INTRODUCTION The design of rock support for underground nuclear waste repositories requires consideration of special construction and operation requirements, and of the adverse environmental conditions in which some of the support is placed. While repository layouts resemble mines, design, construction and operation are subject to quality assurance and public scrutiny similar to what is experienced for nuclear power plants. Exploration, design, construction and operation go through phases of review and licensing by government agencies as repositories evolve. This paper discusses (1) the various stages of repository development; (2) the environment that supports must be de signed for; (3) the environmental effects on support materials; and (4) alternative types of repository rock support. Much of the information presented in this paper was derived from work conducted for Basalt Waste Isolation Project. Most of the information, however, would apply to other hard rock repositories. REPOSITORY DEVELOPMENT AND THE NEED FOR ROCK SUPPORT Repository development can be characterized by five general stages: exploration and design, excavation, waste emplacement, re trievability period, and backfilling. It is helpful to understand these phases of development to see where and when rock supports are required and how the design is verified. The description that follows is simplified. Details have been omitted, and future plans may not conform to this scenario.

IN the last analysis, two basic factors influence the use of metals and alloys; namely, cost and adaptability to the use under consideration. These are so interrelated that to study the properties of metals or alloys without considering the prices and price trends is quite illogical. Lead has been a cheap metal, selling in 1932 for the extremely low price of 2.56 cents per pound. The cheapness of lead in the past was not due to a particularly abundant supply of the element in the earth's crust but rather to the ease with which it was won from its ores and to the chemical stability of the metal, preventing its dissipation. Today, however, our modern economy has caught up with the distribution of lead in the earth's crust and the price is largely dictated by the supply of concentrates readily available for smelting, and which can be placed quickly upon the market. The demand for lead, particularly in times of stress, has brought the price up to the level of 19 cents in the United States, where the price is controlled by Government decree, and the price has been even higher in the world markets. The higher price for lead has changed the uses for this metal to a marked degree, driving it out of the fields where it is not essential. The Ti-Mo-0 system was investigated in the region 0 to 45 wt pet Mo and 0 to 10 wt pet 0, from 600° to 1400°C. Solidus data are also presented. Isothermal sections at 700°, 900°, 1100°, and 1300°C, and vertical sections at 1 and 28 wt pet Mo, and 1 and 10 wt pet 0 are included. STUDY of the Ti-Mo-0 system has been carried out as part of a general study of titanium phase diagrams. The binary Ti-Mo system has been investigated in whole or in part by several investigators.1-8 It was found that molybdenum and ß-tita-nium form a complete series of solid solutions and that the ß/a + ß transus is depressed to below 600°C at approximately 30 pet Mo.* The Ti-O system has been investigated partially or fully in the range 0 to 30 pet 0 by several investigators." Good morning ladies and gentleman. During 1995 Prof. R. P. King (University of Utah Comminution Center) presented 2 papers on new horizons in comminution: "Comminution Research in the United States " was presented at the 1995 Meeting of the National Mining Association, while "Comminution: Meeting the Needs of Fundamental Research in the Mineral Industry" was presented at the 2nd SME Research Forum - 1995. In both papers a very interesting graph named "Energy usage for various comminution schemes" illustrated some poignant issues proposed by Prof. King. We do think that some of Prof. King's ideas might very well serve as "warm-ups" for this Comminution Panel Discussion, which are ultimately the goals to be reached by the 3-minute presentations. Thus, we shall be addressing in the sequence Prof. King's most relevant ideas (as well as introducing his graph), intending therefore show how important creative and state-of-the-art Mill Modeling is, if it is to become a Tool to Effective Cost-Saving Optimization Strategies.

SCOPE OF DISCUSSION THE laws here referred to Are those which define the status of the prospector for mineral deposits in the soil or beneath it, establish his methods of procedure, protect him in his possession while searching for the subterranean treasures, and give him assurance of title when all required conditions have been fulfilled and valuable minerals discovered. Regulations for the operation of mines and the safety and health of mine employees are likewise subjects of Federal and State legislation, but are not within the scope of the present program. Various features of our present laws will be discussed in detail by able students of the subject, and specific remedies will be proposed for the most glaring defects. It is my purpose to present in this paper a summary review of the reasons why revision is needed and demanded by the great majority of those in daily contact with the industry.

The anodic treatment of aluminum presents problems of scientific as well as of commercial interest.l-3 Of particular interest is the fact that, during the anodic oxidation process, the oxide continues to form at the metal-oxide interface under any oxide previously formed. This has led to speculation as to the mechanism involved in the formation of the relatively thick oxide coatings that are used commercially for decorative or protective purposes. Furthermore, the ability of certain types of oxide coatings to adsorb dyes and other substances has stimulated research to determine the actual structure of these adsorptive coatings. It has been found that anodic oxide coatings on aluminum are composed essentially of aluminum oxide. They are formed by the action of oxygen ions penetrating to the metal surface during the electrolytic oxidation treatment. These coatings can be formed in a number of different electrolytes, as for example, those which contain sulphuric acid, chromic acid, oxalic acid, or boric acid. These are the commonest and most useful electrolytes employed commercially. Except for certain specific conditions of formation, the coatings in general have been found to be amorphous alumina, as far as can be determined by X-ray or electron-diffraction methods. Anodic oxidation processes can be arranged in three rather general classes if they are grouped in relation to the solvent action of the electrolyte on the coating.4 In the first class, the electrolyte has little or no solvent action on the coating that is formed. In general, coatings produced under such circumstances are nonporous and non-adsorptive. In the second class, the electrolyte exerts an appreciable solvent action on the coating. These coatings are porous and adsorptive. Finally, for the third class, the electrolyte tends to dissolve the coating about as rapidly as it is formed. This action produces electrolytic brightening or anodic polishing of the aluminum surface and at most leaves only a very thin film of oxide. The purpose of beneficiation is to increase the economic value of an ore by elimination of waste rock or by separation of minerals that require separate reduction, without destroying the physical and chemical identity of the minerals. Flotation has replaced older methods of beneficiation to a very great ex- tent, nearly entirely in the case of the copper, lead, and zinc minerals and less completely in the case of such other minerals as iron, coal, and titanium. Flotation is also used to recover barite, fluorspar, feldspar, cement rock, spodumene, vermiculite, silica, beryl, and potash in the nonmetallic field, and cobalt, vanadium, germanium, antimony, mercury, molybdenum, manganese, nickel, gold and silver, cadmium, and bismuth for metals. The rapid growth of flotation to pre-eminence cannot be attributed to its low cost, because gravity, magnetic, and electrical methods may in some cases cost only half as much. But for ores containing finely disseminated minerals, these other methods are successful only in exceptional cases, for example the magnetic taconites or titanium-bearing sands. For low grade ores with coarse texture or spotty mineralization the advantages of low-cost gravity methods and highly efficient flotation are often combined, as in the beneficiation of coal and some ores of lead and zinc, phosphate, tungsten, and manganese. When an ore is responsive to either flotation or non-flotation concentration, or to combinations of the two, the choice depends upon cost of the process only when dealing with ores of low value; in other cases it is dictated by either the process efficiency or the product specification. Generally speaking, flotatio.1 is so efficient as compared with other methods of concentration that process cost is rarely an important factor in its selection. It is said, "The metal in the mill tailing has already been mined." Once the mining cost has been paid it doesn't increase total costs very much to do a thorough job of milling. With the exception of the few types of ores that are not amenable to flotation, the chief reason for preferring electrical and gravity methods to flotation may lie in the specification of the product. Flotation demands fine grinding, and specifications may not permit this with many nonmetallic ores or coal. Another reason is the size of investment-where capital is hard to obtain or the life of the property is short, the justification for a flotation plant may not exist, and one must be content to skim off the cream. y not exist, and one must be content to skim off the cream. According to the estimates prepared by the U. S. Geological Survey, the area underlain by workable coal-beds in the United States is 496,776 sq. miles. Of this total area, 480 sq. miles contain the entire anthracite coal-fields of Pennsylvania. The bituminous coal-fields are estimated to be contained in areas, aggregating 250,051 sq. miles. The grade of coal between bituminous and lignite, and which is designated by the Geological Survey as " sub-bituminous," is estimated to be contained within areas aggregating 97,636 sq. miles, while the areas containing lignite aggregate 148,609 sq. miles. The coal-fields are divided, for the sake of convenience in classification, into six main provinces, as follows: 1. The Eastern. Province, containing the anthracite coal-fields of Pennsylvania and the bituminous coal-fields of the Appalachian region—namely, those of western Pennsylvania, Ohio, Virginia, West Virginia, Kentucky, Tennessee, Georgia, Ala bama, and small outlying areas in North Carolina. 2. The Interior Province, containing the bituminous coal-producing regions of Michigan, Illinois, Indiana, western Kentucky, Iowa, Kansas, Missouri, Oklahoma, Arkansas, and Texas. 3. The Gulf Province, containing the lignite-areas of Alabama, Mississippi, Louisiana, Arkansas, and Texas. 4. The Northern or Great Plains Province, containing the lignite and sub-bituminous areas of North and South Dakota, eastern Montana, and northeastern Wyoming. 5. The Rocky Mountain Province, containing the bituminous and sub-bituminous areas of western Montana and western Wyoming, Colorado, Utah, and New Mexico. 6. The Pacific Coast Province, containing the areas of Washington, Oregon, and California.

SOME of the broader relations between structure and ore deposition along the London fault, deduced from a thorough study of the geology of the eastern part of the Mosquito Range, should be of general interest to economic geologists. The first part of this paper is a generalized state-ment of the geology of the region in which the London fault is located; it may be supplemented by reference to several earlier publications by the writers and to the U. S. Geological Survey's Professional Paper 148, on the Leadville district. The second part deals with the structure of both the fault and the disturbed zone adjoining the fault. The third part dis-cusses the salient features of the ore deposits, particularly emphasizing structural control. The two generalized maps are complementary to one another but contain too many data to show on a single small map. The London fault is between Leadville and Alma, and the ore deposits along it are said to lie in the Alma district. Field work in this district, during six summers since 1927, has been a part of the cooperative work of the U. S. Geological Survey, the State of Colorado, and the Colorado Metal Mining Board. The writers have made use of work by R. D. Butler, J. W. Vanderwilt and R. E. Landon. G. F. Loughlin and C. H. Behre, Jr., who have worked on the west side of the range, have con-tributed valuable suggestions. Mining men of the district have aided in many ways.

WHEN a subject, such as the manufacture and service of chilled car wheels, as has been fruitlessly discussed for ten or fifteen years, it is difficult to revive interest and action by the mere repetition of statements and arguments that have been made before. And when a situation involves serious responsibilities for conditions that have grown up under circumstances beyond the control of any particular individuals or authority, it is even more difficult to deal with. But there is one phase of every subject that need not involve these particular points if presented in a, proper manner; and that is, " the future state." I will try to present the subject of this communication from the latter standpoint and with the hope that all of those interested will feel disposed to give the matter attention from the basis that it is a, vitally important one to all that travel on railroads, whether as employees or officials, or as dependent on those in charge of the operation, or in the matter of materials and equipment used. The conditions of chilled wheel service have been changed so radically in the past ten or fifteen years by the use of freight cars of 40 and 50 tons capacity, that it is fair to say in the interest of all concerned in the use and in the manufacture of such wheels, that the increased strains and loads have been quite sufficient to account for much of the service results that have transpired. That proper provision was not made for increased possibilities of strength and wear, in fact that previous factors of the kind were allowed to deteriorate, is no proof that such wheels cannot be made equal to heavy service conditions as shown in the data given herein.

A. 0. ASHMAN, Palmerton, Pa. (written discussion *.).-Mr. Newcomb's paper has interested me greatly, as I have had numerous experiences along this line. I do not think enough emphasis can be put on his warn-ing to keep platinum couples free from contact with quartz tubes, as silica shows a tendency to alloy with platinum to a surprising degree even at low temperatures. I have frequently had evidence of silica contamination in a perfectly good tube, in which there was seemingly no possibility of a reducing atmosphere. This is rather important as it seems to be common practice to insulate, as well as protect, the wires by means of- capillary silica tubing, thus allowing the entire wire to be in contact with the silica. The best way to mount a couple in a silica protecting tube is by means of double-bore porcelain insulating tubes, the protecting tube being slightly longer than the couple so as to leave a space between the couple and the end of the tube. In this way there is no possibility of contamination from silica. In no case should silica capillary tubes be used to insulate platinum wires. Mr. Newcomb states that there is still much to be desired in pyro-meter protecting tubes; this is in keeping with my experience. From a practical standpoint there is not a satisfactory pyrometer tube on the market for high temperatures; with all clue respect to the many improve-ments and good work recently done in this line. I believe that the whole future development of pyrometry is dependent on the development of suitable refractories. With suitable refractories, for example, Darling's1 work with liquid couples could be developed to a practical basis, making possible the use of base-metal couples to replace platinum.

At the Highway gold deposit, 37 kilometres south of Charters Towers, gold mineralisation occurs in several stratiform layers and is enriched near the surface by lateritic weathering. The host rocks of the mineralisation are ferruginous and baritic, intensely sericitised, kaolinised and silicified rhyolitic tuffs and pyroclastics of the Cambrian-Ordovician Mount Windsor Volcanics. The geology of the deposit is illustrated in Figures 1 and 2.Forty-six reverse circulation percussion drill holes were completed by North-Queensland Resources N.L. for a total of 2,093 metres of drilling to further outline and test the open pit resource. The drilling indicated a resource of 171,000 tonnes averaging 4.4 grams per tonne gold and 5.0 grams per tonne silver.A shallow initial pit, approximately 30 metres deep, has been designed to mine the high grade upper portion of the western stratiform layer and part of the eastern layer. This initial pit is designed to mine 45,400 tonnes of western mineralisation at an average grade of 7.84 grams per tonne gold and 22,200 tonnes of eastern mineralisation at an average grade of 1.42 grams per tonne gold. Waste is estimated at 110,900 tonnes.

Unusual circumstances may require that a longwall retreat into or through a previously driven room. The operation can be completed successfully, but there have been a number of spectacular failures which exposed miners to serious roof fall hazards. To help determine what factors contribute to such failures. the National Institute for Occupational Safety and Health (NIOSH) compiled a comprehensive international database of 130 case histories. The cases include five failures where major rock falls occurred in front of the shields, and six even more serious failures involving major overburden weighting. This suggests two room failure mechanisms The first is a roof fall type failure caused by loading of the immediate roof at the face as the fender narrows. The second is a weighting type failure caused by the inability of the roof to bridge the recovery room and face area, and affecting rock well above the immediate roof The data indicate that the roof fall type of failure is less likely when intensive roof reinforcement (bolts, cables, and trusses) is employed together with higher-capacity shields The overburden weighting failures, in contrast, occurred when the roof was weak and little standing support was used

The flow of gases, particularly radon and methane, into the mine atmosphere is a problem traditionally controlled by ventilation-dilution techniques. More recently, a preventative approach has been to seal underground surfaces with a polymeric coating to act as a barrier against the influx of dangerous gases. H However, a study by the Israel Government Research Station indicates that unless the rock surface is perfectly sealed, much of the labor to reduce interstitial gas flow is lost to the effects of barometric "breathing" from the rock pores. Previous research has reported the increased frequency of coal mine explosions during periods of barometric pressure minima,1 and the phenomena has been explained through correlation of the observed increase in mine gas concentrations during periods of low barometric pressure with the connective flow of interstitial gases from rock pores into the arsine atmosphere when pressure was actually falling.234 While changes ill barometric pressure arc rapidly transmitted to the mine atmosphere, response in the rock interstices is sluggish, momentarily creating a pressure differential between the mine atmosphere and the interstitial gases. Responding to the pressure gradient, this interstitial gas flows until pressures are equalized.

The current extraction method of the Platinum Group of Metals (PGM) from an ore concentrate and the subsequent separation of one PGM metal from another is a timeconsuming complicated multi-step process. The use of the Chemical Vapour Metal Refining (CVMR) process for the extraction and separation of PGMs is a simple and economical alternative. The paper covers the CVMR process, which is based on the formation of volatile metal compounds, followed by extraction and thermal decomposition into the pure metals and reagent gases. In the case of PGMs, CVMR does not use CO, and hence, the process is quite different from the carbonyl process previously attempted by a number of organisations and test facilities. CVMR extracts PGMs via synthesis of trifluorophosphine complexes at low pressures and low temperatures (80 to 100¦C). These two facts alone make the process highly economical, compared to other methods available. This paper presents a comparison between the process of extraction of PGMÆs and CVMR proprietary carbonyl process for the extraction of nickel and cobalt. In the carbonyl process, CVMR also uses very low pressures and temperatures, compared to those other processes currently use.

Tamano Smelter of Hibi Kyodo Smelting Co., Ltd. is carrying out a low cost production using a Tamano Type Flash Smelting Furnace (T-FSF), which is an improved version of Outokumpu Type Flash Smelting Furnace but without slag cleaning furnace and also by developing its own coke combustion technology. Coke combustion technology that is the basis of the system has been improved several times and, at present, it has evolved to a stage where it can be reproduced on the Computer guided system for Coke Combustion in the T-FSF (CCCT) using a general- purpose computer. This CCCT is featured by 'its trend control and predicting function, and an operator can freely control the operation parameters so as to control the operation flexibly. We have recently developed an overall energy reduction system covering the Smelting Plant to Sulfuric Acid Plant, which we call an Optimum Low Cost Operation System (OLCO) to reconsider the energy costs including coke, heavy fuel oil, and electric power. In this report, we would like to present the recent operation of T-FSF based on CCCT as well as the optimum energy operation utilizing OLCO system.

It has ten operating mines and processing plants, with operations in most States of Australia and in Papua New Guinea, Indonesia and the United States. The exploration division is active in,other parts of the world, including Europe and South America. RGC produces gold, copper, tin, coal and mineral sands. RGC is typical of companies in the mining industry in that by contrast to the typical pattern in other industries, it is necessary to have systems to handle a variety of different types of operations, a range of size of operations, and operations in remote locations.

The capacity of grinding mills can be maximized by use of measurements of mill power and bearing pressures. The criterion is as follows. If the derivatives with respect to time of the power and bearing pressure signals have the same sign, the volume of the mill load is smaller than the optimum value; if they have different signs, the volume of the mill load is greater than the optimum value. Few attempts have been made to use measurements of bearing pressure in the estimation of absolute values for the parameters that define the state of the mill load (e.g, mass, volume, and dynamic angle of repose) because the bearing-pressure signal is a complex function of these and other parameters. This paper gives a mathematical model that relates bearing pressures to these parameters. The theoretical values obtained from this model are compared with experimental values, and it is concluded that the model constitutes a good description of experimental reality. If accurate measurements of the load supported by each bearing are available, the model can be used in the estimation of the mass of the load in the mill. If independent estimates of the volume of the load or the dynamic angle of repose are available, the other parameter can be estimated from measurements of the bearing loads.
