The year 1941 was uneventful in oil and gas development in Missouri. No new pools were opened and several areas with promising structures, in the northwestern part of the state, were disappointing when drilled. In looking for an explanation of these failures, it is suggested that it will be necessary to find areas in which the lower beds of the Mississippian are upfolded, in order to obtain production in northwestern Missouri. To do this, geophysical exploration or test drilling far enough into the Mississippian beds to get cores or cuttings of definitely established age appear to be the best methods. Although not leading to new production, drilling in Missouri established two new state records, one for depth and another for the amount of rotary drilling. An important well† in sec. 24, T. 19 N., R. 11 E., Pemiscot County, in the southeastern corner of the state, was drilled with a rotary to 4740 ft., several hundred feet deeper than any previous hole. The total footage drilled by rotary rigs of various types was 31,135 ft. and that by cable tools, 29,166 feet. The total number of completions was 85, of which 18 were gas wells with an initial open-flow capacity of 12,528,000 cu. ft., and 67 were dry holes. Of the latter, 19 were drilled into Mississippian or older formations. Table I gives a summary of activities by counties.

In August, 1911, I read a paper before the Lake Superior Mining Institute1 on surveying and sampling diamond-drill holes. The present paper gives a more thorough descriptiou of these methods, together with a few changes and notes suggested by further experience. Since August, 1911, the methods, used constantly by the Cleveland-Cliffs Iron Co., have been developed to a higher degree of efficiency, and have given great satisfaction. Until a few years ago but little attention was paid to the determination of the actual course of drill-holes, to the accurate sampling' and analysis of the material, or to the scientific location of the drill-holes. It has now been common practice for several years in many districts to test the inclination of drillholes by etching glass tubes with hydrofluoric acid, but the direction of deviation from the vertical has not often been determined. Methods of determining the direction by means of a compass were first developed in connection with drilling in Victoria. The latest method used on the Rand in South Africa has been recently described by John I. Hoffman.2 In the same paper Mr. Hoffman describes an ingenious method of wedging-off a drill-hole so as to start new holes at several successive points. By this means a hole can be deflected in any desired direction, and the curvature can be controlled to a considerable extent, provided the rock is soft enough to permit the hole to be wedged off. Unfortunately, in the Lake Superior district, the jasper iron-formation is so hard that it is very difficult, if not impossible, to do this. Ore samples from the South, Central and North ore-bodies of the King Cassilis Mine, near Omeo, Victoria, were broken and transported to Melbourne for experimental metallurgical treatment. A microscopical examination of individual unoxidised specimens, selected from these samples, was undertaken in order to thro'w as much light as possible on the occurrence of the gold which forms the valuable economic mineral in the ore.The following descriptions are the outcome' of this examination and show that very minute particles of free gold are mechanically associated with the sulphides. While the gold may be separated from the transparent gangue minerals by the flotation of the sulphides, the, actual size of the particles indicates that it is impossible to separate all the gold from the sulphides by grinding the ore to pass through a screen of 200 mesh in which the average width of the holes is 0.063 mm. This volume is the third of a four-volume final report on research carried out under a contract from the U.S. Bureau of Mines on the development of a computer simulation model for surface mine reclamation planning. The other volumes are titled as follows: Volume I: Ore Reserve Estimation, Volume II: Dragline Model, and Volume IV: User's Manual for OPMHS/2. The Mine Coordinate Generator System serves as an interface between the Geology and Reserves System (Volume I, final report) and OPMHS/2 (Volume IV, final report) to provide local mine grid information which is used as input to the decision making process and dynamic simulation routines of OPMHS/2. After the Geology and Reserves System has been successfully run for a property, a data base containing values for each grid cell covering the property is created at the end of execution, if chosen as an option by the user. The Mine Coordinate Generator reads this information and creates a special direct access data set from the sequential data input. When information defining the mine grid is read, the values present in the property grid are for the interpolation of values for each mine block.

This paper presents a composite of ideas on materials handling systems by describing the design of an over-all system for a hypothetical steel pellet plant located on the Great Lakes. The bulk materials handling industry has served for years as the skeleton and the central system of nerves and nourishment for the body of basic industries. During the past two decades, this body has undergone substantial growth and mutation to meet the surging demands of our national economy for more and better products. The steel industry has kept pace with spiralling demand by innovation which has resulted in new processes and improved designs which generally yield greater production from fewer units. Materials handling technology has likewise improved its techniques and currently has a new, stronger generation of equipment to perform its necessary supporting function. Drawing upon excerpts from several recent plant designs, this paper describes a basic approach to the selection and application of modern bulk materials handling systems to an entirely new steel plant. Specific details are not available for publication, and therefore the plant described herein is a composite of ideas. This imaginary plant will be located on the United States side of the Great Lakes and its owner will be called the Hypothetical Steel Corp. for purposes of discussion. TYPES OF EQUIPMENT The basic bulk materials handling systems and components required in a plant so situated are: lake boat unloaders; railroad train unloading systems; storage pile stackers and reclaimers; large bins and regulating feeders; and the conveyor systems — with their attendant controls— which connect the foregoing. PROGRAM OF DEVELOPMENT The initial work on the plant must be that of the process engineers who develop and refine the basic data, i.e., the logistics of all raw materials, waste materials and products within the plant. During this phase of study, the materials handling engineer may advance his planning only in basic areas such as movements at the dock and movements at the railroad. This initial planning work is concerned only with defining logical plant locations in the light of channels, currents, existing traffic, governmental regulations, locations of existing railroads and available rights-of-way. These systems alone have their own individual criteria which must be respected and accommodated in the final layout. All other elements, such as the arrangement of the blast furnaces, power house, coke plant, by-product plant, scrap preparation plant, BOF shop, and facilities for continuous casting, degassing, calcining, etc., are dictated by their own specific needs and their relation to each other. In the arrangement of these latter facilities, the materials handling system is secondary and must be designed to accommodate. BASIC LOGISTICS The result of the process engineer's work can be expressed in terms similar to those shown in Table I. Plants are customarily rated in terms of annual tons of ingots. Therefore, the basic size of this plant can be determined by referring to the BOF Shop wherein it is sized at 5 million tpy. From the base, the required hot metal can be traced to the blast furnace, which in turn indicates the amount of required flux, iron bearing materials and coke —which in turn establishes the demand for coal. Likewise, the total demand for flux can be determined by the combined demand of the lime plant and blast furnace. The generation of fines and waste products, which have significant value but are not usable as such, create the need for a sintering plant. From projections such as the foregoing, the complete flow of materials can be established and accommodated. The basic premise upon which this typical materials balance is predicted is that the plant will be a producer of high tonnages of non-SpecialtV- products. Lingering effects of the 1990 oil shock that included overbuilding and corporate and individual financial distress caused the Gross Domestic Product to fall slightly to $5.67 billion (US billion = l09). With 254 million people - 697,000 in mining and petroleum - the US has more than 100 million dwelling units and 190 million licensed motor vehicles. New private housing starts fell 15% to one million units. New car production fell 11 % to 5.4 million units. Truck and bus production fell 8% to 3.4 million units. The inflation rate was 3%, while the prime rate of interest was 8.5%. The Producer Price Index (1982 = 100) changed as follows: -fuels and related products and power down 1% to 8l, • metals and metal products down 2% to 120, • chemicals and allied products up 2% to 126, and • non-metallic mineral products up to 2% to 117. Energy Imports of crude and refined petroleum, costing $50 billion, fell 5% to 2.8 billion bbl. Domestic petroleum production rose 1% to 3.6 billion bbl. Petroleum supplied about 39% of US energy, natural gas 24% and coal 22%. The National Energy Strategy was announced in February 1991. Its purpose is to encourage domestic production of fossil fuels and nuclear and renewable energy and to stimulate efficiencies in use. Congress continued to debate the strategy and took no action. Coal production fell 3% to 902 Mt (994 million st). About 60% of that came from surface operations. Seventy-eight percent of the total was used to generate electricity and 3% was coked.

The passage by Congress of Public Law 92-500 (the 1972 Water Pollution Control Act amendment) has placed a new emphasis on the need for methods to minimize the escape of water from tailings ponds. Presumably tailings pond seepage will fall under the jurisdiction of the act. This paper is designed to explain some of the problems caused by leakage from tailings ponds and to present a method by which leakage can be minimized if not eliminated. Ground-water pollution in one case studied by the authors results from leaching of old jig tailings that are intermixed with the upper part of a sand and gravel aquifer. Anomalous concentrations of zinc, lead, and cadmium occur in ground water and soil samples taken from the portion of the sand and gravel aquifer containing the old jig tailings. Analysis of water samples from a tailings pond located in the area indicates that the pond water is not the source of the heavy metal concentrations found in the down-gradient ground water. However, leakage from the pond and water from the pond's decant system combine with natural ground water to compound the problem by raising the water table into old jig tailings which cover the upper portion of the aquifer. The ground water which discharges from this aquifer causes a statistically significant decrease in the quality of the receiving stream water. The shallow ground water contains oxygen; therefore, corrective measures include lowering the water table to depths below the old jig tailings which cover the aquifer at ground level. This, in turn, implies elimination of ground-water recharge by subsurface leakage from the pond. A laboratory study and a mathematical model study have revealed that seepage from such ponds can be minimized by a carefully designed and managed peripheral tailings discharge system. The process involves maintaining the slime zone and the free-water surface near the center of the pond so that the slimes retard downward and semilateral movement of pond water. The free-water surface must not be allowed to extend out over the nonslime portion of the tailings during or after pond operation. Mathematical model output reveals that this method can hold the subsurface discharge rate to as little as 110 gpd per acre of pond water area. The technique should be applicable to any tailings pond system in which the loss via seepage of poor quality water must be minimized or where recharge of ground water by losses from a tailings pond must be minimized, regardless of the reason.

The scaling laws as formulated by Rapoport relate dynamically similar flow systems in porous media each involving two immiscible, incompressible fluids. A two-dimensional numerical technique for solving the differential equations describing systems of this type has been employed to assess the practical value of the scaling laws in light of the virtually unscalable nature of relative permeability and capillary pressure curves and boundary conditions. Two hypothetical systems — a gas reservoir subject to water drive and the laboratory scaled model of that reservoir — were investigated with emphasis placed on water coning near a production well. Comparison of the computed behavior of these par ticular systems shows that water coning in the reservoir would be more severe than one would expect from an experimental study of a laboratory model scaled within practical limits to the reservoir system. This paper also presents modifications of the scaling laws which are available for systems that can be described adequately in two-dimensional Cartesian coordinates. INTRODUCTION Present day digital computing equipment and methods of numerical analysis allow realistic and quantitative studies to be carried out for many two-phase flow systems in porous media. Before these tools became available the anticipated behavior of systems of this type could be inferred only from analytical solutions of simplified mathematical models or from experimental studies performed on laboratory models. To reproduce the behavior of a reservoir system on the laboratory scale, certain relationships must be satisfied between physical and geometric properties of the reservoir and laboratory systems. Where the reservoir fluids may be considered as two immiscible and incompressible phases, the necessary relationships have been formulated by Rapoportl and others.2-5 Rapoport's scaling laws follow from inspectional analysis of the differential equation describing phase saturation distribution in such systems. It will be recalled that these scaling laws presuppose three conditions: (1) the relative permeability curves must be identical for the model and prototype; (2) the capillary pressure curve (function of phase saturation) for the model must be linearly related to that of the prototype; and (3) boundary conditions imposed on the model must duplicate those existing at the boundaries of the prototype. These three requirements seldom if ever can be satisfied in scaling an actual reservoir to the laboratory system because: (1) The laboratory medium normally will be unconsolidated (glass beads or sand) while the reservoir usually is consolidated. Relative permeability and capillary pressure curves are usually quite different for consolidated and unconsolidated porous media. (2) The reservoir usually will be surrounded by a large aquifer which could be simulated in the laboratory only to a limited extent. (3) Wells present in the reservoir would scale to microscopic dimensions in the laboratory if geometric similarity is to be maintained. In view of these considerations, rigorous scaling of even a totally defined reservoir probably would never be possible. The purpose of this paper is to assess the practical value of the scaling laws in the light of the unscalable variables. This has been done by carrying out numerical solutions in two dimensions to the differential equations describing the flow of two immiscible, incompressible fluids in porous media for a field scale reservoir and a laboratory model of that reservoir. While both the reservoir and the laboratory model were purely fictional, each has been made as realistic and representative as possible. The field problem selected as the basis for the investigation was an inhomogeneous, layered gas reservoir initially at capillary gravitational equilibrium and subsequently produced in the presence of water drive. The laboratory model of this reservoir was designed to utilize oil and water in a glass bead pack. Zinc electrowinning from sulfate solutions is the traditional industrial method to produce SHG zinc. Over the past few years several efforts have been done to improve process efficiency in order to reach high productivity with low energy requirement. The latter aim can be pursued both by means of a hard purification of the electrolyte and reducing the anodic voltage. This work is a comparative study of the results obtained in several previous researches on zinc electrowinning from both sulfate and chloride solutions. Zinc electrowinning tests on industrial sulfate solution have been carried out by using Pb alloy anodes and by adding organic depolarizers such as ethanol, acetic acid or ethylene glycol. Experiments on chloride solutions, obtained by purification of zinc exhausted electrolyte, have been performed by using DSA anodes and by testing the effect of additives such as TEACI and TBAC\. Comparing the best results obtained with the two methods it can be highlighted that a high quality zinc is electrowon in both cases with comparable energy requirements.

The explosion hazard presented by methane gas in coal is confronted daily in the mining industry. Research has developed several viable methods for gas control in addition to conventional dilution by ventilation. Such methods include the drilling of horizontal or cross-measure boreholes from a mine opening and vertical boreholes hydraulically stimulated in advance of mining or for gob gas drainage. The long-term production history of five gas drainage installations was studied. Three installations were completed in the Pittsburgh Coalbed: two in West Virginia and one in Pennsylvania. The remaining installations were completed in the Mary Lee Coalbed in Alabama and the Sunnyside Coalbed in Utah. The types of drainage methods utilized included horizontal and vertical boreholes. The length of production studied ranged from 860 days to 36 years. The cumulative production from the five sites was in excess of 155 Mm3, representing a significant volume of gas.

Numerous agencies in the Executive Branch of the United States Federal Government have regulatory jurisdiction over the explosives industry. These agencies develop the rules by which the explosives industry must operate, and many have the authority to enforce those rules. Likewise, there are entities in the Legislature that have oversight of those agencies and develop the laws that agencies must operate under. These entities in the Legislative Branch are Congressional Committees. Each committee has their respective jurisdictional authority over various agencies and issues. There are several Congressional Committees with jurisdiction over the agencies that govern the explosives industry and they differ slightly between the House of Representatives and the Senate. This paper discusses this division of power as it relates to the explosives industry. Each branch is responsive to the public and the processes through which each promulgates regulation and legislation require public input in different forms. Options for civic involvement for engaging each of these bodies of power in their respective processes are presented. The differences between legislation and regulation are highlighted along with the processes by which each are promulgated. A proper understanding of the governmental mechanics that affect the explosives industry are critical for the industry to be able to be proactive in playing a role in these processes in a democratic way.

Soil and sands were contaminated with depleted uranium from weapons testing. This resulted in the formation of a complex mixture of uranium compounds. Characterization studies of the soil indicated the uranium was present as uranium metal, uranium oxides, silicon-bearing metallic uranium, and uranium silicates. A process was developed to selectively remove dense uranium compounds using gravity separation and a chemical extraction system to remove uranium which was not available for separation by gravity methods. Results from characterization studies and pilot scale testing are presented for background information. The primary purpose of this presentation is the report of the results achieved in the field application of the processes.

INTRODUCTION The Milwaukee Metropolitan Sewerage District (MMSD), is a special purpose sub-regional agency that provides collection and treatment services for sanitary wastewater for an area of 420 square miles (1088 km2) in 27 municipalities in the Milwaukee, Wisconsin metropolitan area. During its almost 75 years of existence, it has constructed 464 km of intercepting sewers, the majority in tunnel, and two sub-regional secondary wastewater treatment plants. The present program, the $1.7 billion Milwaukee Water Pollution Abatement Program, was started in 1977 and developed from ongoing internal planning, the Federal Clean Water Act and court judgments. Elements of the Program include improvement and expansion of the two treatment plants; rehabilitation of older in-place sewers; building new interceptors and relief sewers and providing capacity for high volume storage in approximately 32 km of deep, large diameter rock tunnels; reducing combined sewer overflow; and disposal/utilization of the solids that remain after the treatment process. The construction phase of the Program accounts for $1,105,900,000 within 335 separate construction contracts, 211 let to date, and covers a span of 15 years, starting in 1979 and running through 1994. Conveyance System construction cost is estimated to be $650,000,000 or about 60 percent of the total. Through December 1986, in terms of dollars, the total construction program is about 38 percent complete with Conveyance at 34 percent complete.

DEWATERING is a major problem in the preparation and utilization of fine-sized coals now being recovered in increasing amounts from colliery effluents, refuse banks, and silt ponds. Of the various methods which have, been proposed for dewatering fine coal, gravity drainage is probably the oldest and most widely used, and yet little information on this subject has been published. Consequently a laboratory investigation of gravity drainage phenomena was undertaken not only to provide basic data for predicting the drainage behavior of fine coals in cars, bunkers, basins, and silos, but also to obtain some understanding of the moisture retention properties of fine coal. Because of practical interest in the problem, a reproducible laboratory technique, which simulated plant conditions as closely as possible, was developed for the evaluation of drainage variables. The ap- paratus selected consisted of vertically-mounted lucite columns, nominally 4 to 8 ft in length and 2, 3 or 6 in. in diam; the bottom of the column was provided with a rubber stopper through which was inserted a -in. diam drainage tube; a wad of glass wool was placed on the upper part of this outlet tube to retain the coal and a plug was temporarily located at the lower end to prevent drainage during charging of the column, see Fig. 1. L'industrie minière représente un apport économique important pour le Québec ; cette production est très diversifiée et répartie dans plusieurs régions. Hormis les forges du St- Maurice au XVIIe siècle, l'industrie minière québécoise commence en 1862 dans la Beauce avec l'exploitation de placers aurifères dans les affluents de la rivière Chaudière; à la même époque, on met en production les mines de cuivre Eustis, Albert et Capelton, près de Sherbrooke1; à partir de 1881, les mines d'amiante et de chromite au voisinage d'Asbestos et de Thetford commencent à voir le jour. Dans les années ?20, l'extraction de métaux précieux et usuels débute en Abitibi- Témiscamingue; durant les années '50, le fer et l'ilménite de la Côte Nord, ainsi que le cuivre de Murdochville et Chibougamau, commencèrent à être mis en valeur. Plus récemment, soit durant les années '80, le sel des Iles-de-la-Madeleine et le graphite des Hautes Laurentides s'ajoutèrent aux produits que nous commercialisons. Finalement, soit en 1998, le Québec devenait un important producteur de nickel avec le démarrage de la mine Raglan, au Nunavik. L'exploitation d'une mine peut nécessiter l'extraction de grandes quantités de roches stériles, particulièrement lorsque la production se fait à partir d'une fosse à ciel ouvert. De plus, étant donné que les minéraux et les métaux mis en marché ne constituent qu'une fraction du minerai extrait, il faut le concentrer : on se retrouve alors avec des proportions plus ou moins importantes de résidus finement broyés. Ces deux types de rejets totalisent bon an mal an environ 100 millions de tonnes. Lorsque cela est possible, ceux-ci sont, soit valorisés comme matériaux de construction ou retournés dans leur lieu d'origine afin de soutenir les murs des excavations. Toutefois, une bonne partie est accumulée en surface dans des aires aménagées spécifiquement à cette fin ; comme le montre la figure 1, la superficie utilisée à cette fin a progressé parallèlement aux booms miniers que nous venons de mentionner pour atteindre actuellement environ 15,600 hectares, dont environ la moitié sont situés sur des aires encore en activité.

Recent developments in the application of solvent extraction in hydrometallurgical processing make it desirable to reassess the present state of availability of suitable equipment for these applications. The range of solvent extraction applications now includes very large scale applications with a modest demand on separation performance (the treatment of some base metals) and applications in which the decisive factor is a very high requirement on separation performance. The extraction column to be described in the present paper is of the type in which mechanical energy is provided for the two- liquid system inside the column. The active elements for this are reciprocating sieve plates designed and mounted so as to uniformly load the driving mechanism, to eliminate vibration of the plant, to have sufficient control over the degree of dispersion of the dispersed phase, and to reduce axial mixing effects, which are highly detrimental to the separation performance of production-scale plant. The operating features of the reciprocating-plate column will be illustrated mainly by experimental results obtained on a 4" diameter column in the extraction of uranyl nitrate with TBP. Some mechanical features of the operation of reciprocating-plate columns will also be discussed.
