The Chino Mines Co., a Kennecott- Mitsubishi partnership, located in Hurley, NM, recently completed a $405 million modernization of its mine, concentrator, and smelter facilities. The mine/concentrator modernization commenced in 1980, and the smelter modernization began during 1982. Modernization of the mine and concentrator facilities involved increasing the mining rate from 98 kt/d (108,000 stpd) to 152.2 kt/d (167,800 stpd). Ore mining was designed to increase production from 20.2 kt/d (22,300 stpd) to 34 kt/d (37,500 stpd). A new concentrator was con- structed near the mine using semiautogenous grinding. The new smelter uses the INCO flash smelting process, increasing capacity by 40.8 kt/a (45,000 stpy) to 99.8 kt/a (110,000 stpy) of saleable copper.

INTRODUCTION The real problem is finding the "appropriate" financing sources by matching the risk and reward expectations of the various classes of investors and lenders. Generally, lenders who advance funds temporarily are interested in assuming only limited risk and conversely expect to earn only a limited reward. The equity owners on the other hand, are expected to take most of the risk of the enterprise, but should receive a reward commensurate with that risk. In particular they will receive the benefit of the company's increase in net worth over time. MINE DEVELOPMENT CYCLE Consider the development cycle of a mining project beginning with rank wildcat exploration (Figure 1) [ ] Just as different professionals must be utilized at different stages, so must different funding sources be used at different points in the pipeline. Figure 2 shows the general sources of funding: [ ] This concept can perhaps be better understood if we compare the risk with the capital requirements. Drilling for oil and gas in Missouri in 1935 was mostly confined to proven areas, but was marked by the completion of one of the largest oil wells, 53 bbl., and one of the largest gas wells, 2,000,000 cu. ft., drilled in recent years. A new oil pool, discovered in southern Cass County late in 1934, was further developed; a new pool in southern Platte County is possibly indicated by the completion of a single small well, which flowed naturally; and a deeper sand was developed in the Marota gas pool in Jackson County. Completions dropped to a lower level than in any recent year. A total of 73 wells, which included the deepening of 8 old wells, was drilled. In Bates County, there was one gas well with an open flow of 100,000 cu. ft., and one dry hole. Cass County had six oil wells with about 100 bbl. initial production; one gas well with an open flow of 500,000 cu. ft., and three dry holes. In Jackson County there were seven oil wells with 25 bbl. initial production; 24 gas wells with 7,358,968 cu. ft. open flow, and 27 dry holes. Platte County had one oil well, one small gas well and one dry hole. The oil well flowed naturally about 4 or 5 bbl. per day. It is rather difficult to obtain production figures on either oil or gas leases, but in cases where the figures have been given to the writer in confidence, they disclose conditions comparable with many other regions. One oil lease of 32 acres has produced 125,000 bbl. in four years, or nearly 4000 bbl. per acre. Another lease has made 50,000 bbl., or about 3000 bbl. per acre. It is probable that the total daily production at the end of 1935 was close to 200 hill. per day. A gas pool covering less than one square mile has made 110,111,000 cu. ft. in about 18 months. In this period, the open-flow capacity has been reduced from about 10,500,000 cu. ft. per day to about 3,500,000.

Environmental considerations are extremely important in planning and carrying out mergers, acquisitions and real estate transfers. It is not inconceivable that potential or actual environmental liabilities could exceed the targeted company's net worth or the book value of the real estate of interest. It is therefore essential that an environmental due diligence investigation (DDI) be performed to quantify environmental liabilities before sales, mergers or acquisitions. This paper will discuss general procedures used in environmental due diligence investigations. The emphasis will be placed on mergers and acquisitions. It should be pointed out that the procedures discussed in this paper are general and must be modified to fit each particular merger or acquisition under consideration.

IN mining in Malaya has been a courageous ad- venture in private enterprise, attended by all the hazards of prospecting in unexplored areas of tropical jungles-jungles that still cover four-fifths of the country. To assess the contribution of an industry to a country's revenue, it is necessary to consider not only duties levied on the products, but also the revenue from all businesses and individuals directly and indirectly deriving income from the industry. Exact figures are not obtainable, but from 1850 until shortly before the first World War, tin mining in Malaya was a dominant factor in the Federation's development. Even at the turn of the century, tin export duty alone represented 45 pct of total Government revenue, while in the 40-year period up to the end of 1937, tin ore duties collected by the Federated Malay States Government amounted to 383,- 81 0,284 Malayan dollars,* approximately one-fifth of the total revenue for the same period.

In the office, on the wall to the right of my desk is a large map of the world. Some people stick pins in maps like this to show where they’ve been. If I did that my map would be a mess and look like a pin cushion. I was so fortunate to have been able to see how people live and blast in other parts of this beautiful planet. We l l , maybe some parts weren’t so beautiful and maybe some parts that were beautiful were hell holes for those living t h e re . Every time I re t u rn to the good old US of A, I say a small prayer in thanks for having been born and raised in a land of freedom and plenty. So many places and people have not been so blessed.

The widespread adoption of electronic detonators has given rise to the development of linear superposition to control the environmental impact on both third-party properties and residents resulting from blast induced vibrations. Linear superposition has become a very effective tool in the hands of blasting engineers and has enabled aggregate reserves to be accessed that once had to be abandoned. This in turn has resulted in more and more complex blasting pattern to be developed that contain multiple rows and multiple decks all with different maximum instantaneous charge weights of explosives. This is then made more complex by having to consider multiple sensitive locations often with different Peak Particle Velocity vibration limits. This paper is a case study of what did happen when a blast was designed that “pushed the boundaries” of environmental blast vibration design and control, without taking fully into account the fundamental geophysical properties of seismic waves. The resulting blast design caused a greatly enhanced s-wave to be created in a critical direction from the blast pattern. The root cause being the s-waves from earlier detonating decks in the blast pattern arriving within 2 milliseconds of decks detonating later in the blast pattern. 209 individual decks were fired in the blast pattern of which 41 pairs of decks arrived at the observation location less than 2 milliseconds apart when taking into account the s-wave speed and direction. The lesson to be learned when using electronic detonators to limit ground vibrations from complex blasting patterns, is that it is just not good enough to look at the planned firing times, a professional blasting engineer must also understand the likely interaction of the various seismic wave types created and their combined impact on any given monitoring location.

The urgent need for new base metal ore discoveries was discussed by various authoritative exploration personnel at a CIM symposium on the future of the Canadian mineral industry held at Ottawa in 1967. Data presented at this meeting showed that approximately 150 new mines have started or restarted production in Canada since 1955. Over half of these mines were discovered prior to 1950. The distribution of Canadian ore discoveries during the last 15 years (shown in Fig. 1) illustrates a striking reduction in the discovery rate in recent years in spite of increasing exploration expenditures. These data indicate that $20 million is now spent in exploration for every significant metal deposit found, and evidently the cost of discovery is still rising. Even fewer discoveries are being made in some other important continental areas of the world such as Africa, Australia and South America. The discovery record in the U.S. is thought to be more rewarding than in Canada because the new deposits appear to be substantially larger. Fortunately, most good base metal ore deposits have attractive investment re- turns to justify large exploration expenditures. The magnitude of the exploration expenditures and the increasing need to develop additional metal resources justifies a critical review of the procedures used in the search for ore deposits. Of particular concern is the need to improve the use of exploration techniques in the attempt to obtain better discrimination and efficiency. There is a tendency by inexperienced exploration groups to think of any geological, geochemical or geophysical anomaly as an exploration target and ignore the fact that anomalies can result from many factors other than economic concentration of metals. The desire for a unique and favorable explanation of exploration data often results in too rapid a movement from the reconnaissance to the drilling stage without the use of all the relevant information.

TAE chemical industry is constantly looking for new materials which either are more resistant to corrosion than those now available or have improved physical properties to meet the requirements of higher temperatures and greater pressures. Attack by acids is-one of the more important forms of corrosion-and in the last few years the development of acid-resistant alloys has been quite rapid. Perhaps the most notable example is that of nitric acid, 'the problem of which has largely been solved by the chromium-iron and chromium-iron-nickel alloys. Sulfuric acid may be handled in lead, iron, or the iron-silicon alloys, depending on conditions. As to hydrochloric acid, no metal or alloy can be called entirely satisfactory for handling. this acid under plant conditions.1 The results of our investigations on the resistance of the nickel-molybdenum alloys to hydrochloric acid have been confirmed by those of Guertler, Rohn, Schulz, Jenge, and others,' but thus far only one such alloy has approached commercial production in Germany; this contains approximately 15 per cent. chromium and 7 per cent. molybdenum with the remainder chiefly nickel. Dr. S. W. Parr, as far back as 1914, developed a complex alloy known as "illium," with a nickel base and containing some molybdenum.3 Dr. Parr was primarily interested in an alloy for lining bomb calorimeters, and while illium does show good resistance to acid it is too expensive for general use. Using the discrete element method, the research compares three drawbell geometries: drawer, circular, and El Teniente. The findings indicate that the El Teniente geometry experienced more hang-up events, while the circular geometry had fewer.

THE year 1940 was an important one in the life of Carl Swartz. At the annual Institute meeting in February of that year, he was inducted into the office of Vice-Chairman of the Institute of Metals Division, and a few months later he assumed another and possibly even more important responsibility-he became the son-in-law of Robert H. Leach, genial vice-president of Handy and Harman, who had just ended his term as Chairman of the Division. The young man who took on this dual obligation in 1940, and who is now commander-in-chief of I.M.D., was born near Danville, Ill., and graduated with honors from the University of Illinois in 1923. (Ed. note: It's a small world. About the time Carl was a freshman in high school at Danville, or slightly before, the University of Illinois students held beer parties in Danville's hotel. We know; we were there.) Continuing his education at another of our fine Middle-Western colleges, Carl received his Master's degree from the University of Wisconsin and his Ph.D. from the same school in 1926. For the next nine years he worked in that splendid training school for non-ferrous metallurgists-the research laboratory of the American Smelting and Refining Co., at Barber, N. J., leaving there in 1935 to take the position of metallurgist of the Cleveland Graphite Bronze Co. in Cleveland, where he is still working (in a modern, air-conditioned office and laboratory) today.

An experimental degasification program using a vertical borehole and vacuum pump to drain gas from the gob area of a longwall panel was successful at Bethlehem Mines Corporation, Cambria Division, No. 33 coal mine. Sixty-one million cubic feet of methane has been exhausted during a 9-month period. Daily production time in the panel increased as a result of lower methane levels in the returns. Removal of large quantities of methane in this way and the exclusion of it from the ventilating system will provide reduced cost in mine ventilation and provide a safer environment for the mine.

Rock mechanics research was carried out in the Anvil Points mine, Rifle, Colo., in the period 1964-1968, with the dual purpose of providing oil shale to the retorts of six major oil companies and to perform research on mining cycle operations to maximize extraction under safe conditions. An 80% extraction ratio within the mining area proved feasible. Test results provided data on optimum pillar and roof design. Studies of mine orientation showed that the mining headings should take into account the prevailing joint patterns and also the directions of the principal in-situ stresses acting in the region.

WITHIN the last 10 years the subject of mine taxation in its relation to coal-mining interests has come to have growing importance, not only to those engaged in the mining of coal, but also to the owners of land underlain by coal. A disposition has developed among legislators to accept the principle, which has been laid down y many judicial decisions, that coal underlying the surface must be regarded as a part of the real value of all properties so underlain, and as such is chargeable with such burdens of taxation as the necessities of the government may impose. These necessities arise from the normal expense of maintaining State and local governments, and in the past have been met principally by, taxes based upon assessments of real estate values, which values in many cases have been confined principally or wholly to the value of the surface, without taking into consideration the value of minerals underlying the surface. It is not proposed here to deal with the question of Federal taxation, whether levied on production, or on products transported from one State to another, or exported from the country, or upon thegross or net earnings of corporations engaged in interstate commerce, or upon the production of materials which may be transported from one State to another, or levied. upon the profits or upon the obligations of corporations. The present discussion will be confined to the appraisal of coal lands as assessed for State, county, township, or borough taxation. The methods heretofore and at present in use in the different States vary widely and have resulted in more or less litigation. Discussions appearing from time to time in the technical and trade journals and in the proceedings of mining and engineering associations frequently direct attention to the need for the adoption of fixed principle in levying taxes, and of uniform methods for applying such principles, but there does not seem to be a general demand from the public for the adoption of such methods.

The copper-bearing rocks of Lake Superior are composed of a series of metamorphic rocks, comprised under the names of amygdaloid and conglomerate, in which the copper and silver found with them are pseudomorphs. These rocks, generally, have Well-defined walls which cause them to separate easily. Generally, the country rock is sterile, but it occasionally rises into the copper-bearing rock, and then carries copper. Usually, the amygdaloids carry copper, and the greenstones or melaphyres which encase them do not. There is a very generally received opinion that the copper in these beds occurs in shoots. This does not appear to be proved, though the opinion seems to have some foundation from the experience of the Calumet & Heela Mine, where a body of poor rock has been left, which, on the mine map, shows a general direction. The theory may be true of that individual mine, but too little work has been done in the other mines to draw any decided conclusion. The copper is very unequally disseminated in the rock, if any given piece be taken as an example, but, if the whole copper-bearing series be considered, its distribution is uniform. It may prove that there are certain directions in which the copper has been deposited more abundantly than in others, and these may be found to correspond with certain geological causes, but up to the present time the knowledge gained is not sufficient to warrant any general conclusion. These rocks are supplemented by a series of true fissure veins, of which there are several systems, making the amount of native copper very large. Unfortunately, except in the fissure veins, known as " mass-mines," the copper is so scattered through the rock, and is in such a fine state of division, that, although it is not always difficult to mine, it is always difficult to dress it sufficiently to make it pay. The metal is so unifornily distributed throngh these copper-bearing rocks that detached pieces, called " float," are found in digging on almost any land in the country. Mining Lease SML 57 was registered to Mount Kasi on 5 January, 1995. The Mount Kasi gold mine is located in Vanua Levu, Fiji's second largest island and operated from 1932 to 1946 producing 261,000t of ore at an average grade of 7.5g/t Au. The deposit represents a structurally controlled style of high sulphidation copper gold mineralisation with peripheral low sulphidation mesothermal vein type gold mineralisation. The resource consists of 1,048,000 tonnes of residual soils (eluvium) containing 1.9 g/t Au at 0.5 g/t Au cut off and 1,240,000 tonnes of hard rock at 3.0 g/t Au and 1.0 g/t Au cut. 94 drill holes, 298 auger holes and 85 pits were modelled to outline the resource. 29% of the pits bottomed in mineralisation and it is likely the full thickness of eluvium has been understated. The pit is scheduled to produce 500,000 tonnes of ore per annum to yield 35,000 ounces of gold with an initial 2 years of eluvial ore followed by a further 2 years of hard rock ore. Total capital costs are estimated to be less than 10.0 million dollars with construction planned to commence in 1995. The likelihood of locating further ore is high.

Manganese is a nearly white metal, having about the same appearance when fractured as white cast-iron. Its specific gravity is about 8, while that of white cast-iron, reasonably free from impurities, is but a little above 7.5. As produced commercially, it is combined with iron, and with small percentages of silicon, phosphorus, and sulphur. It is generally produced in the blast-furnace. If the silicon is under 0.50 per cent., the product will be white. If the manganese is under 40 per cent., with the remainder mostly iron, and silicon not high enough to make the product gray, the alloy is called spiegeleisen, and the fracture will show flat reflecting surfaces, from which it takes its name. With manganese above 50 per cent., the iron alloy is called ferromanganese. As manganese increases beyond 50 per cent., the mass cracks in cooling, and when it approaches 98 per cent. the mass crumbles or falls in small pieces. When the percentage of manganese is high, the planes of the fracture are not so bright as when it is lower. The ferro-manganese which we have used in the experiments reported in this paper, contains Mn, 81.62; Si, 0.256 ; and combined carbon, 6.153 per cent. We have not been able to make test-bars from this, because the alloy cracks in small pieces in cooling. Manganese combines with iron in almost any proportion, but if an iron containing manganese is remelted, more or less of the manganese will escape by volatilization, and by oxidation with other elements present in the iron. If sulphur be present, some of the manganese will be likely to unite with it and escape, thus reducing the amount of both elements in the casting. Hence, in remelting irons, some of the sulphur which has entered from the fuel with which the iron is melted will very likely unite with some of the manganese in irons which make up the mixture and escape. Remelting, therefore,' reduces the percentage of manganese in cast-iron.

THERE is available a considerable amount of literature concerning the practice, and, to a smaller extent, the theory of ventilation as it applies to coal mines. Publications considering the subject of ventilation of metal mines from a practical viewpoint are much less numerous, whilst the treatment of the theoretical aspect of the question (except in so far as is common to coal mining) appears to have been almost neglected. This may be due to one of two causes (a) That in many metal mines (especially those which have not attained a great depth), on account of the greater number of connections with the surface, as compared with coal mines, natural ventilation has sufficed.(b) That in metal mines where the foregoing is not the case the solution of the ventilation problem from theoretical considerations has been regarded as involving so many complications that any attempt at the determination of a set of concrete ventilation figures applying to and throughout the mine would be futile. Whilst it is freely admitted that the difficulties inherent in the application of theory to the ventilation of metal mines are numerous, it must also be admitted that few attempts have been made to overcome them. The ultimate aim, of course, would be the collection of sufficient data to enable the probable behaviour of the air-currents throughout the whole of the workings of any mine to be accurately predicted under any particular set of circumstances. The importance of cobalt-rich manganese crusts on the Pacific seamounts for possible future rare metal sources has currently been recognized. The thin layer-type deposit characteristics affect not only the excavation efficiency but also the economy of mining venture. Considering the thin layer-type distribution and the utilization of some rare metals in cobalt-rich manganese crusts, a preliminary economic feasibility of the mining venture is evaluated. Under some preliminary technical assumptions, the possibility of cobalt-rich manganese crusts for future rare metal sources for Japan is examined. The important role of utilization of rare metals in the crusts is highlighted.
