The presence of connate water in oil sands is of far greater practical significance in secondary oil-recovery operations than it is in primary operations. The percentage saturations of oil, water, and gas in a depleted field determine whether it will be economically possible to recover oil by secondary methods, and whether water-flooding or gas-driving, or either, will be successful. It is suggested that economic recovery of oil by secondary water-flooding can occur only when a rich bank of oil is formed by the encroachingm water. If the sand has a greater effective permeability to water than it has to oil before flooding, a bank will not be formed, and water-flooding will not be successful, although gas-driving may be. Published results of laboratory work indicate that the effective permeability of a sand to oil and water depends primarily on the saturation of the sand by these phases. They also indicate that a small difference in relative saturation produces a large difference in effective permeability to the phase in question. There thus exists a critical range of saturations, wherein a small change in oil and water content of the sands will make water-flooding possible or impossible. In gas-drive operations the water saturation is less critical but no less important. Sands containing oil saturations too low and water saturations too high to make water-flooding possible can often be subjected to gas drive with economic recovery of oil. The results of laboratory work on test samples that do not contain water cannot be applied to normal field operations. More tests on cores containing water as well as oil are desirable, and the improvement of coring technique is necessary. However, sufficient data are already available to enable an operator to use core data intelligently in estimating the chances of a secondary oil-recovery program. THE literature of milling is replete with papers devoted to the subject of ball milling, all of which no doubt have contributed in one way or another to progress in that art. In this paper reference will be made to only a few of the many authors, but the value of the contributions of all who have written on that subject is hereby acknowledged. With a few exceptions the efforts of most students of the subject have been devoted to laboratory investigations of principles. Davis1 was one of the first to report on plant-scale investigations and to present to mill men certain criteria for the guidance of ball-milling practices. His conclusions with respect to the significance of sizing analyses of classifier sands in their relation to the factors of mill speed and ball sizing are particularly referred to. Those conclusions were: I. If the balls are large or the speed of the mill is high, crowding will appear at the finer sizes in the classifier sands. 2. If the balls are small or the speed is low, crowding will appear at the coarser sizes in the classifier sands. 3. The indications are that best efficiency is obtained when the screen analysis of the sands show a minimum crowding at any size. The last conclusion was qualified by the statement that it had not been proved conclusively. It is surprising, however, that the literature of later years reveals little evidence that millmen have made any serious attempt to apply those criteria. This may, perhaps, be explained by the fact that the average plant-scale ball-milling problem presents so many variables that an investigation of any one of them encounters the problem of control of the others-a problem that often is unsurmountable in a small plant. In a large plant, in which there is a duplication of grinding units in parallel operation, opportunity may be afforded for determining the value of such criteria. Nevertheless, a study of published data from grinding circuits of both large and small plants suggests that either Davis' criteria have been tried and found inapplicable or have never been given consideration. For the purpose of testing Davis' conclusions and with improvement of ball-milling efficiency as the final objective, a test program was initiated in the concentrator of the New Cornelia branch of the Phelps Dodge Corporation early in 1938. The practices of that plant have already been described .2 The fine-grinding units are arranged so that any one of eight units may be operated as a test unite and its results compared with those of the remaining units. All units receive similar feed from a common storage bin, in which the product of the fine-crushing plant is bedded by traveling tripper. The ball mills are all similar in size and operated at the same speeds, and are individually metered. The feeder conveyors of each unit are equipped with Merrick weightometers. When oil is displaced from a horizontal formation by another fluid of lower density, the latter tends to override the former in the shape of a tongue owing to gravity segregation. This gravity tongue has an adverse influence on the oil recovery. If the fluids are miscible, diffusion (mixing) takes place at the interfacial boundary of the gravity tongue. This mixing should have a favorable effect on oil recovery. The report describes a laboratory study of the magnitude of the mixing zone under various conditions, so as to assess the effect of diffusion on oil recovery both in laboratory experiments and under actual field conditions. The technique used enables visual observation and measurement of the size of the mixing zone in transparent glass-powder packs. The results show that in experiments in small models and cores the width of the mixing zone may well be of the same order of magnitude as the height of the model. In such cases oil recovery is favorably affected by mixing. It can further be concluded that, under conditions prevailing in the field, mixing of the injected fluid with reservoir oil is equal to that caused by molecular diffusion alone, eddy-mixing not taking place to any appreciable extent. A simple calculation, then, shows that molecular diffusion is too small for a beneficial effect to be expected from the injection of miscible fluids in horizontal or nearly horizontal reservoirs unless pay zones are thin. INTRODUCTION This paper gives results of experiments made on the mixing which occurs when a miscible displacement is carried out in a horizontal reservoir. This mixing takes place at the interfacial boundary of the gravity tongue formed when the lighter injected fluid overrides the oil present in the reservoir. The object of the experiments was to simulate the field case where, for example, propane with a viscosity of 0.075 cp under reservoir conditions displaces an oil of viscosity 0.6 cp. In the experiments the lighter fluid had a viscosity of about 1 cp and the heavier one a viscosity of about 8 cp, so as to obtain the same viscosity ratio. In order to enable the results to be compared with those published in the literature, a set of experiments with viscosity ratio equal to one was also performed. EXPERIMENTAL TECHNIQUE The technique developed for the purpose enables the width of the mixing zone to be studied as a function of time and place. A glass-powder pack is saturated with a water-glycerine mixture of suitable viscosity, which represents the reservoir fluid. The pack is then rendered transparent by dissolving sufficient ammonium thiocyanate in the mixture to obtain a solution with a refractive index matching that of the glass powder. Alkaline water to which phenol-phthalein has been added is used as the lighter and less-viscous displacing fluid. In those places where mixing or diffusion of the two liquids occurs, the slightly acidic ammonium-thiocyanate solution neutralizes the alkali in the water, and the glass pack shows up white against the red-colored invading water. If a black cloth is hung over the back of the apparatus, the transparent part of the glass pack appears black. In this way the position of the two phases and the transition zone between them is clearly visible, as shown in Fig. 1 (where the red-colored invading water is the grey-shaded zone lying uppermost). In all experiments the amount of alkali in the water was chosen such that the upper contour corresponded to a concentration of 5 per cent of the dense liquid. The lower contour is determined by the size of the glass grains and the thickness of the pack and, consequently, varies from experiment to experiment. Corresponding concentrations of the dense liquid range from about 97 per cent for packs of small grain size (permeability = 1 darcy) to about 95 per cent for those with large grains

INTRODUCTION TO SAMPLING THEORY Before specifically discussing mineral sampling and sampling procedures, let us briefly consider broader and more universal concepts of modem sampling theory. A sample is de- fined as a representative part or a single item from a larger whole, being drawn for purpose of inspection or shown as evidence of quality. In modem theory the sample is a part of a statistical population whose properties are studied to gain information about the whole. The theory of sampling is built around the concept that if enough representative units of a larger overall population are selected without bias, the average value of the units will approximate that of the total population. Modem theory attempts to answer the question of how many samples are enough, given certain limits and constraints, and seeks to apply methods of sample selection and of estimation that provide, at the lowest possible cost, estimates that are precise enough for the purposes at issue. In order to meet these objectives the designer of a sample survey must rely heavily upon statistical theory. Statistics has been defined as the collection, presentation, analysis, and interpretation of numerical data. Statistical methods are primarily concerned with making valid inferences about a population based upon samples taken from the population. For most statistical applications, the total sample is in terms of number of items, attributes, or things; whereas mineral samples are usually in terms of weight or volume of mineral particles. Certain steps are involved in a well designed sample survey without regard to the particular field of application. Because the desired characteristics of an unmined mineral deposit can- not be known other than by sampling, we will consider these principle steps in terms of a mineral sample survey: 1) Clear definition of the objectives of the survey. In the case of mineral sampling this step is so apparent as to be almost ridiculous. However, it is surprising how often the overall objective of a sampling program is overlooked when decisions are made on a day-today basis. 2) Definition of the population to be sampled. The word population is used to designate the aggregate from which the sample is chosen. A sampling program may be designed to determine the grade of a single stope within a mine, the grade of a particular zone within a complex ore body, or the total value and extent of a mineral deposit. INTRODUCTION Early in the morning of July 16, 1979, there was a breach in the earthen retaining dam of a tailings pond at the United Nuclear Corporation's (UNC's) Church Rock uranium mill. The acidified liquid and tailings slurry spilled through the damaged portion of the retaining wall into an arroyo that is a tributary to the Rio Puerco river system. The Rio Puerco runs through Gallup, New Mexico, and eventually crosses the New Mexico-Arizona border (Fig. 1). On its way to Gallup, the Rio Puerco and its tributaries pass through land with a checkerboard pattern of ownership, with portions owned or leased by the Navajos, individuals, the Bureau of Land Management, and the State. In terms of tailings liquid volume (3.6 x 108L; 94 million gal), the UNC spill ranks as one of the largest. The mass of solids released in the slurry (10.0 x 105 kg; 1 100 tons) appears to be close to the median for accidents of this kind, however [U.S. Nuclear Regulatory Commission (NRC), 1979]. The UNC first opened its Church Rock uranium mill in 1977 on land adjacent to acreage belonging to the Navajo tribe. The mill, which is next to the UNC Church Rock mine, is located approximately 16 km (10 miles) northeast of Gallup, New Mexico (Fig. 1). Gallup, a town of 18 000 people, is the closest population center. The region surrounding the plant site is sparsely populated by Navajos, at a density of approximately 5.8 persons/km2 (15 persons/sq mile). The UNC mill and mines employ approximately 650 persons, and the adjacent Kerr-McGee uranium mine employs about 300. The UNC mill normally processes 3.2 x 106kg/day (3 500 tons/day) of uranium ore, depositing the acidified tailings slurry in a series of three earthen holding ponds. The tailings ponds are located east of the pipeline arroyo that feeds into the Rio Puerco approximately 2.4 km (1.5 miles) from the southernmost tailings dam. The liquid portion of the tailings slurry evaporates in the ponds; hence, under normal conditions, there is no surface flow from the holding ponds to the arroyo. Both runoff from the plant site after heavy rains and possible seepage from the tailings ponds may deliver radionuclides to the arroyo-river system, however. The dam across the southernmost tailings pond was considered to be in keeping with the state of the art. However, the New Mexico Environmental Improvement Division (NMEID) had warned UNC about dangers of locating the pond over a heterogeneous geological formation. The state Engineer's Office approved of the site only after UNC agreed to strict design criteria. Others have pointed to dangers of constructing earthen dams for impoundment of uranium mill tailings (Carter, 1978). Causes of the dam break were multiple: the UNC mill filled the tailings pond to a level that exceeded permit criteria; the tailings pond was lined improperly; the dam was constructed using clay that was compacted excessively, resulting in cracking and subsequent seepage; and the unstable substrate beneath the dam permitted differential settling. The UNC Church Rock mine has continuously released dewatering effluent into the pipeline arroyo at a rate of 88.3 L/sec (1 400 gal/min) since 1968. Before 1975 this effluent was not treated; after 1975 it received precipitation treatment for removal of Ra-226. Radionuclides are also released into the river system through the dewatering of the Kerr-McGee uranium mine 1.6 km (1.0 mile) north of the UNC mill. During usual mining operations, approximately 227 L/sec (3 600 gal/min) are released into the pipeline arroyo and subsequently into the Rio Puerco. The Kerr-McGee mine began continuous release of dewatering effluent in January 1972. In 1974 Kerr-McGee began Ra-226 precipitation treatment of its dewatering releases, but NMEID data indicate that treatment has often been incomplete. The effluent from both mines has been responsible for transforming the downstream portion of the Rio Puerco from a sporadically dry riverbed into a continuously flowing stream and has contributed to the current levels of background radiation along the river system (Table 1). This paper will summarize the postspill monitoring efforts and relate the assessment of this spill to the general question of evaluating the health effects of nuclear fuel-cycle wastes. The data pertaining to the measurement of radionuclides in the Church Rock environment and the radionuclide concentrations in animals will appear in forthcoming reports. CHURCH ROCK HEALTH EFFECTS ASSESSMENT APPROACH The initial health effects evaluation involved identifying the radionuclides that were released into the river system from the tailings pond. Table 1 lists the State of New Mexico maximum permissible radionuclide concentrations for liquids released to unrestricted areas, the typical tailings liquid concentrations, and postspill river water concentrations. The tailings liquid contained comparatively high levels of Th-230, Ra-226, Pb-210, and Po-210--all of which, according to postspill river water samples, had exceeded the state maximum permissible concentrations (MPC) at one time or another. After the radionuclides in the tailings were identified, pathways through which humans could be exposed were clarified. Deposition of gold-bearing deposits in the Witwatersrand Basin was controlled by hydraulic processes. These resulted in the formation of independent sedimentological facies areas having different statistics and semivariograms. Consequently, when there are indications that data are a mixture of statistical populations, it is important to decompose them into statistical subpopulations and analyse these independently. However, in the case of actual mining, physical position and extent of sub- populations are important and, as a consequence, any decomposition of data must take space into account if it is to be of use. An algorithm for the spatial decomposition of data into its sub-populations is described and is applied to real data taken from the Witwatersrand. Two distinct areas with completely different geostatistical parameters were revealed.

Since World War II exploration geophysics has derived its scope from the following factors: first, the usual post-war interest in exploration to rebuild war-depleted reserves; second, the impetus supplied by the uranium prospecting boom; third, increased demand for natural resources due to the Korean War; fourth, the discovery of substantial metallic ore by geophysical means in Canada, the U. S., and other countries; and, finally, continuing discoveries of commercial oil by geophysical methods throughout the world. The past year's national business slump has severely curtailed mining exploration in general and correspondingly has brought about even greater reductions in applied geophysics in mining. Petroleum exploration, conceived and executed on a broader statistical basis than mining, has kept up its geophysical programs relatively well, although domestic work has been substantially reduced.

The objective in design of an excavation in a jointed rock mass is to achieve a prescribed degree of control of rock mass displacement around the excavation. Any excavation in jointed rock usually involves slip and separation along discontinuities as well as translation and ro- tation of constituent rock blocks. Thus, any acceptable model of behavior around an excava- tion must be capable of simulating the force displacement paths followed by the constituent elements, including rigid body translation and rotation. The distinct element method models such behavior by simulating the rock mass as an assemblage of rock blocks which interact through corner and edge contacts. Discontinuities are regarded as boundary interactions between blocks with joint behavior prescribed for these inter- actions. Introduction of structural element logic allows a variety of installed support sys- tems to be modeled. The response of the support to axial, transverse, and flexural loads is based on explicit algorithms similar to those used in the distinct element formulation. This allows large displacements and rotations and general non-linear constitutive behavior for both the support elements and the interface with the rock. This paper describes both the distinct element and structural element formulations and demonstrates several applications involving sup- port interaction with jointed rock.

In 1932, as in 1931, the East Texas area outside the Gulf Coast exerted ' its influence over the entire petroleum industry. Practically 60 per cent of the oil wells completed in the United States during 1932 were in this area, development being chiefly confined to the East Texas oil field in Upshur, Gregg, Rusk, Smith and Cherokee counties. This East Texas area is geologically an interior salt dome basin, along the western edge of which are located the fault line fields as represented by Mexia and Powell. Production occurs on salt domes in the interior of the basin as represented by Boggy Creek and possibly Van, although no salt has actually been discovered in drilling at Van. Shore line conditions on the east side of this basin along the flanks of the Sabine uplift have been responsible for the East Texas oil field. Many known salt domes in the center of this basin have been tested but as yet have failed to produce oil in commercial quantities. The main producing horizon throughout the area is lowermost upper Cretaceous and is known locally as the Woodbine sand. The East Texas Oil Field Development.—Approximately 6000 producing wells were completed during the year in the East Texas oil field. No accurate estimate of the total initial production of these wells is available because few initial production tests were made as the wells were completed. The writer estimates the average initial production of these completed wells at 2500 bbl. per day while flowing wide open through tubing. Based on this estimate, the total initial production of the wells completed during the year is 15,000,000 barrels. At the close of 1932 there were approximately 9500 completed wells in the East Texas field. Of this number 176 were without pipe line connections. The oil produced from these unconnected wells could be marketed for $0.30 per barrel while the price paid for oil run from the connected wells was $0.75 per barrel.

THE first mention of the mining and use of coal in the Pittsburgh district refers to the mine under Duquesne Heights that furnished coal for the garrison at the fort at Pittsburgh in 1760. Coal had been dug and used as fuel just outside of Brownsville, Fayette county, in 1759, but this was not a regular mine as the opening was in an outcropping. Maps of Ohio in 1770 showed "Cole Mines" at various points. The Penns purchased all the coal south of Kittanning in southwestern Pennsylvania from the Chiefs of the Six Nations for a reported price of $10,000. During the Revolution, coal from Herron Hill, Minersville, and Coal Hill, all within the present city limits, was used in Pittsburgh. There is today one custom pit opened in Coal Hill (Duquesne Heights). The first steam engine was set up in Pittsburgh in 1794 and used coal as fuel. The first mine in the Youghiogheny gas district was opened in 1796. In 1803, the first shipment of coal by water was made from Pittsburgh down the Ohio river and landed at Philadelphia, where it sold for approximately $9.50 per ton. The mines along the Monongahela were naturally the first to be opened. With the completion of locks and dams in 1844, permitting slack-water navigation, the industry began to thrive. The No. 8 field of Ohio and the Fairmont region of northern West Virginia were opened in the period 1840 to 1855. From that time on there has been a continuous development of the coal resources of this district, until at present-productive capacity is enough to supply 30 per cent. of the country's needs of bituminous coal. The original method of working the Pittsburgh seam was to drive under cover at some .easily accessible point on the outcrop with a single entry, usually 1 1/2 yd. wide. It has been suggested to me that some data, bearing on the treatment of silver ores in Southern Arizona, would be in accord with the objects of the present meeting. I have, therefore, made a few notes, gathered from practical experience at some of the best known works of that district. Presuming the general arrangement of a silver mill to be familiar to members, the subject having been repeatedly brought to the notice of the Institute, it is my aim in the following description of the modus operandi at the different mills to which I would invite your attention, to give simply such salient points of the apparatus as have a direct bearing upon results, together with the cost of materials, labor, etc. I have gone somewhat deeply into detail in my descriptions of machinery, thinking that possibly some of our members engaged in this branch of the profession might find something of interest among them. In an industry such as silver milling, where the various works are scattered over a vast extent of territory, and the conditions under which results are obtained are subject to the greatest variations, it is essential to go into rather minute details in describing plants, processes, etc., in order to afford a clear idea of the operations. Not only should results be given, but also the means by which such are attained. The milleralogical and chemical constituents of the ore, and its physical properties, throw a flood of light upon the success or failure of a process Figures representing totals I have subdivided as much as possible, so that the cost per ton for labor, castings, chemicals, etc., are apparent. Unless all these Factors are known, no accurate comparison can be drawn, since in this branch of metallurgy, more perhaps than in others, the weakness of any one link in the chain of operations demoralizes the remainder. The purpose of the this paper is to demonstrate the benefits of using additional instrumentation during load tests of auger-cast-in-place piles. Traditionally, only load and butt displacement are determined during load tests. The results from and methods used to instrument 15 auger-cast-in-place (ACEP) piles as part of six projects are included herein. By instrumenting the piles, the distribution of load along the pile length and load transfer can be determined, allowing the pile capacity to be adjusted or the length/diameter of the pile to be adjusted for the a given required load. The majority of the piles tested were designed as end bearing piles on either shale or limestone bedrock. No discussion of Geotechnical Instrumentation can be started without acknowledgement of the "Red Book." The actual title of the book is Geotechnical Instrumentation for Monitoring Field Performance, by Mr. John Dunnicliff, John Wiley and Sons, 1993. Anyone undertaking an instrumentation program should thoroughly review the Red Book, paying particular attention to Chapters 3 and 4. Instrumentation should not be done just because it can be done. There must be an unanswered question or questions that can be answered with measured data before instrumentation should be considered.

THE first difficulty mentioned is that in some instances two or more beds of coal separated by sandstone or slate rocks of considerable thickness in one part of a basin, are found running together in another part. Of course, we may happen to strike first the part of the basin where there is but a single seam, and in this case the bed would appear to divide into two or more branches within a short distance. Such cases are not rare in the anthracite coal-fields. I would suggest as an explanation of this phenomenon the gradual sinking of the peat-marsh-the embryo coal-bed-on one side, and the moving forward of the marsh, so that on one part of the bed the formation of peat would still be progressing, while another part, being under water, would be covered with mud and sand. Thus we have different portions of the same bed of different ages. Now if the sinking of the marsh be stopped for a time, the bed will become thicker in the portions left exposed, and if the sinking now changes in direction, so that the part that had previously gone down com¬mences to rise, we should have the phenomenon of a bed, continuous throughout, with one portion overlying another, and separated from it by rock strata. Accurate modeling of the semivariogram is an extremely important step in the geostatistical analysis of mineral deposits. Automatic fitting of a mathematical model is often possible but not necessarily desirable. Significant geologic and statistical information must be taken into account in the fitting process, which is not always available to the computer. Manual model fitting is, on the other hand, extremely time consuming. Interactive graphics are best suited to optimize the process. Many interactive methods are described, which are adapted to modeling semivariogram in one-, two-, or three- dimensional environments.

Narrow vein gold mineralisation generally contains both fine (<100 ¦m) and coarse (>100 ¦m) gold particles. The in situ size and shape, deportment, distribution and abundance of the particles controls deposit sampling characteristics, grade distribution and metallurgical properties. Particles can range from individual disseminated grains, clusters of particles and masses above 1 cm in size. At each end of the coarse-gold to fine-gold spectrum, the samplability of a deposit ranges from relatively simple for fine-grained disseminated gold particles, through to extremely difficult for very coarse particles. Deposits generally show a background grade of mineralisation dominated by disseminated fine gold particles. Drilling will resolve the background grade well, though is likely to considerably understate the grade related to the coarser gold particles. Gold mineralogy has a significant impact on metallurgy, with key factors affecting recovery being particle size, deportment, liberation parameters and silver content of gold minerals. For coarse gold particles the focus should be on liberation and the early removal of the particles from the mill circuit by gravity concentrators and gold traps. Finer particles will require more grinding to liberate prior to flotation or cyanide extraction. The determination of gold particle sizing is thus required to minimise evaluation and geometallurgical uncertainty and lower project risk.

A master composite (Master Comp) sample was prepared from three pegmatite zones from the Zoro Dyke D1 for mineralogical analysis and heavy liquid separation (HLS). The mineralogical examination was conducted on a subsample that was crushed to approximately P80 = 600 μm. The sample consists of spodumene (10.5 percent), quartz (29.3 percent), plagioclase (29.0 percent), K-feldspars (21.3 percent), micas (5.1 percent), tourmaline (2.9 percent) and Fe-Mn-phosphates (0.1 percent). Liberation of spodumene (88 percent) and gangue minerals, including quartz (89 percent), feldspars (94 percent) and micas (83 percent), is very good at this P80 . The average lithium (Li) concentration is 3.7 percent in spodumene, 2,196 ppm in micas, 1,001 ppm in tourmaline and 115 ppm in K-feldspars. Spodumene accounts for 96 percent of the total Li in the sample. The mineralogical data indicate the potential to recover spodumene by flotation with minimal Li losses due to other Li carriers. The HLS was conducted on a subsample that was crushed to smaller than 6.4 mm, with the smaller than 600 µm fraction removed from this test. The HLS results indicate it is possible to produce a high-grade lithium concentrate, with close to 6 percent Li2O, after the rejection of iron silicates with magnetic separation.

ALTHOUGH many elements reduce the tendency to porosity in steel castings, manganese, silicon, aluminum, calcium, titanium and zirconium appear to be most generally suitable for the purpose. The manganese and silicon contents are usually maintained in a fairly constant range. Sili-con-killed castings often are made to be sound with little or no addition of the stronger degasifiers. In many cases, however, it is more practical to utilize the stronger degasifying elements, aluminum, calcium, titanium and zirconium. Since they greatly modify the composition, shape, and distribution of the nonmetallic inclusions, and thereby the ductility, the strong deoxidizers must be used in such a way as to form the least harmful types of inclusions. As the reasons for failure always to obtain good results have not been obvious, an effort has been made to determine the mechanism of solidification of steels deoxidized to produce certain types of inclusions. Diagrams representing the mechanism of their formation have been constructed from the appearance of the nonmetallic con-stituents and have not only illustrated the limiting features of specific deoxidizing treatments with respect to inclusion formation and ductility, but have also indicated a relation between inclusions and resistance to hot tearing. Three different types of deoxidation treatment have been used for obtaining sound castings with relatively high ductility. The first method is to make and cast the steel under such conditions that deoxidation with silicon and a small addition of a strong deoxidizer assures soundness. The effective addition that will promote soundness without causing the formation of intergranular inclusions varies with the furnace practice and composition, but may be limited to about 0.025 per cent Al, Zr or Ti. Up to 0.10 per cent Ca and 0.15 per cent V are also used for this purpose. The inclusions in these steels are characteristically glassy silicates and round or irregular sulphides. This paper is a revision of a former paper published in mimeograph form by both the Canadian and American coal classification committees, and is now presented for the purpose of acquainting those interested with the present status of coal classification in Canada. The classification employed for "Customs purposes" is detailed, and the classification schemes from which the customs classification was derived are reviewed and discussed. The activities of the Canadian coal classification committee, namely, the Associate Committee of Coal Classification and Analysis of the National Research Council, is also reviewed. Reserves, Production and Uses of Canadian Coals The total coal resources of North America are estimated to be 69 per cent. of those of the world, and of this portion, the distribution is 52 per cent. for the United States and 17 per cent. for Canada. Accordingly, Canadian coal resources amount to approximately one-third of those of the United States, and one-sixth of those of the world. As for the geographical distribution, the bulk of the known coal deposits are in the extreme eastern and western portions of the country. Employing the usual, more or less loosely defined, designations for the different classes and subclasses of coal, the distribution of the Canadian coal resources, according to provinces, is as follows: Maritime Provinces: Nova Scotia and New Brunswick Bituminous and semibitu- minous coals. Ontario (northern part).............................Lignite. Saskatchewan, (and Manitoba)....................... Lignite. Alberta and British Columbia........................ Lignites, subbituminous, all kinds of bituminous, semibituminous and semianthracite coals. The Project Financing Industry is currently being expanded en- compassing greater competition due to the improved worldwide economy. This has meant that money is in greater supply than demand for both loan and equity investment and is available for larger and higher risk ventures. The consequence of this is that the Project Financing Industry should be better able to provide more innovative forms of financing to meet the needs of mining and petroleum companies, regardless of size. Large mining and petroleum companies in Papua New Guinea should therefore be looking for ways to raise equity funds for exploration in greenfield areas, diversifying their risks through acquisition, and seeking to reduce their costs of borrowings. The small to medium sized mining sector should be looking to raise equity for increased ex- ploration on tenements and, where possible, to raise borrowings to fund expansion and further development of their projects. In summary, it is a period during which companies should take ad- vantage of available funding to augment their strategic plans and increase their long term returns to shareholders.
