Deep-sea rare-earth element-rich mud (REE Mud) distributes in pelagic clayey sediment column on ocean seafloor at 4,000-6,000 m deep. The thickness ranges 5-80 m and the burial depth 0-100 m. The REE content ranges 600-2,250 ppm in Pacific and one of the richest, maximum 6,500ppm, has been found in Marcus Is. exclusive economic zone. By applying a conventional hydraulic excavation and lifting methods, the economy of REE Mud mining around Marcus Is. is preliminary examined. Because the waste content in REE Mud is high and the disposal cost in Japan is very expensive, the mining is recognized far away from economy.

To meet these challenges, rapid structural changes have been taking place in mining organizations both here and abroad. The management of shaft-sinking projects is a case in point. Shaft sinking is a seminal element in the sustained well-being of a deep level mining venture. Its accomplishment is fraught with risk, involves a high level of capital expenditure, and is a precursor to profitable mining investment. The purpose of this paper is to present a concise and practical picture of the concepts, methods, and techniques of professional project management as applied to shaft-sinking projects.

Russia is one of the largest manufacturers of potash fertilizers in the world. Processing of potash ores basically is carried out by a flotation way. Potash ores of the Verhnekamsky potash deposit contain sylvite (KCl), halite (NaCl) and water insoluble impurity (up to 8 %), presented silicate- carbonate minerals, easily slimed by ore crushing in rod mills. Ore of some deposit sites, developed by ?Uralkali? Co, contains a significant amount of a carnal-lite (KCl.MgCl2.6H2O). Work practice of flotation potash plants has shown, that increase of car-nallite content in ore leads to increase magnesium ion content in a circulated plant brine (saturated salt solution of potassium and sodium chlorides-sylvite brine) and to deterioration of indicators of ore processing. In the Paper we present results of researches of floatability of various size sylvite and influences silicate-carbonate slimes on sylvite flotation in brines with the various magnesium chloride content. It is established, that with increase magnesium chloride content in the brine mainly decreases the flotation of coarse sylvite and amplifies adverse effect of silicate-carbonate slimes on sylvite flotation. In this connection deterioration of potash ore flotation is caused not only decrease sylvite floatability but also strengthening adverse action of water insoluble impurity on potash flotation. It is shown that the application of frothing agents, which render the stronger dispersive action on the colloidal-micellar structures of amine in the salt solution increases the absorption of collector on the sylvite and improves the flotation of sylvite into magnesium the containing salt solutions. The application of an organic depressor to the greatest degree of decreasing the absorption amine on the slimes and to the smallest degree possessing anionic properties proves to be most effective with the flotation carnallite of the containing potassium ores. It is offered the application the frother on a basis of glycol ethers and organic depressor on a basis of urea-formaldehyde resin. Results of industrial tests developed reagent modes for flotation treatment of ores with the raised carnallite content (to 6 %) on ?Uralkali? Co plant have shown that their application has allowed to receive equivalent indicators potash flotations at change of magnesium chloride content in the brine from 0.7 % up to 2.4 % .

A large number of diverse size reduction machines is currently available for the comminution of waste materials. Equipment selection is determined by the nature of the material to be treated and by its behavior under external mechanical stressing. Accordingly, wastes can be divided into those with elastictbrittle and those with ductile/viscous behavior. The scientific understanding of the comminution of wastes is lagging strongly as compared to that of the grain-shaped mineral raw materials. Only in a few unique cases have the fundamentals of the comminution of ductile or viscous materials been presented. The paper centers on a characterization and systematic analysis of the types of stress fundamental to comminution. On the basis of this discussion an overview is presented of the currently available technologies for the comminution of wastes, with attention centering on those machines designed for materials with ductile or viscous behavior.

A survey and critical appraisal of published information about Young's modulus was originally made by the writer because of a complete lack of information about this very important quantity in works on. mechanics, physical metallurgy, physics, and other sciences. It was felt that a comprehensive summary of such information about Young's modulus might be of general interest and may suggest new problems or lines of attack on other problems that involve E. Hence this paper has been prepared even though it is only a review, with no new ideas or experimental data. The references are only those used in assembling the paper. No attempt was made to compile a complete bibliography on the subject of Young's modulus. CalculatioX oP YouNg's Modulus from Theoretical or Empirical CoNsidera-tions Many attempts have been made to compute E from theoretical considerations. The earliest calculations were probably those of Tomlenson (1883) and Souther-land (1891), but Fess'enden4',~ made extensive calculations a few years later and arrived at the relationship: £ = 78.TOw(i)* where V is the atomic volume. In 1923, Peczalski, working from the same standpoint but with more information available on atomic structure, arrived at an identical relationship, which he expressed as: where B is a constant of value about 8 . 107, p is density and mis atomic weight; the atomic volume, of course, being ml p. Portevind4 immediately pointcd out that while the equations of Fessenden and Peczalski were true of the common metals, they gave low values for the refractory metals with high moduli (Fig. I). He showed (Fig. 2) that much better concordance was obtained by means of an empirical equation of the form: F- KT" where K is a constant; T the absolute melting point; V, atomic volume, and a and b constants of value approximately I and 2 respectively. This constant K in the Portevin equation is not necessarily the same for all elements, as shown by Thompson. As can be seen from the phase diagram A1-W1 the equilibrium solubility of tungsten in aluminum is practically nil at room temperature. By quenching from the liquid state (50,000°C per sec), Varic, Burov, and Kolesnicenko2 obtained A1-W solid solutions up to 0.15 at. pct W. The quenched alloys were in the form of foils, 0.2 to 0.3 mm thick. Considering the results of Duwez and Willens,3 it is obvious that this thickness, which makes impossible a sufficiently rapid quenching, was the main reason for the relatively low content of tungsten dissolved in aluminum found by Varic.2 he present note shows that the metastable solubility of tungsten in aluminum can be appreciably extended in aluminum-rich A1-W alloys. The quenching technique and the procedure employed for the preparation of the alloys have been described previously.475 The resulting quenched flakes varied in thickness from 1 to 20 µm from experiment to experiment. However, the measurements of the lattice parameters were carried out only with flakes thinner than 5 µm. The areas of quenched flakes were between 0.1 and 15 mm2. The quenched flakes were placed into a 0.3-mm glass capillary tube which was then mounted in a 114.6-mm-diam Debye-Scherrer camera. Straumanis asymmetric film position and nickel-filtered CuKa radiation were used. The lattice spacings were computed taking X(CuKa1) = 1.54050A for resolved and ?(CuKa) = 1.54178A for unresolved doublets. All specimens were rotated at room temperature, 26" +2°C. The lattice parameters were estimated from extrapolation against the Nelson-Riley function. It was estimated that the error in the lattice parameter of the measurements on a single film lies within +0.0004A for lower and about +0.001A for higher concentrations of tungsten. The lattice parameters of the metastable solid solutions A1-W are plotted vs the concentration of tungsten in Fig. 1 together with the parameters measured by previous investigators.' Each point of the present measurements represents a determination of the lattice spacing on different quenched flakes, for a given concentration of tungsten. With experimental accuracy, the lattice parameters of the metastable solid solutions fall on the straight line passing through the already known data.' As estimated from the uncertainties in the lattice spacings of the solid solutions, the alloys were homogeneous within 0.1 at. pct W. The solubility of tungsten in aluminum-rich A1-W solid solutions obtained by a very rapid quenching technique is increased to about 0.95 at. pct W. This value is 6 times greater than the amount known up to now. -he lattice parameters of the resultant aluminum solid solutions with higher concentrations of tungsten than 0.95 at. pct W did not remain constant AUGER electron spectroscopy has been used to clarify the role of impurities in the embrittlement of AISI 3340 steel. Analysis of fracture surfaces has shown that the embrittled condition is correlated with appreciable antimony segregation at grain boundaries. The low temperature (400" to 600°C) temper embrittlement of low alloy steels containing various combinations of Cr, Ni, Sb, Mn, P, Sn, and As has been examined extensively for many years. General reviews of the area have been made by McMahon1 in 1968, LOW' in 1959, woodfine3 in 1953, and Holloman4 in 1946. INTRODUCTION This paper analyses certain of the financial considerations which will commonly apply in relation to the following questions: - what equity structure or project vehicle should be adopted for the exploration and/or exploitation of a project by more than one unrelated participant? - what vehicle should be adopted by a participant for its participation in a multiparty project? Due to local, politically motivated laws in certain jurisdictions, or due to the overriding requirements of a dominant participant, there may be little choice of the underlying multiparty structure which may be adopted for the exploration, appraisal and/or development phases of a project. Nevertheless, even in such circumstances, attention should be given, at least in the preparation of the related documentation, or in considering methods of participating or funding the project, to certain of the points discussed below. This discussion of financial considerations in the context of the more commonly adopted multiparty structures concentrates primarily on fiscal, financial accounting, financing and funding aspects. TYPES OF PROJECT VEHICLE FOR MULTIPARTY INTERESTS The well known types of vehicle adopted for the participation in a project by more than one participant (assuming that the participants are effectively unrelated) are as follows. Joint Venture (unincorporated joint venture) By far the most commonly adopted structure for mining ventures, a joint venture is usually defined and documented in terms to distinguish it from a partnership for important tax and legal reasons. In essence, this is a contractual association of more than one participant to carry out a specific commercial project or purpose. The relationship between the separate participants and their respective rights, interests, obligations and liabilities are agreed between the participants in one or more contracts (viz Joint Venture Agreements or Joint Operating Agreements together with ancillary documentation). Unlike other project vehicles of participation, in most jurisdictions there is no specific body of law governing joint ventures. The participants thus enjoy contractual freedom to negotiate whatever deal they may wish between themselves. Jointly-Owned Project Company (corporate joint venture) A very familiar vehicle, this is a separate and distinct legal and tax entity incorporated under the company laws of the place of incorporation to undertake specific objects, and granted specific powers, in relation to the Project. Although certain rights, interests and obligations may be circumscribed in the governing corporate instruments by the promoter participants, the corporation laws of the relevant place of incorporation, and the selection of such governing laws (assuming freedom of choice) and future political changes in such corporate laws, should be carefully considered. The use of a company in a multiparty structure may be peripheral to the project itself as a specific purpose vehicle (for example, a joint sales agent or marketing company or a joint borrowing vehicle) or it may form a central function such as in the case of a tolling company which will own the project for legal and taxation purposes and raise financing with the backing of the shareholder participants commonly by the adoption of take-off, throughput and/or user agreements. Partnership This is a legal relationship, subject to the often wide-sweeping restrictions of the relevant local partnership laws, under which the participants have agreed to carry on a business venture together with a view to profit. The Pinson Mining Co., which will start production in very early 1981, is the fourth Carbon-In-Pulp plant to be put into operation in the United States. The property is located in Humbolt County, Nevada, 38 km (24 miles) northeast of the town of Golconda. The famous Getchell Mine was also near Golconda and was the site of one of the early Carbon-In-Pulp plants in the 1940s. The deposit was discovered in 1971 by Reno based Cordilleran Explorations, which is founded by a consortium of Canadian mining companies. Cordilleran is a partnership consisting of John Livermore and Peter Galli. In 1972 a second but smaller deposit, called "Preble", was discovered at a location 15 miles south of Pinson. During 1980, a decision was made to place the Pinson deposit into production and Pinson Mining Company was formed. Ownership of Pinson is vested in Lacana Mining Inc. , Rayrock Mines, Inc. , Siscoe Metals, Inc., John S. Livermore, Peter E. Galli and Donald M. Duncan. Three distinct but connected ore zones occur at Pinson. Combined reserves of milling ore total 3, 200, 000 tons at an average (undiluted) grade of 4. 12 g per mt (0. 12 oz per st) Au. Initial mining will be from "A" zone which contains 1, 500, 000 tons with an average (undiluted) grade of 5. 8 g per mt (0. 17 oz per st) Au. An additional 5, 500, 000 tons of low grade ore will be mined from the Pinson deposit and processed by heap leaching. Mining reserves at Preble total at least 1, 500, 000 tons grading 2. 7 g per mt (0. 08 oz per st) Au. Production plans for the Preble deposit have not been formulated at the date of writing. Gold mineralization at both deposits is finely disseminated as sub micron sized particles. The ore at Pinson is structurally controlled and occurs in an Ordovician limestone-siltstone unit. Much of the ore has been silicified to a jasperoid. The ore zones have been entirely oxidized. Preble ore occurs in the Cambrian formation in a carbonaceous, limey shale. Only the upper part of the Preble is oxidized and amenable to conventional cyanide leaching. The Pinson ore body is adjacent to the mouth of Granite Creek in the Osgood Mountains at an elevation of 1, 615 m (5, 300 ft) with the mill being 1. 2 km (3/4 mile) from the mine at an elevation of 1, 495 m (4, 900 ft). THOMAS CROWE,* Victor, Colo.-The interest manifested of late in the treatment of low-grade ores, together with Mr. Clevenger's discussion of the Mill and Metallurgical Practice of the Nipissing Mining Co., prompts me to acid a few remarks relative to concentration in connection with cyanide treatment of low-grade ores. Mr. Clevenger in this discussion does not condemn concentration in this connection, but, nevertheless, the tone of his remarks would lead one to believe that his conclusions are like those of many others: that concentration is often turned to as a last resort in an attempt to improve or obtain an extraction upon an ore by the recovery and sale of the refractory portion of the ore. This, I will attempt to point out, is not always the case. Concentration in connection with cyanidation often performs an entirely different function, i.e., one of saving fine grinding. Economy being the keynote of successful treatment of low-grade ores, the problem often becomes more commercial than metallurgical, and, as there is generally a definite ratio existing between cost of operation, degree of comminution, and percentage of extraction, the grade of ore under treatment usually imposes a limit upon these factors. With many ores grinding is the most expensive single item in their treatment; therefore, the degree of comminution is very apt to be governed by the allowable cost of operation. With most ores the degree of comminution controls to a great extent the percentage of extraction. So in the treatment of low-grade ore it often becomes necessary to sacrifice extraction, through coarse grinding for the benefit of cost, in order that the greatest ultimate profit may be obtained, and it is under these conditions that it is, possible for concentration to play an important part in overcoming to some extent the effect of mesh. The precious metals occurring in an ore are usually closely associated with the metallic portion of the ore, and as this metallic portion is generally fairly well liberated from the gangue at comparatively coarse meshes, further grinding of the ore is necessary only in order that the metallic portion may be reduced sufficiently fine that the precious metal part of it may be dissolved by cyanide solutions in a reasonable length of time.

The brittle fracture of a Tic-lnconel cermet at room temperature is shown to occur primarily as a result of the cracking of the larger carbide particles (at a tensile strain of approximately 0.3 pct), followed by cracking of adjacent, smaller carbides and, finally, by the rupture of the lnconel matrix between cracked carbides (at a strain of-1.2 pct). No evidence was found for separation at the interface between carbide and matrix at any point in the fracture process. MATERIAL used in this study was a Tic-Inconel cermet prepared by infiltration (50 pct Tic, 50 pct Inconel: designated as TC66-I). A thin section of this material was brazed to a piece of low carbon steel and then mounted in lucite for metal-lographic preparation." Any information that will increase the accuracy of our knowledge of the conditions prevailing in petroleum reservoirs should be of direct value in the determination of the proper operating technique as well as in the estimation of reserves and of ultimate production. The obvious method of obtaining this information is by studying a sample of the reservoir rock and its contents. In any such study, the problem of primary importance and maximum difficulty is that of getting the core to the surface in such a manner that its original fluid content is undisturbed, which has so far proved to be an impossible task. Though it might be rash to say this will never be done, it is certainly safe to assume that a, method for the recovery of a core at the surface in its undisturbed original state may not be developed in the immediate future, and certainly will not be forthcoming without a great deal of costly experimentation. Therefore any information that may be obtained that will help to correlate the state of a core (its fluid saturation) at the surface with its condition at the time it was drilled should be of value to the petroleum industry. The experiments described in this paper were undertaken with the purpose of determining, if possible, any relationship that might exist between the saturation of a core at the surface and its original fluid content. No consideration has been given to the question of contamination by penetration of drilling water, since this problem has been extensively studied by other investigators.1-3 Furthermore, it was regarded as outside the scope of these experiments, which were concerned only with the effect of pressure reduction upon the liquid content of cores. In an experimental study of this sort involving a large number of variables, accurate control of all factors is very important. The essential and obvious procedure is to vary systematically one factor or condition while keeping all the others constant, which necessarily involves a rather protracted and sometimes tedious experimental program. In selecting solid solutions for the subject of this lecture I have been guided by several considerations. The bodies known under that somewhat paradoxical name play a most important part in all types of alloys; consequently, a deeper knowledge of their constitution must 'be of fundamental importance to both metallurgical science and practice. Further, having been asked to deal with some of the more theoretical aspects of metallurgy, I have been tempted to describe certain considerations, which I believe to be novel, in regard to the nature of solid solutions. These considerations constitute a theory that requires much experimental confirmation, but they have passed the stage of speculations, for experimental evidence has become available and one inference after another, that can be derived from the theory, is found to be in accord with well-known facts. In putting before you these ideas and inferences, it must be understood that detailed quantitative proof of every step cannot be furnished. Our conclusions must therefore be stated with the reservation that their acceptance must depend on the manner in which the discovery of fresh facts may either confirm or confound them. If we wish to understand the structure of solid solutions we nust carefully realize the manner in which these bodies are formed in alloys. The formation of solid solutions is by no means confined to alloys, but it is desirable to confin5 attention, at the outset, to intermetallic solid solutions. It is not easy to formulate a precise definition of the term "solid solution." It may be said that a solid solution is a crystalline body formed from a liquid solution or from an intimate mixture of solids, or of liquid and solid, that retains in the solid state an admixture of the two substances (solvent and solute) as intimate as that which exists in a liquid solution. The term is undoubtedly paradoxical, for one usually associates solution with a liquid, but the difficulty cannot be evaded by using such a term as solidified solution, for this might refer to a solution that has set, or congealed, without undergoing crystallization. Definition The term mineral inventory is a relatively new designation, born of the computer age and grown to common usage with the development of computer techniques for extending drill-hole sample values to regularly gridded data blocks representing in situ mineral values. The term has been generally accepted by geologists and engineers because it has a precise meaning which avoids many of the ambiguities of ore reserve. A mineral inventory is an estimated inventory of mineral in place and is usually achieved by dividing the deposit into regularly spaced gridded blocks to which are assigned estimated values using various extension techniques. A mineral Inventory makes no presumptions about the minability of the blocks or their cutoff grade. A mineral inventory estimate may be good or poor according to how much is known about the deposit, how extensively it has been sampled, and what techniques have been employed to assign estimated grade to the blocks Such an inventory, however, does not change with time, economic conditions, or mining technology, but only with new and better data and methods. Thus, the mineral Inventory is an excellent designation for describing mineral value distributron within a deposit's geological setting

WHILE much geological work and drilling have been done in Venezuela, the incompleteness of geological evidence obtainable and the restricted areas in which drilling has been done make any estimates of oil resources extremely speculative. Nevertheless, it is felt that the data given are justified, in the belief that the ideas of a geologist familiar with the region are better than those of a promoter. The oldest beds of interest to oil men are those of the Cretaceous, which are well developed in eastern Venezuela and about parts of Lake Maracaibo. In both cases, a hard massive limestone is overlain by a great thickness, most of which is shale. In the west, in places this shale is more than 2000 ft. (610 m.) thick, while in the east it may attain 3500 ft., (1067 m.). The limestone and parts of the shale are oil producing. In the east, the Tertiary where present is almost entirely covered by the Quarternary, but in the west it is well developed. In probable unconformity over the Cretaceous shales is found a series of sandstones and shales, which may beg called the lower coal series. It is well developed southwest of the lake, where it is the oil container, and is probably the lowest series exposed east of the lake. Above this is the Pauji shale, which is probably the point of origin of all the oil east of Lake Maracaibo and in the State of Falcon. It has a thickness of about 3000 ft. (914 m.) in the Mene Grande region. The upper coal series is developed as a great thickness of sands, shales, and clays, with some partly consolidated limestone. Its thickness may be as great as 10,000 ft. It is the oil container of the Falcon-El Mene region and a probable location for oil in some of the area about the lake. It may or may not include the so-called Maracaibo series in which the oil is found at Mene Grande. It obscures oil structure in all cases and presents the greatest hazard of oil exploration for the fields which probably exist below.
