The classic description of Project Finance as "the reliance by lenders on the cashflow of a project, supported by the assets of the project with no recourse to the project sponsor's corporate balance sheet" has, like most other terms in the finance industry, evolved through recent usage. The area now under most scrutiny is the sharing of risks between parties either most able to take them or prepared to accept payment for them. Creativity in, and flexibility of financing structures have enabled project lending to continue under a dramatically different economic outlook. The diminishing competitiveness of the Australian producers in a global market place of uncertain commodity prices has discouraged the advancement of many large scale resource projects. The majority of new project financings has been designed to assist the relatively small company promote and develop its first projects. New trends- are emerging in four areas: sources of capital; borrowing structure; financing instruments (securitisation); and risk underpinning. As project financing becomes more widely used, the range of interested financiers grows. New initiatives contribute to its development and evolution with a view to increase effectiveness to the sponsor of any new venture.

The Denver Mining Research Center headquartered at Denver, Colo., is typical of the new research units recently activated as a result of increased emphasis by the U. S. Bureau of Mines on research concerned with metal and nonmetal (except mineral fuels) ore extraction. The Denver Center, together with the recently established Minneapolis Research Center and the Offices of Mining Research at Reno and Spokane, and the older, well-known Applied Physics Research Laboratory at College Park, Md., share the responsibility for the comprehensive mining research program. The Denver Center specializes in two areas of research: (1) The development of engineering principles and mathematical techniques applicable to exploration, development and operational problems in mining, and (2) the study of rock mechanics as applied to ground control. The first area presently includes three categories: research on methods of ore sampling, mine-systems analysis, and applications of statistics to problems of mineral exploration. The second area emphasizes research in two main categories: laboratory investigations designed to develop a fuller understanding of how rock be- haves under the loads imposed by mining, and field investigations to evaluate stress-strength relation- ships in full-scale, operating mines.

(communication to the Secretary*).-The paper by Mr. Haas will no doubt be followed with considerable interest, as it covers the power-plant problem in quite a comprehensive way, including not only the usual operating costs but also the fixed charges on the investment, and for load factors ranging all the way from 25 to 100 per cent. and fuel oil ranging from $1.25 to $2 per barrel. The very fact, however, that his paper does cover such a wide range of conditions, makes it the more imperative that any conclusion drawn from his analysis be very carefully considered for any specific case, for in making such analysis the type of prime mover and size must be selected for some one condition which might not be the proper selection had some other condition been assumed as the basic one, resulting in an unfavorable comparison under all conditions except that condition assumed. The wetiability of single crystals of MgO by specimens of vacuum-cast iron was studied using the sessile drop technique in vacuo at 1550ºC. Formation of FeO at the liquid-vapor interface caused the contact angle (6) to decrease from 117 to 65 deg during the first minute. After cooling, all specimens possessed a peculiar annular interfacial deposit of Fe,O,. Within the annulus the interface showed no sign of chemical attack. Chemical reaction occurred where the iron was alloyed with Ti, V, Cr, Nb(Cb), Ta, cmd Zr. Vnriation of 6 with alloy concentration was studied. Although vanadium md chromium improved the wettability of MgO by iron, the effect of Zr, Ti, Nb, and Ta was indeterminable because the 8 derived from sessile drop considerations was that of the metal against a restrictive peripheral volume of liquid oxide wetting the substrate. INTEREST in the nature of metal-ceramic interactions has been stimulated by progressive development of metal-ceramic combinations. One of the more valuable methods used for bond investigation is the sessile drop technique. Recent attempts to improve wettability through solute additions to the drop have revealed that the solute may a) react with the oxide creating new compounds at the solid-liquid interface, b) adsorb at the interface in a monolayer formation, or c) distribute throughout the drop uniformly causing no wettability variation. This work, part m in a series1,2 of investigations of interface reactions between metals and ceramics, embraces a study of the Fe-MgO system. MgO possesses a large negative free energy of formation (-173 kcal per g mole 0, at 1550ºC) compared to FeO at this temperature (-73 kcal per g mole 02). Hence the electronegativity difference between the drop and substrate allows selection from an extensive group of metal solutes with intermediate electronegativity differences that would, in the absence of chemical reactions, be expected to adsorb pre- ferentially at the solid-liquid interface. However, the high oxygen pressure of MgO in vacuo creates an oxidation environment which influences the solute behavior. Recent studies of the Fe-MgO systemJ74 have been restricted by chemical reactions that obscured observations. In view of the current interest in liquid-phase sintering of metal-ceramic combinations under partial oxidizing conditions,5 a more comprehensive study of the Fe-MgO system seemed beneficial. EXPERIMENTAL PROCEDURE 1) Specimen Preparation. Optical-grade MgO single crystals and Ferrovac vacuum-cast iron were used in all experiments. A spectrographic analysis of the iron indicated 0.008 C, 0.05 V, 0.005 Mo, 0.01 Ti, 0.002 S, 0.01 Cr, 0.001 Mg, 0.01 Si, 0.003 A1 (wt pct). The MgO crystals were cleaved along (100) planes into plates approximately 20 by 20 by 1 mm. Following annealing in vactto at 1100°C for 3 hr, surface irregularities were removed by a chemical etch in phosphoric acid at 100°C. The iron rod was machined into small cylinders approximately 0.250 in. in diam and length and these were carefully cleaned in organic and acidic solutions to remove surface impurities. All specimens were weighed to the nearest 0.1 mg. 2) Apparatus. The apparatus described in detail by previous authors1,2 was modified for this work. A Polaroid Land Camera was incorporated into the optical system so that drop measurements at ten-second intervals after melting were possible with ultra-high-speed self-develop ing film. 3) Procedure. The iron cylinders were placed upright on the MgO plates and positioned in the molybdenum susceptor. After furnace assembly the system was pumped down to a vacuum of 1 µ and flushed with H2 at 800°C. The system was again evacuated to 5 x 10-5 mm of mercury and the temperature raised to 1550°C within 2 min. The molten drops were photographed at appropriate time intervals. TWO min after melting the iron vapor pressure caused gas discharge, or corona, within the tube. The specimens were then slowly cooled to room temperature, sectioned and examined metallographi-cally. Introduction Synthetic soda ash production began to decline in the late 1930s. This was due to high operating costs and waste disposal problems. Since soda ash was used as a major component in manufacturing glass, an alternate method of producing that chemical was necessary. A process to produce soda ash from trona was developed by FMC Wyoming Corp.'s predecessor, as well as an economical way to obtain trona. Existing trona operations are located about 40 km (25 miles) west of Green River, WY. Five operators presently mine trona in this area. FMC's property has 153 km2 (59 sq miles) leased. Its eight shafts reach 488 m (1600 ft) deep to the uniform trona deposit. The seam ranges in thickness from 2.4 to 3.6 m (8 to 12 ft). History Egyptian tombs, dating from 4000 to 3000 BC, contained mummies preserved by an embalming process using soda ash. For many years, soda ash was produced by burning marine plants, then dissolving the soluble material (sodium carbonate) from the ashes. The name soda ash is derived from this method of production. In 1791, Nicola LeBlanc developed black ash, or salt cake, from salt, sulfuric acid, coal, and limestone. This process remained in use until 1863, when Ernest Solvay developed a method for producing soda ash from salt, coke, and limestone with ammonia as a catalyst. This Solvay process was widely used. And, in the 1930s, there were 17 plants in the US alone. High plant operating costs and waste disposal problems, however, necessitated finding an alternative to the Solvay process.

When prospectors discovered mineralized outcrops in Pine Creek Canyon in 1916, little did they know the site was destined to become one of the world's greatest tungsten mines. Located outside Bishop in California's rugged Sierra Nevada mountain range, the mine's development imposed unique challenges to the hardiest of mining men. In its early years, the Pine Creek operation was plagued by bad luck and poor timing. But through the perseverance of a dynamic group of mining personalities, it would gain world class status. Pine Creek tungsten supplied much of the defense needs of the United States during World War II and put the Bishop area on the map as a major contributor to the nation's stockpile of strategic metals. The mine's history was shaped by world politics, the ups and downs of metals demand and economic survival through technological innovations. In contrast to many mines, Pine Creek's workings went horizontally into and then up inside the mountains - nearly to the ridgetops. This resulted in the name "Mine in the Sky" being attached to the operation. The origin of Pine Creek's ore bodies is related to the emplacement of a portion of the Sierra Nevada batholith about 100 million years ago. During the intrusive process, granitic magmas engulfed overlying calcareous sedimentary rocks, flooding them with silica-rich hydrothermal fluids and metamorphosing them to skarn. The fluids also contained tungsten, molybdenum and copper. They precipitated as scheelite, molybdenite and chalcopyrite, respectively, during the metamorphic process. The ore-bearing skarns occur as near-vertical tabular pendants in the intrusive rocks. These were later exposed by the uplift of the Sierra Nevada mountain range and glacial erosion.

After years of struggling against heavy odds, patient endurance in periods of depression and loss, fears and hopes alternating as failure or success seemed to be the penalty or reward ; wanting in sufficient capital, embarrassed by reason of imperfect knowledge and lack of skilled labor, confronted by a powerful foe-every doubt has at last vanished, physical and mechanical difficulties have been largely overcome, capital has become more abundant and remunerative, the excellence of our product has been everywhere established, - and the peculiarities of American character-pluck, energy, and perseverance -have at last placed the trade upon a foundation so broad and stable that upon it we begin to erect the structure of a world-wide business. Concerning the future of the iron trade in the United States there can be but little doubt. The growing scarcity and constantly increasing cost of raw material in Great Britain, their loss of labor by emigration, the social disturbances among the working-classes, assuming a more threatening attitude on each new outbreak ; the rapidly decreasing value of money, in consequence of the enormous production of gold and silver, combine to forbid any return to former prices, and indicate that a point has been reached beyond which any marked increase of production is improbable. Kansas, with its thin seams and tough overburden, may not be anyone's first choice for a coal mining operation. But there are operators making it pay through careful attention to mining techniques and aggressive marketing in the local region. One of the few Kansas coal operators is Bill Patch, who has been in the business for 28 years. Beginning with a single dragline operation near his home in Welch, Okla., Bill's Coal Co. weathered some lean times during the "soft" coal market of the 1950's and 1960's. But his tenacity paid off when new markets began opening up, and the company has grown by leaps and bounds in recent years. In 1975, the Fort Scott mine opened in Bourbon County, Kansas; in 1976, the Porter mine began production in Wagoner County, Okla.; in 1977, the Fulton mine opened near Fulton, Kansas. In addition, the original Welch mine in Oklahoma is still a producer, and this year the company will open a new mine at Chetopa, Kansas.

The Kaiser Aluminum Company Smelter, one of several in the Pacific Northwest, was built in 1942 and operated by the Olin Company during World War II and then purchased by Kaiser Aluminum after the war. At its height, the facility employed over 350 workers and was capable of producing 73,000 tons of aluminum per year. It was closed in 2000 through a combination of rising electrical and labor costs, and the inability to compete with more up-to-date foreign facilities.

In recent years the Homestake mine has been served by three shafts, the B. &. M., the B. & M. No. 2 and the Ellison, supplemented by an inside shaft, the Milliken, extending from the 2000-ft. level to the 3200-ft. level. In 1932, when a new operating shaft was under consideration, the bottom of the mine was at the 3200-ft. level. The B. & M. and the B. & M. No. 2 shafts were down to the 1550-ft. level and the Ellison was being deepened from the 2600 to the 3200-ft. level. All ore was hoisted at the B. & M. and Ellison shafts. Levels below the 2600 level, which were under development only, were served by the Milliken shaft. Below the 1550-ft. level, the mine was served only by the Ellison shaft from the surface. Within a few years, when ore reserves above the 1550-ft. level would be depleted, operation would be limited to the Ellison shaft and the auxiliary underground shaft. The Ellison shaft alone was not adequate for hoisting the entire output from the deeper levels and also handling all men and supplies. Furthermore, assurance of safety and uninterrupted operation required two fully equipped shafts to the deeper levels. Therefore a new operating shaft was authorized in November, 1932, and was named for A. J. M. Ross, the mine superintendent. Plans for New Shaft The B. & M. shaft, begun in 1878 before much was known of the form and extent of the orebodies, was too near the ore and was endangered by ground movement. In 1924 this shaft was seriously threatened and sinking of the B. & M. No. 2 shaft, to supplant it, was begun. The latter was completed to the 1550-ft. level in 1928. In the meantime ground movement at the B. & M. shaft had practically stopped and, though loss of the shaft constantly threatened, ore hoisting was con-

THE Getchell mine, a comparatively recent gold discovery, is in the old Potosi mining district, Humboldt County, Nevada. All ore is mined from open pits using Diesel shovels and gasoline trucks. Two types of ore are mined, oxide and sulphide. Oxide ores are siliceous or shaly; sulphide ores either gougy, siliceous or shaly. In mining, the sulphide ore is segregated into hard and gougy ore, because the gouge must be dried before it can be crushed, The oxide ore is not segregated. GENERAL METALLURGY The oxide ore is the leached outcrop that overlies the sulphide ore body. All of the iron and arsenic sulphides found in the sulphide ores have been thoroughly oxi-dized, The sulphur and arsenic have been leached out while the iron is present as hematite and limonite. The oxide ore is amenable to direct cyanidation, and although no visible free gold is present it is released at a comparatively coarse grind. The sulphide ore is more refractory, since the gold is all of micron size and some of it is locked in fine sulphides. It has been established microscopically that the free gold is coated with an impervious shell, which is probably some form of iron compound. The sulphide ores contain from 1.5 to 2 per cent of arsenic, which is present as orpiment and realgar with minor amounts of arsenopyrite. The orpiment and realgar are of a later mineralization than the gold and are barren. Roasting and washing of the sulphide ore prior to cyanidation is necessary to eliminate the arsenic, to alter the gold coating from an insoluble form to a soluble form, and to release the gold associated with the fine sulphides. Washing the ground calcine in weak sulphuric acid, trona, or hot water are beneficial in the order named, but to date the water is the best from an economic standpoint. Metallurgical tests as well as plant practice indicate that a certain amount of gold cannot be recovered even by going beyond economic practices, On this basis metallurgical results are viewed in the light of an optimum tailing rather than a per-centage of extraction.

The metallogenic belts of the Central Andes (iron, porphyry copper, polymetallic and tin) are genetically related to an eastward migrating magmatic arc. The polymetallic belt of the Bolivian Altiplano formed during Miocene arc broadening and lies in a critical position for understanding the genesis of this zonation. It is penecontemporaneous with parts of the copper and tin belts, and shares many characteristics with them. The differences between the belts result from contrasting volcanic and feeder stock geometry, depth of erosion and country rocks, and are not due to variations in magma chemistry, age or Benioff Zone depth. Polymetallic mineralisation in the Altiplano is epithermal in style and mostly related to flow-dome volcanism. The intermontane basinal setting precludes deep erosion to expose the epizonal feeder stocks and predicted porphyry copper mineralisation. In contrast, erosion of the less abundant stratovolcanoes of the Altiplano-Puna and Pampean Massif may expose contemporaneous Miocene porphyry copper mineralisation in subvolcanic stocks. The tin belt is coincident with the Paleozoic fold belt of the Eastern Cordillera. The occurrence of minor tin in Altiplano epithermal deposits hosted by Paleozoic sediments, and the persistence of tin mineralisation in the tin belt over 350Ma, suggests that Paleozoic sediments are the source of the tin.

The mineral gypsum, CaSO4 + 2 H2O, has been used for many years as a sulphurizing and basic flux in several smelting-operations. Thus, in smelting oxide nickel-ore in the blastfurnace, it is commonly added to the charge to furnish the sulphur necessary for collecting the metal in a matte, and a base for slagging the siliceous gangue. In the concentration of lead-copper matte in the reverberatory furnace it has been used for years at Preiberg, Saxony,1 for a similar purpose, and for producing at the same time a copper-matte with less than 0.15 per cent. of Fe. The latest use gypsum has been put to is in the blast-roasting process of Carmichael-Bradford.2 The term " blast-roasting," given by A. S. Dwight3 to the Dwight-Lloyd method of roasting and agglomerating: is a happy generic term which covers the ground better than the " lime-roasting " of Ingalls5 or the " pot-roasting " of Austin: in that it leaves the operation independent of the character of the flux and the form of apparatus, and retains the characteristic feature of this class of processes—namely, that of using forced draft. In the Carmichael-Bradford process the dehydrated material, mixed with galena-concentrate, acts as a diluent and a flux. The process differs in this from the Huntington-Heberlein7 and the Savelsberg8 processes, in both of which limestone is used.

After being closed for three years, Specialty Minerals Inc.'s Port Inland limestone facility reopened in the spring of 1992 as a commercial limestone producer. In 1990, Specialty Minerals, a division of Pfizer Inc., bought Port Inland's reserves and equipment from Inland Steel because of the strategic value of the limestone for the production of precipitated calcium carbonate (PCC). Specialty Minerals' project team faced many challenges in reconstructing the Port Inland facility. Many traditions and norms had to be overturned to achieve the productivity, flexibility and cost necessary to survive in today's competitive minerals environment. Port Inland's history Inland Steel built Port Inland in 1930. It was operated as a captive source of metallurgical grade limestone for the steel industry until its closure in 1989. The facility is located in the Upper Pen¬insula of Michigan on the north edge of Lake Michigan. Operations consist of a deep water port facility with crushing, screening and stockpile storage for 453 kt (500,000 st) of finished product at the port. Ninety-nine percent of the stone is shipped by lake boat to ports within the Great Lakes. The operation is unique in that both metallurgical dolomite and limestone are produced on site.

It is desired to call the attention of young men who have had technical training and experience to the fact that their abilities can best be put at the service of the country by selecting a branch of service in which their special qualifications will be of the greatest use. The submarine force of the United States Navy requires the services, as officers on board submarines, of young men who have had technical training in mechanical and electrical engineering and who have had experience in these professions. It is intended to enroll a number of such men as provisional ensigns in the Naval Reserve Force, give then a course of instruction in deck duties at Annapolis and a course in submarine work at New London. Those who successfully pass these courses will then be sent on hoard submarines for regular duty. It is requested that any men who desire this duty and who are qualified as below outlined send their names and addresses to the Commander Submarine Force, U. S. S. Chicago, care of Postmaster, New York. Qualifications required: Desire to serve in submarines. Degree of M. E. E. E., or E. M. Two and one-half years' practical experience in profession. POWDERED nonmetallic minerals and rocks of many different types are used extensively in industry for incorporation in compositions and manufactured products The term "mineral filler" is commonly employed to designate a material that is used for a specific purpose but not as an essential or reactive component Such a definition is not without objections, and it is indeed difficult to define fillers in any fully satisfactory manner, since the term has come to have so many different meanings and to cover such a wide range of uses. A filler is defined, for the purposes of this chapter, as a substantially inert material not specifically employed as a reactive or essential component, the primary function of which is to modify the properties or processing of a composition of matter or fabricated article Emery1 has emphasized that fillers change the properties of the product but are themselves unchanged in compounding or use The term "filler" appears to be rather general when referring to usages m bituminous compositions, rubber, composition floorings, fertilizers, plastics, textile finishes, and some others. In paper manufacture, in the paint industry and with insecticides, other terms are frequently employed, as is indicated, herinafter By placing emphasis on the function of the material used in modifying the properties of the composition or article, it is believed that a more useful classification of filler products and their applications may be derived. FUNCTIONS OF MINERAL FILLERS All of the manifold functions of mineral fillers cannot be listed in a summary review. A survey of the uses for these materials, however, shows that in nearly all cases the powders are employed to modify the properties of a composition of matter or those of a fabricated article, or to perform some useful function In the manufacture of either. The results of a series of analyses extending over a period of three weeks at the Cedar Point Iron Company's furnace, Port Henry, New York, are given in Tables I and 11. This furnace uses a very pure magnetite and Lehigh and Lackawanna anthracite. The flue leading the gas from the "down-comer" to the boilers was tapped by a 2 inch gas pipe, which carried the gas to the Orsat apparatus. The pressure of the gas not always being sufficient, owing to the small amount made, to force it into the apparatus, I omitted taking samples several days, and with the exception of the last three days of the campaign, made the analyses whenever opportunity offered. I find the Orsat apparatus, as described by Prof. Egleston," to work very well, with one exception. The CO is not absorbed as readily in the ammonia-copper solutiou as he states in his description of the apparatus, as many as 50, and sometimes GO, passes being necessary to absorb all the CO. The power of absorbing rapidly increases as the solution is used, and this would indicate that the more oxygen it contains the quicker will it do the work. Probably the addition of a small amount of some oxidizing agent would remedy this. When the furnace was working in its normal condition, I had no occasion for using the filter, the amount of fume being so small as not to canse any inconvenience. The gas burned with the flame peculiar to CO, and contained just enough solid particles to give it a slight reddish tinge.

Preliminary experiments have shown that, when used in a fusedchloride electrolyte, titanium carbide anodes dissolve yielding lower titanium chlorides which nlay be electrolysed in situ to produce a cathode deposit of pure titanium metal. The anode residues are easily withdrawn from the cell. Further experiments have established the operating conditions for maximum efficiency in the process.The process is essentially two-stage, viz.: (1) titanium carbide production, (2) electrolysis producing metal. Power requirements appear to be moderate and this fact, combine·d with the simplicity of the process make it attractive as a possible method for the production of titanium.INTRODUCTIONDue to the high reactivity of titanium and its, affinity for oxygen and nitrogen, the extraction of this metal generally involves the use of halide. compounds as intermediates. For instance, magnesium reduction of titanium tetrachloride is the basis of the well established Kroll process and electrolysis of the lower chlorides in a molten salt bath has been proposed by Cordner and Worner (1951, p. 358) and others (Brenner and Senderoff, 1952, 223C; The TitaI Company (Inc.), 1952) as means of production of the metal. In October, 1891,I read a paper before the Institute on a "A HandTelescope for Stadia-Work" (Bans., xx., 732), and promised to report at an early date some results showing the degree of accuracy attained with the instrument. I am now able to report on these results and also on certain improvements that I have made in the target since the first paper was read. I may say that I prefer the title, "Prismatic Stadia-Telescope," to that used in my earlier paper, for while the instrument can be used with perfect satisfaction for short sights up to, say, 300 to 600 feet when held in the hand, it is impossible to read milch longer distances without the use of a tripod, as a steady support for the instrument. Results are here given upon four combinations of prism and telescope. No. 1.
