Anhydrous methods were tested for the extraction of beryllium from low-grade source materials. The purpose of the investigations was to find new extraction processes that are applicable to domestic ores. Beryl, helvite, and phenacite materials containing from 0.1 to 2.8 percent BeO were used as starting materials for direct halogenation tests and pretreatment followed by halogenation. The results of the investigations showed that direct fluorination and carbide-chlorination are two practicable methods that can be applied to low-grade concentrates. Treatment of concentrate-carbon mixtures with anhydrous hydrogen fluoride extracted 99 percent of the beryllium in the concentrate; the soluble fluoride product, converted to an oxide, contained 70 percent BeO. Chlorination of beryllium-silicon carbide, prepared from low-grade concentrates, extracted beryllium into the volatile chloride product.

Sediment Quality Guidelines can provide target values that should not be exceeded when seabed deposits are disturbed for mining, waste discharge or other purposes. Three sets of Guidelines have appeared in 1994 and 1995: US NOAA (updated from 1991), Environment Canada (EnvCan) and Equilibrium Partitioning (EqP) developed in the UK from US Water Quality Criteria. The US NOAA and EnvCan Guidelines have been developed by comparing many experimental and site data sets, and have concluded that levels below which effects rarely occur, or above which probably will occur, are useful guidelines. US NOAA uses the terms ERL and ERM for these two levels, and EnvCan TEL and PEL. The EqP concept is that a value can be calculated below which trace metals present cannot raise the concentration in the interstitial water. There are some problems in comparing units, but the comparison shows in general that the EnvCan levels are less than, and down to half of, the US NOAA levels. EqP levels vary but are generally fairly close to US NOAA ERL levels, with one major exception. The EqP level for mercury is far lower than either US NOAAor EnvCan levels, at 0.008 mg kg-1 compared to 0.15 (ERL) and 0.13 (TEL) mg kg-1 respectively. Comments will be solicited on how such differing Guidelines should be used site-specifically for environmental management at mining operations, (1) in the regions for where they were developed, and (2) elsewhere.

The oil industry in the Soviet Union closed the 1929-1930 operating year fulfilling its assigned program. During this period of time, however, no basic improvements were noted within the industry. A careful study of the conditions indicates that disorganization in most branches increased continually; that supply and transportation problems are approaching a state of breakdown; that labor problems become increasingly difficult and that the estimates for 1931-1933 period are too large. The production of all Russian fields increased by 27,200,000 bbl., as compared with the 1928-1929 operating year, while the next year's program anticipates a further increase of 46,000,000 bbl., and the 1933 plans call for an amazing total of 330,000,000 bbl., or over 150 per cent, more than the production of the operating year that has just closed. Table 1 shows petroleum production in Russia by individual areas and fields from 1916, and furnishes estimates for the three coming years, which constitute the balance of the Five-year plan. A brief analysis of Table 1 will show that the Soviet Planning Commission anticipates that the fully developed fields of the Apsheron-Baku will double their production by 1933, .as compared with 1929-1930, and that the old Grozny fields, which are already showing a tendency to decline, will increase their output from 44,110,000 bbl. in 1929-1930 to 68,000,000 bbl. in 1933. Furthermore, in 1933 new fields are slated to produce not less than 100,000,000 bbl., a figure which even under most favorable conditions in Russia would be hard to achieve. Of course, Russia could develop such production, because the country is not lacking in the prospective reserves, but the transportation in the country today (as in the past.) is in such poor shape that neither the supply of a gigantic oil industry nor the movement of its products is within the realm of possibility. Table 1 shows the future estimated crude oil production as required by the Five-year plan, and also as reasonably estimated by the author, taking into account natural declines in old fields, slow development of new areas and the deficiency of the transport. While in the 1929-1930 operating year only two major fields underproduced (Surakany and Maikop) and the plan was fulfilled to the extent of 97.4 per cent., the production of the last three months of 1930 ("Shock Quarter") indicated

The mineral industry, so important to industrial development, faces a major challenge in creating the most effective financial structure to provide funds essential for seeking, evaluating, developing, and extracting minerals. The acquisition of funds for mineral development and plant erection do not differ greatly from fund-raising in nonmineral ventures because risks are essentially comparable. High-risk exploration funds, however, are more difficult for the mineral industry to acquire. With the world's ever-increasing appetite for minerals, the internally generated cash of major oil and mining companies cannot be expected solely to maintain the world's mineral supply. The augmented costs, risks, and difficulties of exploration have been shared increasingly by the smaller independent operator and by private and public participation drilling programs within the petroleum industry over the past 30 years. Only recently has the mining industry awakened to the need for utilizing exploration and development funds derived from sources other than established mining and banking circles. Almost from its inception, the oil industry was forced to drill deep holes through overburden without the aid of a mineral "outcropping" which required geological, and in subsequent years, geophysical interpretation. The poorly financed, nontechnical prospector, who depended on a mineral outcrop, was not to play an important role in oil exploration as he did in mining. Because of the high cost of drilling and the demands for technical judgment to locate an exploration drill hole, corporate and sophisticated private funds generally financed oil discoveries. When external funds were subsequently required, these financially sophisticated explorers would turn to the banking community from which came numerous ingenious innovations, taking cognizance of existing tax laws. Like the oil explorer, the miner is now faced with probing below the surface, relying solely on regional geology and geophysical anomalies. The day is gone, for practical purposes, when the prospector discovers a deposit from a mineral outcrop. There is little doubt that the mining industry will now follow the course taken by the petroleum industry in acquiring external funds if it is to meet the future raw material requirements of the world. The oil industry has been able to attract bank funds more readily than the mining industry after a mineral discovery has been made because: (1) with few exceptions, an oil discovery can be placed into commercial production and will generate cash at much less expense and time than a mine; and (2) generally, costs of oil production, the value

From time to time the question of shearing or vertical cutting of rooms and entries especially as an adjunct to the usual horizontal cuts, has cropped up in the literature of coal mining and in the discussions of mining men. Exact and definite data based an thorough tests have usually been lacking however and the present article is written to supply as far as possible this deficiency. The tests given below were made over a period of 90 days in the summer of 1921 and the object was to investigate the general .economics, if any, that might result from the introduction of vertical cutting as a standard practice into the Clear Creek mines. The machine used was the Oldroyd Universal coal cutter and comparative tests were made against the Goodman Straight- face machine and the 35 B Jeffrey Shortwall. The tests however should be held to apply only to the various methods of cutting and not as a study in the relative merits of the various machines. The first series of tests were made in the 2nd East district of No. 3 mine, where only entries were being driven at the time, the tests therefore cover only entry work. The presumption was that the entry width would be 12 feet but the oxerrun in some cases was marked enough to make the work comparable to rooms. The first test made was to determine the time necessary to shear as well as cut the places, and the results were reduced to the time necessary to cut a ton of coal. The time for shearing in the table includes the time necessary to revolve the cutter bar to the vertical position.

Social licence to operate is not a new concept for the mining industry, referring to stakeholder approval or acceptance for the activities and impacts of a project, company or industry. It is intangible, dynamic and non-permanent, hence it needs to be earned and then maintained (Thomson and Boutilier, 2014). It has also been argued that social licence extends beyond building approval or acceptance, into engagement for long-term development (Owen and Kemp, 2012).There are many examples where stakeholder opposition – or withdrawal of social licence – have increased capital and operating costs, extended schedules and impacted reputation. At its extreme, the withdrawal of social licence to operate can also contribute to or be the catalyst for mine closure.The key benefit of obtaining a social licence is a reduction of risk. Stakeholder support and advocacy, as well as the implementation of social performance programs that contribute to social licence, can be beneficial in terms of schedule, costs and other benefits.While decisions to close a mine are generally driven by resource availability or economic conditions, the social, economic and environmental legacy remaining post-closure is of importance to many stakeholders. With a number of significant mines now approaching closure within Australia, we are seeing heightened community concern about the economic and social impact of mine closure and the success of land rehabilitation. Record quantities of slag were produced in 1974. Slag usage in this year amounted to 8.5 mega tonnes for granulated blast furnace slag and 7.7 mega tonnes for crushed blast furnace and L.D. slags. Granulated blast furnace slag is mainly used as a hydraulic bonding material in the manufacture of cement and in road construction. These applications give a fuel saving and reduce processing costs. Crushed blast furnace and L.D. slags find application as a substitute for natural aggregates in road construction and in the production of concrete. There is no doubt of ttie interest to utilise to the maximum all the slag produced by the steelmaking industry, thus preventing the build up of slag heaps detrimental to the environment and favouring the disposal of the heaps formed in the past. World wide efforts are being made to achieve this objective.

"Reduction of mine accidents appears to depend upon essentially the same fundamentals, whether considered from the viewpoint of the mine operator, miner, State mine inspector, or safety engineer. Conditions of mine operation with respect to safety are governed in most States by a mining law, usually somewhat general in its provisions but more specific than laws dealing with other industries, Methods of mining development and practice evolved through experience have been handed down from generation to generation; many of these are intended to avoid injury to men and also loss of property. To carry out the intent of these bases of law and experience relating to safety supplemental measures and conditions are necessary. Among these may be: (1) Planned safety rules adapted to the mine and compliance by both officials and Miners with such of these rules as pertain to their work; (2) a supervisory force adequate and competent to ¬administer the mining laws and safety rules; (3) discipline adequate to secure compliance with safety measures; (4) safeguards against mechanical, electrical, falling, and other hazards; (5) mining operations planned with respect to safety of workers; (6) an active safety organization of officials and employees; (7) education of officials and employees in safety practices; and (8) an active sustained interest in safety by management and employees.This paper presents the viewpoint of the safety engineer, though a safety engineer connected with a specific mine or group of mines would be in a better position than the writer to present the industrial engineer's thought. The application of the mine safety fundamentals just outlined will be given consideration from observations of methods used by safety engineers and supervisors.The term ""safety engineer"" includes men of various duties, various degrees of experience, and various authority. Depending upon the size of the operation or the interest of the management in safety, the safety engineer may have accident prevention as his sole duty; he may be the head of a sizable safety organization; or he may be in part a claim agent; a statistician compiling figures for the enlightenment of the company, the public, or a mining institute meeting; a surveyor who must convince the miner that his scale of 10/10 equals 1 foot does not defraud the miner of 6 inches to every yard measured; or he may be by heaven¬ly gift an orator capable of assuring the employees that ""all's right with the world""; he may be a young engineer gaining, experience while checking the observance of company rules and investigating accidents; or he may have the physical ills frequently resulting from several decades of mining experience and instead of a pension, the position of safety engineer has fallen to his lot. He may have mine-operating authority to correct immediately a dangerous condition or practice or he may have his recommendations officially disregarded at the monthly meeting or when the bottom of the desk basket is reached. He is likely to find that his viewpoint on accident reduction is considered unsound today because of youth and inexperience and unsound later because of old age and senility. He is likely to find the easiest course to be that of attributing to Providence and the carelessness of the worker the mishaps that result in the removal of a man to the hospital or the morgue."

"The better the information on the rock mass and its fracture system, the better is the basis for any rock mechanical decision that is required during the excavation process. While in conventional tunnelling free view to the tunnel face is available, possibilities are limited for mechanised tunnelling using a tunnel boring machine (TBM). An approach, already formulated in 2005, is used that produces digital photographs through openings in the cutting wheel of a TBM and merges them into a circular three-dimensional image. The 3D image is then used for geometric rock mass characterisation purposes including geological mapping, for example to measure spatial orientations or determine joint spacing. In the paper the basic concept is described together with first results from a pilot test.INTRODUCTIONA three-dimensional image unites digital photographs with spatial information on the objects/surfaces it shows. Since they combine geometric and visual information they are a straightforward source for geometric rock mass analysis and geological mapping. Their obvious benefits among others are: (i) they allow spatial measurements even in inaccessible regions, (ii) they provide objective and reproducible records of the rock mass conditions, and (iii) they increase working safety (Gaich et al. 2004).Pre-requisite for the generation of 3D images is the acquisition of at least two photographs from the region of interest. From the photographs the imaged object surfaces are reconstructed by means of image analysis using methods from photogrammetry (Slama, 1980) and computer vision (Hartley & Zisserman, 2001). At the present time there are over 5,000 Kms of railway tunnels in existence throughout the world. In many cases these tunnels were built over a century ago using techniques obsolete today. Supervision and maintenance of these tunnels is essential to the economy of each country involved. For this purpose an electro-optical measuring system has been designed incorporating highly complex soft and hardware (15 mW laser, high resolution TV camera and processing computer), mounted on a vehicle. Its job is to scan, record and compare sectional gauge values (profiles) and strains inside tunnels both momentarily in situ and on permanent record, as an aid to the supervision work. From the state of the strains observed, in conjunction with an infrared spectrum of the tunnel lining and soil involved, the mechanical stresses in the tunnel can be deduced by applying the boundary elements method.

In this report, the application of the Open Pit Materials Handling Simulator (OPMHS) to a mine located in Ohio using a large stripping dragline, and truck and front-end loader (FEL) is described. The specific objective of the study is to demonstrate the application of the simulator to mine planning and coal production. On the basis of the simulations, it was concluded that the production from the haulback operation should be increased to accommodate improvements in both the stripping dragline's availability and mean cycle time. Several alternatives were studied for the best use of equipment if the present operating parameters could not be improved upon. No economic analysis of these proposals were made.

Industry has a very special request to make. Environmental issues must not be allowed to become a factor of competition so that nations or individual industries can gain economic advantages for themselves by encroaching unduly upon the environment. An international harmonisation of the demands imposed on specific industries and industrial plants where discharges are concerned is therefore essential. The same applies to any to any action contemplated against noxious products. An important step towards that goal is no doubt represented by the United Nations Conference on the Environment scheduled for 1972. Conclusions: Australia must recognise its responsibilities in an inter- national movement to control pollution. It must react on a national scale to a problem which is threatening our whole national environment. To gather, collate and coordinate the information needed to ensure policies which strike a balance between conservation and development, we must look towards the Commonwealth to coordinate the activities of its own instrumentalities and those State and independent bodies working in the area. Financial aid must be provided to stimulate research and later to ensure that environmental protection policies are observed. These policies will be founded on social economic theories which will be both practical and sound, The United Nations conference on the Environment is scheduled for 1972 and in this is the opportunity for international cooperation. Cooperation in the field of controlling legislation and the collection of much needed data. There is an imperative need to assemble facts for world use - an international know-how bank which acquires the most sophisticated technology of process design and waste purification. Arising out of this Conference, is it too much to expect that there could be established an international authority for environmental control, whose activities are governed on a multi-national basis? Such an organisation would have as its primary concern the collection and classification of official regulations, as well as the sheer collation of data to permit economic evaluation of the costs of conservation of the environment. There is an international scope with different factors involved, including industrial technology: in other words, the concrete measures taken against industrial pollutants ought to be more or less identical for similar industries irrespectives of the countries in which they operate. The assembling of an international common foundation of knowledge is imperative so as to acquire the most sophisticated technology of process design and waste purification available for all who are interested.

The legislatures of New York and New Jersey, determined in 1919 that a vehicular tunnel should be built under the Hudson River. On July 1, 1919, an engineering staff was organized with the late Clifford M. Holland as chief engineer. After preliminary investigation it was decided to build the tunnel from Canal St., New York, to 12th St., Jersey City, which is the center of the heaviest traffic across the Hudson River. It was also decided to build two tunnels—one for west-bound traffic and one for east-bound—the tunnels to be of cast iron, built up of segments and bolted together, each tunnel to have a roadway 20 ft. wide and a clear head room of 13 ft. 6 in. The tunnels have an exterior diameter of 29 ft. 6 in. The interior lining is of concrete, the sidewalls, tiled with a vitreous white tile, and the roadways are paved with granite block. The entrances and exits at both ends are separated by two blocks so as to reduce traffic congestion. Basis of Ventilation It was recognized very early that one of the most important problems confronting the engineers was a proper ventilation system. It was estimated that each tunnel as planned would have a traffic capacity of 1900 vehicles per hr. The tunnels are 8500 ft. long between portals, and it was considered that the ventilation should be based on all of these vehicles being operated by gasoline engines. That presented a problem in ventilation unlike any other either in magnitude or character. There have been vehicular tunnels built in Europe, principally in London, but they are shorter and have a smaller traffic capacity. Up to the present time, at least, they have handled a very large percentage of horsedrawn vehicles so that the necessary ventilation has been provided for by the natural draft through the portals and open shafts. Within the last few years, however, a small mechanical ventilating plant has been installed in the Blackwall Tunnel, which has been in operation about 27 years. The application of Geographic Information System (GIS) technology to support the planning, design and analysis of coal mines is discussed. Traditional two-dimensional GIS structures are modified to produce a three- dimensional GIS system that combines the efficient topologic description of a cubic grid cell skeletal structure with the precision surface representation of a Triangulated Irregular Network (TIN). The surface terrain and any subsurface strata, such as a coal seam, are represented by separate TIN'S. Any attribute data to be assigned to the TIN'S are stored in polygon overlays. Any remaining spatial data are stored as link strings or nodes in a global data set. The most valuable application of the system is the production of map products. Both projections and cross-sections of surface or subsurface structures are possible, in either horizontal or vertical planes. Engineering data, including lengths, areas, or volumes, can be calculated.

I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

"The property of Chesterville Mines, Limited, is in McGarry township, Timiskaming district, Ontario, about 25 miles east of Kirkland Lake. It consists of a group of fifteen claims that extend northeast from the KerrAddison mine for a distance of 2 miles.In June, 1906, two groups of prospectors left the town of Chesterville, Ontario, to prospect in northern Ontario. Silver had been discovered 3 years before at Cobalt and the large profits of this young mining camp were the principal incentive to extending the field of exploration northward. One group consisted of Dr. Reddick, Edward Flynn, John Hummel, William Knott, and Colin Cameron. The other group comprised J. T. Kearns, Herman Hummel, W. G. Barkley, and J. Elliott.The two groups travelled north by train to Haileybury and thence to Larder lake by canoe. Camps were pitched on the northeast arm of the lake, and within a short time a discovery was made by Edward Flynn of the first party, who found gold on the property now owned by Kerr-Addison Gold Mines, Limited. Herman Hummel and J. T. Kearns shortly afterwards made the second discovery, on what is now the Chesterville property. These discoveries, made some years prior to those at Porcupine and Kirkland Lake, are believed to be the first in that part of northern Ontario.The Hummel-Kearns claims were incorporated in the following year under the name of Chesterville Larder Lake Gold Mining Company, Limited. It was not, however, until 30 years later, in 1936, following the increased premium on gold, that sufficient capital was placed in the treasury of the Company to carry out an extensive diamond drilling programme. This exploratory drilling was started early in 1937 under the direction of Leo. J. Kearns, and a large body of ore was intersected in the first drill hole. Underground work was started in 1938, a mill was built, and the first gold brick was poured on July 29th, 1939."

Gold chlorination which will be presented in this paper is limited entirely to the use of gaseous chlorine in a fluidized bed reactor at elevated temperatures in the absence of aqueous water. The only water used in this process is that which is used in scrubbing the effluents. Low temperatures are defined as those below 500°C. All experimentation for this paper was carried out on a laboratory scale, with all calculations extrapolated frpm this. Some of the data is drawn from work with other projects which have been operated at pilot and larger scale.

This paper is the first preliminary report on the bauxites and terra rossas of the Caribbean. It concentrates on the islands of the Greater Antilles, and for reference purposes the Yucatan Penin- sula is included. At this point, observations made in Jamaica, Haiti, and the Dominican Republic are compared with reported information on Puerto Rico, the Bahamas, Cuba, the Cayman Islands, and the Yucatan Peninsula with regard to occurrence, as well as physical, chemical, and mineralogical composition. From this, an attempt is made at classifying the types of bauxites in the Caribbean, indicating the best reserves estimates, and the process ability of these bauxites. Some suggestions are also provided to fuel the controversy over the likely source material(s) or origin of the Caribbean bauxites.

BICRYSTAL specimens grown from the melt have been used extensively for investigations of the influence of grain boundaries on plastic deformation. The bicrystals are usually of predetermined orientation prepared by seeded growth from the melt in milled graphite boats. This technique has been described in detail by Chalmers.' Since the direction that the grain boundary follows during growth is affected by both thermal conditions and crystallography, a difficulty arises in maintaining the grain boundary position constant along the length of the specimen. In Alberta, an oil well with an estimated capacity of 60 to 100 bbl. was "brought in" at Wainwright, the oil being derived from the Colorado group of rocks. In the Norman fields, Mackenzie River area, two new holes completed showed no oil in commercial quantities whereas the "Discovery" well has now an increased flow amounting to about 100 bbl. In Kent Co., Ontario, a well from low down in the Trenton formation gave an initial flow estimated at 200 bbl. This opens up new possibilities for the Ontario fields as this is the first oil from this depth in the Trenton. ACTIVE drilling operations for oil were carried on during the summer of 1923 in various parts of western Canada, particularly in Alberta. During the early part of the summer, interest centered in southern Alberta, in the Coutts area, just north of the producing Kevin-Sunburst field of Montana; but on Nov. 14 a strike of oil by British Petroleums Ltd. at its well near Wainwright, 120 mi. east of Edmonton, diverted public attention to a new field. According to present estimates, this well has a possible production of from 60 to 100 bbl. a day; the oil is 15° Bé. with an asphaltic base and is obtained from a sand at the depth of 2019-2036 ft. The oil stands at 1700 ft. in the casing and there is sufficient gas pressure to cause it to flow when the well is opened. The oil horizon is in a sandstone in rocks of Colorado age. It is known that there is a terrace structure of which the western edge extends in a northwesterly direction from the vicinity of Hardisty to Viking, where it probably swings more to the north. At Viking a small dome-like structure on this terrace gives rise to an important gas field. Wainwright lies directly northeast of Hardisty. The exact structure in the Wainwright field is unknown. At Fabyan, 6 mi. northwest of Wainwright, the Imperial Oil Co.1 last year brought in a large gas well estimated at 14,000,000 cu. ft.; the escaping gas sprayed a small amount of heavy black oil over the derrick.
