In many underground mining applications where-dry fill is used, only a token acknowl- edgement of the fill properties is given. It is the aim of this paper to induce mining engineers to consider dry fill as an engineer- ing material rather than a mass to place in unwanted voids. Dry fill is generally cheap, inert and readily available, but it can still contribute to mining performance. In particular, the choice of the dry fill becomes more critical as stope sizes increase, controlled choked draws are used or pillar recovery introduced. Selection must be initiated from an evaluation of the role of the fill in the mining operation. In most cases the fill must be chosen before quarrying begins and an investigation must be made of available sources and appropriate quarrying methods. Some of the properties of fill are described together with evaluation techniques. A com- parison of placement conditions is limited by the complexities of material flow and degrada- tion: However, field and model tests can aid interpretation in these cases. Examples are given of aspects of dry fill selection and their incorporation in mining design.

The sorptive and impervious nature of clay materials was recognized long before modem technology allowed us to understand the physiochemistry of clays. In Cyprus, around 5000 BC, sorbent clays were used for fulling woolen cloth. One of the earliest recorded uses of clays as an impervious liner was more than 3200 years ago in the construction of a bitumen-sand-gravel-clay liner built along the embankment of the Tigris River at Assur. Today one of the most common applications for clay minerals in the environmental industry is for use as impermeable barriers to fluid transport. Clay minerals are fine in particle size and thus have large surface areas, which, as a result of intermolecular forces and ionic substitutions, make them excellent materials for both ion exchange and ion sorption. Therefore it was logical to consider certain clay materials for applications in the environmental industry, where they can act as physical and chemical traps for potential contaminants. Certain bentonites have historically been used as sealants for fluids (Grim, 1962), and other clays have been used as sorbents for both water and oil (Haden, Jr., 1972). Prior to the 1980s, disposal of the nation's municipal, commercial, chemical, and nuclear wastes was largely indiscriminate and poorly regulated. This created environmental pollution problems, especially with respect to groundwater contamination. Promulgation of federal regulations like the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA - commonly known as Superfund) have forced a more careful and costly approach to waste disposal. The US Environmental Protection Agency (EPA) is the government body charged with enforcing and ensuring compliance with federal regulations governing toxic waste production, storage, and disposal. Widespread application of geotechnology to the design and construction of waste containment systems and to pollution remediation has become necessary due to such laws and because of increasing use of the subsurface environment for the disposal of hazardous wastes. In the United States nearly 1.8 kg of trash is disposed of per person per day, which amounts to nearly 181 Mt per year. This amount is more than double the waste produced in 1960, and these numbers are expected to continue to increase. Canada produces approximately 1.68 kg of waste per person per day. The EPA estimates that in the United States 64% of our garbage is landfilled, 18% recycled, and 18% incinerated. Even with continued increases in recycling and incineration efforts, the EPA projects that the United States will still need 82% of today's landfill capacity in the year 2000. Data on the exact number of landfills in the United States and Canada is conflicting in part because of changing definitions of what constitutes a landfill and because of inadequate record- keeping by some states and provinces. An estimate of the number of municipal solid waste (MSW) landfills in the United States in 1990 to 1991 ranged from 4 462 to 10 467 with an average estimate of 6 600. In Canada the number of MSW landfills reported varied from 5 493 in a 1982 survey to 1 766 reported in a 1991 National Solid Wastes Management Association (NSWMA) survey (Repa and Sheets, 1992b). A properly operated MSW landfill on average requires 1 hectare of land per year per 25 000 people (Coates, 198 1). In addition to MSW facilities, there are also waste disposal facilities needed for hazardous waste and low level and high level radioactive waste. In 1983, approximately 266 Mt of hazardous waste was generated in the United States, almost 50% of this by industrial production. About 68% of the hazardous waste generated in the United States and Canada and almost 50% generated in Europe are still landfilled (Egger, 1987). In 1985, approximately 51 000 m3 of commercially produced low level radioactive waste was disposed of in radioactive waste disposal sites across the United States (Jungling and Greeves, 1989). By 1987, the US defense program had produced approximately 10 000 t of high level nuclear waste. In addition, there were approximately 14 000 t of spent fuel assemblies from commercial nuclear power plants in temporary storage; the amount is expected to nearly triple by the year 2000. Presently most commercial spent fuel assemblies are stored in water-filled pools at nuclear power plants. Defense waste is stored on federal reservations in surface and underground steel tanks (Anon., 1987). Under federal law nearly all waste disposal and containment sites are required to have a liner or barrier and a cover system design that meets federal- or state-approved hydraulic conductivity requirements for the type of waste that the site will receive. When approved materials, necessary for constructing the waste containment structure, are not available on site, one of the most economical ways to meet these requirements is through the use of clay, soil/clay, or clay/geotextile materials. In a 1991 survey by NSWMA of its members and other select private sector facilities, 81% of the surveyed landfills had some type of liner system. About 75% of these liners were clay materials (either recompacted or natural). The remaining 30% were using flexible membrane liners as part of a liner system. Clay liner materials are most commonly used in the South, Midwest, West-central, and South-central regions of the United States. About 93% of the landfill facilities had closure plans, and of these 91 % were using clay materials in some way for the final cover material (Repa and Sheets, 1992a). Waste barriers and containment structures take several basic forms, and they are used in a variety of different applications: 1) cutoff walls, 2) soil or soil/clay-admix liners, 3) geosynthetic bentonite-clay/geotextile membranes, 4) radioactive waste containment barriers, and 5) synthetic geomembranes. He says, "It may interest you to know I came out to Italy after being on the Afghan frontier of Indian Baluchistan, in August last year, and for some time was posted at Turin as Railway Transport officer. At that time Turin was in the toils of the riots which were the forerunners and preliminaries which led up to the great Italian retreat (Capretto). Wall control is a significant issue for many mines. Improvements to the design process for blasts adjacent to temporary or final walls will require better measurement tools and predictive models. Orica Explosives has developed capability in both these areas and uses them to guide better wall control blasting practices. Vibration and gas pressure were monitored behind a series of production blasts and single hole blasts at the Freeport Grasberg Operations Opencut Mine. The blasts used ANFO in both 3 11 mm and 35 1 mm blastholes in a blast design which reduced the charge weight by between 30 to 50% in the final row of the production blasts. Single hole blast data were obtained by delaying the last hole in the production blast. Vibration levels were within the range often associated with vibration induced damage: 178 to 1080 mm/s at distances between 14-75 metres from the blast.

The increasing size of flotation cells as the use of flotation has increased is traced from the first United States application of the process in Montana in 1911 through the following eight decades, using data from the Taggart handbooks (1927) and (1945), from the SME Handbook (1984), and from recent manufacturers' catalogues and other sources for the 1980s and 1990s. With the earliest mechanical cells less than 1 m3 (359) in volume and the largest now available at 200 m3 (7,000ft3), three requirements are necessary: 1) demonstration of advantages in replacing smaller volume by larger volume cells; 2) estimating power requirements, impeller dimensions, and operating rpm by correlation equations; 3) considering effects of using larger cells, in necessarily much shorter rows, on process kinetics. The resulting seven tables that address these problems are presented, and their implications discussed.

Homestake Mining Company has identified a significant native sulfur resource at its Cinnabar Canyon prospect in Mono County, California. Elemental sulfur occurs as replacements, fracture coatings and breccia fillings in a thick sequence of Miocene-Pliocene intermediate volcanic rocks. The deposit extends along a northwest trending regional fault and measures approximately 900' in width, at least 1800' in length, and has a thickness in excess of 200'. The deposit lies approximately 150' below the surface and is covered by a silicified cap of volcaniclastic strata. The deposit has been delineated by rotary and core drilling. Utilizing a grade cutoff of 5% elemental sulfur, the delineated deposit has a probablelpossible resource of 16.1 million tons of ore averaging 17.9% elemental sulfur containing 2.57 million long tons sulfur. Assay grades within the resource area range up to 40% sulfur over a 40-foot intercept.

In order to take full advantage of the use of manipulatable variables to effectively control the response of coal flotation circuits to disturbances and to optimize circuit performance, the effects of each manipulatable variable must be understood with respect to the mechanisms responsible for particle recovery. This paper pays particular attention to the critical role of the froth phase and its effect on circuit behavior and control and emphasizes that in order to optimize the separation of coal from gangue by flotation it is necessary to consider particle behavior in both the pulp and in the froth while developing a control strategy. Data obtained from the extensive sampling of the flotation circuits in two coal preparation plants are used to illustrate this concept; by showing first the effects of reagent addition levels on the mechanisms responsible for particle recovery and second how this information can be used for control strategy development.

This paper attempts to answer whether or not the mill performance at Bougainville could have, in fact, been predicted by the population balance approach, or whether other special considerations are required to explain their behavior. In recent studies, the plant tests were performed at Bougainville and batch tests were carried out at the Utah Comminution Center. In all tests power measurements were made and several levels of energy input to grinding were evaluated. Also, tracer tests were performed for mill residence time determination. The performance of Bougainville's 5.5x6.4-m mill has been very successfully predicted by population balance methods. The prediction errors are only about 1% on product size distribution and 4% on power with a mill volume scale-up of 3790:1. It is significant that this approach will reduce the risk of failure in large mill design that has been recognized in traditional methods.

Safety concern is one of the most important parameters in the design of building demolition by explosive blasting. Accidents were sometimes reported due to the flying chips of fragmented materials in building demolition work in urban area. Laboratory experiments were performed to investigate the failure behavior of reinforced concrete pillars under blast loading and to develop an effective protection technique. Sixteen reinforced concrete pillars were constructed with two sizes: 450×450×1800 mm and 600×300×1800 mm. The failure behavior and the flying chip velocities were observed by means of a high-speed camera. Protection scheme was designed and the effects of several protection materials were investigated. Two kinds of non-woven fabrics and wire net were tested as protection materials. The results showed that reinforcing bar was one of the important factors to determine specific charges, and that mesh size of wire net and tied-up method affected the protection of flying chips. Control of gas effects is also a key to the control of flying chips. It was recommended to use both wire net and nonwoven fabrics as primary and secondary protection materials. Such protection scheme was successfully applied to the explosive demolition of 16 and 17-story apartment buildings.

The limitations on the problem size to be solved by the program (Appendix II) has been outlined in the paper. I would like to add the following additional limitations of this computer program: The dimensions of the variable J1and J2 should be changed to J, (550) and J2 (550) to handle problems containing more than 400 branches, and up to 550 branches. If there are a large number of branches common to the various meshes, another limitation on the problem size will be the dimension of the variable NA. While a higher-order polynomial fitting for the fan characteristic data points is more rigorous, a quadratic relation, if linear interpolation between the points is inadequate, will result in saving computing time without much loss of accuracy. Of course, this can be handled by minor modifications to the existing polynomial fitting routine in the program. M. J. The Mining Foundation of the Southwest (MFSW), located in Tucson, AZ, will hold its 16th annual American Mining Hall of Fame Awards Banquet Saturday, Dec. 5,1998. The Hall of Fame recognizes outstanding contributions to the mining industry by selected individuals and industry partners. Each year, one living award recipient and up to two mining history honorees are chosen by the , Hall of Fame Committee and the Board of Governors of the Mining Foundation. In 1989, the Mining Foundation initiated a Medal of Merit to recognize outstanding individual, technical and professional contributions to the mineral industry. In 1995, an award was created to recognize contributions made by companies and organizations in partnership with the mining industry. This year's inductee, guest of honor and featured speaker will be Charles G. Preble, president and chief executive officer of Southern Peru Copper Corp. He is being recognized for outstanding performance as an executive of an American company operating under difficult circumstances in a foreign country. The Hall of Fame will induct H. Myles Jacob, former chairman and CEO of Inspiration Copper Co., for innovation and farsightedness in matters pivotal to the cop- per industry of his time. In addition, John Cromwell Lincoln, former president and chairman of Bagdad Mining Co., will be inducted for his outstanding contributions to the American mining industry. These contributions include metallurgical research and development of the Bagdad Mine as well as pioneering innovation in the electrical industry. Medals of Merit will be awarded to David N. Skillings, editor and publisher of Skillings Mining Re- view, for his dedication and support of mining interests. J. Ruben Velasco Rodriguez will also receive a Medal of Merit. INTRODUCTION Dense medium processes have been used to separate coal and ores for over a hundred years. In fact Sir Henry Bessemer first patented a process in 1858. In recent years, their importance relative to other gravity dependent processes has increased. This is particularly true in the coal industry where over 60% of all preparation plants operating in 1984 in North America (1) contained either dense medium vessel or cyclone circuits. In addition, the stringent product quality demands of the consumer, together with increases in mining costs, dictate that the cleaning circuits be both predictable and efficient. Dense medium systems are the most predictable and efficient of all gravity- dependent processes. The majority of the text of this chapter will be concerned with dense medium applications as they relate to the coal industry. However, the techniques and calculation procedures can be applied, in general, to all non-coal minerals (such as diamonds, marginal iron and lead-zinc ores and gravel) which take advantage of a difference in specific gravity between the saleable product and the reject. The object in dense medium cleaning is to produce a liquid whose effective specific gravity is between that of the concentrate and the reject. In which case the lighter product will float to the surface and the heavier product will sink to the bottom. Unfortunately, this simple process becomes complicated by the following practical necessities: (a) collecting and removing the float and sink products from the medium without disturbing the free settling effects; (b) maintaining and controlling the specific gravity of the medium; (c) separating and reclaiming the medium once the products have left the separating vessel; and (d) separating finer sized particles which take longer to fall through the dense, and often viscous, medium. As a result of the last issue (item d) two main types of dense medium separators have evolved: dense medium vessels and dense medium cyclones. Dense medium vessels are essentially large baths through which the dense medium flows at a relatively slow velocity. The lighter products float to the surface and are carried out of the vessel by the medium flow. The heavier products sink to the bottom of the vessel and are physically transported out either by means of a conveyor (usually a chain conveyor) or a rotating, lifting arrangement (Figure 1). A certain amount of interest has been indicated recently in the resistance to oxidation at high temperatures of iron-aluminum alloys (rich in iron). Hautmanl published a paper in which some interesting results are given. According to his paper, only alloys containing at least 8 per cent aluminum indicate a marked improvement in their resistance to oxidation. At about this aluminum content, however, alloys become brittle, which considerably reduces their commercial value. About two years ago the author performed a series of experiments, the results of which are presented here. A series of iron-aluminum-carbon alloys was prepared by melting electrolytic iron, aluminum and high-carbon iron alloy in an induction vacuum furnace.2 The list of these alloys is given in Table I. Kaolin, normally an inert filler when compounded with polymers, is converted into a strongly reinforcing pigment by prereaction with certain functional silanes. Modification of kaolin with amino and mercaptosilanes allows it to form crosslinks and confers significant improvements in modulus, abrasion resistance, compression set and other physical properties of a broad range of polymers.

"The steelmaking industry which uses electric arc furnaces (EAF) generates approximately 250.000 tons of EAF flue dusts annually in Turkey. These flue dusts contain valuable metals such as zinc, iron and lead. For example, if these flue dusts can be treated efficiently, disposal problems certainly decreases and annually almost 40.000-75.000 tons of zinc can be recovered. In this study, powder and pellet forms of EAF flue dusts taken from a steel mill were carbothermally treated in a temperature controlled pilot scale rotary furnace via carbothermal reduction in order to investigate the reduction behavior of Zn and Pb. Temperature (900-1000 and 1100 °C) and time (0-90 minutes) were selected as reaction parameters. The chemical analysis was performed for the sample residues.IntroductionTurkey’s steel production reached to 23.3 million tons in 2006. There are three integrated steel plants of which capacities vary from 0.7 to 3 million tons per year and seventeen EAF steel plants of which capacities vary from 0.06 to 2 million tons per year [1]. When it is considered that more than 74 % of the Turkish steel production is produced by EAF method and approximately 10 - 15 kg of dust is formed per ton of steel during this process, the amount of annual generated EAF dust may be estimated at approximately 0.25 million tons. EAF dust which contains valuable metals such as zinc, lead, iron, cadmium, and chromium, is considered as hazardous waste product in steelmaking industry. If these flue dusts can be treated efficiently, not only the disposal problems certainly decrease, but also annually almost 40.000-75.000 tons of zinc can be recovered. Many studies which exist on recovering of the valuable metals from EAF dust, propose and practice many hydro-metallurgical and pyro-metallurgical treatments [2- 7]. In this study a laboratory scale work were performed to investigate reduction behavior of zinc and lead in EAF dust by carbothermal process in a rotary furnace."

The purpose of the studies that form the basis of this report was to learn from microscopic examinations of coal how far and in what ways the grouping of coal by types depends on differences in the kinds of plant material from which it was formed and on the condi- tions of its accumulation, or how far the special characters or qualities of coal of any type were determined by the nature and the state of the plant débris from which the coal was formed. The fact is almost universally accepted that beds of coal represent accumulations of vegetal matter in varying stages of preservation, with, as a rule, very small proportions of the remains of animal life. Mingled with the organic substances are different inorganic mineral sediments, which, together with the mineral matter originally con- tained in the plants themselves, constitute the "ash" of coal. The examination of coal shows that the kinds of ingredient plants range all the way from algee and fungi to large trees of various orders, and that these in turn vary in their own groups according to the depth and the nature of the water in which they grew and according to the other conditions of growth, such as moisture, temperature, soil, light, climate, and the competition of individuals. The species or kinds of plants and the numbers of each kind also differ greatly among themselves, not only during any one geologic period because of the changes of environment, but also from one geologic period to another, and it will be remembered that well-developed coal has been found in the strata of every period since the Silurian." Most geologists now agree that coal is transformed peat. True there is wide difference of opinion as to how the transformation has been accomplished and even as to whether coal started as such peat as is now found. ANTHRACITE SMALL power-driven, toothed, cast-iron rolls were used first to break anthracite in 1844. Prior to that time, men with hammers, who stood on perforated cast-iron plates, broke the large lumps into commercial sizes. In order to convert run-of-mine into the various sizes required by the anthracite industry, about 20 million tons must be broken, annually, into smaller sizes. This phase of anthracite preparation is of major importance, because the degradation accompanying reduction in coal sizes should be kept at a minimum. The exclusive use of toothed rolls for that purpose indicates that comminution by rolls is the best solution of the problem. Many improvements have been made in tooth design, but the most important was a reduction of the peripheral speed of the rolls from 1000 to 300 ft. per minute. The higher speed was based upon and approximated the velocity of a falling piece of coal when it entered the rolls, Exhaustive roll tests at the slower speed showed that the same size reduction could be affected with less degradation. The adoption, therefore, of slow-speed, compound geared rolls, especially for breaking the larger sizes, became quite general after 1912. A high-speed roll is shown in Fig. 1 and a slow-speed roll in Fig. 2. Anthracite Crushing Problems.-Crushing anthracite presents the problem of selecting a series of rolls that will produce the greatest percentage of the prepared sizes of nut and over. The size distributions to be expected are shown in Table 1. Coal breaking and crushing practices in anthracite breakers involve the use of equipment for comminuting the following classes of material: 1. Run-of-mine-plus 6 ½ -in. coal. 2. Sized coal-steamboat, broken, egg, stove, nut, and pea. 3. Flat coal--coal that is flat and hence not suitable for the market. 4. Bone--a piece of laminated coal and slate, crushed for the purpose of reclaiming the coal. 5. Breaker refuse, reduced to a size suitable for flushing into a mine for back-filling purposes.
