On the basis of both laboratory and pilot-scale tests, a newly developed high-tension electrostatic process is technically and economically feasible for the production of iron ore superconcentrates containing 0.02 to 0.20% silica at iron recoveries of 85 to 90%. The process can be used to recover both a superconcentrate and a pellet-grade concentrate, from a feed containing middlings, and the system is not unduly upset from changes in feed structure and composition. The adverse affect of excess quantities of material finer than 30 microns, i.e., above 10% in quantity can be avoided by a desliming step. Finally, because of the cost of drying, the best feed for the process appears to be dry-ground ores as well as spiral, flotation, or magnetic concentrates.

In order to control and dispatch the sewage water coming from 3 tunnels toward 2 downstream sewage tunnels, a large cavern has been excavated in a suburb of PARIS. Located at a depth of 47,00 m, it has been excavated using the NATM procedure through swelling clay, weathered sandstone, and marl and chalk. It is 16,50 m high, 12,40 m wide and 60, 00 m long, with an elliptical cross-section and its two ends are egg-shapped. The final lining of the cavern is composed of 30 to 40 cm of shotcrete, steel ribs and passive anchor bars. The excavation stages and related movements were surveyed by extensometers, pressure cells and convergence devices. The design, method of construction of the cavern and the results of the measurements made are commented.

The industrial practice of froth flotation for upgrading the quality of fine coal is a relatively complex, expensive, and inefficient process when compared to the coarse- and intermediate-size coal cleaning circuits. The differences in cost and process efficiency can be attributed mainly to the lower equipment throughput, the added cost of flotation reagents, and the fact that flotation is typically a manually operated process susceptible to fluctuating feed characteristics that influence the overall operating efficiency. The emphasis in recent years has been on improving the flotation process efficiency and lowering the cost per clean ton. This has been achieved by larger flotation cell designs, implementation of flotation reagent evaluation programs, and improved process instrumentation and control. These developments are reviewed along with other current coal flotation practices.

The application of Fourier spectral analysis to records of ground vibration generated by over 100 explosions from an open pit mine is used to develop empirical predictor equations that relate the response spectra to the blasting parameters used to generate the excitation motion. Time series representations of ground particle velocity are transformed into the frequency domain where the appropriate modifications are made such that the inverse Fourier transform yields the time series representation of particle displacement and acceleration. Compensations are made for the transform function of the recording system in the frequency domain. Spectral analysis of the three types of ground motion is correlated with the blasting parameters. The results show that the frequency content of ground vibrations generated from a mine blast can be quantified in terms of the predictor equations.

Rock mechanics is a very new science. It has been accepted as a recognized discipline for some two decades, but it is only within the last five to ten years that it has been common to include the teaching of rock mechanics as a separate subject in undergraduate curricula at universities. Thus, few senior mining engineers practicing in industry, either men in charge of production or those engaged in mine planning and design, are familiar with the subject. That this unfamiliarity has continued so long is also due in part to the fact that the results of rock mechanics investigations have been published in a large number of different periodicals covering subjects ranging from experimental stress analysis to obscure branches of applied earth sciences. The first really useful textbook ' in the English language was published only in 1965, in Canada. It made available to students and to practicing engineers, for the first time in concise form, the essential body of accepted knowledge about rock mechanics and developed the theories on which it is based in a simple, clear and logical manner. Another factor which has resulted in rock mechanics science being slow to be accepted by the mining industry is that research work has often appeared to be esoteric and unpractical. Senior engineers have been reluctant to spend money on the application of new knowledge when the process of application seemed uncertain and ill-defined, and where the cost of field investigations (which is necessarily high) appeared to offer no certainty of economic reward. This is a reasonable attitude on the part of mining engineers; they are responsible to skeptical boards of directors whose chief concern is, very properly, the net return on capital invested. Introduction The fields of an infinite line source in the presence of a conducting half-space have been examined by Wait and Spies (1971). In any real communication link using a current-carrying cable for the transmitting antenna, the cable is of finite length. Here we examine the fields of a finite length cable carrying a constant current in the presence of a homogeneous conducting half-space. The constant current assumption is valid at sufficiently low frequencies when an insulated cable is grounded at the end points (Wait, 1952; Sunde, 1968). Here we examine both surface and buried cables since both downlink and uplink communication links are of interest. Also, we examine both frequency and time solutions since either CW or pulsed communications may be used. Finally, it is necessary to include both magnetic and electric field solutions since reception could be with either loops or dipoles. Since the finite cable solution is more complicated than both the infinite line source and the short dipole solutions, we explore under what conditions a cable appears to be either infinitely long or very short. Some special cases, such as- the low frequency limit, permit analytical solutions which exhibit the dependence on various parameters, such as cable length, quite clearly. A combined chemical and biological treatment for the removal of heavy metals and arsenic from a contaminated soil was studied as a potential method for soil remediation. Small scale and column tests were conducted in order to ex-amine the effect of plant-compost and Na2CaEDTA addition on a calcareous soil highly contaminated with heavy metals and arsenic. EDTA is known to be an efficient leaching agent of heavy metals from contaminated soils but has no effect on arsenic. Compost tea on the other hand contains humics that can leach several iron compounds including Fe(III)-oxides and thus can extract arsenic bound to these oxides. The action of Fe(III)-respiring bacteria D.palmitatis was also evaluated for the reduction of iron oxides and compared to simple chemical treatment in the presence of compost in small scale tests. Results indicated that the addition of compost and EDTA into soil pulp lead to the predominance of reductive conditions and the simultaneous dissolution of both heavy metals and arsenic at high percentages. The presence of D.palmitatis did not further enhance the reductive dissolution of Fe(III)-oxides by compost and EDTA as it was observed in the inoculated samples. Column tests using soil as received revealed that, although the extraction of metals seems to be a slow process, compost is an effective oxygen barrier that promotes the reductive dissolution of iron oxides and the subsequent arsenic release together with the dissolution of heavy metals by EDTA.

THIS paper describes part of a series of density measurements on low melting point metals being undertaken at the Mines Branch, Department of Energy, Mines and Resources, Ottawa, Canada. This program has received support from the Canadian Zinc and Lead Research Committee and the International Lead and Zinc Research Organization. Examples of the type of work being done have already been given in earlier papers' , which deal with the densities of lead, tin, and some of their alloys. Densities were measured using a graphite pyc-nometer by a technique which has already been described." The cadmium and indium, supplied by the Consolidated Mining and Smelting Co. of Canada were of 99.999 pct purity. Density determinations on indium, as for lead and tin,1,2 were made under a vacuum of about 5 x 10-6 torr because the oxidation and vaporization characteristics of the metal do not create experimental difficulties. This contrasts markedly with cadmium which, even at the relatively low temperatures of our experiments, has a high vapor pressure and a strong oxidation potential. To suppress the harmful effects of these properties, determinations on cadmium were made with success under an atmosphere of argon, the technique having been previously established in this laboratory for measurements on zinc.3 The densities of cadmium and indium are listed in Table I and plotted in Figs. 1 and 2. From the graphs, it is readily observed that the densities of both metals vary linearly with temperature. This relationship expressed mathematically is of the form:

This paper presents the results of an application of the PSU/USBM Open Pit Materials Handling Simulator (1) to a large stripping mine in the Southwestern Coalfield. The specific objective of the study was to demonstrate the application of the simulator to a complex multi-pit operation, with emphasis on simulating short term and long term production plans recommended for the mine by Theodore Barry Associates (2). Mine Description The mine is located in the Southwestern Coalfield, which encompasses parts of the states of Utah, Arizona and New Mexico. The lease area presently covers 121500 x 103 m2 (30000 acres) in a strip 37.007 x 103 m (23 miles) from north to south and up to 1609 m (1 mile) in width, located at an elevation above 1525 m (5000 ft). Three gently dipping coal seams are present, of which the upper seam (#3) averages 0-5.5 m (0-18 ft); the intermediate seam (#2) averages 0-1.2 m (0-4 ft); and the lower seam (#1) averages 0-2.4 m (0-8 ft). Overburden is mixed sand, gravel, calcareous clay, caliche and sandstone, with calcareous shale and sandstone burden between seams. Where the seams are covered by less than 6.1 m (20 ft) of overburden, they are generally weathered and oxidized and are not extracted. Stripping ratios have ranged from 3.5 to 6.0 with an average of 5.4. All future plans were based on a stripping ratio of 5.3.

The Bradford Process, Australian Patent No. 11253, has had considerable application in the treatment plants of Broken Hill mining companies, and is at present being used by the North Broken Hill Limited for the treatment of weathered slime accumulations.The "Mining and Scientific Press," of 28th September, 1918, describes the Bradford Process at Broken Hill, specially featuring its application to slime material at the Proprietary mine-the home of the process.The points then stressed for galena flotation were acidulated slime pulp (0.025 to 0.030% H2S04) at temperature 85° to 90° F. and suitable time contact, with 1.5 to 2 lb. of sodium hyposulphite (per ton on slime) to permit the released S02 to "wet" or depressthe blende mineral. Also 1.0 to 1.3 lb. of crude sulphur (per ton on slime) was burnt, to supply S02 for keeping the lead concentrate clean during flotation. Pulp density varied from 23 to 26% solids. Since 1918 the process has been simplified in its application.Acidity of circuit, temperature, and sodium hyposulphite have been dispensed with, and now the S02 is practically all obtained by burning crude sulphur. I The plant units now employed for control and absorption of S02 gas constitute the main advance made in process, and these, with other details, are fully explained in this paper.APPLICATION AT BROKEN HILL NORTHThe existing North Broken Hill Limited gravity mill commenced operations on 9th September, 1909.

The data base of failed pillar cases as used by Salamon and Munro (1967) in their original analysis to determine the strength of coal pillars empirically, has been updated for this study. It is shown that the Vaal Basin and Klip River coal fields exhibit similar behaviour, i.e. failure at high safety factors within a short period of time after their creation. Those collapse cases have been omitted from the new data base. New failures that occurred after 1967 have been added, except for those that occurred in the Vaal Basin and Klip River coal fields. (1967) a technique to minimise the area of overlap between the populations of failed and intact pillar cases, the new data base was re-analysed in conjunction with the original Salamon and Munro (1967) data base of intact pillar cases. It was found that a linear formula reduced the overlap area by 22%. The new formula predicts higher strength for pillars with a width-to-height ratio greater than approximately 2S and a lower strength for smaller pillars. For most current South African coal mining conditions, using the new formula for pillar strength will result in leaving smaller pillars without sacrificing stability. The reason for this is that the Salamon and Munro (1967) formula underestimated the strength of larger pillars and overestimated the strength of smaller pillars. The potential benefit for the South African coal mining industry amounts to saving reserves equal to the total production of two large mines per year.

BACKOFEN' reported recently that "the deformation texture of cold-drawn OFHC copper wire, after a reduction in area of 97.3 pct, may still be described as a composite of [lll.] and [loo] directions aligned parallel to the wire axis." In the introduction, he indicated that this was in contrast to the work of Hibbard,' who reported a single [111] texture after a reduction of 96.4 pct. Unfortunately Backofen stated that this was a reduction in area when actually it was a reduction in diameter, as is clearly stated in the reference. Moreover, the results of Backofen are in complete agreement with the results of Hibbard. Backofen's 97.3 pct reduction in area is an 83.3 pct reduction in diameter, after which he foundadouble [ll11 and[l001texture with the former predominating. Similarly, Hibbard; after an 86 pct reduction in diameter found a double [Ill] and [I001 texture with the former predom- inating. Hibbard, however, when he drew the wire further to 96.4 pct reduction in diameter, found primarily a single [Ill1 texture as illustrated by Fig. 2 of ref. 3. Here also, Hibbard- reported evidences of the [loo] recrystallization texture found by Backofen. It might also be pointed out that Backofen not only drew his wire 97.3 pct reduction in area but also etched them over 99 pct reduction in area from 0.125 to 0.01 in. diam. Hibbard's wires were drawn directly to size. In summary, the deformation texture of cold-drawn copper wire still may be described as primarily a single Clll] texture after a sufficient amount of drawing, such as 96.4 pct reduction in diameter." a

I have read with much interest the elaborate and able paper of Messrs. Granger and Treville on the Mining Districts of Colombia, presented at the Atlantic City Meeting (ante, p. 33). Going into detail, however, as the paper does—and particularly with reference to the department of Antioquia, I am somewhat surprised that the property of the Frontino and Bolivia Company, probably one of the richest and most extensive in Colombia, should come off with such scant notice. The entire property embraces an area of some 28 square miles, and is situated at a distance of about 2 leagues from Remedios—after Medellin probably the most important town of the Department—and lying in approximately '7° N. latitude. The neighborhood of Remedios has been long celebrated for its production of the precious metal. Alluvial gold in large quantities has been obtained from the vicinity for upwards of two centuries; and even to-day a large proportion of the population finds a comfortable livelihood, during the dry season, in washing the sands of various rivers, notably the Rio Porce; while the amount of gold, in the form of nuggets, brought almost daily to Remedios and other points, from streams in the immediate neighborhood, is astonishing. These nuggets vary much in size. The majority, of course, are small, but larger ones are by no means scarce. I have been considerably surprised at the amount and value of the trade thus transacted between natives and merchants of the various towns. In a former paper* the writer has described the essential features of the general geology of the Cripple Creek region. In the present account it is intended to examine into the occurrence of the ores, the value of which has made this district the most important among existing American gold-fields. The production of Cripple Creek from its discovery, in 1891, to the close of 1901, has reached a valuation of fully $125,000,000. During the past year (1901) the output amounted to $17,285,470. In 1900 it was $18,174,681. The first discoveries, which led to the development of the district, were made in the spring of 1891, but it was not until 1893 that vigorous work was commenced. A great impetus was then given to the exploration for gold on account, of the sudden drop in the market-price of silver, caused by the closing of the Indian mints in the summer of that year. This induced an energetic population from the older silvermining camps of Colorado to go to the new gold-field, which was then beginning to attract attention. Prospecting, at first, was hindered by the comparative absence of outcrops, due to the fact that the surface of the hills is covered with a considerable thickness of shattered rock, resulting from the action of frost at a high altitude; but so much indiscriminate digging was done that a number of rich veins were uncovered, and this stimulated the search for others. The advanced condition of the mining industry of Colorado offered unusual facilities for exploration and reduction; progress was therefore rapid, with the result that the district soon achieved great prominence.

To help local governments plan for long-term supplies of sand and gravel for buildings and infrastructure, the Utah Geological Survey is assessing natural aggregate resources (mainly sand and gravel) in the St. George, Utah area. Whereas much of the aggregate in the study area is adequate for road-base construction, high-quality aggregate for Port- land cement concrete is limited due to geology, and also due to land administration and environmental issues. Virgin River alluvial gravels southwest of St. George are generally poor sources of aggregate because they contain clasts of soft sediments and soluble minerals derived from Mesozoic rocks. Elsewhere, widespread secondary calcium carbonate (caliche), as rinds and matrix in gravel, lower the quality of material. Young river-terrace deposits in Fort Pearce Wash, and along the Virgin River above St. George are the primary sources of sand and gravel for the area. Alluvial fans on the east side of the Beaver Dam Mountains, and on the west side of the Hurricane Cliffs are also sources of aggregate. Stream-channel deposits associated with "inverted valleys" north of the towns of St. George and Hurricane, Utah, and older pediment gravels on the west flank of the Beaver Dam Mountains may be future sources of high-quality aggregate. Accelerated urban development during the 1980s and early 1990s has caused St. George and other communities in Washington County to encroach upon sand and gravel pits originally located in rural, undeveloped areas. Urban residents often view nearby sand and gravel operations as undesirable neighbors and pressure elected officials to close the pits. Pit closures effectively eliminate the remaining reserve from the sand and gravel resource base of the area. More- over, resources may also be lost as new homes are built upon undeveloped sand and gravel deposits. The St. George area is particularly susceptible to loss of aggregate resources because high-quality natural aggregate for construction is already in short supply. Moreover, most of the land in the study area is administered by the U.S. Bureau of Land Management and subject to various land-use restrictions. Much of this public land cannot be developed for mineral materials, such as sand and gravel, because of federal regulations protecting rare plants and animals, archaeological sites, and important watershed areas. Of particular concern to resource development are areas designated as Areas of Critical Environmental Concern, Wilderness Areas, and Wilderness Study Areas. Protection for Endangered Species is a critical element in all planning efforts. Those species present in the St. George area or in areas near- by include: the desert tortoise, southwestern willow flycatcher, Virgin River chub, and dwarf bearclaw poppy. As the St. George area is depleted and/or deprived of sand and gravel resources through extraction and urbanization respectively, construction costs will rise unless conservation measures are instituted. To avoid the loss of aggregate resources, the UGS is pursuing a program of data gathering and field surveying of surficial deposits to determine tonnage and quality of the remaining sand and gravel resources. The resource information from this program will help land planners, developers, and government officials make informed decisions concerning urban development throughout the region.

Mine-groundwater interaction at the Pasminco Rosebery Mine (PRM), western Tasmania, deserves special attention due to the unique climate and mining environment present. High rainfall and low evapotranspiration result in an excess of water, an uncommon problem at Australian sulfide bearing mines. Research is being undertaken to delineate current subsurface fluid flows and predict future fluid flows in order to improve management after mine closure. Acid mine drainage generation is well developed in abandoned mines throughout the area. If acid mine drainage is not controlled after mine closure, significant environmental degradation could occur in the receiving waters of the Pieman River system. The study area encompasses the heavily forested Mount Black, and underlying PRM workings. Groundwater flows beneath Mount Black through a crystalline fractured rock aquifer with faults and underground mine workings observed to act as the major hydraulic conduits. Recharge is controlled by local precipitation, and the ultimate discharge is thought to be the Pieman River system, which forms the topographic low in the area. Slug tests have been used in conjunction with the mineÆs extensive geotechnical database to spatially evaluate variation in hydraulic conductivity. In fractured rock terrain associated with mining, rock quality designation data can be a useful tool in delineating areas of similar hydraulic conductivity when combined with conventional hydrogeological methods. A GIS, mine planning software, an environmental and a geological database are linked to form the input for groundwater modelling.

"Starting this year, corporations that conduct business in Ontario face a new tax a corporate minimum tax. This tax is in addition to the myriad of other taxes that make up a corporation's total tax burden including federal and provincial capital 1oXJ!S, payroll tax and sales taxes. Mining companies with gross revenues in excess of $10 million or total assets exceeding $5 million may be liable for this new tax. IntroductionOn December 8, 1993, the Ontario government introduced legislation to implement the corporate minimum tax (CMT promised in its May, 1993 budget. There are very few differences between the final legislation and the budget proposals.The CMT is effective for taxation years commencing after 1993. Subject to certain specific exemptions (detailed below), the tax applies to all corporations liable for Ontario Corporate Income Tax that have either gross revenues in excess of $10 million or total assets in excess of $5 million. These measurements apply to the aggregate gross revenues and total assets for all corporations in an associated group and a corporate partner's share of partnership assets and revenues must be included in the determination.In essence, the CMT is an income tax that is based on financial statement profit instead of an income amount that is determined separately under a statute. Accordingly mining companies (including so called ""junior"" exploration companies), which traditionally sheltered their taxable income by claiming generous exploration and development deductions, could find that they have a CMT liability."

A key concern both in public perceptions of the environmental performance of the mining industry and in the development of policy relating to mining activities is the state in which the areas may be left at the completion of mining operations. There is, in effect, concern that the transient economic benefits of mining are enjoyed by the few, while the 'scars' may remain for all. While the techniques of mine rehabilitation have improved rapidly in recent years, an important set of economic issues has generally been neglected.In this paper, the economic and policy aspects of mine rehabilitation are examined. The key issue addressed is how to determine when expenditure on rehabilitation should stop. The answer to such a question requires consideration of the full range of social, as well as private, costs and benefits of rehabilitation at a particular site. Clearly these costs and benefits will vary between sites. From both an economic and policy perspective it is important to establish whether the additional gain from more rehabilitation would exceed the additional cost.It is concluded in the paper that the technical feasibility alone does not justify a paeticular level of rehabilitation activity and expenditure. While more rehabilitation at a particular site may be technically feasible, the additional expenditure incurred in undertaking that rehabilitation may result in little extra benefit. This conclusion has important implications for government policy, particularly with respect to establishing the goals for rehabilitation, criteria for successful rehabilitation and enforcement of rehabilitation objectives.

ARSENIC and antimony are always grouped together by chemists, since they are both members of group V of the periodic table of elements and exhibit a general similarity in the formation of compounds. Metallurgists generally think of them as less closely related because they do not have similar uses. In metallurgical operations, especially lead and copper smelting, arsenic tends to go off as a vapor phase and collect as fume in the flues, while antimony tends to remain with the bullion. Broadly speaking, the frequency of occurrence, practical utility and the effects on associated metals of arsenic and antimony are such that the metallurgist is inclined to think of arsenic as a troublesome impurity in ores, but of antimony as a valuable constituent that is recovered either as a byproduct or through the metallurgical treatment of antimony ores. Estimating the world production of arsenic as about 40,000 tons annually, probably not more than about 200 tons yearly is produced and used in metallic form, whereas one half of the approximately 40,000 tons of antimony produced annually is metallic. ARSENIC The modern uses of arsenic differ little from ancient ones. Though it has been known from early times, its poisonous quality is almost the only one that yet finds extensive use.
