VARIOUS chapters already written in the history of development of the North Dome of Kettleman Hills are monotonously identical in the one underlying theme of conservation of oil and gas. Discovered on Oct. 4, 1928, by Milham Exploration Co. with its wildcat Elliot No. 1, the field has been subjected to practically every modern form of produc-tion restraint in the name of conservation. The record thus far developed shows that conservation was had for a time, at a price; and that unitiza-tion must he blessed by single ownership or 100 per cent participation to be effective. In fact, incomplete unitization places a heavy handicap upon its participants in the competitive development that follows.

The necessary funds have been provided for the award in 1915 of three prizes, respectively of $50, $30, and $20, for the best essays, or other papers, submitted in competition by Junior Members and Members of Affiliated Student Societies. In China all minerals are, theoretically at least, the property of the Emperor, and the Imperial permission must be got from him for the privilege of working them. A direct tax is levied on this privilege, and by simple command, the Emperor can close a mine at any time. Occult geomantic influences are a large factor in determining the opening or the arbitrary closing of a mine. The location with reference to points of the compass, graves and natural objects, may be really or professedly considered as indicating that those influences are favorable or unfavorable. The consequence, is, of course, that for the authorization and encouragement of any considerable enterprise, friends' at court, practical politics, and more or less bribery, are required. As a result, most Chinese mining is illicit, and is carried on in a small way only. Often along a single vein, or over a small section of mining country, a few individuals obtain rights over all the openings, most probably by loaning money to the head-men of the operators and holding the mines as security for the debt. In such cases, perhaps, for better security, all the ore is reduced in the works established by the creditors, who also handle all silver produced..As the head-men are, for the most part, improvident, and the laws and customs for the collection of' debts are stringent and peculiar, the " officemen" or creditors acquire in time what is practically an ownership of

"Ontario and Quebec taxpayers will have to dig deeper into their pockets to pay more tax, according to budget papers tabled in these provinces in May 1993. Individuals will be hardest hit, but corporations will also have to ante up in the face of higher rates, reduced deductions, and new taxes.Up, up, and away...Somewhere in the bleak picture of the 1993 Quebec and Ontario budgets, there is a bit of good news for the mining industry.Careful scrutiny reveals:• Ontario will correct a capital tax provision which inadvertently penalizes flow through share issuers;• Quebec's flow-through incentives will be extended to December 31, 1995; and • both Quebec and Ontario will allow deductions for mine site reclamation payments.The industry may also find some comfort in the fact that Ontario's new corporate minimum tax will be profit-based (unlike the federal minimum tax), so that non-producers should not face a liability for this tax. There is some concern though, about Quebec's announcement that the refundable credit mechanism in the Mining Duties Act will be reviewed."

Two methods are used to obtain the relatiorlship between ratio of gas to oil permeability and gas saturation. One method is to calculate a curve from field measurements of reservoir behavior: the other is to measure the relationship on a core .sample in the laboratory. The curves resulting from these TWO methods arc often comparer1 and seldom found to agree. The most important reason for the nonagreement is often overlooked. This reason is that the performance k9/k0 curve is calculated with the assumption of uniform pressure and saturution throughout the reservoir. To show the differerence between performance type kg/k0 curves and laboratory type kg/k0 curves. two performance type kg/k0 curves for two different production rates were calculaled from the production perforrnance of a hypothetical reservoir for which a laboratory type curve was assumed. Production performance of the hypothetical reservoir bras calcu- lated by use of international Business Machine's 701 Computer. The perfortnance type kg/k0 curves differed from the laboratory curve for the hypothetical reservoir. The performance type crrrve for the lowest production rate most nearly coincided with the laboratory curve. INTRODUCTION Predictions of oil reservoir performance are often made with the aid of complex numerical calculations. An important quantity required in these calculations is the ratio of gas permeability to oil permeability (kg/k0 )at a particular gas saturation. Two methods arc used to obtain a relationship between this ratio and gas saturation. The curves resulting from these two methods are called performance kg/k0 curves and laboratory kg/k0 curves. The performance curve is obtained from field measurements of reservoir behavior. Particular kg/k0 values are calculated from the producing gas-oil ratio, the cumulative reservoir withdrawals, the original oil in place, the average reservoir pressure, and the PVT properties of the reservoir fluids. The particular kg/k0 values are then plotted against the average rcservoir gas saturations for the entire history period. In order to use this derived kg/k0 relationship for performance predictions, a curve through these points is extrapolated to higher gas saturations. The laboratory kg/k0 curve is obtained from measurements made on core samples. Saturation is maintained uniform throughout the core during these measurements. The kg/k0 curves obtained with these two independent methods are often compared and seldom are found to be the same. Various reasons have been offered for the lack of correlation. One is that insufficient core? were obtained to derive a curve representative of the reservoir rock. Another is that laboratory methods have failed to reproduce reservoir conditions. The most important reason for the noncorrelation has been often overlooked because of the difficulty in evaluating its effect. This reason is that the performance or field kg/k0 curve is calculated with the assumption of uniform pressure and saturation throughout the reservoir. In any

"The High Pressure Grinding Roll (HPGR) is an increasingly popular energy efficient solution for comminution of competent ore deposits that primarily competes with conventional crushers and tumbling mills. A significant barrier to increased adoption of HPGRs is the requirement for large amounts (one tonne or more) of sample for pilot testing which may not be feasible for most early staged projects.Various researchers have worked towards developing piston-die and JK drop weight tests to model and predict the energy requirements for an HPGR. Two small scale laboratory test procedures (the SMC test (Morrell, 2009) and the piston press tests (Davaanyam, 2015)) have been developed in recent years to provide necessary information to size an HPGR.These two methods were used to estimate the required specific energy for an HPGR unit and compared to HPGR pilot scale test results from a copper deposit. The comparison provides insight into the benefits and limitations of these tests.INTRODUCTIONHigh pressure grinding rolls (HPGR) have gained popularity in recent years because of their energy efficiency in comminution. Various researchers have suggested that approximately 50–80% of the total energy consumed in a mineral processing plant is used by the comminution equipment (Haque, 1999; Abouzeid & Fuerstenau, 2009; Wang, 2013). Haque (1999) showed that the efficiency of grinding equipment can be as low as 1%. Due to the energy intensive nature of comminution, mining industry has been forced to explore alternative energy efficient processes.An HPGR based circuit has been shown to be 10–25% more energy efficient than a conventional SABC circuit (Von Michaelis, 2009; Wang, 2013). A significant barrier to the increased adaptation of HPGRs is the requirement for a large amount of sample for pilot testing (up to 5 tons), even on a prefeasibility level. Numerous studies have been performed to utilize piston press test to analyze the performance of the HPGR circuit and to predict the energy consumption for an industrial application. This paper uses two small scale laboratory test procedures, the SMC test and a piston press test, to compare the energy requirement to the pilot HPGR data."

The Bureau of Mines is using characteristic X-rays produced by proton bombardment of a solid surface to provide quantitative compositional analyses of surface layers of metals. An integral X-ray yield equation has been developed that quantitatively relates the measured X-ray yield to the thickness of thin films ranging from less than a monolayer to several thousand angstroms. The use of the integral yield equation is demonstrated for the growth of a thin film by vacuum evaporation. Results are presented that show haw proton-induced X-ray emission (PIXE) has been used to determine the oxidation kinetics of iron that had been implanted with several different species of heavy ions. The sensitivity of PIXE for the measurement of very-thin-film growth kinetics is demonstrated from studies of the effect of fractional mono-layer coverages of sulfur on the initial oxidation kinetics of iron. Results are also presented in which PIXE has been used to study the redistribution of alloying elements in components of a gas turbine that had fractured due to corrosion fatigue. By combining PIXE with low-energy ion sputtering, quantitative composition depth profiles of surface layers are obtained. Examples are presented for the profiling of iron samples implanted with 25-kev nickel ions and for a platinum coating on an Fe-5Cr substrate.

Results of large-scale mining experimentation carried on in Stage II of the Anvil Points Oil Shale Research Program, Rifle, Colo., are reported. After a new adit was excavated, over 500,000 tons of oil shale was extracted during a 13-month period by a modified room and pillar method. Experiments in drilling and blasting headings, benches, and crosscuts are reported. Roof-bolting procedures, loading and hauling, and ventilation design are discussed. Results of the extensive investigations carried out by the cooperative industry group and earlier work by the U.S. Bureau of Mines indicate that mining oil shale is technologically feasible.

The axis of the middle portion of the Ural mountains is made up chiefly of highly compressed igneous and sedimentary schists, considered of Devonian age by the Russian geologists, with large areas of serpentine (peridotite originally) gabbro, etc,, intrusive in the schist series. In addition there are large areas of probably older granitic and gneissic rocks. The nickel deposits referred to in this paper are found in the Devonian schists and their associated igneous rocks. The gabbro-peridotite intrusions probably took place in late Devonian or early Permian time, inasmueh as the Permian and Carboniferous beds lie at gentle angles on the Devonian series on the west slope of the Urals. Perhaps the first attempt to work a nickel deposit in the Urals was made about 1866 in the Revdinsk district, which is situated southwest of Ekaterinburg. 3 was informed by a Russian that a wet method of extracting the nickel was tried but was not a commercial success. This deposit has been described by Muller,l Foullon, and Karpinski.3 Beck4 gives an abstract of these papers. ; Lying to the southeast of the Revdinsk district, the Sissert estate intervening, is the Verkhne-Ufalei district, which is traversed by the railroad from Ekaterinburg to Cheliabinsk, as shown on the map, Fig. 1, there being a station on this railroad at the iron-smelting town of Verkhne-Ufalci. About 7 versts (4.6 miles) north of this town is the Nijni-Karka-dinsk iron mine, which is a limonite deposit. In one of the shafts in this mine a serpentine rock showing a green mineral was encountered. A sample of this mineral collected in 1910 was tested by Mr. Wyatt, chief chemist of the Karabash laboratory of the Kyshtim Mining Works, and determined as nickel ore. "This paper could be more appropriately titled ""The Application of Vacuum Filters to Underground Minewater Treatment. in a previous paper co-authored by the writer (1) the history and development of minewater treatment at the Sudbury District Operations of the International Nickel Company was outlined. It is the intention of this paper to dwell more specifically WIth the the application of the vacuum filter to a problem found in most, if not all, underground mining operations. In the preparation of this paper the writer has made liberal use of the illustrations and text of the paper previously noted.Last year we heard Mr. Nemeth discuss the basic mechanisms involved in vacuum filtration (2), and today Yr. Cunliff has exposed us to the selection of the filter media (3). I will now briefly review the various vacuum filter designs that generally lend themselves to metallurgical dewatering applications.DRUM FILTERSThe revolving drum-type which filters on its outside periphery is illustrated in Fig. 1. This is the Oliver or Drum filter and represents the first commercially available continuous vacuum filter. The original design dates back more than 50 years, but with the exception of the method of discharge, is identical to the units being marketed today. This filter is generally applied to slow filtering slurries. The cake may be discharged in several ways; strings, scraper blades, rolls or by passing the filter cloth over a small diameter discharge roller (belt discharge).THE DORRCO FILTERThe revolving drum type which filters on its inside periphery is illustrated in Fig. 2. Here the slurry lies in the drum and the cake discharges through a chute or conveyor. This type of filter is most often applied to fast-filtering slurries.THE DISC FILTERThe revolving filter which filters on the vertical plane of the disc is referred to as the Disc or American-type filter. This represents the most inexpensive design in terms of cost per square foot of filter area. This filter is widely applied, but is probably more suitable for slower draining pulps."

IT has been known for several years that in certain age-hardenable alloys precipitation of finely divided particles occurs simultaneously with the changes in physical properties; while, in other alloys, these changes take place prior to, or without any, precipitation. . The silver-copper alloys are generally considered to be the classical example of the first group, and the aluminum-copper alloys (duralumin) are typical of the second group. The two types of aging are explained by the precipitation theory and the knot theory respectively. ? It is well recognized now that these theories do not conflict with each other; the one used for a given aging system depends upon which way the alloy in question happens to age-harden. However, previous work on the aluminum-copper alloys1,2 has shown that if the aging temperature is raised sufficiently the hardening will be accompanied by actual precipitation. In fact, it is quite probable that all of the so-called knot-hardening alloys will harden by precipitation at elevated temperatures. Therefore, a combination of the knot and precip-itation theories is necessary to give a complete picture of the age-harden-ing of these alloys, and indicates that knot formation and precipitation are not independent processes. To test the generality of this concept, it is necessary to show that the alloys that commonly harden by precipitation will harden prior to precip¬itation if the aging temperature is sufficiently lowered. For this reason, it would be well to carefully re-examine the aging characteristics of the silver-copper alloys at aging temperatures somewhat below those used by previous investigators. If hardening can be detected prior to precipi¬tation in these alloys, it will lend great weight to the idea that knot forma-

In April 1987, Mount Isa Mines Limited (MIM) commissioned an ISASMELT reactor to smelt 15t/h of copper concentrate at the Mount Isa Copper Smelter. This unit was based on the Sirosmelt lance technology and incorporated features proven in the Lead ISASMELT plant which has been operating in the MIM Lead Smelter since 1983. From April 1987 to June 1989, the copper smelting plant treated 167000 tonnes. Concentrate, coal and fluxes are fed continuously to the furnace. Oxygen enriched air is injected through a lance which is submerged in the slag bath. Matte and slag are tapped together through a single taphole into a reverberatory furnace, and from there are treated with normal reverberatory furnace production. Advantages of the process include its ability to eliminate most lead and arsenic in feed, its flexibility with respect to feed composition, sizing and moisture, and the plant's low capital cost. Acceptable refractory life has also been demonstrated. The commissioning of a 70 t/day oxygen plant has rerated the plant from 15t/h to 18t/h while allowing a reduction in fuel usage of one third. A trial using 150 t/day oxygen was carried out in May 1989, and showed that the furnace could treat 48 t/h chalcopyrite concentrate while maintaining a very low fuel requirement. The oxygen trial results have given considerable confidence for plant scale-up. Detailed project evaluation is currently underway for the replacement of the roaster and reverberatory furnaces at Mount Isa with a single 110 t/h ISASMELT reactor.

The cost of tunneling is highly sensitive to the rock characteristics through which the tunnel is to be driven. These characteristics affect in a major way the rates at which tunnels and shafts can be driven and the degree to which the openings must be supported to maintain them in a permanent stable condition. Tunnel and shaft design and cost criteria have been computerized, permitting estimates of tunnel-shaft systems to be made directly from inputs of rock mechanics characteristics and other data. Curves of quantities of steel, rock bolts, and other rock support items as related to tunnel size and rock quality designation are presented. An illustrative example of the use of the program in calculating the cost of a hypothetical tunnel system is included.

After accepting the invitation to make this appearance today, it occurred to me that the subject matter which had been assigned to me, namely, the purpose and role of an advisor, was, contrary to what; some people might think, a controversial subject. In my brief lifetime, I have discovered that the world is full of advisors; that is to say, there are many people who undertake to render advice concerning subject matters upon which they may, or may not be qualified to speak. It shall be my purpose today to set forth what now appears to be the function of the members of the Advisory Council to the U. S. Public Land Law Review Commission; and, in so doing, I hope that I do not offend the Commission or any other-member of the Advisory Council with whom I serve. It has always been my personal conception of the role of an advisor that he should tender advice when it is requested, and then only if he has prepared himself concerning the matter upon which the advice is being given. I am sure it was the Congressional intent at the time the Public Land Law Review Commission was established indeed it was the hope. of Congress--that those of us who were to become members of the Advisory Council were informed upon certain particular subjects and then at the proper time express our opinions upon these subjects-and, by the same token, not attempt to enter opinions upon problems with which we have no experience in theory or in actuality. Some wag once said that if Columbus had had an advisory council, he would still be waiting at the dock in Spain, and there is more truth than fiction in that statement. With this problem in mind, let us examine the purpose of the Advisory Council itself.

This paper reviews various bauxite classification schemes with respect to the differences in texture, composition and geological associations of the deposits. It demonstrates that a techno-economic classification, based on: a) associated rock type - lateritic versus karstic, b) content of aluminum ore minerals - gibbsite, boehmite and diaspore, and c) gangue minerals (iron oxides etc.) has a geological basis with natural cut-off points for the bauxite types identified. Thus, this scheme is seen as applicable to bauxite resources. It also provides a basis for their rational exploitation taking into consideration the long-term interests of both the bauxite producing and consuming countries. Against this background, the industrial mineral or non-metallurgical grades of bauxite are seen as localised and relatively rare occurrences. Their consumption should, therefore, be aimed toward the specific (hence more remunerative) products as indicated by the bauxite characteristics.

The statistical nature of the variability in detonation times of pyrotechnic delays is discussed, and how to evaluate the probability of required detonation intervals is shown. Some methods (analytical and stochastic) are given for designing blasts to ensure that any adverse effects on the variability in the delays is taken into account and minimised. Using computer models of blasts, detonation simulations can be used to check the initiation sequence for the probability of sequence reversals, indicating areas of high blast damage potential. Charge consumption rates, which relate directly to the resulting vibration levels, can be examined for their susceptibility to variation from delay variability. Models that synthesize vibration waveforms for production blasts, when taking delay variability into account, indicate the difficulty in vibration level prediction.
