There are a number of factors affecting the discovery and develop- ment of uranium in Australia which makes this mineral almost unique and quite different from other minerals. I. The role of the Australian Government, which initially encouraged the discovery by offering rewards to prospectors who discovered deposits that could become economic. 2. At a later stage, the Commonwealth and South Australian Govern- ments prevented the development and production of "new mines" by refusing to grant mining title and refusing to allow sales of uranium by not issuing export permits. 3. The unique property that uranium and its daughter products possessed, i.e. radioactivity, meant that any person who purchased a geiger coun- ter could go prospecting, even though they had no previous experience in prospecting and they had an equal opportunity of discovering a new deposit as a company or independent geologist. 4. Because the exploration/demand for uranium didn't occur until the 1940s very little background geological information or models were available and so the early discoveries tended to become the locus for exploration rather than moving into areas which might on geological concepts lead to exploration programmes based on geological models. Because of the lack of knowledge there was the exchange of geologists from the U.S. Geological Survey and the South Australia Geologist Survey.

TETRA Technologies, Inc., has applied its HDSIM metals precipitation system to treat a waste stream containing scrubber blowdown and process water from a smelter operation. The combined stream contained cadmium, lead, selenium, arsenic and zinc, plus some iron and copper. Treatment requirements included meeting stringent mass flow limitations for specific heavy metals. The HDS ? system can reduce the arsenic from 600 ppm to less than one ppm. The process generates a dense sludge that can be reprocessed in a smelter, eliminating the liability associated with landfilling. Flow diagrams and process details are discussed.

A progress report on the oil-shale and shale-oil processing research program at the U. s. Bureau of Mines Oil-Shale Demonstration Plant. Legislation providing for the program and aims are briefly noted. The remoteness and rugged nature of the terrain at the plant site are important factors in construction and operations. Large-scale units now in operation are the crushing plant and two 40-ton N-T-U retorts. These are described in detail. Under construction are several retorting pilot plants and a 200 bbl per day refinery. The refineiy incorporates several types of thermal operation, three-stage low-temperature acid treating, doctor sweetening and rerunning. Data are presented on typical N-T-U retort runs. Yields of 90 to loo pct of assay are realized on 30 gal to the ton shale with a retort cycle time of 18 hr. Data also are presented showing a comparison of a Mid-Continent petroleum and N-T-U shale oil. This comparison indicates that shale oil has a high pour point, low API gravity, and contains about 0.8 pct sulphur and 2 pct nitrogen. The naphtha fraction contains 3 pct tar acids, 9 pct tar bases and jo pct olefins. The problems involved in refining shale oil into usable products are discussed in detail. Introduction The Bureau of Mines oil-shale program now under way at Rifle, Colo., was begun in July 1944 under the provisions of the Synthetic Liquid Fuels Act, which was passed in the spring of that year under the sponsorship of Senator Joseph C. O'Ma-honey of Wyoming and Congressman Jennings Randolph of West Virginia, aided by Michael W. Straus, former Assistant Secretary of the Interior, and others. The oil-shale plant is only a part of the Office of Synthetic Liquid Fuels, Bureau of Mines, which has under way projects to develop synthetic liquid fuels from coal and other solid materials at Pittsburgh and Bruceton, Pa., Morgantown, W. Va., Louisiana, Mo., as well as the Petroleum and Oil-Shale Experiment Station at Laramie, Wyo., and the oil-shale demonstration plant at Rifle. The oil-shale program is entirely experimental. It is not intended that oil will be produced in great quantities. Production will be limited to the volume obtained from plant-scale experimental operations, which will be kept to the minimum size needed to develop techniques and processes and to demonstrate costs. After the passage of the enabling act in the summer of 1944 a survey of the oil-shale resources of the Nation was made to determine the most suitable general area in which to establish the demonstration plant. Project evaluation is completed through individual studies covering technical and financial aspects of the mine to market. These studies are completed at various levels of detail depending on where the project evaluation is in the projectÆs life cycle. The competency of the studies varies in relation to the quality of data, level of the skills employed, control, management and reporting structure. The focus of this paper is managing elements of the study, looking at the cost of opportunity to influence the project, against the value added. Selection of the study manager and study teams is central to getting an integrated project evaluation addressing the correct issues completed on time. Retention of key personnel can reduce rework which, in turn, can reduce time and cost impacts. It is important to have a work breakdown structure at the outset so that the study teams have a common numbering and naming system that will integrate areas, equipment, budgets estimates and accounts. Having set up the evaluation groups and provided training in the study procedures, understanding the scope and schedule are vital elements in producing a project evaluation that addresses the opportunities and the risks of the final project. Arriving at an accurate capital budget requires integration of the research controlled through common systems. Project evaluation process must also address how the project is to be delivered.

Phosphoric acid is a major raw material for the production of ammonium phosphate (AP) that is used as an intermediate in fertilizer production. Impurities within commercial grade wet process phosphoric acid are important in producing a fertilizer granule with good handling properties. The impurities identified as being important are; iron (III), aluminium and fluorine-containing compounds. Results show that the viscosity of the AP slurry produced increases by increasing the amount of impurity in the acid. Bench scale tests have been successfully replicated on a plant scale leading to a better understanding of the composition of impurity levels within phosphoric acid required to produce a high quality, free flowing, hard, spherical and non-caking granular fertilizer.

To exploit the mineral resources of fine grained ore bodies the minerals processing industry is turning to fine grinding technology, of which tower milling has become an established part. However, compared to other mills relatively little is known about the operating mechanisms in tower mills. In all milling processes one of the keys to understanding how they work is in knowing how their grinding media move. To investigate the ball motion in tower mills a glass unit was therefore constructed and measurements taken of the movement of the grinding media. This paper describes the results from this study.

MOST of the recent work to establish the mech-anism of creep in metals at high temperatures has utilized aluminum as the experimental material. It was thought desirable to initiate an investigation of a hexagonal close-packed metal, because of the relatively simple slip system, and compare the observed deformation characteristics with those that have been observed for the face-centerd cubic metals. High-purity magnesium was chosen for this purpose, first, because its strength and other mechanical properties are similar to those of aluminum in the same temperature range, and second, because the existing equipment was ideally suited to observe magnesium during creep. It is proposed in this paper to present a pictorial and qualitative account of the changes that high-purity magnesium undergoes during creep at 500°F. The characteristics of deformation of aluminum described below have been observed by various workers and accounts of these may be obtained from the papers of Chang and Grant.'- These characteristics are: slip, subgrain formation, grain boundary sliding and migration, fold formation, deformation bands, and kink bands. It is well known that in a flat magnesium specimen, slip on the basal plane (0001) in the [1120] direction results in the formation of straight bands on the surface of the specimen. Schmid and co-workers' have shown that this system is operative in the temperature range of -185" to 300°C (-300° to 572°F). They have also shown that a second system, slip on the pyramidal planes {1071} or {1012} in the [1120] direction, is operative at temperatures higher than 225°C (437°F). Between 225° and 300°C (437" to 572°F), therefore, deformation by both these systems is expected. Bakarian and Mathewson5 confirmed the occurrence of pyramidal slip on the {1011} plane and found that it resulted in irregular markings on the surfaces of their specimens. Burke and Hibbard6 obtained evidence of pyramidal slip in single crystals of magnesium deformed at room temperature. Bakarian and Mathewson5 suggested that the irregular appearance of these bands was due to slip on both of the pyramidal planes occurring simultaneously but in the same direction, the close angular relationship between the planes making this process possible. Furthermore, since neither of these planes is close enough to the basal plane, slip on the latter does not exhibit the irregular appearance of slip bands resulting from pyramidal slip. Experimental Procedure High-purity magnesium, supplied by the Dow Chemical Co., was used in these experiments. The analysis was as follows: Al, 0.0002 pct; Mn, 0.0018; Fe, 0.0024; Cu, 0.0002; Sn, 0.001; Ca, 0.01; Ni, 0.0003; Zn, 0.01; Pb, 0.0005; Si, 0.001; and Mg, 99.972. The magnesium was supplied in the form of 1/2 in. diam rods. The specimens had an overall length of 21/4 in., the round ends being threaded to fit the specimen holders. The previously round 3/16 in. diam gage section of the specimen had two parallel flats machined on opposite sides for microscopic observation, yielding a test zone having the dimensions of lx3/16x7/64 in. The specimens were electrolytically polished (without prior mechanical polishing of the machined flats), in a solution composed of 375 ml of ortho-phosphoric acid and 625 ml of ethyl alcohol.' The cathode was a stainless steel sheet bent so that the specimen was completely surrounded. The voltage for successful polishing was 1.5 v at 100 to 300 milli-amp current. Electropolishing for about 45 min sufficed to obtain a good metallographic surface on the specimens after they had been machined. The creep tests were performed under constant load, and two types of equipment were used. In the first, designed by Servi and Grant,V he specimens were beam-loaded, and a furnace could be lowered to surround the specimen. As the microstructural changes could not be observed during the course of the test, the tests had to be interrupted periodically by removing the specimen for microscopic examination. The second unit was a high temperature microscopy furnace designed by Chang and Grant.' The furnace was fitted with an optically flat quartz window having area dimensions 1.25x0.5 in., so that the whole test portion could be viewed through it at magnifications up to x240. The metallurgical microscope had three mutually perpendicular axes of motion, and, in addition, it was possible to measure angular displacements by rotation of the eyepiece. It was thus possible to make precise observations of the specimen during creep, and micrographs could be taken by attaching a camera to the eyepiece of the microscope. Mining any seam can seriously affect subsequent operations in coal seams both above and below the one being mined. The effect is often detrimental to the recovery, cost and safety of mining the subsequent seams. This paper describes the ground control mechanisms involved in mining through a passive subsided zone or all actively subsiding trough. Data were extracted from case studies, primarily from the Appalachia region, for construction of empirical models to predict interaction problems that can occur in overlying seams. Inner-burden thickness, innerburden lithology, percentage extraction, lower seam height, time and overburden were analyzed to determine their effect on upper seam damage. Magnitude of upper seam subsidence was incorporated, together with a broad classification of rock types, to predict the type and range of damage that can occur in the upper seam. Results are summarized in graphically and nomogram form for use in. engineering design.

The utilization of casing-head gas in the manufacture of casing-head gasoline by both the absorption and the compression method is a most important factor in the conservation of our natural resources. Any industry connected with the oil business, in general, possesses particular attraction for a large number of people not conversant with its basic principles, for the reason that the large fortunes made in the production and utilization of petroleum and its products have been given undue prominence. The general impression of the public that enormous profits are to be realized in the casing-head gas industry with minimum expenditures of both capital and effort has, in a large measure, accounted for the phenomenal expansion of the industry in recent years and, likewise, has resulted in many mistakes and loss of investment funds. It is true that many installations have been very profitable, but such instances are always the result of careful planning, experienced judgment and conservative estimates. The inception and subsequent activity in the manufacture of casing-head gasoline, enabling the business to assume an important position in the petroleum industry, are of comparatively recent origin, as its greatest growth, particularly in Oklahoma, occurred during the years 1917 and 1918. Much information must yet be secured and systematized concerning the methods of manufacture of gasoline from high-yield casing-head gas, and a large field is still open for the application of accumulated experience and good engineering practice in devising better methods of extracting gasoline from casing-head gas of the poorer grades. The absorption process is coming into general use as a most efficient system of treating casing-head gas, and even so-called dry gas. In fact, there is a decided tendency toward the universal adoption of the absorption process as against compression methods. However, a general discussion of the relative merits of these two systems is not, within the scope of this article. Two papers have been written, previously concerning operations at the Montreal East plant of Canadian Copper Refiners Limited. The first one,' written in 1932, described silver-refinery operations at the time for producing silver and gold bullion from tankhouse anode slimes; the second,Z published in 1933, consisted of a description of the entire plant. Since publication of these papers the refinery has become the world's largest producer of refined selenium. The first selenium was produced in August 1934. Tellurium production on a commercial scale followed in October 1935. This paper will deal with selenium and tellurium production and also with present operations in the silver refinery. Blister cakes from Hudson Bay Mining and Smelting Co., Flin Flon, Manitoba, and commercial anodes from Noranda Mines Limited, Noranda, Quebec, are refined at Montreal East. Both these bullions have unusually high gold, selenium and tellurium content. The average assay of raw slimes produced from domestic and Noranda anodes is about 40 per cent Cu, 3600 oz. per ton Ag, 800 ox. per ton Au, 22 per cent Se and 3.7 per cent Te. Early Silver-refinery Operations From the start of operations in 1931 until July 1934, the raw slimes were oxidiae-roasted at 700' F. in a Nichols-Herreshoff furnace, acid-leached with tankhouse discarded foul electrolyte (20 per cent HzSOa), filtered and charged directly to the dor6 furnace for refining to dore metal. This is the customary method for treating tankhouse anode slimes but was not suitable at the Montreal East plant because of the high selenium and tellurium content of our slimes. In the acid-leaching process about 50 per cent of the selenium and tellurium in the roasted slimes was dissolved in the electrolyte. Wayne Anderson Regarding the technical paper by Thomas E. Finch and Edward L. Fidler, "Recovery of Stray (Thin) Seams in Western Coal Mining." I would like to comment on this subject. In western Canada, most strip mines encounter thin seam coal or rider seams. Although the paper addresses the problems and costs associated with the recovery of this coal, it does not take into account what the savings are. Without looking at the savings, the "Total Objective" is of course not clear. I feel that in a stripping operation the mine can spend per ton (of the thin seam) up to their dragline stripping costs per ton to recover a rider seam or thin seam. The reasoning behind this is simply that this is the price the mine will have to pay to expose an equivalent amount of coal without the recovery of these thin seams. If the mine can recover a rider seam or thin seam for less than the dragline operating costs per ton, a savings will be realized. By recovering a thin seam or rider seam, the life of an ore body is extended by that amount of coal not thrown away. In addition, the cost of land acquisition, associated permits, capital, and reclamation will be reduced as more coal is delivered for a given area. When the above points are considered, the recovery of these thin seams can be very profitable and indeed worth recovering.

The Antamina tailings beach is considered a fundamental design component, as well as a predictive control for phreatic surface control. In this sense, the paper point out the development and purpose of the tailings beach , as well as what future opportunities may exist. These present and future opportunities, include implications of the beach as an evaporative surface control thus reducing pond volume. These desireable outcomes include better control of the phreatic surface in a rockfill dam, and reduction of pond water volume.

The Bureau of Mines determined the costs associated with lithium production (in various products) from demonstrated resources in seven market economy countries (MEC's). This analysis evaluated the relative economic and resource position of 16 mines or deposits, including 6 producers and 1 (Bernic Lake) operating at pilot scale. The demonstrated resource of recoverable lithium within the deposits studied is approximately 2.2 million metric tons (mt). Virtually all known MEC resources and production were covered, including resources in Chile (59 pct of the total), the United States (13 pct), Australia (11 pct), Canada (10 pct), and Bolivia, Zaire, and Zimbabwe (combined 7 pct). In addition, the large potential of lithium-enriched brines is assessed, especially those in the Atacama Basin, Chile, where production began in 1984. The lithium resource consists of lithium in spodumene, brines, and to a small extent lepidolite and petalite. Most MEC lithium trade originates from the United States, though development of brine deposits in Chile, and potential development in Bolivia, could threaten the U.S. position. Economic analysis indicated that all lithium being recovered from producing properties could be produced at less than the published market price, and that MEC resources from these properties are adequate to supply any foreseeable demand.

Sichuan province is the richest province for its waterpower resource in China, perfectly suited to develop a high consuming energy industry. Sichuan Aostar Group Company has two Aluminum smelters, Guangyuan Aostar smelter and Sichuan Aostar Smelter. The production capacity of Aostar Group was 240,000 tons in 2004. The construction scale of Sichuan Aostar Aluminum smelter is 250,000 tons per year. The first 168 GY-300KA pre-baked anode cells (125,000 tons/year) were put into production in 2003. This company has taken the lead in the use of the transfer gantry technology in China. Besides making the process of calibration the pot shell it has concentrated the efforts to construct cell lining elsewhere. This company also has taken the lead in China for using the EIRICH force mixing and cooling technology as well as in the world for the CP Company?s vertical ball mill technology that produces the pre-baked anodes. The carbon anode system completed its 190,000 tons/year production scale. This is the most advanced technology and the biggest scale pre-baking anode manufacture in China. Since the Sichuan Aostar 300KA cell was put into production, it runs normally and smoothly. Up to now the current efficiency is higher than 94% and the specific energy is only 13300kWh/T-Al.

The release of these data would benefit the mining industry as a whole. Particularly valuable would be the details of drilling programs that have been tested by actual mining operations, as most of the available published material is unsupported by production records. The scope of this paper is limited to a few of the commonest problems of interpreting diamond-drill core and sludge samples and the deviation of holes. It does not include the description of routine operations performed by the drillers, nor the estimation of ore reserves. The methods of calculating reserves have been described,25,26,31,32,50,65 but more informa- tion is needed on the results shown by actual mining operations. Core Sampling The accuracy of diamond-drill-hole Sampling depends in large measure on the percentage of core recovery. As a general rule, the longer the run, the poorer is the recovery. Although the longer runs allow cheaper drilling costs, the determining factor should be the percentage of recovery desired. The problem is one of balancing accuracy against costs. Holes of larger diameter may show improved recovery, except as Joralemon* points out that there are some conditions in which small holes give better core recovery than large holes. This is particularly true, he says; in rocks like shattered quartzite, where larger core tends to break in angular fragments and grind up, while the diameter of smaller core is less than the distance between joint planes and grinding is not so serious. In a large measure the length of the sample run should depend on the type of deposit. Favorable drilling may allow uniform sample runs of 5 ft., 10 ft., or perhaps 20 ft. In veins or beds of relatively narrow widths and changing characteristics, however, the ore zone may be overrun and ground in a core barrel full of waste rock. Generally it is desirable to break the sample at a change in the rock or ore. Such a change; often indicated by a color change in the sludge water, should be a a for the driller to make a "dry" block and to pull out that run regardless of the length. THIS subject may be controversial. Personal preferences influence the final selection of cyclones, and side issues such as costs, floor areas, head room, and ease of replacing worn parts all enter the picture, but the following comments and data should apply to most cyclone selection problems. Broadly, the uses for cyclones in wet classification may be divided into three fields: 1) Open circuit operation, for two products, in which feed rate and sizing vary and the products vary. For example, feed may be divided into a sand product and a slime product. 2) Open circuit operation, for two products, in which feed varies, one product to have constant sizing. This calls for adjustment in either the apex or the vortex aperture. 3) Closed circuit operation, the finished product to have constant sizing. Most classification jobs fall in this category.

Activity in the oil fields of the state was at a low ebb during the year because of the longest period of low prices that has yet prevailed, which has been detrimental to both the eastern and western sections of the state. Production for the state as a whole shows a drop of 209,192 bbl. during 1939, the total being 5,356,963 bbl. The loss is in the production of the western division, where a loss of approximately 300,000 bbl. more than offset a gain of approximately 100,000 bbl. in the eastern division. The loss in the western division can be attributed to decline in drilling activity due to the low prices prevailing, which were caused by flooding of the normal markcts with cheap Illinois crude. The gain in the eastern division is the result of repressuring operations begun in previous years and now showing results, and not to any renewed drilling activity. Gas development in western Kentucky during 1939 was of minor importance. In eastern Kentucky approximately 50 producing gas wells were drilled, which were sufficient for present market with excess reserves already developed. With the severe winter and additional industry load every gas well connected has been on line for the past three months. Although all demands are being met, development will be greatly increased during 1940 to meet depletion. From the geological point of view, the drilling activity in the western division developed additional information of benefit. Several wells on blocks of acreage assembled in previous years were drilled in the deeper parts of the Western Coal Basin—southern part of the Illinois Basin— giving for the first time accurate information about the Pennsylvanian and lower formations down to and through the Devonian.
