RECENT interest has been shown in utilizing solid-state techniques for obtaining large oriented grains in the Alnico Alloys.1-4 Unfortunately, due to the inherent brittleness of these materials it is difficult to introduce sufficient imperfections by deformation to support the nucleation and growth of new, recrystallized grains. As a result, recrystal-lization methods for obtaining large grains, such as the strain-anneal technique, do not appear to be feasible. Steinort et a1.2 used a combination of a thermal gradient and internal strains to obtain large single crystals of Alnico 5 from a poly crystalline casting by annealing at temperatures above 1200°C. It was suggested that the strains were the result of the precipitation of the y phase which exists between -850° and 1200°C. By the death of Prof. Pettee the Institute has lost one of its earliest, most distinguished, most useful and most beloved members. Among those who survive him there are few who have rendered services of equal professional value or unselfish devotion. The warrant for this statement will be amply furnished in the present brief notice of his life and work. William Henry Pettee was born, January 13,1838, at Newton Upper Falls, Mass., where hie childhood and youth were spent. His father, Otis Pettee, a manufacturer of cotton cloth and of cotton-mill machinery, died in 1853. Up to that time, the son had been educated mainly in the district school; but, being inclined by temperament and constitution rather to books and study than to physical exertion, he had been wisely rest,rained in mental activity, and required, for a season, to work regularly in the foundry and machine-shop of his father. Unquestionably, this discipline not only benefited his health, but also constituted a valoable preparation for his subsequent professional career. In 1857, after suitable preliminary study at various New England academies, he entered Harvard College, where he took high rank in the classical course then required, was selected in his Junior gear to deliver a Latin oration; was elected a mem-

Recent start-up of a new 3450 t/d (3800 stpd) copper-zinc concentrator complex in northern Manitoba, Canada, is expected to open new reserves and dramatically cut transportation costs for Hudson Bay Mining and Smelting Co.'s Snow Lake operations. The new $C33-million mill is located in Stall Lake, Manitoba, and includes a new crushing and grinding facility and two flotation circuits for the production of 23-25% copper and 55% zinc concentrates. A small amount of lead concentrate will also be recovered. The plant will produce some 145 000 t/y (160,000 stpy) of concentrates, to be shipped by rail to the firm's Flin Flon copper smelter and zinc refinery complex, located 177 km (110 miles) to the west on the Saskatchewan-Manitoba border.

An empirical criterion is presented for use in estimating the strength of heavily jointed or weathered rock masses. This criterion incorporates the intact strength of the rock material and introduces two dimensionless parameters m and s which characterize the behaviour of the interlocking particles in a jointed rock mass. The use of rock mass classification systems for estimating the values of these parameters is discussed. The application of this non-linear failure criterion to the analysis of slopes is illustrated by means of a worked example.

Procedure for approval by the U. S. Army Corps of Engineers of a new source of aggregate is in three phases. Phase 1 consists of an investigation of a quarry or proposed quarry by district geologist and laboratory geologist and/or petrographer. The quarry face or suitable outcrop is logged in detail or, if exposures are poor, cores may be taken to determine whether further investigations are warranted. Phase 2 consists of thorough laboratory testing. Cores and crushed material are subjected to a number of acceptance and quality tests for soundness, absorption, abrasion, reactivity, and other properties. Petrographic analysis is also made. Phase 3 is a physical and economic study of the site and involves determining quantity of stone avail- available, amount-and character of overburden, condition of haul roads and distance to rail shipping point, plant flow sheets and capacity, aggregate sizes produced, and approximate price of material at plant.

HISTORY In 1923 John Campbell Miles discovered the Mount Isa deposit after finding and submitting for assay some “unusual and heavy rocks”. Six months after submission he received the assays of his original samples which indicated high lead-silver values. The deposit area was isolated and unknown geographically and not served by even a rough country road. The isolation of Mount Isa coupled with the depression years had a strong influence on the rate of development of the area. These two factors resulted in a slow amalgamation of the early individually held leases and the lack of ready finance to begin serious mining of the deposit. Initially, surface lead-silver-zinc mineralisation was proved and diamond drilling to shallow depths showed the presence of a viable orebody. Limited underground development work was initiated and open cutting associated with glory holing commenced. Due to the metallurgical problems associated with the ore and due also to unsuspected change in metallurgical conditions as the ore deepened into what is known today as the transition zone, major problems of finance were recurring at frequent intervals. Despite low metal prices the development of the mine continued due to continuing infusion of capital. During the 1939-45 war years a surplus of lead was being produced in Australia, but a grave shortage of copper was apparent. About this time copper ore had been found to the hanging wall of the then known major lead orebodies. At the request of the Australian Government, lead production ceased and copper production commenced.

"The Drumbo Mine is a new gypsum mine located at exit No. 32 of Highway 401 between Woodstock and Kitchener, Ontario. The flat-lying 6-foot (1.8-metre) bed of gypsum is near the base of the Silurian Salina Formation, about 380 feet (116 metres) below surface. The mine is owned and operated by Westroc Industries Limited. A shaft, 12.5 feet (3.81 metres) in diameter, was drilled and then lined with a liner-sinking technique new to this continent. The shaft was completed in the fall of 1977. Gypsum production was started in December 1978, employing a conventional room - and - pillar method of mining.Historical BackgroundA brief mention of gypsum in the Drumbo area is included in a survey of the Ontario gypsum industry by Guillet. This occurrence was discovered in 1958 when National Gypsum conducted some widespread diamond drilling. Western Gypsum Products Limited acquired leases in 1960 and concentrated a drilling program in Blenheim Township near the village of Drumbo; 79 holes were drilled in an area of 1900 acres (770 hectares). Mining rights were then acquired for 170 0acres (690 hectares). A test shaft, 44 inches (1.1 metres) in diameter, was drilled to obtain a 50-ton (45-tonne) bulk sample. This opening will be used as an emergency escape way and for ventilation.Westroc Industries Limited, a wholly owned subsidiary of BPB Industries, has its head office at Mississauga, Ontario and operates gypsum board plants at Mississauga, Vancouver, Calgary, Winnipeg and Montreal. Production of petroleum in Trinidad during 1938 reached the record figure of 17,737,061 bbl., an increase of approximately two and a quarter million barrels over 1937. The principal development during the year was along the Guapo fault, which extends from Point Ligoure to Coora across the southwest portion of the island. This fault has been proved to be a major factor governing oil accumulation in the area. At the southeast end of the fault the Coora field has been actively developed during the year and already ranks as one of the major productive fields of the island. Approximately seven miles to the northwest, another richly productive area has been developed on the north side of the fault at Los Bajos, while several widely spaced wells along the fault in the intervening area suggest that the whole seven miles betwen Los Bajos and Coora will prove productive. The Penal field was placed on regular production during the early part of the year on completion of a pipe line to the Point Fortin refinery. This is a shallow pumping field with a daily output of 2000 to 1500 bbl. of heavy oil. Down-flank extension of the oil-producing structures of Forest Reserve, Kern and Point Fortin have considerably extended the proven acreages on these structures and exploitation of the deeper Cruse sands on these structures has also materially increased the known reserves. Wildcat drilling has been active in several areas. Four wells have been completed in the Mayaro district; four at Moruga; six at Cedros; six in the Morne Diable area; one at Erin and one at Point Ligoure. Few data are available from these areas, but it is understood that some cncouraging results have been obtained. In the northern basin, north of the Central Range, two locations were spudded in at the end of the year after extensive seismograph surveys. Both these locations are scheduled for depths in excess of 10,000 ft. This northern basin is entirely untested by the drill and the present drilling program is being keenly followed by all operators in Trinidad.

Starting in 1967 two major hydroelectric power projects have been implemented in East Africa viz. Kafue Gorge in Zambia and Great Ruaha in Tanzania. The two projects have similar characteristics and each consists of an underground power plant, a dam in connection with the power plant and a reservoir dam. The power plants are both designed and constructed according to principles applied in Scandinavia for a long time. Each consists of a headrace of a horizontal unlined rock tunnel with a length of about 10 km, vertical penstock shafts, machinery and transformer halls in large rock caverns and a tailrace of an unlined rock tunnel with a length of about 1 km. The head of the power plant of Kafue Gorge is 400 m, Great Ruaha 175 m, the capacity is 900 MW and 200 MW respectively. Both plants were executed in one stage, but building and erection works were made in two stages. However, the power plants show some interesting differences in design. The power plants are briefly described in the following, special regard being paid to the excavation works. In October 2005 Phelps Dodge mining, a US based company, visited several Australian mining companies and mine sites to ascertain the current applications of risk management methods in the organisation. The results of this review, documented by the author, indicated a ælayeredÆ approach from high level site or major hazard analysis through to face level, æstop and lookÆ, methods. The approaches of several companies were summarised in one simple layered model. This model is helpful to other sites and companies to identify potential improvements but also offers an image of best practice that may assist with the governance of OH&S by both company boards and community regulators. The issue is particularly relevant as we discuss national consistency in mining regulation. This paper examines the layered model, the company and site approaches that helped define the model, as well as the suggested implications of the layered model to governance.

The market prices received by producers of internationally traded commodity metals have been, and continue to be remarkably volatile and unpredictable compared with most other traded goods and services. This volatility results in an erratic financial performance on the part of producing companies, disruptive and often inflationary cost changes for consumers, unreliable tax revenues and export earnings for host governments and severe social and economic pressures on local, sometimes remote, communities which are dependent on the activity in question. Generally speaking, price volatility appears to be associated with the inability of the metal producing side of the industry to regulate the volume of supply in a manner that is consistent with metal demand, which in turn reflects broad macroeconomic and industrial developments around the world. This statement does not purport to apply to all metals or to all instances of volatility of course. Price movements may occur as a result of pure speculation or even illegal manipulation of the commodity markets. Embargoes, boycotts and other politically induced supply changes may contribute. Threatened or actual strikes also cause artificial swings in sales volumes and prices. How- ever, most of these developments are of a short-term nature. Yet metals price cycles may last for several years, as demonstrated by the extended copper price trough from 1981 to 1986. This paper deals with price volatility which reflects long-term economic cycles and the adaptive processes that exist within the industry in response to such cycles. Special emphasis is placed on the role of forecasts and forecasters in these processes. It should be said at the outset that this reflects the personal experience of one forecaster working in private sector commercial consulting practices that are independent of producers, consumers and host governments. However, the experience does cover the entire period since 1973 and has involved working with a substantial majority of the major companies that supply high volume commodity metals. By way of background it should be stated that the post-1973 world economy has provided a challenging environment for forecasters. One cannot be precise about the forecasting record of either industry insiders or outside consultants, financial analysts and academic forecasters because comprehensive records have not been kept, or if they have the results are too embarrassing to be published. Institutions such as the World Bank have published forecasts of the prices of major commodities on a regular basis and these have, presumably, had some influence on financing decisions in the industry. This record along with our own experience and numerous discussions with metal producers, major consumers and host governments permits certain generalizations to be made. The most important of these is that during the early 1980s. from about 1980 through 1985/6, the forecasters system- atically and substantially over- estimated metal prices. While some fore- casters did correctly anticipate a recession in the early 1980s and some consequential decline in prices, the magnitude and duration of the decline was far greater than anyone foresaw. This systematic forecasting "failure" appears to have occurred independently of the forecasting methodology employed. Moreover, its extent cannot be explained by obvious factors such as incorrect macroeconomic assumptions. "Considering the dominant role of fertilizers in global phosphate production, it is evident that with the ever increasing development in agriculture there will be a growing demand for phosphate beneficiation. With the rapid depletion of high quality reserves, investigations into more complex and lower grade ore bodies are required. The Minerals Processing Division at Mintek has been involved in process development and flowsheet design projects on phosphate resources since 2003. This paper will discuss the processes that Mintek has explored and employed to upgrade various phosphate ore bodies (>30% Phosphorous Pentoxide (P2O5)) in preparation for end user application. These are aimed at an improved understanding of ores in terms of their varying mineralogy and the development of appropriate process routes to meet product specification. OVERVIEW OF MINTEK Mintek is a state owned science council that undertakes R&D, consulting and sells products and services into the minerals beneficiation industry. Mintek has been in existence for 83 years with a current permanent staff complement of 750 of which 300 are professionals with a tertiary education. Being a non-profit organisation, the majority of funding comes from state grant and earmarked funding. All research is needs-driven exploring innovation through technology and process optimisation trends. Owing to a solid base of expertise, extensive laboratory and pilot facilities, and a historical database of knowledge, Mintek is well positioned and equipped to execute projects on a scoping, feasibility, prefeasibility and bankable level. USES OF PHOSPHATE Phosphate is the component in fertilizer essential for root and stem development in plants as well as rejuvenation of harshly depleted soil for which there is no agricultural substitute. Phosphate rock is essential for global food security with 87% used in the production of fertilizers. In agriculture as fertilizer, phosphate is one of the three primary plant nutrients in addition to nitrogen and potassium. In former times, it was simply crushed and used as is, but the crude form is now only used in organic farming. Normally it is chemically treated to make Single superphosphate (SSP), Triple superphosphate (TSP), or Mono-ammonium phosphates (MAP) and Di-ammonium phosphates (DAP), which has a higher concentration of phosphate and is more soluble, thus more suitable for plant absorption."

By now most readers of this column are aware that it no longer has a regular editor. Tom Murphy, who did the job so well, has had to bow out because of his duties in Australia---duties that keep him from the luxuries of such things as typists and typewriters for rather extended periods of time. We will miss his regular contributions but hope and expect to hear from him as a guest columnist from time to time. Finding an editor to function on a regular basis turns out to be no simple task. This does not mean that there may not be candidates around who would secretly enjoy having their arm twisted into a "yes" position, but at the moment none has been found. Anyway, at the Salt Lake City business meeting it was agreed that we should try to spread the load around. To that end, the Regional Vice Chairmen were specifically singled out as one potential source of contributions. These fellows should have an opportunity for a hearing during their term in office. The existing organizational set-up of the IndMD Division may be a little unfair to this group of officers. The limited responsibility outlined in our Manual of Official Duties and Responsibilities does not offer them much chance for self-expression. Probably the by-laws were written so as to have a geographic representation of membership in case it should be needed at some time. But that is another subject. The point is that now these regional officers have an opportunity to speak out on topics of their own choosing through this column. Some have already done just that. There are also other potential contributors to the column. One is the Secretary, who twice a year uses the column for distributing the minutes of our business meeting to the members. Another is the outgoing Division Chairman. In Salt Lake City, it was decided that this officer should be challenged to contribute something each year as a means of reviewing events of the past year or explaining what should have happened but didn't. I am, therefore, trying to accept that challenge.

Papua New Guinea has permitted its first underwater mine. Nautilus Minerals (PNG) Limited is the company permitted to operate the Solwara 1 project. The project is located 30km off the nearest island of New Ireland in the Bismarck Sea. The successful permitting of the activity was due to the existence of a broad legislative framework and the collaborative efforts of stakeholders. Challenges faced included the lack of specific guidelines or policies for underwater mining; lack of existing technology and/or mining method; lack of benefit sharing mechanism for such a project and management of the perceptions of local communities that fear environmental degradation by the mining project. This presentation shares the experience of Papua New Guinea?s first under water mine. A background of the country, the project and the legislative framework are presented. Followed by the challenges and approach taken to permit the project.

"Surface coal mining production from Elk Valley and area in southeastern British Columbia began in 1913. Since 1970, five open-pit mines have been put into production: Westar Mining&apos;s Hanner and Greenhills Operations; Fording Coal&apos;s Fording River Operation; Byron Creek Collieries&apos; Coal Mountain Mine and Crows Nest Resources&apos; Line Creek Operation.ln 1983 these mines produced 14.9 million tonnes of raw coal at an average strip ratio of 4.9 bank cubic metres of waste to 1.0 tonne of raw coal. This is 70% of the estimated 21.1 M tonnes annual capacity .Multiple seams are recovered with truck/shovel and dragline equipment. There is a wide range of equipment types in use with a recent trend toward larger and more mobile equipment.Coal mining in Elk Valley involves advancing along strike in four steps: hangingwall waste removal; seam cleaning; coal recovery; and foot wall waste removal. Each mine is unique in its approach to these four steps but the truck/shovel methods can be categorized into three main groups: seam dips < 35 degrees as at Harmer, Fording and Greenhills; seam dips 35 to 50 degrees as at Line Creek; and seam dips >50 degrees as at Byron Creek. Dragline mining at Fording involves bath waste and coal removal by draglines."

Introduction In response to industry needs and requests, Joy Mining Machinery is aggressively evolving a "game changing" system of underground development mining machinery. This entry-development system (EDS) project is concentrated on providing clean, protected and ergonomic operator areas and a quantum leap in productivity. To meet these goals, a virtually continuous and automated mining system is needed. Operators must be able to efficiently and ergonomically perform required functions from a protected environment. Health-related issues, such as respirable dust and noise, must also be addressed. A new concept system of integrated face equipment, from the continuous miner to and including advancing the section belt and services, is needed. Phase I of the project was aimed at developing the bolting technology required. Through acquisition of Cram Australia and joint development efforts with Canyon Fuel Co., Joy now has this capability. The test platform, known as the Joy Multibolter, has successfully completed its trials at Canyon Fuel&apos;s SUFCo Mine (Fig. 1). These tests validated the bolting technology and operator protection and ergonomic issues. Phase II includes the development and testing of an integrated mining machine (IMM) capable of advancing a heading 1.5 m (5 ft) while simultaneously cutting a fullface width (single pass) and installing a complete bolt pattern. The IMM, unveiled at MINExpo 2000, incorporates the bolting technology of the Multibolter with automated full-face cutting. This machine was designed to meet Joy&apos;s stringent health, operator protection and 300m/d (1,000-ft/d) productivity goals. Phases III through V will include development of processes and integrated haulage, ventilation, power, material handling and section services advancing equipment. Processes and equipment developed will be designed for seamless integration into a complete entry development system. The focus of this paper is the new continuous miner (IMM) development, proposed testing and expectations for the EDS. The IMM is scheduled for commissioning and trials beginning in April 2001 at the SUFCo Mine. SUFCo Mine Canyon Fuel Co. is jointly owned by Arch Western Resources and the Itochu Corp. of Japan. It owns and operates three coal mines in Utah: the SUFCo Mine in Sevier County, the Skyline Mine in Carbon and Emery Counties and the Dougout Canyon Mine in Carbon County. Incorporating state-of-the-art-mining technology and advanced mine management practices, the SUFCo Mine is one of the most efficient underground coal mines in the world. The SUFCo Mine is located approximately 50-km (30 miles) northeast of Salina, UT, in the Wasatch Plateau portion of the Uinta coal basin. The mine property consists of 9,900 hm2 (24,470 acres) with approximately 118 Mt (130 million st) of recoverable reserves. Public utilities and industrial concerns purchase approximately 95% of the coal mined at SUFCo through short- or long-term contracts. Coal reserves are extracted by longwall mining, and the panels are developed using continuous miners. The longwall face at SUFCo Mine is 283-m (930-ft) wide, and the seam height ranges from 2.4 to 4 m (8 to 13 ft). The two development sections are in full operation using Joy 12CM12 continuous miners. Two super longwall panels, under development in the northeast portion of the lease block, are 4,270-m (14,000-ft) long with a 283-m (930-ft) wide longwall face. Mining industry sees a comprehensive future in optimisation and process control. High resource utilisation is a starting platform when lower operational costs with higher rate of return are the target. Simulation is quickly penetrating the mining industry as a planning tool. A discrete event simulation helps to visualise the reality of a mine and the various mining processes, which typically include a fair degree of complexity. What-if scenarios can help to determine the impact of occurring changes to production. Understanding of critical points in the layout and resource allocation at an early stage can help to optimise the material flow. The obtained information may then be used as proposal or confirmation of the system applicability and economy. Simulation is a way to fine-tune and optimise the resources within. It helps to predict system sensitivity to various aspects. Although simulation today is used typically in a feasibility stage, there is an opportunity to continue using simulation for further process enhancement. In the future simulation will without doubt be used increasingly as a dynamic simulation and continuous improvement tool. This paper discusses the use of OptimineÖ simulation tool in resource optimisation. Some examples describe the way the tool operates and how it helps to view the technology, mine layout and operational data.

The Hunter Valley Rail Project (HVRP) represents most of the coal producers using the Hunter Valley Rail System in NSW to haul coal to the port of Newcastle. This system carries over 70 per cent of NSW&apos;s coal exports, comprising over 30 per cent of total Australian coal exports. Hunter Valley coal is the largest export industry in NSW, and one of its largest export growth opportunities. However, the industry is under intense pressure in international markets from existing and new coal producers and from other energy sources. Whilst potential growth in demand is substantial, particularly for thermal coal in Asia, excess world supply has pushed prices down, and this underlying trend may well continue. The industry has lost international competitiveness and as a result, investment has dropped 44 per cent over the last two years. The industry must be rapidly structured to compete and attract investment on the basis that these pressures will continue.
