"The Whitehorse Mining Initiative (WMI) brought together all of the key stakeholders in Canada's mining industry to develop a framework whereby the industry can meet the challenges that it faces into the 21st century. The WMI Accord7 which was signed at the annual Mines Ministers Conference in Victoria, British Columbia, on September 137 1994, touches all of the important issues that confront the industry, including taxation. IntroductionSeptember 13, 1994, was a historical day for Canada's mining industry. On that day, on the occasion of the annual Mines Ministers Conference in Victoria, British Columbia, the Whitehorse Mining Initiative (WMI) Accord was signed by the leaders of the five principal stakeholders in the industry: industry; government; labour; environmentalists; and aboriginals. The Accord is the culmination of two years of hard work and intense collaboration by these stakeholders. But, the Accord is not the end result. The Accord can better be described as a springboard to a prosperous future for mining in Canada.The WMI had its beginnings at the Mines Ministers Conference in Whitehorse, Yukon, in September 1992 (hence, the name of the initiative). At that time, the mining industry was well aware of the serious challenges facing the industry, including significantly increased competition for mineral investment from other mining countries, coupled with an atmosphere of uncertainty surrounding land access, environmental regulations, and taxation. The mine and mill of the Climax Molybdenum Co. are at Climax, Colorado. Climax is on Fremont pass directly on the Continental Divide, at an elevation of 11,400 feet. Description of Ore The Climax ore-bearing rock is essentially an altered and highly silicified granite, fully half of the gangue being quartz. Molybdenite is the only mineral of economic consequence and most of it is intimately associated with quartz in the form of fine veinlets and stringers. Other minerals are molybdite, pyrite, and chal-copyrite. While the molybdite may be readily extracted by hydrometallurgical methods, its content is too low to make such operations profitable. The pyrite content ranges from 2 to 5 per cent and that of the chalcopyrite from 0.03 to 0.05 per cent. There is not enough copper to make its recovery attractive and one of the metallurgical problems is the elimination of it and the pyrite from the product. On account of the close association of the molybdenite with the quartz and the necessity of eliminating the pyrite and chalcopyrite from the final product, fine grinding followed by flotation is the only feasible method of concentration. History Construction of the first milling unit was started in 1917 and it was operated during parts of 1918 and 1919. In the postwar years, there was almost no demand for the product and production was at a standstill until 1924. The Company's research campaign to develop the use of the metal began to show results in that year. From r926 to 1932 production ranged from 500 to 1200 tons per day. In 1931 an additional mill section was built and production was gradually increased until in 1934 and 1935 about 3000 to 4000 tons was milled per day. This tonnage overtaxed the milling facilities, and as the demand for inolybdenum was growing constantly, additional milling equipment was needed. In 1936 and 1937 another crushing plant, six additional mill sections and the necessary auxiliary plants were constructed and brought into operation. This plant was designed to mill I0,000 tons per day, but it was not long before 12.500 tons was being treated during periods of peak demands. During the summer of 1941, to meet defense needs, the mill has been required to treat 15,500 tons per day. This has been accomplished with little plant expansion and at no loss in recovery, as will be described later. TO increase capacity still further, one more primary section is now being built. This will bring capacity to 18,000 tons per day, which can be stretched to 20,000 tons at a small sacrifice in recovery. Crushing There are two crushing plants: No. I, of 5000 tons capacity (flowsheet in Fig. I) and No. 2, of 15,000 tons capacity (Fig. a).

The sharp deterioration in Au~tralia'S ternn of trade in recent years and the accumulating national debt highlight the need for a restructuring of the economy which is highly dependent upon primary agricultural and mineral commodity exports (figure 1). Table I gives an indication of the value that can be added to raw material by mineral processing. Significantly higher value is added through downstream manufacturing. In 1987, the mining and rural sectors accounted for 47010 and 38010 respectively of total exports valued at $35,782 million (figure 2). The export contribution from minerals comprised $12,266 mil- lion from unprocessed ores and concentrates and $4,668 million from metals and processed minerals including some simple manufactures. Coal accounted for 450/s of total primary mineral exports. Iron ore and alumina are other important mineral exports, while gold and aluminium are major metal exports. (Figure 3) Australia's minerals are now traded in a much more competi- tive and oversupplied market in contrast to the 1960's and 1970's period which was characterised by increasing exports of largely unprocessed ores and concentrates. During this period the emphasis on technology development was focussed on reducing costs through increased production effi- ciencies in order to maintain competitiveness.

Efficient enrichment of high-carbon low-grade mica stone coal containing vanadium is a key problem in the mineral processing field, and the mature beneficiation process is yet to be developed and applied. In this paper, a special mineral mica type of stone coal containing vanadium from Tongshan, Hubei Province, China was selected as the research object. Chemical analysis results show that this mineral contains V2O5 0.71%, SiO2 49.28%, C 13.44%, and CaO 6.26%. Scanning electron microscope (SEM) shows that vanadium generally exists in all kinds of mica minerals in 20 µm to 50 µm fractions. Mica stone coal containing vanadium must be ground to a particular fineness (approximately 45 µm). To reduce acid consumption during vanadium extraction from stone coal through acid leaching, a pretreatment process was proposed to enrich micas by using shaking table and flotation methods. A new combined technology process was implemented, resulting in a 0.96% improvement in the vanadium grade of raw materials in the succeeding process. Vanadium losses were controlled to 4.57% through the pre-concentration process, which reduced the burden of the subsequent procedure. The content of high acid consuming minerals was also diminished, such that approximately 6612 CNY was saved from producing 1 t V2O5. Therefore, stone coal containing vanadium should be pre-concentrated by using an appropriate combined process to reduce costs.

In the South Island of New Zealand an unusually favorable opportunity is offered for the analysis of the older crystalline rocks, underlying the sedimentary rocks which form the "country" of the gold-deposits. The Manipori formation of this island, comprising the greater part of the mountainous district west of lakes Manipori and Te Anau, in Otago, consists of an enormous thickness (estimated by Professor Hutton1 at 160,000 ft.) of crystalline schists, gneiss, syenite, and syenitic gneiss, with associated masses of granite; the whole forming the most picturesque fart of New Zealand. The famous West Coast sounds occur in this formation. No paying auriferous lodes have been discovered in it; and for this reason an examination of the rocks is specially interesting here. Stelzner, Posepny, and others, who have criticised the conclusions of Sandberger, have laid great stress on the fact that all the silicates analyzed by him were taken from the vicinity of orebodies containing those heavy metals which he notes as occurring in the silicates of the country-rock; their contention being that these metals, supposed to occur as silicates in gneiss and other crystalline rocks, were really contained as sulphides, and were therefore impregnations from the neighboring orebodies. The same objection, whatever be its weight, might be urged with equal justice against Mr. Becker's derivation of the mercury and gold of the lodes of the Pacific Coast from' the granite underlying their country-rock. This Bureau of Mines report describes the geology and physical properties of core samples at the Sunnyside coal mine No. 1, Sunnyside, Utah, and was written in conjunction with the Single-Entry Program conducted at the mine. The objective of this program was to test the hypothesis that the single-entry system in the Sunnyside mine, supported in the center by open cribs and divided by a fire-resistant partition, is equivalent to or better than a two-entry sys-tem. Drill cores, taken underground at 15 sites in the single-entry study area, facilitated the construction of geologic cross sections of the entries. Physical property data obtained from the drill cores was used in a three-dimensional finite element analysis program to evaluate the stability of the openings, the support requirements, and the de formation characteristics of the roof and floor material. Data on 10 physical property parameters for 5 rock types plus coal are also tabulated and discussed.

As an appendix to the above-mentioned paper, a drawing of the vertical projection of the Knoxville mine workings is here given. In my paper it was stated that the ore-chimneys are found along a crack or plane of cleavage in the limestone ; and as this crack is not parallel with the strata, it is safe to assume that the manganese was not deposited where it is now found before the tilting-up of the strata, but rather that the crack was caused by the folding, and that tile formation of the ore was entirely subsequent to the change of position of the limestone. There are here four chimneys, which have produced, as far as explored, over 12,000 tons of ore, containing at least 7000 tons of manganese oxides, and it is very difficult to apply Prof. W. P. Blake's theory of segregation from the surrounding limestone in accounting for the origin of this ore, as cross-cuts and drifts in the countryrock, even at short distances from the ore-chimneys, have not shown manganese in appreciable quantities. It is easier to believe that, in the language of .Mr. S. F. Emmons, in speaking of Leadville ore-deposits, there was a metasomatic interchange between the minerals brought in in solution and the limestone, and not a deposition in already existing cavities. Perseverance nickel deposit is located at latitude 27¦ 491S, longitude 1200 42'E, 330 km north of Kalgoorlie, Western Australia. Gossanous outcrops were discovered in April, 1971, and after further detailed surface investigations, percussion drilling led to diamond drilling by June, 1971. Up to December, 1972, 127 diamond holes totalling 45,590 m were drilled to indicate 33 million tonnes averaging 2.2% Ni using a 1% cut-off grade. The deposit occurs in a lenticular ultra- mafic unit emplaced in metasediments locally forming the eastern flank of the Archaean green- stone belt trending NNW from Leonora to Wiluna. To the east a major strike fault separates the metasediments from gneiss; westwards there is a sequence of metavolcanics with further ultra- mafic units. Length of the lens is 3500 m and it attains a maximum width of 800 In. The eastern contact is moderately regular, but the western contact is prominently embayed. Local strikes are NNW, and dips are steeply W. A set of strike faults cuts the ultramafics and enveloping quartzites. These are normal faults, parallel to the major eastern fault, dipping 65-70¦W. Floris Osmond, Honorary Member of the American Institute of Mining Engineers, born in Paris, March 10, 1849, died at Saint-Leu near that city, June 18, 1912. Taken suddenly ill with congestion of the brain while on his way from Paris to his home, he reached it in time to write on the typewriter his last wishes, one of which was that no biographical notice of his life should be published. Holding Osmond's memory sacred, as those who have known him will, is it our duty to conform with his desire ? Shall no mention be made in our Transactions of the beautiful life and great achievements of one of our most honored members? Is it not, on the contrary, incumbent upon us to disregard Osmond's instruction in this matter and to place on record our admiration for the nobility of his life, for his talents and for the importance of his work, that younger men may be inspired by it with a desire to be guided by worthy motives in the path of unselfish pursuits ? I cannot feel that in following this course I am disloyal to Osmond's memory and I am strengthened in this belief by the opinion of men of high honor whom I have consulted before undertaking the writing of this obituary notice. One of them, Professor Henry M. Howe, justifies my decision better than I could do it myself when he writes : " Let us look frankly at the matter. Here we have a most extraordinary life, a life of rare beauty and power of inspiration to the rest of mankind. In my opinion we should not deprive mankind of the stimulating influence of the example of M. Osmond simply because he shrank from publicity. Our young men see every day how greed and vulgar push succeed, and with what material rewards they are crowned. They see too rarely the more valuable crown which comes to self devotion. A permanent and public recognition of the beautiful qualities of Osmond's life cannot fail to appeal to the imagination of young men and to help to deflect them toward leading a noble rather than a sordid life. Therefore I feel that the Revue de Métallurgie and other bodies owe it to the public to give prominence to his career by means of biographical notices."

This paper discusses grade control of ore mined at Tennessee Copper Company. Mineral zoning and the influence of mineral zoning on production grade are discussed and illustrated. In order to make this most understandable we will first briefly examine the flow sheet at Tennessee Copper to indicate the path followed by the raw material toward its various products. Then we will discuss some of the characteristics of the ore, specifically the distribution or zoning of the minerals in the ore which cause some of the grade control problems. Finally we Will discuss same of the steps that are taken to combat these problems. The flow sheet is illustrated as plate 1. The mined ore is allied to obtain 3 usable products: Copper concentrate, iron concentrate and zinc concentrate. Copper is found in the mineral chalcopyrite, CuFeS2. The Copper concentrate from the mill contains about 20% copper. These concentrates are smelter in reverberatory furnace and Pierce-Smith converter to blister copper containing 99.2% copper. Some metal is cast into 360 lb. pigs and shipped to the refinery. Some is made into shot copper and used locally to make copper sulfate. Copper sulfate is marketed from Copperhill principally in fungicides.

The removal of various metals from process waters and effluents is usually done by precipitation of the corresponding hydroxide. Manganese however is one metal that does not respond efficiently to that approach. It may be seen in its eH X pH diagram that the way of oxidation to Mn IV rather than hydrolytic precipitation of the Mn II ion as its hydroxide, is the way to efficient precipitation of Mn in the pH range 6 to 10. We studied the use of oxidants O2; NaClO; H2O2; Caro´s Acid (H2SO5) and the combinations of O2 or H2O2 with Na2S2O5, and H2O2 with NaClO, for the oxidative precipitation of Mn from synthetic solutions starting with 10 mg/L Mn, at 25 oC. In adequate conditions, which include pH > 8, it is possible to reach final [Mn] less than 0.1 mg/L in 60 minutes of reaction time.

FINANCE FOR EXPLORATION Two factors have basic importance in relation to the availability of finance: the apparent success of continuing exploration activity and tax concessions. It is not proposed to discuss the effect of existing tax incentives, as these have already been outlined and are generally accepted as being reasonably attractive; certainly not a deterrent to possible investors. However, it is obvious that the greater the tax incentives, the greater the amount of money that will be attracted, and the wider the number of people who can be brought into the pool. If, as is suggested, the chance of discovery is related to expenditure and effort, then the more money attracted, the better the prospects of significant finds. It is probably correct to assume that the largest expenditure in mining will come from, or be induced by, people expert in the field, people who are fully aware of the risks and benefits and perhaps making conservative decisions because of this awareness. Insofar as the general public is concerned, while in the first burst of enthusiasm it will frequently follow any promoter, in the long run it too will become more sophisticated and will strongly support only those promoters and companies of good repute and proven record.

A new type of bit, that has been developed and is being evaluated, shows great potential in expanding the range of rock strength that can be cut by continuous miners and roadheaders. This new style of bit is called the frustum. The tools tested in this program were developed, manufactured and patented by Briese Industrial Technologies, Inc. The frustum derives its name from the unique geometric shape of the cutter, or cutting insert. The frustum shape cutting tool has previously been proven as an effective cutting tool for machining metals, metal matrix composites and polymers. The frustum rock bit has a very dense carbide frustum shape tip mounted on the end of a steel body similar to the conical bits typically used on continuous miners and roadheaders. In between the carbide frustum cutting tip and the steel body there can be a bearing that allows the frustum to rotate around the bit axis. When the bit is forced into the rock at a skewed angle, the frustum tip rotates as it travels. This rotation greatly reduces the cutting forces acting on the bit when compared to the current state of the art conical drag bits. This cutting force reduction, derived from the frustum’s cutting action, allows for much harder and more abrasive rock to be cut without quickly wearing out the bit. Full scale laboratory cutting tests have been performed with the frustum bit in direct comparison to the current state of the art conical bits. Field trials of the frustum bit are currently being planned. Test procedures, results and findings are presented.

INTRODUCTION TO COMPOSITING Individual drill hole samples may vary greatly in size, length, and weight. The sample interval may represent any convenient unit of hole length, and is usually related to the type of drill being used to obtain the sample. Depending upon the type of mineral deposit, it is desirable to group the individual sample values into composite weighted values representative of some particular zone or volume of the ore body. For example, values of several sequential samples of diamond drill core 3 m (10 ft) in length may be grouped together to represent a 12-m (40-ft) sample value over one bench height. On the other hand, several individual sample values taken across the thickness of a stratiform deposit or a vein zone may be weighted together to represent the value of the total thickness at the point of intersection. The choice of composite intervals is usually dictated by the type of mineral deposit and the mining method selected to produce the mineral. The techniques of weighting values from various lengths of samples into a composite value has already been discussed briefly in Chapter 3. Further examples of determining weighted composite values will be given in the following discussion on compositing for various types of mineral deposits. SAMPLE VALUE COMPOSITES AND TYPES OF MINERAL DEPOSITS There are many kinds of mineral deposits, each of which will require special treatment of sample data to obtain the best composite intervals for evaluating the deposit. The direct precipitation of uranium with hydrogen peroxide has been known since 1877. Commercial use of the process began in the 1960s. During 1967 the US Bureau of Mines (USBM) assisted the Climax Uranium Co., Grand Junction, CO in the development of a uranyl peroxide precipitation process to control a molybdenum impurity problem (Shabbir and Tame, 1978). Atlas Minerals, Moab, UT has used hydrogen peroxide to control vanadium and sodium levels in uranium concentrates since 1969 (Caropresso and Badger, 1973). Recently, the use of hydrogen peroxide by the uranium industry has grown, particularly since the increased demand for uranium has led to the processing of low grade ores. Impurities present in low-grade ores can be concentrated with the uranium during milling and will substantially complicate the refining of uranium yellowcake concentrates. Consequently, commercial nuclear fuel processors have imposed stringent specifications and penalties to control these impurities. The ability to produce a pure uranium yellowcake can eliminate penalty or reprocessing costs. Hydrogen peroxide precipitation of uranium is specific and quantitative, producing a very high purity product. Although the hydrogen peroxide precipitation of uranium has, and continues to be used primarily as means of producing a high purity yellowcake, it has also become an important process due to the superior physical properties of the precipitate. Under normal operating conditions, the precipitate produced by the reaction of hydrogen peroxide and uranium is dense, easily filtered and dried. The final dry yellowcake is pure, high U308 assay product. Consequently, processing costs such as filtering, drying and/or calcining and drumming, can be reduced compared to ammonia, caustic or Mag-Ox precipitation.

Introduction Only a person fresh from an information vacuum could not know the status of this nation's economy. The inability of the US to compete in the world marketplace is manifested in many industries, from shoes to computer chips, from cars to copper. What industry will next fall prey to world competition? Perhaps the question should be, what insustry will next fall prey to declining productivity? American industry is being forced into an era where the focus must be on productivity, quality, cost control, and competition in the world marketplace. It is approaching a change that could rival the American Industrial Revolution. The future of the US is bright only if it can increase productivity by trying different and new ways to manage its businesses and people. Unlike the easy successes during the 60s and 70s, success in the decades ahead will depend on an ability to compete in the world market. Any operation can achieve unlimited productivity by developing the resources within its employees. As an industry, mining has harvested the earth's resources. As an industry in trouble, it now has to learn to tap human resources to release the energy and creativity in each person. Recently, I worked with a mining operation to reopen a mine and implement a different management approach. The extensive changes resulted in a 50% reduction in cash cost of producing silver (from $0.40 to $0.19/g or from $12.50 to $6 per oz). Thus, an unprofitable mine became an attractive business venture without technological changes or significant capital infusion. The operation is union-free, in spite of being in a highly unionized area. The mine implemented a real productivity improvement process called "gain-sharing." Employees now recognize their individual success is tied to the success of the business. They recognize the day of the free lunch is over for mining employees. This paper will explore three areas related to productivity: • some of the unspoken "whys" of the mining industry's paralysis and how management has caused unproductiveness in mining operations; • major components of a productivity improvement process; and • characteristics common to companies with successful productivity plans. Unspoken whys When things go wrong, everyone tends to point a finger at someone, anyone. This industry has blamed every conceivable person, corporate group, government agency, foreign government, and private group for its failures. The fault finger will not work anymore. Nobody is listening. It is a characteristic of winners in management to assume responsibility for less than acceptable performance. Excellent people tend to blame others less for problems. Everyone involved in mining should shoulder part of the blame for the industry's illness. Is the problem low prices or our high operating costs? To regain our status in the world marketplace and increase our productivity, we need to painfully and honestly talk about our mistakes.

As DEVELOPED up to the end of the Great War, an airplane was essentially a mechanism of wood and fabric, joined and held together by metal fittings and, fastening. The engine and accessories, wire for wheel spokes and other tension members, and the occasional use of metal for interplane struts and the shafts of surface controls required some metal, but essentially it was a. wood and fabric structure. Attempts had been made to use metal for other purposes, such as struts in the drag-trussing of wing panels and for short interplane struts, and Junkers had produced an airplane of iron in 1915. By 1917 he was using steel tubes and duralu-min sheets, securing noteworthy advantages aerodynamically and from the standpoint of weigh PRINCIPLES OF AIRPLANE CONSTRUCTION The loaded weight of airplanes ranges from 500 lb. for the light plane of which we heard so much a short time ago, to about 40,000 lb. The great majority of planes range from 2000 to 10,000 lb. Of this weight from 15. to 30 per cent. is for the dividend-earning load. This percentage is so low that every per cent. saved on the rest of the weight increases the pay load from 3 to 6 per cent. The economic value of every pound that can be saved in designing or constructing a plane is sufficiently great to warrant spending money on refined methods of structural analysis, materials of superior strength properties for a given weight, methods of manufacture which may make possible the use of refinements in structural design, and the like, to an extent unknown heretofore.

"The Bureau of Mines is conducting research on the causes and methods for control of cutter roof failure in underground coal mines. This hazardous ground control problem exposes miners to the danger of falling roof rock and frequently results in massive roof failure. This report outlines the probable causes of cutter roof failure, which are proposed based on field investigations, numerical model analysis, and in-mine observations. Traditional methods of control are presented, as well as innovative methods based on mining concepts developed during earlier years of coal mining history. The report can be useful to a mine operator for assessing the causes of cutter roof failure on a site-by-site basis and for predicting the probability of its occurrence. A process is presented for selecting an optimum control method that includes both traditional and innovative control techniques for each of the various causes of cutter roof failure. INTRODUCTIONGround control research conducted by the Bureau of Mines is designed to develop technology that will aid in reducing the frequency of accidents associated with poor ground control conditions. Cutter roof failure often poses a safety hazard to miners and causes delays in production while massive roof falls are cleaned up and unstable roof is resupported. Implementation of control measures reduces the threat of injury to miners and prevents production delays.The definition of cutter roof failure used in this report separates this unique type of failure from other ground control problems, to aid in the analysis of the causes and in the development of control methods. The definition is as follows:Cutter roof failure in mine roof rock is a failure process that initially begins as a fracture plane in the roof rock parallel to, and located at, the roof-rib intersection. The fracture propagates upward into the roof over the mine opening at an angle usually steeper than 60° from the horizontal.The mappable extent of cutter failure may range in length from only a few feet to several hundred feet and may traverse entry-crosscut intersections without change in direction. Once initiated along the roof-rib line, a cutter may propagate away from the roof-rib line of one side of a room, cross the roof span, and continue along the other side of the room. It is important to note that this definition excludes a similar type of failure (sometimes referred to as ""kink roof') that has comparable characteristics but occurs in the center of the entry. (The reasons for this distinction are discussed in the ""Background"" section.) Researchers refer to the cutter failure discussed in this report as ""classic"" cutter roof failure; except for short deviations across intersections and entries, initial failure is confined to the roof-rib intersection."
