"To make space for the new South Ferry Station in lower Manhattan, engineers and contractors carved out a new tunnel beneath three operating subway tunnels and tangentially to yet another tunnel. Creating the space required the design and construction of complex temporary excavation support and underpinning systems and the design and installation of real-time monitoring systems. Construction for the new station and tunnel was mainly cut-and cover in a mixed-face area of soil and rock approximately 2,000 linear ft long, 60 ft wide and up to 70 ft deep. Close coordination between the design/build team and the project owner, the Metropolitan Transportation Authority (MTA), was critical.With the construction of this $400 million project, the MTA and New York City Transit (NYCT) are correcting the numerous physical and operational deficiencies of the existing station and improving the lives of millions of commuters. Built in 1905, the original South Ferry Station is on the IRT Broadway–Seventh Avenue Line of the New York City Subway and is the southern terminal of the #1 subway service, which forms a loop to return uptown. The station has a sharply curved single platform on the outside of the outer track of a two track loop. This platform is short and does not allow the rear five cars of a normal 10-car subway train to load or unload. In addition, once the train stops at the station, commuters wait while retractable floor grates bridge the gap created between the platform and the subway car doors, and then they have only one exit from the station. Spray nozzles keep the tracks lubricated to reduce the train wheels’ friction caused by the tight curve. The sharp curvature of the loop and the inability to use half of the subway car doors slow train operation. With the new ADA-accessible station, 10-car trains will be able to open all doors, and additional entrances, escalators and elevators will greatly reduce travel times."

"Starting January 1, 1987 employers, employees, and other taxpayers are confronted with a new set of rules dealing with the taxation of travel and housing benefits relating to isolated posts in Canada, and tax deductions relating thereto. The new rules may not be the simplest in the world, but they are reasonably fair and at least offer a hitherto unknown degree of certainty as to how such allowances are to be treated. IntroductionThe first shoe fell on February 26, 1986 when Finance Minister Michael Wilson' s first budget presented the framework for the future tax treatment of travel and housing benefits (so-called ""northern allowances"") provided to residents in remote regions of Canada. The second shoe fell some ten months later on December 22, 1986 when the Minister of Finance filled in the earlier announced framework with detailed rules. We now have a complete picture of the tax treatment of northern allowances. Here is what the picture looks like with effect from January 1, 1987.According to Revenue Canada, the net housing benefit to employees will be equal to the value of the accommodation provided, less any rent they have paid. In major centres such as Yellowknife and Whitehorse, having a developed rental housing market, the benefit amount will be based on the fair market value of the rental accommodation in that location. In other areas, employers will be required to value the housing benefits and, to assist employers, Revenue Canada has provided the following guidelines: Common shelter- $100 per month including the value of subsidized utilities Apartment! duplex-$270 per month excluding the value of subsidized utilities, or $400 per month including the value of subsidized utilities House-$450 per month excluding the value of subsidized utilities, or $650 per month in- c1uding the value of subsidized utilities.The amounts established as the values of accommodation will be adjusted annually after 1987 based on the housing component of the Consumer Price Index."

Densities of melts of the iron oxide-silica system in contact with solid iron have been measured by the maximum hubble pressure method in the composition range O to 37 wt pct SiOz and the temperature range 1255 to 1410C. The constitution of the melts is discussed and it is postulated that the structure changes from a dislribution of iron ions in an oxygen ion network at pure "FeO" to a distribution. of iron ions in a network of silicate tetrahedra at the orthosilicate composition. ISD The system iron oxide-silica is an important one metallurgically because it forms the basis of several complex slag systems in use for industrial smelting and refining processes. In recent years considerable work has been done on liquids of this system but there are still many points of difference among workers using different experimental techniques and theoretical approaches. Phase equilibria/"3 activity,4-6 electrical conductivity,' current efficiency,' transference number,8 viscosity,9 surface tension,'' and density" measurements have all contributed to an understanding of the problem. Measurement of density is one procedure which is directly indicative of liquid structure since any deviation from ideality must be a result of structural interactions. Liquids of the iron oxide-silica system are of special interest because this is one of the few metal oxide-silica systems on which measurements can be carried out conveniently over the entire composition range from pure oxide to silica saturation. This includes the range of high basicity which has received relatively little attention in other systems. Although one investigation of density in this system has previously been undertaken," the results seem of sufficient importance to warrant the independent redeter-mination reported here.

[This paper was presented for the author, who is now in the National service, by H. M. Chance, and was illustrated by a working model built to the plans shown in the Bulletin, for February, 1918, p. 268. For more convenient operation, a small motor-driven centrifugal pump was attached to the overflow outlet (5, Fig. 1, p. 267) delivering to the inlet, 4. The pressure of ingoing water was then adjusted by a valve at 4, and was indicated by the column of water in a vertical glass tube connecting with the pressure chamber; an average pressure of 15 in. of water column was maintained during the demonstration. The sand used in the test was beach sand, which had simply been passed through a 20-mesh screen; about 45 per cent. was finer than 80 mesh. The circulation of water was at the rate of about 5 gal. per square foot per minute, and the rising velocity of the water in the box as a whole (not the velocity of the jets) was 6 in. per minute. At this consistency, the specific gravity of the fluid mass was between 1.55 and 1.60. Mr. Chance estimated that it would be possible to maintain a fluid mass of this consistency, 3 ft. deep, and with an area of 50 by 60 ft. with an expenditure of 15-hp. Mr. Chance then showed how a lump of coal would float on the fluid mass, and also made a separation of slate from coal on a small scale in a wire cage submerged momentarily in the fluid. The following demonstration relates to a matter not contained in the original paper, and was presented as of interest to the operators of cyanide and other lixiviation processes dealing with fluid mixtures of varying specific gravity.-Ed.]

Africa is rich in natural resources, much of which remain untapped. Despite that, international mining companies have largely stayed away from the continent due to political instability in many countries, lack of infrastructure and the inability to gain control of mineral deposits. Today, optimism is growing concerning African mining. Many of its nations are moving toward privatization of their mining industries. They see it as a way to improve the lives of their populations and become politically stronger. Ministers from 22 African nations were Denver, CO in June for the World Bank's Multilateral Investment Guarantee Agency's Fourth Annual African Mining Investment Symposium. The three-day symposium drew more than 400 mining executives and government representatives. Foreign mining investment in Africa is on the increase. In 1996, international mining companies spent about $418 million on exploration. That is more than double the $190 million spent in 1994. Mining executives say the mining climate in Africa is improving because countries are privatizing the industry and rewriting mining laws that encourage natural resource development. They estimate that private mining firms now control about 80% of mining today. Mine development will help lift the living standards for Africans, the ministers said. The average income for ordinary Africans is about $500 a year. If this new mining boom continues, citizens of nearly all African nations will reap the benefits of better infrastructure and government services, as well as more higher paying jobs, the ministers said. They also issued a word of caution to mining companies attempting to join in the African boom. Concerns are being raised about the treatment of villagers and the environment. In the past, foreign companies would "behave about like colonial masters," said Gerald Ssendaula, natural resource minister for Uganda. Africa is in a different position now, he said. "Now we are solving our own problems." Mining companies must respect local communities or risk creating unrest that will threaten fragile new governments, said Akolang Tombale, chief geologist for Botswana. On the other hand, he said villagers must accept that mining development will benefit them. "They feel these are their natural resources. There must be a mutual interaction between the companies and the people."

The recovery of apatite from the phoscorite ores occurring in the Transvaal, Republic of South Africa, involves a flotation process that is particularly difficult to characterize from a fundamental point of view. However, the reagents used, (tall oil fatty acid, nonylphenyltetraglycol ether, sodium silicate, and sodium hydroxide) can successfully bring about a separation of apatite from dolomitic calcite, which is the most troublesome gangue component. Recently, it has been demonstrated with some flotation feeds that the addition of certain polysaccharides can improve the flotation significantly. It has been shown that the metallurgy obtained is closely linked to the nature of the froth, and this, in turn, is influenced, often dramatically, by the presence or absence of certain of the reagents. The character of the froth depends less on the inherent frothing ability of these reagents than on the presence or absence of fine mineral particles in the froth, and on their surface characteristics and state of aggregation. The polyglycol ether and the polysaccharides have been shown to affect these properties, and it is suggested that a major function of these reagents is to modulate the properties of the fine particles in the pulp, thereby changing the character of the froth and giving rise to improved results.

The red, or fossiliferous, ore is found in the Clinton group of the Silurian formation. This group is from 100 to 500 ft. thick in Alabama, and its outcrops have been mapped by the State or the U. S. Geological Survey. In some places, it is entirely missing (doubtless islands in the Silurian Sea). In Etowah County, in part of Greasy Cove and vicinity, the upper seam is a coral reef impregnated with the red ore; in this same county, step faults bring up the ore in three or four practically parallel ridges. In Blount County and on Raccoon Mountain, the ore runs under the carboniferous rocks and outcrops in the valleys. When examining the logs of holes drilled for oil, wherever the drill has gone deep enough, the writer has found the Clinton group underlying the Warrior coal field. The following records of holes drilled primarily for oil, given in Bull. No. 22, Geological Survey of Alabama, show the presence of either ore or red rock, and suggest vast resources yet to be outlined and developed for ore in the future. The locations are given by number on the map. Hole No. 1 was drilled 6 miles southeast of Russellville, Franklin County, by the Woodward Oil & Gas Co. It passed through 160 ft. of the Clinton, but only a small show of red ore was found at 1280-1400 ft. A test well, No. 2, drilled near Atwood, Franklin County, in sectioil 26, township 8, range 14, penetrated the Clinton at 1608 ft. and found 38 ft. of limy red rock, also 8 ft. of some blood red ending at 1820 ft., making 46 ft. of red rock in all. It is reported that some good ore was cut through but this work was done by a churn drill. At least 400 ft. of the formation was classified as Clinton. Well NO. 3, called Frankford Well, was bored by S. A. Hobson and associates in the northwest quarter of section 7, township 6, range 12, Franklin County. At 927 ft., it is supposed to have entered the Clinton; the log is as follows: Ft. Operators of construction equipment perform various duties at work that expose them to a variety of risk factors that may lead to health problems. A few of the health hazards among operators of construction equipment are: (a) whole-body vibration, (b) awkward postural requirements (including static sitting), (c) dust, (d) noise, (e) temperature extremes, and (f) shift work. It has been suggested that operating engineers (OEs) are exposed to two important risk factors for the development of musculoskeletal disorders: whole-body vibration and non-neutral body postures. Method: This review evaluates selected papers that have studied exposure to whole-body vibration and awkward posture among operators of mobile equipment. There have been only few studies that have specifically examined exposure of these risk factors among operators of construction equipment. Thus other studies from related industry and equipment were reviewed as applicable. Conclusion: In order to better understand whole-body vibration and postural stress among OEs, it is recommended that future studies are needed in evaluating these risk factors among OEs.

"Tamano Smelter & Refinery started its operation in 1972 with high current density electrolysis (350Nm2 of maximum) applying PRC technology. After the start up, four times of expansion have been done, the cathode production capacity has increased from- 84,000 t/y to 191,000 t/y. However, recent refining technology with permanent stainless steel cathode enabled to increase current density up to 300 Nm2 or more without PRC method. In order to increase current density more than 350 A/m2 , experimental work using commercial size cell has been carried out at several conditions, such as current density, PRC conditions, electrolyte composition and electrode condition. As a result, it was found that high quality (LME A grade) cathode can be produced at such a high current density as 405 A/m2•IntroductionWhen considering the production increase of electrolytic copper, what becomes important is the improvement of productivity per unit of production facility. Conventionally, production had been expanded by increasing the number of cells but a huge investment required for this had a influence to the business profitability. Because of this, increase of current density, which is one of the methods to improve unit productivity, 'was expected and this method at the same time has another advantage of shortening the retention time of copper and other precious metals in the cells. At present, the average current density at Tamano during full capacity production is around 350 A/m2 and this used to be the limit throughout the world (1)."

Test of trolley-diesel prime power is another step in the search to exploit the unused potential of electric wheel driven haulage trucks. The output of the present engine - a 700 horsepower diesel - is not adequate to exploit fully the 1200 horsepower potential of the two electric wheel drive motors. Power was supplied to a modified 100-ton haulage truck through a double wire trolley system. The vehicle was tested with various payloads on a 7% adverse grade haul road. More significant conclusions developed are: Power - Horsepower to propel the vehicle can he more than doubled to improve truck cycle time. Productivity - Trolley power up adverse grades can improve [producivity] rates from 18 to 36%, dependent upon haul road profile.

The University of Kentucky has developed reclamation cells at a surface mine in southeastern Kentucky to evaluate the impact of spoil handling (reclamation methods) and compaction alleviation methods on the physical properties of replaced growing media and on tree survival rate. From 1997 through 2001, penetration depth, penetration resistance, bulk density, and tree survival data have been collected at the reclamation cells and correlated to determine the relationships that exist between the soil physical properties at the site and tree survival. Regression models have been developed for each reclamation method evaluated using the collected data to predict tree survival rates on reclaimed surface mined lands as a function of the soil physical properties of the replaced growing media. Procedures have been developed for handling soil/spoil during reclamation that can minimize compaction in the replaced growing media. Procedures have also been developed for alleviating compaction in growing media on reclaimed and orphaned surface mined sites. These procedures, if implemented, will increase the potential for reforestation success. Finally, procedures have been developed for collecting soil physical property data for use in evaluating the suitability of spoil conditions for reforestation.

The Bureau of Mines conducted an investigation of the Nightingale tungsten deposit about 38 miles north of Fernley, Nev., from September 1939 to March 1940, to determine possible resources of tungsten ore. The property was owned by the Gold, Silver & Tungsten, Inc., which maintained its offices in Boulder, Colo. Ore was discovered in 1917, and some ore was mined in 1918 and treated in a mill at Toulon, a station on the Southern Pacific Railroad, 40 miles east. Same shipments were made since 1918, but no production figures are available. The ore is mined from nearly vertical tactite bodies at the limestone-granite contact. The Bureau of Mines excavated 944 linear feet of trenches, drifted 52 linear feet, sunk a shaft 20 feet in depth, sampled the underground workings by cutting 743 linear feet of channels, sampled the surface trenches by cutting 415 linear feet of channels, and drilled 9 diamond-drill holes, totaling 3,000 feet. The ensuing sections note the location and physical features of the district and specify the property and ownership. The history of the mine is briefed, and the geology and mine workings are described. The work done by the Bureau of Mines is summarized and supplemented in detail by assay maps, logs of diamond-drill holes in appendix A, and a table of sample analyses in appendix B.

In their description of the post-mine leaching of galena and marmatite at Broken Hill, Messrs. Garretty and Blanchard1 find themselves unable to account satisfactorily for the fact that the more usual order of solubility of these two minerals is here reversed, and that the galena is leached more rapidly than the marmatite. An explanation of this somewhat unusual phenomena is perhaps provided by the recent work of Garrels.2 Garrels showed that the presence of Cl' ions in Pb-Zn solutions, in concentrations in excess of 0·1 N, rendered the zinc less soluble than the lead. It seems possible that Cl' ions may be present in the underground waters of the North Broken Hill Mine in sufficient concentration to cause such reversal in the relative solubility of the lead and zinc sulphides.Thus the analysis of "water believed to be free from contamination by mine drainage" given by Messrs. Garretty and Blanchard (p. 158 of their paper) is as follows:Total solids in solution 878 grains per gallon...164 grams of Cl per gallon is equivalent to 2· 3394 grams of Cl' per litre, which is equivalent to 0066 N.This concentration is approaching a value sufficient to cause a reversal of the relative solubility of zinc and lead salts; and it seems probable that there will be parts of the ore-body where locally the Cl' concentration will greatly exceed this figure. At such points the lead salts would be more soluble than the zinc salts, so that the galena would be leached more rapidly than the marmatite. With the dilution of such Cl'-rich waters with water containing less Cl', the Cl' concentration would fall below 0·1 N, and the lead would be reprecipitated, while the zinc would stay in solution, as, for example, in the water analysis quoted. GENERALLY speaking, there is nothing very difficult about taking good micrographs of photogenic thin sections or grains with a petrographic micro-scopecamera setup. However, sometimes it is desired to show some detail that cannot be illustrated satisfactorily by the usual micrographs taken with parallel polarized light, with crossed nicols, or even with two micrographs. A simple procedure giving good results has been used at Battelle Memorial Institute for subjects falling into this classification, and it is believed to be of interest, especially to research people who must sell a point to executives through the medium of well-illustrated reports. The following problem illustrates a typical application: It is desired to photograph a thin section of an iron ore to illustrate the character and association of the iron oxides and the individual quartz crystals. A magnification of 75 dia. is acceptable. A micrograph of the field in question (Fig. I[a]) was taken with parallel polarized light. Due precaution was taken to provide critical illumination, correct exposure, a sharp focus, a good darkroom technique, and other essential conditions. It illustrates correctly the iron oxides, but it fails to show the individual quartz crystals. A micrograph of the identical field (Fig. I[b]) was taken under the same precise conditions, but with crossed nicols. It gives a better idea of the character of the individual quartz crystals but is likely to be misinterpreted unless accompanied by a lengthy descriptive note. This micrograph suggests that the centrally located, large black area is composed entirely of iron oxides. That this is an incorrect interpretation is evident by reexamining the micrograph of Fig. I[a]. The correct interpretation is that the dark area contains quartz crystals oriented with their optical directions parallel to, or nearly parallel to, the vibration directions of the polarizer and analyzer of the microscope. Thus, the executive, or anyone who had not done the work personally, would get no more than a fair interpretation, even if two micrographs were included; and in the interests of both brevity and clarity, one micrograph usually is more desirable. Exactly how many quartz crystals occur in this region cannot be told from the two micrographs, and a printing of the two negatives in register would likewise not show the detail desired. Thus, it is evident that some subjects cannot be satisfactorily illustrated by the usual procedures. In photographing Fig. is the light was subdued and, during the entire exposure of 75 sec., the analyzer nicol was rotated uniformly in its mounting from a crossed position to 45° uncrossed position to introduce the desired amount of contrast in the various individual quartz crystals. The true reproduction of the character and association of the iron oxides, and the additional structure and detail in the quartz areas, is apparent. It might be

The fatigue softening of prior strain-hardened poly crystalline copper has been determined by measuring changes inflow stress resulting from fatigue treatments. Tensile fatigue does not soften the metal, while the softening due to reversed stress fatigue depends on the extent to which fully reversed stressing is approached. True tensile fatigue is shown to be possible only in the case of long wire specimens. Annealing following fatiguing of strain-hardened metal shows that tensile fatigue is very effective in modifying normal recovery and recrys-tallization. OBSERVATIONS by Ludwik and Scheu,' Kenyon,' Polakowski and Palchoudhuri, Kemsley, and Broom and Ham,596 have shown beyond doubt that strain-hardened metals are softened by reversed-stress fatigue. To some extent the softening might be associated with a rearrangement of dislocations, but the results of Broom and Ham5 on the temperature dependency of the fatigue hardening of annealed copper, and those of McCammon and Rosenberg7 on the partial recovery at 100'C of fatigue-hardened copper suggest that point defects may be involved. Since lattice vacancies are the only species of point defect present in appreciable quantities in thermody-namic equilibrium, most attention has been accorded them in the various theories advanced to explain hardening and softening effects resulting from fatigue. Precise mechanisms remain uncertain, and while some effects may be due to single vacancies, defects arising from vacancy clusters may also contribute to the changes in properties. All types of plastic deformation result in point-defect formation, one frequently invoked formation mechanism involving the nonconservative motion of jogs formed by the intersection of, for example, mixed dislocations. But since fatigue deformation is thought to be a particularly effective way of forming point defects, additional mechanisms peculiar to fatigue must be sought. One possibility is that jogged loops contract during the unloading cycle to give rows of vacancies. A local high-vacancy concentration could conceivably promote polygonization and recovery by climb, and, therefore, could explain the fatigue softening of strain-hardened metals under appropriate conditions of temperature. Conversely, the experiments by Broom and Ham6 on the fatigue hardening of copper single crystals involving subsequent tensile testing of previously fatigued specimens, resulted in the observation of distinctly lowered yield points. This could be due to vacancy atmospheres associated with dislocations, possibly augmented by jogs on dislocations. In addition to the yield-point phenomenon, a post-yield hardening was observed, with a temperature-dependence resembling the friction-hardening of irradiated metals,9 this again suggesting a point-defect mechanism. An important development in this field has been the observation,10 by transmission electron microscopy, of high concentrations of prismatic loops in fatigued aluminum. By analogy with quenched aluminum filmso11 it seems certain that these loops originate in the collapse of vacancy clusters formed during deformation. Metals, such as copper, having a relatively low-stacking fault energy would tend to produce Frank sessile loops (in practice tetrahedral defects with stacking faults on all (111) planes) rather than the glissile prismatic loops observed in aluminum. The manner in which these various defects affect the different aspects of fatigue behavior has not yet been fully investigated. The present work was designed principally to indicate whether tensile fatigue gives rise to hardening and softening effects similar to those associated with reversed stress fatigue, and with the hope of providing additional information on the contribution of point defects to fatigue deformation. A DEMAND for specialized knowledge has directed engineering curricula towards competency in some particular field or occupation. Preparation for life in a broad sense of completeness has received little consideration. Ways and means are needed for weaving some of the threads of liberal education into the fabric of engineering education. Any effort to develop a humanistic-social stem of engineering education will depend largely upon the content of the courses and the type of instruction offered. Many of the courses in college curricula are intended to lay a foundation for more advanced courses to be taken later by those. who specialize in some particular field. Students in other fields lack the background necessary to take the advanced courses and have too much detailed information, soon forgotten, forced upon them if they pursue the foundation courses. To develop a humanistic-social stem for engineering education existing catalogue courses selected should follow some general plan aimed towards broad educational objectives. Courses packed with detailed factual information are necessary for the stu-

Traditional methods for mine waste management produces two waste streams and the construction of separate disposal facilities. Tailings impoundment design is usually controlled by physical stability problems. Alternatively. the waste rock offers high stability characteristics but hydraulic properties that create ideal conditions for oxidation. The problem of oxidation is significantly reduced for tailings due to a fine texture that augments water saturation. This paper introduces concepts for the co-disposal of tailings with waste rock and evaluates the physical behaviour of an integrated waste system. 'he potential benefits of co-disposal are shown for a typical mine such as Equity Silver.
