Although confident of its ability to meet any demands that may be made, the petroleum-refining industry is not complacent about the situation and realizes that the quantities of petroleum products to be furnished are so enormous and so far beyond what was previously estimated that the full cooperative effort of the industry must be exerted. Establishment by the President in May of the Office of Petroleum Coordinator for Defense with Secretary of the Interior Ickes at its head, plus the formation of the Petroleum Industry Council for Defense, in November, provide the channels for united endeavor within the industry and the means for gearing that endeavor in full harmony with the nation's needs. Great strides have been made and a rapid understanding of the situation and the magnitude of the task is being attained by all concerned. Refining, by constant study and development, by willingness to experiment and install new processes, and to replace older plants with more efficient equipment, had kept on a high plane of efficiency and progress. Working under the free competitive system, it built up its establishments until, as expressed in last year's report, it was easily able to supply any domestic demand that might be placed on it. Turning the United States into the arsenal not only of itself but of the united nations resisting aggression, however, in- creased the call for practically all petroleum products and in particular 100-octane aviation gasoline and high-viscosity aviation lubricating oils. Refining Capacity With over four million barrels a day of crude oil being charged to stills at the year's end, oil refining had broken all records and faced the necessity of further increasing its size to supply the ever-increasing demand for products, some of which, like 100-octane aviation gasoline, were research laboratory curiosities a few years ago. Although the refining capacity of the United States is listed at 4,860,000 bbl., about 800,000 bbl. of this is economically unavailable because of plant location or type. To meet the increasing needs, additional capacity of another half million barrels may have to be built in suitable locations and designed with an eye toward maximum production of aviation gasoline but with inherent flexibility to make it possible to vary and interchange with production of motor gasoline, furnace oils, and other products as necessity dictates. History of Underground Coal Mining in Illinois The production of coal in Illinois using underground mining methods, commenced early in the 1800's; however, the first shaft entrance was not sunk until 1842. The shafts range in depth from 16 feet (4.9 m) in Peoria County to 1,001 feet (306 m) in Christian County. The earlier mines were smell, private operations that worked outcrops and shallow seams at less than 100 feet (30.5 m) in depth. By 1975, there were reported 4,076 abandoned underground coal mines in 70 Illinois counties (Nawrot, 1977). There were many more mines; however, only 4,076 underground mines have been documented. Small mining operations characterize the majority of the underground mines. There have been no significant multiple seam operations in Illinois. The most extensively mined seams were the number two, five, and six seams. Number two seam was worked in the early 1900's by 252 mines in the longwall mining region of northern Illinois (Nawrot, 1977). Available records for 2,054 abandoned mines identify 1,043 as shaft nines, 700 as slope mines, and 311 as drift mines. Some operators began reporting annually to the State Department of Labor in 1879 and by 1882 all mine operators were reporting. Annual reporting still continues to date. The information is compiled by the State Department of Panes and Minerals in their "Annual Coal Report." By the end of 1974 there were 800,000 acres (323,756 hectares) of abandoned underground coal mine workings (Smith-Stall, 1975)2 Copies of abandoned underground coal mine maps may be inspected by interested parties in the State Department of fines and Minerals office in Springfield, Illinois, or at the office of any county recorder for mines within their county. Copies of active underground coal mine maps may be inspected at a State mine rescue station near the mine site or at the county recorder's in the county in which the mine is located. Copies of active underground coal nine naps shall be open to the examination of all interested persons, but such examination shall be made only in the presence of the State mane inspector or the recorder. THE patent system, through which an inventor is given exclusive right to his invention for a limited period as a reward for his industry and in reimbursement of his expenditures, originated in England in the famous "Statute of Monopolies," enacted in 1623. The first patent granted in America was to Samuel Winslow, in Massachusetts, in 1641. The basis of the patent system of the United States is a provision in the Constitution giving Congress the power to secure to inventors for a limited time the exclusive use of their discoveries. The first legislative enactment was the law of 1790, which was placed on the statute book after Washington had addressed Congress in its favor. Under this law, the Secretary of State, the Secretary of War, and the Attorney General constituted the board for the examination of patent applications and the granting of patents. The first Secretary of State, Thomas Jefferson, became the first administrator of the patent sys- tem in this country. He personally examined every application filed during his term of office.

Will there ever be another time that produces such technological advances, economic progress or social changes? Keeping pace with the awesome accomplishments of the past century has not been an easy task and we must prepare ourselves for the possibilities of the future. Take, blasting safety for instance. We all know that safety is personal - a culture - promulgated not only by the company by which you are employed, but, by a sense of your own personal responsibility that must constantly be reinforced through awareness, training, and discipline. Great strides have been made in blasting safety since its crude beginnings, however, safety consciousness becomes even more important as technological advances and scientific progress are made in the coming years. It all begins with a positive safety attitude where every employee habitually examines each situation encountered, identifies potential hazards, and takes precautions to avoid those hazards.

One of the earliest problems in the life of any community is the provision of an adequate supply of water sufficiently free from all types of contamination to be suitable for domestic purposes. Generally speaking, the location of most communities is determined to a great extent by the availability of an adequate supply of satisfactory water. For a mining camp, that consideration cannot be foremost. Here, the ore takes first place, and the men who mine it must do the best they can under the existing conditions. If there is no local source of water, it must be brought from some distant source or must be found by sinking shafts or drilling wells. Fortunate indeed is the mining company that discovers a commercially valuable ore deposit beside a never failing creek full of pure water, with sufficient water rights available. because the acquisition of water in any other manner nearly always involves not only a considerable period of time but the expenditure of considerable money. The experience of Climax Molybdenum Co. demonstrates the measures that sometimes are necessary in order to provide a suitable supply of water. The Climax mine and mill are on the Continental Divide! about 13 miles northeast of Leadville. The elevation of the domestic part of the camp varies from a minimum of 11,320 ft. to a maximum of approximately 11,550 ft. above sea level, and, as is common at such altitudes, the near-by streams that might be suitable for a water supply are small and intermittent, usually flowing only during the summer months. The only streams of any size in the immediate vicinity of Climax are the Ten Mile and Arkansas Rivers The headwaters of Ten Mile River are on the Company's property, and its water has been used for the domestic supply. The headwaters of the Arkansas River are about 2 miles distant and have not been used as a source of supply by the company. During the past 11 years of the production of molybdenum at Climax, the number of families living there has increased from about 45 to 283, and the population has increased from about 200 to 1200 persons. Consequently, the capacity of the water-treatment facilities, and the amount of water available, had to be increased to meet the requirements of the camp. As early as 1932 it was recognized that the water in Ten Mile River would not continue to be adequate for domestic purposes and after considerable discussion it was decided to drive a drift through the major fault in an effort to find additional water. This drift was completed in 1935 and tapped sufficient water to make the supply adequate. This water was treated in a tank underground, where lime was added, and was then piped into the domestic supply lines. At about the time this line was completed, the presence of fluorine in harmful concentrations was discovered in the water. This problem was submitted to the International Filter Co. and in November 1937 a plant of its design was put in operation for treating the water to remove the fluorine. This plant proved entirely successful,

Several mining operations are currently evaluating the feasibility of changing their mining method to Block Caving. There will also be several deep low-grade ore bodies that will face the need to go underground in following their ore to depth. There are two main reasons why Block Caving is attractive: firstly, it offers the lowest operating costs amongst all the mining methods; and secondly, it is truly a massive mining method, offering the highest potential production capacity. Despite its longstanding popularity, there are still significant components of the method that are not clearly understood. Also, the lack of availability of key geomechanic information still presents a major obstacle to developing mine planning and production scheduling. There are several key issues in block caving that can make it feasible such as cavability, fragmentation, stresses will condition the way that a block caves and the way that material is drawn from the draw points. Consequently Block Cave mining method is a good example where the ore body has to be related to design and mine planning. The concepts of dilution, draw control as well as sequence definition are reviewed in this paper to illustrate the idea of integration. There have been some examples of mines where some of the components of mine planning have not been integrated causing a disaster in terms of economics or safety. The electrolytic zinc plant of today is foreshadowed in the patents issued to Léon Létrange of Paris in 1881 and 1883l. He proposed roasting zinc blende to make the zinc soluble in water or sulphuric acid, thus obtaining a sulphate solution. His purification was apparently that used in the lithopone work of the day. For electrolyzing he proposed anodes of carbon or lead, for cathodes zinc, copper or brass. Numerous patents by other workers were taken out in the first 10 years, most of which dealt with sulphate solutions. It is easy to presume that the formation of chlorine gas in zinc chloride electrolysis caused early emphasis on sulphate work. Lack of success with this invited further work with chloride solutions. Efficient and cheaper oxidizing agents for use in the chloride processes were more generally available. Carbon anodes could be used instead of lead anodes, which were blamed for much of the early electrolyzing troubles and remained in disfavor for many years. Carl Hoepfner received his first zinc patents in 18902. He was the most persistent of those who worked with chloride solutions and met with the largest measure of success. Hc built three plants, only one of which remained in operation. This was built in 1896 at the plant of Brunner, Mond & Co., Winnington, England, now part of Imperial Chemical Industries Ltd. It leached with by-product calcium chloride from the company's Solvay alkali plant and returned to it the chlorine formed in electrolyzing. The zinc plant had a capacity of 5 long tons of zinc, said to have been doubled later, and remained in operation until 1924. No commercial plant using chloride solutions has operated since then. E. A. Ashcroft experimented in the middle nineties with chloride, alkaline and sulphate solutions on materials from Broken Hill, Australia. He built a plant with a rated capacity of 10 long tons of zinc per day, at Cockle Creek, New South Wales, in 1898. This figure was never approached nor was cyclical operation achieved. The work in the plant appears to have been largely with sulphate solutions. During Phase IV of our Landfill Mine Stabilization project at a coal burning power generating station, it was determined that a coal barrier pillar separating two abandoned areas of the deep mine had to be breached prior to expansion of the ash disposal area. The proposed plan by the landfill design engineers involved using a high pressure jet cutting tool to cut a slot to allow water flow to an existing industrial waste water treatment facility. Our plan proposed using explosives to breach the pillar from the surface reducing earth disturbance in a high quality watershed while reducing the project cost and accelerating the project time schedule. Many issues surfaced with the proposed change of using explosives. There were a number of lessons learned from this case history and is the primary basis of this paper.

As amostras processadas foram caracterizadas através de ensaios de dureza e de análises de calorimetria diferencial de varredura. Tratamentos anisotérmicos foram aplicados após a EAC em condições escolhidas através de calorimetria diferencial de varredura. Observou-se que, devido à microestrutura gerada pela deformação imposta, uma parcela significativa do endurecimento total é obtida após o primeiro passe. As análises de calorimetria diferencial de varredura mostraram que nas amostras deformadas a sequência de precipitação é modificada em relação àquela observada na ausência de deformação, sendo suprimida a formação da fase b¢¢. Ao final dos tratamentos anisotérmicos, observou-se que o valor de dureza das amostras era menor do que o valor inicial, devido à recuperação e à precipitação da fase b¢, menos endurecedora.

An understanding of the spatial and temporal variations of surface moisture content over a heap leach pad is essential for leaching production and to achieve a high ore recovery. The current leach-pad monitoring and data-collection practice remains highly labor intensive and exposes technical staff to cyanide solution, a hazardous material. To address these challenges, we propose using unmanned aerial vehicles (UAVs) equipped with thermal imaging sensors to remotely obtain image data with high temporal and spatial resolution for monitoring the surface moisture distribution over heap leach pads. A field study was conducted over a sprinkler-irrigated heap leach pad at El Gallo gold mine in Sinaloa, Mexico, and the acquired data were used to generate moisture distribution maps of the heap leach pad’s surface. The created moisture maps provide direct visualizations of surface moisture variation over the surveyed area. Such graphical results are effective tools for inspecting heap-leaching operations.

A systematic approach to the collection, presentation and application of structural geology data is employed in the extraction of narrow en echelon Ag-Pb-Zn orebodies by rut and fill stoping at Mount Isa. The aim is to locate, document and predict areas of adverse ground thereby enabling adequate ground support to be installed in advance of production mining. The important structural features are identified and their relevance illustrated by case histories of previous failures. The methods of collection, documentation and application of data are discussed.

The lanthanide elements from lanthanum (atomic number 57) to lutetium (71) plus yttrium (39) are called the rare-earth elements; scandium (21) is chemically similar to yttrium and the lanthanides, but differs in occurrence. The rare-earth metals were divided into three categories by the chemist, Berzelius, in the early 1800s; however, modern usage defines only two groups. The cerium group is named after the most abundant -element and comprises lanthanum (57), cerium (58), praseodymium (59), neodymium (60), promethium (61), samarium (62), europium (63), and gadolinium (64). Traces of natural promethium were discovered in apatite in Finland (Erametsa, 1965). The yttrium group, also named after its most abundant representative, comprises terbium (65), dysprosium (66), holmium (67), erbium (68), thulium (69), ytterbium (70), and lutetium (71). Yttrium most closely resembles holmium in chemical properties, and occurs most commonly with the heavy lanthanides. The rare-earth minerals may be divided into cerium-group, yttrium-group, or mixed-group classes. A number of rare-earth minerals contain thorium and uranium, but these are variable in content and are not essential to the composition of the minerals. In monazite, a mineral that is a principal source of rare earths, the worldwide average content of thorium oxide is 7.2 % ; however, varieties of monazite contain as little as 0.001% and as much as 31.5% thoria. Monazite is the chief ore of thorium and, until recently, thorium has been the main product; the rare-earth metals were in fact byproducts. However, because of the great demand for rare-earth metals by the petroleum refining and the iron and steel industries since the early 1970s, the roles have been reversed so that thorium is now the byproduct. Uses A 9 to 1 mixture of yttrium and thorium oxides is used for high-intensity incandescent lamps and for high-temperature-resistant windows and lenses. Yttrium oxysulfide and orthovanadate, doped with europium oxide, are used in color television tube phosphors. Yttrium, as well as cerium, praseodymium, and samarium, is alloyed with cobalt to form strong permanent magnets. It hardens magnesium alloys and retards the oxidation of iron-chromium alloys. Yttrium-iron garnets are used for transmitting low microwave frequencies. Yttrium-aluminum garnets are used as host crystals for lasers and as artificial gems. Yttria also forms strong, stable, high-temperature refractories. Gadolinium-gallium garnets are used in substrate wafers on which bubble-memory films are deposited. Rare-earth chlorides, particularly of lanthanum, neodymium, and praseodymium, are used as catalysts for petroleum cracking. Mischmetal is used for lighter flints and to improve the ductility and impact strength of iron and steel alloys. Mischmetal also reduces the fatigue resistance of magnesium and aluminum alloys. Rare-earth oxides are used for polishing glasses and lenses. Individual or specific combinations of high-purity oxides are used as additives in glass to maintain or change its color, dispersion, or refractive index. High-purity oxide combinations are also used to color tile and to opacify porcelain enamel. Rare-earth fluorides and oxides are used in carbon-arc electrodes to provide incandescent white light. Lanthanum or gadolinium oxysulfide phosphors, activated with terbium, are used as x-ray screen intensifiers. Hydrogen can be stored by sorption on lanthanum-nickel alloys (Anon., 1979). Alaska's expansive continental shelf represents future opportunities for marine mineral development. Although today's metal prices and subsidized foreign mineral production continue to discourage industry investment in marine exploration worldwide, the longer term outlook is one of increasing costs on-shore with a dwindling land-base available on which to search for and extract minerals. Likely, the generations of the 21st century will increasingly recover their minerals from the sea-floor. Though largely unexplored, Alaska potentially represents a major port ion of the U.S. marine resources. Several factors demonstrate this. First, the Alaskan OCS is huge; 74% of the entire United States' continental shelf lies off of Alaska, and 54% of the U.S. coastline is Alaskan. Combined with the jurisdiction waters of the Soviet Far East, the Bering-Chukchi shelf is one of the world's largest tracts of shallow water. Second, Alaska is situated at the northwestern terminus of the mineral-rich American cordillera. From Chile to Alaska, major on-shore deposits of precious and base metals, ferroalloys, and industrial minerals are found in the tectonically disturbed belts of the cordillera. In 1988, the western U.S. cordilleran states produced 70% of this country's mineral output (excluding construction materials). Throughout the cordillera's entire 10,000 mile length, the rock units strike largely parallel to the coastline, but in Alaska they extend directly offshore and onto the continental shelf. "An expert system application for supervisory control and optimization of the indurating process at the Iron Ore Company of Canada (IOCC) has been developed and installed in closed-loop. Prior to the installation of the expert system, the indurating machine was rebuilt and the instrumentation revamped. A Foxboro I/A Distributed Control System (DCS) was installed for regulatory control, and a new control strategy configured. The modernization of the regulatory control has resulted in significant improvement in both production rate and product quality. Expert system control was implemented in September 1996. Preliminary indications are that the expert system has further improved the consistency of product quality, enhanced fuel efficiency and increased productivity. The expert system considers both wet and dry sections of the circuit, and its optimization scheme is driven by pellet tumble index and compression strength. Statistical Process Control (SPC) rules were implemented in the expert system as part of the quality analysis and control scheme. The expert system application was developed and delivered using the Comdale Expert Optimizer (CEO), and has been in continuous closed-loop control since its installation. IntroductionIn early 1996 the Iron Ore Company of Canada (IOCC) contracted Comdale Technologies of Toronto to develop and implement a real-time expert system for optimizing the indurating pelletizing furnace at our plant location in Labrador City, Newfoundland.The decision to install the expert system has been timely. Like many other resource-based industries in increasingly competitive markets, IOCC recognizes the need to find ways to improve the efficiency of our production process and ensure that product quality is maintained at the highest levels. With the Labrador City plant producing 11 million tons of iron ore pellets annually, implementing the best technology solutions to meet these objectives is critical."
