It is well known that high residual stresses are created in tubing by the sinking process, in which no internal tool or mandrel is used.l-4 In this process, the wall thickness is usually slightly increased.4,5 In tube drawing with a plug, the residual stresses are gradually reduced with increasing reduction of wall, and, by the conventional approximation methods of stress measurement, no stress is detected in tubing in which the wall reduction is over 50 per cent of the total reduction in cross-sectional area.l,6 It has also been observed that higher stresses are set up by the use of wide-angle dies than by acute dies.? 'he actual stress distribution in drawn tubing has been investigated by a few workers,7"9 but has not been related to the conditions of the drawing process. Some attempts have been made to correlate accelerated cracking tests for stresses in brass products with the magnitude of the circumferential stresses and the condition of the metal. l-10 Materials and Preparation The material used in this experiment was commercial cartridge-brass (70 per cent Cu, 30 per cent Zn) tubing in the straightened and annealed condition.† This tubing was of various outside diameters and had a wall thickness of 0.032 in. It was sunk to 1/2-in. outside diameter by means of an experimental 10,000-lb. hydraulic draw-bench, with a maximum drawing speed of 8 ft. per minute. All dies were of 1/2-in. diameter. Various die materials and contours were used in order to study the effect of die design on residual stresses in the tubing; the specifications for the dies are given in Fig. I. Castor oil was used throughout as lubricant. Chattering occurred in sinking some of the tubing, particularly when dies having the more acute angles were used, but the tubes showing chatter marks did not differ markedly from those with a smooth surface regarding the magnitude of residual stress. The source of the chattering has not yet been revealed. The wall of the tubing becomes thicker during s nking, as previously observed.4,5 The increases in wall thickness were 3, 7 and 9.5 per cent on the average for 6, 20 and 33 per cent reductions in diameter, no effect of the contour being noticeable. The reductions mentioned throughout this investigation do not consider this fact, but are reductions of the outside diameter. Acid-Base Accounting (ABA) is an analytical procedure that provides values to help assess the acid-producing and acid-neutralizing potential of overburden rocks prior to coal mining and other large-scale excavations. This procedure was developed by West Virginia University scientists during the 1960s. After the passage of laws requiring an assessment of surface mining on water quality, ABA became a preferred method to predict post-mining water quality,and permitting decisions for surface mines are largely based on thevalues determined by ABA. In order to predict the post-mining water quality, the amount of acid-producing rock is compared to the amount of acid-neutralizing rock, and a prediction of the water quality at the site (whether acid or alkaline) is obtained. We gathered geologic and geographic data for 56 mined sites in West Virginia, which allowed us to estimate total overburden amounts, and values for maximum potential acidity (MPA), neutralization potential (NP), net neutralization potential (NNP), and NP/MPA ratios for each site based on ABA. These values were correlated to post-mining water quality from springs or seeps on the mined property. Overburden mass was determined by three methods, with the method used by Pennsylvania researchers showing the most accurate results to actual overburden mass. A poor relationship existed between MPA and post-mining water quality, NP was intermediate, and NNP and the NP/MPA ratio showed the best prediction accuracy. In this study, NNP and the NP/MPA ratio gave identical water quality prediction results. Therefore using NP/MPA ratios, values were separated into categories: <1 should produce acid drainage, between 1 and 2 can produce either acid or alkaline water conditions, and >2 should produce alkaline water. On our 56 surface mined sites, NP/MPA ratios varied from 0.1 to 31, and six sites (11%) did not fit the expected pattern using this category approach. Two of eight sites with ratios <1 did not produce acid drainage as predicted (the drainage was neutral), and four of 40 sites with a ratio >2 produced acid drainage when they should not have. These latter four sites were either mined very slowly, had non-representative ABA data, received water from an adjacent underground mine, or had a surface mining practice that degraded the water. In general, an NP/MPA ratio of <1 produced acid or neutral drainage sites, between 1 and 2 produced mostly alkaline drainage sites, while NP/MPA ratios of >2 produced alkaline drainage with a few exceptions. ABA is a good tool to assess overburden quality before surface mining and to predict post-mining drainage quality after mining. The interpretation from ABA values was correct in 50 out of 52 cases (96%), excluding the four anomalous sites, which had acid water for reasons other than overburden quality.

Hydrolysis of metallic ions depends on pH and the products of hydrolysis either activate flotation or can lead to inadvertent activation of gangue particles, but can also depress flotation of valuable components. One of the most recently studied topics is the use of seawater in flotation. Seawater is a concentrated NaCl solution (about 0.6 mol/L) that also contains considerable amount of Mg2+ and Ca2+ ions. The hydrolysis products of Mg2+ strongly depress flotation of molybdenite over the pH ranges over which they form in the process water. This effect can be eliminated by removal of hydrolysing ions from the process water or by carrying out the flotation at the pH over which such a hydrolysis can be avoided. The former can be exemplified by prior precipitation of the harmful hydrolysing ions as, for example, in the University of Concepcion Patent. The latter can be exemplified by the use of metabisulfite to depress pyrite in the flotation of Cu-Mo sulfide ores in seawater, the process that is carried out at much lower pH, which avoids formation of Mg2+ hydrolysis products.

In recent years rapid advances have been made in the technology used for hydrology and erosion modelling of rural catchments. These advances have been driven by the growing availability of digital terrain maps that can be used to automatically define catchment properties that previously had to be manually extracted from contour maps. In addition, these models have, in principle at least, more powerful predictive capability. The author is involved in a number of projects to migrate and further develop these models for application to mine rehabilitation assessment. Current technologies for hydrology and erosion assessment (eg CREAMS, ANSWERS) are reviewed, underlying principles highlighted and deficiencies in the context of mine rehabilitation design assessment addressed. The advantages and disadvantages of the new digital terrain map tools (eg WEPP, SIBERIA) are discussed. Current work integrating these new models with existing rehabilitation design tools (eg ACIRL&apos;s ARGUS computer package) highlights the advantages of an integrated approach using digital terrain maps; cheaper, faster, lower impact and more flexible rehabilitation design. The use of novel visualisation tools to aid the design process is discussed. The paper is illustrated by applications to mine sites in Queensland and the Northern Territory.

"PREFACEAt the CIM Annual General Meeting in Quebec City, R.E. Pike of The Toronto-Dominion Bank described how the Canadian banking industry worked with the minerals industry to assemble the large capital requirements for resource projects in Canada and overseas. He developed a profile of the mining industry and Canadian banking, both being important sectors of the Canadian economy and global in context. He also outlined the banking and financing partnership that existed in the past. In looking to the future and challenge that lies ahead f or each industry, Mr. Pike questioned whether the financing practices of the 1970s will be acceptable over the next decade. In that regard, he highlighted the risks that impact on each industry and illustrated how that financing partnership might evolve in response to those forces. The folio wing is a synopsis of his paper.IntroductionThe Canadian mining and metals industry is prominent in the domestic economy and respected internationally. Any measure of its performance illustrates that status-percentage of GNP, employment, exports, capital investment, size relative to other producing nations, etc.Energy, Mines and Resources Canada has forecast that the non-fuel minerals industry will grow in real terms by an average annual rate of 3.0% over the period 1981 to 1991. Using the GNP as reference, that growth in non-fuel mineral production will represent 7.7% of GNP. In translating that growth to capital expenditure, the EMR Canada estimates the aggregate amount at $43.8 billion (&apos;79 dollars) or approximately 12% of total business investment in Canada during the 10-year period.About half of the $43.8 billion will be devoted to the ferrous sector-$8.4 billion in iron ore mining and $12.4 billion in the steel industry. Capital investment in nonferrous s projects is estimated at $13.3 billion, and it is projected at $6.7 billion for industrial minerals. The residual $3.0 .billion is exploration spending."

The in-situ retorting of shallow oil shale deposits is an attractive alternative to the material handling problems of conventional open pit mining techniques, which involve removing overburden, fragmenting and transporting the shale to a fixed retort, and finally disposing of the hot spent shale.For in-situ retorting to be successful, the oil shale has to be fractured and the fragmented rock expanded into a void, to allow controlled propagation of a flame front through the in-situ retort. The principles of cratering with explosives have been used to develop a process for the in-situ fracturing of a thin oil shale deposit overlain by a formation of porous rock. The overlying porous rock formation is first compressed by explosive charges to create voids in the porous rock. The oil shale is then fragmented and pushed in to the voids with separate explosive charges. This paper discusses methods of creating voids in porous rocks with minimal surface disturbance, and then methods of obtaining the most uniform fragmentation of the shale. The whole process can be completed, in practice, in one blast. The results of an experimental blast are presented, and possible modifications are then discussed.

"Tunneling and Underground works are unequivocally subject to a diversity of inherent uncertainties associated with the geotechnical, hydro-geological and environmental regime that surrounds them. On many occasions, these uncertainties can provoke loss events of considerable consequences. The present contribution elaborates on losses that the insurance market has suffered in the recent years, following a construction failure event. These losses are being considered and analysed on a quantitative basis through evaluation of cost related data, with explicit discretization of the applied construction methodology and of the subsequent developed failure type since both of which are considered of major importance. Given the identified persistence and regularity of some loss-contributing factors, recommendations are provided on the basis of a proactive risk engineering management approach that are envisaged to reinforce the understanding of project risks and alleviate the incurred insurance cost. 1 INTRODUCTION The underground construction sector has always been a very challenging area for all involved parties, including the insurance market. Main reason for that remains the uniqueness of the uncertainties sources and the subsequent inherent risks that the tunneling and underground projects are exposed to. In many instances, these risks materialize, leading to loss events with substantially high impact on reinstatement cost and incurred delays, which depending among others on the insurance coverage will have to be bared by the Insurance market. In the recent decades and as the tunneling industry boomed and expanded with many major and significant projects undertaken around the world, the insurance market was faced with additional challenges. Increased competition during tender coupled with the scale and complexity of the projects and politically driven decision making exerted pressure on the project timelines, completion dates and budget. The pressure for on-time or even early project completion- to avoid liquidated damages or achieve bonus payments, respectively- along with cost reduction efforts and the incentive for innovative failure events. That, in turn, put additional pressure on the Insurance market which had experienced a significant amount of losses with substantial cost. One of the triggered mitigation actions was the introduction of the Code of Practice for Risk Management of Tunnel Works (ITIG, 2006 & 2012; MunichRe 2006, Wannick, 2007, Spencer, 2008, Adeyemo, 2011)."

Significant political and economic changes have taken place in our society in the past year that are going to impact on our minerals industry, and therefore also on our members. Surely, it is not coincidence that the economic and political changes have occured simultaneously? South Africa, by virtue of its infrastructure and technology, is strategically placed to develop the potential of Africa&apos;s mineral wealth. In this address, I give my personal views on the ability of the mining industry to participate in the wider mineral resources of the African continent.

Since the 1981 record of 54 mm tons of US fertilizer consumption, grain surpluses in the US have brought about massive acreage reduction programs, decreased fertilizer consumption, and resulting price pressures caused by excess capacity. The strong US dollar that reduced export sales of both grain and fertilizer, and new offshore manufacturing capacity using US engineering/contracting know-how have combined to put US producers of phosphate fertilizers in uncompetitive postures. While recent events suggest the industry may be growing out of this capacity problem, the cost of US phosphates will continue to be disadvantaged by such external factors as taxes, environ- mental regulations, and high power costs. There is no reason to expect help from the government in the form of reduced environmental regulation and taxation. In order to survive, phosphate fertilizer producers will have to develop technologies and adopt strategies that result in world competitive production costs. Current responses to the need to reduce costs include reduced energy costs through cogeneration, innovative reclamation techniques that create valuable land, and in- creased raw material recovery achieved by operator proficiency. While new technology offers long-term benefits for the producer, present efforts are concentrated on more mundane management efforts to reduce costs. Major attention is being given to the problems of labor utilization and productivity. Raw materials suppliers are being asked to renegotiate contracts which more appropriately reflect conditions in an industry operating at about 50% of capacity. Achievements in these and other areas will allow the producers to continue operating until longer term benefits materialize. `

Selection of mining methods, stope dimensions and stoping sequences is usually based on comparisons with other similar orebodies or rocktypes. Rock mechanics principles assist the process, which can be further improved by application of rock mechanics&apos; models - in particular, computer based stress analysis techniques. These models vary in capabilities and potential application but, basically, can be subdivided into techniques which only model the surface of excavations, and those which model the total volume to be analysed. To address the wide range of geometries, stoping methods and sequences, and geomechanical environments at Mount Isa Mines, a number of models have been developed. By presenting examples of their actual and potential application it is demonstrated that appropriate use of these techniques will assist in the determination of mining parameters and improve ore recovery. Examples presented cover sequencing in tabular and massive orebodies, location of shafts and shaft pillars, and backfill and hanging-wall stability. It is concluded that surface techniques are more appropriate for regional analyses and volume techniques are more suited to analyses of detailed, local geometry. Colour computer graphics should be an integral part of data preparation, and results interpretation and Presentation.

The purpose of this paper is to describe the case history of a blasting project conducted jointly by Precision Blasting Services and Cherokee Explosives. It is the intent of the authors to show how blasting could be done in controlled fashion near very expensive computer controlled machinery. The job was done in minimal time with no complaints or allegations of damage in spite of the fact that blasting was conducted within five feet of the equipment and with the 32 acre plant fully operational, with machine operators working within 10 feet of the blasting site.

During the latter part of the Civil War an income tax was placed upon coal and the production of coal in the various collection districts during the life of this tax is shown in the tabulation that follows. The counties that include coal deposits are shown for each district. No record exists now of the production by counties, but it is calculated here on the basis of tax collected. The table, of course, does not include any territory not under the control of the northern armies, and not all of that in some cases.

An industrial wastewater, including plating wastes, is treated with sodium sulfide and ferrous sulfate to form a sulfide-oxide precipitate containing chromium and other toxic metals. Hydrocarbons, in the water, coat the sulfide-oxide particles, impeding metal recovery. Froth flotation, without reagent addition, was found to recover 93.9% of the solids from the sludge with simultaneous rejection of 89% of the water. Methyl isobutyl carbinol (MIBC) improved recovery and potassium amyl xanthate improved both recovery and grade. The process design has wastewater feed (without MIBC) to the rougher circuit. The rougher concentrate is conditioned with MIBC and fed to a cleaner circuit to achieve a high grade concentrate. About 95% of the water is recirculated to the waste treatment plant.

The Pennsylvania Dept. of Transportation is actively engaged in the utilization of coal mine refuse in the construction of highway embankments. Long-held objections for utilization are invalidated by research, laboratory data, and construction performance. Laboratory, engineering, construction, and environmental impact analyses are presented from the construction of the Cross Valley Expressway embankment at Forty Fort, Luzerne County, Pa. Comparisons of laboratory data and construction measurements are given. The refuse embankment is the first of its size in Pennsylvania, and possibly the U. S., covering 1.5 million cu yd.

The complete statistics of zinc-ore production in the United States for 1916 are not yet available. The following figures are, therefore, only approximate. The total production of concentrates for this year, including New Jersey and Tennessee, amounts to 1,280,000 tons. Of this tonnage, five mines produced approximately 536,000 tons, or about 42 per cent. The remaining concentrates came mainly from the "Valley States," Missouri, Wisconsin, Kansas, Oklahoma, and Arkansas. The 1,280,000 tons of concentrates represent about 25,000,000 tons of crude or run-of-mine ore. Of the five mines producing the 42 per cent., the dimensions of three are approximately 25 by 1500 by 2000 ft. (7.6 by 457 by 610 m.) or more: Four of the five mines are undoubtedly veins in the common acceptance of the term. They are located in great vein systems. The mines of "Valley States" have not, so far, been classed as veins; simply as "secondary deposits." The origin of these secondary deposits has been a warmly debated subject. Many geologists contend that they are the results of leaching from overlying and adjacent rocks carrying but traces of zinc, these traces leached out and deposited in favorable places. If this theory is correct, deposition is strictly limited to shallow depths. No volume of ore comparable to that of "true fissure veins" is to be expeeted. Just what this means to the future of zinc mining in these States is here indicated. The total zinc-bearing areas of these States amount to about 9124 sq. miles (23,631 sq. km.). Assuming that 10 per cent. of this total will be more or less productive, there are 912 sq. miles (2,362 sq. km.) of "mineral" ground. The average depth of the operated mines is something like 100 ft. or less. In Bulletin 606, U. S. Geological Survey (1915), p. 202, Siebenthal makes the following statement: "The writer is informed by William Waugh, one of the drillers of the Stone City well, that cuttings from other wells which he drilled in the vicinity of Pittsburgh, Kan., have shown galena and sphalerite taken from a depth of 591 ft. (180.14 m.) and that the showing of ore at some places would be considered good enough to justify the sinking of a shaft had it been found in the Joplin district and at shallower depths." The importance of a knowledge of the physical laws involved in the production of oil from a reservoir has come to be generally realized in recent years and it is therefore unnecessary to elaborate on the many problems which still await complete solution. Among them the vertical flow of mixtures of oil and gas has attracted considerable attention and a number of papers have appeared in the literature from time to time. The complete solution of the problem would cover such aspects of oil-field technology as the calculation of bottom-hole pressures from purely surface data; the estimation of natural flowing lives; the design of gas-lifts and the selection of tubing for natural flow, and so on. It is still true, however, that the results so far published have not been particularly consistent and there are no generally accepted data available of universal applicability. It is, in fact, by no means easy to obtain a sufficiently wide range of variables under the operator&apos;s control to determine the laws of flow without ambiguity and much of the published research has been directed towards the solution of the specific problems of individual fields representing only a partial treatment of the whole subject. It was with a similar object that work was commenced on the Masjid-i-Sulairnan field of the Anglo-Persian Oil Co. towards the end of 1930 and has since continued as opportunity offered. Of course, the results obtained cannot necessarily be applied elsewhere without modification and, in some cases, considerable extension. At the same time conditions in this field are somewhat unusual in allowing certain aspects of the problem to be isolated and examined without the disturbing effects of a large number of independent or partially independent variables. For example, since the field is under unit control, it is possible to maintain steady conditions on any particular well over long periods. Moreover, the structure of the limestone reservoir is such that the gas-oil ratio for a given well is sensibly constant over very wide ranges of production rates, and in many cases the bottom-hole differential pres-

DriLLing activity and prospecting for oil and gas increascd in Indiana in 1941 over the previous year. The greater part of the drilling and development continued to centralize in the Indiana portion of the Interior Coal Basin, in the southwestern part of the state, but other parts of the state were not neglected. Many wildcat wells were drilled, including a series of core tests through the mantle of drift on the southern flank of the Michigan Basin. These core tests have been followed by several unsuccessful production tests. Production tests were made also along the axis of the Logansport-Kankakec branch of the Cincinnati Arch. In all, 411 field locations and 141 wildcat wells were completed in Indiana during 1941; that is, a total of 552 wells, an increase of 3 2 wells over the previous year. The field tests resulted in 260 oil wells, 57 gas wells, and 94 dry holes; wildcats included 16 oil wells, 3 gas wells and 122 dry holes. At the end of the year, 53 field wells and 34 wildcats were drilling. Gibson and Posey Counties led the state, with 154 and 155 wells drilled, respectively. However, 125 wells produced oil in Gibson County, while 98 produced oil in Posey County. Twenty-five per cent of all wells drilled were wildcat; II per cent of these produced oil and 5 per cent produced gas. Grifin field continued to lead in drilling activity, with 157 successful wells and 20 dry holes (including important wells defining the field). Production is found in five pay zones (Tar Springs, Waltersburg, Elwren, Aux Vases and McClosky). It produced a major part of Indiana&apos;s estimated 7,200,000 bbl. of oil during the year. Heusler field, Posey County, expanded with 11 oil ells and 4 dry holes in the Waltersburg and Tar Springs. Vienna field, Posey County, completed four oil producers in the Mansfield sandstone, between 1200 and 1250 ft. The College field, discovered late in 1940, received three oil producers and two dry holes in the Aux Vases. Two new fields were discovered in Posey County during the year: Lamott pool, in the Tar Springs, at 1950 ft., had initial production of 55 bbl. on discovery. One producer and one dry hole have been drilled since. Mt. Vernon pool found saturation in both the Waltersburg and Cypress formations. The discovery well tested about 1000 bbl. per day; it tested the McClosky at 2764 ft. Seven producers have been drilled since the October discovery. Welborne-Switch pool found oil in the Cypress sand at approximately 2500 ft., with an initial production of 33 bbl. One more well in the area proved a dry hole. Gibson County had the following discoveries in 1941: The Patoka field was opened by a McClosky producer of 300 bbl. Another producing well has been drilled. An attempt was made to extend the Illinois Mt. Carmel field into Gibson County, Ind., and one producer of 24 bbl, was completed on the Indiana side. The discovery well tested about 1000 bbl. per day; it tested the McClosky at 2764 ft. Seven producers have been drilled since the October discovery. Welborne-Switch pool found oil in the Cypress sand at approximately 2500 ft., with an initial production of 33 bbl. One more well in the area proved a dry hole. Gibson County had the following discoveries in 1941: The Patoka field was opened by a McClosky producer of 300 bbl. Another producing well has been drilled. An attempt was made to extend the Illinois Mt. Carmel field into Gibson County, Ind., and one producer of 24 bbl, was completed on the Indiana side. "Whenever a decision is made to bring a mineral deposit into production, the Owner in actual fact has decided to convert substantial sums of capital into productive capacity with the intenti6n of making a profit from such conversion.Escalating costs of construction, frustrating and costly delays in comp1etion, the increasing tempo of technological change and the increasing size and complexity of mineral processing projects have convinced Owners that the best way of implementing their capital must be sought and utilized. This requirement has stimulated a search for ways and means of applying modern management techniques to the design and construction of mineral processing plants.This search by consulting firms has resulted in the evolution of the concept of project management and the development of planning and con trolling techniques with the result that Owners can seek and obtain better assurance that their project objectives will be fulfilled.This paper will attempt to outline how a mineral processing plant can be brought into production through the implementation of project management techniques.Definition And Objectives Of Project ManagementThe design and construction of mineral processing plants is subject to the restraints of three inter-related parameters -Quality, Cost and Time each of which influences and is influenced by the other two.Project management is a technique where the Owner delegates complete responsibility to a single organization for all phases of a project (design, procurement, construction and commissioning) for the above parameters but retains freedom for major decision making. Normally, the consultant under-takes full responsibility for all phases, but partial project management services can be provided when the Owner so desires.The objective of project management is first to devise and define and then to implement a program in which the relationship between the three parameters of Quality, Cost and Time is optimized, i.e., the desired functional and other requirements are attained (but not exceeded) at the lowest practicable overall cost in the shortest practicable time. The measure of success of a project lies in the degree to which this objective is achieved."
