"Canadian income tax legislation contains a number of provisions which serve to facilitate the structuring of business arrangements, including mineral resource ventures. These rules are often fairly complex and not easily understood. This article attempts to explain in plain and understandable language the mechanics and benefits of one of the more frequently encountered provisions, the ""Section 85 election"".IntroductionThe Canadian resource industries are probably singled out for more special attention under this country's tax legislation than any other industry. This special treatment is, of course, not always welcomed by the industry, such as where unnecessarily restrictive taxation is perceived to exist or where agonizingly complex tax legislation must be dealt with. On the other hand, certain provisions in the tax legislation treat the industry in a relatively favourable manner, including a number of rules which, in recognition of the high risk and capital requirements of the resource sector, serve to facilitate the structuring of resource ventures."

A few years ago, while the writers worked on the constitution of ternary and quaternary alloys consisting mainly of iron, chromium and siliconl,2 some information on microstructures and hardness, not incorporated in the published work, alas obtained. It has not been possible to do any further work on the properties of the alloys. The information possessed is hereby presented for the interest it may have in connection with the constitution of the alloys. Microstructures Referring to the iron-chromium-silicon diagram,' the regions that received most attention were those in which the sigma phase appears. It was found that the mode of occurrence of this phase varied much with the condition under which it mas formed, and the mode influenced considerably the hardness of the alloys. In some slowly cooled alloys, well within the alpha + sigma-phase boundary, sigma occurs in pabterns suggesting a eutectic. The structure of such an alloy is shorn in Fig. 1, showing it to be partly coarsely laminated and partly globular mottled. In other annealed and slowly cooled alloys, the lanlinated structure is entirely absent, and sigma appears in an irregular distribution of sharply cornered elongated areas (Figs. 2 and 3). These areas all possess a more or less mottled structure. A carbide phase is also visible in these two photomicrographs; it is represented by bright white arras of various shapes, sometimes apparently enveloping the sigma. Quenched and aged specimens, whose compositions arc: located near the phase boundary between alpha and sigma + alpha regions, have structures not unlike martensite (Figs. 5 and 6). THE accepted basis of comparisons between mills of different diameter is the percentage critical speed. If n = actual mill speed, rpm, nc = calculated critical speed, rpm, np = calculated percentage critical speed, and D == inside diameter of the mill in feet, then n, In the following analysis capacity, T, is expressed in short tons per hour, tph, and power consumption, P, in kilowatts, kw. Accordingly power consumption per unit of capacity, P will be expressed in kilowatt hours per short ton, or kw-hr per ton. In all equations D refers to the inside diameter of the mill in feet and v to the peripheral speed of the mill in feet per minute inside the liners. ' Comparison between separate mills must be based on equivalent grinding conditions, i.e., same feed, same size distribution of feed, same size distribution of product, and same percentage of solids. In addition, comparisons between separate rod mills must be based on the same rods, same type of liners, and same percentage rod load. Comparisons between separate ball mills presuppose the same balls, similar liners, and same relative ball load. The practical np-range through which the equations apply varies, being narrower for fine grinding in ball mills and wider for coarse crushing in rod mills. The Relationship between Capacity and Speed It is the general belief that the capacity, T, of a tumbling mill is directly proportional to the speed of the mill, other things remaining constant.' Mathematically this is represented by the equation T - c¹ n tph [4] where c, is a factor related with the grinding characteristics of the ore, method of reduction, and the units chosen. It is proposed here that the general equation relating mill capacity and speed should be of the form T = c¹ nm tph [5] In other words, the capacity should be proportional to the mill speed raised to power m, the numerical value of the exponent being 1 5 m 5 1.5, depending on the circumstances. Eq. 5 can also be written in the following forms: T = c, (np)m tph, and [6] T=Ca vm tph, [71 where v = peripheral speed of the mill in feet per minute. If the observed capacity of a mill at speed n¹ is = T¹ tph, the capacity T² of the same mill at speed n² should be T² = T¹ (n²/n¹)tph [8] The Relationship between Power Consumption, Mill Diameter, and Speed The only well known theoretical deduction relating power consumption, P, and mill diameter appears to be the formula of duPont introduced by Gow, Guggenheim, Campbell, and Coghill.' According to duPont, the power required to operate a mill is a function of the mass of the balls, of the lever arm of the ball mass, and of the speed of the mill. The ball mass per unit of mill length is proportional to the square of the diameter, the lever arm is directly proportional to the diameter, and the critical mill speed or any percentage thereof is inversely proportional to the square root of the mill diameter. Following this reasoning, the original duPont formula is of the form P = c4D² c D • c6D-0.5 = c7D2.5 [9] If the mill speed in the above equation is expressed in terms of Eq. 3, the duPont formula may be written as follows: P=f1(D2) f2(D) f³(—np) or [10] vD P = c np D2.5 kw [11] Eq. 11 may also be derived from the mechanical principle of force, which is equal to mass x acceleration. MARTIN) IN PRESENTING THE CERTIFICATE TO SIR MAURICE MAWBY, C.B.E.Members of The Institute, distinguished guests of which there are many, ladies and gentlemen, you are welcome. And might I add a special welcome to Lady Mawby and Lady Fisher and to Sir George's only son, Peter, who with his wife, Betty and one of Sir George's three daughters, Helen, are present this evening, and also to Sir Maurice's son, Colin, and Colin's wife, Jay, also in our company.The family presence must surely be a great source of pleasure and satisfaction to all those so intimately concerned.It is hardly necessary for me to state the sole and only reason for our presence here tonight, which is to confer on Sir George Fisher and Sir Maurice Mawby Honorary Membership of The Australasian Institute of Mining and Metallurgy, and at the same time to acknowledge two people who have rendered great service to the mining industry, albeit tinged with sadness to all of us in the knowledge that from now on their influence may diminish. It is now my pleasure to introduce, although that is hardly necessary, Sir Maurice Mawby, the second member of the duo we honour here this evening, and whose contribution to the mining industry is also beyond assessment.

Industrial growth and survival in today's competitive world means both economic efficiency and technological superiority. Superior technology includes not only exploiting the best methodologies and techniques presently available, but also a continuous search for and development of, better ones. In practical terms this translates into an investment of substantial sums of money. Of course, even a relatively small investment will not be justified if the fruits of the project cannot be secured to the investor and the inventor alike. There are at least three ways to protect new or improved technology. If the improvement reaches the height of an invention, "patenting" usually is the preferred mode of protection. If, however, the improvement is novel and valuable but does not satisfy the requirements of the patent laws, one may then consider "trade secret" agreements as a means of obtaining appropriate return for the investment made so long as the improvement is capable of being maintained in secret and cannot be "reverse engineered." If one develops a new and useful organism and seeks immediate protection from infringers, current thinking is that the copyright law may afford such protection simply by publishing the genetic code. Here is one instance where you may publish without perishing! This paper will endeavor to highlight the pros and cons of various legal mechanisms and their applicability to the frontiers of technology.

Ground anchorage systems in the form of rock bolts are used extensively throughout the world as supporting devices for civil engineering structures such as bridges and tunnels. It is widely recognized that non-destructive testing methods for ground anchorages need to be developed as a high priority [1 ], with only a small proportion of anchorages currently being monitored in service [2]. The condition monitoring of anchorages is a relatively new area of research, with the objective being a wholly automated or semi-automated condition monitoring system capable of repeatable and accurate diagnosis of faults and anchorage post tension levels. The GRANIT tm system developed by the University of Aberdeen is capable of measuring the integrity of ground anchorages and has won two major UK Awards - the National John Logic Baird Award for Innovation in 1997 and a Design Council Millennium Product Award in 1999. The normal procedure with the GRANIT tm system [3,4] is to train a neural network on dynamic response data that has been sampled from an anchorage over a range of post-tension levels. Further data is needed in order to test the neural network. The paper presents neural networks that have been trained on data taken from a number of anchorages on different sites, and the results of the diagnosis of these neural networks on new test data is presented. The results show that the cross-diagnosis of anchorages is possible, where a neural network trained on one anchorage is capable of successfully diagnosing the post-tension level for an anchorage of similar construction, and the high level of accuracy that can be attained with the GRANIT tm technique is shown. The paper also introduces a mathematical model of the GRANIT tm process.

THE Kalunite process? for the production of metal-grade alumina from alumina-containing ores is applicable, considered from a general point of view, to any aluminous raw material that can be converted to potassium alum or equivalent normal alum. This result of modern technology has been the subject of a continuous study and development since 1929, on a laboratory and test-plant scale, with initial emphasis on the utilization of alunite as the raw material. The research and developmental program was carried out by the Kalunite Company and its successor, Kalunite, Inc., an affiliate of the Olin Corporation of East Alton, Illinois. The process is now approaching the time for a major test in its history with the completion of construction of a plant having a capacity of zoo tons of alumina per day in Salt Lake City for the conversion of Marysvale, Utah, alunite ores to alumina and potassium sulphate. The Salt Lake Alumina Plant is a Defense Plant Corporation project. PRODUCTION OF ALUMINUM The known existence of alunite deposits, especially in the Marysvale district, furnished the motive for the original inquiry into the utilization of this raw material for aluminum production. The deposits in this region were actively explored during World War I and utilized for the production of potassium sulphate, an essential fertilizer, of which a shortage of monumental proportions then existed. Up to the twentieth century for alunite is a mineral with an ancient history-it was used in Europe and in China as a source of potassium alum. It never had been used successfully in. this country as a source of oxide for reduction to metal. Although the known reserves of this ore, which undoubtedly will be greatly expanded with a commercial outlet for this ore, are recognized to be sufficient for only a part of the present-day needs of aluminum, it has a definite place in the aluminum industry. Academically it points the way for future raw materials. The aluminum industry has undergone a remarkable growth in the past few years as a result of defense and war requirements. Its expansion in many ways has been beyond belief and prediction, both in volume and location. This wartime status of the industry has accelerated the consumption of bauxite to such an extent, that a re-evaluation of the raw material reserves for the future peacetime industry and for eventual wartime reserves is seemingly of concern. The generally accepted picture of bauxite ore reserves in the United States, especially in raw material suitable for treatment by the Bayer process, focuses attention on other possible sources of raw material of metal-grade oxide. An experiment is described in which instrumented rock bolts were used to measure strain in the rock mass during drift development at the Stillwater Mine, Nye, Montana, USA. Two strain-gauged rock bolts were grouted into the middle of the rib next to the face. The drift was excavated in three advances, each one-half drift wide. Strains were recorded hourly by a data logger. Results show that the average change in axial bolt strain for the first and second advance was about the same and that there was almost no change in strain after the third advance. Bending strain was observed 19 cm from the head of the bolt.

Many gold ores have copper mineralisation which presents problems in a carbon-in-pulp operation. Various types of copper-gold ores and ways of tackling the problem are discussed. In some cases copper and gold can be upgraded to a concentrate by flotation; otherwise, copper or gold can be selectively leached. When both copper and gold cyanide are present in solution, it is possible to minimise copper loading onto carbon or to selectively strip the copper from the carbon. Alternative leach solutions like thiourea and bromine are discussed and results obtained with the ammonia/cyanide system are presented in the light of our present understanding of the chemistry involved.

Geostatistics is now widely used in the mining industry in the estimation of ore reserves and terms like kriging, variogram and estimation variance are becoming well known. Ordinary Kriging (OK) has been found by some practioners to be a superior tool compared with other ore reserve estimators. However, kriging hasn't been the ultimate solution to difficulties which may arise in ore reserve estimation. Several additional geostatistical techniques have been recently developed for more efficient ore reserve estimation in some deposits, especially gold and other precious metals. These include indicator kriging and probability kriging which are useful tools to work with in a selective mining operation.

This article presents a general equation describing the xYt surface in batch grinding. This equation contains as special cases most of the relationships which have been deduced from kinetic studies. In an earlier paper an analytical solution of the integro-differential equation of batch grinding was proposed1 as a first approximation of the xYt surface.' A more general equation will be presented here, which appears to combine in a single statement many conclusions reached by experiment. A possible underlying mechanism is that the changing product fineness leads to changes in the particle crushing strength and in the probability of encounter with the crushing media.

"During the last two decades lamproites have joined kimberlites as the only two known primary sources of economic quantities of diamonds. This paper contrasts the petrography, primary and xenocrystic mineralogy and pipe geology of these petrogenetically separate rock types. The petrographic discrimination of kimberlites and lamproites from each other, as well as other rock types found during diamond prospecting, is discussed. Kimberlites and lamproites can be classified texturally and mineralogically. Such classifications highlight the differences between, and among, lamproites and kimberlites. The implications of these differences for diamond exploration programs are discussed, with particular emphasis on the application of petrography. IntroductionKimberlite was the term coined in the late 19th century to describe the host rock of diamond at the type locality, Kimberley, South Africa (Lewis, 1887, 1888). Innumerable kimberlites are now known worldwide; some of them contain economic quantities of diamond (e.g. South Africa, Botswana and Russia) while many are barren. Jennings (1989) suggests that less than 3% of the known kimberlites can be considered to be commercial. Kimberlite was thought to be the only important primary source of diamond for approximately a century. Until the late 1970s, lamproites were thought to be only academic curiosities. Some workers (e.g. Wade and Prider, 1940), however, did comment on certain similarities between lamproites and kimberlites and, hence, inferred a potential for lamproites to carry diamonds.The term lamproite was introduced by Niggli (1923) for leucite-bearing rocks from southeast Spain and Wyoming which had some unusual geochemical characteristics. Wade and Prider (1940) used the term lamproite (as defined by Troger, 1935) to embrace rock types found in the West Kimberley area of Western Australia. All the lamproites described by Wade and Prider (1940) form distinct topographic features. Subsequently in the late 1970s, additional pipes, which have little or no relief, were discovered in the same area, but only as the result of a major diamond exploration program (Atkinson et al., 1984; Jaques et al., 1984, 1986). Some of these bodies are diamondiferous. In 1979, the Argyle pipe was discovered in the East Kimberley area which, in terms of grade, is the richest known primary diamond deposit in the world with some parts of the body having grades greater than 500 carats/100 tonnes (Madigan, 1983; Boxer et al., 1989). All the initial new discoveries in Western Australia resulted from classic stream sampling for ""kimberlite indicator minerals"" (Atkinson, 1989)."

Stripping of the Exotica open-pit mine, which is proceeding at about 120,000 tpd, is dwarfed by its proximity to the 500-million-ton Chuquicamata tailing pile. The excavating work is being carried on smoothly and efficiently and, as of the end of October, accounts for the removal of 77 million tons of total material of which some 200,000 tons is stockpiled ore. Diamond drilling has outlined an orebody 5900 ft long and 3400 ft wide containing an estimated 153 million tons of ore at 1.35% recoverable copper based on 80 % extraction.

There is no good news! The market environment for raising capital for resource projects is getting tougher. The regulatory and accounting environment is fast becoming more difficult and the hurdles to successfully raising debt, lease, equity or hybrid finance are now considerably higher. As ever, well structured companies and capital issues can and will survive, if not thrive. An outline of the market and regulatory environment for successful issues is set out below, followed by some comparison of stockmarket values of resource assets compared to more technical appraisals.

THE material available for mineralogic study, consisted of drill cores, 2 to 3 in. thick, supplemented by small well cuttings. Such study has added no essential new information regarding the minerals, though the refractive indices, used for determinative purposes, have been determined more accurately than before, permitting the development of a scheme for the rapid identification of these minerals. The essential points brought out by the investigation are two: (1) that certain mineral associations evidently point the way to an understanding of the geologic history and (2) that a definite sequence of mineral formation has taken place so that the original minerals formed have been in part-reacted on producing new compounds and associations; Twenty minerals have been found. THE remarkable increase in the distribution of the small underfeed stoker for use in furnaces and boilers in small industrial plants, apartment houses and homes has brought producers and distributors of bituminous coal to consider the problem of which coals and which sizes are best suited to this market. Many papers have also appeared, mostly in the trade journals, discussing the problem of the combustion of various coals and various sizes of coal in small stokers. Much difference of opinion has been apparent in these articles; due often, it would appear, to a mis-understanding of the fundamentals of the process of combustion in the stoker fuel bed. During the past year and a half, a program of research has been conducted at Battelle Memorial Institute: (1) On the process of combus-tion in the fuel bed of the small stoker, sponsored by Battelle Memorial Institute, and (2) on the relation of the characteristics of bituminous coals to their performance on small underfeed stokers, sponsored by Bituminous Coal Research, Inc. As a result of this program of research, two publica-tions have been made, one1 dealing with the problem of clinker formation, and the other2 with the relation of the size of the coal fed to the stoker hopper to that of the coal that reaches the retort to be burned. The experimental research on the relation of size to the performance of the coal is being actively continued. A publication of Bituminous Coal Research, Inc. presenting the data obtained on the performance of several sizes of four typical bituminous coals will appear shortly. Because of the early appearance of that publication, the present paper includes few numerical data. The purpose of this paper is to follow the coal from the hopper through the furnace with a discussion of the various actions that occur, in the hope that it will lead to a clearer understanding of the relation of the type of coal, the size of coal, and other characteristics, to the performance. The authors do not pretend to have obtained the answers to all the complex questions involved; many unanswered questions will be proposed on which future research work is planned.

IN this paper, which I have the honor to submit to the Institute, it is my intention to treat especially of that part of the North Staffordshire field which converges to a long tongue in the neighborhood of Congleton, and which includes the villages of New Chapel, Ford Green, Norton, Biddulph, Bradley Green, Gillow Heath, and the immediate vicinity. My object is not so much to give a minute description of the geology or systems of mining and smelting, as by a general review, some idea of the extraordinary facilities for the production of excellent iron, which have enabled this district to maintain its position more successfully than any of its rivals against the late depression in trade. The North Staffordshire coal field has the Cheshire and Lancashire fields some thirty-five miles to the north, those of Derbyshire and Nottinghamshire forty miles to the east, those of South Staffordshire and Shropshire, about thirty miles to the south, and the Denbighshire and Flintshire fields some forty miles to the west. It is highly probable that the coal continues under the new red sandstone to the Western and Southern fields as the dips on both sides, and absence of large faults, make it impossible to come to any other conclusion. In a section of this coal field, from Chatterly to Whitfield, thirty-two workable seams of coal are shown, of an aggregate thickness of 130 feet, varying from 2 feet 6 inches to 7 feet, and thirteen seams of ironstone, 24 feet, averaging from 2 to 4 feet. All of these seams have been minutely described in a paper by Mr. Charles J. Homer, read in 1875 before the British Iron and Steel Institute. In the northern part, to which I especially wish to direct your attention, the beds lie in a V-shaped basin, the underlying millstone grit and Yoredale rocks rising and forming escarpments on either side of the valley containing the coal. Throughout this district, at the outcrop of the coal, there are indications of old workings. The purpose of this paper is to follow the coal from the hopper through the furnace with a discussion of the various actions that occur, in the hope that it will lead to a clearer understanding of the relation of the type of coal, the size of coal, and other characteristics, to the performance. The authors do not pretend to have obtained the answers to all the complex questions involved; many unanswered questions will be proposed on which future research work is planned.
