Good morning ladies and gentlemen. I would like to thank Hans von Michaelis for inviting me here today to talk to you on the subject of "How to Reduce Capital and Operating Costs at Heap Leaching Projects". The comments I have to offer are based on my experiences in gold heap leaching by Newmont Gold Company in Nevada, by Newcrest in Western Australia (formerly Newmont Australia), by Minera Yanacocha in Peru, by Penmont in Mexico, by Z­Mont in Uzbekistan, by the Hochschild Group in Peru and expe­riences in copper heap leaching by Magma Copper Company in Arizona and as a consultant on several other smaller projects worldwide. These comments are a mixture of technology, ideology, philos­ophy, strategy, logic and opinions and might be looked at by many of you as "one man's view". I like to look at them as "a view from the bridge". Let me add that it doesn't bother me that you may not agree with my comments and that I would be interested in your comments or criticisms at the end of this presentation. I don't intend to discuss the details of the mineralogical and metallurgical test work. I will assume, for this talk, that the test work has been conducted very carefully and that the ore in ques­tion has been determined to be heap or dump leachable. Let's begin with a couple of don'ts! ! First, "don't build the mill until you have a mine". This might sound to many of you as fundamental but believe me it continues to happen. The minable reserves should be well known and established as being economical to mine and leach. NPVs, ROis and IRRs are fine if you can be sure of the gold price you use in your calculations. The best method is to carefully estimate the capital cost and, most importantly, the operating cost per ounce of gold recovered which should include the repayment of the borrowed capital and the interest thereon. For example, if the operating cost under these conditions is $200 per ounce, you have a project. If it is $400 per ounce, walk away f om it. Incidentally, the same prin­ciple can be applied to projects involving other metals such as silver, copper, lead, zinc, etc. The second don't is - "don't be sheep". Don't climb on the bandwagon with respect to design and operation because every­one else does it a certain way. Keep an open mind, be versatile, look for change, look for every possible innovation for reducing capital and operating costs. Beware of those who will tell you "we tried that it won't work" or "it's too expensive" or "that's a crazy idea" , <' ''what do you know about mining - you are a metallurgist aren't you" or "what do you know about metallurgy - you are a miner aren't you" or "only geologists can handle this issue". Be careful about pigeon-holing people according to their basic degree and experience. In these days of low metal prices, we need to consider everybody's ideas, as crazy as some of them might seem.

I. INTRODUCTION. IN the summer of 1908, R. B. Cochran, Superintendent of the Compania Metalurgica Mexicana at Sierra Mojada, Mexico, presented to the Department of Geology and Mineralogy at Case School of Applied Science an interesting series of silver-, copper-, and lead-ores from the Veta Rica mine. These ores contained several interesting minerals which were associated in a somewhat peculiar manner, so that I was impelled to make a closer study of their occurrence. The investigation has brought out several new facts concerning the geology of the district and the geological occurrence of the ores, and therefore has seemed worthy of record. Two papers have been published previously about the region, one by Chism1 in 1887, and the other by Malcolmson2 in 1902. These articles, however, treat of the district more from the stand-point of the metallurgist and mining engineer, and not much attention is devoted to its mineralogy and economic geology. II. GEOGRAPHICAL LOCATION OF THE DISTRICT. The Sierra Mojada is situated in the extreme western part of the State of Coahuila, near the Chihuahua boundary. It is reached best via the Mexican Central railroad from El Paso, Tex., to Escalon, Chihuahua, a distance of 494 miles. From this point, a branch line, the Mexican Northern railroad, runs 78 miles in a NE. direction to the mines, which are its northern terminus. The occurrence of oil seepages in Venezuela has been known since the early days of Spanish occupation. It was not until 1912, however, that any serious exploration work was undertaken. In that year, the Caribbean Petroleum Co., then a subsidiary of the General Asphalt Co., employed a large staff of geologists to make a systematic survey of large areas in eastern and western Venezuela, selecting the most desirable localities out of the immense area covered by the Valladares concession. This preliminary work was completed in the fall of 1913, and in February, 1914, the company completed its first commercial well at Mene Grande. Development work has progressed slowly, for various reasons, but petroleum in quantity has been encountered in nine widely separated localities. The Mene Grande field has been put on a producing basis and approximately 4,000,000 bbl. of oil is being shipped annually. Increasing quantities of oil are now being drawn from El Mene and La Rosa. In the light of these developments, the world&apos;s need for oil reserves, and the proximity of Venezuela to the United States, American capital is being attracted more and more to Venezuela. Although considerable careful geological work has been done in Venezuela by the various oil companies now operating, most of the data is buried in the company files, and the published literature has been extremely meager. The most valuable contribution to date has been a map and report by Jahn, which, as it was printed in Spanish, is not generally available to the American oil public. Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone&apos;s welfare.&apos; Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island&apos;s resources are owned by Friday as in the case where they are under Crusoe&apos;s control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. For this reason a potential role for government lies in the redistribution of income among individuals. In some circumstances, however, market pro-

TWO types of automatic drilling controls, the Halliburton and the Hild, are now available and are coming into more or less general use in deep drilling. The primary function of both is to maintain a safe limit of torque on the drill pipe, this being accomplished by automatically controlling the weight or pressure on the cutting tool. Neither type will necessarily increase drilling speed, but by permitting advantage to be taken of "breaks" in the hole higher average cutting speed may be maintained. The control is essentially a safety device, and should be considered as such. It is not the purpose of this paper to discuss the merits of drilling controls, although the advantages over manual feed at the brake drum are obvious, but rather to point out some of the limitations. The Halliburton Control The Halliburton control is designed to operate during drilling through the agency of the draw works. Automatic and constant control of the torque on the bit is governed by clutches on the control itself, and the line shaft to drum shaft drives on the draw works. In operations other than drilling the control is simply a jackshaft between prime mover and draw works. It is, of course, adaptable to any type of power. Because control of the torque on the bit is dependent on the various ratios or clutch combinations available on the Halliburton control and the draw works, it follows that there are certain limitations in points of control. Table 1 shows the possible ratios which can be obtained with the control and a popular type of three-speed draw works, it being assumed that the highest possible gear combination—the combination which when engaged will suspend the least amount of weight—has a value of 1.00. According to the table there are "blind spots" in the series. This is true particularly among the lowest ratios, which are most used to suspend the major part of the weight when great depths are reached. The device here described has been found useful in sampling foundry-iron, and there is no reason why it should not be equally useful in sampling other metals, which are not too hard to be drilled with a breast-drill. It consists, as shown in Figs. 1 and 2, of an ordinary plumber&apos;s gas T (without bead) of about 1/2-inch in internal diameter, over the leg of which is snugly fitted a small tin cup, about If inches deep, to catch the drillings which are made by use of a breast-drill with a 1/4-inch twist bit, working through the arms of the T. The forward arm of the T is filed down to a blunt edge, over which is stretched a short piece of rubber tubing projecting a little beyond the end. The bottom of the inside of the front arm of the ? is filed down to a slope, to facilitate the passage of drillings into the tin cup. The rear arm of the T is fitted with a tin ring, projecting about 1/4-inch, for the purpose of holding in place a stiff spiral brass spring, which serves to press the sampler firmly against the metal to be drilled. The other end of the spring is supported against a shoulder of the breastdrill. The projecting rubber prevents the loss of any drillings, and also the falling of sand from above into the sampler. With ordinary care there need be no risk of getting particles of rubber into the sample. It is, of course, not possible to get a fair average sample of drillings, representing a pile of foundry-iron, by taking drillings from any one or two pieces, because of the frequently mixed character of the iron. This observation applies more particularly to the sampling of iron as it is broken and piled at the foundry, than to sampling at the works, where, if the furnace is working regularly, a few pigs may fairly represent a whole cast. The concept of the Melbourne Underground Rail Loop and the organ- isation to achieve its construction are covered in the companion papers (Reference 1, 2) and will not be repeated here. The Victorian Railways, as well as being the eventual operator of the Loop when it is completed by MURLA, have also been responsible as "Contractors" to MURLA for the construction of the "cut and cover" or "box" tunnels and related approach works located on existing Railway property. These tunnel connections link the existing suburban system to the new underground works. The following tabulation indicates the significant work volume involved in this cut and cover tunnelling exercise and which is covered in some detail by this paper.

There are always security concerns when explosives are transported and stored, and these concerns are intensified in peacekeeping operations where explosives could fall into the wrong hands. MREL Specialty Explosive Products Limited has developed FIXORTM, a new approach to neutralizing landmines and unexploded ordnance (UXO). The product consists of two precursors: a flammable liquid in one plastic container and a totally inert powder in another; neither of these precursors is classified as explosives. Both precursors are approved for transport by land, sea and commercial passenger airfreight. The precursors are mixed to form an explosive immediately prior to placement next to the UXO or landmine. Initiation is by blasting cap or detonating cord.

Gold leaching of an auriferous pyrite ore from the Portovelo deposit in Ecuador indicates that noncyanide leaching systems, such as thiocyanate and thiourea, are not as effective as the traditional cyanide system. For example, whereas approximately 95% of the gold can be leached from the ore with cyanide, only about 50% gold dissolution can be achieved with a thiocyanate leaching system. Electrochemical measurements indicate that gold is not cathodically protected by pyrite in these systems. Based on the results of preliminary diagnostic experiments, it appears that gold dissolution in thiocyanate and thiourea systems is limited by passivation due to the formation of either elemental sulfur or sulfur compounds on the gold surface.

This paper shows how the efficiencies of size-reduction processes depend on the mode of particle constraint and energy transfer within the comminution device: namely, whether the process consists of single-particle loading, confined-particle-bed comminution or loose- (unconstrained-) particle grinding. The relative efficiency of single-particle comminution, ball-mill grinding and particle-bed comminution in the recently invented high-pressure roll mill is evaluated by making use of the self-preserving nature of the size distributions of comminuted products. The highest energy efficiency can be achieved by utilizing a hybrid two-stage system in which the material is first ground in the high-pressure roll mill and then the ball mill.

"Preliminary examination of the Glass Buttes mercury deposits, Lake County, Oregon, was made in August 1945 at the request of W. S. Lazier, present lessee of the deposit.Most of the prospect openings in the area were inspected. The more significant workings were sampled and napped in detail. This report presents the data obtained from the investigation to date.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. noon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. P. S. Dean, assistant director.Special acknowledgment is due to S. H. Lorain, chief, Albany Division, Mining Branch and to S. R. Zimmerley, chief, Salt Lake City, Utah, Metallurgical Division, for analyses of the ores.The presence of quicksilver in the Glass Buttes district has been known since about 1930. The area immediately north of Middle Butte has been superficially prospected by numerous test pits, trenches, shafts, and short adits, which revealed a number of opalized zones. Many of these opalized zones contain weak to strong concentrations of cinnabar. The area has not boon explored thoroughly; no mercury has been produced from any of its deposits.A block of 48 full-size claims has been located to cover a large part of the area in sections 34 and 3, Tps. 23 and 24 S.,R. 23 E.,W.M. These claims, held by, location are owned by H. S. Miller, lumberman of Bend, Ore. W. S. Lazier, 10N. W. 20th Avenue, Portland, Ore., currently controls the property under,a nominal leasing agreement. J. W. McDaniel, 44 Lake Place, Bend, Ore., has done much of the underground and surface exploration on the property.The Glass Buttes district is an area of low relief in the Deschutes River drainage system near the northeast corner of Lake County, Ore. (See fig. 1.) The arid climate is marked by extremes of winter and summer temperature. Water for cane use is not available in the immediate area. Well water, however, can be obtained in limited supply on ranch property 5 miles to the south."

A new lead refinery with a. capacity of 230,000 tons per year com-menced operation at*Port&apos;Plsie in October, 1959. This plant&apos; superseded the refinery which had operated from 1933 with the advent of thecontinuous lead refining process. The incorporation of new equipment following local metallurgical developments, together with the overseas demand for lead of extremely low antimony content, created difficulties in operating the original plant. The new refinery project was under-taken to cover this disability and to gain the full advantage of the new processes.Desilverising and softening are carried out in units identical in size to those used previously. Metallic&apos;zinc is now recovered from the entire output of desilverised bullion by vacuum distillation. Final refining is then carried out by batch&apos;treatinent with caustic soda yield-ing lead of purity previously unattainable at Port Pirie.These two processes have replaced continuous dezincing by oxidation, a high temperature process which caused large quantities of lead and antimony to be recirculated. As the final stage is a .batch process the product composition can be.checked before casting. Individual batches can be adjusted to produce special alloys to,consumer&apos;s specification.Improved casting equipment has allowed the quantity production of pigs of good physical characteristics either as 56 lb bars or 2000 lb pigs. This, together with the high purity of the lead, has assured the B.H.A.S. position in world markets.Automatic control systems have been extensively employed particularly on the vacuum dezincing unit.The anticipated financial benefits have been achieved mainly by a reduction in the tonnage of recirculated materials, a smaller labour force, and reduced maintenance requirements.

A general form of pore pressure in a saturated porous medium, which is subject to external forces it has the pressurization of a borehole in hydraulic fracturing, is derived. The pore pressure consists of two parts: the preexisting initial pore pressure and the pressure induced by fluid flow due to the pressure difference caused by pressurizing the borehole The initial pore pressure associates with the effective stresses in the stress, fields of crustal stresses and a thick hollow cylinder subjected to internal and external pressures. The pure pressure weaned by fluid flow is implied in Biot&apos;s (1941) constitutive equation for three-dimensional consolidation and proved to be the exact effective pore pressure (Nur and Byerlee, 1971). Using this general form of pore pressure, a general poroelastic model for hydraulic-fracturing breakdown (fracture-initiation) pressure was derived. This model was validated by laboratory experimental results on Indiana limestone. Three sets of tests were conducted under the conditions of preexisting pore pressures of 6, 21 and 28 MPa, respectively. The equal horizontal (confining) pressures applied in the tests ranged from 6 to 60 MPa. Hainison and Fairhurst&apos;s (1967) model appear to be applicable to rocks having microcracks or flows. Experimental results of fracture reopening pressures on Indiana limestone supported this assertion. The test results also demonstrated that, when the pressure difference between the confining and the initial pore pressure grows larger than 14 to 21 MPa, the breakdown pressures agree well with the general poroelastic model developed in this paper. This indicates that the developed model will be superior when hydrofacturing stress measurements are conducted at great depth.

Introduction Since the Hardy Cross numerical algorithm was applied to the solution of mine ventilation networks, numerous developments have taken place in ventilation network analysis procedures. The Newton-Raphson method, the linear theory method and the second-order approximation method are three of the additional approaches that have been applied. The efficiency of a ventilation network analysis procedure depends not only on the method of solving the system of equations derived from ventilation networks but also on the method of deriving the equations through selection of the meshes. This paper investigates the impacts of three mesh selection methods on the efficiencies of four ventilation network procedures. The minimum-resistance spanning tree method is the most popular procedure for selecting meshes. The shortest-path method was suggested by Epp and Fowler (1970) for improvement of the Newton-Raphson method. The minimum-resistance-path method is suggested here as the third method of selecting meshes. The effects of these three methods on the Hardy Cross method, the Newton-Raphson method, the linear theory method and the second-order approximation method are analyzed in this paper. These network analysis methods have been summarized in the paper by Kim and Mutmansky (1991). Mesh selection methods A procedure for mine ventilation network solution based on mesh equations typically consists of two steps: • the mesh selection step and • the network solution step. The mesh selection step establishes a set of independent equations to solve the network. The resulting equations are nonlinear. One method of solving nonlinear equations is to linearize the equations and iteratively solve these linear equations. The four analysis methods previously discussed in this paper use this approach. The linear equations required for solution can be written in matrix form as: P•dQ = dF (1) where P is the pseudo-resistance matrix, Q is the quantity matrix, and F is the Jacobian matrix (Kim and Mutmansky, 1991). The efficiency of the solution method depends on the characteristics of the P matrix, which in turn depend on the method of selecting meshes. To understand the impacts of the mesh selection methods on the efficiency of the ventilation network analysis procedures, the characteristics of the P matrix must be understood first. The diagonal elements of the P matrix, m in number, are the sums of the pseudo-resistances of the branches contained in the m meshes necessary for solution. The off-diagonal elements are the sums of the pseudo-resistances of the branches shared by two meshes. For example, P12 (first row, second column element of the P matrix) is the sum of the pseudo-resistances of the branches common to mesh 1 and mesh 2. When solving the system of equations expressed in Eq. (1), three of the iterative procedures (the Newton-Raphson, the linear theory and the second-order approximation methods) use the direct factorization method (Burden and Faires, 1985) on the P matrix. When the direct factorization method is used, the computational efficiency is enhanced by larger diagonal elements and a sparser P matrix. Generally, the sparsity of the P matrix is more important than the size of the diagonal elements. There is no known mathematical method of predicting the efficiency of these procedures, but heuristic methods can be used to study the efficiency. The Hardy Cross algorithm applies the Gauss-Seidel method of splitting the P matrix and applies the Newton-Raphson procedure. The efficiency of the Hardy Cross method depends on the spectral radius of the matrix[[D-L]-1U], where D is the diagonal, L is the lower triangle and U is the upper triangle of the P matrix for the Newton-Raphson method (Ortega, 1972). The smaller the value of the spectral radius, the faster the convergence. As with the other three methods, larger diagonal elements and a sparser matrix aid in faster convergence. With the Hardy Cross method, however, the size of the diagonal elements is more important than the sparsity of the matrix. Remembering that each of the diagonal elements of the P matrix is the sum of the pseudo-resistances of the branches in a mesh and that each off-diagonal element is the sum of the pseudo-resistances of the branches shared by two different meshes, the following strategies can be used: • Avoid having branches with larger resistance values shared by multiple meshes. This increases the size of the diagonal elements and reduces the chance of off-diagonal elements being large.

An extensive drilling and laboratory testing program indicates that diagenetic dolomitization of the Oligocene Sombrerito Fm. limestone, southwestern Dominican Republic, is detrimental to the usefulness and quality of the potential construction aggregate resource. The first part of this program was the collection, photographing, and geologic logging of diamond drill cores to allow lithologic subdivision of the strata into potential quarry layers. The primary lithostratigraphic units are: I (youngest) approximately 10 m of white, dense marine limestone; II, approximately 5 m of white, interbedded dense and chalky marine limestone; III, 2+ m of tan, chalky calcitic dolomite. Unit I has been often altered by lateritic weathering and/or dolomitization; Unit II is often altered by dolomitization. The quarry layers were individually crushed, by core, into coarse aggregate sizes for chemical and physical (specific gravity absorption, MgSO4 soundness, sand equivalent, and LA degradation) analyses. The non-weathered units decrease in coarse-aggregate yield and quality with depth and dolomitization. Dolomitization typically causes about 5% lower yield of coarse aggregate, a sand equivalent of about 20 units below the original value, an increase in absorption of about 3%, an increase in the LA of up to 13%, and a decrease in the average 5-cycle MgSO4 soundness by about 17%.

S. Mortsell and J. Svenssofi (Royal Institute of Technology, Stockholm, Sweden)—Bloecher states that the apparatus described by him should be a suitable instrument in the mineral dressing laboratories for determining the specific surface of such granular products that are generally investigated. We want to express a somewhat different opinion, as we doubt that the gas adsorption method of surface measurement really is the most suitable method in mineral dressing laboratories. It is well known that the surface area, as measured by this method, does not coincide with the surface area calculated from the size, shape, and number of particles, i.e. the superficial surface of the particles. It can be seen easily from Mr. Bloecher&apos;s own determination on ilmenite-leucoxene concentrate that the surface area measured according to this method may be several hundred times larger than the superficial surface. It is supposed that the surface of cracks, fissures, and pores within the particles also is included in the measured surface. However, this is an assumption which scarcely can be proved and certainly has not been proved. We believe that the mineral engineer could better use a method giving the superficial surface of the particles, as in most cases this surface only is of importance to him. Such is certainly the case when calculating the resistance of the fluid flow through granu- lar materials and the capillary forces of such materials, problems which are of great importance in connection with dewatering, filtration, and pelletizing&apos;" etc. The same may also be the case when studying flotation problems, partly since the quantities of the introduced reagents usually are so small that they can only cover the most accessible surface of the particles, and partly since the molecules of at least the collecting reagents are so large that they cannot enter the smallest cracks and pores. As to the surface, which is of consequence in the application of Rittinger&apos;s law of crushing, one is inclined to believe, from theoretical reasons and from the work by Gross and Zimmerley, that the total surface here is the most important one. However, it seems as if in that case the superficial surface was as important as the total surface. Other reasons making the gas adsorption method less suitable for use in the mineral dressing laboratories are that the granular materials there very often are too coarse to be measured by this method, that the experimental technique is rather difficult, and that it takes a long time to measure the specific surface of a sample. Besides, the validity of the method must still be considered questionable. It is thus well known that with different gases one usually gets different values of the specific surface of the same sample, which values, even with such an ideal material as metal foils, can differ as much as about 50 pct.&apos;" Still more serious
