed by electrolytic polishing. The differ- ence between the final flow stress before the specimen was unloaded and the initial flow stress upon reloading is designated as ?Tp and is the decrease in the stress due to the removal of the surface layer in whole or in part. The value for Tp is taken equal to -Ts. EXPERIMENT PROCEDURE The details of the tensile apparatus, method of electrolytic polishing, and crystal preparation were the same as those used previously,1"3 The single crystals were 1/8 by 1/8 in. in cross section with a 3-in. gage length. The initial purity of the aluminum was 99.997 pet. The specimens were held in vacuo at temperatures 50°C below their melting points for 16 hr and furnace-cooled. Just prior to the application of the tensile stress the specimens were electrolytically polished to remove 0.004 in. from the thickness. This latter operation was conducted after the specimen was placed in the tensile apparatus. The tensile tests were conducted at a strain rate, i, of 10"5 sec-' and a temperature of 3°C. The aluminum crystals used for the determination of 7, are designated A1-3-12 and A1-116. The orientation of the various crystals used throughout the investigation is shown in Fig. 1. The mechanism of two-phase flow in porous media has been a subject of wide controversy. One of the properties essential for understanding the dynamic behavior of two-phase flow is relalive permeability. Relative permeability to a certain phase is defined as the ratio of the effective permeability of that phase to its permeability when it is the only fluid present and powing. In this research, a theoretical analysis was made to determine the effect of viscosity ratio between the non-wetting and the wetting phase on relative permeability. Experimental work was conducted to test the validity of the derived equations. The experiment was conducted on four natural cores. Four oils were used as the non-wetting phases with a viscosity range of 0.42 to 71.30 cp and two wetting phases with a viscosity range of 0.86 to 0.96 cp. Oil and bring were made to flow simultaneously at various ratios, and relative permeability curves were constructed. A total of eight relative pertileability cycles representing eight viscosity ratios were run oil each sample. It was found that relative permeability to the non-~cletting phase varies with viscosity ratio. The relative effect of this variation on relative permeability values was a function of the sample's single-phase permeability, decreasing with its increase. It was concluded that, for .samples of single-phase permeability over I darcy. the effect of viscosity ratio could be disregarded, and relative permeability would be, in effect, a function of satrtration only. INTRODUCTION Two-phase as well as multiphase flow occurs in many fields of science. This type of flow is of particular interest in petroleum production. The knowledge of relative permeability, which describes the dynamic behavior of two-phasc as well as multiphase flow, is essential for solution of problems arising in that field. Thc relative permeability ot a porous medium to a given phase in multiphase flow. is generally considered to be only a function of the saturation of that phase, independent of the properties of fluids involved and ranging in value from zero to unity. Work by Leverett' and Leverett and Lewis' apparently supports this concept. In his experiments Leverett used a clean, packed unconsolidated sand of high permeability (3.2 to 6.2 darcies) with two phases (water and oil) flowing and a viscosity ratio range of 0.057 to 90.0. His results showed that the wide range of viscosity had practically no effect on relative permeability-saturation relationship. Recently accumulated evidence from work performed by several laboratories and a paper by Nowak and Krueger,2 in which relative permeability to oil of a few core samples in the presence of interstitial water was considerably greater than single-phase permeability to water, cast some doubt on the conclusions reached by Leverett' and subscribed to by a large number of individuals in the oil industry. One explanation advanced to explain this behavior states that it is caused by the variable extent of hydra-tion of clay minerals present in the sand. The greater the water saturation, the greater will be the area of contact between water and clay minerals; therefore, the greater will be the extent of swelling with corresponding reduction in permeability. Yuster4 presents another explanation for the recently accumulated evidence. Utilizing Poiseuille's law, he analyzed concentric flow in a single capillary where the non-wetting phase flows in a cylindrical portion of the capillary and concentric with it. The wetting phase flows in the annulus between the non-wetting phase and the capillary wall. The equations obtained indicate that relative permeability to the non-wetting phase is a function of saturation and viscosity ratio. Although Yuster's equations show that fractional rel-ative permeability to oil could be greater than unity, as was indicated by the data of Nowak and Krueger,1 they failed to present an explanation to the experimental data of early investigators such as Leverett.1 Due to the importance of relative permeability in understanding the flow behavior of petroleum reservoir fluids, this work—theoretical as well as experimental —was undertaken to determine whether relative permeability is a function of saturation only as was concluded by Leverett1 or a function of saturation and viscosity ratio as was theorized by Yuster.4 THEORETICAL ANALYSIS An equation will be derived for the rate of oil flow through a porous medium that is initially filled with water. Based on this equation, an analytic expression for relative permeability will be developed. The porous medium will be assumed to consist of .straight circular capillaries of different radii. It will also be assumed that there are no interconnections among the capillaries and no mass transfer across the oil-water interface. In looking into the crystal-ball scene of minerals beneficiation for 1970 and beyond, an impartial observer becomes con- fused as to what has been done and what is possible in the way of improvements. The mining official must balance the burden which is being shouldered by the mineral industry for maintaining our environment in its pristine state on one hand, with the solid advancements made in technology and cost savings on the other hand. Then the official wonders if this is really the criterion for judging overall performance today. As a prospective engineer, Dave Bolles sees it this way: "Specialization has caused many engineers to subordinate everything to doing their job the cheapest and fastest way. In the future this won't be enough. The engineer in the mineral industry will be responsible not only for mining, concentrating and smelting, but also for the resultant wastes- the mine dumps, the tailing dams and the slag piles." (See Drift on page 63).

Determination of the state of an underground fire plays an important role in fire fighting, rescue and reopening operations. This is normally achieved by the analysis and interpretation of fire gases taken from the fire zone. However, drawing conclusions from gas analysis is not an easy task and needs specialist skills, expertise and experience that are usually beyond the knowledge of the officials in a mine. The complexities of a mine fire and the uncertainties of available information often make effective fire fighting decisions difficult if not impossible. This paper describes a knowledge based expert system that can aid in the diagnosis of sealed coal mine fires. Using a commercially available shell, the expert system has been designed to accommodate a series of diagnostic rules replicating the reasoning logic that would be used by human experts. The system allows the diagnosis of explosibility of the fire zone and trends of various fire ratios to be easily visualised for decision making. By continuously analysing the incoming information, the system is able to provide a rapid assessment of the situation of a sealed mine fire prevailing under specific mining and geological conditions. In addition, short term trends in fire behaviour can be predicted and possible fire control actions recommended. An example is given and shows how this system can be used as an analytical tool in various ways to assist the combating of coal mine fires. Further development of the system is discussed.

AUGUST began with a reminder that warfare was still in progress in the world, in that the Greeks, still at war with Turkey, threatened Constantinople in spite of the small British and French forces of occupation and opened a vista of international dangers. There was in this, moreover, a recollection that religious questions in India had prevented the British from permitting a real settlement of the Turkish question, wherein the absence of Russia as a great power is missed. Civil warfare also continued in Ireland and China. Even in the military way the world is far from being at peace. Bloody fighting between the Fascisti (anti-communists) and the com-munists in Italy led to several provinces being put under martial law, but after a while these disturbances were quelled. In the latter part of the month the assassination of Michael Collins in Ireland produced a great shock. From China, however, there came rather favorable news, indicating the early reintegration of that country, which sooner or later ought to play an important part in world affairs. Economically, instead of there being any improve-ment, there grew a clearer perception of how bad things really are. Italian politics were in chaos through inability to find anyone to accept the premiership and assume the all but hopeless task of averting national bankruptcy. The French, too, began to see their own position in true colors, and especially to see how in reconstruction they had incurred debts on the strength of what they hoped to collect from Germany, with at last the understanding that the Germans could not pay and that France herself was thereby put in a desper-ate economic position. As for the Germans, them-selves their Reichsbank defaulted on ordinary bills early in August. As the month wore on the value of marks fell more and more and at the end it appeared that Germany was on the verge of economic collapse. On Aug. 7, another international conference (with America again absent) was assembled in London, this being the thirteenth since the war, and there was a general feeling that it would be the last. The prime question was what is to be done about the German reparations, but underlying was the whole subject of the entente. The conference opened like a meeting of importunate creditors, doubtful whether the debtor had any tangible assets. On Aug. 14 this conference broke up without coming to any useful conclusion. Indeed, the acrimony among the premiers was so sharp that even the entente between Great Britain and France was endangered. The international situation was saved only by the Reparations Commission excusing the Germans from the payment of 50,000,000 gold marks that come due on Aug. 15 But although the entente was nominally preserved there is no longer any illusion about the interests of Great Britain and France being different and that henceforth they will play their own hands. The London conference was really an effort to maintain the partnership, and it failed.

We have already devoted two previous memoirs to this question. In the firstL we collated and discussed the existing literature on the subject; in the second: we described the crystalline forms obtained by the reduction, at different temperatures, of ferrous chloride by hydrogen or by zinc-vapor. The conclusion from these researches was that the three allo-tropic states of iron—a, stable below A2; , stable between A2 and A3; and , stable above A3—all crystallize in the cubic system. The differences observed were such as are customarily encountered in the crystallographic records of many minerals of which allotropic varieties or isomerides are not known, and did not conform to the ordinary definition of polymorphism. It is, however, improbable that allotropic transformations, which are placed beyond doubt by a series of positive facts, do not involve some changes in the intimate structure. As a matter of fact, the crystals we did obtain were too small to allow of a precise examination, and this might introduce an element of uncertainty in the firm establishment of our conclusions. Professor H. Le Chatelier mas even led to think from some of our results that r-iron could very well be a rhom-bohedron simulating a cube, and not a true cube, and it will be remembered that the crystalline form of bismuth was for a long time incorrectly regarded as cubic. As a general rule for gold treatment the presence of reasonable amounts of 'coarse' free gold will dictate the use of a gravity circuit. The actual particle size of gold that constitutes the por­tion of' coarse' free gold can vary widely. The larger its size the more troublesome it is, mainly because of the tendency for this gold to quickly settle out from slurries in regions of relatively low velocities. There are a multitude of places where 'coarse' gold can find a resting place, namely, in chutes, between and behind lines, in pump hoppers and in pumps themselves. Fortunately, the problems associated with recovering very 'coarse' free gold, say greater than Imm, is rare on most gold mines that have grinding and cyanide leaching circuits. For these operations it is common practice to have a gravity circuit situated within the milling circuit to recover 'coarse' free gold. Should the 'coarse' free gold constitute 15% to 20% of the total gold in a deposit then its recovery by gravity separation is seri­ously considered. As a gold mine 'matures' the availability of soft oxide ore decreases and the likelihood that harder ore having sulphide gold association increases. To maintain gold production rates in this situation either the gold grade of the treated ore must increase or more ore needs to be treated. In the latter case this is achieved by installing more grinding capacity, an expensive option, or coarsing the grind, with the downside of loss in gold recovery. In general the less expensive capital options is fol­lowed. There is, however, some upside to improve recovery when reasonable quantities of sulphide containing gold are pre­sented that can be recovered by flotation or gravity separation. Concentrates produced from these unit operations can be finely ground and reintroduced to the cyanide leach circuit to improve gold recovery. This scenario is a much less costly option than one where all the ore is ground finer. In this paper the experiences of recovering gravity gold from the Telfer Gold Mine, and gold associated pyrite from the New Celebration Mine will be discussed.

Human operators, geological conditions, equipment changes, mining sequences, and roof conditions are some of the continually changing operating conditions that drive a dynamic mining environment. These dynamic characteristics make it difficult to automatically analyze mining data because attributes change as the mining environment changes. Mine monitoring systems could provide mine managers with much more useful information than they do presently, if automatic analysis were possible. Automatic analysis of sensor data is also key to autonomous mining systems. This paper describes artificial intelligence (AI) and sensor fusion based sensor data analysis techniques developed over the past four years. These techniques were used to classify machine operating events by continuously monitoring machine power usage in a continuous miner section at an under- ground coal mine. The result is a report similar to an industrial engineering time study. First, numerical pattern classification techniques broadly identify operating events. However, domain knowledge about inter-machine and intra-machine interactions is necessary to identify and refine dynamic event boundaries. By implementing AI and sensor fusion based techniques we are able to classify machine events more accurately and recognize more specific events. These techniques could easily be applied to many different mining sensor data applications

A theoretical and experimental ana1ysis is given of the change in volume of a porous medium due to changes in external and internal pressures. The result enable one to deduce directly the effect of large increlents in stresses. It is shown that the three-dimensional representation of the volume of a nonlinear porous system is a cylindrical rules surface, the generating lines of Which have a slope according to the solid rock compressibility. Analytical expression for such a ,surface is very simple. It follows that the bulk and pore compressihilities depend only on the difference between pore fluid and external hydrostatic pressure, i.e., the effective rock frame pressure. From measurements on a number of sandstones as well as limestones it can be conduded that for practical values of this effective frame pressure the pore compressibility falls in the range between the compressibility of water and that of undersaturated crude oil. In general, pore compressibility is found to be higher the lower the porosity. For a particular limestone reservoir pore compressibility and porosity could he related by means of a simple empirical formula. Results from the described study find a direct applicxtion in material balance calculations and in prob1ems of liquid flow through porous media. Since the elastic constants of the rock bulk material enter into equatiorls for velocity of acoustic waves, the results are also of importance for calculating rates of wave propagation in these media. It is shown for sandstones with 1.5 to -10 prr cent porosity that laboratory measured porosities may differ from those lender reservoir conditions by about I per cent of their value. The difference for low porosity limestotnes can be of the order of 10 per cent. The subsidence caused by elastic deformation of reservoir rock is shown to he very small. General formulas relating pore and bulk volume to external and internal pressure can be derived, as has been shown by Biot1, Gassmann2 and Geertsma.2 Their theories describe the differential change in volume caused by a variation in pore fluid tension and external hydrostatic tension. It has been known for a long timei that the stress-strain relations of a packing of spheres are essentially noninear. Our experiments show that for almost all reservoir rocks which arc elastically deformable the relation between volume and loading is also a nonlinear one, resembling that of a packing of spheres very closely. The behavior of these media is often described by using the linear stress-strain relations for small incremental stresses and strains in the vicinity of a pre-stressed condition." The present study differs from these considerations in that it enables one to deduce the effect of large increments in the stresses directly. In analogy to the stress tensor for a homogeneous body the stress tensor for a porous body can be written in the conventional way: where the tensor components, o, and t, represent the total forces acting on the faces of a unit cube of porous material. This tensor can be split into two parts. a hydrostatic and a deviatoric part, as follows2,3,1 where the component of the hydrostatic stress system, a. equals The hydrostatic stress causes a change in volume whereas the deviatoric stress system gives rise to a change in shape only. One of the difficulties in describing changes of volume occurring in reservoir rocks is that the relations connecting these volume changes with external and internal stresses are essentially non-linear. A complete description requires the bulk volume, V,,, as well as the pore volume,V,,. to be known as a function of both the changes in pore fluid tension (v) and the hydrostatic tension on the outer boundary.

A summary of the more important work by previous workers is followed by brief descriptions of the rock formations and regional structure. Type examples of the various forms of mineralization are described and the conclusion is drawn that there has been one main period of ore formation, namely, during the "Viti Revolution" in the mid or late Miocene.INTRODUCTIONThe Crown Colony of Fiji is comprised of a group of some 250 islands situated between latitude 160 sand 21 0 S and longitudes 1770 E and 1780 w: By far the greater, part of the total area, 7,083 sq. miles, is contained within the two main islands, Viti Levu 4,053 sq. miles, and Vanua Levu 2,128 sq. miles, and it is to these that most geologists have directed their studies. The 21-year long-term Japan-SOPAC Cooperative Deep-sea Mineral Resources Study Programme was completed in March 2006. The Programme, which commenced in 1985, has seen numerous marine research surveys being conducted within the Exclusive Economic Zones (EEZs) of 12 SOPAC member countries (Figure 1). The various research and government institutions that have been closely involved in this longstanding Programme include: the Japan International Cooperation Agency (JICA); Japan Oil, Gas and Metals National Corporation (JOGMEC) (formerly, the Metal Mining Agency of Japan, MMAJ) and relevant ministries of the participating Pacific Island governments.

In recent years, there has been a shortage of individuals trained in the technical skills entering the mining industry. The university and industry, both indicating their concern, have joined efforts in an attempt to do something about this situation. An example of such an effort is the Pennsylvania State University's Student-Trainee Program in Mining Engineering, now in Its third year. The program is a five-year plan in which six months of schooling and six months of on-the-job training are alternated, climaxed by the student trainee earning a Bachelor of Science Degree in Mining Engineering plus two years of practical experience. The student trainee accepts the work-study plan as a satisfactory method of receiving a thorough education and preparing fog a career in the mining industry. Inasmuch as the work and study-periods are alternated, the trainee has an opportunity' to integrate his practical experience with his academic knowledge. He receives a chance to observe others perform she duties of the profession he is preparing to pursue, and he regards this as an essential part of any such cooperative effort. A rational approach to the selection of the appropriate perforator to use in each specific zone of an oil well is presented. The criteria presently in use for this choice bear little resemblance with actual down-hole condilions. These environmental conditions affect the elastic properties of rocks. One of these elastic properties, acoustic velocity, is suggested as the leading parameter to adopt for the choice of a perforator because, being currently measured in the natural location of the formation, it takes into account all of the effects of compaction, saturation, temperature, etc., which are overlooked in the laboratory. Equations and curves in relation with this suggestion are given to allow the prediction of the depth of perforation of bullets and shaped charges when an acoustic log has been run in the zone to be perforated. INTRODUCTION When an oil company has to decide on the perforator to choose for a completion job, I wonder if it is really understood that, to date, there is no rational way of selecting the right perforator on the basis of what it will do down-hole. This situation stems from the fact that the many varieties of existing perforators, bullets or shaped charges, are promoted on the basis of their performance in the laboratory, but very little is said on how this performance will be affected by subsurface conditions such as the combination of high overburden pressure and high temperature, for example. The purpose of this paper is to show the limitations of the existing ways of evaluating the performance of perforators, to show that performances obtained in laboratories cannot be extended to down-hole conditions because the elastic properties of rocks are affected by these conditions and, finally, to suggest and justify the use of the acoustic velocity of rocks, as the parameter to utilize for the anticipation of the performance of a perforator in true down-hole environment. EVALUATING THE PERFORMANCE OF A PERFORATOR It is natural, of course, to judge the performance of a perforator from the size of the hole it makes in a predetermined target. Considering that the ultimate target for an oilwell perforator is the oil-bearing formation preceded in most cases by a layer of cement and by the wall of a steel casing, the difficulties begin with the choice of an adequate experimental target material. For obvious reasons of convenience, the first choice that came to the mind of perforator designers was mild steel. This is a reasonable choice for the comparison of two perforators in first approximation. Mild steel is commercially available in a rather consistent state and quality, and is comparatively inexpensive. The trouble with mild steel is that it represents a yardstick very much contracted; minute variations in depth of penetration or hole diameter and shape may be significant though difficult to measure. The penetration of projectiles in steel being a function of the Brinell hardness of the steel (Gabeaud, O'Neill, Grun-wood, Poboril, et al), it is often difficult to decide whether to attribute a small difference in penetration to a variation on the target hardness or to an actual variation on the efficiency of the projectile. Another target material which has been widely used for testing the efficiency of bullets or shaped charges in an effort to represent a formation—a mineral target as opposed to an all-steel target—is cement cast in steel containers. This type of target, although offering a larger scale for measuring penetrations, proved so unreliable because of its poor repeatability that it had to be abandoned by most designers. The drawbacks of these target materials, and particularly their complete lack of similarity with an oil-bearing formation, became so evident that a more realistic target arrangement was sought until a tacit agreement was reached between customers and designers of oilwell perforators on a testing target of the type shown on Fig. 1. This became almost a necessity about seven years ago because of the introduction of a new parameter in the evaluation of the efficiency of a perforator, the well flow index (WFI). The WFI is the ratio (under predetermined and constant conditions of ambiance, pressure and temperature) of the permeability to a ceitain grade of kerosene of the target core (usually Berea sandstone) after verforation. to its vermeabilitv before perforation. The value of this index ;or the present state if the perforation technique varies from 0 to 2.5, the good perforators presently available rating somewhere around 2.0 and the poor ones around 0.8, There is no doubt that, to date, the WFI type of test is by far the most significant one for comparing perforators. For the benefit of those who are not familiar with the history of the western Provinces-Manitoba, Saskatchewan, and Alberta-as regards our natural resources, a few words of explanation may be in order before taking up the consideration of the Mines Act of 1930. In 1867, The British North America Act was passed by the Imperial Parliament. That Act, which is our constitution, created a union between the provinces of Nova Scotia, New Brunswick, and Upper and Lower Canada (now known as Ontario and Quebec respectively) under the name of the Dominion of Canada. Provision was made therein for embracing other parts of Canada from time to time. That portion of Canada which today comprises the Provinces of Manitoba, Saskatchewan, and Alberta and the lands to the north of them, was then known as Ruperts Land and the North West Territory. In the year 1670, King Charles II had granted by Letters Patent to Prince Rupert and his associates, known as ?The Governor & Company of Gentlemen Adventurers of England, Trading into Hudson's Bay?, commonly known as the Hudson's Bay Company, the lands and territories therein described, being roughly all the lands adjacent to and west of Hudson's bay; also the gold and silver to be found or discovered therein and other rights as more fully described in said Letters Patent. The land so granted was called 'Ruperts Land'.
