Since about 70 per cent. of the total cost of mining is due to underground work which is out of sight, it is essential that expenditures should be made here to the best advantage. A great many mistakes have been made which were expensive, but perhaps these have not even been detected by mine owners. In the future these may be minimized to some extent, especially if there is cooperative effort on the part of each employee. I have been interested in this subject for some years and have tried to deduce principles and methods. These have proved highly advantageous and may also be of help to others. Some corporations, like the United States Steel, and the Cleveland-Cliffs Iron Co., have done a great deal in this field by having stated meetings of their organizations, with the view to interchanging ideas among their men and educating them along the lines of concerted effort. Since no man knows all about the various branches of mining, it is advisable that frequent meetings of the operating department be held for the interchange of ideas and that all members of the organization have an opportunity to express themselves on the various subjects. It has often been found that in discussions between heads of departments, foremen and bosses, many valuable suggestions may be obtained which promote the best interests of the company. The method regarded as the most conducive to cooperative effort, and pursued by the organization, is to analyze and develop the different phases of various mining subjects at regular meetings. Nine Foremen's Dinners In the latter half of 1912, the Copper Queen Consolidated Mining Go. gave monthly dinners to the men in the operating departments. Those who attended were superintendents, foremen, shift bosses, engineers, geologists, and heads of all departments, making a total of about 75 men. Vale’s Sudbury Clarabelle Mill processes Cu/Ni ores from a number of mines in the Sudbury basin in Ontario, Canada. Bulk sulphide flotation produces a copper-nickel concentrate with pyrrhotite as the major diluent. After successful commissioning of the Voisey’s Bay Cu/Ni Mill (VBN) in Labrador, a miniplant campaign on Clarabelle ore with the VBN flow sheet produced a significant recovery improvement over current performance. In 2001, the Mill Redesign Project moved grinding energy into rock/sulphide and pentlandite/pyrrhotite separation and in 2006 Cu/Ni separation was re-introduced to Clarabelle Mill to produce a saleable Cu concentrate. The projects were a great success. What remained was to simplify the Clarabelle flow sheet by introducing the missing components found in the VBN flow sheet. This project known as CORe has evolved through many stages including the mining boom and surviving the 2008 economic downturn and it is scheduled for completion in mid 2013. This paper outlines some of the challenges faced in this major brownfields project – organizational, technical, financial and operational.

"Al-Sc Alloys have showed many advanced properties for a wide range of industrial application, which is usually produced using thermal reduction process. This work is aimed to develop an electrochemical process to make Al-Sc alloy using industrial Hall aluminum reduction cells. The experiments have been carried out in a lab cell where NaF/AlF3-Al2O3-LiF as electrolyte, Sc2O3 as raw material, and liquid aluminum as cathode were used at operating temperature of 950 °C. The resulting Al contained 0.2 - 0.5 wt.% Sc that is the common range in its content for advanced applications. However, a small fraction of Sc was found from thermal reduction at Al melts interface. SEM-EDS and ICP-AES analysis showed a uniformed distribution of Sc at varying locations of the Al-Sc alloy sample. In addition, a higher Sc content in Al-Sc alloy can be obtained with introducing ultrasound through the cathode than that without it.IntroductionIn recent years, scandium has been investigated as an alloying element for aluminum alloys. With addition of a small amount of Sc, Al alloys can improve the strength, weld ability, resistance to re-crystallization and corrosion resistance [1-3]. Due to their advanced properties and potential applications, the demand for Al-Sc alloys will increase in the future. However, the difficulties in reduction technologies and the high costs in production process may limit their expansion in application areas.The current major method of producing Al-Sc alloys is to mix Sc into Al by melting Al-Sc master alloy. This alloying process has several technical problems, such as easy segregating and heavy burning loss, etc. The price of Sc metal or starting material is also high, so the mixing process is an expensive alloying method. Molten salt electrolysis is alternative method to prepare RE metal and RE alloys [4, 5]. It also can reduce the segregation of alloying elements. Sc2O3 is an ideal material as raw material with low price and decomposition voltage. Some work has proved that Al-Sc alloys can be obtained by electrolysis Sc2O3 directly in cryolite [6-8], or CaCl2 molten salt [9]."

The two-phase distributed-parameter kinetic model for flotation has been wed as the basis for a digital simulation of flotation plants of arbitrary configuration. Ores that contain any number of minerals can be handled. The effects of incomplete liberation and particle-size distribution are specifically allowed for. The simulator allows the investigation of variations in throughput and in the slurry density of the feed, and of variations in stage volumes and aeration rates. It can handle cell behavior even under conditions of hindered flotation. The requirements for data preparation are completely documented so that the computer program is suitable for general-purpose use. The program is written in Fortran. The output from the simulator consists of the complete material flows in the plant, as well as the grade, recovery, and particle-size distribution in each stream.

Indoor localization has gained importance as it has the potential to improve various processes related to the lifecycle management of facilities and to deliver personalized and location-based services. Radio Frequency Identification (RFID) based systems, on the other hand, have been widely used in different applications in construction and maintenance. This paper investigates the usage of RFID technology for indoor localization of RFID equipped movable assets during the operation phase of facilities. The location-related data on RFID tags attached to fixed assets are extracted from a Building Information Model (BIM) and can provide context-aware information inside the building which can improve Facilities Management (FM) processes. The paper proposes a new approach to use received signals from available reference tags in the building attached to fixed assets to locate movable assets. The approach uses signal pattern matching and clustering algorithms for localization. As a result, a user equipped with an RFID reader is able to estimate the location of target assets, without having access to any Real- Time Location System (RTLS) infrastructure. A case study is performed to demonstrate the feasibility of proposed methods.

THE curriculum presented here is an outgrowth of discussions by the Committee on Geophysics Courses of the A.I.M.E. in previous years. It had to be a compromise between the desires voiced by employers of geophysicists, professional geophysicists and the possibilities at an average college. There one has to face the questions of the available teaching staff, the inertia of administrators and teachers set in their ways, and the red tape involved in modernizing antiquated curricula. It is, of course, not ideal to have colleges and universities lag 10 years behind the times. Rather, instead of being prodded by industry, -they should be ahead of industrial needs. There should also be a certain amount of leeway for the student in any college curriculum. All these points had to be considered in drawing up a curriculum, which, instead of being narrowly termed "geology" or "geophysics" was rather called "earth science." It gives the student a chance to specialize in one of the various branches represented by teachers on the faculty of The Pennsylvania State College, giving as options Geology (with subdivisions of Mineralogy and Paleontology), Geophysics, Geography, and Meteorology. Table IA. represents the option of geophysics in the curriculum that envisages that a student may want to make his career in any of the fields encompassed by the American Geophysical Union or in geoexploration. This is, of course, only the start of an education that in most cases will have to be followed by graduate work for complete professional training. The outlined curriculum is definitely of an engineering type and is identical for all of the four options mentioned for the first two years. Specialization will start in the junior year but even thereafter the branches are kept as closely allied as feasible in order to permit a student to change from one to the other (e.g., because of a different aspect in the employment situation) with a minimum of additional work. Table IB shows the geophysics option according to subject matter, indicating the considerable amount of work in the fundamentals of mathematics, physics and chemistry with a liberal number of geology courses, and some engineering. The courses in the field of geophysics are limited-just two lecture courses as a general introduction and one field course, to permit the student a visualization of the correlation between mathematically analyzed physical data and the geological realities. Thesis work is considered essential to teach the student, while he is still in college, some things S. F. Kelly has mentioned as desirable: (I) following of instructions for somewhat independent work; (2) organizing of material, and (3) producing a readable report. This, together with the personal contact with the advising faculty member, will help in forming a student's personality. The seminar course attempts to get the student into the habit of reading current literature, so that he can keep abreast of the times.

Various modeling techniques are available for describing ore deposits on the computer. Multiple seam coal deposits can be quite successfully modeled by using the variable block modeling method. In essence, this type of model provides an efficient method for storing the relevant data required for calculating ore reserves and for performing the mine planning. The main advantages of the variable block model over other methods for modeling irregular block or tabular deposits are: 1) The amount of data that has to be stored is minimal, i.e., the most efficient use of computer space is made since only the pertinent seam and topographic geometries need to be stored. 2) The computer logic necessary for calculating ore reserves and performing mine sequencing is relatively simple as compared to the logic that would be required for the three-dimensional block model. 3) A variable block model can be created either by starting from raw drill-hole data or by digitizing cross sections that contain the geologic interpretations. 4) Updating individual or multiple blocks can be performed with relative ease. 5) Display of the model is relatively inexpensive and easy to perform. The objective of this chapter is to describe a developed procedure as used in applying the variable block model to a specific multiple seam coal deposit. The general sequence of operations includes: (1) develop the computer model, (2) design the open-pit limits, (3) compute reserves, and (4) develop a long-range mining plan. The programs developed for this application are an expansion of MINTEC's MEDSYSTEM software. It should be noted that this is just one of many possible applications of the developed variable block model.

Conservation Means Preservation, Improvement, Justice CONSERVATION, narrowly and strictly considered, means the preservation in unimpaired efficiency of the resources of the earth; or in a condition so nearly unimpaired as the nature of the case, or wise exhaustion, admits. And broadly considered, it means more than the word itself implies, for it naturally includes an examination of methods whereby the natural inheritance of the human race. may he improved; and still more broadly considered-and as used in popular discussion-it includes a treatment of the effects of productive conservation measures upon distribution. We shall give our attention briefly to the main points in this informal definition before we pass on to the thesis that conservation is largely a matter of property relations-that a wise conservation policy means wise property relations. Preservation of Natural Resources First, conservation suggests simply preservation, and, in the treatment of the subject which we have had in the United States, emphasis has been laid upon the past and present waste of natural resources and upon the means of putting a stop to this waste. The forests have been depleted; soil has been washed by rapidly flowing surface water from mountain sides. These rapidly flowing waters have produced high streams and devastating inundations, followed by low streams and impeded navigation. The forests have, moreover, been so removed as to bring great danger of fire, and destructive conflagrations have resulted in large waste of resources, including in some cases a destruction of the humus, supplying essential elements in the fertile soil. As a remedy we must have measures to reforest mountain sides, and this means large social control, very frequently taking the form of public ownership and management; but in addition we always find actual and proposed

he authors suggest that a number of the types of yield phenomena which have been observed in high-purity fcc metals are due to dislocation interactions bccurring at the surface of the crystals rather than due to volume effects. Since rather different inter-pretationS2,7,12,14,15,21-23 of these effects have been suggested, it is of some importance to ascertain the role of the surface in these yield phenomena. It should be first noted that the high-purity fcc metals appear to exhibit several distinct types of yield phenomena. The "unloading yield point" which is observed on reloading the specimen after removing the applied load has been found to be independent of the time of holding in the unloaded condition. If however the specimen is aged while under load and re-tested without removing the load, a yield point is observed which does depend on the aging time and tem-perature. Feng and Kramer suggest that the removal of the unloading yield point on removing sufficient material from the surface of the specimen indicates that the effect is associated with dislocation interactions at the specimen surface. Their observations are counter to those of Haasen and Kelly5 and Birnbaum.12 Since the unloading yield points are extremely small (-2 pct of the flow stress) the results of the surface removal will depend on whether the material is removed uniformly over the gage length. The introduction of small etch pits or the removal of more material from one portion of the specimen than from another will result in preferential yielding and obliteration of the yield point. With the normal electropolishing techniques it would be difficult to avoid these effects. The data obtained by Aaron and Birnbaum, Fig. 10, on aluminum polycrystalline specimens indicate that, although the unloading yield point and the strain-aging yield point are not simply additive, a time- and temperature-dependent yield point is observed under conditions where no creep is observed. This does not agree with the results of Feng and Kramer but does agree with the results on copper15 and gold.7~23 The source of the discrepancy may be the procedure used by Feng and Kramer to correct their time-dependent yield points for the effect of creep. SOLUBLE silver salts are effective activators for flotation of sphalerite with potassium ethyl xanthate as collector.' Since sphalerite takes up large quantities of silver ions rapidly," investigation of this system appeared fruitful for studying the mechanism of sphalerite activation and deactivation. Experimental data presented here comprise studies of the mechanism and rates of activation and deactivation of sphalerite with silver and cyanide ions. A 20-lb sample of sphalerite from Ottawa County, Oklahoma, was handpicked, crushed, screened, hydrosized to produce a 65/100-mesh fraction, and purified by electrostatic separation. The sphalerite was then leached with benzene and absolute ethyl alcohol to remove possible organic contaminants and with 0.1 M NaCN to remove any copper that might have been picked up during screening. The benzene had been specially purified by grinding with fine sphalerite for 12 hr to remove trace impurities that might have had a specific affinity for sphalerite. Finally, the mineral was washed, dried in flowing nitrogen, and stored in large ground-glass stoppered weighing bottles under a small nitrogen pressure.

The Elliot Lake Centre was established in 1965 as an independent Centre for Continuing Education offering a variety of adult education services. In 1976 all retraining and community college type activities were transferred to the Sault College of Applied Arts and Technology which had opened a branch campus in Elliot Lake. Upon the completion of this transfer, the Elliot Lake Centre was then contracted in 1977 by the Canada Centre for Mineral and Energy Technology to study the feasibility of establishing a research and information institute dealing with various health and safety concerns of the uranium worker. By late 1980, a federal charter was granted for the establishment of the Canadian Institute for Radiation Safety, made possible through the cooperative efforts of the Governments of Canada and Ontario, the Ontario uranium mining and refining companies, and the Elliot Lake Centre. On 1 April 1981 the Institute officially began operations. PROGRAM DEVELOPMENT AND COORDINATION In May 1978 the Elliot Lake Centre initiated a voluntary sputum cytology program for uranium workers. This program was financed by the Ontario uranium mining companies: Agnew Lake Mines Limited near Sudbury; Madawaska Mines Limited in Bancroft, and Denison Mines Limited and Rio Algom Limited in Elliot Lake. In 1981 additional funding was granted by Eldorado Nuclear Limited for a small group of employees at the company's uranium refinery in Port Hope, Ontario. Initially in 1978, program participants were accepted according to length of employment, radiation exposure levels (calculated in working level months) and/or smoking history. These restrictions were abolished within a few months and all uranium workers were encouraged to participate. From 1978 to 1979 the sputum cytology program was medically directed by personnel from the Montreal Cancer Institute. Until 1979 all data maintenance for the program was performed manually, however the effort required to sustain the system increased significantly as the number of participants grew. In September 1979 the Division of Thoracic Surgery at the Toronto General Hospital, under the direction of Dr. F.G. Pearson, submitted a proposal to the Elliot Lake Centre to develop a data processing system to help coordinate the surveillance program. In October 1979, Dr. Pearson became the new Project Director. Director of the Cytology Program is Dr. D.W. Thompson of the University of Toronto who is responsible for all cytologic analyses. Developmental work to establish the new surveillance system was initiated in January 1980 and became fully operational at the beginning of March 1981. The following sections describe the Elliot Lake operations of the sputum cytology program now conducted by the Canadian Institute for Radiation Safety. PROGRAM PARTICIPATION As of 1 September 1981 the sputum cytology program has 518 participants enrolled. Eligibility is restricted only to a willingness to participate and the ability of an individual to produce adequate sputum samples. Each participant registers for the program at the Institute and is given personal instruction on methods of sputum collection. The majority of the participants in this program are employed by the uranium mining industry; some work for firms which are contracted by the larger companies. Many participants are either retired from the work force or receive disability pensions or workmen's compensation benefits. Other participants have been employed in the uranium mining industry and have since gone on to other employment; some work for various federal and provincial governmental agencies concerned with the mining industry. Some participants are referred to the program by their family physicians because of smoking histories and/or various respiratory conditions. A small number of these individuals have never been involved in the mining industry at all. A chart describing program participation by employment is found in Appendix 1. PROGRAM REGISTRATION In the Elliot Lake area, persons interested in registering in the program are required to go directly to the Sputum Cytology office located at the Canadian Institute for Radiation Safety. Each individual is interviewed personally by the Program Officer. For the employees of Agnew Lake Mines, Madawaska Mines and the Port Hope refinery of Eldorado Nuclear Limited, registration is possible during the Program Officer's semi-annual on-sitevisits. Participants are assigned, in chronological order, "program numbers" for easier identification. File labels are color-coded according to place of residence or, in some instances, place of employment. In the fields of geotechnical engineering and slope management, various software packages are used to assess the behaviour or propensity for a slope to fail. Traditional kinematic analysis calculates the probability of failure of design sectors with respect to dominant structural set orientations. A novel methodology is provided here to view potential hazardous slope behaviour in 3D, allowing engineers to make informed decisions regarding various pit slope geometries. Apparent dips are calculated for every point in space with respect to every slope orientation of the entire pit surface/design, specifically in reference to bench and inter-ramp planar failure mechanisms. Implementing a proactive approach to slope design will not only lead to early mitigation of risk but can also add direct value by enhancing or improving upon slope angles for earlier access to ore. From a safety perspective, identification of unfavourably oriented slope geometries can be dealt with before failure occurs. This methodology relies on a strong understanding of the existing rock mass anisotropy, particularly behind the face, thereby removing some of the uncertainty surrounding pit design as well as presenting engineers with an additional means to manage risk.

In recent years the constitution of the high-silver aluminum-silver alloys has been extensively investigated. Hansenl has reviewed the literature to 1935. More recently, Obinata and Hagiya,2 Hofmann and Volk,3 Taziri4 and Tishchenko5 have confirmed the general features of the phase diagram in the region around 25 atomic per cent aluminum. In this paper we present the results of high-precision measurements of lattice constants of the silver-rich alpha solid solution in the homogeneous range and the neighboring two-phase regions. These results are used to establish the nature of the solid solution, the identity of directly measured densities with those calculated from lattice constants and the homogeneity limits of the alpha solid solution with respect to three different neighboring phases. A study of the earlier investigations indicated that the last two subjects in particular required new and accurate data. Experimental Procedure Preparation of the Alloys.—The alloys were made from high-purity silver and aluminum. The silver was "Proof Silver," 99.999 per cent pure, supplied by the U. S. Metals Refining Co. The aluminum was 99.97 per cent pure (contained Si, 0.009 per cent; Fe, 0.0016 per cent; Cu, 0.004 per cent) and was supplied by the Aluminum Company of America. The lattice constants of these two materials have been reported by Jette and Foote.6 Weighed amounts of the two metals were placed in alundum crucibles and melted in vacuo in a high-frequency induction furnace. The melts were allowed to cool in the crucible, the ingots thus obtained weighed about 10 grams. These ingots were then filed clean, hamered, again cleaned and given a homogenizing anneal in vacuo of from 6 to 15 days at temperatures ranging from 500" to 695°C. The ingots were air-cooled from the annealing temperature. Lattice-constant Measurements.—Carefully prepared filings for X-ray analysis were sealed into evacuated quartz or Pyrex tubes and annealed for various periods of time at suitable temperatures. The furnaces used were vertical, rapid-quenching furnaces, the samples being quenched by crushing the sample tube under water by means of a heavy plunger. The general X-ray technique has been previously described6 The cameras were of the symmetrical, back-reflection, focussing type. Ka, radiation from a cobait-nickel alloy target was used. The wave-length values were taken from the second edition of Siegbaum's book.7 A correction for the index of refraction was applied and the lattice constants were calculated by the method of Cohen.8, 6 The lattice constants were calculated to a common temperature of 25°C., using the value of the linear expansion coefficient of pure silver as 18.9 X 10-6. The high cost of energy has made many solution mining corporations turn from fuel consuming evaporators to solar energy and solar ponds. The generally held concept of a solar pond is an area enclosed by dikes into which brine is pumped, water evaporated by the sun, and the resulting salts scraped from the bottom of the pond. This paper will show that solar ponding is not simple. It is a science involving six main areas. These areas are (1) land conditions, (2) meteorology, (3) fresh water, (4) accessibility, (5) manpower and (6) mineral resources. Each area is discussed to identify important parameters that must be investigated before the viability of a solar pond complex can be established as a mineral recovery step.

7.3-1. Introduction. All phases of mining competent materials are affected directly by the results achieved from primary blasts. It is imperative that their design suit each particular set of mining conditions. In general, the round design must provide an adequate tonnage of material, properly placed with suitable fragmentation, to ensure that loading, haulage, and subsequent disposal or processing are accomplished at the lowest possible cost. Blasting rounds are designed by the proper application of cratering relationships developed for the single, concentric, confined explosive charge. Blasting for surface mining and most open-cut heavy construction, however, is characterized by the use of rounds, composed of a number of explosive charges with relatively long lengths, which are placed in benches with specific finite dimensions. Therefore, modifications must be made to the classical, single point-charge cratering concepts. It is the purpose of this discussion to outline the basic principles, significant variables, and procedures for their integration in the design of rounds that are applicable to conditions characteristic of surface mining. Because relatively insensitive blasting agents will be used in most instances, particular attention must be given to priming, control of confinement, and selection of charge diameters that ensure complete explosive-reaction execution. 7.3-2. General Considerations. The primary requisites for any blasting round are that it ensure optimum results for existing operating conditions, possess adequate flexibility, and be relatively simple to employ. It is important that the relative arrangement of blastholes within a round be properly balanced to take advantage of the energy released by the explosives and the specific properties of the materials being blasted. There are also environ- mental and operational factors peculiar to each mine that will limit the choice of blasting patterns.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 22, 2007 at the Charles F. Barber Pavilion (Museum Convention Center) in Leadville, CO. The four inductees are James Harold Courtright (1908-1986), Dr. Howard L. Hartman (1924-2002), Charles Washington Merrill (1869-1956) and Kenyon E. Richard (1915-1993). The inductions will bring to 197 the number of mining “greats” whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

"Highwall miners continue to be implemented by operations to increase recovery, improve margins, and justify higher stripping ratios as high quality surface reserves become increasingly rare. Many times, operations facilitate projected underground operations by leaving an intact highwall for development purposes. These facts result in larger highwalls that are left standing for increased periods of time prior to reclamation. As a consequence, worker exposure and risk is also elevated, resulting in higher potential for accidents or fatalities relating to surface highwalls. Highwall stability is a complex issue, dependent on both geologic and mining factors. Dynamic numerical modeling offers the capability to assess possible stability issues related to blasting-induced ground vibrations. Research has been conducted to evaluate the effect of highwall stability due to ground vibrations from blasting events. Additionally, the relationship of amplitude and frequency, and their impact on highwall stability is investigated. The results of this modeling indicate that amplitude has little impact on stability. However, frequency has a significant impact on highwall stability. INTRODUCTION The number of mining fatalities has declined since 2010, and 2016 is currently on pace to continue this trend (MSHA 2016). This decline can be directly correlated to the decline in surface mining activity and the overall decline of the coal industry. However, since 2002 the percentage of surface coal mine fatalities associated with highwall activities remains relatively high, constituting approximately 15% of all surface mine fatalities. 2014 was the first year with a highwall failure fatality since 2011. Most recent surface coal mining fatalities are associated with machinery and haulage. Table 1 provides a summary of the total surface coal mining fatalities, and the number of highwall failure fatalities dating back to 2010.Highwall stability is a complex issue, dependent upon geology and geologic discontinuities within the rock mass, along with highwall geometry, standing time, and applied stresses. Another possible concern that has not been previously investigated is the effect of blasting-induced stresses on highwall stability and the stability of web/barrier pillar systems as a result of ground vibrations from blasting events. Many modern surface coal mines employ numerous extraction fronts that rely on blasting for primary rock breakage. This results in highwall and highwall pillar systems experiencing blasting-induced stresses of many different types and magnitudes."

Research is probably the least understood and the most underrated or overrated, depending on the circumstances, function of the corporate enterprise. Some companies become engaged in research because they consider it to be vital to their very existence, others in order to develop new business, and some with no clearer objective than to keep up with the competition. Whole new industries have resulted from research activities, such as the Xerox copier, the transistor, the computer, and have affected considerably our way of life. Companies have prospered or perished by pursuing the successes or failures of their research organizations. However. despite the tremendous effect that research has had on our modern civilization and the billions which are spent on it annually, we have not as yet been able to develop many hard and fast rules as to how to conduct it effectively and to a successful end.1 This section discusses the role of research in the United States and in the mineral industry and describes a few of the criteria and guidelines which have been developed to assist in increasing the probability for success in industrial research. Broadly speaking, the purpose of industrial research is to make a significant contribution to the long-term viability and the profitability of the sponsoring company. The sum total of technological developments has been a principal factor in establishing the United States as a world leader and the controlling element in the nation's balance of trade with foreign powers. The international aspect of most mineral commodities is a significant factor in the business decision-making of most domestic mining companies and should be an important factor in the operation of research and development (R & D) programs in these companies. The National Science Board has reported that in recent yean other nations have been gaining on the United States over practically the entire range of science. 2,3 On the positive side, the NSB reported a strong position for the US in the results derived from its investment in R & D. If the United States is to maintain a favorable trade balance, it must create new know-how through technological innovation in order to create new industrial products, processes, and services for which there is a global demand. As expressed by Chauncey Starr, president of the Electric Power Research Institute, "Unlike resources found in nature, technology is a man-made resource whose abundance can be continuously increased, and whose importance in determining the world's future is also increasing."' In recent years, the greatly in- creased pressures for environmental quality and energy conservation have enhanced further the role of technical innovation in insuring the future survival of the domestic industry. Technology is the challenge of American industry, and it is a challenge which the mineral industry must also accept, for processed minerals are the very raw materials and energy on which all of industry is based, it is technology which makes a mineral deposit into an ore reserve. The Natural of Industrial R D Research is usually thought of as being either basic or applied. Basic or fundamental research is the quest for knowledge and need not have any practical objective. Applied research is the search for a solution to a particular problem and therefore has a specific objective beyond the acquisition of new knowledge. Development is the next stage to the applied research experimentation and it generally consists of larger-scale tests to establish the technical and economic feasibility of the new process or product and to provide design information for its industrial implementation. The terms research and development are usually interconnected for the good reason that in many cases it is difficult to define where one ends and the other begins. For instance, in many cases, thermodynamic, kinetic, corrosion, and other research studies, which are needed to provide design data for an industrial plant, may prod in parallel with the pilot plant activities preparatory for this plant in order to conserve time. Often the final stages of a development project may involve the trial production of a new product for markeing tests or the trial operation of a new process on a "semi-industrial" scale pilot plant.
