Fe-Ni-B alloys were inresligated by X-ray diffraclion after splat quenching. Although this rapid cooling did not produce a measurable supersaturation of dissol1ed boron in either binary Fe-B or Ni-B alloys, a marked increase in dissolved boron was achieved by the splal quenching of lernary Fe-Ni-B alloys. Boron additions up to 2.0 wl pcl to Fe-13Ni and Fe-24Ni alloys cause an increase in retained austenite from 0 to 59 pet and to 92 pet, respectively. The martensitic phase in the Fe-13Ni-9 at. pct B alloy is .found to conlain about 0.6 at. pet interstitial boron, as evidenced by the tetragonality of this phase, and about 3.6 at. pct substilutional boron, us deduced from the lattice paratrieler decrease, the balance of the boron being precipitated as (Fe,Ni)aR. The austenitic Fe-Ni-B plznses also contain both interstitial and substitutional boron. Iron-Boron System. The phase diagram and related information about the solid solutions and intermediate phases in the Fe-B system are given by ansen,' Elliott.2 and Pearson.1 The equilibrium solid solubility of boron in both ferrite and austenite is quite small: the maximum solid solubility of 0.02 wt pct B (0.11 at. pct B) occurs in iron at the eutectic temperature of 1150°C. while the maximum solubility in a iron is less than 0.01 wt pct.l There is disagreement in the literature as to whether these solid solutions are substitutional or interstitial. Based on the measured activation energy of boron diffusion in iron, it appears likely that boron moves interstitially in austenite. 4 However, this observation does not rule out the possibility that some of the dissolved boron may also occupy substitutional sites in this phase. Investigations of internal friction of boron in iron have suggested that boron is interstitial there.' Shevelev, 5 on the other hand, reports a decrease in the ferrite lattice parameter with dissolved boron content, thus indicating a substitutional solution. Unfortunately. Shevelev's methods and analysis are unclear. Goldhoff and spretnak6 have measured the lattice parameters of pure iron and an Fe-0.005 wt pct B (0.027 at. pct) alloy at both room temperature (ferrite) and from 920° to 1200°C (austenite). They reporte: a lattice contraction in the ferrite of 0.0003 ± 0.0002 due to boron, thus indicating a predominately substitutional solution. Appreciable (0.0010 to 0.0060) lattice contractions were found in boron-containing austenites, but these effects were much larger than could be accounted for by the substitutional solution of all the boron present. Nickel-Boron System. Elliott 2 gives a summary of thephase diagram and recent work on this system. The solubility of boron in nickel reaches a maximum of 0.03 wt pct at the eutectic temperature of 1080°C. Iron-Nickel System. ansen' presents the equilibrium diagram for this system and also discusses the metastable austenitic and martensitic phases along with the a=? transformations. The lattice parameters of Fe-Ni ferrites have been recently redetermined by Abrahamson and Lopata.7 Their data, Fig. 1, show an unusual change in slope at about 1.7 at. pct Ni. Very few measurements of the lattice parameters of Fe-Ni martensites are available in the literature. The values of Roberts and Owen8 are considerably higher than those measured in the course of the present work: they find that a, is constant at 2.874? from 8 to 30 at. pct Ni. I lamata is within the Morobe Goldfield (7¦ 25' S, 146¦ 39' E) on the Wau (SB 55-14),1:250,000 scale map sheet (Fig 1). The deposit is 13 km SW of Wau, within the headwaters of the Upper Watut River, at an average elevation of 2000 m. The steep mountainous terrain is covered by dense tropical rainforest and access is by helicopter or by foot track. The deposit has been described previously by Wells and Young (1991) and 1)enwer. Leach and Mowat (1995). Data collected to late 1996 have been used to estimate an Inferred Resource of 9.2 Mt at 3.1 g/t gold using a cutoff of 0.5 g/t. This contains a high grade portion for which an Inferred Resource of 1.2 Mt at 9.7 grt gold has been estimated using a 5.0 g/t cutoff.

The cross-measure borehole technique is being studied by the Bureau of Mines as an alternative to the use of surface gob boreholes as a means of controlling methane in gobs during longwall mining. Small-diameter holes are drilled from underground locations into strata overlying the mined coalbed. When the roof strata are fractured by the mining opera- tion, a partial vacuum applied to the boreholes draws the methane out of the fractured strata and prevents it from entering the mine ventilation system. Tests in the Upper Kittanning Coalbed showed that 50 pct of the methane produced by the longwall mining operation was captured by the cross-measure boreholes. Borehole inclination and penetration into the gob are two important borehole parameters that affect the performance of the cross-measure borehole system.

C.—With reference to Mr. Bain's paper: The scarcity of adequate geologic data on building stone reflects, among other things, a lack of interest on the part of geologists. It has been one of my duties to attend to matters relating to building stone and other structural materials that have come to the U. S. Geological Survey, but for several years my principal administrative and other duties in the Section of Metalliferous Deposits have prevented me from giving structural materials the attention that they deserve. I have felt that investigations relating to structural materials should be assigned to someone else, but thus far nobody with a sufficient interest in the subject has come forward; further, the specific calls for these investigations have been so few and far between that it has not seemed practical to draft any one for the job. The general situation is such that steady and substantial progress in the application of geology to the utilization of structural materials is not likely to be made unless someone with keen interest in the subject takes the initiative. If the start is once made, I know from experience that cooperation from the more progressive members of the quarry and building industries will be readily forthcoming. Mr. Sales' suggestions are all constructive and most welcome. A thorough, detailed discussion of them might be as long as his manuscript, but could largely be summarized with the one word "amen" qualified by the alibi that a chronic shortage of funds and therefore of personnel has prevented us from carrying out some of his suggestions already. A few of them might call for an Act of Congress before we could undertake them, and one or two, such as the preservation of mine maps, with which I heartily agree, would call for much additional space as well as clerical and supervising help. Several items in Mr. Sales' paper—for example, the question of balance between the scientific and more directly practical studies and the surveys or resurveys of the larger and smaller mining districts—have been covered in my contribution to the symposium. The suggestion of frequent reviews of progress in the study of ore deposits is excellent and can be followed without serious diversion from projects already on the Survey's program. Brief reviews by Survey men have been published in periodicals, and the contributions by several of them to the Lindgren Volume1 may also be cited as serving this purpose to some degree. The practice of publishing short papers by Survey men in outside journals rather than in Government reports is largely the result of experience and expedience. Our printing funds are limited, and considerable time must elapse between the transmittal of a paper and its publication. Time is saved therefore by sending papers to outside journals, and the editors of those journals are usually glad to receive them. Members of the Survey would doubtless prefer to have the products and byproducts of their official work appear in official Survey publications if conditions were more favorable. If we were left entirely to ourselves the balance between the more scientific and the more directly practical studies would be somewhat better than it is, but the

"INTRODUCTIONThe Red Dog Project in Alaska is being developed by Cominco Alaska, a subsidiary of Corninco Ltd. of Canada, and the Nana Regional Corporation, one of the 12 native corporations created by the Alaska Native Claims Settlement Act of1971.The State of Alaska is also a very key part of the project through its financing of the transportation system for Red Dog. Red Dog will be the third, and largest, of Cominco's Arctic mining developments in the past thirteen years, after the Black Angel Mine in Greenland, which started up in 1973, and the Polaris Mine in the Canadian Arctic, which began production six years ago in 1982.Red Dog is one of the world's great mineral deposits, with a unique combination of large size, high-grade, and a waste-to- ore ratio less than I: I, which will make it the world's largest, and one of the lowest cost zinc producers, when at full production. The present mineral reserve is estimated to be 85 million tons , at a grade of 17.1010 zinc, 5% lead, and 2.4 ounces per ton of silver. Based on the current production forecast, this will give a mine life of almost 50 years, and the deposit is still open in two directions, although the structure is becoming thinner at depth. As well, there is a satellite zone about one mile south of the main deposit which could contain up to another 8 million tons of mineral at Red Dog grades or better. This is not presently included in the reserve due to potential processing difficulties.In relation to other zinc deposits, Red Dog is the second largest ever discovered, smaller than the original Broken Hill deposit in Australia, but larger than Cominco's own Sullivan Mine in British Columbia, which is number three. It is quite possible that, when the area is adequately explored, Red Dog will be number one."

Electrophoretic mobility measurements were made by the Bureau of Mines on samples of a Florida phosphate slime to determine the optimum conditions of coagulation and settling in an aluminum sulfate solution. Addition of anthracite to promote mutual coagulation demonstrated the practicability of heterocoagulation by reduction of the repulsive effect of double layers. By proper selection of the electrolyte and its concentration, the reduction of the double layers to a net zero point of charge causes the predominance of Van der Waals' forces of attraction leading to the coagulation and rapid settling of both particle systems, as is predicted by the Derjaguin-Landau-Verwey-Overbeek theory of colloidal stability. Confirmation was found in the microfiltration tests where a modified Carman equation was applied to evaluate the specific filter bed resistance.

Dr. F. Well, the first thing that you have to realize is what is the Bureau of Mines? The Bureau of Mines basically has two functions. First it does the research and development relating to mining, processing, conversion, refining, recycling and substitution for minerals and materials. We work hand in hand with the U. S. Geological Survey on the geological end, although the exploration part of the game is theirs, and there is a very good relationship between the Survey and the Bureau of Mines. There are some overlaps with the Office of Coal Research, and we expect to be able to straighten out the areas of overlap, because it's important than OCR and the Bureau work together. Both the Office of Coal Research and the Bureau of Mines will have increased budgets next year, assuming that they are appropriated by the Congress. The other general area is in the whole area of mineral policy. The Bureau of Mines again is the key agency for developing data and analyses and making recommendations on all types of mineral policy in the Federal Government. It's a focal point for all types of minerals activities. It's the only real centralized focal point, along with the USGS, in the whole Federal Government. The problem areas, to answer your question specifically, are first of all the Bureau of Mines budget this year is $105 million and the budget for next year is $215 million, so it's more than double. Now, assuming that this budget is appropriated by the Congress, most of that money will be used for research and development in the energy area.

The Escondida Porphyry Copper Deposit, located in Chile's II Region 160 Km to the southeast of the city of Antofagasta, is currently owned by Minera Escondida Limitada, a company comprising The Broken Hill Proprietary (57.5%), Rio Tinto Zinc (30%) a group of Japanese companies represented by Mitsubishi Corporation (10%), and the International Financing Corporation of the World Bank (2.5%) (Fig.l)By 1983, most of the reconnaissance drilling was completed and prefeasibility studies were regularly updated as new drilling results were reported and project concepts re-evaluated (Fig.2). In October 1982 the project was transferred from Exploration Management to Operations. By the end of 1984 project pre-development activities, including inpit development drilling, geological exploration, water resource definition, an underground bulk sampling program and the initial project feasibility report, were completed.

The quality of final concentrate in froth flotation circuits is largely dictated by the correct implementation of the froth washing operation in flotation cleaning stages, which are commonly installed in column flotation cells. In flotation plants, this aspect has been largely overlooked and the froth washing is restricted to the use of perforated piping through which process water flows producing a similar effect to that observed in "fountains": jet created with low energy crosses the froth phase washing out entrained particles as well as particles weakly attached to bubbles. The aim of this research study is to assess the efficiency of traditional froth washing systems theoretically and experimentally. A theoretical model was implemented using Fluent® software where a jet of variable speed was introduced in a continuous soft matter phase with physical properties similar to those observed in a froth phase in wet and dry conditions. In addition, a simple experimental protocol was designed to validate the model. It was found that the water process jet-like flow influences the behavior of 2 to 3 times the equivalent volume in the froth phase. Such influence zone is dramatically reduced as the froth phase becomes drier. These results were confirmed by the experimental findings indicating that a better froth washing technologies must be assessed and implemented. Some aspects of the ideal froth washing system are derived and discussed in details.

Western Australia (often popularly called Westralia) comprises all of the Australian continent west of the 129th meridian. The latest census, that of 1895, gives it a population of 101,235 persons. It includes within its bouiidaries 975,920 square miles. About half the colony lies within the tropics. The climate varies but slightly, considering the vastuess of' the area. The interior is dry and hot, and subject to very sudden changes. The coasts are warm, and the rainfall abundant, varying from 20 to 40 inches per annum. Perth is the capital and principal town, having a population of 20,000. Fremantle (pop. 9000), distant 12 miles, is the port of Perth, but because it is out of the track of the mail steamers, the mail and passengers are landed at Albany (pop. 3000) on St. George's Sound. A railroad, 338 miles long, connects Pert11 with Albany, and the running time of trains is about fifteen hours. Kalgoorlie is only about 200 miles from the coast at the little village of Esperance; but to reach Kalgoorlie one must land at Albany, travel to Northam, within 66 miles of Perth, and then east at an acute angle 325 miles to Kalgoorlie; in all about 600 miles. From Perth a railroad also runs to the Murchison gold-fields by way of Mingenew, Mnllewa and Yalgoo, to Cue. A branch goes down to the port of Geraldton. The government operates all the railroads and telegraph lines, and has been very energetic, all things considered, in extending them into the gold-fields. As to the accommodations afforded by the railroads, the less said the better. The comforts of travel are conspicuous by their absence. Of the 975,920 square miles of Westralia, the government, in its magnificent way, cleclares 256,060 to be gold-bearing. Portions of this paper repeat in substance the statements made by me in an address before the meeting of the American Society for Testing Materials, held in June, 1903, at Delaware Water Gap, Pa. The views I then expressed, I still hold and believe to be pertinent to the present discussion of this subject. In doing my part, therefore, at the request of our Secretary, towards the further consideration by the Institute of the Physics of Cast-lron from a commercial as well as a theoretical standpoint,—a theme which received interesting treatment in our meeting some years ago, but has been somewhat neglected recently,—I make no apology for reiterating the views I have expressed elsewhere. Indications all point to the substitution of classifying pig-iron by chemical analysis for the old-time method of grading by fracture. Commencing with the larger users, and the makers of specialties, who require more positive information as to the composition than is afforded by the fracture; the use of pig-iron, guided by analysis, has spread with much greater rapidity to all classes of foundry-work than the most sanguine expected. Grading by fracture, as guided by experience with any particular brand of iron, has some points in its favor. The Bulagidun copper-gold system occurs in Tertiary andesitic volcanic rocks. It is located (figure 1, from Curless, 1991) ca. two days walk from the coast in an isolated area on the northerly slope of the main range of mountains, in steep terrain dissected by erosion. Detailed and district-scale exploration from 1988 to 1991 by BHP Minerals defined a small, sub-economic resource of gold and copper. One preliminary estimate of the resource in bedrock suggests 14.4 million tons at 0.68 grams / Tonne Au and 0.61% Cu, in multiple small bodies.

The accuracy with which block values are known can have a fundamental effect on the success of an operation.From a geostatistical study the variance of the error in extending sample values to block values can be determined and the engineer must ensure that this is sufficiently small by adjusting the size of blocks or moreintensive sampling. A study is given for a deposit showing a high degree of anisotropy and it is shown that the shape of the block is not important in determining the estimates.

The valuable mineral content of the current feed to the Miami concentrator is as follows: copper, 0.7 pct total; molybdenum, 0.01. Flotation of this ore yields a sulphide concentrate containing: chalcocite, 44 pct; molybdenite, 0.5; pyrite, 50.0; insol, 5.5. A combination of potassium ethyl xanthate and pentasol amyl xanthate as collectors, and pine oil as frother, are used in this flotation. Rejection of pyrite is encouraged by holding the amount of collectors used to the minimum consistent with copper recovery and by operating at high alkalinity (equivalent to 0.35-0.40 lb CaO per ton solution of pH 11.0).

Six-fold, high-resolution, compressional-wave seismic data were acquired across a coal mining property in the Meigs County study area, southeastern Ohio, with a view to differentiating the Clarion Coal Member and a truncating channel sandstone prior to longwall mining without costly drilling. The seismic technique, as is illustrated by our example data, was successfully used to map those areas where the coal is present, as well as those places where it was eroded by incising fluvial streams. Our results demonstrate that the seismic reflection method, using an engineering seismograph, can be a cost-effective way to define discontinuities associated with coal seams.

Laboratory testing was completed to determine the effectiveness of a fiberglass cable bolt (FCB) as a cuttable rock support for a continuous, hard-rock mining method. The FCB consists of four Polystal tendons combined in a node/antinode fashion, with polyvinyl chloride (PVC) spacers forming the anti-nodes. The largest ultimate pull-out load achieved by the FCB was 22 t (48,400 lb) at 89% of the tendons' theoretical pullout load. This premature tendon failure is accredited to: • differential stresses within the tendons and • differential tendon displacement. An increase in pull-out resistance for a given embedment length is due to: • increased bond area, • reduced interfacial shear and • "wedge" effect. The critical embedment length was found to be 40% less than for conventional steel cable bolts (SCB) at a 127-mm (5-in.) node spacing. An FCB can have up to a 92% increase in load-carrying capacity over a conventional SCB at equal embedment lengths. The load carrying capacity is equivalent to SCB at a 960-mm (37.8-in.) embedment length. Though the FCB is 7.5% more expensive than the conventional SCB (installed), this cost may be offset by increased performance. FCBs are a potentially viable support alternative for continuous hard-rock mining.

INTRODUCTION. IN presenting this paper I will attempt to answer certain questions proposed at this meeting and describe and illustrate methods of producing sound steel in an economical and hence commercial manner, which are adaptable to the production of practically all steel manufacturers, by readily effected rational changes in the methods of casting, cooling, and subsequent handling of the ingots. In some of the high-grade mills of America, where it is essential to obtain perfectly sound billets or blooms, it is the practice to discard from 35 to 40 per cent. of the crop- or pipe-end, and even with this excessive discard, secondary pipe or shrinkage-cavities are frequently discovered during subsequent working of the blooms and billets into their various manufactured products. The usual discard of from 10 to 20 per cent. from the crop-end of the ingot, which is made by the present generally employed methods of form and solidifying of the castings, certainly does not give the slightest assurance of the saleable product being physically sound or chemically homogeneous. I am aware that in the past there has been and at the present time there still is a decided difference of expert opinion as to what constitutes physically sound steel.

The Hall-Hoult process is likely to be the dominant method of aluminium production for the remainder of the century. The characteristics of the operation of a modern smelter are described and attention drawn to their disabilities which are due chiefly to the small production capacity of individual cells.The principal components of the Hall-H6roult cell - the electrolyte, the anode and the cathode - are discussed in order to identify the problems of scale-up. The factors influencing current efficiency and energy consumption are analysed and lead to the conclusion that the greatest potential for energy saving lies in reducing the anode to cathode distance (ACD).The most promising direction for major change is in the application of a new titanium diboride - carbon composite for coating of the surface of the cathode carbon. It improves the wetting of the carbon by aluminium and should permit the use of sloping cathodes and anodes. The deep metal pad would thereby be eliminated and, in the absence of magnetic perturbations, the ACD could be substantially decreased.The construction and testing of a full-size "Low Energy Cell" is scheduled for early 1986 and is expected to reduce energy consumption in aluminium production by about 15%.

P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments' interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.
