General solutions of this problem appear to be very important for interpretation of field results of resistivity measurements, concerning structural investigations. STUDIES by many authorities have proved that nitrogen exerts an injurious influence upon iron and steel, but in the casehardening of steel by carbon, nitrogen has the advantage of accelerating the process of cementation. Its influence upon special steels is quite remarkable; it can produce the hardest layer ever known in metallurgical products-a fact hit upon by A. Fry and studied and ascertained by L. Guillet. As there have been very few investigations on the influence of nitrogen on special steels, the writer has listed important articles dealing with this problem and has conducted experiments on nitrification. He also has tested the influence of nickel upon the penetration of nitrogen in electric-arc welding.

Discussion of the paper of H. M. Chance, Bi-Monthly Bulletin, No. 23, September, 190S, pp. 791-808. CHARLES CATLETT, Staunton,Va. (communication to the Secretary *):-Mr. Chance's suggestions that the brown hematite ores of the Potsdam formation are due to the alteration in place of iron sulphide, and that their extension may reasonably be expected to contain valuable deposits of unaltered sulphide, are interesting; but the facts marshaled by him are too limited to justify more than the hope that they may serve as a commercial source of sulphur. It is true that these deposits have been the source of large amounts of iron-ore; and it. is common, as stated by him, for the mining operations to extend to a shallow depth only; but this is largely due to the fact that the surface-material represents an accumulation from the breaking down and collection of the ore which formerly reached a much higher level. With, increasing depth comes a decreasing thickness of valuable material. This is especially appreciated by a glance at Mr. Chance's drawings. This is the reason why so many disappointments have resulted when these ores have been followed to greater depths. Even if the ore is largely derived from oxidation in place, it is impossible to ignore the great number of concretionary forms, as well as those showing the evidence of secondary solution and deposition now taking place, such, for instance, as the part replacements of fragments of quartzite derived from the underlying beds. Concretionary form does not necessarily mean long transportation, and may be a variation of material in place; but commonly it is an evidence of collection, and tends to imply that more or less concentration has taken place. The Snow Caps mine was an open pit and conventional cyanide heap leach gold project located 10 Km east of Independence, California in the Owens Valley. The project is unique in that it is one of the first projects to go full-cycle, from design through closure, under California's Chapter 15 mine waste regulations adopted in 1984. The property was acquired by Sunshine Mining Company in 1985. During 1986, final design and permitting were completed and the facility was commissioned in 1987. Mining continued to mid - 1990, when the minable ore body was depleted, and heap leaching continued into early 1991. Rinsing of the spent ore was completed in 1991, and final closure will be complete in 1992. The spent ore will be left on the leach pad for its final disposition. The focus of this paper is the permitting and closure aspects of the project as required by California's Chapter 15, Article 7 regulations.

Limestone and dolomite production is of significant importance to the Baltimore and Ohio Railroad. Except for coal, more tons of limestone and dolomite are moved by the Railroad than any other mineral raw material. In the territory served by the Railroad, these materials are produced from every geologic system from Cambrian through Pennsylvanian. Some of the operations produce premium stone acceptable for high-specification steel and chemical use; at others, the stone finds application as aggregate materials and for cement manufacture. The Railroad is interested in seeing continued production from the operations it now serves, and in serving operations in a way mutually beneficial to the Railroad and to the producer. In working with producers, the importance of geologic knowledge in prospecting and development of deposits has been clearly recognized. In turn, knowledge of the economic and technological facets of production and consumption is needed for the geologists to participate with maximum efficiency.

A scheme is presented whereby the complexities of design and operation of a hydraulically powered coalmine support are modelled using the finite element method. This enables predictions to be made of the interaction of the support with its environment in a variety of operating conditions. The model is a two dimensional representation. The modelling scheme was applied in two case studies. In the first, the performance of a four leg support was uprated by increasing the front leg force. The finite element model enabled changes in overall support performance to be verified. In the second case study, the change in lateral force developed by a two leg support was assessed with changes in support operating height and floor foundation stiffness. The modelling scheme is capable of further development with the possibility of extending the model into three dimensions and the addition of control elements that would enable an actual mining sequence to be Represented.

THE late steel strike resulted in an unusual reversal of field when Brazilian interests shipped steel to the United States to assure completion of a blast furnace under construction in Cleveland for the national Volta Redonda mill. The furnace is one of the key factors in an expansion program scheduled to raise Brazilian steel production by 280,000 tons, bringing annual output to 1 million tons. The first consignment shipped to Cleveland included 500 tons of slab and plate steel, and was followed later by another 300 tons. Brazil wants to blow in the furnace by July 1, 1953, and the restricted allocation system brought about by the steel shortage offered a real threat to the deadline. Volta Redonda, established during World War II by Brazilian and American financing, accounts for more than half of Brazil's steel production.

(communication to the Secretary *):—At the meetings of English technical societies it not infrequently happens that, during the discussion of a paper, someone will arise to say that although he highly appreciated the material presented, nevertheless he believed it would have been better if some other phase of the question had been more highly emphasized. Assuming that this form of discussion is permissible in the Institute, I should like to reiterate the point made by Prof. A. J. Moses that conclusive proof of the identity of the minerals in question is an essential feature of the study of ores in this way. This is also expressed by Paul Krusch in his recent valuable paper on the sulphide ores (in which he arrives at conclusions diametrically opposed to those of Mr. Graton), as follows: "The diagnostic properties of the various ore minerals are known to but a limited circle of investigators." Many earlier investigators began the study of ores beneath the microscope by reflected light, but discontinued their work, in most cases, because they were unwilling to undertake the great amount of preliminary work necessary to securely establish a basis for their inferences. It is evident that Messrs. Graton and Murdoch realize that the promised later paper on diagnostic characters will be the more important of the two, but the point should be emphasized to forestall a flood of literature from other investigators who may gain the impression that the brief survey of polished specimens is a vade mecum to incontrovertible conclusions as to any given ore deposit.

The sinusoidal surface relaxation technique has been used to measure the surface self-diffusion coefficient of spectroscopically pure nickel over a wide temperature range under a hydrogen atmosphere. A kink in the Arrhenius plot has been observed. In the temperature range T/T 0.98 to 0.80 (T in O K and T, is the melting temperature) the average self diffusion coefficient is given by Below the temperature T/T,- 0.80a decrease in the slope of the log Ds us 1/T plot is observed. This is associated with a diffusion process characterized by a lower activation energy (-20,000 cal mole'') and smaller preexponential term (-10- sq cm sec"). A series of experiments were carried out at T/Tm = 0.61 under a hydrogen atmosphere of higher oxygen partial pressure than for the rest of the experiments. It was found that Ds was significantly depressed due to oxygen adsorption. This evidence supports the opinion that the low temperature process (activation energy -20,000 cal mole-') is unlikely to be due to oxygen adsorption. An interesting feature of the present data is that the transition temperature (T/Tm - 0.80) is a function of orientation. For a small number of crystals of measured orientation the transition temperature was observed to be higher towards the low index (100) pole. Theories of surface diffusion are briefly reviewed and it is concluded that the present reszuts are best explained by invoking a surface roughening process. GJOSTEIN has recently analyzed available surface diffusion data for a wide range of metals. He suggested that two mechanisms were operative for fcc metals, an adatom process at high temperatures and a vacancy process at low temperatures. Results for nickel can be summarized as follows. At low temperatures (T/T, - 0.3 to 0.44) under ultra high vacuum conditions, Melmed2 measured an activation energy Q of 21 kcal mole-' using field electron emission microscopy. At higher temperatures (T/T - 0.7 to 0.9) under a vacuum of 10- ' torr, Maiya and lakel measured y as 39 kcal mole-' using the multiple scratch smoothing technique. The present work was undertaken to try to find out if two distinct processes could be observed. High temperature results give Q about 47 kcal mole-': there is evidence also for a low temperature value of about 20 kcal mole-'. These measurements were all made under a hydrogen atmosphere, in the temperature range 860" to 1412°C. Concurrent with the present study Bonze1 and jostein> have also observed a break in the Arrhenius plot for the (110) surface of nickel. These measure- ments under ultrahigh vacuum conditions using the laser diffraction technique are in excellent agreement with the work reported here under hydrogen annealing conditions. THEORY The available surface relaxation techniques include single and multiple scratch smoothing and grain boundary grooving. The processes have been compared in detail by Gjostein for conditions where surface diffusion dominates6 and Mills et al? where volume diffusion dominates. In summary the relevant points are as follows. Grain boundary grooving gives an average Ds for the two surfaces adjacent to the boundary and this can, to some extent, be simplified by using symmetrical bicrystals. This technique has been used to study the effect of environment on Ds for silver and copper.'-'' Scratch techniques yield Ds values for the small orientation range exposed by the scratches (-2 deg). The multiple scratch process is preferable because the profile rapidly becomes sinusoidal and can then be interpreted theoretically in a relatively simple way. Also corrections for mass transport processes other than surface diffusion can be introduced easily. Mullins" considered a sinusoidal profile described the wavelength of the profile. Every mathematical statement of a measure of anything (as distinguished from a count') is followed by a qualification—always implied if not explicity stated—-that the statement is only an estimate, which may vary from absolute accuracy within certain limits, according to the accuracy of the measuring instrument. This basic fact, so obvious to engineers, is not so well understood by many that make use of laboratory coal tests. The tolerances that must be allowed in measurements of coal quality are very important in both their commercial and engineering applications—and the significance of these tolerances depends upon the use made of the laboratory coal test. Only in recent years has there been any intensive study of this question of tolerances as applied to measurements of coal quality. There is very little in our published literature on the subject, and what has been published is not readily comprehended by those who sell coal, or buy coal and use it, unless they happen to have made a study of the subject themselves. There is great need for more widespread understanding of what lias been discovered and how it applies to the use of laboratory coal tests. What follows is an attempt to condense into a few pages the results of the major investigations so far reported, and to explain their meaning in simple nontechnical language, with the addition of some recent illustrative experiments. Determining Deviations in Quality It is necessary at the outset to distinguish between: (I) the accuracy with which one test indicates the quality on one lot of coal; and (2) the accuracy with which a test of one lot of coal represents the average quality of a commercial product, of which the buyer will presumably receive a series of shipments—perhaps many thousands of tons. It is necessary to make this distinction because coal is a variable material—a heterogeneous mixture of a variety of components—the quality of which will vary from one lot to another. Many of the magnesite ores of the western part of the United States contain such large amounts of silica and hydrous silicate minerals that the value of the ores is either low or nominal. Expensive and carefully controlled mining methods are necessary to prevent excessive dilution of the higher grade ores by introduction in mining of small pieces of the hanging walls or footwalls of the deposit. This difficulty is further complicated by the various states of decomposition of the country rock of the deposits in which many of the ores occur. The problem the authors attempted to solve arose from a request to float an impure magnesite containing varying proportions of siliceous gangue with calcium carbonate. The ore is normally enclosed in serpentine masses, somewhat decomposed, and in mining it wall rock is incidentally added, so that variable amounts of siliceous material occur in the samples. The silica, alumina, and iron oxide are so closely associated with the magnesium carbonate in the magnesite that ordinary mechanical separation at coarse mesh sizes is of no avail. It is well known that calcium carbonate can be floated by suitable reagents, therefore it seemed reasonable to suppose that magnesium carbonate minerals would behave in a similar manner, but experimental trial proved that this supposition was unfounded. Therefore the first step in the problem was to find out what differences of behavior there were between magnesium and calcium carbonates under flotation conditions, or when suspended in water. In water at 18" C. magnesium carbonate is slightly more soluble than calcium carbonate; in fact, MgCO3 is soluble to the extent of 0.0106 grams in 100 c.c. of water at 18" C. and CaCO3 to the extent of 0.0013 grams. However, magnesium carbonate in water gradually changes to the basic carbonates of a composition (3MgCO3.Mg(OH)23H2O) or (4MgCO3.Mg(OH)25H2O), depending upon conditions, and calcium carbonate to calcium hydroxide, Ca(OH)2. In the face of an increasing demand for minerals, the resulting technological developments, and rising overburden-to-ore ratios, many open-pit mines now incorporate totally different concepts for the removal of ore and overburden. Moreover, under a growing number of these concepts, wheel tractor scrapers are being assigned a major role in material- handling systems for unconsolidated overburden removal. To say that scrapers move only unconsolidated overburden is incorrect. On the contrary, ripped phosphate rock, copper ore, iron ore, and moderately consolidated overburden are also being moved by scrapers in various areas of the world. According to the Minerals Yearbook, about one half of the material moved in metal and nonmetal mines is never drilled, blasted or broken by other means. Scrapers Find Wider Application The increased use of scrapers in open-pit mining today is due in part to improved design which has endowed these units with added versatility and in- creased their production capability. The modern scraper, which is designed as a loading and hauling vehicle, cannot be compared to the original tractor- drawn scrapers which were limited in capacity, maneuverability, and speed. Improved design of the scraper bowl ejection system has aided production. Gravity ejection has been replaced with positive, forced ejection of material by hydraulic or mechanical action. Bowl and cutting-edge design which allows for maximum load with minimum effort has also increased production. An example of this was the introduction some years ago of the low-silhouette scraper bowl which reduced the work required to lift the material.

"This report is () expansive test program by the Bureau of Mines to determine methods from various and ferrous manganese-grade product () widespread () and manfniferrous iron ores. Among the samples received for testing was one from the pits of the Barytes Mining Co., 1-1/ 2 miles northeast of Cartersville, Ga.. The property is approximately in the center of the Cartersville manganese district and shares a common corner with properties of the New Riverside Ochre Co. and the Etowah Development Co., both producers of manganifereus ores. The deposit is typical of the district and occurs in residual clays resulting from weathering of the Shady limestone and Weisner quartzite. 7/The property is developed by a number of open pits ranging to 60 feet in depth. In 1918 several carloads of manganiferous iron ore was mined from an alit on the property. Since then mining operations have been negligible. The ore is known locally as calico ore.A 4-ton sample representing -re as it occurs in the -pen pits vas furnished for testing. The sample consisted of a mixture of red iron oxides, wad, and clay, with small pebbles of manganese oxides and siliceous fragments scattered throughout."

THE occurrence of enormous masses of pure copper has given the mining district of Lake Superior worldwide reputation. The first masses brought from there excited great attention, and directed the notice of the mining world to the few particular mines from which they were taken. It may not now be generally known that nearly all the veins which are worked, and which cut across the trap ridge, contain mass copper, and that large masses are continually being raised from them. The largest continuous mass which has been taken out was probably that from the Minnesota, in 1857, which is variously stated as weighing 420 tons and 470 tons. Its length was about 45 feet, its breadth or height 22 feet, and its greatest thickness 8 feet. All such masses are very irregular and ragged in their form and thickness, thinning out generally from a foot to a few inches, and straggling through the vein until they connect with other large masses. This was the character of a mass found in the Phoenix Mine, one of the oldest on the lake, which mass altogether weighed some 600 tons. But this was really a series of masses more or less connected by strings of metal, yet no one large part of it weighed, singly, over 200 tons. A similar series of masses, weighing about 600 tons, was extracted from the Minnesota. Some of the Phoenix masses were four to five feet thick of solid copper. The Cliff Mine has yielded masses weighing from 100 to 150 tons in one piece. One of 40 tons was taken out this year, besides numerous blocks weighing from 1 to 8 tons. This mine and the Central are now yielding mass copper in abundance. It is, of course, impossible to pick, or drill, or to break out such huge masses of solid metal when they are found, by drifting upon the course of the vein. The method of extraction is as follows The miner picks out or excavates a narrow passage or chamber upon one side of the mass, laying it bare as far as possible over its whole surface. It is usually firmly held by its close union with the vein-stuff, or by its irregular projections above, below, and at the end. If it cannot then be dislodged by levers, the excavation of a chamber is commenced behind the mass, and this excavation is made large enough to receive from 5 to 20 or more kegs of powder. In one

The Cliff Mine has yielded masses weighing from 100 to 150 tons in one piece. One of 40 tons was taken out this year, besides numerous blocks weighing from 1 to 8 tons. This mine and the Central are now yielding mass copper in abundance. It is, bf course, impossible to pick, or drill, or to break out such huge masses of solid metal when they are found, by drifting upon the course of the vein. The method of extraction is as follows: The miner picks out or excavates a narrow passage or chamber upon one side of the mass, laying it bare as far as possible over its whole surface. It is usually firmly held by its close union with the veinstuff, or by its irregular projections above, below, and at the end. If it cannot then be dislodged by levers, the excavation of a chamber is commenced behind the mass, and this excavation is made large enough to receive from 5 to 20 or more kegs of powder. In one

Fundamentally, the development of a minerals processing project is a very risky enterprise. Most mining companies do not have sufficient financial resources to undertake significant projects and hence have to undertake external financing. Indeed, most resource companies understand the high risks associated in developing their projects and therefore, wish others to share in the risks. Most merchant banks, on the other hand, are searching to find suitable resource development projects in which they can share their risk and also share a large proportion of the ærewardÆ. To resolve this issue a Feasibility Study is completed by the project developer and assessed by the merchant bank often with the assistance of an æIndependent EngineerÆ (IE) who assesses the validity of the development proposal. Generally speaking, unless the Feasibility Study has been prepared improperly, the technical aspects of most mineral projects are reasonable. Some of the more recent so-called æhigh techÆ projects are exceptions but these still do not present major technical mistakes or misconceptions. p> In most cases, the major criticism the IE presents after discussing the validity of the ore reserves focuses on production plans, capital costs and operating costs. Of these three parameters the production plan is one in which owners tend to be far too optimistic and financiers, until recent years, have not taken a position. The most critical part of the development plan is the ability of the project, as designed, to attain the required design performance and, even more critically, the ability of the owner to reach and sustain this level of production. In short, how long should the æramp-upÆ be planned to take? Financiers have become more circumspect and are now taking a more conservative view of new project performance by factoring into their project financial analysis longer periods of ramp-up, higher capital costs and higher operating costs. However, these financiers can also be part of the æproblemÆ if they become overly conservative. This paper attempts, by way of case studies available from the public arena, to identify the pitfalls the project owners can meet and possible means of avoiding the disastrous financial conundrum whereby the second or third æownerÆ is the company that reaps the rewards initially extrapolated. The paper briefly discusses this problem by referring to projects known to the author and including previous studies that looked at this very problem. It is emphasised that many of the opinions stated within the paper are strictly those of the author and could be subject of much debate.
