A conference attended by a limited number of invited participants was held last September in Denver under the auspices of the Underground Construction Research Council of ASCE funded by the National Science Foundation (RANN) to explore the problem of accelerating the transfer of advanced geophysical technology, used principally in the petroleum exploration industry, into more effective and widespread use in subsurface investigations for underground construction. There are technological problems, but technical difficulties and unfavorable ratios of benefits to costs are not the major obstacles. The problem centers on the complex way in which potential net benefits are translated into effective incentives to innovate for each actor in the complex web of individual, corporate and institutional entities involved in the planning, designing, building, funding, operation and ownership of major underground construction projects. The entities responsible for site investigation, design concepts and specifications do not directly bear the risks of unanticipated costs and failures, nor directly gain from savings. The conventional unit-price construction contract is strongly implicated in blocking innovation. Problems of risks and incentives, more than technical feasibility, must be solved before large investments in technical adaptation and adoption can occur.

STUDIES of roof and floor movement are of interest to those actively engaged in mining. This is especially true in the case of an entirely new area where there is no precedent for guidance. The potash deposit being mined is in the southeast corner of New Mexico, about 20 miles east of Carlsbad. The deposit was formed by the land-locked, shallow, Permian Sea that extended through parts of western Texas, Oklahoma, Kansas, southeastern Colorado, and eastern New Mexico. The saline deposits vary from 500 to 4000 ft. thick. Neither of the companies operating in this area has delimited its com-mercial ore bodies. As all production so far has been from Federal and State leases, the Department of the Interior and the State of New Mexico have a direct interest in the development and extraction of these ore horizons. The ore is composed of an intimate mechanical mixture of sylvite (potassium chloride) and halite (sodium chloride). It lies generally in a horizontal bed varying from 5 to 12 ft. in thickness, and has a cover of approximately 1000 ft., consisting of about 500 ft. of salt beds and 500 ft, of sediments. The immediate mine roof for several feet is principally salt with some potash and clayey material. The next 500 ft. above, from the standpoint of structure, may be considered rock salt with a few inter-bedded potash members. The upper 500 ft. is of sedimentary (Permian and Triassic) origin and contains several water-bearing formations with flows varying from 10 to 500 gal. per minute. This water intensifies the interest in convergence problems as the ore and surrounding for-mations are water soluble. Potash salt (sylvite) and rock salt (halite) are plastic minerals. Plasticity is defined as a "property of solids by virtue of which they hold their shape permanently under the action of small shearing stresses but are readily deformed, worked, or molded under larger stresses."1

IN 1938 the Republic Steel Corp. announced that it had leased the ore mines and other property of the Witherbee Sherman Corp. at Port Henry, N. Y. The announcement brought forth an interesting reaction. Two questions were asked repeatedly: (1) Is the iron product high grade? (2) Is there a substantial reserve? The answer to both questions was and is a decided and emphatic "Yes."

En la unidad Cerro de Pasco de Empresa Administradora Cerro SAC, existen varias fuentes de aguas ácidas de diversas características, con diferentes rangos de acidez y contenidos metálicos de hierro, zinc y cobre, que parcialmente han pasado de ser un pasivo, en términos económicos y ambientales, a ser una fuente de recursos. El tratamiento convencional que se aplicaba en la planta de neutralización consistía en neutralizar la acidez protónica y precipitar los metales disueltos utilizando lechada de cal y luego separar por sedimentación los sólidos formados para obtener un efluente tratado descargado por vertimiento y disposición de lodos formados en la relavera de la unidad. El cambio de pasivo a recurso para las aguas ácidas pasó por rehabilitar un proceso abandonado, identificando y separando en el interior de la mina subterránea un flujo que por su contenido de cobre ha sido separado en un circuito independiente del existente para las otras aguas ácidas de menores contenidos metálicos. Se desarrolló una secuencia de procesos de precipitación selectiva; inicialmente para recuperar cobre se implementó a escala industrial la cementación con chatarra de hierro. A escala piloto se han concluido tanto las pruebas para separar el hierro por oxidación y precipitación selectiva en medio ácido, como aquellas por las que, a partir de la solución pobre de la precipitación del hierro, se precipita el zinc en dos alternativas: precipitación alcalina como hidróxido de zinc o precipitación en medio ácido por sulfuración. A escala industrial, la recuperación de cobre en la cementación con chatarra de hierro alcanza el 75%, y 85% de contenido de cobre fino. A escala piloto, para el hierro se espera una recuperación sobre 95%, para un producto que alcanza 39% de fierro, mientras que para el zinc, la recuperación esperada es de 93% y un contenido de 35% de Zn en el precipitado de sulfuro.

The phenomena of post detonation gases in muckpiles is reasonably well known. It causes the 'rumbling' noises occasionally heard after a blast in open pits or quarries and is thought to occur due to initiation of carbon monoxide, hydrogen, etc. by 'hot' spots within the muckpile. The problem usually occurs with highly aluminized products, but can occur with any oxygen deficient product. This phenomenon was never a problem underground due to restriction on access to blast areas, ventilation criteria, etc. until the advent of large diameter blastholes and particularly their use for specialized applications such as drilling for blasting down 'hang-ups' in ore passes.

Laboratory tests were conducted by the Bureau of Mines to determine the effect of depth of cut and bit type on respirable coal dust generation. Apparatuses were constructed to contain the coal samples, measure the linear cutting forces, and analyze the dust generated. Single-bit tests were conducted in Illinois No. 5 and Pittsburgh seam coals with five bit types at four depths of cut. The results showed that bit type did not significantly influence dust production. On the other hand, deep-cutting bits were more efficient and generated substantially less respirable dust per pound of coal broke than shallow-cutting bits.

A complex polymetallic sulfide ore in Yunnan, China, has various valuable minerals, which are Chalcopyrite, Galena, Pyrite, Gold, Silver, and Magnetite. A reasonable new flowsheet with a bulk flotation and a flotation separation of sulfide minerals that are Chalcopyrite, Galena, and Pyrite was carried out at first stage. After that tailings were treated by low intensity magnetic separation to achieve magnetite concentrate. A high Pb concentrate assaying 60.00 percent Pb at total recovery of 75.71 percent with 40.50 g/t Au and 1390.00 g/t Ag, a final high Cu concentrate assaying 24.45 percent Cu at high recovery of 92.03 percent and a magnetite concentrate assaying 60.78 percent Fe at recovery of 33.61 percent with 18.45g/t Au and 234.99 g/t Ag, are obtained. The total recovery of Gold and Silver in Pb concentrate and Cu concentrate reached 71.63 percent and 67.32 percent, respectively. It is shown, that this new flowsheet could realize efficient recovery for all of the valuable minerals in the ore and is easy to be industrialized. The separate outputs of Burma and India in 1937 were 274,664,365 gal. valued at £4,474,147 and 75,657,857 gal. valued at £1,030,591, respectively. The corresponding figures for the year 1938 were 263,823,-265 gal. valued at £3,766,810 and 87,082,371 gal. valued at £1,234,563, respectively, which is a slight increase in total quantities but a fall in value for the combined outputs of Burma and India. The appreciable increase from India in 1938 is due to an increase of over 11 million gallons from Attock and a little from Digboi, while the decrease from Burma is due to a fall of nearly 9 million gallons from Yenangyaung, over 3 million gallons from Yenangyat (and Lanywa) and half a million gallons from Minbu (Table 1). The 'amount' of gasoline produced from natural gas during the year 1938 was 10,587,291 gal. in Burma and 496,163 gal. in the Punjab.

Thai means free. Historically accurate, as the country has never been subjugated by foreign occupation, the name "The Land of the Free" also seems to fit the attitude of the people. At the Bangkok airport, without so much as a kopkhun (thank you), travelers are found behind, beside and in front of ticket counters. A pretty Thai face on TV calls flights in English and Thai. Baggage disappears with alarming rapidity and your reporter and spouse despaired of ever being reunited with it. But at the entrance, all the parts came together and there was even a limousine from our hotel, The Oriental. Driving downtown English style, we noted that there were four lanes of traffic occupying the space we would allow for three lanes. Motorcycles and enclosed three-wheel motorcycle taxis were much in evidence, but the occasional water buffalo held up the slow lane. In the city, men wore European-type slacks and shirts but the women were colorful in traditional ankle-length wraparound skirts.

Conventionally, emulsion matrices (unsensitized) need to be sensitized to become detonable explosives. This is done either chemically or mechanically. Both methods have their advantages and disadvantages. Mechanical sensitization involves the addition of microballoons (plastic or glass) to the emulsion matrix, in order to create hot spots during detonation. This is usually done at the manufacturing site and poses a safety risk in terms of the storage, transportation and handling of a 1.1 type explosive. Many countries throughout the world make use of chemical sensitization as opposed to mechanical sensitization as this allows for the storage, handling and transportation of two 5.1 type products rather than the 1.1 type explosive. Chemical sensitization involves the addition of a small amount of a chemical that reacts with a component of the emulsion matrix causing the formation of gas bubbles that act as hot spots during detonation. The disadvantage of this is the lack of accurate density control (due to various factors affecting the reaction) and the lack of comprehensive understanding of the operators of the reaction. This can easily result in poor blast performance. Due to these disadvantages a pumpable, non-detonable (5.1 type) mechanical sensitizer was researched and developed. This product allows for pumping at a 50:50 volume ratio with the emulsion matrix, when loading into blast holes. The significance of this is that a 1.1 type explosive is formed in the blast hole. As such, the security and logistical issues of the transportation and storage of the 1.1 type explosive are eliminated. Another advantage is accurate density control of the final product, specifically in small diameter long hole applications. A cost effective, unique mini pumping system has been developed for the loading of this product. Moreover, this system can easily be used for secondary blasting applications and the on-site packaging of cartridged explosive products.

The ore of the Southeast Missouri lead district consists essentially of galena in dolomitic limestone. The galena usually is in a very finely disseminated condition. The experience of recent years in the concentrating plants of the St. Joseph Lead Co. has shown that dry crushing carried to a point where about 90 per cent of the ore passes a 14-mesh screen liberates the larger portion of the galena, and minimizes further necessary reduction in rod or ball mills. Concentration practice has attempted to carry size reduction to a point where economic unlocking of the galena is obtained, without causing undue sliming of the very friable galena. While 60 per cent of the tonnage of the district is treated by the flotation process, only 40 per cent of the total concentrates is produced by that means, as efforts have always been made to keep the grade and tonnage of flotation feed as low as possible. The milling practice of the district for some years has recognized the generally accepted idea of better selective grinding in rod mills as compared with ball mills, with the attendant decrease in production of fines. The function of rod and ball mills in the various concentrating plants is the grinding of table middlings and coarse tailings that carry lead values too high to be discarded. The simplified flowsheet in Fig. I illustrates the place of grinding mills in the circuit. The arrangement of classi- fiers, tables and mills constitutes a closed circuit within somewhat flexible limits. In 1937 experiments were conducted in replacing the ball charge in a 6 by 4-ft. ball mill with rods 2 in. in diameter and 51 in. long. This step was taken with some hesitancy, as it was easy to picture a mass of tangled and crossed rods. However, no difficulties developed, and after a short trial period, six more ball mills were converted to rod mills. These mills are of the spur gear and pinion, belt-driven type, using in most cases a 75-hp. motor and having a 9½-in. open trunnion discharge. As ball mills, they carried a charge of 16,000 to 20,000 lb. of balls, 2 in. in original size. The feed to the mills was dewatered by dewatering wheels and introduced at 70 to 75 per cent solids, with a single scoop feeder. One change in mill design was found advisable when rods were introduced. The existing end liners had an outward flare of 3½ in. in 12 in. These were replaced by linings having vertical interior faces, in order to prevent undue end travel of the rods. This change gave an effective working length of 52¾ in. inside the mill. No alterations were made in the shell liners, which are of the smooth type, made of manganese steel 2 in. in original thickness. The rods at present in use are 51 in. long and 1¾ in. in diameter. The composition has been varied at times; at present they contain 0.70 per cent carbon and 0.70 per cent manganese. Some breakage and etching occurs as the rods become small, but this is considered preferable to using softer rods, which may kink and cause tangling of the charge. The mill charges

Working capital is best described as money that must be supplied from a company's treasury to buy inventories for raw materials and finished products and to provide credit to customers who have not yet paid for delivered products. Working Capital requirements for resource projects are to a large extent, dependent on specific characteristics of the projects concerned. Important variables are the nature of the project and speed with which sales can be realised. The project's location is also important as this will influence inventory levels. Working capital requirements have a time profile, the present value of which can represent a significant portion of a projects overall capital needs. A significant component of a project's working capital is not readily recoverable or able to be reassigned should the project fail or be deferred.

Introduction Loss prevention programs have become absolutely necessary at any precious metals producing property. In the past eight years, one security company, specializing in precious metals mine, mill, and refinery security, has been involved in investigations at gold and silver properties that have resulted in 62 criminal convictions. Of those, all but five were employees, former employees, contract employees, or vendors for the company. Several of the cases involved losses of more than $1 million. The largest number of employees prosecuted from one investigation was 17. A recent case resulted in 12 criminal prosecutions and, several years ago, one involved an additional 12 criminal prosecutions. The most serious theft problem facing precious metals mines is employee theft. Is is estimated that 95% of the dollar losses from precious metals thefts can be attributed to employees. This does not mean there is no robbery or burglary exposure. There have been successful robberies, burglaries, and extortion cases. Most mining companies, though, provide better protection against external theft than from internal theft. That is one reason employee theft has reached epidemic proportions. Any product can be stolen No product is immune to theft. Precious metals investigations have involved the theft of high grade ore, dore, bullion, concentrates, precipitates, loaded steel wool, loaded carbon, and sump cleanup. Over a period of several years, this author's security agency has documented the theft of more than 22.5 t (25 st) of load carbon. Most mining companies do not protect the number one adsorption tank or the loaded carbon screens, which frequently leads to losses. Precipitates, electrowinning tank sludge, sump material, and concentrates are usually afforded lit¬tle protection because mine management believes it is too difficult to process. There are custom mills throughout the United States that will process any form of precious metals with no questions asked. This has become a particular problem since the certificate of ownership requirement has been eliminated by most states. Due to the large number of gold mines coming on line, many mine managers are being recruited from base metal mines, where primary security problems involve the theft of tools and company property. These managers do not understand the unique security problems associated with precious metals production. Consequently, they usually forego many security needs in the interest of economy. Unfortunately, numerous cases are on file where mining companies have suffered large losses because their physical security and their security procedures were not adequately addressed when the property was in its planning stages. "The Early YearsThe Grand Lake coal fields in New Brunswick undoubtedly can claim the distinction of being the first part of North America from which coal was mined and exported. The diaries of the Governor of Massachusetts during the first half of the 17th century clearly establish this fact. There is also a reference in the Massachusetts Colonial Records which indicate that coal exports to New England were carried on as early as 1639.It has generally been believed that Cape Breton mined and exported the first coal; but no account has yet been found to show that this took place earlier than 1676. Both at Grand Lake and Cape Breton the coal was near the surface and removed by hand.When the country passed entirely into British control, Joseph Garrison, a grantee of Maugerville in 1765 moved to Jemseg. While surveying the north side of Grand Lake he discovered outcroppings of coal on the shore of the lake and further inland along the banks of streams. It was he who named Newcastle Creek in reference to Newcastle in England, which was widely known for its coal mines. Joseph Garrison died in 1783, the same year that an influx of United Empire Loyalists increased settlement in Newcastle Creek in the area now known as Minto. Many Loyalists also settled on the shores on both sides of Grand Lake.At a number of points where streams cut channels through the overlying strata, the coal seams were exposed and it was at such outcroppings that the early operations were carried on. A tunnel was driven in the seam from the foot of the bank, affording both an outlet for the coal and natural drainage from the workings. The coal was loaded into boxes and wheeled over wooden tracks to a point on the surface where it could be dumped into wagons and hauled either direct to destination or to where it could be loaded into boats and conveyed via Grand Lake, Jemseg and Saint John river to points of distribution.In the latter part of the 18th century and first years of the 19th century, farmers were undisturbed by mining the coal found on their lands. This was soon to change and resulted in many years of contention between landowners and the Legislative Assembly.New Brunswick became a separate province from Nova Scotia in 1784 and the seat of government moved from Saint John to Fredericton in 1788. The new province had its first priorities; the establishment of counties, the building of roads, and the development of its natural resources. From 1805, records of coal and land development are fairly complete. These records show the increasing interest of the Province in developing the coal fields. This interest resulted in the granting of coal leases to many friends of the government, without any regard for the wishes of the farmers who owned and had occupied the land for many years. The farmers fought back with lawsuits and other forms of dissension but with little success. By the end of the 19th century there were very few farm operators left in the area."

Physical properties have been used for a long time in characterizing different kinds of coal, and such physical properties as friability and slacking have been included along with chemical properties in grouping coals according to the widely used system of classification adopted by the U. S. Geological Survey. Nevertheless, the usefulness of physical properties for classifying the different ranks or kinds of coal has been limited because it has not been possible to express these properties in definite form as numerical values. Because of the present wide interest in the formulation and adoption of a satisfactory system of coal classification, the Northwest Experiment Station of the U. S. Bureau of Mines, in cooperation with the College of Mines of the University of Washington, has recently completed a study of the physical and chemical properties of approximately 100 different coals ranging in rank from lignite to anthracite. Purpose and Scope For this investigation samples were collected in approximately 45 mines and prospects in Washington and 23 mines in other states. The following studies, in addition to proximate and ultimate analyses, were made of the samples: Determination of (1) friability, (2) slacking or weathering characteristics, (3) yield of products by low-temperature carbonization in a laboratory retort, and (4) agglutinating value. Most of the coals examined were subjected to each of the tests enumerated, but with coal of some ranks this was unnecessary in some instances, and in others it was not feasible to do the work involved. A report which includes the analyses of the coals and the details of the methods of examination used in the investigation is being published by the Bureau of Mines.'
