The effect of transition element binary solid-solution additions upon the recrystallization temperature of vanadium has been investigated. Cr, Fe, Co, Ni, Mo, Ru, Rh, Os, and IY lower the recrystallization temperature, while Ti, Mn, Zr, Cb, Pd, Hf, Ta, W, Re, and Pt raise it. The majority of elements have their greatest effect in less than 0.15 at. pet. Both the rate of change of recrystallization temperature with atomic percent solute and the limit of initial linearity are found to Correlate with the free atom grozdnd state outer electron configuration of the sollte element. THE work of Abrahamson and Grant1 and Abraham-son and Blakeney2 has shown that the solute's elec- tron configuration appears to be a prime determinant of both brittle-to-ductile transition and recrystallization temperature in dilute binary alloys. It has also been shown by Abrahamson3 that the limit of linearity, i.e., the limit of initial linear change of recrystallization temperature with atomic percent solute, is also a function of the electron configuration of the solute in iron base alloys. Because of the systematic nature of the solute electron configuration correlation, it is to be expected that some systematic variation might be observed upon changing the solvent. Thus, this study of recrystallization in vanadium base alloys is the first of a series aimed at defining the role played by the electron configuration of solute in determining the recrystallization characteristics of dilute transitional alloys. The Environmental Protection Agency (EPA) is in the early stages of developing a national mining waste program. Our goal is to develop a mining waste program that will be state implemented, multimedia in nature, flexible, utilize and enhance existing state programs, and protect the environment. The Agency appreciates the cooperation the mining industry is providing through its participation in the Policy Dialogue committee on Mining and by providing the Agency with technical data. The following is a discussion of what led to the development of a national mining waste program, the agenda initiative to evaluate Toxic Substances Control Act authority in phosphate manufacturing, and the important steps being taken through the Policy Dialogue process to frame and discuss issues. EXTRACTION AND BENEFICIATION OF ORES The Resource Conservation and Recovery Act of 1976 (RCRA) and subsequent amendments created a framework for the regulation of hazardous wastes under Subtitle C and nonhazardous waste under Subtitle D. In 1978, initial regulations were proposed for hazardous waste management units under RCRA. These identified a universe of special wastes that were large volume, low hazard and less amenable to Subtitle C control techniques. EPA noted that waste materials from the "extraction, beneficiation and processing of ores and minerals m fit these criteria. In October 1980, Section 3001 of RCRA was amended. This Bevill amendment excluded solid waste from the extraction, beneficiation and processing of ores and minerals from regulatory control under RCRA's hazardous waste Subtitle C. This was done pending a report to Congress and a regulatory determination regarding the Subtitle C status of these wastes. Thus in November 1980, EPA published an interim final amendment to the RCRA Subtitle C regulations to reflect the Bevill amendment. RCRA requires EPA to perform studies and make reports to Congress regarding the management methods and potential hazards of managing waste. RCRA also calls for a regulatory determination regarding whether Subtitle C (hazardous) or D (non- hazardous) controls are warranted for these wastes. In December 1985, EPA submitted a report to congress entitled, “Wastes from the Extraction and Beneficiation of Metallic Ores, Phosphate Rock, Asbestos, Overburden from Uranium Mining and Oil Shale." In that report, EPA found that some mining wastes exhibit hazardous characteristics, that the range of risk from mining waste is broad, and that waste management practices have caused environmental damage. In July 1986, EPA published a regulatory determination based on information gathered in the 1985 report to Congress and comments from interested parties. In the report, EPA concluded that RCRA Subtitle C regulation of extraction and beneficiation wastes was unwarranted because mining wastes tend to be disposed of in arid climates, waste volumes are high, and facilities and wastes are located in sparsely

The McArthur River (HYC) deposit, located in the Northern Territory of Australia, was discovered by Mt Isa Mines Limited geologists in 1955. It is one of the largest sedimentary stratiform zinc-lead-silver deposits known. Previous attempts to exploit the deposit have been thwarted by its geographical location, the capital expenditure required to establish an operation and the fine-grained nature of the mineralisation. The steeply dipping western margin of the deposit is covered by up to 25 m of overburden, and lies beneath the McArthur River and its flood plain. Dips are eastward, with the eastern edge of the deposit at a depth of about 400 m below the surface. The average thickness of the deposit is 55 m, and it covers an area of about 1.8 by 1.3 km. Seven stratiform orebodies are interbedded with sedimentary breccia, tuff and poorly mineralised siltstone. Mineralisation consists of finely intergrown sphalerite and galena, hosted by pyritic siltstone of the middle Proterozoic McArthur Group. Selective underground mining of the lower orebodies will extract more than one million tonnes of ore per annum. The dip of the mineralisation demands that mining will be by way of apparent dip room and pillar. Declines will provide access and haulage, and wherever possible development will be in ore. Initially, haulage will be by trackless diesel powered trucks, but these will be replaced by a conveyer system. A single zinc-lead-silver concentrate will be produced from a simple flowsheet. This flowsheet has been developed in the laboratory and demonstrated during an extensive pilot plant campaign. A single stage SAG mill will be utilised to grind the ore down to a P80 = 45 ltm (80 per cent of particles passing 45 ¦rn. Mine planning at Consolidation Coal Company's (Consol) Glenharold Mine in North Dakota is being constrained by environ¬mental concerns that did not exist when the mine opened in 1965. One such concern which developed in the mid-1970's is the impact of mining on woodlands that are considered impor¬tant wildlife habitat. To better coordinate mine planning with permitting, a cooperative task force was created to evaluate woodlands for their wild¬life habitat potential. The task force included representatives from Consol and state and federal agencies. This cooperative process is seen as a method of communication between industry and government and as a way of developing decision-making tools for mine planners and regulatory agencies.

A simple shape description scheme has been developed which has the specific aim of distinguishing between angular and more rounded particles. The procedure involves fitting a general polygon (usually about 20 sided) to the particle profile. Geometric shape descriptors have been defined based on variations in the angles between adjacent sides and their radial displacement from the particle centroid. A two-parameter shape description, incorporating an angular variabli1ity and an elongation index, has been shown to be clearly consistent with visual observations. A single-parameter angularity index has been shown to be very sensitive to small differences in particle roundness and seems to provide a better description of angularity than other approaches such as signature and fractal analyses. The scheme has been applied to three sets of fine quartz particles produced by different grinding procedures. The results indicate that the technique is capable of distinguishing between angular and re1atively rounded particles and can quantify their specific shape features.

Secondary recrystallization was investigated in vacuum-melted electrolytic iron to which 70 pm N was vacuum-meltedadded. The secondary texture is "near {554}<225>" for material cold-rolled 75 to 90 pct, the sharpness of the texture increasing with increased rolling reduction and with decreased annealing temperature. At reductions of 95 and 97.5 pct the secondary texture is &apos;"near {322)(296)". Both secondary orientations also exist as major components of the primary re-crystallization texture. Development of a strong "near {554) (225)" secondary texture appears to depend on the evolution of the Primary texture to a transition texture depleted in orientations near the secondary orientation before the onset of secondary growth. A variety of qualitative experinzents have been used to show that nitrogen is important in limiling primary grain growth. The presence of nitrogen does not seem essential for the establishment of a transition texture, but a loss of nitrogen during annealing may facilitate growth of grains in the secondary orientation. Secondary grains we shown to form initially at the specimen surface. This is not thought to indicate that surface energies are important in the growth process. It is proposed that the quasi-two-dimensional character of surface grains permits discontinuous growth parallel to the surface before secondary growth of interior grains is possible. An earlier study of recrystallization textures in 90 pct cold-rolled electrolytic iron showed that secondary recrystallization occurred after annealing for several days at 700C1 This type of secondary recrystallization, which had not been reported previously, results in the formation of a strong texture, best described by the indices "near {554}(225)". The purpose of the present work was to investigate the effect of various processing variables on secondary recrystallization in this material and determine the mechanism of secondary grain growth. LITERATURE REVIEW An understanding of the mechanism of a secondary recrystallization process depends on knowing: 1) how grains in the secondary orientation come to be in the primary recrystallization texture; 2) why normal grain growth does not occur; and 3) what factors determine the strength of the secondary texture. For secondary growth of grains of a particular orientation, a certain minimum fraction of the grains must be in that orientation after primary recrystallization. This requirement is apparently satisfied "naturally" in certain systems, i.e., when the primary texture obtained by rolling and recrystallizing material initially randomly oriented contains a sufficient fraction of primaries in the secondary orientation. However, in other cases, e.g., {110}<001> and {100}<001> secondary growth in silicon iron,2 it is necessary to enhance the fraction of primary grains in the secondary orientation by rolling and recrystallizing textured material. In the present case, the "near {554}<225>" orientation is contained within the spread of orientations found in the primary recrystallization texture of iron or bbc iron-base alloys. In systems where the main driving force for secondary growth is the reduction in total grain boundary energy, secondary growth is observed only when normal grain growth is minimized. Four ways in which normal grain growth can be limited are: 1) Limitation by a strong primary texture. When a very strong primary texture consisting of a single component or twin-related components develop, most primary grains are separated from one another by relatively immobile small-angle grain boundaries. The classic instance of this is secondary growth into the primary cube texture in some fcc metals. 2) Limitation by precipitates. Precipitates present in the proper volume fraction with a suitable dispersion will limit primary grain growth. The role of MnS inclusions in impeding normal grain growth in Si-Fe is well-documented.5 3) Limitation by sheet thickness. Normal grain growth slows drastically when the mean grain diameter is of the same order as the sheet thickness. This effect has been used to obtain secondary recrystallization in thin sheets of high-purity silicon iron.&apos; 4) Limitation by solute impurities. It is well-established that certain impurity elements in solution can have a large effect on grain boundary mobility.&apos; However, there does not seem to be any secondary recrystallization process in which primary grain size stabilization has been shown to be due to the drag exerted on grain boundaries by dissolved impurities. In certain systems, e.g., secondary recrystallization in silver,&apos; the means by which normal grain growth is limited has not been identified, and solute-impurity limitation might be suspected. In order to understand the factors which determine secondary texture strength in three-dimensional growth, it is necessary to examine in more detail the current picture of general secondary recrystallization processes. Following Cahn,9 it is assumed that the primary grains have a range of sizes and that secondary growth of one of the large grains in this distribution is possible when it exceeds a critical size with respect to its neighboring grains. The critical size depends on the ratio ?S/?p, where ?s is some sort of average grain boundary energy between the potential secondary and the primary grains and ?p is some sort of average grain boundary energy between primary grains. Modelling ore comminution processes have been a highly fruitful scientific topic. The models have been proved to be largely dependent on the selected comminution technology. Among them, semiautogenous (SAG) mill technology has been widespread implemented in plants but no complete understanding of the mechanisms involved in the process is available. Tracing back in history, SAG models considered only some granulometric cut sizes such as the t10 and attempted to relate these parameters with the energy involved in the impact between particles. Other models evolved towards incorporating physical properties of the material being ground and the mill operating conditions. These material properties have assisted to obtain a more comprehensive description of the breakage mechanisms; nevertheless, the gathering of all known parameters still have not delivered a model able to describe the process. This may be a result of emergent properties or phenomena originated from interactions inside the process which are hard to predict turning the size reduction operation into a complex system. Cellular automata provide one answer to describe complex systems by following simple rules. The aim of this research work is to establish the preliminary rules of thumbs enabling the implementation of cellular automata able to predict the particle size distribution at the exit of a SAG mill. The methodology involved developing a simple 2D model of a ROM sample. Plant data from two mine sites were correctly described by a set of three rules: two rules describing the particle reduction and one rule associated with material transport across the mill. Further analysis related with expanding this model to 3D and its impact on the liberation of valuable material is also discussed.

A new technology has been introduced - the use of the High-Water Solidifying Material for providing pumped roadside supports to maintain a roadway for re-use in longwall retreating. As a gob edge support, its initial use at Hebi No. I Colliery was successful, providing acceptable performances in support and control of convergences and lateral closures of the gob-edge roadways. This acceptability applied to both first use and re-use when the roadway became a gateroad for the adjoining longwall, remaining stable throughout the associated loadings and convergences. The technology promises economic and social benefits.

The Péchelbronn oil field is located in the province of Alsace, in the Rhine Valley, about 30 miles north of Strasbourg. It is approximately 4 miles wide and 12 miles long, extending from the villages of Lobsann on the north to Wintershausen and Ohlungen near Haguenau on the south. (See Fig. 1.) The productive area includes about 44,000 hectares (107,680 acres). The name Péchelbronn signifies "pitch-spring" or "pitch-fountain." The first exploratory galleries were driven in from the hillside in 1735; and in 1745 the first official concession was granted by the French government and the first pit sunk to a depth of about 30 ft. Extraction by drilled wells was begun in 1879, supplementing the mining operations, and during the next 10 years 200 wells were drilled to an average depth of 172 m. (568 ft.). The bringing in of two "gusher" wells, in 1882 and 1888, respectively, was followed by the abandonment of all underground work. Underground mining, with a view to increasing the production of petroleum by recovering the oil left in the sands after drilling wells, was resumed in 1916. This mining operation started by sinking shaft No. 1 to a depth of 150 m. (495 ft.). The underground developments were pushed during 1917 and 1918 and the annual production of the Péchel-bronn field was increased to about 50,000 metric tons or 350,000 bbl. On the signing of the Versailles Treaty the province of Alsace, which had been taken by Germany as the result of the war of 1870, was returned to France, and the proprietary rights were taken over by the French Government. Concessions or leases, which embraced all the known oil-bearing territory of the field, were granted to the present operating company, Mines de Péchelbronn. This company followed both the drilling and the mining methods of the previous company.

ETHIOPIA, the first country to be liberated from Axis domination, has recovered remarkably from the ravages of occupation and war. Mineral production has contributed significantly towards this recovery, as it has provided a means of obtaining foreign exchange and has given employment to hundreds of workmen whose maintenance otherwise would have presented a problem. Although primarily an agricultural country, never with a large mineral production, Ethiopia has within its borders a variety of minerals, both precious metals and nonmetallics. Some of these are important to the country as a national asset and others contribute greatly to local economy and can be expected to do so even to a greater extent in the future1 (Fig I). PHYSIOGRAPHY AND GEOLOGY The Empire of Ethiopia is essentially a mountainous and volcanic country, in northeast Africa, situated principally between latitude 4° and I5°N and longitude 34° and 44°E. It is bounded on the north by Eritrea, on the northeast by French Somaliland, on the southeast by Italian Somaliland, on the south by Kenya Colony, and on the west by Anglo-Egyptian Sudan. These European possessions thus completely surround the country. Its access to the Red Sea is through Eritrea; to the Gulf of Aden, through French or British Somaliland; and, to the Indian Ocean, via Italian Somaliland. These routes range in length from 40 to 250 miles. Ethiopia has an area of approximately 350,000 square miles, with a width from north to south of 625 miles, and a maximum length from east to west, along latitude 8°N, of about 875 miles. Physiographically the country is characterized by two very extensive sub-tabular plateaus: the Ethiopian Plateau to the northwest and the Somaliland Plateau to the southeast, separated by a long tectonic graben-the Rift Valley of the Galla Lakes and Danakil. The Ethiopian Plateau, deeply cut and notched by the drainage, slopes in a general northwest direction toward the Sudanese Plains and the valley of the Nile; the Somaliland Plateau slopes to the southeast, toward the Indian Ocean. The valley of the Galla Lakes and its extension to the northeast-the Awash River Valley, separates the plateaus, from Lake Rudolph to Danakil. This depression which constitutes a continuation or ramification of the Great Rift Valley of Central Africa joins in turn the trough of the Gulf of Aden and the Danakil-Eritrean Rift, continuations of the Red Sea and the Jordan Valley. The general basement of Ethiopia is made up of very old rocks, usually considered as Archaen.2 These rocks are represented by the metamorphic crystallines, such as gneisses, different kinds of schists, included lenses of crystalline limestone, and massive intrusives such as granites, diorites, and syenites, all cut by

This paper introduces a technique for incorporating employee participation into the prevention component of a contingency plan. Companies sometimes focus so much energy on response that they forget to put resources into the basics of emergency prevention. The training program discussed here was designed to make employees part of the prevention system. Examples of training materials from the program are provided, a sample method for introducing risk assessment to employees is shown, and a strategy to address limited training time using short videos is explained. Methods for tailoring the training to any worksite and for specific risks are also included. The program is being designed and tested by the Pittsburgh Research Laboratory/NIOSH and employees of an underground coal mine. Examples are taken from the implementation of the program at the mine during the summer and fall of 1998. Results of the program evaluation and lessons learned during the implementation are discussed.

For many years large mining companies were able to finance nearly all of their capital requirements from internally generated funds. However, during the last decade, funds needed for capital expenditures, dividends, and scheduled debt retirement have grown faster than cash flow. As a result the minerals industry has had to rely increasingly on other sources of funds. Getting the capital for new mining projects is a challenge, particularly for smaller companies. New methods of financing and new variations to old methods have been developed and more are needed. Commercial banks are short-term lenders. By policy their loans are limited to low risk loans-those made solely on the borrower&apos;s general credit, and secured loans where cash flow is sufficient to provide repayment within a comparatively short term. To maintain liquidity, banks prefer to make loans of less than seven years&apos; term. If a longer loan is needed an insurance company or pension trust may take the long-term part.

Generally, the drilling and blasting operation are managed independently to the processing plant outcomes. Therefore, the technical segmentation to determinate the ore drill and blast designs do not include processing plant rock properties such as Bond Work Index, Axb, Drop Weight Index or other. This work describes the case study of a copper mine in Peru, which, together with its strategic partner ORICA, have implemented projects focused on optimizing mine fragmentation. The year 2021, mine operation according to its mine plan would have a significantly increased SAG mill hardness, which would impact directly on copper concentrated production. An integrated strategy from mine to plant has become necessary to maintain the production levels.

This paper describes the application of a three-dimensional finite element modelling tool to help assess the stability of a highwall at a Central Queensland mine following the weakening of its base due to highwall mining. With traditional stability assessment techniques, likely failure modes are identified on the basis of previous experience and structural, sedimentological and geomechanical data and a mechanistic analysis of these individual modes is performed. The value of the full three-dimensional model over these traditional techniques is that it provides a coherent approach to assessing highwall stability without the necessity of initially deciding upon the dominant failure mechanism and gives a useful adjunct to the traditional tools. The three-dimensional model assumes the rock mass is made of elasto-plastic blocks, incorporating possible planes of weakness, separated by near horizontal joints. The model includes the relaxation of stresses due to the excavation of the highwall and incorporates estimates of blast damage near the highwall surface

With the introduction of monitoring technologies, process computers and Web services on Industrial Facilities the need for electrolytic processes automation has been set. Recently designed facilities have substantially improved plant layouts, automated cathode processing and copper harvesting. Despite these advancements only limited progress has been accomplished on the electric current distribution of the process. Lately a number of proposals focused on preventing short circuits and balancing cathode currents have emerged. Among these are the AZSA intercell, the Outokumpu double contact, and the Optibar InterCell Plus. Although these intercell bars are clearly superior to the conventional bar, little or conflicting data is available about their merits relative to each other. Consequently, selection of the best intercell bar for most applications is accompanied by uncertainty, which can lead to less than optimum results. A critical evaluation of the performance of the aforementioned bars on the basis of the application is provided, thereby giving the framework and guidelines for the selection of the best bar for each application.

A complex rare metal ore, containing various valuable elements is used in this study. The mineralogy results indicate that the mineral composition of the raw ore is complex, and there are more than thirty-eight kinds of minerals in the raw ore, and the elements, such as Nb, Ti, Fe, REO, Be etc, always form isomorphism relationship. The REO content of the raw ore is 0.45%, and the contents of other rare metals Nb, Ta, Ti and Zr are 0.33%, 0.02%, 0.93% and 2.00% respectively, and the main gangue elements are Si and Al, and their contents are 71.84% and 8.5% respectively. The beneficiation-metallurgy combination process of ?preconcentration-reduction and magnetic separation-acidification and leaching-precipitation? is used to treat the raw ore. The preconcentration of raw ore is realized through high intensity magnetic separation, and the magnetic field intensity is 1.0T, and the rough concentrate with 2.88% REO and 1.95% Nbresidue can be obtained, and the iron recovery is 92.83%, and the REO recovery is 95.87%, and the Nbresidue is treated by hydrometallurgy process of ?acidification-leaching-precipitation?, then the rare earth oxide, niobium concentrate and zircon-bearing residue can be obtained, and the REO recovery is 80.10% and the Nbresidue and the gangue obtained from the high intensity magnetic separation process is separated by gravity separation, and then the zirconium concentrate can be obtained. The indexes of the beneficiation-metallurgy combination process used to treat the complex rare metal ore are as follows. The REO content of the rare earth oxide is 92.58% and the recovery is 58.44%. The Nb2O5 and 27.42% TFe can be obtained. Iron in rough concentrates is removed after reduction and low intensity magnetic separation, then the iron powder with Fe content over 88% and nonmagnetic rare-metal 2O5 recovery is 94.77%. The rare-metal 2O5 recovery is 80.04%. The mixture of the zircon-bearing 2O5 content of niobium concentrate is 28.34% and the recovery is 54.02%. The ZrO2 content of zirconium concentrate is 28.43% and the recovery is 52.35%. The TFe of iron powder is 89.53% and the recovery is 78.13%.
