The conservation of mineral resources as a public policy question has received a great deal of attention in the area of petroleum and practically no attention in other mineral areas, except, of course, soil and water. Some insights into mineral conservation problems and how these problems can be approached in the social decision-making process are significant. THE MEANINGS OF CONSERVATION Conservation means many things to many people .2, 11 Too often it is a label attached to a proposed program or policy to add respectability and to gain public acceptance. It is a term applied to specific resources in some contexts and to resources generally in other contexts. The oft-quoted comment of President William Howard Taft that conservation is something everybody is for, no matter what it means, succinctly illustrates the confusion over both the meaning of the concept and the policies required to implement a conservation program. This confusion goes quite deep and is more than a matter of semantics or emphasis. For example, the efficient exploitation of a mineral deposit which might be applauded as good conservation in terms of that mineral, might well result in destruction of or harm to the environment which might be viewed as bad conservation. Economics provides some tools to help solve this sort of problem, but there may be fundamental differences in value systems among groups in this society, so that ultimately society must collectively make a subjective political choice as to what is good or bad conservation policy.a An Economic Definition of Conservation The economic concepts of conservation have more relevance and are more easily applied to minerals than to many other natural resources. This does not mean that economics goes all the way in understanding mineral conservation, but at least it provides a framework for analysis which later can be altered to include noneconomic variables. Perhaps the greatest confusion in discussing mineral conservation arises in attempting to relate purely physical concepts with economic concepts. An economist is interested in maximizing or conserving values; he is not interested in maximum physical recovery or utilization. He wants to know the costs and benefits of using, or not using, resources. The economic theory of mineral-resource conservation can be labeled variously as the theory of exhaustion, the theory of resource exploitation, the theory of resource utilization, or simply as a special case of the broad theory of capital.4,28 Consideration of these labels illuminates the concerns of the econo-

Mantra Resources Ltd is developing the Mkuju River project is southern Tanzania. The uranium deposit, hosted in ?Karoo? sandstone, is surface outcropping with the majority of uranium mineralisation occurring in the finer clay component of the ore. A flowsheet, consisting of ore beneficiation, acid leaching, RIP uranium recovery and direct precipitation of the uranium product, was developed and successfully demonstrated in continuous mini-plant operations at ANSTO. The selected flowsheet overcomes the difficult slurry rheology, arising from the clay component of the ore, by eliminating the need for a CCD plant. The RIP process was found to contribute to a high uranium extraction, by eliminating ?preg-robbing?, at a relatively low acid addition in leach, with the potential to eliminate ferric ion and oxidant additions.

TWO overfeed drum-type separators using a suspension of magnetite in water as the separating medium have been installed in the Champion NO. 1 preparation plant of the Pittsburgh Coal Co., Division of the Pittsburgh Consolidation Coal Company. A simplified flow diagram of the Champion No. 1 coarse coal circuit is shown in Fig. 1. A railroad car rotary dump, capable of handling 20 cars per hr, discharges the coal into a hopper. Coal is fed from the hopper of the rotary dump to a 60-in. belt conveyor by two reciprocating pan-type feeders. The belt conveyor feeds the run of mine coal onto the main raw coal screen. The first deck is fitted with 3 in. round hole perforated plate which removes the 3x0-in. coal. The second deck of the screen is equipped with 6-in. lip screens which separate the remaining coal into +6 in. and 6x3 in. The +6 in. coal is transferred to a shaking picking table and then discharged onto the loading boom. The 6x3-in. coal is fed to the No. 2 dense medium vessel for cleaning. The clean coal from this unit flows to a vibrating screen where the medium is removed and the coal sized into 6x4 in. and 4x3 in. The 6x4-in. coal is transferred to the loading booms and the 4x3-in. is conveyed to the clean coal classifying screens to remove degradation. The 3x0-in. raw coal is blended in a system composed of three storage bins having a total capacity of 400 tons. From these bins the coal is fed onto a 48-in. flight conveyor by three reciprocating feeders. This flight conveyor delivers the coal to the Rheo plant. The 3x0-in. coal is then cleaned in two 48-in. Rheolaveur launders each equipped with two Rheo boxes. The first set of boxes removes a primary refuse and the second set produces a middling product which is recirculated in the launders. The cleaned coal and water overflows from the primary launders to two sizing and dewatering shaker screens where the water and — -in. coal are removed for further cleaning in the Rheo fine coal plant. The 3x3h-in. clean coal is combined with the 4x3-in. coal from the No. 2 vessel, sized into 4x2 in., 2x1 34 in., and 1'/4x in., then sent to the loading booms. The 3x0-in. refuse from the primary launders is normally fed to the No. 1 dense medium circuit, but any portion or all of this material can, as an alternate, be processed in the Rheo rewash launder. The primary refuse when fed to the dense medium circuit is screened into YSXO which is cleaned in the fine coal plant and 3x for cleaning in the No. 1 vessel. The clean coal from this vessel is passed over a vibrating drainage and rinse screen, then sluiced to the rewash sizing shaker where it is dewatered and sized for loading. The Zener relaxation in alloys in the a! solid-solution region of the Cu-Ni-Zn ternary system has bear investigated. Of the binary solid solutions that bound this region, Cu-Zn and Ni-Zn exhibit measurable Zener peaks whereas Cu-Ni does not. At constant atomic percent copper, the Peak height drops uni.forinly from the value in the Cu-ZTL binary to zero in CIA-Ali. The cariation of peak ternperatuve with composition is linear. At constant atomic percent zinc, the peak height in the ternary alloys goes through a large maximum as compared with the binary values. The temperature of these peaks varies smoothly with composition. The half-width of the peaks in the ter nary alloys, however, are much larger than those in the binaries. A large enhancement of the relaxation strength of the Zener relaxation in ternary Au-Ag-Zn alloys as compared to the relaxation strengths in Au-Zn and Ag-Zn binary alloys was observed by Firson and ert.' Since this effect was unexpected, the present study was devised to investigate whether enhancement of the Zener relaxation in ternary alloys is a general feature or is particular to the Au-Ag-Zn system. We have chosen the Cu-Ni-Zn alloy system for this investigation. Measurable Zener relaxations are observed in both the Cu-Zn and the Ni-Zn binary systems, but not in the Cu-Ni binary system. A large solid-solution region extends to large concentrations of zinc, making it possible to vary composition of the alloys over a wide range without crossing phase boundaries. EXPERIMENTAL PROCEDURE Two series of alloys were prepared. the first at constant atomic percent copper, the second at constant atomic percent zinc. The compositions of these alloys are shown by the circles in Fig. 1. The alloys were prepared by melting the individual components, each of which had previously been vacuum-melted, in an evacuated quartz capsule in an induction furnace at 1500 C. The capsules containing the molten alloys were quenched in water to reduce coring. Any individual melt which exceeded 0.001 pct weight loss was discarded. The ingots were swaged to a 50 pct reduction of area and annealed for 1 week in an evacuated quartz capsule to aid homogenization. The alloys were then

The molybdenum ores currently utilized in China are mostly molybdenum sulfide ores, whereas oxidized molybdenum ores have not been exploited and utilized efficiently. The aim of this article is to study the applied mineralogy of an intergrown iron-molybdenum oxidized ore in order to provide a mineralogical basis for the ore beneficiation research. The ore occurred in a surface oxidized zone seam and contained 23.65% Fe2O3 and 1.58% Mo. Various characterization techniques were employed to study the chemical composition and mineral composition of the ore, the particle size distribution of the minerals in the ore, and the tex-ture and structure of the ore. The results showed that the iron-molybdenum ore occurred in a wet, soft and earthy state. The ore was composed mainly of several oxidized minerals and colloidal min-erals, including wulfenite, barite, limonite and quartz. Wulfenite was one of the major and stable components in the ore and occurred as a separate mineral. Wulfenite, barite and quartz were granu-lar minerals with particle size ranging from fine to coarse but mainly in the fine particle range. Li-monite showed a crust and honeycomb-like colloidal state and composed the framework in the ore for the formation of the other minerals. They filled the pores in the framework and the size of the pores affected the size of the minerals formed in the pores and hence the recovery of wulfenite in ore beneficiation. According to the applied mineralogical properties of the oxidized molybdenum ore, a promising ore beneficiation process was proposed as follow Magnetic separation should be carried out first to separate the magnetic iron minerals and then the molybdenum mineral will be recovered by gravity concentration or a combination process of gravity concentration and flotation, depending on the distribution of the molybdenum mineral in the product of the magnetic separation.

THE principal use of barium sulphate is as an inert paint pigment.. For this purpose, the ground material is used both in its natural and in its artificial forms. Probably the largest amount is used in the production of a chemically precipitated pigment called lithopone which consists of 70 parts of barium sulphate and 30 parts of zinc sulphide. An enormous tonnage-of this pigment is at the present time being used in the manufacture of interior flat wall paints of the oil type, such paints having almost entirely supplanted the use of corroded white lead which was at one time used for interior painting. The more dense nature, lower price and sanitary value of lithopone was responsible for this change. Lithopone is, moreover, used to a large extent in the manufacture of oil cloth, shade cloth and linoleum. Its whiteness makes it of particular value for this purpose. Barium sulphate is also used of itself in admixture with other pigments in the manufacture of prepared paints. The chemically precipitated form of barium sulphate, which is generally called blanc fixe, is also used for this purpose. Much controversy has raged in the paint world over the question of inert pigments such as barytes, silica, asbestine and china clay. These pigments are probably called inert because they have no chemical action upon the linseed oil in which they are ground to produce paints, and on account of the fact that they become transparent in oil. It is well known that in the manufacture of paints, opaque white pigments, such as basic carbonate white lead, basic sulphate white lead, zinc oxide etc., are generally used as the grinding base. These base pigments, when ground in oil, react therewith to some slight extent, and they produce white paints which have excellent biding or obscuring value. The inert pigments so-called, when ground in oil and spread out into a thin film, form transparent coatings which have no hiding power. It has been contended, therefore, that the use of barytes or similar inert pigments in paints is resorted to simply for the purpose of cheapening the cost of the product.

Bingham has produced 6 per cent. of this country's copper. In total production, it ranks fourth among the copper camps of North America, the order being Butte, Michigan, Bisbee, and Bingham. In its annual production, it held that same rank until 1919, when its production was exceeded by the combined production of the Globe-Miami district of Arizona. Bingham has also been a lead camp of the first order. Utah ranks third among the lead-producing states, and its production comes largely from three camps which, in the order of their productivity, are: Bingham, Tintic, Park City. Bingham's silver production is important, but it does not rank high as a silver producer. Utah owes its rank as first among the silver-producing states to Tintic, a camp 40 miles due south of Bingham. The United States Mineral Resources reports a total production from Bingham for the period 1865-1920 having a gross value of $528,043,432. History of the Bingham District Bingham is on the eastern flank of the Oquirrh range 30 miles southwest of Salt Lake City, from which it can be reached in an hour by auto, or by the Denver & Rio Grande or the Bingham & Garfield railroads. The automobile route is a paved road across the floor of Great Salt Lake Valley, through farming country. The Bingham & Garfield railway leaves the level of Great Salt Lake at the northern end of the Oquirrh range, and in 20 miles it climbs 2100 ft., and deposits the traveler upon a shelf cut in the side of Bingham Canyon below most of the mines, which are farther up Bingham Canyon and its tributary Carr Fork. Below lies the town, a narrow ribbon running for a couple of miles along the bottom of a canyon 2000 ft. deep—an almost impossible site for a community numbering, in prosperous times, 5000 to 7000 inhabitants drawn from all quarters of the globe. Up the canyon and down, and beneath the steep slopes nearby, and beneath the town itself, are the mining operations of over half a century. During the past two decades one mine, the Utah Copper, has become so gigantic an operation as to dominate all other activity in the camp. Recently, when increasing attention has been paid to mercury for environmental reasons, the interest of several plants is directed to the removal of mercury from roaster and smelter gases. When Outokumpu Oy built its zinc plant at Kokkola in 1969, intensive development work was started to find an efficient and economic method for mercury removal from roaster gases. A process was developed, after laboratory research and pilot plant tests, to eliminate and completely recover mercury from the roaster gases. The process was commissioned in 1970. The behaviour of mercury in the roasting process and several possible methods of removing it from gases are discussed in this paper. Theoretical investigations and empirical tests show that the removal of elemental mercury from gases by sulphatization is very efficient. Further, it is stated how the technical process was built on this idea. The zinc sulphide concentrates contain small quantities of selenium, chlorine and fluorine. The role of selenium in the process is described. Similarly, the behaviour of chlorine and fluorine in the roasting, sulphatizing and scrubbing units has been discussed. Finally, the recovery of purified mercury and selenium from the precipitates is described.

The ideas expressed in this paper interest me very greatly, partly for their own sake and partly because they are very close to some speculation I have recently made concerning grain boundary diffusion. This is in a paper describing an extension to Mott's "island" theory of the grain boundary, to be published shortly.37 The facets or islands of good fit are identified in terms of specific crystallography, as in the model put forward by Brandon et al., and the bad fit between them is suggested to be interlinked "channels" of relaxed vacancies, associated with grain boundary ledges.

Large tonnage operations face many problems in adequately planning ahead for future years production. In order to maintain desired levels of production, such problems as source of tonnage, man- power and equipment requirements, tailings disposal and water requirements must be anticipated. Of course, before any of these problems can be analyzed, daily tonnage requirements and its source must be determined. Looking ahead for one year or even two or three is usually not sufficient time to adequately prepare an area for production. Because of the sequence of mining and the multilevel nature of the 42,000 tpd Climax mine in Colorado long-range planning must be on a ten-year basis. By using a ten-year base, adequate time is allowed to gain access and prepare a new level for production. Usually eight years will be required for this phase of the initial mine preparation. Once production has been started on a level and access to the area is available, three years is usually sufficient to prepare a new block for production as long as it follows in the normal sequence of mining.

The growth of the mining industry around Australia over the last ten years has seen many open cut mines developed on shallow oxide reserves. Most of these have been gold operations, although there are some copper mines in the list, too. Many of these have exhausted their oxide reserves and have made the transition to underground mining to access their deeper sulphide ores. Other operations have reached or are approaching the point where the decision has to be made to go underground or cease mining. This paper discusses the issues involved in making the transition from surface to underground mining. The aim is not to discuss each of the issues exhaustively. This would take a conference in its own right. Nor is it intended to provide a primer on underground mining. Instead the aim is, firstly, to flag the issues which must be addressed when planning to make the transition from surface to underground mining and, secondly, to identify critical aspects of mine development.

INTRODUCTION The use of activated charcoal to recover gold from alkaline cyanide leach liquors is the most rapidly expanding technology in hydrometallurgy today. The process, known as carbon-in-pulp (CIP), has replaced countercurrent decantation as the method for recovering gold by cyanidation. Carbon-in-pulp entails mixing activated charcoal with a ground ore-water slurry containing gold cyanide, allowing the charcoal to adsorb the gold, and then mechanically removing the gold loaded charcoal from the pulp. The pulp is sent to tailing disposal and the loaded charcoal is sent for gold bullion production. Activated charcoal's affinity for gold has been docu- mented for over one hundred years. Bridging the gap between have and have-not nations is one of the necessities of the present era. The responsibility for accomplishing this must be assumed by the affluent industrial societies of the world, both through their governments and through private enterprise. Despite a discouraging number of instances where companies established in underdeveloped countries have been expropriated, U.S. industry must not abandon such ventures. Instead, it should tailor them to the needs and aspirations of the host nations. One way in which industry can minimize the danger of expropnation is to enter into partnership with the government of the host nation. Kennecott Copper has recently done this in Chile, becoming 49% owner of a company formed to expand and operate the El Teniente mine. So far, the partnership has produced marked benefits not only for Chile, but also for Kennecott. The memory of D.C. Jackling serves chiefly to remind us how much we owe to the pioneers of our industry. Jackling was one of the giants. Orphaned at the age of two, he made his way through sheer persistence and plain hard work. His brilliance gave rise to a vision, and his tenacity made his vision a reality. Foreseeing that economies of scale would make the handling of low-grade ore profitable, he introduced the revolutionary concept of open-pit copper mining. During World War I, the defense effort of the United States was irnrneasurably strengthened by the tremendous supplies of copper from the western mines that Jackling had made possible. Again in World War 11, the demands for copper were supplied, and the nation once more had profound reason to be grateful to this rugged, stubborn man who had long ago ventured into the mountains and unlocked their wealth. We are now embarked upon another great era of change, and we must devise new concepts to meet it. The task is not only to create new techniques of mining, but to forge better ties between men and institutions which will let us work in harmony with the techniques we have. We might recall that while Jackling was a man of towering pride and formidable will, he was also adept at getting others to share his vision and join his purpose. Today our reach for cooperative endeavor must go far beyond our own shores as we seek to develop the buried riches of distant lands. And we would do well to remember that Jackling's remarkable insight would have come to nothing had not British investors been willing to provide much of the initial capital. As was true of so many early enterprises in America, European capital was absolutely essential. CORPORATIONS ABROAD - AN EXPANDING ROLE Today the situation is quite different. The United States is now a capital-surpIus nation and looks abroad for opportunities to employ its capital profitably. The simulation of mining in faulted ground was recently described by Crouch. His method is extended here to enable a wide range of non-homogeneous mining problems to be modelled. Essentially, the boundary conditions at geological interfaces are incorporated into the overall iterative solution, which is necessary if faults and joints are to be modelled realistically. Two examples are given to demonstrate the method: the mining of coal a seam below a thick dolerite sill, and the mining of a flat reef in close proximity to a vertical fault where hangingwall and footwall rocks have different properties.

The state of the art in crawler transporters for loads to 3 kt (3300 st) is sufficiently advanced to allow compilation of job cost figures showing the economics of tracked vehicle use under a wide variety of circumstances. Initial costs, cost per ton of capacity, and operational and maintenance expenses are presented. Data is derived from participation by the Neil F. Lampson Co. in more than 3 Mt - km (2.05 million st - mile) of crawler operation during the past 16 years. The effects of economics on future design trends will be examined with particular reference to versatility, portability, and capacity.

After more than 100 years, alkaline cyanide leaching of gold and silver ores, either directly in the case of oxidized ores, or after pretreatment of refractory ores by roasting, pres­sure leaching or bacterial leaching, remains the dominant r leaching method to extract the precious metals f om ores. Leaching with halides (chlorine, bromine and iodine) and with thiourea and thiosulfates is less common but prac­ticed in some cases to dissolve the precious metals both from ores and jewelry and electronic scrap. Cyanide solutions can contain from 1 ppm Au to 30,000 ppm Au. According to the source, i.e., agitated tank leach­ing, heap leaching, eluates from stripping activated carbon or waste electroplating solutions. Similar variations occur with silver which can have a profound influence on the recovery method. The presence of other elements in the leach solu­tions, particularly mercury and copper, likewise play an important role in the procedures required to recover the gold r and silver values f om solution. The same circumstances are found when lixivants other than cyanide are used to dissolve the precious metals. For decades, the preferred method of recovering gold and silver values from alkaline cyanide leach solutions was by zinc dust precipitation according to the Merrill Crowe process developed in the late 19th century. Finely ground gold and silver ores or concentrates were either leached directly or after roasting, in agitated tanks or Pachucas and subjected to solid/liquid separation by filtering or by treat­ment in counter-current-decantation washing thickeners (CCD). This solid/liquid separation step was often very dif­ficult especially when ores containing high quantities of clay were treated which caused filtration or thickening problems. Following testing and development by the U.S. Bureau of Mines (USBM) in the late 60s, the introduction of carbon­in-leach (CIL) or carbon-in-pulp (CIP) plants to recover gold and silver from leach pulps was one of the greatest opera­tional and cost saving improvements made in the industry in South Dakota and quickly spread around the world to be the most common process to recover gold and silver from cyanide solutions.

"GENUINE CONCERN for the environment is a built-in attitude of mind. If you do not have it by age 40 you probably never will. Some people speak the jargon of 'environment' and 'ecology' for political reasons, others because it feeds their need and bias toward attitudes of moral indignation or dissent. Others pay lip-service for purely business reasons. Complete reactionaries equate conservationists, ecologists and environmentalists as either 'commies' or 'pinkos'. Their real credo is the old saying, ""Where there's muck there's brass."" Those who have genuine concern for good environment are not only romantics like Thoreau but realists who sense the danger to our planet if human greed is rampant and unchallenged. The cities are in real trouble. Almost 75 per cent of the population already live in and around cities. Even mining men live in cities or bring up their children in the new 'instant' towns. The ecology of cities is the concern of all. Our distinguished guest Stewart Udall, in his book ""The-Quiet Crisis,"" quoted Thoreau in 1859 as having written ""each town should have a miniature wilderness park, a primitive forest of five hundred or a thousand acres where a stick should never be cut for fuel, a common possession forever."" The zero-points-of-charge of apatite, calcite, and fluorite are pH 6.4, 10.8, and 10.0, respectively. Scheelite is negatively charged above at least pH 3. In this article, the flotation responses of these minerals in the presence of potassium oleate and sodium silicate are described and compared with electrokinetic data. Colloidal silica appears to be the species principally responsible for calcite depression, while silicate anion is the species responsible for fluorite depression. Additions as high as 1 x 10-3 mole/liter silicate have no effect on the flotation responses of apatite and scheelite. Selective flotation of nonmetallic minerals is difficult to achieve with fatty acids or soaps by themselves. As a result, specific reagents are added to aid these separations, and one of the reagents commonly employed for this purpose is sodium silicate. Flotation separations of various calcium-bearing minerals such as fluorite from calcite1-3 and scheelite from calcite2,4 and apatite,2,5 for example, almost always involve the use of sodium silicate. The mechanisms by which sodium silicate functions as a depressant are still not understood, probably for a number of reasons. For one thing, the dissolution process of sodium silicate is complex, giving rise to a number of ionic and colloidal species.' Moreover, the type and concentration of these species depend on the ratio of Na2O to SiO2, the concentration of sodium silicate, and the pH of the system.' At the present time, it is not known which species, colloidal silica or silicate anion, is responsible for depression. If colloidal silica is the species that is adsorbing, then adsorption must occur by electrostatic attraction between the colloid and the mineral surface. Silicate anion, on the other hand, may adsorb either physically or chemically. The objective of this paper is to determine first the active species of sodium silicate and then the conditions under which this species will adsorb and function as a depressant. EXPERIMENTAL MATERIALS AND METHODS Pure samples of apatite (Durango), calcite (Iceland-spar), fluorite, and scheelite were used in this investigation. Pure potassium oleate was used as collector, while reagent-grade HC1 and KOH were employed for pH adjustment. The sodium silicates used were samples obtained from the Philadelphia Quartz Co. In one series of experiments, various sodium silicates containing different ratios of SiO2 to Na2O were added to calcite systems. These sodium silicates contained SiO2-to-Na2O ratios of 3.75 to 1, 3.22 to 1, 2.40 to 1, and 1.60 to 1. All other experiments were conducted with the sodium silicate containing the ratio of 3.22 to 1, which is the one that is normally used in industry. Flotation experiments were conducted with 21/2-g charges of 48 x 150-mesh material in conductivity water with an apparatus and technique described previously. Electrokinetic experiments were conducted with both a Zeta Meter and streaming potential apparatus. Particle size was 48 x 65 mesh for the streaming potential experiments. EXPERIMENTAL RESULTS The first series of experiments involved flotation of scheelite in the absence and presence of sodium silicate. As shown in Fig. 1, flotation response was not affected with even the relatively high addition of 1 x 10-3 mole per liter sodium silicate. Interestingly though, no flotation was effected below pH 6 with this collector addition. The responses of apatite to flotation under these same conditions are given in Fig. 2. Similarly, no depression was obtained in basic media under these conditions. Similar experiments were conducted with fluorite, and in this case, depression was noted above about pH 11 with 1 x 10-3 mole per liter sodium silicate (Fig. 3). When calcite was floated with these same levels of addition of sodium silicate, essentially no flotation was possible above pH 7 (Fig. 4). The mining industry in South Africa faces real challenges with regard to the reduction of safety-related incidents. The purpose of this paper is to highlight the need for alternative interventions in addition to other safety improvement strategies already employed on mines. It furthermore supports an existing paradigm: incident investigations. An investigation into fatalities in the South African mining industry shows that although great progress has been achieved through the reduction in fatalities in all sectors of the industry over the last few years, more can and should be done to achieve status of ?zero harm?. Fatalities and lost time injuries on mines result not only in large financial losses, but also in disruptions of mining operations in general through Section 54 stoppages to resolve the situation. The approach of the paper is therefore not to try and prove whether there is high fatality rate and/or lost time injuries, but in what way incident reconstruction simulations (IRS) can have an impact in the future prevention of such incidents. The challenge therefore lies in the utilization of pro-active systems that would show employees the possible outcomes of being exposed to certain hazards. In real life, these incidents cannot be re-enacted and in most cases we can only learn through the previous mistakes of others. A virtual reality (VR) education and training system will enable employees to be ?exposed? to different hazards in a safe environment, and simulation, in a ?forgiving? environment, of the possible consequences of unsafe acts. According to the Occupational Safety and Health Act (OSHA), unsafe acts and unsafe conditions are indirect causes of safety-related incidents, but there are also direct causes; for example, unplanned release of energy and/or hazardous material, and basic causes, for example, management safety policies, personal factors, and environmental factors. The administrative workload associated with any incident investigation places a large burden on the investigation team, and in most cases other employees are informed through vague administrative processes what the ?real cause? for the incident/accident was. New preventative strategies are often put in place without showing the employees what the real causes of the incident/accident were. This can be mitigated through the use of interactive VR simulations/animations of the hazards that they are exposed to and how to deal with them. If VR interventions are not used as proposed by this paper, the real causes and consequences of almost all fatalities and lost time injuries may never be fully understood. This paper also emphasizes what potential impact IRS could have on the prevention of future mine incidents as part and parcel of a pro-active risk prevention strategy. The intention is therefore not to replace any other risk prevention strategies, but to visually enhance the reality of the incident.
