The ratio of the endurance limit (10' cycles) to tensile strength of age-hardened aluminum alloys is approximately 0.3, whereas the ratio for annealed alloys is about 0.5. The lower value for the age-hardened alloys has been associated with the instability of coherent precipitate during cyclic loading, but it has not been definitely established whether this instability is due to overaging or reversion during cyclic loading. The results of the present investigatzon support the reversion viewpoint. In this work specimem of 2024-T4 aluminum alloy were aged for 16 hr at 150°C after cycling for 10 pct of the life at 25.000 psi. These specimens were then tested to failure and exhibzted a marked increase in fatigue life. It is proposed that during the early stages of fatigue in this alloy dislocations cut through the coherent precipitate and bring about the reversion of the precipitate. Subsequent aging at 150ºC induces reprecipitation in the precipitate-free zones so that the weakened regions are strengthened and the fatigue life is extended. It Is recognized that the fatigue strengths of precipitation hardened aluminum alloys are unusually low relative to their tensile strength.'-= This feature is illustrated in Fig. 1 where it can be seen that age-hardened alloys have lower fatigue ratios (the ratio of the fatigue strength to the tensile strength) than those in the annealed or cold worked state. Further, as shown in Fig. 2, the more an alloy is dependent upon precipitation hardening for its total strength, the lower is the ratio of the fatigue strength to the tensile strength. This state of affairs has been associated with an instability of the metastable metallurgical structure of precipitation hardened aluminum alloys during cyclic loading. Evidence2 in support of this view is that the fatigue ratio increases in these alloys as the test temperature is lowered, thereby indicating that thermo-mechanical instability, rather than some other factor such as a non-uniform distribution of precipitate, is the factor responsible for the low fatigue ratio at room temperature. Two mutually exclusive proposals have been ad- vanced to account for this instability. Hanstock has proposed that overaging takes place during cyclic loading, and in support of this view, Broom et a1.2 have indicated that an overaging process might be promoted by the large numbers of vacancies which are created during cyclic loading. The creation of vacancies by radiation4 has been shown to lead to rapid overaging. Hanstockl obtained visual evidence of overaging in an aluminum alloy after cyclic loading, but in this instance it has been pointed ou? that because of the high frequency used (60,000 cpm) the observed effect may have been due to normal high temperature precipitation around energy dissipating cracks. Efforts to discern visual evidence of overaging in this alloy at lower test frequencies were not successful.3 The alternative postulate3 is that reversion takes place during cyclic loading and leads to localized soft spots at which fatigue cracks are readily initiated. Evidence for this process has recently been provided by Polmear and Bainbridge5 who demonstrated metallographically that regions depleted of precipitate were created during cyclic loading of an aluminum alloy. Inasmuch as precipitate particles bordering the depleted region had not grown in size, it was concluded that the solute atoms which had constituted the missing particles had gone back into solution. No mechanism for the reversion process was presented. The present study was undertaken to investigate further the conditions leading to instability during cyclic loading, and to determine whether reversion or overaging had taken place as a result of cyclic loading. BACKGROUND AND TEST PROCEDURE In order to differentiate between the processes of reversion and overaging, rest periods at an elevated temperature, which ordinarily would insure additional precipitation, were used in this investigation. It was expected that after a period of cyclic loading an elevated temperature rest period would result in a decrease in the remaining life of the specimen if overaging were occurring during cyclic loading, whereas in the case of reversion, reprecipitation would occur and the fatigue life would be extended. Such an expectation is based on the assumption that the crack-nucleation phase is a significant portion of the total fatigue life, and that such a treatment is of influence in the crack-nucleation stage and is relatively unimportant thereafter.

THE average daily production of crude oil-in Kansas a1 the beginning of the year was about 71,000 1 bbl. and, at its close, 82,000 bbl.-an increase of 11,000 bbl. per day. The total production for the state during the year was about 28,250,000 bbl., or an average of practically 77,500 bbl. per day for the year. This increase in the production was the result of the discovery of several new pools of high-grade oil. COWLEY AND SUMNER COUNTIES One of the principal factors in bringing the production of the. state back to its former level was the newly discovered pools in western Cowley County. During December, 1923, the Waite Phillips Co. completed its Johnson No. 1 in Sec. 20, T. 33 S., R. 3 E., which opened up the Rainbow pool about 12 miles southwest of Winfield. In this pool, the production comes from the Burbank sand, locally called the "Rainbow," found at a depth of 3200 ft. The sand varies in thickness from 25 to 40 ft. in the seventeen wells completed during the year, and the initial productions ranged from 300 to 3000 bbl. per day of 40° Be. oil. The Rainbow pool is purely a wildcat discovery, for no. rocks suitable for the use of the geologist are present. To determine the geologic conditions, the larger companies core-drilled the Rainbow area immediately after the discovery. The Marland Refining, Co., drilling on the Graham farm in Sec. 9, T. 33, R. 3, failed to find the Burbank sand and continued to the Siliceous lime, often erroneously called the Wilcox, at 3505 ft., where a well with an initial production of 900 bbl. of 40 Be. oil was obtained. In the development following this discovery, 4 additional wells were completed, 3 of which encountered pay sand at 2500 ft., the initial productions each being about 200 barrels. Judging by the sands already proved and the area indicated as probably oil bearing by the development to date, these pools have a very promising outlook for the future. It is not unlikely that a field second only to El Dorado may have been opened.

IN the anthracite coal regions of Pennsylvania the custom has been to sight either at an open light (generally a mine-lamp), or at the string of a plumb-bob. If the station was intended to he a permanent one, a spud, as it is called, that is, a nail resembling a horseshoe nail with a hole in the head, is driven into the timbers over the station, or, if there be no timber, a hole is drilled in the coal or rock roof, into which a wooden plug is driven, which serves to hold the spud. The first operation in making a survey is to lay out the stations, that is, to mark the place where the holes are to be drilled for the plugs or the points on the timbers where the spuds are to be driven in. This should be done before any instrumental work is begun, as much labor can generally be spared, and the use of very short sights can often be avoided, by carefully laying out the stations beforehand. When the stations were laid out, a plumb-bob was hung from the innermost spud, which I will call No. 1, the instrument was put in position at No. 2, by plumbing down and putting a centre-pin under the spud, and then setting up over the centre-pin, and another plumb-bob was suspended from No. 3. If great accuracy was not required, a mine-lamp was set up under the plumbbobs, at No. 1 and No. 3, and the engineer sighted at them. If great accuracy was required, a lamp or some white sbface was held by an assistant behind the strings of the plumb-bobs. An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

White, "The Mining Town," Alta California August 18,1873 INTRODUCTION One of the most important aspects of mineral enterprises of US corporations is the influence of the depletion allowance on cash flow. This allowance permits mineral producers to claim sizable federal income tax deductions not available to other industries, and these deductions significantly increase cash flows in mining. In the past several years the minerals depletion allowance has come under increasingly heavy fire from many sectors as a tax loophole that deprives the federal government of large amounts of revenue. One estimate of the loss of tax dollars in 1968 was $2.25 billion due to depletion deductions and intangible expenses in the oil industry. Largely on the basis of such arguments, the Tax Reform Act of 1969 reduced percentage depletion rates for a number of minerals, and the Tax Reduction Act of 1975 totally eliminated statutory depletion for most oil and gas. In regard to percentage depletion for hard minerals, the federal government has estimated its resulting loss of revenue at $1.75 billion for 1980. The TEFRA legislation of 1982 further reduced the statutory depletion allowance available to iron ore, coal, and lignite beginning in 1984. Thus, it is clear that minerals engineers and managers should have a thorough knowledge of the origin, evolution, justification, and computational procedures relating to the depletion allowance. A concept has been proposed for the focusing of underwater energy. An array of spherical TNT charges is used to achieve this aim. The goal of the present research effort is to model such a system and identify optional arrangement and detonation timing schemes. A fast-running model is necessary to perform optimization analysis due to the highly iterative nature of most optimization algorithms. This requirement renders the use of sophisticated numerical solvers impractical. An analytical, physics-based model must be developed to satisfy the demands of the multiple charge optimization problem. This model must capture shock propagation speed, pressure-time histories throughout the fluid domain, and multiple charge interaction phenomena. Such a model is presented herein.

The new Cyprus Miami electrolytic copper refinery was commissioned in October 1994. The refinery has been operating at its design capacity of 190,000 short tons per year, and in recent months to 110% of design capacity, producing high-grade electrolytic copper cathodes. Basic and detailed engineering, performed by Fluor Daniel Mining and Minerals, incorporated state-of-the-art technology, including stainless steel cathodes, automated electrode handling, fine-filtering of the commercial electrolyte, autoclave leaching of the anode slimes and other techniques. The major design goals have been safety of operation and quality of the product. Relatively high cathode current densities of 30 amperes per square foot and greater have been applied since start-up. Cathode current efficiencies of over 94% have been achieved since the latter part of 1997. The cathodes were certified on the Comex and LME markets during 1996. ISO- 9002 certification is in progress and should be completed during the first quarter of next year. This report discusses some of the studies that were performed to obtain an optimum layout for efficient materials handling and to create optimum conditions for producing high quality cathodes. A description of the design and operation of the anode slimes facility, including decopperizing with autoclave leaching, is provided. Finally, a description of the start-up experiences and present operation of the electrorefinery are presented.

Looking back over the past half century, it can be seen that the growth in the importance of hydrometallurgy for the production of non-ferrous and precious metals almost exactly parallels the rise of the environmental movement and its principal NGOs, such as Greenpeace and Friends of the Earth. The paper will review important landmarks in the development of the science and technology of hydrometallurgy and show how many of these have been influenced by pressures on the industry brought about by environmentalists. Successful innovations as well as commercial failures will be considered and reasons for the success or failure will be analysed and lessons drawn to guide future developments.

DR. W. F. GRAY (Contributed discussion, presented at meeting by Mr. S. C. Mifilen): Mr. Rowe's suggestion that the Institute should organize itself to interpret the needs of the mining industry to federal and provincial mines departments should commend itself to our membership as sensible and practical, and as one which these public administrative bodies may welcome. One has to start with the premise that those who head the departments of mines in question have the welfare of the industry at heart. Also, it must be postulated that the technical viewpoint of our membership is necessarily free of political considerations. With these reservations, one ventures to state that both Mr. Rowe in his communication to the present session of the Institute, and Professor M. Y. Williams in his earlier communication to the Western Meeting, on The Geological Survey and Mining Development (1), voice the regret general among our membership at the abandonment of the honoured name, and to some extent of the status, of the Geological Survey of Canada. The writer, in 1932, devoted his Presidential Address to the Institute to an appreciation of the value to Canadian mining of the Geological Survey of Canada (2), affirming the desire of the Institute "that the work of the Survey shall be maintained at the highest pitch of efficiency the resources of our country will permit, because, to scrimp expenses on the Survey, is 'to save at the spigot and lose at the bunghole'." He believes that is still the opinion of the Institute, and, if contraction of the usefulness of the Survey is feared by our members at this time, it is incumbent upon the Institute, in fairness to those who direct our government, to say so in precise and explicit terms. Mr. Rowe puts the situation pithily when he writes: "We have reached a stage in our development where a stock-taking and co-ordination of existing knowledge and data is essential. This is a part of that basic function of Dominion mineral technical services which is national and not provincial in its scope".

INTRODUCTION A compaction grouting program to control ground loss, and to minimize surface settlement, was developed for the West Tunnel of the Phoenix Storm Drain Tunnels. The West Tunnel was 4,200 m long, 7.56 m in excavated diameter, and was excavated with shallow cover through the central Phoenix business district. The tunnel could not have been successfully excavated without the compaction grouting program. HISTORY After heated political debate over a ten year period, the Arizona Department of Transportation (ADOT) was granted approval to build the Papago Freeway, an extension of Interstate 10, through central Phoenix. To comply with environmental constraints, a portion of the Freeway was depressed, requiring an excavation 10 meters in depth, thus intersecting surface run-off from the northern section of Phoenix. This required that ADOT and Project Design Consultant, Howard, Needles, Tammen & Bergendoff (HNTB) design a drain system to collect run-off and transport it approximately 4 kilometers to the Salt River through the City of Phoenix. Tunnels were chosen for the main discharge conduits because depth and location of the system made cut and cover construction impractical. A contract for construction of the tunnels was awarded to Shank-Artukovich-Ohbayashi (S-A-O) on May 24, 1984.

IN telling the story of Canada's minerals many interesting and spectacular details will be passed over to permit pointing out some of the significant inter- national aspects. No country now has enough of all minerals for its own use. The problems of satisfaction of both national and world demands under these conditions have become international in scope, and history supplies no obvious solutions. The minerals of Canada are coming to play a prominent part in such problems. Production and Reserves In the last decade Canada has rapidly advanced in mineral production. In 1928 the total value of mineral products from Canadian sources reached 273 millions of dollars. Canada ranks first in production of nickel, first in asbestos, second in cobalt, third in gold and silver, fourth in lead and copper, and sixth in zinc.

Mining employment in the United States declined from 986,000 employees in 1948 to about 600,000 employees today. This has occurred even though the Index of Physical Volume of Mineral Production (1957-59=100) has increased from 88 to 111 and the value of mineral production measured in constant(1957-59) dollars has increased from $14.7 billion to approximately $19.3 billion. Average unit mine value has increased 24% as compared with a 34% increase in prices in general. Apparent consumption has increased more than domestic production, indicating an increased dependence on imports. The mineral economy presents a complex pattern of development factors in the post-war period. This article presents a technique by which the various forces that have been acting on the market for a mineral commodity may be sorted out and by which the extent of the impact of technological change in use as well as the technological change in production can be measured. If one is interested in delineating fully and completely the impact of technological change upon the mining industries, it is not sufficient to describe the increase in productivity reflected by the above employment and production figures. What is reflected there is only the effect of technological change in the production function of the commodities under concern. These effects are obviously very substantial and have major implications for labor, capital and supplying industries. However, they are not the only effects of technological change and, in fact, may be relatively minor when the impact which arises because of changing technology in the using or consuming industries is considered.

The conventional magnetic separators used in the mineral industry are equipped with traditional magnetic circuits or with permanent magnets (rare earth). However, when processing minerals with low magnetic susceptibilities or minerals of very small particle size, these separators are inefficient. In addition, a conventional magnetic circuit consumes considerable amounts of electricity to generate a relatively low magnetic field (~2 Tesla). The equipment is also heavy and bulky. Only a separator having a superconducting sole-noid can contribute in solving most of the problems, and only such a separator can produce high magnetic fields with low energy consumption. New developments and the experience acquired in using these superconducting magnets have resulted in new uses for magnetic separation, especially in the environmental area. This paper presents and describes a separation system that uses superconducting magnets that are completely automated and able to treat raw materials (concentration or purification) or liquid industrial effluents containing heavy metals in solution. Several industrial sectors, including the surface treatment, petroleum and chemical industries, are generating effluents containing heavy metal ions. The main metal ions found in such effluents include zinc, copper and vanadium. The purification of such effluents by magnetic separation is performed by adding a certain proportion of iron salts. The treated effluent passes through a superconducting separator where the flocs are retained in a matrix of steel wires. The efficiency of supraconducting high-gradient magnetic separation (HGMS) by this method exceeds 95%. Mineral separation and industrial-waste purification results are presented.

The washability examination of a coal establishes the quality of the product that could be prepared by mechanical cleaning, shows how much impurity would have to be eliminated to attain a particular quality of product, indicates what type of cleaning process would be suitable, and tells whether the coal could be cleaned efficiently, The coal-preparation laboratories of the Bureau of Mines make washability examinations of coal for a variety of purposes. Sometimes these examinations are made as an integral part of research conducted on coal-washing problems. Occasionally they are made on coals mined on Government-owned land or on coals destined for use in Government installations. Often they are made on coals from new fields or new beds in existing fields to help establish the characteristics of the Nation's coal reserves. Whatever the original reason for doing the work, the results often are useful later in evaluating deposits or in the design of cleaning plants. Publication of the results of such studies provides for the widest possible usefulness. This report brings together the results of washability examinations made on 1 coal each from Oregon and Idaho, 2 from Wyoming, 5 from Utah, and 11 from Washington. Material of this nature is inherently difficult to summarize. Some of the coals are so clean} despite full-scam mechanical mining, that they could not be improved materially by washing; others present some of the most difficult preparation problems found in the country.

During the past ten years there has been an upsurge of interest in the development of selective ion exchange resins and solvents, and of ion-exchange and solvent extraction equipment tailored to the special requirements of mineral-processing circuits. It is therefore not surprising that the recent Symposium on Ion Exchange and Solvent Extraction in Mineral Processing, held at the National Institute for Metallurgy (NIM) on 7th and 8th February, 1980, was a resounding success. In a continuing effort to upgrade tunnel design and construction practice, the New York City Transit Authority sponsored a geotechnical monitoring program on a recently completed section of the E. 63rd Street line in mid-town Manhattan. The purpose of the program was to document rock behavior as well as temporary and final rock support systems to provide a possible basis for either confirmation or modificification to design methods and construction specifications. This paper describes those portions of the study associated with rock behavior and temporary support systems. The entire study included monitoring of rock movements above the tunnel as well as adjacent to a 36.6m (120 ft) shaft, monitoring of stresses in steel ribs, monitoring of loads in rock bolts in two test sections and monitoring of stresses in the final concrete lining. PROJECT DESCRIPTION Route 131-A, Section 4 is located in mid-town Manhattan extending from under the Central-Park Zoo on Fifth Avenue eastward under 63rd Street to the end of contract between Madison and Park Avenue. Figure 1 is a Project Locus Map. The contract included approximately 355m (1165 l.f.) of 4 track tunnel(13.4m (44 ft) wide by 13.7m (45 ft) high excavated dimensions) plus a 22.9m (75 ft) by 19.8m (65 ft) by 36.6m (120 ft) deep ventilation shaft. The entire tunnel and most of the excavation shaft was excavated in metamorphic rock, known locally as the Manhattan Schist. The depth to tunnel invert varied from approximately 27.4m (90 ft) at the west end of the contract to 35.Om (115 ft) at the east end. Rock cover above the excavated crown varied from approximately 6.7m (22 ft) at the approximate mid-point of the contract to 18.9m (62 ft) at the western end. Liquid-liquid extraction techniques were investigated by the Federal Bureau of Mines for the fractionation of rare-earth solutions. Separatory funnel work using tri-n-butyl phosphate (TBP) for extracting ceric nitrate from solutions containing sulfate ion resulted in almost complete extraction. Similar tests using primary amines for splitting trivalent rare-earth pairs and fractions gave promising results. The ceric nitrate extraction procedure was scaled-up by use of pressure-bubbler equipment, a series of spray towers for extraction, washing, and stripping. In this case only 84 percent ceric nitrate extraction efficiency was achieved. This work was done using dilute sulfuric acid for stripping.

The Minerals Council of Australia (MCA), through its Minerals Tertiary Education Council (MTEC), builds capacity in higher education in the core disciplines of mining engineering, metallurgy and minerals geoscience. Over the past fourteen years, this all-of-industry approach in securing the long-term supply of these critical skills (which remain a chronic skills shortage for the Australian minerals industry) through nationally collaborative programs across sixteen Australian universities delivers spectacular and sustainable results for the industry. These unique, world-first programs are built on a healthy platform of dedicated industry funding and in-kind support and forms part of the MCA’s broader uninterrupted, sustainable education and training pathway to increase workforce participation, workforce diversity and workforce skills, regardless of the business cycle in the industry. This paper will highlight the origins, iterations and current successful programs of MTEC, including its future vision, and presents a mechanism for industry and academia to collaborate to address future professional skills needs in the minerals industry globally.

Pasminco Century MineÆs slurry pipeline was commissioned in November 1999. It currently transports zinc and lead concentrate slurries in batch form to the Port facility, 304 km away in the Gulf of Carpentaria. The Pipeline and the Port have gone through several stages of continuous improvement to match the successful ramp-up of the concentrator. Improvements in the Pipeline and Port Operations have included: commissioning of the first slurry pipeline that delivers two products in the same pipeline in batch mode; management of batches throughout the pipeline and port system to minimise cross contamination of both concentrates; operation of the slurry pipeline to achieve high availability of the system; operation of the pump station interfaced with preventive maintenance to minimise unplanned shutdowns; continuous monitoring of pressures throughout the single-station, 304 km slurry pipeline; redesign of the Rotary screw feeder; redesign of the Dryer Control System; installation of a larger Induced Draft Fan; optimisation of the dryer internals to achieve a product of narrow size distribution and pellet integrity; redesign of the stockpile ventilation system; and the development of a surface sealant. This paper describes the early commissioning of both the Port and the Pipeline and the continuous learning and Quality Improvement Project initiated at the Port to focus on concentrate quality given the propensity of the fine concentrate to self-heat during storage.
