"The economic evaluation of a mineral project requires a great deal of diverse information to be brought together in one place. The greatest concern is that there will be an error by omission, so it is useful to have a detailed list of what one needs to know in order to make a thorough evaluation. The list that is presented below is intended to act as a checklist for the person who develops and reviews an evaluation, and as a shopping list for the persons gathering data at the project site.There are varying degrees of detail required at the different stages of evaluation in a project, from the ""quick and dirty"" overview, to the pre-feasibility study, to a full detailed feasibility study, to a due diligence review. This list addresses most of the economic variables in a project and can be used for all levels of studies. Its purpose is to identify a variable or issue and to raise a question, which the reviewer can then pursue in more detail using increasingly more comprehensive checklists for each topic. While developed from the point of view of a new project, this list is equally valid for an ongoing operation."

INDEX TO TRANSACTIONS After a delay of many months, which is very much regretted, but which, it is hoped, will be one means of insuring a volume of accuracy where accuracy is very important, the Institute now has for distribution copies of the index of Volumes XXXVI to LV, inclusive. This is more than a mere index off names of authors and titles of papers. Every important topic under consideration by author or discusser is introduced under such key-word as will enable an engineer to locate the desired information with the minimum expenditure of time. This index sells for $5* in half morocco binding and $4*. in paper covers. With the index of Volumes II to XXXV (which sells for $5 in half morocco and $4 in paper covers), it forms a complete index of the first fifty-five volumes of the Institute's Transactions. These collective indexes are very valuable to members of the Institute, enabling them to look up matters in their own library; if they have the volumes to which the indexes refer, they can get the information at once, and, if not, they can readily determine whether or not a visit to a nearby public library is desirable.

The results obtained from hatch, flotation experiments on two coals were used to develop relationships between the recoveries of water and solids into the concentrate. When the recovery of non-ash material (RN) for any size fraction is plotted against a parameter X, defined as [x _ Amount of (W) recovered x Collector dosage (C)in the concentrate (cc)(kg/t)] a single "non-ash recovery curve" is obtained. Non-ash recovery curves thus obtained from different size fractions are used to get a unique "modified non-ash recovery curve" for a given coal, using the reduced efficiency curve concept. Similar observations have been noted in the case of recovery of ash material (RA) also. The amount of water recovered into the concentrate is plotted against a parameter "Water Recovery Factor (WRF)," defined as [WRF = T.F.(1+C)] where T is time (in sec) and F is frother dosage (in kg/t). Plotted in this form a characteristic water recovery curve, for a given coal is obtained that may be defined by the following equation: [W4=W_(1 pWRF-e] The above relationships have been verified against the experimental results obtained from three more coals and are found to give satisfactory predicted values.

Flyash from municipal solid waste incinerators containing roughly 13 to 15% Zn, 2% Pb and 0.2% Cd is an attractive material for simultaneous metal recovery and detoxification. Results have shown that Pb in flyash is present as PbSO4 and PbC12 and that about 70% of the Zn is present in the form of soluble amorphous compounds. Leaching results in a number of acid and basic lixiviants show that acid leaching is clearly more effective than basic leaching which is limited by low solubility of Cd and Zn. Cementation in acid solution with pH < 1 promotes redissolution of the precipitated metal. Successful zinc electrowinning from chloride leaching solutions has also been demonstrated, although Pb2+ and Na+ can be potentially detrimental. The presence of Pb2+ can prevent deposition of metallic Zn, forming zinc oxychloride, ZnC12.4Zn(OH)2, instead. High concentrations of Na+ can also result in precipitation of NaCl. This investigation has shown that hydrometallurgical treatment of MSW flyash through leaching, cementation and electrowinning is a potentially feasible method for simultaneous detoxification and recovery of metal values. Several issues have also been identified which would require further investigation for final process development.

13.7-1. General. Iron ore mining in western Europe is mostly carried out underground and only a minor part is mined by open pit methods. Actual open pits of importance in this connection are, among others, Svappavaara in Sweden, Mo i Rana and Sydvaranger in Norway, Corby Mines, Colsterworth, and Scunthorpe in Great Britain, and in western Africa, Nimba and Bong Range in Liberia, and Kedia d’Idjil in Mauritania. The open pit mines of western Africa are of great interest in this connection as they are designed according to European practice and have accepted the same techniques, methods, equipment, etc. as the European mines. In the surface mining of limestone, granite, shale, etc., the technical conditions generally are similar with those in the iron ore mines. Some information will therefore be submitted from typical quarries. The geological conditions at the various iron ore mines and limestone and other quarries vary extensively. In Scandinavia the iron ores occur exclusively in Precambrian rocks. The ore is hard, mostly magnetite or hematite, folded and steep dipping, and hence accessible to surface mining only in the shallow sections. In the mines referred to, open pit mining will last for another 10 to 30 years, whereupon mining has to be continued by underground methods. In France the Minette iron ore has previously been mined in open pits but, because of increased overburden, mining underground with room and pillar methods now dominates. The iron ores are Jurassic, flatlying strata of oolitic type, containing chamosite, siderite, and brown hematite. The British iron ores are mostly of the same origin and appearance as the French deposits, but despite heavy overburden they are preferably mined from the surface. In western Africa, the iron ores are of the same type as in Brazil, i.e., itabirites with high-grade portions resulting from silica-leaching and weathering. The ore contains mostly brown and blue hematite and magnetite. Nimba and Kedia d’Idjil are very similar regarding ore quality and geology. Bong Range is a deposit of low-grade ore which has to be concentrated.

Sylvia Whitehead (Petrologist, The Broken Hill Propriety Co. Ltd., Melbourne, Australia) — Examination of thin sections of jaspilites from numerous banded iron formations in Australia has revealed no evidence to suggest that silicate minerals have formed by reaction between magnetite and silica. Textural relations indicate that part of the magnetite crystallized very early in the history of the rocks, probably during diagenesis, and remained stable under conditions of metamorphism altering only to hematite or limonite under conditions of oxidation and weathering. Many jaspilites also contain later magnetite which is almost certainly of metamorphic origin. Wherever magnetite is present in quartz rich bands containing little or no silicate or carbonate, it is very fine grained and occurs generally as isolated, well formed octahedral crystals or as small crystalline aggregates. These show no evidence of corrosion or reaction with the quartz even in rocks where adjacent bands contain silicate minerals of moderate to high metamorphic grade. The ore body being worked is about one hundred feet in length by seventy feet in width. A face of about fifteen feet is stoped over the whole level at one operation, this height standing without any timber.Double lines of logs, twenty feet in length and from ten inches to one foot in thickness at the small end, are then laid longitudinally, butt to butt, and breaking joint from end to end of the ore body they are at ten feet centres from wall to wall. The starting logs are single for the first ten feet and their ends are hitched into the solid rock. These are called &quot;miners&quot; and are the logs which are picked up as the level underneath is worked up. The double layer gives a better chance of picking up. Logs are now laid from the centre of the ore body at right angles to the miners, the ends being hitched into the walls. A space, seven feet wide, is left open right through the centre of the ore body...

The High Gradient Magnetic Separator (HGMS), also known as the High Gradient Magnetic Filter (HGMF), is an effective device utilized in magnetic separation. This method of separation is gaining popularity in the separation of submicron material containing feebly magnetics. The most common use of this type of separator is in the removal of iron stained particles to improve the brightness of kaolin clay. Potential areas for use of this magnet include: (1) desulfurization of coal (2) the clean-up of mill effluent (3) removal of fine particulate matter from municipal and indus¬trial waste (4) desulfurization of oil Design, operation, and applications of this separator are further dis¬cussed in papers by R. R. Oder (1975), and R. R. Oder and B. I. Horst (1975). This device is a system composed of an iron enclosure of high per¬mability material housing a set of electrical coils, a canister en¬closing a magnetic matrix (stainless steel wool), an electric power supply and a hydraulic system to maintain specified operating tempera¬ture conditions. Renewable assets have large upfront capital costs but minimal operating expenses over their lifetimes. In some instances, deals can be structured so that direct capital investment is feasible, with paybacks typically within 5-7 years. In others, the burden of renewable CAPEX must be removed in order to create an attractive alternative to fossil-fuel-fired generation. Hatch has designed and oversees the construction of a renewable installation, which is financed, owned and operated by a special-purpose entity. Renewable energy is then delivered to the mining company via a customized power purchase agreement at a price that is lower than the levelized cost of fossil fuels. In this way, the mining company removes the burden of the renewable energy CAPEX from its balance sheet, thus freeing up capital, decreasing risk, and making the predictable, lower cost of renewable power more attractive than the variable cost of fossil fuels. This paper presents the above business model and success stories of hybrid power at remote sites (wind and solar coupled with diesel engine).

The Charters Towers locality has been a historically renowned gold producing region and discovery of new ore deposits during the past decade have renewed exploration interests in the area. Further mineral exploration with conventional techniques is hindered by the presence of Cainozoic sedimentary deposits and volcanic flows overlying a major portion of the basement geology. Mineral exploration thus warrants new, innovative and cost-effective methods to probe beneath the Cainozoic cover in an attempt to discover new orebodies. There is growing awareness of the role of weathering as an agent of chemical dispersion into the cover sediments as well as a producer of supergene deposits in tectonically stable cratons (Butt and Zeegers, 1992). Consequently, landscape evolution coupled with regolith geochemistry is one of the methods increasingly being used to identify relevant sampling media to explore beneath weathered cover sediments and deeply weathered bedrock terrain (Anand, 1993). The aim of this paper is to describe and elucidate the regolith - landscape features of the region and combine geochemistry to assess the pertinence of the same on mineral exploration strategies in the Charters Towers area.

Alcoa of Australia&apos;s Del Park mining op eration is centred 9 km. east of the Pinjarra alumina refinery, and is centrally locatedwith- in the 10, 000 sq. km. lease which the Company holds for bauxite in the Darling Ranges. An- other mining operation is situated near the township of Jarrahdale, and supplies bauxite to the Kwinana refinery. Definition of the bauxite ore, development works and mining to the ore haulage stage, are identical for both mining operations. Exper- ience, and production cost figures, obtained from the Jarrahdale mine, where 100 tonne trucks are used to haul ore to a fixed crushing plant, led to the development of the Del Park mining concept with increased mobility of op- erations. The crushing-conveying-stockpiling arrangement at Del Park consists of a 1200 t. p. h. mobile crusher feeding bauxite to an overland conveyor system which transports the ore approximately 6. 66 km. to the stockpile area in the refinery. In the refinery raw mat- erials area the bauxite is distributed into 200, 000 tonne stockpiles by means of a travel- ling boom stacker.

THE value to the engineering profession of a liaison between the engineering societies of Russia and America, through Engineering Council, was the subject of a meeting in the Engineering Societies Building attended by over 500 persons. In introducing the subject, Mr. N. A. Stephanoff, President of the Russian Society of America, said: In Russia, engineers were divided into two classes: those who had graduated from the high technical schools and the practical engineers who had graduated from special technical schools. These technical schools were divided into three groups: The first corresponded to the German polytechnical schools with many departments, mechanical, chemical, metallurgical, mining, etc. The second group corresponded to the French special schools of the "Écoles des Ponts et Chaussées." "École des Mines." The third group was formed by the Military and Naval Academies of Engineers. In 1910, Russia&apos;s high technical schools had about 45,000 students, whose training covered a period of not less than five years, and who enjoyed all opportunities afforded by laboratories in no way inferior to those of Germany.

INTRODUCTION Exxon&apos;s Highland Uranium Operations in eastern Wyoming consists of an open pit, an underground mine and a mill complex. The geology of the deposit is reviewed in this paper, and an overview of the mining operations at both the surface and underground mines is presented. Topics discussed include geology, stripping of overburden and mining of ore in the open pit, and underground development and stoping methods. GEOLOGY The Highland uranium deposit was discovered in 1968 by Exxon Minerals Company, U.S.A., in Converse County, Wyoming, 35 miles north of Douglas. The mine is located at an elevation of about 5,200 ft in a high-plains, sagebrush-covered prairie typical of eastern Wyoming. The deposit is near the southern edge of the Powder River Basin in the Paleocene Fort Union Formation. The Fort Union Formation consists of 1,900 to 3,200 ft of sandstone, siltstone, mudstone, claystone and coal beds. Siltstone, mudstone and claystone are collectively referred to as "shale" at Highland. There are many alternating layers of shale and sandstone in the Fort Union Formation; but in the Highland area, there are only three principal sandstones, known as the Highland Sand Group, which host the uranium. The combined sand thickness is about 150 ft.

It has been proposed1 on the basis of slip and flow that the ideal deformation texture of drawn wire for face-centered cubic metals is a (111) direction parallel to the wire axis. Under these considerations, an intermediate [loo] texture is permissible but should eventually change to the stable [Ill] orientation. This theory does not explain why copper and its alloys containing up to about 30 pct nickel, 5 pct zinc and 1 pct aluminum were found to have a double [Ill], [100] texture, while alloys with at least 8 pct zinc and 2 pct aluminum developed essentially a single [Ill] texture.1,2 It does suggest, however, that the [loo] component of the former alloys should disappear with additional deformation.3 Some evidence exists to support this suggestion. Howald4 reported that annealed copper wire previously drawn 93.8 pct and 98.5 pct developed a single [Ill] texture. Since, in wire, the drawn and annealed textures are similar, these wires probably had a single [Ill] deformation texture before annealing. In addition, although cold rolled polycrystalline copper and 80-20 brass were found to form different types of pole figures,5,6 single crystals of these metals when rolled from the stable (110) [112] orientation were found to produce essentially the same polo figure.7.8 It may be, therefore, that while the addition of solute elements changes the path by which the final texture is obtained, the final texture is not changed. Experimental Results The wires remaining from the previous investigation1 already drawn about 50 pct reduction in diameter were further drawn to 86 pct and then to 96.4 pct total reduction in diameter. The textures were determined after these stages by transmission X ray photograms taken with a copper K-alpha beam rotated 0 degrees toward the wire axis. It was found that the ratio of the [111].] and [100] intensities of the double texture in copper and its alloys containing 0.94 pct aluminum, 30.70 pct nickel, 2.61 pct zinc and 4.99 pct zinc increased from about 3:l for the 50 pct reduction to about 9:l for the 86 pct reduction. After 96.4 pct reduction, these wires exhibited essentially a single [lll] texture. Summary Thus, the drawn wire deformation texture of copper and its alpha solid solution alloys containing aluminum, nickel or zinc is essentially a single [Ill] texture as predicted by theoretical considerations of slip and flow.&apos; For copper and its alloys containing up to about 1 pct aluminum, 5 pct zinc and at least 30 pct nickel, an intermediate [loo] component is found after about 50 pct reduction in diameter, but disappears after about 95 pct reduction in diameter. For alpha solid solution alloys containing at least about 2 pct aluminum and 8 pct zinc the single [Ill] texture is developed considerably more easily and is found after about 50 pct reduction in diameter. Introduction The efficient process control of a uranium mill and its associated mining operation requires a nearly continuous knowledge of the uranium concentration in the ore. Generally, the approach is to use laboratory assays of grab samples from the mill feed belt. In some cases, elaborate and expensive systems have been used to ensure random sampling, but even with these systems, mass-balance discrepancies still exist. There is a requirement for an on-line instrument that can give a prompt, accurate analysis of a large portion of the feed stock. The authors have recently evaluated a laboratory system that achieves these goals using neutron activation and delayed neutron counting. The development of the on-line uranium ore analyzer is a consequence of previous work done at the Whiteshell Nuclear Research Establishment (WNRE) (Campbell et al., 1978 and 1981), and is based on the emission of delayed neutrons after the neutron irradiation of fissionable materials. The mechanism of delayed neutron emission has been described (Keepin, 1965), but briefly is as follows. The fission fragments resulting from irradiation are in an excited state. Certain of these delayed fission products, precursors, decay to a more stable state by the emission of a delayed neutron. The delayed neutrons can be divided into six groups with effective half-lives ranging from 0.2-55 sec. It is important to note that more than 50% of the delayed neutrons are emitted within the first 6 sec after irradiation; this has an influence on the design of the analysis instrument. Measurement Cycle The measurement cycle involves a neutron irradiation, a delay time, and a counting period. The laboratory demonstration model of the ore analyzer comprises a californium-252 neutron source, a source chamber, a pneumatic transfer facility, and a neutron irradiation and counting module [(Fig. 1)]. The ore sample is placed in the irradiation chamber. The neutron source is transferred to the center of the chamber for a 5-sec irradiation while the helium-3 thermal neutron detectors are switched off. As the source returns to the storage chamber, the detectors are switched on and the delayed neutrons counted. The total assay cycle is 16 sec. The current instrument design calls for the ore to be cut from the main belt every 16 sec by a mechanical arm and dropped into the analyzer directly, or via another belt. The cycle starts when there is a sufficient mass of ore in the irradiation chamber to depress a switch and stops when the delayed neutron count is finished. The ore is then dropped through the bottom of the analyzer chamber and returned to the main belt. The counts from each cycle are accumulated and the data reduced to give the desired information.

Man.; steel parts may crack if quenched directly into a bath near room temperature, but not if quenched at a temperature just above the range where martensite forms and then allowed to cool slowly to room temperature. This latter procedure, which is the basis for such modern hardening techniques as "martempering" and "isothermal quenching," may entail some sacrifice in depth of hardening but very little, if any, in intensity of hardening. In planning such treatments, it is necessary to know the upper limit of the martensite range, and often desirable to know the proportion of martensite that would form on cooling to any lower temperature; furthermore, the tendency of a particular steel to crack when quenched is unquestionably associated with the temperature range of martensite formation, and consequently knowledge of this range aids in selecting the optimum composition for a given application. Certain puzzling phenomena associated with the properties of quenched and tempered steel may be at least partly clarified as the manner in which martensite forms is more fully understood. Information on the temperature range of martensite formation, particularly with respect to how much martensite results from quenching to a given temperature, is lacking for most commercial types of carbon and low-alloy steel. These considerations led us to study martensite formation in 14 carbon and low-alloy steels. The resultant data may be directly used in the following ways: (I) for selecting the lowest quenching temperature at which no martensite will form; (2) for selecting the highest quenching temperature at which virtually all marten . site will form, thereby avoiding quenching to an unnecessarily lower temperature with attendant danger of cracking; and (3) in producing a mixture of tempered martensite and bainite, which in high-carbon steels has been found to possess somewhat better ductility than tempered martensite, yet does not require the full transformation time necessary for a completely bainitic (austempered) structure. PART I. OBSERVATIONS OF MARTENSITE FORMATION IN FOURTEEN CARBON AND LOW-ALLOY STEELS Transformation of austenite to pearlite or bainite can be conveniently studied by observing the change that occurs over a period of time at constant temperature; such studies are the basis of the isothermal transformation diagram (S-curve). This isothermal technique is not applicable to martensite formation, which occurs within a time interval too small to measure, at least by any ordinary means. For all practical purposes, therefore, martensite may be regarded as forming only during cooling and not during a period of time at constant temperature. As austenite is cooled below

Largest uranium deposit in the Northwest is Dawn Mining Co.&apos;s Midnite mine on the Spokane Indian Reservation. The orebodies lie along the contact of granite and metamorphosed sedimentary rock and are controlled by faults and shear zones near the granite contact. In the oxidized zone the deposits consist mainly of the secondary uranium mineral meta-autunite; sooty uraninite and primary uranium minerals are known to occur at greater depths. Elevations in the mine area range from 2500 to 3500 ft. The rolling hills and low, rounded mountains are covered with grass and evergreen trees. HISTORY AND DEVELOPMENT Original showings were discovered with a geiger counter in the spring of 1954 by prospectors Jim and John LeBret. High radioactivity in several schist outcrops was found due to scaly coatings of a greenish-yellow, fluorescent mineral, later identified as meta-autunite. Prior to this time autunite was not known to occur in the state of Washington, and no significant uranium deposits had been found in the Pacific Northwest. Outcrops in the area were few, and most of the ground was mantled with 2 to 10 ft of overburden, but three other radioactive zones were discovered by prospecting the ridge southward along the strike of the schist near its contact with granite for three quarters of a mile. INTRODUCTION MOST of the electron diffraction studies of oxide films which form on metals and alloys have been carried out by oxidizing the specimens in an auxiliary furnace, cooling down to room temperature and then inserting the sample in the camera and taking a diffraction photograph. Prior to the investigations at the Westinghouse Research Laboratories, no systematic study of the oxidation of any metal or alloy had been made over a wide temperature range with photographs taken at elevated temperatures except the investigation of iron by Jackson and Quarrell.1 In order to interpret the electron diffraction patterns of the oxides which may form on alloys, it seemed advisable to make a comprehensive study of the oxidation of the purest metals available in the bulk form. Thus far studies have been completed on iron,2 cobalt,2 nickel,2 chromium ,2 Copper2, tungsten,3 molybdenum,3 beryllium ,4 uranium,4 thorium4 titanium5 and zirconium5 while investigations are in progress on tantalum and columbium, The next step in the study is concerned with the investigation of the oxides which form on binary alloys. Some of the alloys consist of a single, phase while others contain more than one phase. The identification of the oxides on the surface of a binary alloy may be more difficult than on the metals since oxides containing both metals as well as those of each metal separately may form. Furthermore, it is possible that solid solutions of the various oxides may occur. In these cases the electron diffraction method may not be able to identify the oxidation products unequivocally, Examples of solid solutions which may present difficulties are MoO2 and W02, Fe3O4 and FeO-Cr2O3 since the diffraction patterns are so similar. Since electron diffraction can determine only the structure of the oxide, the chemical composition must be inferred from the diffraction data based upon X ray diffraction investigations of specimens of known composition. It is possible in some cases to decide whether a given solid phase reaction can occur on the surface of an alloy by a study of available thermodynamic data. Table I lists the equations for the formation of most of the oxides from the elements together with values of log10 KR for the several temperatures. Calculations may be made using the values given in Table I to determine whether a given solid phase reaction is possible thermodynamically. The amplitudes and frequencies of vibratiolls of a four-story stucco building were measured by specially developed electrocapacitive seismometers. Records were made on three floor levels with as many as 10 seismometers recording simultancously. Sources of vibration were: (1) an electric motor with unbalanced pulley, maximum speed 1800 r.p.m., maximum centrifugal force 90 lb., (2) truck traffic (both solid and pneumatic tires) moving over inequalities in the street in front of the house, (3) falling weights dropped on the street pavement from different heights, (4) miscellaneous sources, including a man jumping on the floor of the house and slamming doors. Tests were made to determine the natural frequencies of floor and wall panels by varying the speed of the unbalanced motor and by exciting the panels with a single impulse. The vibrations recorded were compared to records of vibrations from quarry blasts and it was observed that the vibrations from truck traffic were comparable to those recorded from quarry blasts and in no instance was there any damage to the building. As the tests were all of a negative character as far as damage was concerned, no index of destruction is formulated. Instead, the records are presented simply as vibration measurements obtained in an ordinary house under typical conditions.
