THE mines of the St. Joseph Lead Co. in St. Francois County, Missouri, form a roughly triangular area of about 45 square miles. Locally this is known as the Lead Belt. The four operating mines in the area at present are the Federal, Leadwood, Desloge, and Bonne Terre, in decreasing order of mine area and daily production. Mining began in 1864 and has been carried on in the district continuously since that time. [ ] As a group, the Lead Belt mines now handle 20,000 gal. per min. of water, average head about 465 ft., against a normal daily ore tonnage of 21,200 tons. For a six-day operating week this gives a ratio of 6 ½ tons of water per ton of ore. Total average pumping in 1931 was about 15,000 gal. per min. Since that time a large area of virgin territory has been opened, much of which has had temporary flush flows. About 75 per cent of the water enters in certain restricted very wet areas. Production figures are given in Table I. The figures by divisions for 1931 and 1941 are not exactly comparable, as there were several transfers of pumping loads from one division to another during that period of time. GEOLOGY The basement formation in the Lead Belt area consists of the pre-Cambrian rhyolite porphyry and granite. Overlying this is the La Motte sandstone, of Middle Cambrian age, which offers a good medium for circulation of water. It varies in thickness up to 400 ft. Above this is the Bonne Terre dolomite, approximately 375 ft. thick, which in turn is overlain by the 150-ft. Davis shale. The formations above this, present in the Lead Belt in small areas only, are of minor importance. The ore bodies occur as large, horizontal tabular masses or as long, narrow runs; they are found throughout the Bonne Terre but largely in the lower 150 ft. The rather indefinite contact with the La Motte is a favorite ore horizon. Mining is entirely by open stope and pillar breast systems. To the south, west, and north of the district, sandstone outcrops are few and limited. Heavy faulting bounds the district on those sides and probably there is little if any artesian circulation from those directions. W ho holds title to the continental shelf? As submarine mineral ventures move out into deeper and deeper waters, the dispute over this question is bubbling up with greater and greater urgency. Basically, the forces of disagreement are lined up on two fronts--one nationalist and the other internationalist. The nationalists, or "broad shelf" proponents, view the shelf as a geologic extension of the coastal nations and therefore subject to the sovereignty of these nations. The internationalists or "narrow shelf" proponents, seek to circumscribe the jurisdiction of the coastal nations by a topographic line beyond which all rights would be reserved to an international regime. In the U.S. public sector, three groups----the American Bar Association and International Law Association committees and the National Petroleum Council (NPC) - have taken a stand on the broad shelf. These are joined by AIME, which has consolidated its position in a "Policy Statement on the Outer Limit of National Sovereignty Over Seabed Resources." This statement was adopted by the AIME Board of Directors last October 15 after its submission by Earl Cook, Chairman of the AIME National Affairs Committee, at the behest of the Society of Petroleum Engineers. The main organization holding to the narrow shelf is the Commission on Marine Science, Engineering and Resources.

The impact of slimes-dam formation on water quality and pollution by R. T. RUDD*, B.Sc., AMI (S.A.) CE (Visitor) This paper discusses the mechanics of pollution by slimes dams in the gold- and fluorspar-mining industry, as well as that caused by coal dumps and slurry dams. The effect of coal mining on two typical rivers in Natal is shown and the implications discussed. The implications and trends of sulphates pollution on the Rand Water Barrage in the Vaal River are discussed. The spread of pollutants (sulphates and fluorides) from the Reef and elsewhere, and the impact on urban use and agriculture downstream of the barrage, are illustrated. Conclusions and future policy are outlined.

Zeta potential determinations and microflotation tests (with starch, sodium oleate and flotigan EDA-B) versus pH, pCa and pMg were performed with apatite and typical silicate minerals that occur in Brazilian phosphate ores: schorlomite, diopside, quartz and micas. Unlike quartz and micas, schorlomite and diopside were depressed by cornstarch during anionic flotation with sodium oleate (pH 1 9). The selectivity of the separation apatite/quartz and apatite/micas by flotation with sodium oleate was adversely affected by the presence of calcium (pCa) and magnesium (pMg) in flotation pulp. Solubility/cation exchange capacity of micas is an important source of dissolved calcium and magnesium in the system.

A process for recovery of lead and silver from high-grade lead sulfide concentrates by dry chlorination and fused salt electrolysis was developed by Hazen Research, Inc., for Cyprus Metallurgical Processes Corporation (Cymet). A pilot plant was designed to handle mixed sulfide concentrates and to produce high purity lead in a 2,000- ampere capacity fused salt cell. Design of the dry chlorinator and fused salt cell is discussed. Integration of modern chlorine caustic cells for reagent generation was evaluated in the pilot plant program. Also included in the paper will be process chemistry; pilot plant flowsheet, equipment and data: by-product and impurity removal: and scaleup and economic considerations for the process.

To assist the taxpayer of the oil and gas industry in correctly and expeditiously preparing his Federal tax returns, the Bureau of Internal Revenue has prepared a "Manual for the Oil and Gas Industry Under the Revenue Act of 1918." Although the endeavor has been made to anticipate all questions that may be asked, it is recognized that such a manual is only general and cannot cover all cases that may exist. The Manual is based largely upon information gathered during the fall of the year 1918 by a corps of geologists, technologists, and engineers. The investigation was undertaken primarily to furnish a basis for arriving at valuations, and depletion and depreciation deductions in connection with oil and gas properties. All fields in the United States were canvassed. Records of production of thousands of properties were collected and tabulated. These were carefully classified and studied by the most competent and experienced men in the country and the average future production curves and tables of valuation data were produced as a result of this study. Economic and environmental pressures are shifting the world balance of titanium dioxide production away from sulphate based. manufacture towards the more cost effective and cleaner chloride route. In the chloride process for titanium dioxide pigment manufacture, TiOz and other metal oxides in the feed ore are reacted at high temperature with chlorine in the presence of carbon. These gases are cooled after they leave the reaction zone, upon which solid contaminants precipitate and are substantially removed. The liquid titanium tetrachloride is purified by distillation before again being vaporised and interacting with hot oxygen to form pigmentary titanium dioxide and regenerate chlorine for recycle. The base pigment is wet milled, surface treated (by coating with hydrous oxides of silica, alumina and others) and redispersed before packaging. Optical properties of TiO2 pigments are reviewed and the role of refractive index and particle size explained in brief. Pigment related factors affecting the opacity, colour, undertone, gloss and durability of coatings are examined with respect to manufacturing requirements. The superior performance of chloride based pigments is briefly reviewed.

Horizontal stresses are caused by global plate-tectonic forces. During 1995 alone they were largely responsible for the closing of two longwall mines in the United States. This paper presents six case histories from Pennsylvania, West Virginia, Kentucky and Alabama. In each case, a mine encountered roof falls or difficult ground conditions at the headgate caused by horizontal-stress concentrations. The problems are detailed, and the control measures adopted are described. In most cases, nearby longwall panels without stress concentrations were trouble free. The paper also discusses detailed measurements that were made at two adjacent Pennsylvania longwalls. One headgate was oriented to avoid a horizontal-stress concentration, and the other was not. Eliminating the stress concentration dramatically reduced roof support loads and roof deformation. The paper concludes that proper panel orientation and sequence is the key to maintaining headgate ground control. The optimum orientation is not parallel to the maximum horizontal stress, as previously thought, but rather it is 20° in the stress shadow of the gob. Other stress-control techniques, including artificial support, are briefly discussed.

The Buckskin Mountains Tunnel is a key link in the Bureau of Reclamation's Central Arizona Project. The 22-foot (6.7-m) diameter tunnel is being bored in a north-northwesterly direction through volcanic rock near Lake Havasu in western Arizona. The 6.9-mile (11-km) conveyance tunnel will carry up to 3,000 cfs (85 cu m per sec) of water through the Buckskin Mountains as part of the Granite Reef Aqueduct. The water for the project will be drawn from Lake Havasu behind Parker Dam on the Colorado River and pumped some 800 feet (244 m) above the lake to the inlet portal of the free flow tunnel where it begins its 190-mile (300-km) journey to Phoenix, Arizona, and beyond into Orme Reservoir (figure 1). Precast concrete segments are being used as a single system initial support and final lining in the tunnel being excavated by a tunnel boring machine specially designed and built for the job by The Robbins Company. J. F. Shea Company, Inc., of Walnut, California, is constructing the tunnel for the Bureau of Reclamation.

Sylvite of Canada, a division of Hudson Bay Mining and Smelting Co., operates a new 8500-tpd potash mine ten miles northeast of Rocanville, Sask. This mine, employing less than 60 men in its underground maintenance, engineering, and production operations probably ranks as one of the most highly mechanized and automated mining operations in the world. Access to the flat lying potash bed is through two 16-ft-diam concrete and steel lined shafts 3300 ft deep. The backbone of the operation is two 258-ton, 1500-hp continuous mining machines capable of mining in excess of 700 tph per machine while employing extensible conveyors for haulage. This production capability is complemented by a completely automated haulage, storage, and hoisting system. Of the other unique features of this operation, the principal ones are that the mine was designed and developed by the people that are currently operating it and from the time the shafts were commissioned, the mine was completely developed, equipped, and brought to full production in less than six months.

UNGER,*Pittsburgh, Pit., (written discussion?).-From the subject of the paper it is natural to expect that the data presented must be results secured from an open-hearth furnace working under normal conditions, but such is not the case, as the conclusions are based on the results of laboratory tests, which do not approach service conditions. The early basic hearths were made of burnt lime, then followed burnt dolomite, bricks made of calcined dolomite and a 'binder, usually tar, and finally magnesite bricks covered with a layer of sintered magnesite. When this material became scarce, special dolomitic refractories were used. In the summary, it is claimed that magnesite low in lime, or of greatest purity, ranks first in the resistance to slaking and to corrosive slags. It is well known that neither pure lime nor magnesia has much value as a refractory. By the addition f fluxes, such as silica and iron oxide, lime is rendered inert to slaking in the same way as are the special dolomitic refractories. An example on a large scale is the ordinary basic open-hearth cinder, produced every clay, which does not slake. Pure magnesia, regardless of the lime content, is not any better fitted for a refractory than pure lime. The pure natural varieties, such as Grecian or Washington magnesites, must be burnt with sufficient silica and oxide of iron to produce a satisfactory material. Grain magnesite, either artificial or natural, is, not used in burning in a hearth in the state in which it is received. To make a satisfactory hearth, it must be made more impure by adding about 20 per cent. of basic open-hearth cinder, otherwise it will-not remain in place.

Recovery of fine coal from solids reporting to wash water has become increasingly important. These solids range from about 28 mesh to 0 and constitute 3 to 7 pct by weight of the feed tonnage to a coal preparation plant. In the past they were usually wasted to streams, but present clean stream legislation makes it necessary to remove them from the wash water and, if economically possible, recover the associated coal as a saleable product. Where these solids are not wasted to streams or to slime ponds they are recovered by thickeners and filters. Since filter cake is often high in ash or sulfur, or both, it is not readily marketed or used. Common practice is to mix it with other plant products, generally slack or cleaned run-of-mine. Uniform blending is difficult, not only because the impurity is usually high, but also because during certain operating periods it is possible to get a concentration of this filter cake in a railroad or barge. At some plants filter cake has been derived from the froth flotation clean-up of Dorr thickener underflow. The operating circuits required for a froth flotation plant make this a comparatively high-cost treatment, and in the last few years experiments have been carried out with bulk oil methods. These also are quite expensive and lend themselves only to special situations. Table I gives some characteristics of thickener underflows for plants in the Pittsburgh area treating Pittsburgh seam coal. It will be noted that there is a concentration of impurities in the -200 mesh sizes.

THE discovery of oil on the Goleta anticline has extended the petroliferous areas of California 18 miles west of the previous limit at Summerland and 35 miles south of the fields at Santa Maria. In each of these localities the oil is found in the Miocene-Pliocene strata, but as the oil at Goleta is found in the Sespe formation, which is generally considered as Oligocene or lowermost Miocene, the Goleta field extends the production of that horizon 52 miles west of South Mountain, the previous western outpost. Two horizons of high-gravity, paraffin-base oil have been found at shallow depths, and the exploratory well, Goleta No. 1, is now being drilled to test the productivity of an expected horizon in the Meganos formation. The Goleta structure is 12 miles west of the city of Santa Barbara and 2 miles north of the coast. Although it is within part of the old Spanish Rancho, Los Pueblos, it corresponds to T. 4 N., R. 29 W., S. B. B. and M., Santa Barbara county, California. The discovery well, Goleta No. 1 was drilled by the Miley Petroleum Ex-ploration Co. on the Tecolote ranch in the part of the Spanish grant corresponding to the sw. 1/4 of the nw. 1/4 of Section 3. Despite the apparent isolated position of the Goleta field, it is within the Ventura basin. The idea that the Ventura basin terminates at the ocean beach near the city of Ventura is neither sup-ported by the geologic structures nor the sequence of strata west of that city. This basin at the present time is known on the land as the Santa Clara valley and beneath the sea as the Santa Barbara channel. It extends westward to Point Concepcion. The Ventura basin, before the Miocene and Pliocene epochs of deformation, was much broader than at the present time. It is bounded by two lines of uplift, the Santa Ynez range on the north and the Santa Monica mountains with their extension, the Channel islands, on the south. Both of these ranges trend east and west. The Ventura basin and the mountains that bound it are part of a remark-able east-west orogenic unit, which interrupts the pre-vailingly northwest ranges along the Pacific Coast.

In the course of an examination of some of the California hydraulic mines in November last, I visited the property of the Gold Run Ditch and Mining Company, near Dutch Flat, Placer County. This is one of the most important and extensively worked mines in the district. The gold occurs in the characteristic blue gravel, which averages 175 feet in thickness, the lower 40-60 feet being made rip of cement gravel, which resists the action of water, and can only he loosened by blasting. The specimen which I have the pleasure of laying before the members was presented to me by Mr. I. L. Gould, the intelligent superintendent of the mines, who informs me that he found it in the old river channel, about twelve feet above the bedrock. The flattened water-worn nugget of gold, about the size of a kidney-bean, is imbedded in blue cement gravel, around which quartz has crystallized. When found the projecting portion of the nugget was enveloped in quartz, the core of gravel and gold having only been discovered after breaking the lump of quartz. On the quartz there is a shell of cement. The specimen is a remarkable confirmation of the theory of the deposition of quartz from solution. DISCUSSION. Dr. T. The 114th (New York) Meeting of the Institute will be held in the third week of February, 1917. The Committee on Papers and Publications has set Dec: 1, 1916; as the closing date for the receipt of manuscripts intended for this meeting. Manuscripts must be received by the Secretary on or before this date. If they are sent through members of the technical committee they must be sent to those committees enough in advance of the time to be forwarded and in the hands of the Secretary by the time specified. While Dec. 1, 1916, is the final closing date, it is a great advantage to get papers in as much before that time as possible as it enables them to be submitted in proof form to their authors. Papers received on or before Nov. 1, 1916, will, as far as possible, be published in the January Bulletin or earlier, thus giving good distribution among the members in advance of tile meeting. The Institute's records show that the discussion of papers is very rnuch better when they are distributed somewhat in advance of the meeting instead of in the Bulletin which goes out immediately preceding the meeting.

"The Mt. Milligan porphyry copper-gold deposits are in central British Columbia, 155 km northwest of Prince George. Mineralized outcrops and float were discovered in the Mount Milligan area by prospecting. The most recent discoveries, which utilized lithogeochemistry, were in 1983. Areas containing the outcrops and float then were investigated by geological mapping, soil and lithogeochemical sampling, ground and airborne geophysical surveys, trenching and diamond drilling. This work led to the discovery of the Mt. Milligan Main deposit in 1987 and the Southern Star deposit in 1989. Extensive diamond drilling continued until 1991 and delineated a measured and indicated resource of 299 million tonnes grading 0.45 g/t Au and 0.22 % Cu from the combined deposits.The Mt. Milligan deposits lie within the Early Mesozoic Quesnel Terrane and are hosted by porphyritic monzonite stocks and adjacent volcanic rocks of the Takla Group. The Mt. Milligan Main deposit is centred around the MBX stock and Rainbow dike, and the Southern Star deposit around the Southern Star stock.Potassic alteration is extensive within the stocks and in volcanic rocks adjacent to the MBX stock and Rainbow dike. Propylitic alteration surrounds the potassic alteration and decreases in intensuy away from the stocks. Mineralization consists mostly of pyrite, chalcopyrite, lesser magnetite, and minor bornite, molybdenite and gold.Mineralogical zoning is well-developed within the deposits. A biotite-rich subzone forms the core of the potassic alteration zone and hosts most of the copper and gold. Numerous polymetallic veins lie within the propylitic alteration zone just beyond the limit of porphyry-style copper-gold mineralization."

In a letter to the Secretary, Sir Robert A. Hadfield encloses a statement of the terms and conditions under which his prize is to be awarded by the Institution of Mechanical Engineers, and also a table comparing the hardness of a large variety of steels, examined both by Brinell and by scleroscope methods, together with the tensile and compressive strength of the same specimens.
