El presente trabajo explora la legislación nacional en cuanto a los ecosistemas que necesitan medidas especiales de gestión, la norma aprobada de compensación ambiental y los lineamientos internacionales vinculados con la gestión de ecosistemas en proyectos mineros en función de su pertinencia con la realidad minera peruana. Asimismo, propone una metodología a seguir para una adecuada gestión de los impactos sobre la biodiversidad y presenta algunos ejemplos tangibles desarrollados en nuestro medio y realidades similares.

Production of crude oil in Tennessee during 1942 was approximately 8600 bbl., a decrease of 6500 bbl. from the production of 1941, and the lowest since 1934. As usual, the greater part of the production was from the Mississippian limestone pools in Scott and Morgan Counties. Some half dozen wells in Fentress and Clay Counties pumped intermittently produced about 1000 barrels. Natural gas was marketed from wells in Morgan and Fentress Counties for consumption in the Sunbright and Jamestown areas respectively. Figures are not available for the Morgan County production but 7,378,000 cu. ft. of natural gas was produced in the Jamestown gas field from six wells. The production of oil by counties is shown in Table I. Developments Drilling activities reached the lowest ebb since 1933. Only 10 wells were spudded during the year, one of which was drilling on Dec. 31, 1942. Of the nine completions, two were gas wells in the proven area south of Jamestown in Fentress County and seven were dry holes. The total footage drilled during the year was 14,198 ft.; the average depth of wells was 1578 ft. The completions are listed in Table 2. The distribution of tests according to physiographic divisions is given in Table 3. East Tennessee.—One well was drilled to 4219 ft., the second deepest well in the state, in Campbell County. The test was in the highly disturbed Valley and Ridge Province, an area long considered the most unfavorable in the state for the accumulation of oil and gas. Cumberland Plateau.-—There were no completions in the Cumberland Plateau area, although an old well drilled deeper found oil from 935 to 965 ft. in the Mississippi lime. This test has created a considerable amount of interest in the area and an active leasing campaign was underway early in 1943. Eastern Highland Rim.—Five completions on the Eastern Highland Rim brought in two small gas wells in Fentress County, which will be used to augment the supply for Jamestown. The producing horizons are shaly limestones of Ordovician (Trenton) age. Two wells in this area were drilled to the upper part of the Knox dolomite group. The most significant test during the year was the Stanolind Oil and Gas Company's test in Putnam County. This well, on a well-defined surface structure, was abandoned in the upper Knox dolomite group at 2130 ft. A show of oil was logged in the Knox at 1653 to 1661 ft. Northern Highland Rim.—Three tests widely separated in the Northern Highland Rim were dry.

A large amount of wastes from the preparation plant is produced. The properties of these wastes vary depending on the mineralogical contents of the mother rock in which the coal is embedded. The waste quality depends on the method of mining and cleaning. The waste mainly consists of clays, quartz, carbonaceous materials, mica, pyrites and so on. About 55 per cent of coal-ash is now utilised and the remains are disposed of at the disposal sites, however, the life of the disposal site is limited. Moreover, it is difficult to find new disposal sites. Therefore, it is requested that the percentage of the utilisation of the coal-ash be increased in every field in Japan. So, it is very much available if the injection material for natural/artificial openings can be applied on the cement that is added to flyash. Among the man-made pozzolans, a flyash is probably the most successful component used in grout injection. When flyash is added to Portland cement concrete, the same kinds of oxides as those of the cement are being added. As an injection component, flyash acts, in part, as a fine aggregate and, in part, as a binding component. However, there is not a substantial alteration of the properties of the original component. From these points of view, in order to clarify to what degree the flyash content affects the properties of the injected grout mixture; different combinations of flyash, Portland cement and water were considered by means of several experiments.

Many organisations struggle to yield meaningful outcomes from incident investigations. This paper will demonstrate that we can discover systemic issues by rethinking the ‘Why’ and ‘How’ of investigations, fostering genuine risk reduction. Key points: 1. Shift from ‘prevent recurrence’ to ‘learn and reduce risk’: conventional investigations focus narrowly on recurrence prevention, resulting in narrowly focused investigations with limited ability to identify and reduce organisational risk. Redirecting our objective to learning and improvement opens avenues for broader risk mitigation. 2. Understanding daily work for risk insights: recognise that work is not always completed in full compliance with procedures. Workers will adapt how they complete tasks influenced by the conditions and management systems that exist every day. Understanding the conditions and systems affecting everyday work is vital for uncovering systemic risks. 3. Unearth systemic issues through in-depth exploration: many investigations address surface concerns such as lack of training, incorrect procedures, equipment not being maintained, and missing overarching organisational risks. Systemic, organisation-wide risks are not identified. To discover these systemic issues and create shared learnings, investigators must question management systems, including resourcing, planning and risk management. 4. Design actions for safe failure: common actions like discipline and training fall short and do not reduce risk. Resilience emerges from well-designed controls. Incorporate planning, better resources, interlocks, and guarding to bridge the gap between task execution and risk. 5. Investigation Reports as a Business Case: Investigation reports should not simply state historical information regarding an incident. They are to facilitate decision-making and be presented as a business case to drive change. Organisations can move beyond localised risk and ineffective administrative actions by changing investigation objectives and methods. They can facilitate learning, understand daily work intricacies, identify systemic issues, and enhance the capacity for safety, driving lasting risk reduction.

Preliminary examination of the McCormick chromite property was made by the Federal Geological Survey and the Bureau of Mines during the spring and summer of 1943. In October 1943 an exploratory project was undertaken by the Bureau in cooperation with the Survey and was completed in February 1944.The urgent need during the war for high-grade lump chromite such as produced at the McCormick mine, was one of the pertinent reasons for the project. The McCormick mine is situated about 12 miles southwest of the town of Sonora, in the foothill belt of the Sierra Nevada Mountains, Tuolumne County, Calif. The chromite occurs as irregularly shaped lenses in masses of dunite contained in a steeply dipping, sheared, serpentinized zone of peridotite, near a contact with granodiorite.

APRIL BEGAN with increased disorder in the Ruhr and some blood-shed. The war cloud in the East disappeared, however, with the signifi- cance by the Turks of their intention to return to Lausanne to negotiate a treaty of peace with the Allies. The French occupation of the Ruhr continued during April without there being any spectacular develop-ments. Of course there was surliness on the part of the Germans. In the meanwhile the statesmen on both sides were intimating what they might give and what they might take, sounding the sentiment of their respective populaces. The British Government found that its revenue for the last fiscal year has been greatly in excess of expenses. The surplus was applied to reduction of the debt. A consequence of this development has been a reduction in British taxes for the ensuing year, which has naturally created a much better feeling in Great Britain. On the other hand the unemployment situation in Great Britain caused increasing alarm. At the begin-ning of April about 1,500,000 men were out of work and the thought was developing that this might be not merely a temporary emergency, but a long continuing condition. The uneasiness of the workers themselves began to be exhibited in increasing strikes and threats of strikes. There were important domestic events during April. The six miners who were on trial in Illinois for the Herrin massacre were acquitted, following which the State dropped further prosecutions on the ground that Williamson County is so thoroughly under labor domina-tion that justice could not be had there. The Supreme Court of the United States on Apr. 10 handed down a decision that an act of Congress fixing minimum wages for women in the District of Columbia was unconstitu-tional, being interference with the freedom of contract included within the guarantees of the fifth amendment. Advances of wages became more general during April. The leading event under this head was the action of the United Steel Corporation putting into effect an.11 per cent. increase in the wages of common labor on Apr. 16, by virtue of which the rate per hour was raised from 36 c. to 40 c. This was dictated by competitive conditions, the labor difficulties of the steel industry being due less to a scarcity of men than their disinclination to take jobs in that industry while the building and other industries were paying as high as 60 c. per hour for similar work.

A large open pit is planned at the site of an existing underground mine. Strategic planning work has been undertaken to investigate the project value associated with an expansion of underground operations in conjunction with the proposed pit. Previous analysis determined that any depletion of the available pit resource that changes the optimum pushback sequence has a significant negative impact on overall project value. Therefore, to investigate the viability of an underground expansion requires a system to identify the stope resource that would add value to a combined operation if mined ahead of the pit. The key solution to this problem was to generate a resource model variable that defines the blocks, which have greater discounted value if mined by stoping rather than by the open pit. A key assumption was that the open pit is the main driver of overall project value. From the identified potential underground resource, series of mineable stope shells were generated at a range of cut-offs. This stope reserve data formed the input to a mixed integer program based software tool that was developed and used to optimise the underground mining plan, at conceptual level, for various project configurations. A dynamic programming tool was then applied to evaluate the optimum value of a combined open pit and underground operation. The overall objective of this project was to determine the strategic plan that yields the optimum value for a combined undergroundûopen pit operation. The results provided a clear focus and direction for more detailed design and planning.

THERMAL conductivities of several samples of uranium and uranium alloys were determined using an apparatus previously described.' The value previously reported for uranium,' 0.035 cal per sec per cm per "C at 70°C, is in error due to the failure of a thermocouple during the determination on uranium. The defective thermocouple was detected after a reanalysis of the data obtained during the run and since has been replaced. Subsequently, runs on several samples of uranium show the thermal conductivity of uranium to be 0.069 cal per sec per cm per 'C at 70°C. The accuracy of the determinations was checked by measuring a sample of synthetic sapphire whose thermal conductivity was previously reported and found to be in agreement with other values."-" The values given in Table I are believed correct to % 3 pct or 0.003 cal per sec per cm per "C, whichever is larger. "Recent advances in technology and the growing environmental concern have laid emphasis on the usage of fine clean coal. Coal fines are also generated in large amounts during various coal processing operations and are difficult to be treated, handled and disposed. Since most of the operations use water as the carrying medium, the fines so generated contain lot of moisture. Conventional technique for processing coal fines includes flocculation by a polymeric reagent followed by moisture removal using a rotary drum or a pressure plate filter, which produce a product with more than 30% moisture. Polymeric flocculants though required in small amounts, need high shear mixing for good performance and operate only in a narrow pH range. Moreover they increase the viscosity of the solution by many folds. Hence it becomes imperative to emulate newer methods for efficient fine coal processing. One such method is the novel use of microorganisms in coal processing.The present investigation deals with the utilization of two gram-positive microorganisms, Mycobacterium phlei and Bacillus subtilis, as bio flocculants and dewatering aids in fine coal processing. Preliminary characterization done on J-coal and M.phlei showed that they are negatively charged over most of the pH range. B.subtilis was found to possess positive charge below pH 4.7. The adhesion studies proved the high potential of microorganisms for adsorption to surfaces. Adhesion tests were conducted at various experimental conditions by varying parameters like pH and ionic strength of the suspension. Results obtained showed that adhesion is always higher in the presence of an electrolyte like KNO3 and most of the adhesion takes place in 15 minutes. With change in pH the amount of B.subtilis adhering on to J-coal remained almost constant and for M.phlei it decreased at higher pH values. Increase in ionic strength did not increase the adhesion of bacteria. Flocculation experiments confirmed the ability of the bacteria to act as bio flocculants. It was seen that about 98% of the coal settled in about 2 minutes on the addition of bacteria along with the addition of the electrolyte. The electrolyte was found to be indispensable for efficient flocculation of the coal suspension and for the attainment of a clear supernatant after flocculation. Also the optical micrographs revealed the formation of large, tight flocs when the electrolyte is present along with the bacteria. Further, flocculation tests were done in the pH range of 2-10 and the flocculation efficiency was found to be independent of pH."

. EVEN before the arrival of Cortes in 1519, the history of Mexico was closely linked to that of its mineral production; the mining activities of the Aztecs being thus described by Clavigero, one of the early historians: In the mountains of Anahuac there abound in veins all kinds of metals, and infinite variety of other fossiliferous products. The Aztecs obtained gold from the countries of the Cohuijques, of the Mixtecas, of the Zapotecas and from various other places. They gathered that precious metal usually in grain, from the sands of the rivers, keeping a certain portion for the crown. They obtained silver from the mines of Taxco, of Tzumpango and others; however, this metal was not as esteemed by them as by other neighboring nations. They had two kinds of copper; one hard, which they used instead of iron to make sickles; lances and all kinds of rural and military instru-ments and another, soft, with which they made kettles, goblets and other receptacles. This metal abounds mainly in the province of Zacatula and in that of Cohuijques, which at present is in the kingdom of Michoacan. They obtained tin from the mines of Taxco and lead from those of Izmiquilpan, located in the country of the Otomies. From the tin they made money, and the lead, we know they sold in the market places, but we ignore the uses to which they applied it. They also had mines of iron in Tlaxcala, in Taxco and in other places; but they either had not discovered them, or did not know how to make use of the metal they contained. In Chilapa there were mines of mercury, and in other places there were mines of sulphur, alum, vitriol, cinnabar, cohre and of a white earth which they esteemed highly. As regards mercury and vitriol, we do not know of what use (they were to them; the other metals they used in paintings and dyes. There were then great abundance of amber and asphalt-bitu-men of Judea-on the coast of the seas and many cities of that territory paid tribute of one and the other to the kingdom of Mexico. They mounted the amber in gold, and it was only used as ornament and display by them. With the asphalt they made certain perfumes.

A water-balance model with deterministic and stochastic components was developed and used for the Gilt Edge Mine Superfund Site in South Dakota. The model was developed to evaluate the risks of contaminated runoff discharging to surface waters based on assumed water treatment plant (WTP) rates, for different remedial alternatives. The objectives of the modeling were to use a stochastic approach for the analysis of precipitation based on historic records and to make a probabilistic estimation of annual and monthly runoff from disturbed/mining activity areas that now require, or will need, treatment at the WTP, water storage and changes in a major pit, and risk of contaminated water bypass of the WTP to a downstream drainage. Subareas/source areas generating contaminated runoff requiring treatment were delineated. A simple water-balance model was used based on precipitation inputs and evapotranspiration and groundwater losses. Annual and monthly precipitation records for Lead, South Dakota, were used to estimate precipitation at the mine site. A lognormal distribution was estimated for monthly precipitation. The stochastic software package/ Excel add-in "@Risk" was used to generate random monthly precipitation values using a Monte Carlo method based on the distributions. The average annual and monthly distribution of pan and lake evaporation and of groundwater losses were also estimated for the site. Stochastic outputs from the model for the end of each month and year included contaminated runoff requiring treatment, water storage in mine pits and the risk of WTP bypass given different assumed WTP rates. The probability of the time required to dewater the pits was also modeled.

The need for effectively evaluating the potential for surface subsidence due to under- ground mining has been widely documented. As the emphasis within the coal mining industry changes to reflect the increasing demand of this resource, the potential for damage due to differential surface subsidence will certainly become more acute. The present state-of-the-art of predicting ground motion due to underground excavations is, at best, primitive when one considers the immense complexity of possible geological inter- actions. For the most part predictions have been limited to empirical evaluations based upon earlier case histories. While the tools of the subsidence engineer are limited, they are important and serve to provide reasonable bounds for possible ground motion. As underground mining becomes more extensive, however, there will be many instances where excessive subsidence will be most undesirable and yet there may be few, if any, case histories similar to the operation in question.

The coal resources of the Singleton- Muswellbrook area of New South Wales are of major importance to Australia, and are likely to play a significant role in meeting the expanding demands for energy in many countries of the world. Coal resources of 45 thousand million tonnes of which 15 thousand million tonnes lie at a depth of less than 200m have been estimated. The history of coal mining in the area commenced in the mid 1800's and has been one of fluctuations in production but of rapid expansion in more recent years. It is destined to become the largest coal producing area in New South Wales. Coal is being won from the area by strip mining, open pit mining and by underground means. The techniques involved are described. The area is well endowed with infra- structure such as modern towns, railways, road- ways and access to port facilities. Production of both coking coal and steaming coal is expected to rise significantly within the next 25 years. A large proportion of the State's anticipated increased production to between 117 and 177 million tonnes by the year 2000 is likely to come from this area.

Also recoverable are other metal species that are often associated with sulfide ores, such as cobalt, platinum, gold, silver, etc. Flotation of metal sulfide ores has been successfully practiced at the industrial scale for more than 50 years. It is the relative technical/economic ease of floating metal sulfide minerals that has been a major driving force behind the rapid expansion in the supply/demand of metals over this 50 year period. It is estimated that 1.6 billion tons of feed sulfide ores are processed each year in the free world based on the froth flotation process, Klimpel (1987) and the manufacture/use of associated chemical reagents is a major portion of the 1.5 billion dollars (U.S.) free world mining chemicals business, Klimpel (1988b). The use of froth flotation appears to be increasing partially due to the ever decreasing feed grades and liberation sizes of the feed minerals. Froth flotation has shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a variety of equipment configurations. Such operations exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the widely used mechanical flotation cell is scalable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required -- pH regulators, frothers, collectors, activators, and depressants -- are all relatively inexpensive and common. They are not usually used in large quantities. While there has been a tendency for the quality of metal sulfide ores in any one geographic location to deteriorate over time due to mining intensity, the overall global supply of sulfide minerals is still very ample. Thus, the physical supply side of sulfide ore concentrates has not been under strong technology improvement pressure with increasing metal demands. Part of this is due to the ability of capital to consistently move to new geographic sources having suitable-grade sulfide ores. In these moves, the actual froth flotation technology used (including collector chemicals) has had to change little. As an illustration of this trend, of the approximately 80,000 metric tons of thio collectors used commercially (1980) in the free world, almost 987 were known and manufactured in some form 25 years ago. This is clearly not typical of reagent development in other process-related industries. In addition, the industrial-scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully on an industrial scale for many years. Thus the industrial process of froth flotation, especially as applied to the recovery of sulfide minerals, poses a dilemma: such a process is widely used, economic, versatile, forgiving, etc. and yet is still not very well understood in a mechanistic sense leading to prediction of results from fundamentals even after 50 years of usage. Lack of such predictive ability has not limited the general over-all industrial use of froth flotation in sulfide mineral recovery. Rather the lack of

INTRODUCTION Since 1975, Union Carbide Corporation has been conducting uranium exploration in southwestern South Dakota. This program has resulted in the discovery of an ore body about eight miles north of Edgemont in Fall River County. The site which was previously mined for uranium in the 1950's and 1960's consists of 950 lode claims (approximately 20,000 acres) and is within the Black Hills National Forest. Preliminary development plans indicate that fewer than 200 surface acres will be involved in the mining and heap leaching of the ore. The ore occurs in both the Fall River and Lakota formations. The exploration to date has developed something in excess of two million tons of ore averaging -0.1% U308. About 75% of the ore is expected to be mined from underground with 25% coming from five to seven small pits. The surface mining will be extensions of previously mined areas with a disturbance of 35-40 new acres near 35-40 previously disturbed acres requiring a total reclamation of 70-80 acres. Several options for processing the ore including conventional milling by UCC, conventional milling in joint venture with another producer, and heap leaching are under consideration. This paper is concerned with the preliminary assessment of the heap leaching option based on the limited test work conducted on surface samples and on available cores from the deeper ones. The final design for a commercial operation will not be available until an underground bulk sample has been obtained and evaluated. Union Carbide has been operating heap leach facilities commercially since 1973 at Gas Hills, Wyoming and Maybell, Colorado. In 1998, Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903 +/- hectares (22,000 +/- acres) on Black Mountain, which contains the state’s highest point, as unsuitable for mining. A fast track legislative process was triggered which could have "taken"100 million tons of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed.

Mine ventilation survey data includes generally redundant, usually inconsistent, often incomplete, and always noisy measurements. Yet, these data are essential for operational decisions and represent the foundation of any mine ventilation systems model used for future engineering analysis and design. For example, the basic ventilation network geometry can be measured with a reasonable precision, the network flows can be measured, but with significant errors, and the branch resistance factors can not be directly measured at all. The network-based, constrained weighted least squares approach, presented in this paper, advances a method for the sys tem-wide adjustment of ventilation branch measurements and the consistent estimation of global system parameters (e.g. branch flows, head losses, and resistance factors). The constraints guarantee that the adjusted values satisfy the governing physical laws: conservation of flow, conservation of energy, and the appropriate energy dissipation rule (e. g. Atkinson's RQ2). The weights allow for the proper inclusion of data with widely disparate precision, as well as offering a simple method for retiring old data as the mine changes through time. The post-adjustment sensitivity analysis presents two potentially useful forms of analysis: the identification of previously unspecified leakage branches, and the semi- automatic recommendation for future ventilation measurement campaigns. The overall efficiency of the algorithm is exemplified by the fact that a ventilation network with hundreds of branches and thousands of measurements can be routinely adjusted on a microcomputer.
